Sunny Kaushal joins National Party: Will Labour’s loss be National’s gain?

¡¡ SANDEEP SINGH

I

n a quiet development within the Kiwi-Indian political space, Sunny Kaushal – a former Labour Party candidate for List Member of Parliament and Labour candidate for Pakuranga electorate in the 2011 elections – has joined the National Party. Mr Kaushal was welcomed by the National Party President Peter Goodfellow and the party regional chair Andrew Hunt at a quiet event in Auckland on Friday, June 30. This has come after Mr Kaushal left the Labour Party in early May this year after almost a decadelong association. According to Mr Kaushal, his association with the Labour Party started in 2008 elections after a period of association with Prime Minister Helen Clark both in his professional role and community events in the Indian and ethnic communities. Earlier, Mr Kaushal’s exit from the Labour Party just before the release of party’s list of candidates for List MP, where his name was not included had widely reinforced a perception in the community that his exclusion from the list might have triggered his exit. Regardless of the basis of these perceptions in the community,

two things are apparent from this development. First – the leaders within the community who had a first hand connection with the Labour Party during the heyday of the Helen Clark-Phil Goff leadership

O

nly time will tell if the current Labour leadership has made a major miscalculation in sidelining Mr Kaushal from the party in building bridges with the KiwiIndian community. Indeed, Mr Kaushal is a popular leader and has grass root level

are gradually slipping into political oblivion in the current Labour leadership. Second – leading to an important question if the Labour Party will be able to re-establish the connection with the Kiwi-Indian community that

support within the community. Recently, Mr Kaushal achieved considerable success in mobilising the community around a major issue of concern for the community – rising crime and aggravated robberies against small business owners. Mr Kaushal has taken the lead in forming a community initiativeCrime Prevention Group with a stated goal of seeking change in law and demanding tougher punishment for the perpetrators of such crime. Indeed, on many occasions the community has rallied around him, indicating the level of connection he enjoys within the community. To what extent will Mr Kaushal joining National will amplify the party’s current popularity in this election will be seen in the near future. But the Labour Party might have to re-assess its strategy of connecting with the Kiwi-Indian community. Apart from Priyanca Radhakrishnan, who is working hard and has a good connect with the community, other Labour candidates still appear to be rookies in the community. Similarly, another major community group in South Auckland, which has traditionally been aligned with the Labour Party has extended its support to the ACT Party.

Prime Minister engages with Punjabi community

rime Minister Bill English on Sunday, July 2, made his maiden visit to Sri Dasmesh Darbar on Kolmar Road, in Papatoetoe, Auckland. Mr English was received by hundreds of enthusiastic community members at the gurudwara. National List MPs Kanwaljit Bakshi and Dr Parmjeet Parmar also accompanied Mr English on this historic visit. Mr English arrived shortly after noon and was ushered into the conference room for a meet and greet with the gurudwara committee members and wider community. Executive members of the gurudwara, community leaders and other members of the Sikh community shared the table with the Prime Minister as he interacted and learned more about the gurudwara and Sikhism. Mr English took a short tour of the langar hall where hundreds of community members were busy in preparing food, serving others and contributing in different ways in the communal kitchen. The Prime Minister was briefed about the functioning, overall philosophy and purpose behind langar before proceeding to the main gurudwara hall to address the attendees. Mr English humbly bowed down in front of the Guru Granth Sahib and sat alongside the community members. He expressed his joy on being in the Kolmar Gurudwara for the first time and shared his views on the similarities between Christianity and Sikhism. “It is just good to understand the different ways people see the world, and what’s impressive here and very recognisable is the generosity of the temple and the people

in this community who benefit from the common kitchen,” Mr English told The Indian Weekender. “I go to the church every Sunday, this one day makes me feel like a common man and not a dignitary like other days of the week,” he said in his address to the audience, which was translated in Punjabi by Kanwaljit Bakshi. The Prime Minister mentioned the importance of diversity in New Zealand, and how the members of the Sikh community have contributed toward the economy and made the country a much more multicultural society. “We value their strong commitment to their families, to their businesses and the country because that is what makes the country work. The government is here to support the people who want to work hard and want to get ahead, and that’s the kind of country National [Party] wants to see,” Mr English told The Indian Weekender when asked what his message to the Sikh community in New Zealand was.

he New Zealand Indian Central Association (NZICA) hosted the highly anticipated photographic exhibition for the diaspora representing the footprints of Indians in New Zealand. On the occasion of its 90th Anniversary, NZICA showcased the exhibition titled ‘Mokaa’, (Opportunity), a rare and compelling collection of about 100 pictures dating back to the early 1900s. The exhibition was held on Saturday, July 1 at the Mahatma Gandhi Centre and was inaugurated by Minister of Ethnic Communities Judith Collins. The High Commissioner of India in New Zealand Sanjiv Kohli, National List MP Dr Parmjeet Parmar, and Labour Party candidate for Maungakiekie Priyanca Radhakrishnan were also present at the opening ceremony along with many other prominent members of the community. The opening ceremony was marked by a traditional Powihiri and followed by lighting of lamps as a mark of obeisance to Lord Ganesha. The exhibition narrated the story of the first Indian presence 125 years ago -- from pioneering settlers to established communities in New Zealand. The Indian community now has grown to more than 220,000 members residing in different parts of the country. The exhibition that had a number of community members and leaders involved for a long time in arranging the preserved pictures from different places coincided with the 90th

anniversary of the NZICA, the apex body of all other Indian community organisations. “The aim of the exhibition was to depict the journey of the Indian community in New Zealand who have travelled from different states of India. The purpose of this exhibition was also to give the community a sense of belonging to their nation, India, no matter how early or late they settled in New Zealand,” President of NZICA Bhikhu Bhana told The Indian Weekender. This exhibition is set to tour across New Zealand stopping for a few weeks in every location kicking off on Saturday, August 12 from the Papakura Museum in Papakura. Art galleries in Auckland, Christchurch, Wellington, Papakura, Rotorua, Dunedin, Hamilton, are confirmed, and few other locations are still being finalised. The opening of the exhibition was celebrated with a dinner at MG Centre commemorating the 90th Anniversary of NZICA, and was attended by community leaders, MPs and other members of the Indian community.

Group reaches out to Indian govt on rising crime affecting Kiwi-Indians I C ¡¡ SANDEEP SINGH

rime Prevention Group – a community action group for safer businesses and communities, has reached out to the Indian government through the High Commissioner of India to take up the matter of rising incidents of crime and aggravated robberies against Indians urgently with the New Zealand government and prevent such attacks. A memorandum in this regard was submitted by the executive team of the Crime Prevention Group to the Indian High Commissioner Sanjiv Kohli in a closed-door meeting on Saturday, July 1, in Auckland. The Crime Prevention Group was formed in March this year in Auckland to mobilise support and raise public awareness against rising incidents of robberies and aggravated attacks against ethnic communities, especially the Indian and Chinese. In the past few months, the group has upped the ante by organising a public protest march, meeting police and government representatives, launching a public petition demanding tougher punishments against perpetrators of such crimes and also making an anti-crime video portraying that NZ is fast becoming a ‘criminal paradise.’ Reaching out to the Indian government to register concern on the deteriorating situation on crime

Sunny Kaushal(right) presents Memorandum to the Indian High Commissionaer

and law and order in NZ, which is affecting many members of the Indian community, is the most recent action of this community group.

Indian High Commissioner urges positive democratic participation

W

hile speaking to the Crime Prevention Group in Auckland, Mr Kohli counselled the group about the need for the Indian community in NZ to participate proactively in the democratic space in New Zealand politics to raise their concerns.

The Crime Prevention Group was formed in March this year in Auckland to mobilise support and raise public awareness against rising incidents of robberies and aggravated attacks against ethnic communities

Speaking to The Indian Weekender exclusively, Mr Kohli said, “There was a mutual consensus in the room that such attacks were not racially motivated in any manner and likewise, there is no intention to raise the matter in that way. “The nature of attacks is such that they happen on small businesses and dairies which largely operate in remote and isolated locations and are largely operated by ethnic communities including people of Indian origin,” Mr Kohli said, demonstrating his full understanding of the environment in which such attacks have taken place recently. “However, since this was a genuine concern for the Indian diaspora whereby in some instances those affected were Indian nationals, the Indian government is keen to hear those concerns. “We will be communicating these concerns to New Zealand authorities through appropriate diplomatic channels. “However, Indian government remains fully appreciative of the steps being taken by the New Zealand authorities to address the concern of safety and law and order among people of Indian descent,” Mr Kohli asserted.

