T

he frenetic pace and scale of construction that is underway at the site of the fallen World Trade Center buildings in downtown New York is hardly reminiscent of the horrific happenings of September 11, 2001. Still, for every worker drilling, welding, pouring concrete or hauling steel; for every passerby who pauses to peep through the wooden slats around the work area; and for the family of every victim that died in the terrorist attacks on the iconic buildings eight years ago, not just Sept 11th but everyday is a painful reminder of what terrorism looks like. To say that the events of that fateful day have forever changed the way Americans live would not be an exaggeration. I still remember the time prior to 9/11, how lazily sprawled airport personnel used to wave passengers in without so much as a security check. From that to today, where over-the-top scrutiny can get even someone like a Shah Rukh Khan detained for extra questioning at a US airport, life in America sure has come to be an unwelcome proposition. Time was when we had a minority of red neck and hate mongering Americans who attacked people of color without provocation. But today, targeting people on the basis of their color, religion, nationality and political beliefs has come to be part of systemic profiling. Time was when minor infractions like traffic violations meant a ticket. But today, the same innocuous misdemeanor could have one potentially deported if one happens to be an immigrant of a particular nationality. Time was when politically and religiously persecuted people from across the world sought asylum in America. Today one has to think twice before voicing political or religious beliefs in public domain without having the Homeland Security come knocking at one's door. The tussle is between securing the nation as a whole and ensuring individual rights and liberties -- It's a no win situation unless days like 9/11 serve to give peace a chance rather than to fan fears, insecurities and thoughts of war.

Reddy was an outstanding leader: PM NEW DELHI: Prime Minister Manmohan Singh has described as a personal loss the death of Andhra Pradesh Chief Minister Y S Rajasekhara Reddy and said he was a "role model" and an outstanding leader with a tireless commitment to serve the people. In his condolence message to Reddy's widow Vijaya Lakshmi, Singh said Reddy worked for the masses, especially the poor and under-privileged, and described him as a "valued colleague on whom I depended for support and ideas". The void would be difficult to fill, he said. "Rajshekharji died as he lived - in the service of the people of Andhra Pradesh and the country. In his untimely passing away, the state of Andhra Pradesh has lost an outstanding leader and the country has lost an ideal Chief Minister who was a role model for other states," said Singh while

noting that his wife Gursharan Kaur also joined him in extending the heartfelt condolences. Praising Reddy as a "natural leader", the Prime Minister said he would be remembered for his un-

"All his actions were guided by his deep sensitivity to the prob-

lems of the poor and the needy," he said. Noting that Reddy's life was one of "tireless commitment and service to the people, especially the poor and the under-privileged," Singh said "his legacy will live on and will inspire many others in the time to come." The Prime Minister said Reddy, in his long and illustrious political career, had distinguished himself in every position he held. Singh recalled that Reddy was elected to the state legislative assembly at a young age of 28 years and was a member of the Lok Sabha for four terms. "His contribution to the Congress party was immense. He led the party to two consecutive victories in Andhra Pradesh. As president of the Andhra Pradesh Congress Committee, he undertook a historic padyatra in 1998 which endeared him to the people of the state," he said.-PTI

path towards east near Rudrakoduru in the Nallamala ranges in Kurnool district in rain and bad weather, the Chief Secretary said. Reddy was headed for a surprise visit to a village in Chittoor for direct interaction with people to check the delivery mechanism of a welfare program. The charred bodies of Reddy and the other four and the wreckage of the chopper which had broken into several parts were located at about 0830 hours on September 3 by an IAF helicopter after a massive aerial and ground search operation. The bodies, which were located on a hillock about 8 kms from Atmakur and 39 nautical kms east of Kurnool, were on the verge of getting decomposed because of incessant rains. Minister of State for Defense M M Pallam Raju ruled out sabotage behind the crash, saying it was an accident while Civil Aviation Minister Praful Patel said a probe has been initiated to ascertain the cause of the mishap.

The chopper might have drifted from its path because of a large cloud formation due to inclement weather and ended up hitting the cliff, the Chief Secretary said. The helicopter crashed 10 km away from Rudrakoduru on a hostile terrain and army commandos had to slither down with the help of a rope from a rescue helicopter. Except the tail portion, the body of the Bell-430 helicopter of AP Aviation Corporation was reduced to bits and pieces in the mishap. "Initially three bodies were traced and then the fourth one. It took a while to locate the fifth body. We have identified the bodies from the dresses," Director General of Police S S P Yadav said. Rosaiah described Reddy's demise as a "great loss" to the country. To him, it was a personal loss, he said which he was not able to digest. In Delhi, Congress Core Group met in the morning as the news trickled. After the meeting, Home Minister P Chidambaram announced the death.-PTI

Country has lost a popular leader of masses: Advani NEW DELHI: Condoling the death of Andhra Pradesh Chief Minister Y S Rajasekhara Reddy, Leader of Opposition in Lok Sabha L K Advani described him as a popular leader of the masses who had a special concern for the welfare of the poor. "In his death, the people of Andhra Pradesh and the country at large lost a very able and popular leader of the masses. His contribution to the development of Andhra Pradesh and particularly the deprived classes of the society is praiseworthy," Advani said

in his condolence message. He praised Reddy for initiating many welfare schemes for the public in the last six years as Chief Minister and lauded his contribution of more than 25 years to public life while in opposition. "To reach out to the masses, he has undertaken many programs, notable of which is his 1400-km long padyatra in the year 2003," Advani said. As a mark of respect to the late leader, the BJP has said its flag would fly at half mast at party headquarters. -PTI

Bolt from the blue for Congress NEW DELHI: Y S Rajasekhara Reddy's sudden death has come as a bolt from the blue for the Congress for which he was one of the leaders who contributed to the UPA coming to power in two consecutive elections. The news of his death cast a pall of gloom over the AICC headquarters at 24 Akbar Road where the party tricolor flew at half mast. Reddy helped the Congress come back to power in the 2004 assembly elections in the state, ending a 10-year-long political wilderness for the party, is the refrain of party leaders, small and big. Their contention is that the void created by the death of the 60-year-old leader was hard to fill in the state where he had made mincemeat of the opposition in the recently concluded Lok Sabha as well as assembly elections.

Senior leader Motilal Vora recalled how the Chief Minister had met him at the Hyderabad Raj Bhawan last Sunday and told him

about his plans of whirlwind tour of the drought-hit districts of the state to give succor to people. AICC general secretaries Mohsina Kidwai and V Narayansamy said that Reddy's death was a big shock for the party. Union Minister Vilasrao Deshmukh said that Reddy's example of fast execution of projects was worth emulation for all Chief Ministers. Deshmukh said the chief minister was a gentle personality, who was always ready to cooperate and find a way out of even ticklish situations. Condoling Reddy's death, Deshmukh said he was a mass leader whose 4,000 km padyatra brought the party to power in the state in 2004 and his work ensured that he repeated the feat in the just concluded elections.-PTI

Pak enhancing nuclear arsenal aimed at India WASHINGTON: Pakistan is enhancing its atomic weapon capabilities across the board by developing and deploying new nuclear-capable missiles and expanding its capacity to produce fissile material, two US experts have said, estimating Islamabad has an arsenal of 70-90 warheads. In an article published in the latest issue of "Bulletin of the Atomic Scientist," Robert S Norris and Hans Kristensen estimate that Pakistan's nuclear stockpile has jumped to an estimated 70-90 warheads from a previous figure of 60. "A new nuclear-capable ballistic missile is being readied for deployment, and two nuclear capable cruise missiles are under development. Two new plutonium produc-

tion reactors and a second chemical separation facility also are under construction," Norris and Kristensen wrote.

A new nuclear-capable ballistic missile is being readied for deployment, and two nuclear capable cruise missiles are under development However they agree that it is exceedingly difficult to estimate precisely how many nuclear weapons Pakistan has produced, how many are deployed, and of what types.

"It is equally troublesome to guess what its future plans might be," the article says. Norris is a Senior Research Associate at the Natural Resources Defense Council while Kristensen is Director, Nuclear Information Project at Federation of American Scientists. The two US experts believe that Pakistan's nuclear arsenal might not have crossed the 100 figure mark. Rolf Mowatt-Larssen, ex CIA top official on weapons of mass destruction noted a more accelerated pace by Pakistan: "It took them roughly 10 years to double the number of nuclear weapons from roughly 50 to 100". India rejects temporary solution to Security Council expansion SRIREKHA N. CHAKRAVARTY India Post News Service

NEW YORK: India last week, rejected an "intermediate model" for the expansion of the United Nations Security Council which is limited to expansion of only the non-permanent members. While strongly favoring the G4 proposal of expanding the Security Council by including six new permanent members having veto powers and four additional non-permanent members, India's Permanent Representative to the UN Ambassador Hardeep Singh Puri said, "We continue to harbor apprehensions over the notion of an intermediate model. First of all, it is unclear that a discussion on this model will serve the interests of finding a solution that garners requisite support. Apart from the limited support of a few here, and at that as a tepid second preference, it is unclear if this proposal can satisfy the central demand voiced repeatedly by members for genuine reform." Continuing his comments in his address to the informal meeting of the UN General Assembly on the start of the third round of intergovernmental negotiations on Security Council reforms, Ambassador Puri said, "Some have tried to portray the intermediate approach

as a compromise solution. I remain unconvinced since it is unclear what this is a compromise between. As we see it, an interim solution appears to limit expansion of the Security Council solely to the nonpermanent category. Therefore it can hardly be a sign of flexibility to support an option that currently does not include a sense of a compromise at all." Therefore, he said, in keeping with the suggestion that focus

