It goes like this, “Gujarat should be a catalyst in getting India the stature of Vishwaguru once again. And we have to relentlessly work towards making this dream come true...” The state and its leadership truly believe in leading from the front and creating value for the whole nation while doing the same for itself! Welcome to the most awaited special edition of ‘SEARCH’, ‘Investment Destination Gujarat’, which reflects the growth, popularity and adulation that the state attracts! And while it is both challenging as well as exciting to build and bring this issue to you, we, at SEARCH, just like the state of Gujarat, are very competitive and proud of this special presentation, which, in this edition, is all about the Proud Projects and the potential they hold. As we are all aware, Gujarat’s economy today has reached a critical size, which is a strong platform to launch itself on an accelerated and high growth trajectory. Gujarat is geared for robust infrastructure that will form the base for sustaining high growth. The state has initiated several projects, which will redefine India’s economic history and put the country on the high growth trajectory. The Vishwaguru in the making! State-of-the-art infrastructure is shaping up more visibly in Gujarat with the strategic implementation of the Big 2020 Infrastructure plan. The ultimate goal of Big 2020 is to create a robust social, industrial and physical infrastructure network ensuring accelerated inclusive and sustainable growth. Robust infrastructure includes infrastructure that is benchmarked and competing with the best in the world to provide a competitive edge for Gujarat to attract and sustain investments in various sectors of the economy. The infrastructure is reliable, well spread and balanced to ensure that the fruits of development reach all in the furthest corners of the state. The cover story is aimed to do justice to the these nation building projects that Gujarat can take pride in ... like Gujarat can boast of the first ever big private port project in the country. Its 40 minor ports (most in the private sector) handle around 80% of the cargo handled by all private ports in India. Or the only chemical port and two LNG terminals that have been developed in the PPP format or the two air strips that have been developed by private developers and several Build-Operate-Transfer (BOT)/Build-Own-OperateTransfer (BOOT) roads and railway lines that are functional. While the state of Gujarat is indeed on a victory march, it is also true (like it is for everything else in life) that there is always scope for improvement. According to some industry leaders, most of the development that the state has seen has been in and around north and south Gujarat; areas like Saurashtra and Kutch have been ignored. Also, it has been felt that what may be progress to some, may in fact be regress to others. Gujarat is currently facing the same anti-dynamics. It is very easy for large scale industries to gain foothold in Gujarat, but the same cannot be said about the existing players in the state. Then again, it is felt that being an SME in Gujarat is no more an icing on the cake; their growth has been crippled by higher tax, higher electric charge and estate development charges, amongst other major problems. With so much passion, possibilities and potential packed in this edition, we salute the manufacturing fraternity of Gujarat for being the winds beneath the wings for the aspirations to fly higher!!

One state-of-the-art 4,500 tonne open-die hydraulic forging press to be purchased from Italy: The function of the hydraulic pressure is to exert enough force to press the metal into the required shape. One 60-tonne rail-bound manipulator to be purchased from Germany: It holds & rotates the hot ingot while forging. In this case, it can hold an ingot of 60 MT. Five furnaces to be purchased from Germany: Of these, two will be used in reheating, while three will be used for heat treatment.

Expanding Capabilities

The LANXESS India Pvt Ltd site in Jhagadia, a key manufacturing base for the global brand, has been built to world-class standards. The production facilities as well as utility services at the site ensure safe and environmentally responsible operations. PRATEEK SUR

T

he greenfield investment of LANXESS, the site in Jhagadia, is one of the largest production sites of the company in India. It is part of the Jhagadia Chemical Park within Gujarat Industrial Development Corporation (GIDC). This plant will benefit the industrial scenario in the state by increasing the cash flow. Additionally, it will better the employment scenario by creating more jobs with every expansion.

