Also, your swift action in providing skilled manpower to help build quarantine sites was beneficial in addressing the shortage of facilities to house the then increasing number of COVID-19 patients.

These, of course, are on top of your continued pursuit to fast-track infrastructure development in Central Luzon for better means of transport. Now more than ever, your role in reigniting local economy is indispensable as the country gradually recovers from the tragedy that is COVID-19.

As we step on another year, another reason to work hard and to build, build, build our promise of better infrastructure experience to the people.

In the face of such pandemic...crisis after crisis - NO, our spirit, our will

grateful that our organization collectively and positively responded to the COVID-19 pandemic, natural disasters, kinks in project implementation, and operational woes.

Amid the protocols of the new normal, we were able to adapt to these changes and this enabled us to maintain our standing as we slowly worked toward achieving our targets and goals. Yes, we reeled from the impact of the worldwide crisis and other disasters, but as a team, we managed to face them head-on and able to get through unscathed.

The undying spirit of our Regional and District Engineering Office manpower will be forever recognized, in particular on how they continued to be of service to our stakeholders in the past year. From transporting medical front liners and facing off with health risks by leading disinfection activities in converged places; clearing of debris and conducting rescue and relief operations during and after the typhoons’ wrath; and most of all, the continued supervision of the implementation of infrastructure projects in the middle of it all – I am personally amazed at that exceptional service and dedication.

With that in mind, again I would like to reiterate my sincere appreciation to our people – you are the ones that fuel our machinery making it run smoothly with excellent performance – thank you for living up to the public’s expectations against all odds!

For the year 2020, the Department of Public Works and Highways in Region III (Central Luzon) faced numerous project implementation hitches due to multiple lockdowns caused by the COVID-19 pandemic. There were considerable delay in project delivery, funding woes, supply chains concerns, particularly in the supply and delivery of construction materials, health and safety measures at construction sites, and the impact of the ambivalent community quarantines to the mobility, not only of workers at the construction sites, but also in the performance of routine maintenance and disaster response activities.

Owing to the determination of our people, as of December 31, 2020, the DPWH Region III managed to achieve an actual project accomplishment of 73.75%, slightly lower than its target of 78.67%. Out of the 2,013 project components programmed under the FY 2020 General Appropriations Act, some 626 were completed, while 1,148 were still in the different stages of implementation, and 239 have yet to be started as of yearend.

of 1,202 project components or 60% of the total number of project components were categorized as Local Projects, while 311 or 15% were projects under the National Roads and Bridges Program. Meanwhile 278 project components (14%) under the Convergence and Special Support Program were in the different stages of implementation and these were road projects leading to declared tourism destinations, construction of rainwater collector water system and projects under the TIKAS Program. Lastly, 222 project components or 11% were projects categorized under the Department’s Flood Management Program.

DPWH Regional Office

The total appropriations received by the DPWH Regional Office for CY 2020 was at Php2.323 Billion pesos for the implementation of fifty-eight (58) project components. Twenty-two (22) project components were released under the Convergence and Special Support Program (CSSP), eight (8) under the Local Program, and twenty-eight (28) under the National Roads and Bridges Program (NRBP).

The Office was able to complete seventeen (17) project components, sixteen (16) of which were under the CSSP and a lone project component categorized under the NRBP. Although there were six (6) project components reported to have not yet commenced, the DPWH Regional Office is fasttracking the completion of the 35 ongoing projects under the said component.

The District Engineering Offices

At the onset of the COVID-19 pandemic, the national government slashed the budget allocated for infrastructure under the FY 2020 General Appropriations Act (GAA). The budget cut was instead realigned to fund the government’s initiatives in its fight against the COVID-19 pandemic, and to provide financial assistance to local government units (LGUs). As such, appropriations intended for infrastructure projects to be implemented by the Department, particularly those of the District Engineering Offices were severely affected.

Even with the discontinuation of the P30.824 billion worth of infrastructure projects that were classified as “For Later Release” under the FY 2020 GAA, or Republic Act 11465, our DEOs still managed to meet its target accomplishments for the year.

Unquestionably, the performance of the District Engineering Offices is based on project accomplishment and the late release of “For Later Release” infrastructure funds had some bearing on the number of completed project components by several district offices.