‘Do not remain on the wrong side of history. It is evident that we are at a juncture where the prospects of substantive reform of the Security Council are visible’ should be on "what has commanded the most support", India sees little point in discussing a proposal that is in essence a negation of the core demand of the membership, i.e. expansion in both permanent and non-permanent categories of membership. "Perhaps it would be more useful to use the

learly vexed at the mem ber countries that have been trying to derail efforts to bring a consensus on the G4 proposal for expansion of the UN Security Council, Ambassador Puri on Sept 2nd took refuge in a little humor to express his frustrations during the intergovernmental negotiations. "Permit me to digress for a moment to refer to a few intriguing comments that I heard in the pre-lunch from some colleagues, who defy both empirical fact and recent developments to question the level of support enjoyed by the reform model with expansion in both (permanent and non-permanent) categories of membership," he said. "Despite the fact that I learnt my mathematics in the land that introduced the concept of zero to the world, I confess to being baffled by the new system of mathematics that

these colleagues seem to use. The issue is simple - only 12, or at best 15, delegations have ever objected to an expansion in the permanent membership. The rest, even the P-5 (Permanent-5), have not objected, not once, in repeated rounds of open negotiations…" He continued to say: "Listening to these specious arguments, I utilized the lunch break to look for inspiration. I found it in Lewis Carroll's classic work -Through the Looking Glass…. "The time has come," the Walrus said, "To talk of many things: Of shoes--and ships-and sealing-wax-- Of cabbages--and kings-- And why the sea is boiling hot-- And whether pigs have wings." "But wait a bit," the Oysters cried, "Before we have our chat; For some of us are out of breath, And all of us are fat!" "No hurry!" said the Carpenter. They thanked him much for that.

day earmarked for discussing an interim model for a discussion of the specificities of the various models suggested for expansion of both categories of membership," Ambassador Puri said. Using stronger language, the Permanent Representative, in a subsequent statement said, "Unfortunately, even today, there are some amongst us whose principal objective in attending these meetings sometimes seems solely to ensure that there be no progress whatsoever, either today or in any meeting that substantively discusses expansion in both categories of membership of the Security Council." Addressing the naysayers directly, Ambassador Puri said, "Do not remain on the wrong side of history. It is evident that we are at a juncture where the prospects of substantive reform of the Security Council are visible. To remain in this negative mould only defers the inevitable; it does not change it." The G4 countries comprising India, Brazil, Japan and Germany had made the proposal in 2005 for the expansion of both permanent and non-permanent members. In his address, Ambassador Puri said, "Only an expansion of the membership of the UNSC in permanent and non-permanent categories will be credible, effective and genuine. Only such measures will meet the aspirations of the membership at large. The G-4 framework resolution of 2005 proposed six new permanent members and four additional non-permanent members. We remain convinced that this is the optimum expansion that meets both the tests of representativeness and manageability." "Naturally, new permanent members would have the same rights and responsibilities as existing permanent members, including that of the veto," he added. The efficacy and legitimacy of the Council cannot be enhanced by tinkering at the margins, Ambassador Puri said, adding that the many useful suggestions made by delegations during the discussions must be seriously considered. "The problem we face is not what the elements contain, but their implementation. The reality is that however good these ideas may be, they will not be implemented unless the structure of the Council is changed. And that will happen only when the Council stops reflecting the world of 1945. Hence effecting serious reform of the working methods of the Security Council is integrally connected with its composition," he said.

Commercial interests not in the core of Indo-US deal: Sen KOLKATA: Ruling out "speculations" that commercial interests were at the core of the Indo-US civil nuclear pact, former Indian Ambassador to the US Ronen Sen has said the full extent of the deal's impact was not realized in the country. "There have been uninformed speculations about commercial interests being at the core of the US role in freeing India from global isolation from nuclear and other high technology trade," Sen said while delivering the Sarat Bose Memorial Lecture at the Netaji Bhavan here. "Suggestions had been made about the desirability of concluding commercial deals with coun-

tries like Russia and France while proceeding with the US with caution. This kind of thinking is oblivious of global realities," he said. Sen who was Secretary to the Atomic Energy Commission in the seventies, said that the full extent of the impact of the deal was not realized in India. "The essence of the agreement and its implications got lost in the maze of technical and legal details. It was mainly projected in our country in terms of promoting our energy security and in the US, as strengthening nonproliferation and fostering closer partnership with the world's largest democracy," he said in his lecture here. -PTI

World's largest lollipop dedicated to Sri Chinmoy India Post News Service

NEW YORK: The world's largest lollipop, weighing in at 6,706 pounds (3041 kg) set a Guinness World Record last week in New York City. Ashrita Furman, holder of the most Guinness records, was the architect behind the feat accompanied by an international team of over 25 assistants. To put it in perspective this single lollipop would be the equivalent of 165,070 regular-sized lollipops. A follower of Sri Chinmoy, Furman dedicated his feat to the honor of the spiritual master, poet, author, artist and musician who inspired him and humanity with his meditation and world peace efforts on the occasion of his birth anniversary. "We know Sri Chinmoy for his compassion, kindness and sweetness and for that reason we are celebrating his birthday by making the largest lollipop," com-

mented Furman. The 25-foot (7.5m) long lollipop (from top to bottom including stick) is 10-inches (25 cm) thick with a 10foot (3 m) diameter and a 31.4-foot (9.42 m) circumference and took almost one week to construct. The huge red candy is made of sugar and corn syrup, which was melted in 100-gallon (380 litres) pots and poured into a metal form. Far surpassing the previous lollipop record of 4,759 pounds this giant 6,706-pound candy delighted an

audience gathered to view the towering confection. Ashrita Furman has been breaking Guinness World Records since 1979, when he completed 27,000 jumping jacks to earn his first Guinness World Record. He set 236 official Guinness World Records, many of which were eventually broken. On April 14, Furman became the first person to currently hold 100 Guinness Records. At the moment he holds 98 standing records. Other Guinness World Records by Furman include the largest flower bouquet (101,791 roses), the largest pencil(74 feet), bobbing 33 apples in one minute and covering a mile the fastest while twirling a hula hoop and balancing a milk bottle on his head. The 54year-old has practiced Sri Chinmoy's meditation for over 30 years, which helps him to find the power, joy and concentration for his challenging records.

Pak enhancing nuclear arsenal aimed at India Cont’d from page 7

Following the example of other nations that have developed nuclear weapons, Pakistan is improving its weapon designs, moving beyond its first-generation nuclear weapons that relied on highly enriched uranium, the article said. In anticipation of this increased plutonium production capacity, Pakistan also is expanding its capabilities to reprocess it, it added. Satellite images show a second under-construction separation facility adjacent to the original that could handle the plutonium produced in the two new Khushab reactors. "Work also may have resumed on a partially built separation plant that dates from the 1970s. This plant is located at Chasma, where Pakistan operates a 300megawatt commercial reactor

(CHASNUPP-1) and plans to build three more, one of which is under construction," it said. Additionally, Pakistan is expanding its facilities at Dera Ghazi Khan in southern Punjab, where uranium hexafluoride and uranium metal are produced, the article said concluding that all of these efforts suggest that Pakistan is preparing to increase and enhance its nuclear forces. In particular, the new facilities provide the Pakistani military with several options: fabricating weapons that use plutonium cores, mixing plutonium with HEU to make composite cores and/or using tritium to "boost" warheads' yield, the nuclear experts said. . In the absence of a successful full-scale thermonuclear test, it is premature to suggest that Pakistan is producing two-stage thermonuclear weapons, they said.-PTI

CA Kirpan Education Bill passes full Senate Vote India Post News Service

SACRAMENTO, CA: AB-504 - a proposed law that would train law enforcement personnel about Sikhs and kirpans - has passed unanimously through the California legislature. The bill is just one step away from becoming law in California. It now moves on to Governor Schwarzenegger, who will hopefully sign it into law before the end of October. Extensive advocacy efforts led by the Sikh Coalition and local sangat members resulted in bipartisan, unanimous support of this legislation in both houses of the legislature. Should it become law, this would be the first law specifically pertaining to the kirpan in the United States. The California State legislature, Assemblymember Warren Furutani, and his co-sponsors Assemblemembers Berryhill, Eng, Fong, Galgiani, Gilmore, Ma, Skinner, and Yamada and Senators Liu and Yee, should be commended for their hard work and pioneering spirit in passing this bill. The proposed law (AB 504) would create and include training about the kirpan in the state curriculum for law enforcement officer

training. While several police and sheriff's departments have recognized the need for this type of training and have been conducting it on an ad hoc basis, the bill would standardize the process state-wide. The training would specifically advise officers about "how to recognize and interact with persons carrying a kirpan."

The legislation arose out of a number of Sikhs being arrested for carrying kirpans because police mistakenly believe them to be in violation of concealed weapons laws. Such arrests violate Sikhs' rights and are a waste of taxpayers' money The legislation arose out of a number of Sikhs being arrested for carrying kirpans because police mistakenly believe them to be in violation of concealed weapons laws. Such arrests violate Sikhs' rights and are a waste of taxpay-

ers' money. Our hope is that being educated about the kirpan and its religious significance will decrease the number of wasteful arrests. The bill was introduced by Assemblymember Warren Furutani who has worked tirelessly with the Sikh Coalition and local Sikh activists to ensure that the bill is a priority for the legislature and for the California Asian Pacific Islander Legislative Caucus. "Given Sikhs' long history in California, as well as the fact that this state has the highest number of Sikhs nationwide, it is entirely appropriate that California take this pioneering step," said Neha Singh, Western Region Director of the Sikh Coalition. "We hope that the education will help reduce the number of Sikhs needlessly being arrested for practicing their faith and focus the energy of law enforcement on actual threats to the public safety." "AB 504 is an important bill that recognizes the state's responsibility to protect religious freedoms, while ensuring public safety," said Furutani. "The Sikh community should not live in fear of arrest by law enforcement for carrying the kirpan, which is an integral part of their religious faith."

thought its no big deal. There is a race element involved. The prosecution was telling the jury, "See what this Indian brown bastard did to those nice white girls" Remember Louise Woodward? She was the nanny to a baby of an Indian doctor and his American wife. She shook the baby till it died. She got locked up till the Brits called Prez Clinton. And she was let off. Anand is not white, not European and his nationality does not matter in the wider horizon of this country's politics. I choose to use a new paragraph to address the Indian government. Are mandirs and masjids all that you care about? What are your embassies doing when innocent Indians are being lynched in foreign courts. Are your diplomats all about melas and plaques? The Indian establishment should be ashamed of itself for not protecting Anand.