Investment

So far, LANXESS has invested over €70 million (approximately `500 crore) in the site over the past few years and has created more than 300 jobs. This includes: Relocation and upgradation of the rubber chemicals plant Opening of Liquid Purification Technologies (LPTs) Relocation of the assets of plants

for polymer-bound rubber chemicals and release agents from Rhein Chemie and the plant for material protection products from Madurai to Jhagadia Commissioning of a highperformance materials compounding facility, which produces high-tech plastics at the site. Key Sustainers

The LANXESS Group has set new standards in sustainable production. The site can lay claim to some significant features such as: 20% of the total building costs were spent in sustainability projects Effluent treatment plant: It treats the waste water from the site before being discharged in the disposal system Cogeneration plant: It generates power and steam for use by production facilities and is fuelled by natural gas. It saves emissions of around 31,000 tonne of CO2 equivalents per year. A significant premium has been paid for the Solo-NOX model in order to reduce nitrogenous oxide emissions, which are more harmful, and thus, reduce carbon footprint. Green zone: Since 2009 onwards, LANXESS India has been advocating the cause of creating a ‘Green Zone’ at its site in Jhagadia. As part of the cause, the company aims to plant around 7,000 trees in and around the site. So far, it has already planted 3,500 trees. On June 5, 2012, LANXESS celebrated ‘World Environment Day’ at its site in Jhagadia and pledged to plant 1,900 saplings in a month.

Making its presence felt METSO, a chief technology supplier for the mining & construction, pulp, paper & power and automation sectors, has expanded its production capacity in Ahmedabad. ETSO has expanded its horizons. It has spread its wings to a new extension in its Ahmedabad Foundry, which would bring huge investments to the state along with an increase in the employment opportunities for the local labour force. This foundry is located on Odhav Road in Ahmedabad. This expansion rides on an investment of `400 million and addresses the global demand-supply gap in cast wears. The investment will triple the production capacity of high-chrome wears from 1,000 MT to 3,000 MT at Metso’s Ahmedabad foundry.

undra Port, the flagship port of Adani Ports Special Economic Zone Ltd (APSEZ), one of India’s largest private port developers & operators that is part of the Adani Group, made history in Gujarat recently. The port handled the largest container vessel till date with a nominal capacity of 14,036 Twentyfoot Equivalent Units (TEUs)—the first of its kind to call at any Indian port, thereby making history in the Indian maritime sector.

Project Details

Mundra Port ranks second among Indian ports in terms of total cargo handled during FY2013. Adani Ports has developed and operates three container terminals at Mundra, Gujarat. MSC Valeria is berthed at the new container terminal, which has one of the deepest water depths in India and extensive infrastructure including state-of-the-art container cranes. MV MSC Valeria, owned by Swissbased MSC Mediterranean Shipping Co, a leading global shipping line, with an overall length of 365.5 mt (1,199.2 ft) was delivered to MSC in June 2012 and is currently deployed

in MSC’s Asia-Mediterranean Dragon service. MSC Mediterranean Shipping Company SA, Geneva, is a privately owned shipping line and currently the second largest container shipping line in the world. As of May 2013, MSC was operating 451 container vessels with an intake capacity of 2,281,000 TEUs. According to Gautam Adani, Chairman, Adani Group, “Considering the current global economic scenario, delivering cost-efficient services to customers will be the single most important factor in trade. I believe that by bringing 14,000 TEU ships in India, and Mundra specifically, we will open a new chapter in the container business of not just Gujarat but the entire country. This, in turn, will create new opportunities in the sector. India will now feature on the global platform for large container shipping business.”

Investments Galore

Traditionally, an average container ship size is less than 4,000 TEUs in India. The 14,000 TEU vessels will reduce the cost significantly. It is believed that this cost reduction to customers can give Mundra Port an opportunity to become a hub port