Not completely unprecedented

t is important to note that reaching out to the government of the country that many consider as their original home for any concerns in their new home is not completely unprecedented. In fact, in modern world politics, it is gaining increasing acceptability as a mode of addressing people’s genuine concerns. The anti-crime video produced in Chinese language and other efforts by the Chinese community in NZ for raising the issue was well-highlighted in Chinese social media, which prompted the Chinese Government to air their concern with NZ counterparts. Speaking to The Indian Weekender, Sunny Kaushal, the lead organiser of the Crime Prevention Group, reiterated the importance of communicating Indian communities’ concern to the Indian Government. “While we completely agree that the attacks on the shop owners and workers belonging to the Indian community were not of any racial nature but it is also the fact that more than anyone else the spate of recent crime primarily affected the members of the Indian community,” Mr Kaushal said. “For us, it[getting Indian diplomatic mission on board] is another way of constructive approach in addressing the issue,” Mr Kaushal said.

Armed with guns, three men rob dairy in New Lynn

5

¡¡ RIZWAN MOHAMMAD

T

hree men, clad in hoodie jackets and balaclava and two of them carrying a firearm, robbed a dairy store in New Lynn on Monday, July 3. The owner of Rimu Superette and his wife were present at the store when the incident happened. The owner was stationed at the back of the store and escaped through the backdoor seeing the offenders with guns pointed at him. His wife was near the counter and managed to slip from the till and followed her husband through the back gate. The robbers then quickly climbed over the cash counter taking a bag full of cigarettes from the cupboard estimated to be worth $5000. The trio used another weapon to open the cash till but were successful. “My wife and I escaped through the back door and raised the alarm outside the neighbouring stores, and they called the police immediately,” the owner of the dairy store told The Indian Weekender. “The police were quick to turn up at the scene and also launched a chopper to hunt down the offenders who used a stolen car for the heist,” he added. The forensics team collected fingerprints from the store and the car was later found abandoned on a nearby street. The police confirmed that the car used was stolen. “I saw the offenders in the CCTV footage,

and it has been submitted to the police. The offenders banged the counter and the till to open but were unable to, so they escaped with only a bag of cigarettes and no cash. They broke the counter though,” the owner said. Fortunately, the store owners were not injured, and Police is doing their investigation. “These offenders must be held to account and police is appealing to the public to come forward if they have any information that can assist with our enquiries,” Acting Detective Senior Sergeant Kelly Farrant said. The police has appealed that if anyone has any information that can help lead them to the offenders to contact Detective Senior Sergeant Kelly Farrant at Waitakere Police on 09 839 0600 or the Waitemata Crime on 09 837 9511. Alternatively, information can be provided anonymously to Crimestoppers on 0800 555 111. The police will also be offering a reward for any information provided through CrimeStoppers as part of their recent stolen goods campaign that leads to a successful prosecution of offenders committing aggravated robberies.

fficers from the New Zealand Police made an official visit to the Shanti Niwas Charitable Trust Centre in Onehunga on Tuesday, July 4. The purpose of this visit was to meet the senior citizens and convey them the message that the police is there at their disposal for their support. Auckland City District Commander Superintendent Karyn Malthus, Inspector Joe Tipene, ACD East Area Prevention Manager, Senior Sergeant Gerard Whitley, Auckland City District Family Violence Coordinator and other officers attended the event. Onehunga Community Constable Don Allan demonstrated a short presentation on how they can prevent elder abuse in the first place and how to react and report any incident to the police, which was followed by a Q&A session. The event was more of an interaction between law authorities and the senior citizens as the police advised them on how the police can be of any assistance to them in distress. About 150 seniors attended the event. “The police personnel interacted with the seniors and made them feel more comfortable sharing their issues and concerns. It was quite a fruitful event given the seniors were very happy at the end of the session,” manager of Shanti Niwas, Nilima Venkat told The Indian Weekender.

Ms Venkat also informed the seniors about the new initiative by Ministry of Social Development (MSD), the Elder Abuse Response Service launched by Maggie Barry, the Minister for seniors. As a part of the new initiative a national helpline number for free and confidential chat which is available 24/7 was launched on Saturday, July 1. Seniors can call the number 0800 32 668 65 or (0800 EA NOT OK) to share their issues and make complaints related to elder abuse. Shanti Niwas Charitable Trust is now a MSD contracted agency to provide the Response Service for Indian and South Asian community for Auckland region. Shanti Niwas can also be directly contacted at 09-6221010 to refer a client or discuss a case. The service is free and confidential. It is located at 14 Springs Road, Onehunga, in Auckland.

opal Bhatia, the only Indian singer to be invited from overseas to the RD Burman tribute concert in India, has wowed the audience and his fans there. Gopal, a radio jockey in an Auckland based radio station has previously performed in many shows in New Zealand, India, and the UK. Mr Bhatia had two shows scheduled in India last month, the first in Pune on Friday, June 23 and then in Mumbai on Monday, June 26 which had legendary singer Asha Bhosle as the guest of honour. “I was delighted to have received such a warm welcome by the Bollywood music fraternity both in Pune and Mumbai,” Gopal told The Indian Weekender. At the Pune concert ‘Strings of Pancham,’ Mr Bhatia sang O Hansini form the 1974 film Zehreela Insaan. The concert in Pune featured only those songs that had string instruments used by late RD Burman. The Pune show had all the musicians from the troupe of RD Burman such as Sunil Koushik, and Ramesh Iyer among the others. Yesteryear’s most renowned musician Vivek Paranjpe who had toured with legends like Lata Mangeshkar, Kishore Kumar and RD Burman conducted the Pune concert. The Mumbaikars defied the rains and made the tribute concert a house full show on Monday, June 26. The show had 25 musicians from the industry. The concert was conducted by well-known music director Nitin Shankar. Mr Bhatia performed the melodic evergreen song Aanewala Pal from the film Golmaal, originally sung by Kishore Kumar and music by RD Burman.

“I could see from the stage that actor Shivaji Satam of CID fame [CID, a crime-drama TV Show on Sony] was singing along with me and enjoying the moment,” Mr Bhatia said. Mr Bhatia expressed his gratitude and excitement being the only Indian to be called from overseas to perform at the tribute concert. “It was a very emotional moment for me when my name was announced along with New Zealand,” Mr Bhatia told The Indian Weekender. Music is my passion, and I will always work hard toward bringing more musical events and moments for New Zealand music lovers, and I would like to give credit to all my audience who have always inspired and appreciated my work in New Zealand for so many years,” Mr Bhatia said.

Politicians sing migrantfriendly tunes ¡¡ GAURAV SHARMA

‘Greens have the ambition of being the most migrantfriendly party in Parliament and I am sorry for any effect our policy announcements of last year may have had on your communities’: James Shaw, Co-leader, Green Party

H

e was speaking at the New Zealand Federation of Multicultural Councils (MNZ) 28th AGM and Immigration Symposium in Dunedin on Saturday, July 1. The event, which was also attended by National list MP Kanwaljit Singh Bakshi, and Labour’s immigration spokesman Mr Iain LeesGalloway, provided a chance to major political parties (New Zealand First was not present) to put forward their stand on immigration. And to Mr Shaw’s credit, he was forthright with his comments. “We in the Greens are deeply concerned that the debate about immigration policy in New Zealand has, over the course of time, come to be dominated by populist politicians preaching a xenophobic message in order to gain political advantage. This ugly strain of political discourse is quieter at times of low net migration into New Zealand, but rises at times of when net migration is high – as it is now, and so, at this election, sadly, the xenophobic drum is beating louder,” Mr Shaw said. “Last year I made an attempt to try and

shift the terms of the debate away from the rhetoric and more towards a more evidencebased approach. We commissioned some research which indicated that immigration settings would be best if tied to population growth. Unfortunately, by talking about data and numbers, rather than about values, I made things worse. Because the background terms of the debate are now so dominated by antiimmigrant rhetoric, when I dived into numbers and data, a lot of people interpreted that as pandering to the rhetoric, rather than trying to elevate the debate and pull it in a different direction. We were mortified by that, because, in fact, the Greens have the ambition of being the most migrant-friendly party in Parliament. And I am sorry for any effect it may have had on your communities,” he added. On his part, Iain Lees-Galloway repeated the stand taken by Labour leader Andrew Little adding, “Labour is pro-immigration, but we need to take a break till the infrastructure catches up. Let’s focus on real issues.” Mr Bakshi replied with a firm assertion that his party – National – has always advocated

for migrants and their rights in New Zealand. “We are working very hard to ensure that the exploitation of migrants in New Zealand stops. We also think that given the limitations of our resources, our refugee quota is adequate.” The Immigration Symposium also had a panel session attended by Ngai Tahu chief executive Arihia Bennett, Dunedin city councillor Marie Laufiso, Christchurch city councillor Jimmy Chen, Wellington-based Immigration Lawyer Kamil Lakshman and representatives from NZ Dairy. The discussion points included the country’s current immigration policy settings, the costs and benefits of immigration to New Zealand, and how immigration impacts housing affordability. Overall, the panellists demanded a better clarity on everybody’s role – central and local governments, communities and immigrants themselves – in helping new migrants settle in New Zealand.