Every time I visited, I had carried this intense desire to travel in India by train but could not fulfill my wish in view of physical disability. And obviously, I am not alone, there must be and there are significant numbers of other people like me who couldn't utilize this mode of travel for myriad of reasons, the most important being their physical disability. The first and the most important difficulty, that I and many other people like me encounter at the railways platforms relates to the necessity of climbing up many flights of stairs to the overhead bridges to cross the railway lines and then to come down to get to another platform. Obviously individuals with difficulty in ambulation will not be able to ascend that many steps.

At least, until several years, there never was a provision for a 'lift' or an 'elevator' on the railway platform, for to install one is naturally an expensive deal. The escalators or people movers also didn't exist then. A person with some resources could take an alternative mode of travel but what about a large section of physically challenged residents of India who have no other means? How do they get access to the train if it happens to stop on the opposite platform? The entry doors of the railway bogies or for that matter, of the buses are intentionally kept high. Extreme degree of rush to get ahead of others in order to hold on to a scarcely available seat doesn't help the situation either. Yet, the issue with the railway system is not the only one. One could go on and on for there are many other examples all over the country, where there is absolute lack of concern or interest for the needs of disabled in India. It is important to note here that complacency and negligence cannot be assigned to the government alone. On the religio-social front one could also come up with thousands and thousands of examples all over the country and in almost any and every field where the dis-

abled and helpless are relegated to the bottom. The landscape of India is dotted with beautiful palace-like houses of gods, offering an aweinspiring feast to our sight. Yet, we take no time to drop the blinders on our eyes making us not to acknowledge an army of limbless and paralyzed cripples sitting and begging right in front of those beautiful places.

Many historical religious places in India with excellent income, have consistently failed in paying attention to the needs of disabled Their helplessness and, at times, a total inability in pulling their own paralyzed and disabled bodies with their hands leads to scratches and bruises all over. But it becomes no one's concern, neither of the people nor the government to help them find/donate wheelchairs and other ambulatory support. Many historical religious places in India with excellent income,

have consistently failed in paying attention to the needs of disabled. Being a Sikh, I have always tried to make it a point to visit Golden Temple during any and every opportunity I get to go to India. To reach the Sanctum, one has to go through a long distance of walking around in the Parikarima or what could be called as circumambulation around the pool of Nectar, quite a walk for a disabled or invalid. Imagine an elderly visitor with all of his or her physical ailments. How on earth such a person will ever be able to walk through that long distance? Should such an individual not attempt to visit the Gurudwara Sahib then? I ask why the management shouldn't provide some kind of help especially when there is no dearth of donations and when technology does not tread upon the prescribed codes of the religion. Why could 'the people movers' not be installed for the comfort of visitors having difficulty in ambulation so that they could also seek respite and get around Parikarima rather than not doing it at all? One might question here the necessity or importance of such matters when many other pressing issues in a country teeming

Health insurance needs to be simplified India Post News Service

NEW DELHI: Health Insurance needs to be simplified for it to be attractive for the consumer, was one of the key messages given by J Harinarayan, Chairman IRDA at the CII 3rd Health Insurance Summit organized by Confederation of Indian Industry (CII) here. Delivering the keynote address at the Summit, Harinarayan said insurance companies need to work on database of hospitals and standardization of hospitalization processes and also towards integration of billing systems. A large number of claims may

be rejected due to genuine reasons but it still sends a very bad message to customers. There is need for having core coverages without too much of product complex-

whereas hospitalization is only 1/ 3rd of overall healthcare costs. Insurers need to work on non- hospitalization healthcare costs, while taking care of moral hazard issues.

'A large number of claims may be rejected due to genuine reasons but it still sends a very bad message to customers. There is need for having core coverages without too much of product complexity' ity as it tends to confuse customers, said Harinarayan. Currently, health insurance is focused largely on hospitalization

Harinarayan said confidence in health insurance can be improved substantially by effective claims management. Speaking on the occasion Chief Guest of the Summit B.K. Chaturvedi, Member, Planning Commission said 70 percent of expenditure on health is from the private pockets, with a majority from the rural areas. He emphasized on the need to expand health care mechanisms to rural and semi-urban areas. He spoke about the need for investment in the two social sectors i.e. health and education, as being the focus of the Planning Commission's 11th plan. He called for a new approach to consumer awareness. Chaturvedi assured that policy

implications of recommendations made at the CII Summit would be considered by the Planning Commission. He pointed out that the current products focus is on inpatient expenses, whereas the bulk of expenditure is outside the hospital. Thus products should cover this as well. Malvinder Mohan Singh, Group Chairman, Fortis Healthcare and Religare Enterprise and Chairman CII National Task Force on Health Insurance said Healthcare has to make transition from curative to preventive care over the next few years. He said providers need to have minimum accreditation for ensuring minimum standards of care. Today this is largely missing. There is great need for investments in delivery network. Current network is not adequate, he pointed out. He said Insurers need to see that there are right checks and balances for payments Shobana Kamineni, Executive Director, Apollo Hospitals Group and whole time Director, Apollo DKV Health Insurance, said there should be focus on enhancing consumer experience in health insurance.

with billions are in a dire need of much more attention. Understandably, India is a poor country as compared to many other countries of the West but should it mean that its citizens have to be rendered helpless and not be allowed to ask for what the rest of the civilized people on earth have in similar circumstances. Granted the laws for equal access to the disabled in the countries of West are not that old. In fact, less than quarter of a century, no body truly cared for the disability in many of the Western countries. But once mistakes are realized and laws are made, the countries and people of the West put all out efforts to make sure that deficiencies are corrected at the earliest. Therefore, to my own people, I must repeat once again this often heard statement, 'It is never too late.' Let us listen to the inner voice of the 'helpless and disabled.' They should be granted equal rights in the land of rishis, gurus, mahatmas and saints. This will be the best way to seek salvation rather than performing empty rituals under the garb of religions. The writer is author of a recently published book, 'Square Pegs, Round Holes'.

UICC honors Dr. Barry Bloom for distinguished service Cont’d from page 21

However, that model of high tech surgery and high quality institutions is not going to change public health statistics in India, he pointed out. Dr. Bloom praised the work done by institutions and initiatives like the Health Management Research Institute, Janani Suraksha Yojana (JSY) and ASHA. Dr. Bloom stressed the need to worry about three functions: Heath prevention, healthcare and health security. "Fifty percent of deaths worldwide are behavioral, like smoking," he said. "Here, you don't need pills but changes in the lifestyle and behavior. Public health schools in the US can be helpful in training, capacity building and leadership development to make real difference in India." Dr. Bloom said that in 1971 he had taught 28 students in the first course in immunology in India. In 1996, when the International Congress in Immunology was held in India for the first time, there were 3000 Indian immunologists participating, which was enormously gratifying, Dr. Bloom said.

Oregon faces double-digit health insurance rise PORTLAND, Ore.: Thousands of Oregonians and small businesses are facing medical insurance rate increases in the double digits. Small business owners say they're struggling and may cut benefits or drop plans altogether. Insurers cite the rising cost of medical care and the recession that has caused Oregonians to drop insurance - meaning everybody else has to pay more. Insurers estimate 750,000 to 800,000 are now uninsured, in a state of 3.7 million people. The state insurance division in recent weeks has granted rate increases ranging from 10 percent to 23 percent in premiums for small businesses _ those with 50 or fewer employees. Those are average rates. Actual rates vary widely according to people's ages, health, deductions and benefits. The increasing burden includes a 1 percent state tax on insurance premiums to cover uninsured children. Most insurance companies will pass the cost on to customers. Small business health premiums

have more than doubled over the last nine years, cutting profits, wages and jobs, said Bill Kramer, a Portland health care management consultant who does work for the Small Business Majority, a national research organization. Sean Moriarty, operating manager of a Portland construction sales company, says an insurance cost increase of 10 percent costs

Insurers say they have no choice but to raise rates to cover the increasing cost and frequency of health care claims his company the equivalent of an entry-level job. ``A lot of companies are at the breaking point,'' he said. ``I'm dreading the day I have to go out and say to employees, 'I'm sorry. We can no longer afford this.''' Insurers file their annual rate increases on premiums for individuals and businesses with 50 or fewer workers with the Oregon

Insurance Division. The state doesn't track or regulate insurance rates for large businesses, but many insurers said those too are outpacing inflation and hitting double digits. Insurers say they have no choice but to raise rates to cover the increasing cost and frequency of health care claims. As more people give up insurance, insurers must spread their costs over fewer people. ``That is one reason why we need health reform so badly,'' said Jack Friedman, chief executive officer for Providence Health Plans. ``We need to get everyone under the tent (of the insured) because the costs for those who remain is getting pretty tough.'' The heavy use of medical machines and technology, expensive drugs and a surge in obesity also contribute to rising insurance rates, said Sue Hennessy, a vice president for Kaiser Permanente Northwest. ``Essentially, we're older, sicker and we spend less on prevention and more on taking care of the more complex patients,'' she said. -AP

Judge: Hawaii can't cut migrants' health care HONOLULU: A federal judge has ruled that Hawaii's government must continue providing lifesaving dialysis and chemotherapy treatments to Pacific island migrants suffering from kidney disease and cancer. US District Judge J. Michael Seabright granted a temporary restraining order preventing the state from instituting a new, limited health insurance program intended to save $15 million. His decision came as a relief to migrants from Micronesia, Palau and the Marshall Islands who argue the United States and the state weren't living up to a health obligation promised after US nuclear weapons tests in Pacific islands a half-century ago. The ruling keeps in place broad health coverage for dialysis, chemotherapy, prescription drugs and doctor visits. "I'm very happy,'' said Philip Anungar, a Marshall Islands migrant with diabetes who attended the court hearing. "The judge's decision means we'll go back to what we had before.'' Migrants from the Federated States of Micronesia, the Repub-

lic of the Marshall Islands and the Republic of Palau are beneficiaries of the Compact of Free Association, a deal with the US government providing financial assistance in exchange for defense rights. ``The ruling is a tremendous improvement over what the state was planning to do,'' said the migrants' attorney, Paul Alston. "They're going to get a lot more benefits.'' Hawaii government officials declined to comment following the hearing. The cash-strapped state, facing a steep budget deficit, wanted to switch about 7,000 legal migrants to the new health insurance program. About 100 of them receive dialysis treatments paid by the state. The state announced it had found $1.5 million in annual federal Medicaid funding that would continue dialysis coverage for two more years, but chemotherapy and prescription drugs were not included. Seabright prevented the new plan, called Basic Health Hawaii, from taking effect because its implementation may have violated due process rights guaranteed in the US Constitution. -AP