for servicing not only other Indian ports but also potentially cater to the Middle East and African markets. This would help bring in huge investments from Indian as well as global players for the state of Gujarat. Along with this, such huge capacity ships would require more workers at various steps and therefore, would bring better employment opportunities for the locals. “Having such facilities, APSEZ will have an advantage for container business, especially for North and Central India through its ports at Mundra and Hazira,” added Adani. There are not more than 35 ports in the world where 14,000 TEU container vessels can be handled. Mundra Port has well established rail connectivity to North and West India. It is also connected by a railway line capable of handling long haul rails and double stack containers to the northern hinterland of India. The Group also operates Inland Container Depots (ICDs) at Patli and Kishangadh. As a means to upgrade its business quotient, the state has proposed the construction of Dholera Special Investment Region (SIR). This strategically located SIR is planned to be set up on a greenfield site with all the required facilities. Being developed on the Shanghai model, Dholera SIR is Hon’ble Gujarat Chief Minister Shri Narendra Modi’s dream project. Yet to come into existence, Dholera SIR has already attracted a lot of investments and interest from the global business community. ujarat is set to construct a planned city at Dholera, a flourishing region about 100 km south of Ahmedabad. At 900 sqkm, the city will be almost double the size of Ahmedabad. Dholera Special Investment Region (SIR) is built to convert this into a global manufacturing and trading hub. “Dholera will be developed in a much better way than Delhi; it will be six times bigger than Shanghai. The focus of this mega project is to create and enable an environment that will protect the local industries, enhance the investment climate, improve the quality of life, upgrade human skills, create world-class infrastructure and, above all, attract global investment. This project’s goals are set to double the employment potential, triple the industrial output and quadruple exports from the region in the next five years. Delhi-Mumbai Industrial Corridor Development Corporation (DMICDC)—the mastermind behind the planning of Dholera SIR—has set a target of completing the fourlane roads and a broad-gauge track in four years. DMICDC has already acquired 105 sqkm for Phase 1 of the upcoming `70,000-crore city at Dholera that will be developed in six phases. While town planning for two of the phases has been done (152 sqkm), planning for the other four will be done over the year. Recently, the Airports Authority of India (AAI) has approved the international airport site near Dholera.

Proposed economic activity mix at the Dholera SIR entails the development of 9,225 hectare of land up to 2040. This economic activity mix is expected to employ approximately 342,400 employees. Dholera SIR will require taking up a number of economic activities, such as: Heavy Engineering The heavy engineering industry comprises production of machinery and equipment like heavy electrical equipment including turbines, power & distribution transformers, generators and high tension circuit breakers, among others.

Automobiles and Auto Ancillary The automobile and auto ancillary industry comprises manufacture of automobiles as well as automotive components. The sector also takes into account the manufacturing of engines and heavy commercial vehicles like trucks and trawlers. Electronics, high-tech and emerging technologies/high value-add industries The electronics, high-tech and emerging technologies/high valueadd industries comprise value creating new-age manufacturing. The Metro-Link Express for Gandhinagar and Ahmedabad (MEGA) project is a long-awaited metro rail service for both the political and financial capitals of Gujarat. The Gujarat Government has formed two high-level monitoring committees to ensure the project’s speedy implementation. he Metro-Link Express for Gandhinagar and Ahmedabad (MEGA) has a clear vision—to provide safe, fast and eco-friendly rail-based mass transit services to the public. The project will connect important points in Ahmedabad like Kalupur Railway Station, civil hospital, airport to GIFT city, Sachivalaya and Akshardam in Gandhinagar. This project will include around 64 km of elevated corridor and 19 km lies underground. The total length of the project is 83 km. The entire overground stretch of 60 km is expected to be completed by 2017, while the remaining is expected to be completed by 2021.

We have drawn several key learning’s from our observation of other metro rail projects. The first key learning is that no two metros are similar; it is all about customisation. So, one should not look at a template that can be used for all metros. The project should evolve bottom up, based on user requirements. Thanks to the latest technology and design, passengers are expected to have a very comfortable and convenient journey. The project is also expected to generate several revenue opportunities for the project & state government. This, in turn, will pave the way for further development. A senior Gujarat Government official

construction are in the finalisation process. In addition, preliminary activities like land development, boundary walls for depot and casting yards have already begun. Government Contributions At present, MEGA is wholly owned by the State Government. However, the Government of India is participating in the project by way of contributing 50% equity. It has already approved the project and made the part provisions in the Union Budget 2013–14. The total cost of the project is `19,000 crore—funding will be primarily through 40% debt and 60% equity. MEGA has received `1,100 crore till date. Debt is being arranged from domestic banks. Major PSU banks have expressed interest and are processing the proposal. The government has been extremely supportive during the entire process. Apart from contributing equity, it has also facilitated the process of approvals. This project enjoys the Sate Government’s support as it is in line with its plans to put Gujarat on the path to accelerated growth.