Mr Pancha Narayanan, a Malaysian-Indian, and newly-elected President of MNZ, then elaborated on the pathway to treaty-based multicultural community, a pilot he has been running in his capacity as the President of the Upper Hutt Multicultural Council. Later, Judi Altinkaya, National Manager Settlement, Immigration NZ, while addressing the gathering elaborated on the Government’s migrant settlement and integration strategy said “We have turned our focus to employment, education, English language, inclusion, and health and well-being of migrants. “Our settlement services are geared towards skilled migrants category visa holders, skilled temporary visa holders, as well as their family members. Our desired overarching outcome is to make sure migrants make New Zealand their home, participate fully and contribute to all aspects of New Zealand life.”.

he city-based social organisation Indian Cultural Group (ICG) gathered at the Haswell Community Centre on July 1, to celebrate the festival. Almost 60 people attended. Sandeep Sachdeva, President of ICG said, “India is known for its diversity and multiculturalism with every possible festival celebrated there. This was our second year celebrating Eid and credit to our coordinators Toffik and Farheen Vohra, who come from Baroda, a number of new families joined in the celebration this year. We hope to make it even bigger next year.”

Earlier that day, the Canterbury Muslim Community Trust also hosted over 200 guests at its “relaxed family-friendly” Eid celebrations. Along with asr prayers, the event had several activities for children. The celebrations concluded on July 2, with Muslim Association of Canterbury’s Eid community pot luck event organised at the city’s Masjid Al Noor. Assisted by the Nawawi Centre’s volunteer team, the event had adzan and asr prayers, henna painting for girls, tug of war and a Ramadan quiz for children, as well as a presentation called Ramadan Reflections by city-based Jannah Circle kids.

with her husband Romy Bullar, and one Baljeet Bains, is organising the event. “There will be food and accessories stalls, mehendi painting, games for children, and several dances including bhangra, giddha, and bollywood numbers. We will also have a competition for women, where they will be judged on their Punjabi attire and knowledge of the Punjabi culture,” added Ms Bullar, who moved to Christchurch in 2010. The event is ladies only, and women from all cultures are welcome to attend, she said.

he New Zealand People’s Party (NZPP) is putting families first in its new immigration policy announced today by seeking to reopen and overhaul Parent Resident Visa, Family Re-unification Visa and Family Visitor Visa in a manner that aims to fulfil the long felt need of all ethnic communities in NZ, especially the new migrants. “Families that uproot their lives and move to New Zealand are taking a brave chance on our small but successful country. “We want to see families reunite in New Zealand, together in our beautiful country. We want to change the system, so it is easier for families to be together while bringing prosperity to the economy,” a media release of the Party’s Immigration Policy says. Unlike other bigger mainstream political parties, NZPP is staying away from the murkier debate around numbers of immigrants arriving in NZ, especially the number of international students. However, the party is offering compassionate treatment to all those international students who have already arrived in New Zealand. “Fair play is a big part of what makes New Zealand special and we want to extend this to the thousands of international students that come here every year,” the press release says. Students found to be in low-quality courses will be granted a two-year work permit with a requirement to become qualified in a Skilled Migrant Category occupation or an occupation on the Skilled Shortage Lists, the party says. This is even when the party would have a clear understanding that international students are not eligible to vote and have no consequence on this general elections.

However, one major proposal of some significance for the NZ international education export industry being made by the party is to introduce a compulsory requirement of all education consultants (even overseas based) to become Licensed Immigration Advisors. This is a major commitment to overhaul the NZ immigration and international education industry. It is important to note that overseas-based unregulated education consultants who allegedly indulged in fraudulent practices in tempering visa documents of unsuspecting students were at the heart of student deportation issue that has rocked NZ in the past few months leading to a few students taking refuge in a Ponsonby Church in Auckland. Till date, no mainstream political party has demonstrated any intent to regulate those education agents. In that regard, NZPP is showing some commitment to NZ’s reputation as international education provider destination rather than drooping into a free for all immigration debate. However, to what extent this small and a purely ethnic political party, according to some political commentators, will succeed in attracting the attention of the mainstream media and the wider Kiwi audience remains to be seen. Apparently, the party had yet not been able to appear on the radar of mainstream media as evident in a Newshub poll recently, which polled another small political party, The Opportunities Party (TOP), at a notable high of 0.8 per cent. The housing debate: Should the government intervene more in the housing market? T ¡¡ SANDEEP SINGH

he news is out, finally, that the Auckland housing market has slowed down even when many other regions outside Auckland are still performing well and playing catch-up. Nationally there is a slowdown in the housing market activity, according to ANZ Bank’s latest monthly Property Focus publication. The report categorically states, “The clear takeaway is that Auckland is bearing the brunt of the recent slowdown in housing market activity, with numerous other regions still performing well and playing catchup; although unsurprisingly, some are doing better than others.” The ANZ report also states that “The property market is softening, particularly in Auckland as the combination of a turn in the interest rate cycle, less credit, LVR restrictions and severely stretched affordability act as headwinds.” This may be big news for many who are more emotionally invested and intellectually inclined about the rise and the fall of the housing market, particularly in Auckland. However, not everyone may be equally able to comprehend the real meaning of this recent development in the housing market. For a Kiwi-Indian working mum, Richa Singh, who has been renting a

property in Sandringham in Central Auckland that her family calls home, this news of slowdown in the housing market came just at a time when her property manager has served a notice of increasing the rent by $30 a week in two months’ time. “This news of the slowdown in the housing market does not affect me right now as my cost of renting is going to increase anyway,” Mrs Singh said.

It is not clear though if her indifference was mere customary or a mark of abject surrender to the idea of rising on the property ladder in Auckland housing market anytime soon. There is no intention here to suggest that any movement in ‘markets’ in general can affect individual situations of many people immediately. The only intention is to point that

different people receive different information differently and digest that information distinctively to formulate an opinion on any issue. The housing issue is one that many experts believe will be affecting the opinion of average voters in the general election 2017, and primarily responsible for complicating what can be probably called as the biggest debate in this election – the great immigration debate – leading to outlandish comments from some political parties. Therefore it is pertinent to start this inaugural edition of The Indian Weekender election special issue – Verdict 2017 – with a debate on the housing market. The key question of the debate emerges from the given fact that the average house price has increased significantly in the past few years:

so is there a need for a greater intervention by the government in the housing market?

Thursday, June 30, 2017 government of day want to intervene, say credit availability, housing supply, opportunities to private investors (and foreign investors as many categories) or concessions to the first home buyers. The opposition parties (read Labour Party) have been making the most vocal noises on increasing government intervention in the housing market starting from 2015 when Auckland housing market was superheated and rising at more than 24 per cent. Perhaps the most controversial was the allegation on private investors with Chinese sounding names suggesting a racist overtone in the argument demanding intervention against foreign investors. The Labour Party has since then sought to detach itself from the racist interpretation of its main argument while upping the ante on alleged foreign investors in Auckland housing market. Meanwhile, the government had quietly stepped up increasing the intervention in housing market starting from October 2015 itself, requiring investors in Auckland property to have at least a 30 per cent deposit. This was further augmented from October 2016, when the then Finance Minister Bill English had signalled a ramping-up of government intervention in Auckland’s private sector housing market.

The Indian Weekender

“The Government will be a provider for the next 10 years of significant numbers of medium-density, medium-priced housing into the Auckland market,” Mr English had then told NZ Herald in an interview, signalling government intent to intervene toward the supply side of the housing market. The government is largely following the trajectory of gradually increasing intervention in the housing market since then, to an extent taking away the sheen of Labour’s policy to build 100,000 new houses over the next decade. The government has come up with its own promise to build 34,000 houses in the next ten years. Similarly, the mutual competition among the key political parties in determining the level of government intervention in housing market specifically in areas of credit availability, concessions to first homebuyers and other areas is intense.

ational is the only party that has a clear plan to tackle housing challenges, and is delivering on its promises Just take a look at the last three months for proof. Last week, the Point England Development Enabling Bill passed through Parliament. This will bring 300 homes to 12 hectares of land previously used for grazing cows. In May, Social Housing Minister Amy Adams announced 34,000 new houses would be built under the banner of its Crown Building Project. There were also the changes in April to the Resource Management Act through the Resource Legislation Amendment Bill. This reform was critical to addressing housing supply and affordability by making it easier, faster and less costly to create new sections. Section prices in Auckland have gone from $100,000 in 1990 to $530,000 today and are the core reason housing has become excessively expensive. The reforms addressed this core issue by opening up land supply, reducing the time taken to get consents, reducing the cost of land subdivision and enabling the construction of infrastructure. The number and value of homes being constructed is continuing to build, with the 2794 building consents issued nationally in May the highest for this month for more than 40 years. These positive figures show the Government’s efforts to grow housing supply through Housing Accords, Special Housing Areas, RMA reform and increasing Government housing initiatives is continuing to deliver results. Despite other parties talking about the need to build more houses, they oppose new developments at every turn. You can’t trust Labour and the Greens on this issue, with weak leadership and constant infighting. Only National can deliver more housing for New Zealanders.