Pratibha Gunjal - Valley's very own Nightingale JS BEDI India Post News Service

eral years of experience with leading accounting firms and CPAs. She is also a very talented artiste, poet, and songwriter. As a singer, she is very versatile both in classical (including Bhajans) and contemporary Bollywood not a small achievement considering that

she has never had any formal training in music or the fine arts. Her poetry has been published in the American Poetry Anthology and Poetic Voices of America. In both these publications, she is perhaps the only Indian poet. She also writes in Kannada and her writ-

ings have been featured in various Kannada publications. It is no coincidence that Pratibha has a way with words - her parents and brothers are all accomplished writers in their own way. As far as stage shows are concerned, Pratibha is no stranger to the San Fernando Valley Community. She is a familiar figure on stage at the various melas held in the Valley. Likewise, she also performs at the cultural and religious events like Jagrans and classical programs. Pratibha's strength lies in her ability to adapt her voice to sound as close as possible to the original singer of that particular Bollywood song. It could be a Lata Mangeshkar or an Asha Bhonsle song from the 60s and 70s to Kavita Krishnamurthy of the 80s to contemporary artistes like Shreya Ghoshal, Sunidhi Chauhan to Jaspinder Nirula, Pratibha has this God given gift to adapt her voice accordingly. Currently, she is one of the lead female vocalists in a band called LA Sargam headed by Avtar Singh Chadha, also Valley based artiste. Sadly, stardom and success in showbiz is all about luck, connections and of course. Talent is something that Pratibha has in abundance, but she needs the other two ingredients to get the recipe right. Hopefully, in the near future she should have it all put together.

LOS ANGELES: Two female chimpanzees escaped from their holding crate while being unloaded in an off-exhibit area of the Los Angeles Zoo. The Los Angeles Zoo has worked over the past two days to assist in the fire evacuation of a total of 46 chimpanzees and several reptiles from the Wildlife Waystation located in Angeles National Forest. Zoo and Wildlife Waystation staff reacted immediately by evacuating the area and chemically immobilizing the adult female within twenty minutes of her es-

cape. She was retrieved in the South America section of the Zoo. The female was then transported to the Zoo's health center. The second female, a juvenile, wandered up the hillside near the off-exhibit condor area and climbed over the perimeter fence of the Zoo into Griffith Park. She was calmed by Wildlife Waystation employees and led into the back of a truck by her trainer, who accompanied her to the Zoo's Health Center. The chimpanzees are being held in an off-exhibit section of the Los Angeles Zoo until the threat of fire to the Wildlife Waystation has passed.

"People (tourists) are now feeling safe and secured in the NDA regime and that's why they are visiting Bihar in big numbers", Rai said. Realizing the huge potential of tourism in Bihar, the government took many initiatives to boost the sagging tourism sector including increase in budgetary allocation to the department, he said. "The government increased the allocation four-times from a meager Rs 7.43 crores in 2005-06 to Rs 29.78 crores in the current financial year (2009-10)," the minister said. -PTI

Manipur: Rich in culture, tradition & ethnicity Cont’d from page 29

Best time to visit: The climate of Manipur varies from the tropical to sub-alpine types. The summer months here are moderately hot and the winters comfortable. History: Manipur always used to be independent of its neighboring tribal areas. Though often invaded by Burma, the state usually enjoyed long and stable governments for a good time. Manipur became a part of British India following the Yandaboo treaty with the East India Company in 1826. This treaty was an agreement at the end of the Indo-Burmese war that established the sovereignty of the British government. During the World War II, the Japanese forces marched to Manipur. Fairs & Festivals: The festivals of Manipur hold special importance to the people of the state. Most of their festivals are characterized by traditional dance and music along with some traditional refreshment. Yaosang is a festival celebrated on the full-moon day of February/ March. This festival is also regarded as the festival to welcome spring season. Moreover, there are festivals like the Manipuri New Year celebration known as the Cheirouba and the festival to reassure the loving relationship of the siblings known as N i n g o l Chakaouba. Kut is another festival that marks the harvesting season in Manipur. Feasts, traditional drinks, and merrymaking characterize the festival. Tourist At-

tractions: Some of the places worth visiting are the Shree Govindajee Temple (a pilgrimage as well as historic center of the Vaishnavite), Kaina (a sacred place of Hindus), Khwairamand Bazaar (a market

Most of their festivals are characterized by traditional dance and music along with some traditional refreshment. Yaosang is a festival celebrated on the full-moon day of February/March place run by women), Manipur Zoological Garden (renowned for the rare sangai deer), apart from the beautiful Loktak Lake and Sendra Island. Besides,

Langthabal (historic sites), Moirang, Moreh, Phubala, Singda, Khongjom, Sahid Mandir, Khonghampat Orchidarium, Keibul Lamjao National Park, Sekta Archeological Living Museum, and the Manipur State Museum are surely worth a visit. How to reach By Air - The capital of Manipur, Imphal, is well connected with the rest of the country by air. Imphal connects the place with Guwahati, Delhi, and Calcutta. By Rail - As Manipur has no railway network, the nearest railhead to reach Manipur is Silchar in Assam. By Road - Manipur is well linked with the rest of the country by both national and state highways. The state transport corporation plies regular scheduled buses from Imphal to the other cities in the region.

o what if he had difficulty in recognizing his ladylove in his maiden film Jaane Tu Ya Jaane Na, nation's cute heartthrob Imran Khan is sure about his love for girlfriend Avantika Malik and recently got engaged to her. Yes, it's official. And it might shatter many a heart. Imran is quoted as saying, "Yes it's true. But we're planning to have a proper ceremony later, so right now it's just for us and our families." According to sources, Imran recently planned a surprise party for Avantika on her birthday, and there he proposed her in true Bollywood style in front of all. Avantika, who is besotted by Imran ever since they began dating, accepted the proposal. The engagement was recently announced at Arjun Rampal's nightclub launch party by Arjun himself, who came to know about it when Imran and Avantika walked in together, as per reports. Thus, the couple was congratulated by many Bollywood celebs present there, including Karan Johar.

amir Khan seems to have stolen Saif's cutie pie and she has willingly agreed to go ahead with him leaving Saif alone! Kareena Kapoor, who turns 29 on September 21, plans to spend her birthday with Aamir instead of beau Saifu. But hang on to your seats as this isn't another starry break-up and hook-up tale. Apparently, instead of throwing a bash on her birthday, Bebo has decided to work with Aamir for her forthcoming film 3 Idiots. Originally, Kareena wanted to spend time with Saif, mother Babita, sister Karisma and niece Samaira on her birthday. However, she had to change her plans when Aamir called her up asking for help. According to a source, Aamir, whose wife Kiran had a miscarriage, wanted to spend time with her so that she could recuperate from the loss. That meant delays in his shooting schedule as he had given dates to shoot a song in Mumbai with Kareena during the very same period. Hesitantly, he called Bebo to check if she could accommodate a delay and reorganize her work schedule. And the generous babe instantly agreed to put aside her plans and aide the distressed Khan. So end result? Kareena and Aamir will shoot for the song while Saif will be taking care of his own business. Not too bad Saifu, you already enjoyed a secret vacation with your girl on your birthday. So be giving in nature just like your girl.

or Asin, her next release after Ghajini is crucial. The promos of her next film, London Dreams, are out and it did not please the southern star, as she is seen in exactly one shot. Asin isn't kicked about the fact that Ajay and Salman feature in it prominently, while she has a blink-and-miss appearance. Apparently, Asin spoke to Vipul Shah about this as she was upset. A source said, "Asin is very eager to see the response of the audience, especially since this will be her first release after Ghajini which was the biggest hit of last year. However, she was very disappointed with the promos. Vipul explained to her that since it is the story of two friends, he needed to have more of Salman and Ajay in the first promo. However, Asin was far from convinced and is sulking." Vipul Shah hopes that Asin comes around after seeing the other promos as he says he is not trying to sideline her. "All I want to say is that this is just the first teaser of the film. Asin is a very important part of my film. Let some other promos release and everything will be fine."

e has done loads of action films and made audiences laugh in ribtickling comedies, but Bollywood star Akshay Kumar now says he's bored and wants some romance...on screen of course! "I want to do more romance. I've actually gotten bored of comedy and action. Yes, I just want to do some romantic films. And that's what my next thing is going to be," Akshay told Myleen Klass in an interview for CNN's "The Screening Room Xtra" program. "Earlier, when I used to do action I would never think about comedy and then I started getting into it and I was quite successful. So now I've never done a complete romantic film. I did 'Dhadkan', which was eight years back. But now I wanna get into it and do at least two or three romantic films now," said the actor, who entered Bollywood in 1991. One of the highest earning members of the Hindi film industry, Akshay maintains that there is no sure-shot secret to success, but stressed that hard work and being "a producer's actor" is essential. "It's actually your hard work, your punctuality...Even if you're not a good actor, to be a producer's actor is very essential...If you finish your films on time, save a lot of money for the producer.

riyanka Chopra and Ranbir Kapoor will soon be setting the silver screen on fire with Sajid Nadiadwala's 'Anjana Anjani', which will bring the duo together for the first time. According to reports, the flick will go on floors in November with the crew flying to San Francisco on a 45-day schedule. The crew will cover Los Angeles and New York besides shooting a major part of the movie in San Francisco. The film is expected to be wrapped up by January 2010. To be directed by Siddharth Anand, the movie is said to have derived its title from 'Anjana Anjani', a popular song from Mani Ratnam's 'Yuva' that had featured Kareena and Vivek Oberoi.