With the pressing concerns on COVID-19 control, the DPWH Region III faced the challenges of project implementation and had to re-assess its goals and priorities to minimize construction delays and provided remedies to ease any effect of such delays to the organization targets.

On March 16, 2020, Secretary Mark A. Villar issued a Memorandum instructing the adoption of alternative work arrangements in all DPWH offices as a preventive measure to ensure the safety of its manpower. The order that was immediately implemented allowed the continuous operations of all DPWH offices to ensure the continued delivery of its frontline services and in the performance of its mandate.

Under the supervision of Region III Director Roseller A. Tolentino, the Regional Office and its fourteen (14) District Engineering Offices in Central Luzon’s seven (7) provinces also supported the initiatives of the national government and the local government units under their respective areas of jurisdiction.

In the absence of public transport, DPWH District Engineering Offices utilized their service vehicles to convey Frontline Workers and Medical Frontliners to their respective places of assignments.

The six (6) evacuation centers in Talavera, Nueva Ecija, Dingalan, Aurora, two (2) in the Province of Pampanga, and another two (2) in Zambales were readied in case that there would be a need for additional health/ quarantine facilities.

The Regional Office also took the lead in transforming large public venues into temporary health facilities to augment the need for additional hospital beds for COVID-19 patients. Several structures in the region were repurposed and became “We Heal As One” centers like those at the Philippine Arena in Bocaue, Bulacan, the ASEAN Convention Center in Clark, Pampanga, and the National Government Administrative Center inside the New Clark City in Capas, Tarlac.

To be of service to the public was also DPWH Region III’s priority even if its office had been operating with a skeleton workforce. Health and safety protocols were institutionalized with the primary aim of protecting the welfare of its workers.

In the series of meetings with the 14 Engineering Officials, RD Tolentino challenged the District Engineers to each implement the safety measures for their skeletal manpower as they continue their operations.

Despite the widespread concern and impact of the COVID-19 in our country, the District Office was still able to complete the implementation of all infrastructure projects for the year 2020. Undeniably, we would not have been able to do this without the support and assistance of our dedicated employees who, although apprehensive, continue to serve the public despite the threat of pandemic.

PERFORMANCE HIGHLIGHTS

For Calendar Year 2020, the Bataan 1st District Engineering Office received a total budget of P910.12 Million for the implementation of fifty (50) infrastructure projects; twenty-two (22) of which were completed and the rest are ongoing projects.

The Office was able to implement and complete the following:

•2.72 kilometers of off-carriageway improvement;

•2,294.67 lineal meters of flood control project;

•1 rain water collector system with 15 units; and •12 local infrastructure projects.

Accelerating infrastructure development through the continuous implementation of various projects for the year 2020 has been the primary goal of our Office and it is our contribution to boost economic activity in our community.

I can personally attest that our entire team helped out in overcoming all the challenges posed by the present health crisis and I am grateful to all our employees who ensured that there would not be any delay in the construction of public structures.

PERFORMANCE HIGHLIGHTS

For Calendar Year 2020, the Bataan 2nd District Engineering Office received a total budget of P962.55 Million for the implementation of sixty (60) infrastructure projects; twenty-one (21) of which were completed and the rest are ongoing projects.

The Office was able to implement and complete the following:

•8.35 lane kilometers of road project;

•2,407.67 lineal meters of drainage structure along roads;

•4094.34 square meters of off-carriagewa improvement;

•1 bridge project;

•1 rain water collector system with 17 units; and

• 15 local infrastructure projects.

With our completed projects and those on-going as of year-end, we hope that we have significantly contributed to the recovery of the economy and to the improvement of lives of Filipinos. With all the unfortunate events we faced this year and even beyond, I must say that the year 2020 not only tried our mettle, but left us to uncertainty. The country’s economy was on a downturn and the fear of work stoppage for the project implementations bothered each of us in the management due to restrictions. Until one day, Secretary Mark Villar went on air to announce the continuation of infrastructure mandate . . . and the rest is history. Projects after projects were completed by the DPWH’s 183 district engineering offices complementing the BUILD BUILD BUILD program of the administration gaining kudos from the Filipino people. For us in the DEOs, everything was normal – public service wise! “

For Calendar Year 2020, the Bulacan 2nd District Engineering Office received a total budget of P3.48 Billion for the implementation of one hundred fifty-four (154) infrastructure projects; one hundred (100) of which were completed; fifty-three (53) are ongoing projects; and one (1) has not yet started.