A good example is the Crown Building Project, which will be the real game changer for Auckland. On average, the equivalent of three and a half new houses across every street in Auckland will be built. It’s a big commitment, but one which will see 8300 old rundown houses in Auckland replaced with 34,000 brand new purpose-built houses over 10 years. These houses will be spread throughout Auckland including the Manukau East electorate where suburbs like Otahuhu will be the site of 189 new houses. This project will build 13,500 new social houses and 20,600 new affordable and market homes and will help Auckland’s most vulnerable families, along with first home buyers and the wider market. At least 20 per cent of the new builds will be affordable housing aimed at first home buyers, which means they will be under the KiwiSaver HomeStart cap of $650,000. This plan has been carefully scoped, designed and fully funded, and already builders are on site and getting stuck in. This Government has made it a priority to make social housing work better, and this project fits into the Government’s wider Social Housing reforms, which already supports 310,000 households with their accommodation to the tune of $2.3 billion this year. National is proud to take housing seriously, and we have a clear plan to keep delivering more affordable houses, more social housing, and ensure we’re cutting red tape so it is easier to build.

FAIRER IMMIGRATION FOR A BETTER NEW ZEALAND Reopen Parent Resident Visa

For many families who have come to New Zealand in search of a better life, leaving their parents behind can be a very stressful time. The Parent Resident Visa has been very popular however poor policy and knee jerk reactions has meant it has become unavailable to most. The New Zealand People's Party will reopen this in a more sustainable way that has better outcomes for families and the wider community. Offering parents an initial 5 year work permit before getting permanent residence will give them independence to contribute to New Zealand.

Bring Last Family Members to NZ

New Zealand is at its best when we all come together. We believe families are the same. It can be tough when an adult sibling and their family are left behind. Bringing families together in Aotearoa will create stronger community bonds, keep wealth from leaving the country and bring happiness to families. We will create a sustainable model that gives these family members a chance at being their best in New Zealand. An automatic 2 year work permit will let them find a job without being hamstrung by government red tape and show the country they want to be here.

Honor Commitments Made to Students

New Zealand has had huge economic success from the thousands of international students who come here to study. This success however has caused growing pains in the industry. We believe that despite these challenges New Zealand has made a commitment to these sons and daughters and we will honour them. We will give every student currently in the country a fair chance. Everyone will get a 2 year work permit and assistance to transfer to a course or training institution that will provide them with skills and qualifications that will benefit them and New Zealand. We will restore some integrity to the industry by requiring all education consultants to be Licensed Immigration Advisors.

Easier Visitor Sponsorship for Family

For many families in New Zealand it can be very difficult for their family to come visit them. This is especially stressful in times of illness or death. Currently the long process of applying to Immigration NZ to sponsor a relative gives no weight to the sponsor and their family. We will flip this around so people can automatically sponsor their families to visit but still retain Immigrations right to refuse when they feel the visit isn't genuine. Shifting the burden of proof from a family to the government will mean better decisions are made and families aren't left paying the price for long processing times due to government inefficiencies.

Housing crisis needs action says Labour

We will also crack down on property speculation. Labour will ban foreign buyers from buying existing homes just like they do in Australia. Under our policy if you are not a citizen or permanent resident, the only way to buy real estate here will be to build a new home and add to the supply. We are going to level the playing field for first home buyers by closing the loophole that allows property speculators to run a rental property at a loss and subsidise it by paying less tax. We are also going to make someone who sells a rental property within five years pay income tax on the capital gain, no ifs, no buts. We recognise migrants make a huge contribution to the country, but the level of net migration per capita is running at twice that of Australia and three times that of the UK. We are going to reduce the level of immigration by 20-30,000 a year to give Auckland a breather while infrastructure like housing and transport catches up. By reining in the speculators and building affordable homes we will restore the great Kiwi dream of home ownership. We are also going to re-write the rules for renting to make sure all rental properties are warm and dry, and encourage longer tenancies so families have more security and stability. We are going to build more state houses instead of selling them off as National is doing. National refuses to build affordable homes on the scale needed, and they refuse to take action on speculators. Labour’s fresh approach aims to make the big changes that will ensure our children and grandchildren can enjoy the opportunities our parents took for granted. uckland house prices have doubled under National. The Salvation Army says we have the worst homelessness in living memory. Housing is in a terrible state. After nine years National still denies there is a housing crisis. The country needs a fresh approach. Labour believes all Kiwis should have decent affordable housing. Our policies will take the first crucial steps to fixing the crisis. To increase the supply of housing, we are going to build 100,000 affordable homes for sale to first home buyers. Under our Kiwibuild policy we will build townhouses and apartments in Auckland for under $500,000, and stand-alone homes for under $600,000, with prices significantly less outside Auckland. We are going to set up an Affordable Housing Authority to cut through the red tape and lead major new development projects supported by transport infrastructure, parks and amenities, and a range of different types of housing and levels of affordability. We are going to reform the planning system that creates an artificial scarcity of land driving up the price of land. We will free up the controls so our cities can make room for growth. We will also increase the flow of funding for infrastructure, tapping into international bond finance packaged up for developments with the debt serviced by targeted rates on the properties in a new development. This is important because under National a shortage of 60,000 homes has built up, and it is getting worse by 7000 a year, which is what has driven prices so high.

rentals that won’t make people sick because of poor insulation. We will improve rights for tenants and make renting more secure so that renters can put down roots and form communities where they live. Our policies will help people get their foot on the property ladder with our “Homes for Life” package assisting families into home ownership through progressive rent-to-buy ownership and housing bonds. This means that families struggling to buy a home will be able to enter a rentto-buy agreement with the government so that they can borrow at a lower rate than what the market would have set. Our Homes Not Cars policy will ensure homeless people have a home. We will free up millions of dollars for emergency housing by not requiring Housing NZ to pay a dividend to the Crown. It’s outrageous that in a country as prosperous as ours that so many New Zealanders are forced to sleep in cars or under bridges. The National Government has let the housing crisis go on for too long and let it get too out of hand. The Greens at the heart of government will make sure that no New Zealander is forced to sleep in cars or substandard accommodation and that everyone is supported into decent accommodation. Housing is a really important issue for New Zealanders and it’s an important issue for us too. We know having a home that you can feel safe, secure and settled in is a key part of making people feel like they’re included and part of the community. And when people feel included and part of the community – they’re more likely to participate in their communities. This means better grades, less crime and more local jobs in the area – all good things we want to promote. Unfortunately, after eight long years of National – New Zealand has become one of the least affordable countries in the world to buy a home. It’s more expensive to buy a home in New Zealand than in Canada, the United States, the United Kingdom or Australia – which is a damning indictment of National’s record. The Green Party has a positive vision for making a positive difference for New Zealanders at all levels of housing. We know that this is a particularly important topic as we know that Indian and Asian New Zealanders are almost twice as likely to be renting rather than owning their own home. We can improve this. Untangling Auckland’s ACT will remove the regulations that drive housing problems Roshan Nauhria

T

President, New Zealand People’s Party

he New Zealand housing situation stems from a lack of supply in Auckland. And Auckland is a desirable place to live, it is the powerhouse of our economy and surrounded by some of the best places New Zealand has to offer. Years of infrastructure neglect and priorities based on ideologies and not facts has led to the current situation Auckland finds itself in. One where growth and development is hamstrung by a massive lack of infrastructure. Auckland is responsible for 40 per cent of NZ’s GDP and is expected to take 61 per cent of NZ’s projected population growth, yet is neglected when it comes to infrastructure spending. Sure we get some wider motorways, but the capital expenditure in fresh water, waste water and public transport that would allow Auckland to grow must be paid for by rate payers. The New Zealand People’s Party firmly believes that Auckland Council can’t be expected to solely pay for the costs of Aucklands infrastructure needs. We want to see central government spend more of Aucklander’s tax in Auckland providing the infrastructure it needs to continue to grow. The Unitary Plan was an important step toward allowing space for sustainable growth of Auckland’s housing stock. It will give people greater choice in the type of house they want to live in. For some apartments are too constricting

and for others a villa is too much maintenance. With the growth in terrace housing and town houses that is expected to come from the Unitary Plan, Aucklanders will be able to find the type of house that suits their needs in their price range. However, now Auckland needs to fast track the infrastructure projects that will enable this growth to occur. It is no good putting more houses up in urban areas if the waste water systems can’t handle their effluent. And growing city fringe suburbs without giving people a way to get to work each day is only going to jam even more cars on to our overloaded streets. Most of the parties will say the government needs to slow down the number of people immigrating to New Zealand, or put more taxes in place. Immigrants are not to blame for the struggles of the New Zealand housing problem. These are just knee jerk reactions that push the blame from those whose bad decisions created this problem to those who are helping grow New Zealand’s economy and society. If the government listens to the voices of the communities and works with them, then this housing crisis will just be a blip on the radar. If they continue to force their ideologies on New Zealand’s communities then we will never get out of this cycle.