K

atrina Kaif is adored for her gorgeousness but the latest buzz suggests that the glamdoll has undergone a lip surgery to make them fuller. A source says, "Katrina has always wanted shapelier lips. She recently returned from a long holiday - almost three weeks. During her trip to the USA for the Independence Day parade in Houston and Chicago, everyone first noticed the marked change in her appearance. Her lips were still puffy at the time, but now the swelling has vanished." However, refuting all such claims, Katrina said, "It's not true. I have not had any work done on my lips and to say that is ridiculous." A source close to Katrina said, "She's on a very strong medication for her skin. It gives rise to swollen, dry and chapped lips, which apparently gives the impression as if she has done something to her lips." Let's hope she hasn't done anything to her natural beauty as her fans already love her as she is!

In Brief For immigrants, Kennedy remained tireless advocate BOSTON: Immigrant advocates and historians say Sen. Edward Kennedy's most lasting legacy may be immigration legislation he pushed through Congress in 1965. Before its passage, a national origins quota system was in place to mirror the largely white-ancestral makeup of the US. Minority populations have grown by leaps and bounds since then as a new generation of immigrants had children and grandchildren. Some observers even credit the election of President Barack Obama to the political maturation of those populations. Rep. Charles A. Gonzalez is a Texas Democrat whose father, Henry, worked with Kennedy on the legislation. He calls Kennedy ``huge and instrumental'' in the process. Kennedy died this week of a brain tumor at age 77. -AP

Border officers in Tucson plead guilty in fraud case TUCSON, Ariz.: Two US immigration officers from Tucson who were indicted on credit card fraud charges have pleaded guilty in federal court and are scheduled to be sentenced Nov. 12. Prosecutors say 34-year-old Michael J. Kittson pleaded guilty to one count of bribery and 41year-old Douglas R. Bothof pleaded guilty to one count of theft of public money. Kittson is a US Immigration and Customs Enforcement special agent and Bothof is a US Customs Patrol officer. -AP

Rights groups urge end to local immigration checks LOS ANGELES: Immigrant and civil rights advocates are asking the Obama administration to put an end to a federal program that lets local police and sheriff's departments enforce the country's immigration laws. More than 500 organizations have signed a letter urging Obama to end the program, which they claim has exacerbated racial profiling. Immigrant rights groups have long condemned the so-called 287(g) program, which trains local law enforcement officers and lets them enforce immigration law in their jurisdictions. It also has been criticized by the Government Accountability Office and led to a Justice Department Investigation of the Maricopa County, Ariz., sheriff's office. -AP

Elderly Indian immigrants among the most lonely in US India Post News Service

FREMONT, CA: America's ethnic elderly are among the most isolated people in America. Seventy percent of recent older immigrants speak little or no English. Most do not drive. Some studies suggest depression and psychological problems are widespread, the result of language barriers, a lack of social connections and values that sometimes conflict with the dominant American culture, including those of their assimilated children. In a lengthy article in New York Times, Patricia Leigh Brown takes up the example of the elderly people of Fremont to illustrate the plight of the elderly, particularly those of Indian origin. She writes, "They gather five days a week at a mall called the Hub, sitting on concrete planters and sipping thermoses of chai. These elderly immigrants from India are members of an all-male group called The 100 Years Living Club. They talk about crime in

‘The lives of transplanted elders are largely untracked, unknown outside their ethnic or religious communities. They never win spelling bees’ nearby Oakland, the cheapest flights to Delhi and how to deal with recalcitrant daughters-in-law. "Together, they fend off the well of loneliness and isolation that so often accompany the move to this country late in life

from distant places, some culturally light years away. "If I don't come here, I have sealed lips, nobody to talk to," said Devendra Singh, a 79-year-old widower. Meeting beside the parking lot, the men were oblivious to

their fellow mall rats, backpackcarrying teenagers swigging energy drinks. The article says, "In this country of twittering youth, Mr. Singh and his friends form a gathering force: the elderly, who now make up America's fastest-growing immigrant group. Since 1990, the number of foreign-born people over 65 has grown from 2.7 million to 4.3 million - or about 11 percent of the country's recently arrived immigrants. Their ranks are expected to swell to 16 million by 2050. In California, one in nearly three seniors is now foreign born, according to a 2007 census survey. "The lives of transplanted elders are largely untracked, unknown outside their ethnic or religious communities. "They never win spelling bees," said Judith Treas, a sociology professor and demographer at the University of California, Irvine. "They do not join criminal gangs. Filing I-751 in case of broken marriage-II CYRUS D. MEHTA

Continued from last week

W

hile this is good news for CPRs whose marriages have not been terminated before the expiration of the two year period, they need to watch out for the short time frame that is provided to submit evidence that the marriage has terminated. If the CPR is unable to terminate the marriage within the 87 days given to respond to the RFE, the Neufeld Memo instructs the ISO to deny the I-751 and terminate conditional residence status. Even worse, the Neufeld Memo directs that the CPR be placed in removal proceedings by instructing the ISO to refer the case for issuance of a Notice to Appear (NTA) before an Immigration Judge (IJ). Although the CPR can estab-

lish the basis for an I-751 waiver before an IJ even while in removal proceedings, the Neufeld Memo, while ameliorating the situation for CPRs whose marriages have not terminated, does create some risk for a CPR who chooses to file an I-751 waiver before the mar-

riage after filing the I-751 petition, should take advantage of the new policy. Otherwise, CPRs can still try to file the I-751 waiver based on the other two grounds, namely, that the petitioning spouse battered the CPR spouse or that the

If the marriage does subsequently terminate, the CPR can then file a new I-751 on this basis and perhaps withdraw the prior I-751 waiver riage has terminated. If removal proceedings are instituted, and the CPR is unable to timely establish that the marriage has been terminated, as a ground for the I751 waiver filing, the IJ may not always be inclined to indefinitely continue the removal hearing. Therefore, only CPRs who are in a position to quickly submit proof of termination of their mar-

CPR's removal from the US would result in extreme hardship. If there are adequately strong grounds to file a waiver under these circumstances, it may be preferable to do so unless the marriage is reasonably expected to result in a termination shortly after the filing of the I-751 petition. If the marriage does subsequently terminate, the CPR can

then file a new I-751 on this basis and perhaps withdraw the prior I-751 waiver. Lastly, the Neufeld Memo affirms based on established case law that a joint I-751 should not be denied solely because the spouses are separate or have initiated divorce or annulment proceedings. Therefore, if the spouses are still cooperating, but have separated or have initiated divorce proceedings, there is nothing to prevent the CPR from still filing a joint I-751 petition with the USC spouse. However, the Neufeld Memo cautions that "legal separation nor initiation of divorce or annulment proceedings may suggest that the CPR entered into the marriage for the sole purpose of procuring permanent resident status." Elderly Indian immigrants among the most lonely in US "The speed of the demographic transformation is leading many cities to reach out to the growing numbers of elderly parents in their midst. Fremont began a mobile mental health unit for homebound seniors and recruited volunteer "ambassadors" to help older immigrants navigate social service bureaucracies. In Chicago, a network of nonprofit groups has started The Depression Project, a network of community groups helping aging immigrants and others cope. "But their problems can go unnoticed because they often do not seek help. "There is a feeling that problems are very personal, and within the family," said Gwen Yeo, the co-director of the Geriatric Education Center at the Stanford University School of Medicine. "Many who have followed their grown children here have fulfilling lives, but life in this country does not always go according to plan for seniors navigating the new, at times jagged, emotional terrain, which often means living under a child's roof. "Mr. Singh, the widower, grew up in a boisterous Indian household with 14 family members. In Fremont, he moved in with his son's family and devoted himself to his grandchildren, picking them up from school and ferrying them to soccer practice. Then his son and daughter-in-law decided "they wanted their privacy," said Mr. Singh, an undertone of sadness in his voice. He reluctantly concluded he should move out. "So when he leaves the Hub, dead leaves swirling around its fake cobblestones, Mr. Singh drives to the rented room in a house he found on Craigslist. His could be a dorm room, except for the arthritis heat wraps packed neatly in plastic bins. "In India there is a favorable bias toward the elders," Mr. Singh said, sitting amid Hindu religious posters and a photograph of his late wife. "Here people think about what is convenient and inconvenient for them." Move to the Ethnoburbs "Sociologists call Mr. Singh and his cohort the ".5 generation,"

distinct from the "1.5 generation" - younger transplants who became bicultural through school and work. Immigrant elders leave a familiar home, some without electricity or running water, for a multigenerational home in communities like Fremont that demographers call ethnoburbs. "A generation ago, Fremont was 76 percent Caucasian. Today, nearly one-half of its residents are Asian, 14 percent are Latino and it is home to one of the country's largest groups of Afghan refugees (it was a setting for the best-selling book "The Kite Runner"). Along the way, a former beauty college has become a mosque; a movie house became a Bollywood multiplex; a bank, an Afghan market, and a stucco-lined street renamed Gurdwara, after the Gurdwara Sahib Sikh Temple.

‘Fraught family dynamics when elderly parents move in with children often leave older members without a voice in decision-making’ "Reliant on their children, latelife immigrants are a vulnerable population. "They come anticipating a great deal of family togetherness," Professor Treas said. "But American society isn't organized in a way that responds to their cultural expectations." "Hardev Singh, 76, and his wife, Pal Keur, 67, part of Fremont's large Sikh community, live above the office of the Fremont Frontier Motel, its lone nod to a Western motif a dilapidated wagon wheel sign. "They rented the fluorescentlighted apartment after living for three years with their daughter, Kamaljit Purewal, her husband, his mother and two grandchildren. As the children grew, Mr. Singh and Mrs. Keur were relegated to the garage, transformed into a room. As Mr. Singh said, "in winter it

was too much cold."(Ms. Purewal said that she "tried to give them a better life," but felt unappreciated because her parents favored her older brother in India. "If you're a happy family, a small house is a big house," she said. ) "Fraught family dynamics when elderly parents move in with children often leave older members without a voice in decision-making, whether about buying a house or using the shower. "Pravinchandra Patel, the 84year-old founder of the 100 Years Living Club, intervened when he heard that the son in one family was taking his parents' monthly Supplemental Security Income check, for $658, then doling out $20 for spending money. "I ask the son, 'How much money do you figure you owe your parents for your education?' " he said. Crying, Not Smiling "Once a lush landscape of fruit trees and cauliflower fields, Fremont, 40 miles south of San Francisco, is now the Bay Area's fourth-largest city, with voters from 152 countries. Physical distances can be compounded by psychic ones: 13 percent of the city's immigrant seniors live in households isolated by language. Theirs is a late-life journey without a map. "For the men in the 100 Years Living Club, the road leads to the Hub, where they have been meeting for 14 years, since the Target store was a Montgomery Ward. Mr. Patel, who was an herbal doctor in India, started the group after he noticed his friends were in "house prisons," as he put it, without even the confidence to use a bus. The men keep their spirits alive by sharing homemade chaat snacks. They are the lucky ones. "Two miles away, Zia Mustafa, an Afghan widow, sits at her kitchen table with its plastic tablecloth, looking at a scrapbook with bright color postcards of Turkmen girls in elaborate dress posed against an azure sky.