Key features

MEGA is expected to break even in the next five years; in the interim period, a part of the funding will be generated through income from real estate. It would be a pioneering project of its kind in India due to the adoption of latest technology. Driverless train: It will have a driverless train owing to the adoption of communication-based train

technology. Monopile structures: It will predominantly have monopile structures. Higher passenger carrying capacity: The train will run on a broad gauge of 1,676mm with coaches having a wide body of 3.4 metres. The use of a broad gauge will allow for wider coach selection, resulting in higher passenger carrying capacity and lesser train length. This, in turn, will mean that lesser station length will be required. This translates into savings in terms of cost and construction time. Traction system: The train will have a

Benefits galore

At present, public transport accounts for only a small part of the transport used by the people in the AhmedabadGandhinagar region; only one million in a population of six million people use public transport. This region is expected to grow rapidly and will need to be supported by a public and modern transportation network. The unique amalgamation of environmental benefits, infrastructural developments and social upgrades associated with the project has set a benchmark not only for other states of India but also for the rest of the world to follow. he challenges of climate change and global warming continuously threaten the ecological balance. Excessive utilisation of the Earth’s nonrenewable resources has only worsened the situation further. Taking note of the growing impacts of climate change at the local, national and global levels, the Gujarat Government has pledged to reduce the vulnerability of the ecology. An eco-friendly way to go about this is by using renewable energy sources like solar power, which can be generated abundantly in Gujarat. As a step in this direction, Hon’ble Gujarat Chief Minister Shri Narendra Modi has proposed the creation of a solar park at Charanka.

Record-breaking project

This solar park is, so far, the largest in Asia and will soon turn into the largest in the world. However, some news published on the basis of figures suggests that it has already become the world’s largest photovoltaic power station. Accounting for 214 megawatts of photovoltaic solar capacity, it becomes larger than China’s 200 MW Golmud Solar Park, which previously

Solar Policy in place

Considering the concerns over climate change, the Gujarat Government has taken a proactive stance by formulating and announcing the Solar Power Policy in January 2009. Under the Gujarat Solar Policy, the Gujarat Government has signed a power purchase agreement for 971.5 MW solar power projects—a record in the history of Indian solar power sector. In order to facilitate the development of these solar projects, Gujarat Power Corporation Ltd

(GPCL) has conceived the concept of Gujarat Solar Park.

An Overview

The concept The solar park concept is similar to a special economic zone, dedicated to generation of solar power and manufacturing of solar components. The concept aims to accelerate the development of solar power generation projects through the availability of large areas of suitable land, the provision of common infrastructure—including grid connection for power evacuation and water access—to a number of generation and manufacturing plants. The location GPCL identified approximately 2,024 hectare of land at Charanka village in Gujarat’s Patan district. The State

of today, Gujarat’s Charanka Solar Park has been allocated an aggregate capacity of 231 MW of which 224 MW solar projects have already been commissioned, i.e. electricity generation has commenced and been put on the grid.

In The Nation’s Interest

Upon completion, the solar park will reduce carbondioxide emissions released into the atmosphere to the tune of 8 million tonne and save around 900,000 tonne of coal and natural gas per year. It also gives a boost to India’s renewable energy ambitions. The country aims for solar power to account for 3% of national capacity. On December 30, 2010, Gujarat Solar Park was inaugurated and was completed on December 31, 2011. It was formally commissioned on April 19, 2012, by Hon’ble Gujarat Chief

Gujarat ‘model’ of economic development

A recent World Bank report on favourable destinations for business and industry across the world renders Mumbai the 10th spot in Asia, while Ahmedabad is given the 5th spot. “Gujarat has a vast desert and less water resource. The state does not have any raw material or natural resources like other states of India. Yet, it is enriched on all fronts,” avers the Chief Minister while addressing a high-level business delegation in Mumbai organised by IMC. He adds, “If we can lead the steel industry despite not having iron ore, even the country can. If the six-crore population of Gujarat can make the change amidst adverse circumstances, 125 crore Indians can definitely do the same.” The Chief Minister’s speech featured the usual theories about Gujarat as a symbol for wide-ranging growth that the rest of the country should adopt. He emphasised on how Gujarat is on the path to rapid development and blamed the Centre’s policies for the recent downturn. “Gujarat follows the three-part model of growth, where one-third