he cost of housing is unacceptably high. In Auckland, the price of an average house is nearly ten times the income of an average household. This leaves families with less money to spend on themselves, and also creates costs on taxpayers who fund more emergency housing, Income-Related Rent subsidies, and Accommodation Supplements. ACT believes that both Labour and National governments have made housing more expensive by intervening in the housing market and creating a housing shortage. ACT would reverse these interventions. ACT believes that the shortage of housing can be fixed by private developers, when local and central government get out of the way. Regulations such as the Resource Management Act (RMA) have made it difficult for developers to build houses to keep up with a growing population. The RMA gives too much power to councils to restrict development. It requires councils to provide for environmental protection and conduct consultations, but doesn’t require them to consider property rights of owners, economic growth or provide for an adequate supply of housing. The number of new dwellings consented each year is still far below its peak of 39,000 in 1974. National’s housing policies have been

13

a band-aid on a broken planning system, but they do not fix the RMA, which creates a major housing shortage in our main urban centres. ACT would rewrite the RMA, and introduce new supply-focused planning law for large cities. Urban and environments and areas at the edges of our cities should not be regulated in the same ways as undeveloped natural environments. Our alternative planning law would prioritise supplying land and infrastructure, in response to demand. We would make land zoning less restrictive. We would strengthen property rights for existing owners by limiting objection rights to people who are directly affected, rather than allowing outsiders to have a say. Many Councils block housing development because of infrastructure costs. ACT would share half the GST revenue from the construction of new housing with the local council to incentivise them to approve new homes. This revenue would help fund infrastructure like roads, water and sewerage needed for new development. ACT would also reduce the cost of regulatory compliance for builders, and reduce the financial risk on councils, by replacing council building certification with a compulsory insurance plan. This would ensure standards are upheld while reducing the time spent on council inspections and red tape. All these policies would make it drastically more affordable to buy land and build houses, and these savings will be passed onto first home buyers as supply matches demand. And as new supply will keep prices stable, there will be less incentive for investors to speculate on housing.

Five things Kiwi-Indians must know about NZ’s MMP voting system I E It started in NZ in 1996

¡¡ SANDEEP SINGH

lections are an integral part of any democracy, and indeed, New Zealand is a vibrant democracy where general elections are held every three years whereby people cast their vote and elect those whom they think are fit enough to form the next government. With next general elections just around the corner and voting due on Saturday, September 23, it is an opportune time for everyone, especially members of the KiwiIndian community to update their understanding of New Zealand’s electoral system. There could be a number of reasons for everyone to update their understanding about the electoral system in New Zealand, purely because a majority of members in the community are relatively recent migrants with a possibility of arriving from different countries that may have a different system of governance. The fact that in this next election in New Zealand one could cast their vote almost two weeks before actual election day as a part of advance voting could be a revelation for many in the community as something never experienced before in their former countries of residence. This year advance voting opens on Monday, September 12. Similarly, NZ’s Mixed Member Proportional (MMP) system where

n 1993 New Zealanders voted in a referendum to change their voting system from the traditional FPP method to Mixed Member Proportional representation (MMP). Many experts consider this as the most dramatic change to the country’s electoral system since the introduction of women’s suffrage exactly 100 years before. Apparently, the objective was to bring more proportional representation in which each party’s share of the seats in parliament would be close to its share of the overall vote.

every voter gets two votes, one for the electoral candidate that they want to send to the parliament, and one for the political party that they want to represent them in the parliament, could be a new concept for many in the community.

It is different from FirstPast-the-Post system

M

MP System is different from the common but not universal First-Past-the-Post (FPP) system where every voter gets one vote – candidate vote – and the candidate who receives most votes wins. As opposed to this in New Zealand’s MMP system is a proportional system, which means

How does it work

that the proportion of votes a party gets will largely reflect the number of seats it has in the parliament.

Each voter gets two votes

T

he first vote is for the political party the voter chooses. This is called the party vote and largely decides the total number of seats each political party gets in Parliament. The second vote is to choose the MP the voter wants to represent the electorate they live in. This is called the electorate vote. The candidate who gets the most votes wins. They do not have to get more than half the votes.

U

nder current MMP rules, a political party that wins at least one electorate seat OR 5 per cent of the party vote gets a share of the seats in Parliament that is about the same as its share of the party vote. For example, if a party gets 30 per cent of the party vote it will get roughly 36 MPs in Parliament (being 30 per cent of 120 seats). It is to say that if that party wins 20 electorate seats it will have 16 List MPs in addition to its 20 Electorate MPs.

What does it mean for voters

U

nder this system, voters have wider options to choose their

respective electoral candidate whom they want to represent in the parliament and also separately chose the political party to represent them in the parliament if their choices differ on the candidate and the political party. Out of a total of 120 Members of Parliament (MPs), there are 71 electorates, including the seven Maori electorates. One MP is elected in each electorate – these are the 71 Electorate MPs, and the other 49 MPs are elected from political party lists and are called List MPs.

What does it mean for political parties?

S

ince total party votes determine the number of seats a political party will have eventually in a parliament; therefore political parties have greater incentive to reach out to voters regardless of the region or seats they represent so as to increase their total number of votes and hence increase their chances of forming the government. The smaller political parties, with nascent history, financial resources and appropriate presence around the country get a fair chance to try their luck in elections thus bring more options on the table for the voters.

Verdict 2017

T

he Indian Weekender is launching its twelve-week special edition on the general election 2017, starting from July 7 to September 22, just before polling day when election campaigning officially closes.

This election special will have three primary goals. The first is educating the wider Indian community about how the electoral system works in NZ, as it will be less meaningful to carry an election special issue without incentivising the KiwiIndian voters to vote. While, there is a notable universal trend of general decline of interest in elections and participation in the electoral process, it is more evident in the case of new migrants in this country, purely because of being in early stages in the life cycle of new migrants in the country. Like everywhere else in the world, new migrants in NZ are also required to put their initial focus on the vital needs like the pursuit of jobs, securing livelihoods, housing, kids’ education, and a myriad of other matters, relegating participation in the electoral process lower in their priority list while they find their feet in this new country. However, little do they realise that active participation in this country’s electoral process could eventually be helpful in their endeavours for finding better jobs, houses, children’s education and other support required for smooth settlement. In addition to the above, about 40,000 new migrants have arrived from India just after the 2014 general elections, who might not have the desired level of understanding about the NZ electoral process. This series of election special editions will strive to educate all those recently arrived new migrants along with other earlier arriving migrants about everything related to elections in NZ. The second objective of these special editions is to cover and analyse all major developments that make political news in this country and have the potential to affect the lives of the KiwiIndian community in any manner. Although this is a much-cherished part of The Indian Weekender’s normal editions, there will be extra emphasis added in these special editions. The third goal is to bring all political contestants and parties seeking to entice Kiwi-Indian voters together on one common platform in a manner that issues important for the community are discussed and debated threadbare. By doing this, the objective is to unfold key policies and political messages of all major parties and contestants in this general election for the benefit of the wider Kiwi-Indian community.

OPINION/EDITORIAL

Friday July 7, 2017

The rise of Left: Corbyn, Sanders become most popular politicians ¡¡ SAEED NAQVI

T

he recent rise in the electability of Labour Party leader Jeremy Corbyn as Britain’s next Prime Minister, according to the latest opinion polls, has not made headline news. This is not surprising because Establishments everywhere, of which the media is a part, imagine that an idea can be made to vanish by playing it down. The findings of the poll have been published even in conservative newspapers like The Telegraph in London. This virtually amounts to a taboo being lifted from the idea of Corbyn. Call it acquiescence, if you like. Senior Labour leaders, indeed authors of New Labour, like Tony Blair and Lord Peter Mandelson, must be close to a nervous breakdown. Or they must be working very hard, as Mandelson has admitted in interviews, to “undermine Corbyn”. The difficulty with mean-minded cribbing by Mandelson is that it generates sympathy among Corbyn’s growing tribe of supporters. Take this quote from a Labour member: “The idea that Jeremy Corbyn as Prime Minister implementing policies that actually benefit the people terrifies the Establishment. It is no surprise that Mandelson has found space in his busy schedule for spending time on Oligarchs’ Yachts to attempt to undermine Jeremy.” This being the tone of the exchange, Corbyn’s path to eventual success will be made ever more difficult by the Establishment of which Mandelson and the Deep State are parts. There is, however, a tailwind of recent history particular to Britain, which may be helping Corbyn. Accelerated globalisation after the Soviet

collapse was a shot in the arm for capitalism. This, in its turn, generated arbitrary inequalities which erupted in such movements as “Occupy Wall Street”. The Republican Tea Party was the immediate counter punch. The popular will adapts to changing climate. Establishments, obstinately resistant to change, begin to strategize: how to channelize or thwart the popular will. In almost all western democracies the conflict is on: Establishments versus the people. A Left wing Syriza brought 43-year-old Alexis Tsipras to power as Prime Minister of Greece. Germany and the EU broke the movement’s will. Revert to austerity or we shall not pick up your debts. In Spain, where the ghost of Franco still

to combat global tax evasion It’s important everyone pays the right amount of tax. That’s why the New Zealand Government has signed up to an international initiative to automatically share information about foreign tax residents with financial accounts in New Zealand. This means from 1 July 2017 your financial institution may ask you about your tax residency.