Elderly Indian immigrants among the most lonely in US Cont’d from page 37

"Mrs. Mustafa arrived here on a desolate emotional road. Her husband and eldest son were killed by a rocket in Kabul; her son Waheed, now 24 and living with her in Fremont, lost his leg in the attack. Other children remain in Afghanistan and Pakistan. "My family is divided in three," she said through a translator, weeping. "Waheed Mustafa, after surgery in Oakland, leads the life of a young man in his 20s - going to school, working out, talking on his

cellphone, hanging out with friends. "Mrs. Mustafa, who was homeschooled in the Koran, spends her days watching television soap operas, attempting to decipher stories through actors' facial expressions. She sleeps with the lights on, worrying that even within these safe white walls this son, too, will not come back. "They come from a country where it takes so much to survive, yet they feel they haven't done enough," said Dr. Sudha Manjunath, a psychiatrist who consults with the city's mental

health unit. "To tell them now, 'It's time to take care of yourself' - well, they've never heard of such things." "A recent health survey by Dr. Carl Stempel, a sociology professor at California State University, East Bay, found that most Afghan women here suffer from post-traumatic stress. "I thought they would be so happy in this country - all the houses, the food, the cars," said Najia Hamid, who founded the Afghan Elderly Association of the Bay Area, an outreach group for widows, with seed money from Fremont. "But I was met with crying." "Young couples who need to work to support families have imported grandparents in part to baby-sit. There is a misguided assumption that baby-sitting is sustenance enough for the aging, said Moina Shaiq, founder of the Muslim Support Network, which brings seniors together. "We are all social beings. How much can you talk to your grandchildren?" Mrs. Shaiq said. Small Things Matter "In 1965 changes to immigration policy allowed naturalized citizens to sponsor the immigration of parents without quota restrictions. By 1996, a growing perception that elderly immigrants were "gaming the system" - that their children were pledging to support them and then enrolling their parents in the Supplemental Security Income and food stamp programs - became an impetus for welfare reform. Congress imposed a five-year waiting period for Medicaid and Temporary Assistance for Needy Families and restricted S.S.I. and food stamp eligibility for adults. "Some states, including Cali-

fornia and New York, have chosen to eliminate the waiting period for Medicaid for lawfully residing immigrants, paying with state money. "Michael Fix, senior vice president of the Migration Policy Institute, a nonprofit center in Washington, said that as immigrants form a larger part of the elderly population, "all the issues that bear on health care and social services will increasingly be transformed in part into immigrant issues." "In 2007, according to census data, about 16 percent of immigrant seniors lived below the pov-

Another 24 percent of immigrant elderly are "the nearpoor," he said, "sitting on the edge of a cliff." He came to the Bay Area in 1991 to work at a fiber optics company, and he sponsored his parents six years later. "After his father died, Mr. Shahi changed careers so he could care for his mother, who has suffered from depression. "She shares a room with her 12-year-old grandson, Kirat, improbably surrounded by Iron Man and Incredible Hulk posters. In this affectionate setting, amid decorations for her granddaughter's Sweet 16 party, the 84-year-old woman sat quietly, blue slippers on her feet, her eyes cast downward at her folded hands. "In India, she would walk to the grocery store, go next door to have tea, talk about common things like the wheat and the corn," said Mr. Shahi of the ingrained visiting culture so universally missed by many ethnic elders. "At home anyone can knock on the door anytime, to relieve the pressure. Here nothing is similar." So at the end of his day counseling others, Mr. Shahi sits with his mother before she goes to bed. Filing I-751 in case of broken marriage-II Cont’d from page 36

The Neufeld Memo also allows a CPR who has filed a joint I-751 petition under such circumstances to provide evidence of the termination of the marriage even though the I-751 petition was filed jointly. Thus, the new policy allows such an applicant to change course mid-stream, even after filing a joint I-751, by converting that joint I-751 into a waiver. However, if the I-751 was filed jointly, even while the marriage had broken down, there should be no compulsion to submit a divorce, if requested, if it has not come through within the response time of the RFE. The parties may still assert that even though the marriage has broken down, it was still entered into for bona fide purposes. Indeed, the Neufeld Memo instructs the ISO to make the following determination: • The marriage was legal where it took place; • The marriage has not been terminated; • The marriage was not entered into for the purpose of procuring permanent resident status; and • No fee (other than to an attorney for filing assistance) was paid for the filing of the underlying 1130 or I-129F. If the above criteria have been met, and even if the marriage has broken down, a jointly filed I-751 can still be approved without the need for the CPR to submit evidence of termination of the marriage. * Cyrus D Mehta, may be contacted at 212-425-0555 or info@cyrusmehta.com

2 NY teens charged with beating, robbing immigrant PATCHOGUE, NY: Two teenagers were charged here with a hate crime in the robbery and beating of an Ecuadorean man just steps away from where another immigrant died last year in a notorious bias attack. Curt J. Hatton, 19, and Matthew J. Mont, 16, pleaded not guilty to third-degree assault as a hate crime at separate arraignments in First District Court in Central Islip. A third man, 20-year-old Ramon Rodriguez, was charged in the attack on Milton Balbuca. All three were being charged as adults and were held on $50,000 bail or $100,000 bond. Suffolk County Police said Balbuca, a 22-year-old day laborer, encountered three young men Aug. 14 while walking home from a friend's house at about 11:30 p.m. One of them punched Balbuca in the face, and the other two kicked and punched him as he fell to the

ground, police said. Yelling anti-Mexican remarks and racial epithets, the assailants took the man's cash, sneakers and T-shirt before fleeing, police said. The bleeding, wounded victim walked to the train station, where someone called for help. He was treated for cuts and bruises at a nearby hospital and was released. Also, Judge Stephen Lotto granted an order of protection against the suspects in the case to ensure they stay way from Balbuca if they are released on bail. A call to Hatton's attorney was not immediately returned. Mont's attorney was out of the office and unavailable for comment. The incident stirred memories of the deadly stabbing of Marcelo Lucero, which helped spur an ongoing US Justice Department investigation into bias crimes on eastern Long Island. -AP

Dallas abduction aimed to stop testimony DALLAS: Two men face kidnapping charges in the abduction of a mother and her teenage daughter from a shopping mall parking lot by a man and a woman posing as immigration agents, Dallas police said. Investigators say 44-year-old Ezequiel Moreno of Irving plotted the kidnapping to keep the 16year-old from testifying in a sexual assault trial, police said. Officers arrested Moreno in the Dallas area. He was charged with kidnapping and was being held in the Dallas County Jail with bond set at $100,000. No attorney information was immediately available for him, and his attorney in the

sexual assault case could not immediately be reached for comment. Authorities say the woman and her daughter were in the parking lot of a north Dallas mall when a man and woman who claimed to be immigration agents approached them. The pair showed the woman and teenager badges, handcuffed them and put them in a car, saying they would be taken to a station in the central Texas city of Waco, said Sr. Cpl. Gerardo Monreal, a Dallas police spokesman. After passing Waco, the mother became suspicious and began kicking and fighting with the abductors. She got away in Austin and called for help, Monreal said. -AP

BSNL places big GSM lines order with Ericsson MUMBAI: The state-owned telecom company, Bharat Sanchar Nigam Limited (BSNL) has placed an "urgent" order for approximately 5.25 million additional GSM lines with the Swedish telecom equipment firm Ericsson. "Ericsson is prepared to supply additional capacity only if certain infrastructure items such as tower, generators, shelters, ACs and stabilizers, among others, are not procured," a source told PTI. With this set of conditions put forth for BSNL, the operating costs for BSNL might witness a sharp rise as it may have to go for hiring these items from infrastructure providers or directly procure these items, leading to an increase in the cost of GSM lines.-PTI

India to set up test bed for global mobile vendors India Post News Service

NEW DELHI: The Indian government is planning to revive an earlier proposal initially proposed in 2006, wherein all foreign telecom equipment vendors will have to pass stringent security tests in a government-controlled test bed for every product before selling it to any operator in the country. The proposal may be a compromise solution to address security concerns associated with Chinese vendors, such as Huawei and ZTE, who are walking way with a bulk of new supply deals signed in the telecom equipment space. If the proposal is cleared, DoT's technical arm, Telecom Engineering Centre (TEC), will set up the test bed, Telecom Testing and Security Certification Centre. The project will resemble steps taken by several countries, such as the UK and the US, who have put such

facilities to ensure that external elements do not intrude in their communication networks. But to ensure that the system does not lead to delay in procurement of products, the proposal also allows Mutual Recognition Agree-

Union Minister of

ROSEMEAD, CA: First Solar, Inc. and Southern California Edison (SCE) have announced agreements to build two largescale solar power projects in Riverside and San Bernardino counties in Southern California. The installations, which will be among the largest of their kind, will have a generation capacity of 550 megawatts of photovoltaic solar electricity, enough to provide power to approximately 170,000 homes. The agreements are subject to approval by the California Public Utilities Commission. "Southern California Edison is always looking for innovative ways to deliver clean power from renewable sources. First Solar is an excellent partner in helping us achieve our goals," said Stuart Hemphill, SCE senior vice president, Power Procurement. "This agreement is good for our customers, for the industry and for the environment." First Solar will engineer, procure

and construct the two solar facilities, using its industry leading thinfilm photovoltaic solar modules. The projects are the 250 megawatt Desert Sunlight project near Desert Center, Calif., and the 300 megawatt Stateline project in northeastern San Bernardino County. Pending

California currently has a goal of delivering 20 percent of electricity from renewable sources by 2010 and is considering legislation to increase the goal to 33 percent by 2020 network upgrades and receipt of applicable governmental permits, construction is scheduled to begin in 2012 for Desert Sunlight and 2013 for Stateline. Both projects are expected to be completed in 2015.

