Who is Quercus Technical Services? ‘A monkey you learn a trick, a man you learn to think’ Every company with an installation needs a proper management system and a skilled person who can work with it. These three elements cannot be seen separately. A skilled person is more than someone who learned a trick. “A monkey you learn a trick, a man you learn to think.” Quercus offers specified solutions for setting up and managing your electrotechnical measurement and control systems. After conducting preliminary research, a set of measures can be offered so your organisation, resources, methods and laws and regulations are optimally applied to ensure a safe and effectual installation. We offer knowledge and insight into the management of technical installations, using qualified people who know what technical management demands. Our inspection services determine the status and scope of the technical management and provide you with advice and support. In order to reach a sustained result, assurances need to be made through securing. Securing occurs through training and education. Inspections, consultancy and trainings currently on market often do not deliver the desired result. An inspection is only useful if the inspection’s results yields an improvement programme for the technical management. Consultancy, in turn, is only useful if the client gains progress from it. Training is only useful if people actually perform better because of it. Why tire people with matters that do not increase their productivity but merely provide them with a piece of paper? For a lasting result, securing needs to take place. This securing we can offer through training and education. Training founded on practice with theoretical knowledge added are for us the key to servicing our clients. This provides them with the greatest added value.

Mission

Quercus delivers services in the form of inspection, consultancy and training to industrial companies who deal with designing, building, managing and dismantling of industrial installations.

Vision

For the realization of a company’s goals, companies search for ways to make their capital assets manageable. This is only possible with valid installations, a smart management system, and competent personnel. Quercus plays an important role in this. If you own sizeable installations, you will know and find Quercus!

Identity

Quercus is a partner for its clients and employees, where all parties contribute to each other’s successes.

Combination of theory and practice Often the effectiveness of theoretical training alone is insufficient. Back in one’s own environment, the world looks different more often than not. Research shows that only about 10% to 40% of investments in vocational training result in changes in the working situation. A proper transfer between learning and working is missing. Specified training that can be tested in practice are the key herein. Succeeding in doing so means that the motivation of the employee and with it the efficiency of the knowledge gained is improved significantly. In other words: practical training!

Quercus and the client look for the best combination of theory and practice together Quercus links practice to theory and theory to practice. Our qualitatively high grade teachers provide support and guidance so as to heighten the knowledge and know-how of students and to practice the accompanying skills. A training does not stop at the transfer of knowledge. What matters is that the knowledge that has been gained can and is applied in one’s own company’s situation and practice. In this way, people understand what they are doing. And... safe conduct primarily stems from competence. Naturally, earning a certificate is an affirmation of the knowledge gained, but when the knowledge cannot be translated to practice or cannot be applied, or the knowledge insufficiently connects theory to practice, then merely adding to technical knowledge is not the solution. Understand what you are doing and do what you understand. If not, it is merely a trick somebody learned. Proper preparation to the exam (certifying the employee) is of vital importance to us.

“Victoria amat curam” Freely translated: “Succes cares for preparation”

In-company courses and custom courses A number of our courses can be held on random locations, mainly such locations as the client’s place of work or a centrally chosen location. If the client has access to a space that can serve as a schoolroom or instruction space with the corresponding facilities and equipment, then this can provide some interesting possibilities. Often, notable savings can be made by sending the teacher and the course itself to the client. These savings on course costs, but also on indirect costs such as travelling expenses and absence hours, can be significant.

All courses can be tailored to your needs Custom courses can also be provided, after consideration with the client. Often this concerns client-specific situations, where a tight fit to the business is of great importance. Because of our years of experience, we are able to develop a custom course especially for you. Together with the client, we can determine what knowledge areas for the target group need supplementing and what learning modules qualify. In this way a custom course is developed that precisely meets the needs of the client. It is even possible to redevelop specific learning modules. In short, more than enough possibilities. Quercus Technical Services has all the knowledge and possibilities in order to support you optimally.

The advantages

• Fully adjusted client-specific situations and solutions • Connection to your business • Savings on course costs

Certification by Certium Working in the technical field can be electrifying, literally. In the execution of daily work activities, your employees will come into contact with many risks. You can prevent these risks as much as possible by certifying your employees.

For us certification is more than meeting the standard In order to stay current in the technical world required investments in knowledge and know-how of employees and the organisation as a whole. More than ever before, the market demands technically competent personnel. Installations need to keep running and secured as much as possible. Imparting knowledge is the most important component here. However, if one is out of the running for a few years, the knowledge is already nearly worthless. So: invest in knowledge! Certium is an independent organisation specialised in certification and examination of various electrotechnical certification diagrams. Aside from conducting technical exams, Certium is also specialised in developing exam questions on company-specific instructions. In collaboration with Quercus Technical Services B.V. a custom course is set up for you. Certium B.V. provides solely the exam with an appropriate exam method. The quality of the exams is guaranteed by an independent exam committee. This exam committee supervises the course and execution of the exams. The quality of the exams and the company’s own instructions can be guaranteed by an independent work group. This work group is set up by Certium in collaboration with the company in question and can be set under supervision of a certifying body. This work group supervises quality, the course and the execution of company-specific exams. Certium can test your personnel on their knowledge and know-how of your electrotechnical installation. In this way you can learn where in your organisation knowledge and/or know-how is lacking or what you still need, in order to find an adequate solution for you for the lack of knowledge and/or know-how.