hovers over public life, Prime Minister Mariano Rajoy of the Right Wing Peoples Party, supervised over such unspeakable corruption (another gift of globalisation), that a new communist-inclined party Podemos, under the leadership of 39-year-old Pablo Iglesias, burst upon the scene. The resulting stalemate between the Peoples Party, Socialist and Podemos led to a repeat election which yielded more or less the same configuration. The Establishment worked overtime. On the pain of being decimated, Socialists allowed themselves to be persuaded to abstain in a Parliamentary vote. This enabled the corrupt PP hold on to power. The idea is to weaken and eventually erase Podemos by sheer attrition and election fatigue. In the process of warding off unfriendly political trends, the establishment learnt another lesson. The sprinkling of leaders breaking out of the two-party suffocation were all antiausterity, Leftists and in their 30s and 40s. Why could not the “right” respond with similar décor and aspirations? That exactly is what has been attempted in Spain by launching Ciudadanos, (Citizens) a centrist party with an unusual rise on an anticorruption platform. I met people in Madrid and Barcelona who described the new party as “Podemos of the right”. In terms of youth, Ciudadanos is an improvement. Its leader, Albert Rivera, 35, is four years younger than Pablo Iglesias. The aesthetics which define young leaders in Greece, Spain and Canada appear to have been grafted on France’s Emmanuel Macron too. He is their age and talks of influencing the EU to reduce the burden of austerity. The scale of

21

his success has encouraged him to be openly ambidextrous. He has invited Donald Trump to the National Day parade on July 14. This is despite Trump having withdrawn from the Paris accord on climate change. In brief, different kinds of gyrations define western democracies today. In this overall confused picture another reality remains largely unnoticed. A Fox News poll published some months ago (mostly ignored) shows that Bernie Sanders has a +28 rating above all US politicians on both ends of the political spectrum. The Guardian’s Trevor Timm wrote recently: “One would think with numbers like that, Democratic politicians would be falling all over themselves to be associated with Sanders, especially considering the party as a whole is more unpopular than the Republicans and even Donald Trump right now. Yet instead of embracing his message, the Establishment wing of the party continues to resist him at almost every turn, and they seem insistent that they don’t have to change their ways to gain back the support of huge swaths of the country.” The moral of the story is this: a rattled Establishment is in many democracies rushing to thwart or redirect the popular will -- and with mixed success. Against this backdrop, there appears on the horizon a certain British exceptionalism. Jeremy Corbyn’s election as Labour leader despite Tony Blair, Mandelson and the Parliamentary party, results of the Brexit referendum, the manner in which Theresa May was trounced in the June 8 elections -- all point to the Establishment in Britain, unlike elsewhere, clearly contained by the people.

FIJI UNDER THREAT OF ZIKA VIRUS TRANSMISSION

T

here is ongoing concern about the spread of the mosquito-borne Zika virus and the impact of Zika infections on pregnant women and their babies. There are also concerns that Zika infection can, in rare instances, lead to Guillain-Barré syndrome, a serious immune system disorder. Zika has spread to many tropical and subtropical countries. Cases of Zika virus have been reported in Africa, southern Asia, the Pacific Islands, and the Americas. According to the information available, the only Pacific states where Zika virus infections are currently detected are American Samoa and Fiji. This list will be updated as the situation changes. The Ministry of Health recommends that if you’re travelling to any Pacific Island country, you should always take precautions to avoid mosquito bites. If you are travelling outside of the Pacific, the most up-to-date list of countries currently infected with Zika virus can be found here: Check the full list of countries with current, confirmed Zika infections on the ECDC’s website . ? The World Health Organization stresses the continuing need for improved surveillance and education regarding Zika virus, as well as promotion of mosquito control efforts. No Zika-related trade or travel restrictions are recommended at this time. What are the symptoms and who is at risk?

M

ost people who get infected with the Zika virus do not show any symptoms. Only one in five people who get it will feel sick. The symptoms appear 3-12 days after getting the infection and last from 4-7 days. However, as Zika infection may cause a rash that could be confused with serious diseases such as measles or dengue, these diseases do need to be ruled out. Symptoms can include: • low-grade fever joint pain, notably of small

joints of hands and feet, with possible swollen joints • muscle pain • headache • red eyes • rash The incubation period is typically 3–12 days. There is no specific treatment for Zika virus infection and if symptoms develop these will typically clear up within 4-7 days. Get plenty of rest and fluids, and treat the symptoms that you have. Use paracetamol for pain and fever if needed. Until dengue can be ruled out, do not take aspirin or other non-steroidal antiinflammatory drugs (NSAIDs) like ibuprofen, due to the risk of bleeding. Zika virus is transmitted by mosquitoes (members of the Aedes family) that are active during the day. Anyone who is bitten by an infected mosquito is potentially at risk of infection. Zika virus and pregnancy

P

regnant women who become infected with Zika virus can transmit the disease to their unborn babies, with potentially serious consequences. Prenatal Zika virus infection is a cause of microcephaly and other serious brain anomalies in developing fetuses. Reports from several countries, most notably Brazil, show that there has been an increase in severe birth defects and poor pregnancy outcomes in babies whose mothers were living in areas while pregnant where Zika virus infections were occurring. Anyone who is pregnant or plans to become pregnant should defer travel to an affected area. We recommend that women travelling in Zika-affected areas protect themselves against mosquito bites and, if needed, use an appropriate contraception to prevent pregnancy. Women returning from Zika-affected areas should avoid getting pregnant for eight weeks after leaving the affected country. [1] If their

*Conditions apply

partner has also travelled to a Zika affected area please refer to the information on sexual transmission below. • Wear long-sleeved shirts and long pants. • Use insect repellents containing DEET, picaridin, oil of lemon eucalyptus (OLE), or IR3535. Always use as directed. • Insect repellents containing DEET, picaridin, and IR3535 are safe for pregnant and breastfeeding women and children older than 2 months when used according to the product label. Oil of lemon eucalyptus products should not be used on children under 3 years of age. • If you use both sunscreen and insect repellent, apply the sunscreen first and then the repellent. • Use permethrin-treated clothing and gear (such as boots, pants, socks, and tents). • Use bed nets as necessary. • Stay and sleep in screened-in or airconditioned rooms. If you’re pregnant or trying to get pregnant, and you’ve recently travelled to an area with Zika, we recommend that you speak with your healthcare provider or lead maternity carer, even if you do not feel sick. It is especially important to see a healthcare provider if you develop a fever, rash, joint pain, or red eyes during your trip or within eight weeks after travelling to a country where Zika has been reported. Sexual transmission of Zika virus

T

he risk of Zika virus being spread by means other than mosquito bites is still unclear and is likely to be a very rare occurrence. There is very limited scientific evidence to suggest the virus can be sexually transmitted. The best way to reduce the possibility of sexual transmission of the virus, or the possibility of becoming pregnant while infected with Zika virus, is to avoid sex or use condoms. All those who have travelled to a Zikaaffected area should avoid sex or use condoms, even if you do not have symptoms.

All men who have travelled to a Zikaaffected area and have a pregnant partner should abstain from all sexual activity or use condoms for the duration of the pregnancy, whether they have symptoms or not. All men who have travelled to a Zikaaffected area and have a partner who is at risk of becoming pregnant should abstain from all sexual activity or use condoms, whether they have symptoms or not, for at least six months after leaving a Zika-affected area. Women who have travelled to a Zika-affected country should use appropriate contraception for eight weeks to avoid pregnancy. It’s important that you abstain from sexual activity or use condoms even if you are not showing symptoms. Only one in five people who get the Zika infection will show symptoms, so it’s possible to have the infection and not know it. In New Zealand, we will continue to update our advice as further information becomes available. Call Healthline 0800 611 116 if you are unsure what to do. Reducing the risk of exposure

B

ecause Zika virus is transmitted by mosquitoes that are mostly active during daytime, it is important that all travellers visiting affected areas continue to take protective measures to prevent mosquito bites throughout the day. Such measures include protective clothing, repellents, and bed-nets where necessary. The risk of the infection being spread by means other than mosquito bites is still unclear and is likely to be a very rare occurrence. There is evidence to suggest that the virus can be sexually transmitted. The best way to reduce the possibility of sexual transmission of the virus, or the possibility of becoming pregnant while infected with Zika virus, is to practice safe sex and use condoms.