It is all about the concept of a person that has made the difference,” says Niranjan Hiranandani, President, Indian Merchants’ Chamber (IMC), during a recent gathering in Mumbai, defining the persona of Hon’ble Gujarat Chief Minister Shri Narendra Modi. Hiranandani, like any other Mumbai businessman, wanted to know why and how businesses get a red-carpet welcome in Gujarat. And the Chief Minister did not disappoint the business fraternity by answering their queries and sharing the growth story and socio-economic development of Gujarat in the last 10 years.

years. Abundant power is a major USP of our state today,” he informs. The Chief Minister’s claims are backed by facts. Case studies reveal that Gujarat’s power sector was in a poor state in 2001, when he became the Chief Minister. The Gujarat State Electricity Board (GSEB), had posted a loss of `2,246 crore for 2000–01, on revenues of `6,280 crore, interest costs alone were `1,227 crore. Transmission & Distribution (T&D) losses were a substantial 35.27%, and load shedding was frequent. GSEB’s situation was not so grim that it had no funds to add generation capacity on its own, nor was it able to persuade the private sector to invest. Reforming GSEB, thus, became one of his top priorities. The Chief Minister’s first step was to identify and appoint bureaucrats capable of taking on the enormous challenges. In May 2003, the Gujarat Government passed the Gujarat Electricity Industry (Reform and Reorganisation) Act, which divided GSEB into a holding company, a power generation company, a power transmission company and four distribution companies. This enabled better management and more efficient operations. Another key reform was the separation of the feeder line that supplied power to the rural areas into two—one to supply power for agricultural needs and the other for household & miscellaneous needs. This was part of the Jyoti Gram Yojna, a scheme that the Chief Minister announced in 2003 to supply roundthe-clock power to villages. A study by Indian Institute of Management, Ahmedabad, has estimated that the project saved the state capital expenditure of around `23,000 crore, or about 5,000 megawatts. The Gujarat Government has also taken care to ensure that the state electricity regulator—unlike in most states— remains truly independent of political pressures. The state electricity board posted its first profit of `203 crore in 2005–06. By 2010–11, the net

profit had risen to `533 crore, while T&D losses had fallen to 20.13%. Additionally, tariff collection efficiency went close to 100%. Private players, once reluctant to invest in Gujarat’s power generation, are now making a beeline for the state. Power plants with a total installed capacity of 16,945 MW have sprung up in the state. It is a remarkable transformation for a state, which was power deficient barely a decade ago. Gujarat now produces about 14,000 MW power of which about 2,114 MW is surplus. The state presently supplies 24-hour electricity not only to its large cities and towns but also to the 18,000 villages.

Inspiring infrastructure

Gujarat has also implemented various development projects successfully in the last 10 years. The Gujarat model can be easily replicated in the country, believes the Chief Minister. “I am creating a new coastal city called Dholera with all sort of amenities for businesses. It will be double the size of Delhi and six times the size of Shanghai.” The Gujarat Chief Minister also thinks that India can beat China to emerge as a powerful country. “China only showcases Shanghai, not the entire country. India should show its special strength to the world,” he emphasises, adding, “Hence, I suggested the Government of India to commence the Ahmedabad-Mumbai bullet train. I have a dream to make a ‘Statue of

Symbolising good governance

Gujarat and Hon’ble Chief Minister Shri Narendra Modi have earned their reputation owing to good governance. The Chief Minster, on the other hand, claims that Gujarat has already been following the model of good governance much before the high power committee set up by Government of India suggested the following points: Bureaucratic & administrative stabilities Policy-driven state with no discrimination Coordination between departments Openness in governance without any secrecy Chance for innovations for the bureaucrats Before taking a decision on policy formation, the Chief Minister invites ideas from the public. “We need to work on a PPP model else the country will not grow. I prefer to apply the P4 formula, i.e. People Public Private Partnership on all fronts,” he remarks. He also stated that the country could still salvage the damage it had suffered in the recent past to get back onto the growth track. “We can do it. Development not confined to four cities anymore

Until a couple of years ago, industrial development was primarily limited to four major cities of Gujarat, namely, Ahmedabad, Baroda, Surat and Rajkot. However, now, most parts of the state are witnessing industrial development in varying degrees. Over a period

of time, Gujarat has also witnessed a sizeable increase in the number of SMEs. Additionally, chemicals & petrochemicals, engineering & auto, food and agro, oil & gas, pharmaceutical and biotechnology are currently attracting strong investments in Gujarat.