For Calendar Year 2020, the Pampanga 2nd District

Engineering Office received a total budget of P1.66 Billion for the implementation of seventy-six (76) infrastructure projects; thirty two (32) of which were completed; fifteen (15) are ongoing projects; and twenty-nine (29) have not yet started.

The Office was able to implement and complete the following:

•354.93 lineal meters and 26,165.51 square meters of flood control project;

•24 local infrastructure projects;

•1 school building funded under the Basic Educational Facilities Fund;

•1 Farm-to-Mill Road and 2 Farm-to-Market Roads funded by the Department of Agriculture;and

•1 project for proposed various medical healthcare facilities and other related facilities for COVID-19 patients and healthcare professionals.

Undeniably, the COVID-19 pandemic has changed the Filipinos’ way of life! But definitely, it never daunted the spirit of the DPWH for public service. While it prevented us from doing things we regularly do before and imposed unprecedented restrictions, the national government left no stones unturned to exhaust all possible options to tame the tide of transmission. Health protocols were disseminated to the public, most especially to the medical front liners – the infrastructure first stringers included!

Thus, Pampanga 3rd DEO never waned in performing our tasks of road and facilities constructions all over our area of jurisdiction as a face-off to the existing challenges. And we won in that struggle as evidenced by our 2020 accomplishments. “ “

•1 project of flared intersection;

TARLAC 1ST DISTRICT ENGINEERING OFFICE

With our continuous implementation of infrastructure projects, Tarlac 1st DEO was able to sustain the livelihood of thousands of workers on job order employment. We are happy, that despite the fact that million Filipinos were displaced due to the inevitable downsizing of offices and closure of businesses for fear of virus contraction, we had them work for clean income via the continuing implementation of our road projects. More importantly, we were able to do a great service to our province and the municipalities by alleviating the impact of the resulting economic crunch and saving our communities from poverty had it not been for the modest income of our workers that had at least saved them from sure insufficiency.

PERFORMANCE HIGHLIGHTS

For Calendar Year 2020, the Tarlac 1st District Engineering Office received a total budget of P4.88 Billion for the implementation of one hundred forty-five (145) infrastructure projects; sixty-five (65) of which were completed; seventy-nine (79) are ongoing projects; and one (1) has not yet started.

The Office was able to implement and complete the following:

•18.82 lane kilometers of road, drainage and permanent bridges project;

•5641.62 lineal meters of flood control project;

• 2 projects funded under the TIKAS program;

•0.88 lane kilometers of access road leading to declared tourism destinations in cooperation with the Department of Tourism;

•1 rain water collector system with 12 units;

•28 local infrastructure projects;

•2 school buildings funded under the Basic Educational Facilities Fund;

•1 public market/farmers market in cooperation with the Department of Interior and Local Government; and

•1.6 lane kilometers of farm-to-market road funded by the Department of Agriculture.

TARLAC 2ND DISTRICT ENGINEERING OFFICE

With all the mishaps that we faced throughout 2020, our District Office did not lose sight of our planned targets in project implementations. Yes, there were emergency interventions that got in the way, but those were just acid tests as up to where are our capacities as public servants.

Through our expanded scope of works which allowed us to repurpose existing evacuation centers into quarantine/isolation facilities for COVID-19 patients, we were given the rare opportunity to serve beyond our mandate and be part of history. Our humble accomplishments, in a way, played a crucial role in the continuing aspiration of the national government for the country’s progress and the sustenance of the economy which nearly reached extreme downtrend from the serious damages of the dreaded pandemic.

For Calendar Year 2020, the Tarlac 2nd District Engineering Office received a total budget of P1.76 Billion for the implementation of seventy-six (76) Infrastructure projects; forty-eight (48) of which were completed and the rest are ongoing projects.

The Office was able to implement and complete the following:

•32.418 kilometers of road project;

•7,444.66 lineal meters of flood control structure;

•4 projects inside the TRADOC, Camp O’Donnel funded under the TIKAS Program;

•6,762.85 lineal meters of access road leading to declared tourism destinations in cooperation with the Department of Tourism; •486.90 lineal meters of bridge project; •24 multi-purpose buildings; and

•8 outside projects which include various school buildings funded under the Basic Educational Facilities Fund and farm-to-market roads funded by the Department of Agriculture.