Saudi-based NRI joins hands with Super 30 to help talented minority students

Friday, July 7, 2017

Saudi Arabia-based NRI has joined hands with Super 30, a free coaching centre which helps children from poor families reach the prestigious IIT engineering institutes, to help talented youth from the minority community prepare for the IIT and other technical education courses. Obaidur Rahman, a businessman who is also chairman of the Bihar Foundation in Saudi Arabia, has formed an organization called Rahman 30, which will select 30 talented students from the minority community through screening tests. These students will be provided free coaching by Super 30 founder director Anand Kumar. “The main objective is to give the students employable education through rigorous training. This is what is lacking for the minorities. They don’t get quality technical and job-oriented education, as they find it hard to reach that level due to their poor financial condition,” said Rahman, citing various studies. The initiative of Rahman and Super 30 will help provide opportunity to talented students from the minority community to move ahead in life, say experts. According to a 2014-15 survey by the Human Resource Development Ministry, minorities continue to be at the bottom among all social groups when it comes to higher education, with just 4.4 per cent enrolment. The dropout rate among Muslims is also very high at 17.6 per cent. Rahman said it was time for him to give something back to society in a meaningful way. “Education is the only way in which one can make meaningful contribution to society, as it has the power to change generations, as I have seen at Super 30,” said Rahman, who is on a visit to Patna. “When I see successful students like Arbaz Alam, who got into IIT despite coming from an underprivileged section of the society, it gives me inspiration to do more in the field of education for needy students. It is quite refreshing to see professors and students from other countries coming to see Super 30 and understand how it shapes students from underprivileged sections of society. We will also look for needy, passionate and talented students,” said Rahman. Super 30 is a pioneering initiative that has ushered in a silent social revolution through mainstreaming of children belonging to the underprivileged sections by empowering them with quality education to take them to India’s premier IITs. So far, more than 400 Super 30 students - from the poorest sections of society and indifferent schooling mentored by Anand and looked after by his family - have made it to IITs.

India, Israel agree to combat radicalisation and terror

I

ndia and Israel on Wednesday decided to scale up their relationship to that of a strategic partnership in the fight against terror, with Prime Minister Narendra Modi saying the two countries have “agreed to do much more to protect our strategic interests” and to combat rising radicalization and terrorism including in the cyber-space. On the second day of the first visit by an Indian Prime Minister, Modi, after discussions with host Prime Minister Benjamin Netanyahu, sought to balance New Delhi’s traditional ties with Israel’s neighbours by saying India hoped that “peace, dialogue and restraint” will prevail in West Asia. Modi is making a stand-alone visit to Israel and not combining it with a trip to Palestine. In his briefing, Foreign Secretary S. Jaishankar said India favoured a negotiated, peaceful settlement of the Palestine issue. Besides concurrence on strategic issues, India and Israel signed seven agreements and MoUs in space, water management and conservation and agriculture cooperation. One accord provides for setting up of $40 million fund to be spent over five years for technological innovation. Netanyahu said the two leaders recognised that their countries faced forces of terror which seek to undermine peace and stability. “We have agreed to cooperate in this field as well,” he said. The two leaders addressed the media after one-on-one and delegation level talks, with Jaishankar describing it as an “upbeat conversation as between two peoples and two cultures who can work together”. A joint statement issued after the talks said “...strong measures should be taken against terrorists and terror organisations and all those who encourage, support and finance or provide sanctury to terrorists and terror groups”. This, Jaishankar said, was a fairly clear and expressive description on the issue of terror and it was possible to reduce it to three words -- cross border terrorism -- which a reporter said was missing in the joint statement. It also said that “this historic first-ever visit by an Indian Prime Minister to Israel solidified the enduring friendship between their peoples and raised the bilateral relationship to that of a strategic partnership”. In his remarks, Modi said India and Israel live in complex geographies. “We are aware of strategic threats to regional peace and stability. India has suffered first hand the violence and hatred spread by terror. So has Israel. “Prime Minister and I agreed to do much more together to protect our strategic interest and also cooperate to combat growing radicalization and terrorism, including in cyber space. “We also discussed the situation in West Asia and wider region. It is India’s hope that

Modi said he and Netanyahu had productive discussions covering an extensive menu of issues not just in areas of bilateral opportunities but also on how their cooperation can help global peace and stability

peace, dialogue and restraint will prevail.” Netanyahu said “we also recognise that we are charged by forces of terror who seek to undermine our countries’ peace and stability. We agreed to cooperate in this field as well”. Modi said he and Netanyahu had productive discussions covering an extensive menu of issues not just in areas of bilateral opportunities but also on how their cooperation can help global peace and stability. “Our goal is to build a relationship that reflects our shared priorities and draws on enduring bonds between our peoples.” Observing that Israel was among the leading nations in the field of innovation, water and agriculture technology, which were also his priority areas, Modi said he and Netanyahu agreed that efficiency of water and resource used, water conservation and its purification and productivity in agriculture were key areas in deepening bilateral cooperation. He said both regarded the thriving two-way trade and investment flows as the bedrock of a strong relationship and they agreed to do more in this direction. “Businesses on both sides should take primary lead in such efforts. This would also be our message to CEO forum tomorrow,” he

said. Modi said that people of the two countries have natural affinity and warmth for each other. “The Indian-origin Jewish community reminds us of these bonds. It also serves as a bridge to a shared future. “I am confident the strength of these links, old and new, will hold us in good stead as we forge a partnership for the 21st century.” Netanyahu said he had a feeling that India and Israel were today changing “our world and may be changing parts of the world. “Because this is the cooperation, it is a marriage really made in heaven but we are really implementing here on the earth.” The Israeli leader also talked about cooperation in fields of water, agriculture and health and said these affected the lives of people. “Modi and I ... like to have our feet connected. We try to look to the distance but our feet firmly planted on the ground. We have empowered ourselves to bring concrete plans in diverse areas by January 1.” He said they also talked about cooperation in third countries including Africa. Netanyahu thanked Modi for visiting young Moshe, the child survivor of the 26/11 terror attack on a Jewsih facility in Mumbai, saying the “important gesture... is a partnership to defend the good, to protect the good, to achieve the good”. In his briefing, Jaishankar said there had been a long standing defence cooperation between India and Israel, specially in joint development of products and transfer of technology. He said terrorism and counter-terrorism in all its manifestations were discussed. Like India, Israel also holds that there was no justification for terror on any grounds. “All those who finance and provide sanctuary to terror should be acted against.” Jaishankar parried a question on Modi not visiting Palestine unlike other Indian leaders.

Amarinder sanctions Rs 3.56 lakh for Punjab youth stuck in Sharjah

P

unjab Chief Minister Amarinder Singh on Saturday sanctioned Rs 3,56,700 from the Chief Minister’s Relief Fund, on humanitarian grounds, to facilitate the return of a Gurdaspur resident from a ship he is stuck in at Sharjah Port. In response to a letter from External Affairs Minister Sushma Swaraj, Amarinder has directed that the amount be released against pending wages of Vikram Singh, who has refused to leave the ship, along with five other Indian nationals, on account of non-payment of their salaries for the past several months.

Swaraj, in the letter to the Chief Minister, said the Indian Consulate in Dubai, which had been asked to inquire into the matter, had informed her ministry that Vikram and the others were stuck on the “Sharjah Moon” ship, owned by a Pakistani national’s company, M/s Alco Shipping, Sharjah. The consulate said in its report that the sailors had not been paid their salaries for six to 12 months and the owner of the ship was refusing to cooperate in the matter despite the best efforts of the consulate.

Swaraj said while the consulate was helping the sailors and was willing to pay their return air fares, they did not have any provision for payment of their outstanding wages. “She, thus, sought the state government’s help in this regard, requesting payment of the pending wages on humanitarian grounds,” a spokesperson of the Chief Minister’s Office (CMO) said. The spokesperson said Swaraj has assured of Vikram’s repatriation at the earliest, once the state government makes the payment against his pending wages.

ir H.N. Reliance Foundation Hospital and Research Centre here performed the first robotic kidney transplant surgery on a man suffering from renal failure, a hospital spokesperson said on Tuesday. Leena, 55, the wife of patient C.N. Murlidharan, donated one of her kidneys to enable him to live a normal life. The 59-yearold, who was on dialysis for the past 18 months, is now on the path of recovery after the surgery last Sunday. Murlidharan was initially reluctant but agreed after the medicos persuaded him. The team of medicos was led by Head of Urology and Robotics Inderbir Gill, who is also Professor and Chair, USC Institute of Urology at the University of Southern California. “The family was apprised about the latest robotic technology, its benefits, lesser risk of post-operative infections, lesser pain, minimal blood loss and a faster return to normalcy,” said Gill. “Moreover, it enables greater precision over vascular anastomosis owing to higher magnification and finer scaled movements of the robotic instruments,” he added. After the first such successful

surgery in Maharashtra, both the patient and the donor are doing well, said Gill, adding Sir H.N. Reliance Foundation Hospital and Research Centre now aims to become the primary destination for robotic kidney transplants not only in Mumbai but the entire country. The surgery team included consultant urologist P.P. Rao, consultant nephrologists Bharat Shah and Shruti Tapiawala. The da Vinci robot was used through keyhole incisions to anastomose the graft kidney vessels to the patient’s blood vessels using microvascular instruments and sutures. The 360-degree movement of the robotic arms, suturing with fine tremor-free movements of the robotic instruments, helps in precise anastomosis and since the incision is not over the site of the graft kidney, infection chances are negligible and recovery is much faster, doctors said.