Examination Quercus offers you the possibility to finish courses with an exam. Even though this is not always a requirement for all clients, this can often be of great added value to the individual participant. Both for the practical and the theoretical part an exam can be done. Both the theory and practical exams are conducted by Certium. Quercus offers different certification possibilities to finish a course. Examples of this are the Stipel certificate, the Certium certificate or proof of participation (if an exam is not desired).

Quercus Technical Services B.V.

15

Stipel To create unity in the trainings and exams on offer in the gas, heat and electrotechnical areas, the Association for Personal Certification for the Energy Technical Industry (STIPEL) took the initiative to set up a clear system in the Netherlands.

Uniformity in professional competence

This association is an initiative from the business world, with representatives from different areas: • employers • employees • certificate holders • certifying bodies • training institutes Aside from this, the Ministry of Social Affairs and Employment is tightly involved in the forming of STIPEL. Exams are under accountability of a Certifying Body and the Council of Accreditation (RvA) who tests the independence and quality of the Certifying Bodies. One does not put an employee who does not have a driver’s license behind the wheel. This principle also counts for working on gas, heat and electrotechnical installations. An employee with a personal certificate is professionally competent and is capable of doing his work properly and without risk. A personal certificate from Stipel is THE driver’s license for working in the energy sector: the energy license.

Practical lab For the practical training of your employees, we have access to two Quercus-owned practical labs, in Zwolle and Zoetermeer. Our practical labs are of an excellent level of quality and provide enough diversity to train students properly. The practical lab in Zwolle is our newest addition and has grown into the largest switching centre in the Netherlands since. This practical lab contains diverse switching materials that are found extensively throughout production companies. One could think of the Aeg and the duplex Capitole circuit breaker. So as to closely mirror reality, we have set up a transformer vault outside especially for students from energy companies.

Quality Management

For companies it is of vital importance that engineers and managers involved in the technical field of power & desalination water plants have a solid insight into all control factors in order to contribute to the company’s mission. Quality is conformance to requirements and has to be defined in each separate relationship between parties. The parties are suppliers and customers. How to keep the customer satisfied means control of the supply and your own transformation process. Who is the customer and who is the supplier? What does the customer want? This makes quality subjective. Quality is covering the critical control factors in the process and requires procedures to control that may form a quality risk. How to define these procedures and these control factors? For implementation of a quality system we can define eight principles of quality management. Which are these principles of quality management? The course Quality Management gives the participants, in combination with several years of experience, a clear mindset how do deal with quality in the total organization and the ability to integrate quality within their line of business.

Training Effectiveness; Evaluation & Benchmarking

For companies competence of employees is of vital importance. Deployment of personnel must be based on ambition, creativity and challenge. Missing this gives a false start, even with endless training and instructions. These elements have established our modern world. Motivated people need a working climate that stimulates, and not de-motivates. Newly employed staff is motivated and wants to perform. The existing situation is detrimental for the performance of the person. With this condition as a starting point we can say that training is meant to get a better performance. Performance is related to a function and associated with tasks. Tasks are again related to the workplace. This is why that training effectiveness is per definition related to the workplace. For an optimal performance we need to define the workplace or the scope of work or the function profile. The success of knowledge intensive organizations will ultimately depend on the speed of organizational learning, the ability to effectively mobilize their knowledge and people base and turn it into a “valued commodity”. The competence level in all situations should be guaranteed.

Explosion safety ATEX trainings

The legislator requires the employer to train its personnel, that performs working activities in environments with a chance of explosive atmospheres, as such that they have sufficient knowledge so as to recognise hazards in these areas, and act accordingly. With the coming of the ATEX-directives, the legislator posits that anyone who deals with explosion hazardous installations must be sufficiently educated. In this it pertains all vocational disciplines, and not just electrotechnical engineers. There is a great need within the industry for practical minded courses concerning explosion safety. This applies to all disciplines on every level. Quercus has an excellent reputation in the area of explosion safety and offers an extensive range of explosion safety courses. Starting point herewith is that the trainings are conducted from a practical point of view and that they connect to the daily work processes of the student.

Basis for the trainings

The standards IEC 79-14/17/19 indicate best how to practically fill out the courses, in which IECEx-05 is taken into account. Quercus focuses primarily on those persons who perform electrical, mechanical and general operational work activities in explosion hazardous installations. However, Quercus also provides a course for designers of Ex-installations.

Competencies Explosion Safety

The standards mention 4 levels of competence, namely: 1. responsible personnel; 2. technical personnel with executive functions; 3. executive personnel; 4. designers.

Level A-1

Level A-1 is intended for personnel (painters, scaffold builders, construction builders, etc.) who work in areas with potential for explosive atmospheres. This training covers the basic concepts of explosion safety. During the training, the focus lies on basic knowledge such as the fire triangle, explosion hazards, zoning, the use of tools, and the potential hazards (sources of ignition).