Calculated automation for labour problems

Gujarat has good infrastructure at the initial level; however, various issues, such as labour shortage, crop up from time to time for which calculated automation is a must. Its connectivity to ports in Australia, the UK, the Middle East and East Asian countries, making it readily accessible for the international and domestic markets. The presence of numerous ports and airports, strong rail & roadways connectivity, gallant water supply throughout the state, good power supply & other infrastructure facilities make it a viable destination for investment.

Many companies have invested in Gujarat and many more are shifting their base to the state from other states. Gujarat is set to be the frontrunner in industrial growth in the next 5–10 years as mega infrastructure projects like metro rail and solar park are in the pipeline. As we are located in Saurashtra, we hope to receive the benefits of such developments in our area.

Automotive, forging, casting, machine tools, sheet metal, textile, infrastructure, ceramic, etc. are the

sectors that attract good investment. Competition is constant in every sector of the industry and we feel that it is one of the factors that contribute to industrial growth. Competition always proves to be a motivational factor to do well.

SMEs in Gujarat

Although we saw a slowdown in our sales last year, we hope to witness good sales for our products this year. The cluster development programme has been optimally utilised by the SMEs of Rajkot with UNIDO’s cooperation and assistance to cluster members.

In the sheet metal industry, Chinese machinery is available at cheap prices in India and abroad. This may affect our industry in the long term as new sheet metal industry units may not be able to come up in Gujarat. Another problem is that banks charge a higher rate of interest. Additionally, Saurashtra has been grappling with the problem of water scarcity since long, which is again a hurdle for SMEs in the industrial scenario.

Message to young entrepreneurs

Our message to new entrepreneurs is that they should invest in Gujarat because of the ample opportunities it provides as an investment destination. The current government is savvy to the industrial growth in the state, which will help boost various industrial segments and will provide young entrants with more options to explore.

We are constantly making efforts to introduce new products in the market and are looking forward for more product segments and plans to expand our customer base. What may be progress to some may, in fact, be regress to others. Gujarat is currently facing the same anti-dynamics. It is easy for large scale industries to gain a foothold in the state. In fact, large scale industries can think of investing heavily here because the State Government is always ready to redress their issues at the earliest.

SMEs on the wrong track

Being an SME in Gujarat is no more an icing on the cake. For SMEs, existence has become more painful these days. Higher tax, higher electric charge, estate development charges, higher corruption and day-to-day programme fund demands are the major problems of SMEs. The last five years have seen more than 50,000 SMEs shut down. While many have closed down,

most have become sick; the others are simply finding it difficult to survive in a market that is constantly declining.

Promising industries

Real estate, chemical, textiles and petrochemical industries have been attracting good investment in Gujarat. However, high cost of investment due to very high land prices, higher tax and other issues are creating problems even for these companies in the cashrich state. Some areas are seeing tremendous growth, while others are being neglected. It is important to choose the set-up of the appropriate industry at the appropriate location.

Major Problems

As stated earlier, high tax rate, escalating electricity rates, development charges in estate, high rate of corruption and day-to-day programme fund demands are the major problems of SMEs.

Ignored areas of Gujarat

Most of the development in the state has been in and around north and south Gujarat. Areas like Saurashtra and Kutch have been highly ignored. Many regions can do much better if the Centre and the State Government stake initiatives for their development. While Rajkot leads in the auto and machine tools sectors, Surendranagar is at the forefront in bearing components. But among these high-profile areas, Saurashtra could have been one of the most favourable areas for the Maruti car manufacturing unit. It is disheartening to see most businessmen shifting their base to other cities.

Message to young entrepreneurs

It is important to understand the rules & regulations and policies of the government before investing in a particular industry. Be prepared to face hassles while dealing with banks and other registration centres. The process is unfortunately not streamlined; hence, some entrepreneurs prefer other destinations. According to the RBI Policy, no land or other guarantee is required for a loan of an amount less than `5 lakh. This policy is not followed by any nationalised bank in the state. The banks will follow seizure of properties even if they are within no rights to do so.