Several hundred construction jobs are expected to be created at each site. When completed, the solar projects will produce 1.2 billion kilowatt-hours of clean energy per year. "Supplying solar power to Southern California Edison and its customers advances our mission of providing clean, affordable and sustainable solar electricity," said John Carrington, First Solar executive vice president, Marketing and Business Development. "These projects will help California reach its renewable energy goals, and are powerful examples of large-scale photovoltaic solar generation becoming a reality in the United States." California currently has a goal of delivering 20 percent of electricity from renewable sources by 2010 and is considering legislation to increase the goal to 33 percent by 2020. SCE is the nation's leading purchaser of renewable energy and, in 2008, delivered 12.6 billion kilowatt-hours of energy to its customers from renewable resources about 16 percent of its total energy.

All new operators, who are rolling out telecom networks across India, have chosen to partner with Chinese companies. For instance, Reliance Communication's GSM networks is from Huawei. Earlier this year, Sistema Shyam chose Alcatel Lucent along with ZTE & Huawei to roll out its networks across the country. Videocon group-owned Datacom has awarded the contract to Huawei, while Loop Telecom has tied up with ZTE for pan-India rollouts. Unitech Wireless also decided to go with Alcatel Lucent & Huawei, as it builds a GSM-based network across the country. Government officials said that creating a test bed will also address concerns raised by the home ministry, which fears that vendors of suspect origin may install backdoor entries, remote log in facilities and also install malware programs in networks and hardware.

AT&T plans to buy stake in BSNL India Post News Service

NEW DELHI: The largest phone company in the US, AT&T is planning to buy a stake in Indian state-owned telecom firm Bharat Sanchar Nigam Ltd (BSNL), according to a report filed in the Economic Times, citing unnamed sources with knowledge of the development. Unlisted BSNL has sought government permission to launch an initial public offering of 10 percent and the newspaper said a pre-IPO placement might be a possibility. The report further said that officials from AT&T and BSNL recently met twice in New Delhi to discuss the matter. According to the paper AT&T declined to comment, while BSNL Chairman Kuldeep Goyal denied the development. "BSNL is not even listed and any such move will require a lot of regulatory approvals," Goyal told the paper.

Tata introduces unlimited STD calls for Rs 3 India Post News Service

NEW DELHI: Sixty seconds won't matter anymore while making a call now. Telecom operators Tata Teleservices introduced a new billing system for its customers wherein every call local and STD will be charged on a per call basis. Terming the concept as revolutionary, Tata Teleservices announced that its customers will be charged Re 1 per local call and Re 3 for every STD call, across any mobile network, irrespective of the

call duration, which can extend up to unlimited hours. These duration free calls are only available for its pre-paid CDMA customers and have no catch and hidden charges according to the company. "There is no catch or any hidden charges. We have never gone back on a promise and our business model involves earning the respect and trust of our customers. That is how the Tatas work. This is a pathbreaking value proposition for Indian telecom users," Anil Sardana,

MD of Tata Teleservices said. He further added that - "The fact that this offer is for both local and STD calls makes it unique, something that holds the potential to completely redefine the Indian telecom pricing paradigm." Tata Teleservices believes that their concept will prove to be a 'game decider' in the Indian telecom market as Tata Teleservices becomes the first operator to do away with the pulse-system, the traditional way of charging for a telephone call.

Texas beats New York as the state with highest closing costs HOLDEN LEWIS

N

ationwide, the average origination and title fees on a $200,000 mortgage this year totaled $2,732, according to Bankrate's annual survey of closing costs. The fees in the survey don't include taxes, insurance or prepaid items such as prorated interest or homeowner association dues. New York had been the most expensive state for four years in a row in Bankrate's annual survey, with Texas occupying the runnerup slot. But this year, the two states swapped places. In Texas, the average origination and title fees on a $200,000 mortgage were $3,855 in Bankrate's survey. New York's fees averaged $3,408. The least expensive state was Nevada, at $2,276. In 2008, North Carolina occupied the bottom rung. The annual survey is conducted by obtaining online fee estimates for a $200,000 purchase mortgage on a $250,000 house in each state's most populous city, plus the District of Columbia. Because it is so populous, California was split in two: Bankrate surveyed closing costs for Los An-

geles and for San Francisco. The states with the biggest populations tend to have higherthan-average closing costs. This year, the four most populous states occupy the top four spots: After Texas and New York, the highest closing costs were in Florida and San Francisco. Los Angeles ranked 14th. On the other hand, Illinois is the fifth most-populous state, and, as usual, it was one of the most inexpensive states for closing costs. Illinois ranked 43rd out of 52, with average origination and title-re-

Rich, powerful flouting laws for construction NEW DELHI: The Supreme Court has come down heavily on economically affluent people, bureaucracy and civic body officials for mushrooming illegal real estate construction in the country and ruled file notings by ministers or officials do not have any legal validity. "Economically affluent people and those having support of the political and executive apparatus of the state have constructed buildings, commercial complexes, multiplexes, malls etc. in blatant violation of the municipal and town planning laws, master plans, zonal development plans and even sanctioned building plans", said a bench of Justices B N Aggarwal and G S Singhvi in a judgment. "In most of the cases of illegal

fixed by state regulators. Title insurers in the Lone Star State can't charge more or less than the promulgated rate. On the purchase of a $250,000 house, the title insurance premium in Texas would be $1,644. Of the seven lenders that Bankrate surveyed in Texas, none got the title insurance premium exactly right, although most were in the ballpark -- between $1,572 and $1,697. That's why these closing cost averages should be taken with a caveat -- they are, after all, derived from estimates.

or unauthorized constructions, the officers of the municipal and other regulatory bodies turn blind eye either due to the influence of higher functionaries of the State or other extraneous reasons, the bench observed. The apex court also said file notings by ministers or officials do not have any legal validity. Its ruling came while dismissing an appeal filed by Sathish Khosla, President of Shanti Sports Club of India which claimed to run a cricket academy at a village in Delhi. One of the pleas of the club was that its illegally constructed sports club should not be demolished as the then Minister for Urban Development in 1999 had noted in his file that the construction be regularized. -PTI

New rules for good-faith estimate Beginning Jan. 1, lenders will be required to give more accurate estimates of closing costs, as part of a revision of the Real Estate Settlement Procedures Act, or RESPA. The new rules are designed to prevent the lender from low-balling closing costs when the borrower applies for a loan then surprising the borrower with higher fees at the closing table. Under RESPA, the lender is required to provide a document called the good-faith estimate of closing costs when you apply for

a mortgage. The GFE divides settlement costs into two types: those charged directly by the lender and those charged by third parties, such as title insurance companies, appraisers and flood certifications. Lenders will have to stand by that first category of fees -- those charged directly by the lenders. So a lender won't be able to put a $250 processing fee on the goodfaith estimate and then change it to $500 at the closing table. The regulations will allow 10 percent of slack in the estimates for third-party closing costs. For example, if next year a lender's good-faith estimate says that the title insurance, appraisal, attorney's fees and flood certification will total $1,500, then the final bill can't exceed that total by more than 10 percent, or $150. The more-accurate GFE is scheduled to arrive next year. And there has been a substantial change this year: Appraisals cost more. In Bankrate's 2008 closing costs survey, the average appraisal cost $296. This year, the average appraisal cost $362. The culprit, according to appraisers, is something called the Home Valuation Code of Conduct, or HVCC. The HVCC is the product of a legal settlement stemming from a lawsuit filed by New York's attorney general. As part of the settlement, the mortgage industry agreed to forbid mortgage brokers from choosing appraisers.

Hamzeh Al Attouni, Wael Ayan and Ahmad Haj Muhammad were saved by Paul. India pocketed USD 40,000 for their successful title defense, while Syria went richer by USD 20,000. The vociferous crowd, which also included Bollywood actor Salman Khan, had filled the 20,000 capacity Ambedkar Stadium and they ran into the pitch after Pual saved the last penalty of the Syrians. India had almost won the match without going to the penalty shootout after second half substitute Renedy Singh struck in the 114th minute only to see Syrian midfielder Weal Ayan equalize from a header in the last minute of the extra time (120th). The second consecutive top finish in the tournament also marked a hat-trick of titles in just over two years by India, under coach Bob Houghton. India had won the tournament in 2007 and added another title by clinching the AFC Challenge Cup last year which gave the country a berth in the 2011 Asian Cup in Doha. The win by Houghton's boys also meant that India became the only third country in the history of the Nehru Cup to have defended the title after then USSR (1985, 86, 87) and Iraq (1995, 96). After the barren regulation time, Renedy injected life into the match taking a 35-yard free kick from near the left touchline. Renedy curled it into the Syrian near post with goalkeeper Mosab Balhous remaining a mute spectator but the Indian joy was shortlived as Syria equalized soon. In a match which turned rough and tense on several occasions, both sides failed to penetrate with the Indian back four admirably thwarting the Syrian attacks led by Mohammad Al Zino. Playing with 3-5-2 formation, the physically stronger Syrians were more in possession of ball but they still could not get the better of the Indian defense.-PTI

Page Sponsored by Sahanis As we know now, we cannot grasp what happens to life energy after death. Most of us believe that there is another world. The life energy goes to this other world. We live in this world and as long as we live this world is real to us. When I die, this world dies for me. The trees and the houses still are there. But, I am not able to relate to them and therefore they do not exist for me when I am gone. The bigger question is which is the bigger world, this world or the other one. We live on planet Contd from last week e know about the physical aspect because we can grasp it with our senses. Dr. Solomen is dead and that is our inference because we cannot see his body any more. The life energy (Purusha) aspect of his existence is not in our grasp. In fact we are not even aware of our own Purusha aspect during our life time. Our sense organs have limitations. We can see only to some extent. Normal person has a 20/ 20 vision. We can use microscope to see smaller objects such as bacteria or even viruses. Telescopes can help us see black holes in the universe. Before we had these extenders our visibility had been restricted. We are learning all the time.