GUIDE TO USING ESSENTIAL OILS L

I

ndulging in essential oils is healthy as they can solve all your beauty related problems, enhance your mood and improve concentration. However, use them right, say experts. Sonia Mathur, beauty expert and training head at Organic Harvest and Amit Sarda, Managing Director at Soulflower, have listed the do’s and don’ts that need to be followed: Do’s

¡¡ Essential oils can be sensitising. It is

necessary to conduct a patch test before purchasing them and making sure it suits your skin type. Some of these oils cause severe skin sensitising and sun sensitivity. So if you have a sensitive skin, it’s always advisable to check with a qualified practitioner first.

¡¡ Make sure that the product is 100 per cent

pure and natural. Non-organic brands may add fillers which often include harmful chemicals and this may harm you in the long run. ¡¡ Dilute essential oils prior to application. Essential oils can be blended with base oils or carrier oils before applying to your skin. They are highly concentrated and should never be used undiluted on the skin. It needs to be mixed with carrier/base oil. The ratio should be 3-4 drops of essential oil in 10 ml of base oil. Some oils like olive, almond, jojoba, grape seed and coconut oil can be used as carrier oil.

¡¡ Always store essential oils in a cool dark

place. Essentials oils should be stored in a cool dark place and out of direct sunlight. It is simply to help preserve their potency. Essential oils have a very long shelf life, some even last for years

without losing their potency, if stored correctly. Don’ts

¡¡ Do not ingest essential oil. They should

only be used externally. Though there are many people who use essential oils by ingesting them, this should only be done by consulting a doctor or a medicine practitioner before consuming.

¡¡ Avoid using essential oils while pregnant or

nursing. It is also advisable to consult your dermatologist before buying, especially for pregnant women. Cinnamon, clove, ginger, jasmine, sage, chamomile are some of the more common essential oils that should not be used by them.

¡¡ Do not apply essential oils to mucous

membranes. Never use essential oils near the eyes or put directly into ears. Some oils may damage your contact lenses, so never touch lenses immediately after using essential oils. These oils are potent and can cause serious irritation to your eyes.

¡¡ In case you have sensitive skin, and have a

history with irritability or rashes then start by applying these oils discreetly. Make a small patch of skin about an inch square, and massage the oil into it. Wait 24 hours to see if the area has any itchiness or irritation. This will help you safeguard your skin just in case the oil does not suit your skin type.

ove to munch on chocolates? According to a study, it may improve your cognitive skills such as working memory, visual processing speed as well as help counteract different types of mental impairements, particularly in older adults. Chocolate’s benefits can be attributed to cocoa bean, which is its main ingredient and a rich source of flavanols -- a class of natural compounds that has neuroprotective effects, the study said. The findings demonstrated that older adults who had a daily intake of cocoa flavanols showed improvements in general cognition, attention, processing speed and working memory. “This study suggests the potential of cocoa flavanols to protect cognition in vulnerable populations over time by improving cognitive performance,” Valentina Socci from the University of L’Aquila in Italy. “If you look at the underlying mechanism,

the cocoa flavanols have beneficial effects for cardiovascular health and can increase cerebral blood volume in the dentate gyrus of the hippocampus. This structure is particularly affected by ageing and therefore the potential source of agerelated memory decline in humans,” Socci added. The effect of cocoa was relatively seen for a longtime, ranging from five days up to three months, the researchers said, in the paper published in the journal Frontiers in Nutrition. “Regular intake of cocoa and chocolate could indeed provide beneficial effects on cognitive functioning over time,” however, “there are potential side effects,” said Michele Ferrara from the University of L’Aquila in Italy. “Those are generally linked to the caloric value of chocolate, some inherent chemical compounds of the cocoa plant such as caffeine and theobromine, and a variety of additives we add to chocolate such as sugar or milk,” Ferrara added.

f you are interested in taking up zumba, be mindful of a few do’s and don’ts -- wear the right clothes and light-weight sneakers, suggest experts. Zumba experts Namrata Sinha and Jyothika Dwarakanath have shared their advice:

session but keep that light, may be some fruits and nuts. ¡¡ Don’t judge yourself in your first class. You may go right when others are moving left, and that is just okay. It takes two to three classes to be familiar with the routines. Hold on tight, and be regular to get a hang of the routines. ¡¡ While selecting a zumba class, be extremely careful in choosing soft floors with the right level of friction since zumba involves a lot of bouncing and brisk movements. A wooden floor is your safest bet.

Do’s, don’ts before joining zumba classes I ¡¡ Zumba is for every age. There are no pre-

skills required. Key for beginners is to keep their hands and feet moving until they get into the grove. It’s a very easy to follow routine. ¡¡ Make sure that you wear the right clothes that provides ease to move freely. Wearing the right kind of footwear is imperative to having a good workout session. Wearing light-weight sneakers will help you with the swift movements and actions.

¡¡ You should definitely fuel up before your Zumba

It meant that when it came to having bypass surgery, recovery was complicated and painful. “They said any little movement and your wire will break, because your bones are breaking. Even today, I can feel the wires poking through. But I have to live with it, there is no other way,” says Mani. “I sometimes feel very disheartened, that once upon a time I used to work 12 hours a day, with thousands of students and hundreds of teachers under my control. I’m in favour of womenSanjay Dutt’s biopic to oriented films: Nawazuddin release as scheduled in

A

ctor Nawazuddin Siddiqui, who features in Sridevistarrer Mom, says he is all for women-oriented movies. In recent times, there has been a shift from male-centric movies to those like Mary Kom, Kahaani and Dangal, about strong women protagonists. Mom is going to get added to the list with Sridevi essaying a powerful role. “I am in favour of womenoriented films because women are taking the lead in every field -- be it education, science or sports. This change should be welcomed by all,” Nawazuddin told media. “It is very important to portray a woman’s individuality. Till now, women were used as objects (in movies), but now movies are being made on them,” added the actor, who had also played a strict

investigative officer in the Vidya Balan-starrer Kahaani. The 43-year-old actor believes that women are equal to men, and the rise in women-oriented films is a step in the right direction for the film industry. Having worked with Sridevi, he is in awe of how “dignified and disciplined” she is while working on the sets. “She was doing this film like it was her first film,” he said as he couldn’t stop showering praise on the evergreen beauty. Nawazuddin will also be seen in Munna Michael with Tiger Shroff. Talking about it, he said: “I am doing the role of a dancer. In real life, I am not a dancer and afraid of dancing... Dancing with Tiger... Woh toh saari cheezein hilla deta hai (he can move everything). I can’t even imagine dancing in front of Tiger. It was our director Sabbir Khan’s wish that I would perform a dance, so I did.” Apart from these, Nawazuddin will be seen bringing the life of illustrious author-playwright Saadat Hasan Manto to the silver screen through filmmaker Nandita Das’s project titled Manto. He also has the rustic tale Babumoshai Bandookbaaz in the offing.

Fitness not just a goal for your body: Bipasha Basu

A

ctress Bipasha Basu has urged the country’s youths to understand that fitness is about a way of life rather than a goal -- and so, she says it’s always important to take right nutrients to be healthy. “It is extremely important for the young generation to realise that fitness is not just a goal for your body, rather it has to be a way of life,” Bipasha said in a statement. “Essentially, being healthy is at the root of fitness. An active body can successfully keep many diseases and ailments at bay. However, while being active and exercising, it is equally important to fulfill the nutritional requirements of your body,” added the actress. Bipasha was here on

Sunday to launch Proquest Nutrition -- a series of nutritional supplements from VRS Foods, that can aid people’s workout goals. In recent years, focus on fitness has become an integral part of the lives of a large number of Indians who are more aware and conscious of the need to stay healthy and fit. The proliferation of gymnasiums and workout centres is an example of this quest to look good, feel good. “Individuals involved in rigorous exercises to bulk up their bodies need much more than normal food, they need supplements to make up for the nutritional requirements, avoid exhaustion and burnout. This is also true for sportspersons and athletes

who need a sudden, intense burst of power on the field.”