Level A-2

Level-2 is intended for operators. This training covers the basic concepts of explosion safety. Aside from the basic part A-1, we will specifically focus on the own installation and how to act concerning supervision, tools and work permits.

Level A-3

A Level-3 is intended for management that needs to have sufficient knowledge and insight into the process of setting up and maintaining the Explosion Safety Document, to monitor this process. This training covers the basic concepts which belong to explosion safety and those aspects from laws and regulations needed to lead a team of specialists, which lead an Ex company management. Level B is intended for technical personnel, who the standard calls “executive persons”. These entail 5 courses, namely maintenance of gas, dust and mechanical, and supplemented inspections gas/ dust and mechanical. The gas courses explosion safety for E&I personnel have been copied from the UK where this socalled CompEx-training is mandatory. The student is tested in both theoretical and practical knowledge. Quercus offers the possibility to extend this course with modules on dust explosion safety. There is also a light version, the short basic training ATEX E&I, which only deals with the theory. The mechanical course for “executive personnel” is theoretically identical to the E&I course, but lays an emphasis on mechanical protection methods instead of electrical protection methods. Furthermore, instead of practical assignments the student is presented with a great variety of field cases providing the student insight on how to solve problems in their day-to-day job.

Inspection Our vision on inspection

Inspection is not some kind of ‘trick’ you can learn and apply; an inspection is carefully assessed and then applied for every single situation. Analysing an installation is an ongoing process, wherein the inspector performs an analysis and reports accordingly. This does not merely mean that the inspector will write a report; ready knowledge and theories from books are shelved, the inspector performs a practically minded analysis, in which all specific aspects are taken into account. This is the added value you will experience from our inspectors’ practical knowledge and experience. This is also found through the improvement programme, wherein a solution is offered to all shortcomings. An important thing to realise is that the scope is not limited to the installation, but also the management system as a whole. In this way, you will achieve optimal control of your whole business operation.

Beside the given element that inspecting is the first step towards optimal control of your installation, there is another important reason to have your installation inspected, which is to guarantee your own safety as well as the safety of others. In order to prevent as many accidents and dangerous situations as possible, current standards require us to create and maintain a safe working environment and work space. Our inspectors perform a practically minded analysis and while doing so keep all specific aspects in sight. This is the added value that you will find through the practical knowledge and experience of our inspectors. We can also offer you complete control of your electrotechnical conduct of business and your certification.

Inspection

Why is inspecting important?

Therefore, in order to guarantee safety, inspection of your installation is essential. This inspection needs to be performed by a competent person or company, where the emphasis is on knowledge. Quercus is an independent company that is continually investing in knowledge pertaining to high and low voltage and explosion safety. Because of this, Quercus is the pre-eminent specialist in inspections, but also in the areas of consultancy and training. Managing an electrotechnical installation does not limit itself to maintenance alone. Preventive maintenance, combined with professionally skilled personnel are the key to responsible management of the risks of electricity. Through our knowledge and experience, Quercus can determine the status of your installation on every level. Our inspectors are all certified and are regularly trained in our own practical labs in order to stay current in both standards and techniques.

Herein is determined, together with the client, what is necessary but also what the best practical points are for an inspection, in accordance with the standards and laws and regulations. Possible additions and special wishes can be incorporated after deliberation with one of the inspectors, so we can offer the best solution for the situation of your existing or new installation.

Quick scan

This is an analysis of your installation that determines whether there are any problems to be expected. Herein global attention is paid to the design, the execution and the condition of the components.

Complete guidance and control of your projects

During the preliminary track the project is assessed on technical feasibility and safety. Furthermore, an evaluation is made whether the costs of the project can be reduced by using different techniques and materials. During the project, there is the possibility to perform visual inspections that can have a positive influence on the final inspection. With adequate advise, problems can be solved right away, which shortens the run time. Through proper guidance during the project, the mandatory final inspection will run smoothly, with the desired outcome as a result.

Thermographic research Inspection

By using a thermographic camera, one can see where the points in the installations are that require extra attention. This entails that we can see where a lot of heat builds up.

A Power Quality check

By doing this check, your power consumption or any anomalies are brought to light through a continuous measurement or analysis. Power Quality is a term used to state something about the quality of the voltage. Matters that fall under Power Quality are stability of power, short-lived phenomena such as a power surge or dip. And a matter that is very important to take into account is how it affects the attached equipment.

Quercus has developed an extensive interpretation document for the technical business operations. This does not only cover all aspects, but also takes into account demonstrable installation integrity and competence management, which makes the business operation certifiable. Quercus is an independent and impartial organisation that can be of service to you in a number of ways when it comes to installation responsibility. We provide, for the object for which installation responsibility applies, advice, support and more within the process of delegation.

We take inventory of the installations and collect relevant information and actualise this. The missing information needed for maintenance is either made, requested or looked up. All unused data is deemed irrelevant and can be discarded. This manner of taking inventory enables 30% to 50% of the archive to be cut as it contains no relevant information.