There are some people who can relate to both worlds at the same time and all the times. Krishna is one of them. Death to him is not real. Death to Krishna is a transplant surgery. Prana or life energy is removed from one body and then transplanted into another. It is like taking a car engine from one car and placing into another. The engine may be in a holding place for some time before it is placed in the other car. There may be limitations as to what engine can and cannot fit another car.

earth. Earth is not the largest planet in the universe. Earth in fact is a very small planet and forms a very small portion of the entire universe. We as individuals may think that this world is the only world; the truth may be totally different. Our scriptures talk of several lokas (worlds); this being one of the worlds.

There are systems for travel of the life energy (the essence or the soul) as well. The entire system is known to Krishna. We and our world form a small part of the whole system. Dharma for Krishna applies to the health of the entire system. Krishna is concerned about the value system of this entire system because he is aware of the whole

a small part of the entire Maya Loka (Mayaspace). We can then also see that a decent value system (Dharma) is needed for a healthy regulation of the entire system. This is where Krishna is coming from. Until then let us continue with our limited relativity and rely for the rest on Bhagavad-Gita and Krishna. To be continued

up abuse then his fast is nothing more than staying hungry and thirsty by virtue of which he will earn no merit in the sight of God." A person, who observes a fast either during the blessed month of Ramadhan, or as a voluntary fast at any other time of the year, does so for the purpose of self-reformation. Such a person, who for the sake of Allah the Exalted, gives up his

change in oneself. Everyone has seen or heard in the news that many people, in order to have their rights granted them, go on a hunger strike. So, remaining hungry and thirsty is not any great feat and certainly is not the purpose of Ramadhan. Clearly, the purpose of fasting is to make one pure and holy, so that the light of God can shine upon one's heart whereby he receives physical, moral, spiritual, and social benefits. The spirit of a person receives power and strength through fasting in the same manner as a person's body receives strength and power through eating of food. Another big benefit of fasting is that a person begins to feel empathy for the pains and sufferings of the poor so that there arises in him a strong desire to run and help the poor unfortunate ones. Observing the fast therefore becomes the guarantee of good health, while from the spiritual viewpoint the benefits are that one is saved from doing evil deeds, thereby developing his or her righteousness, uprightness, good morals, honesty and trustworthiness. Fasting for a whole month enables one to inculcate these good habits.

‘Fasting does not mean the simple giving up of eating and drinking but it requires one also to desist from saying useless things and uttering filthy words On another occasion Prophet Muhammad directed that, "Fasting does not mean the simple giving up of eating and drinking but it requires one also to desist from saying useless things and uttering filthy words. “So, I say to the one observing the fast that if someone abuses you or causes you to become angry you should say to him or her that "I am fasting." The one who, despite the fact that he is fasting, does not give

worldly comforts, his worldly pleasures and his worldly desires, gains extra strength to establish himself on the path of righteousness. But, it must be remembered, once again, that the true purpose of fasting is not simply to remain hungry and thirsty. Was India's thermonuclear test a 'fizzle' ALI AHMED

A

controversy has erupted over the Pokhran II tests with a former DRDO scientist and Director General of the prestigious IDSA, Dr K Santhanam, observing that the thermonuclear test was a 'fizzle'. The timing of the controversy is of significance. Obama's Prague speech indicates that he intends to persuade the US Senate to ratify the CTBT. Consequently, the pressure on India to sign would increase. India is therefore at a juncture where it has to decide its position. Since the Vajpayee years India has taken the position that it is not averse to signing, based on the assurance of Indian scientists that they have the capability to build the required arsenal without further tests. This has under-pinned India's unilateral moratorium that was reiterated in the nuclear doctrine of January 2003. Whenever there has been movement on this treaty, however, there has been pressure in India to test. In the mid nineties, the CTBT was under discussion and close to being wrapped up. Rao was held back from testing by the US discovering the preparations, but Vajpayee managed to evade US scrutiny with the Shakti tests. This time around, the CTBT is being revived after a decade in the run up to the NPT Review Conference in 2010. It is understandable that those against India signing the treaty and those in favor of further tests would like to influence India's position. This explains the timing of the present controversy. The argument is that the hydrogen bomb having found to be a 'dud', credible deterrence requires further tests. With the CTBT window closing, pressure to test before signing is explicable. This begs the question whether a thermonuclear capability is essential for deterrence. Those in favor of further tests think so. Therefore, if in the national security interest the selfimposed moratorium is required to be lifted, then so be it. This would affect the nuclear deal with the US, since the deal has a provision wherein the two countries would discuss the compulsions for testing. It would be difficult to sell the argument that a test is necessary to be certain about a thermonuclear capability. The argument therefore requires adequate justification; one that can only accrue if the link between a thermonuclear capability and deterrence credibility is con-

clusively established. Those wanting further tests believe that a thermonuclear capability would help India match China. The counter value targets in China that can be held hostage

would carry the motion. Deterrence, as pointed out by McGeorge Bundy, the US National Security Advisor during the Cuban missile crisis, means different things for strategists and politi-

by India can better be engaged with thermonuclear weapons. Hydrogen bombs are better than fission weapons for city busting since fewer are required. During a conflict, it is easier to deliver fewer weapons effectively than many. There is more bang for the buck in thermonuclear weapons, making warheads lighter. Moreover, if such a capability is ever required in future, then to fore-

Those wanting further tests believe that a thermonuclear capability would help India match China. The counter value targets in China that can be held hostage by India can better be engaged with thermonuclear weapons close the possibility forever by acceding to the CTBT would not be fair to future generations. Just as the earlier generation warded off the NPT to keep open the nuclear option, it behoves the current generation to preserve this space for the future even if there is a cost to be paid, like the technology denial regime faced by our scientists. If the question whether a thermonuclear capability is necessary for deterrence has a positive answer, the anti-CTBT lobby

cians. Strategic thinking on national security has its advantages, but it needs to be sensitive to the 'real world' perspective of the political decision maker. In his words, "even one hydrogen bomb on one city of one's own country would be recognized in advance as a catastrophic blunder." While Bundy refers to the hydrogen bomb, a couple of fission weapons on one city could be equally efficient at deterrence. Therefore, where fission or boosted fission weapons are enough, city busters are not necessary. What General Sundarji and Kenneth Waltz have said in relation to numbers - 'more is not better when less is enough' - is equally valid for tonnage equivalent of TNT. The current debate has shades of the Oppenheimer-Teller argument in the early nuclear era. The H Bomb was the first of a series of weapons breakthroughs that constituted the qualitative part of the arms race. India does not intend imitating the US and the USSR. Therefore, there is no compulsion to embark down the H Bomb route. It can be hazarded that Pakistan would like to follow suit, heightening the nuclear threat to our cities, even if the threat is deterred by our prior acquisition of this capability. We would be handing future generations a MAD capability. While the controversy may help set right the historical and scientific record, deterrence can do without the H Bomb. The writer is a Security Analyst

he Americans have been trying hard to persuade Pakistan to shift its focus from India in the east to the Talibanled badlands in the west. But like the proverbial dog's tail, the moment the pressure is released a little, the needle of the Pak compass goes back to pointing east. It is an obsession with Pakistan, particularly the still dominant military establishment, to get even with India for past humiliations on the military field. If the world would let it, the Pakistani military would like to have one big go at India, whatever the consequences. And it is all the time preparing for that big moment. If the getting even can be accomplished only through nuclear means, so be it. The recent revelations of Pakistan ramping up its nuclear arsenal and illegally modifying Navy's US-given Harpoon missiles to target Indian land only fall into this pattern. The Harpoons misadventure was detected in April this year and the fact has been made public only now when the US administration has officially protested to Pakistan. The ramping up and upgrade of the nuclear arsenal has been going on for the last ten years. What some other malevolent Pakistani systems are planning and preparing for now will be revealed perhaps six months later, if they do not put their intentions into practice before that. Indiabashing is in fact a full time industry in Pakistan. The civilian government is just a faรงade. It seems to be fully complicit in its army's nefarious designs. The US is playing a very dubious role here. It is claimed by India that it was able to carry out the 1998 nuclear tests by fooling American satellites. Pakistan fools America every day and gets away with it. At least India could have protested to America that its supplying of armaments to Pakistan amounted to an unfriendly act towards India. The suspicion here is that America knows what is going on and deliberately winks at Pakistan's duplicity. The new American Ambassador to India, Timothy J. Roemer was quite amused to remark after his first press conference in New Delhi that most of the questions put to him pertained to Pakistan. Why is America so obsessed with Afghanistan which is thousands of miles away from its mainland? It is eight years since terrorists from this area launched a single attack and till today America is so paranoid that it sees a terrorist in every Khan, in every non-white immigrant? By contrast, Pakistan is next door neighbor of India and terrorists bred on its territory must have launched at least 50 attacks on Indian soil in the last eight years. Is it any surprise that we should be concerned about Pakistan? In fact it is a surprise that America is not so concerned. It thinks that it is ok for terrorists from the Af-Pak region to target India as long as they can be kept away from America. In contrast to the frenetic and secret war-like preparations in Pakistan, India seems to be going along in the business-as-usual mode. This is also a mind-set. Even after the 26/11 Mumbai attacks, there is dithering over security. The Army, desperately short of artillery, has been denied new howitzers over fears of paybacks and ghosts of the Bofors deal. There are glaring holes in internal security too. It won't be surprising if India is once again caught napping. While the world focuses on terrorists and their masterminds in Pakistan, it forgets the mind-set which gave birth to them and nurtured such monsters. And that mindset is the Army of Pakistan which if denied the dominance that it is used to, might provoke a misadventure against India once again.
