The Institute for Global Law and Policy at Harvard Law School Founded in 2009, the Institute is a collaborative faculty effort to nurture innovative approaches to global affairs. We focus on young scholars and policy makers who bring new ideas and perspectives to comparative and international legal research and policy. The IGLP aims to facilitate the emergence of a creative dialogue among young experts from around the word, strengthening our global capacity for innovation and cooperative research. Scholars associated with the Institute are working to understand and map the levers of political, economic and legal authority in the world today. We understand far too little about the dense network of arrangements through which injustice has become sustainable and immune from effective challenge. At the IGLP, we are convinced that global poverty, conflict and inequality are not only unfortunate problems to be addressed; they are legal and institutional regimes, reproduced by the work of many around the world, often with best intentions. The Institute especially encourages academic collaboration among young scholars and policy makers who share our belief that ideas matter, and our commitment to new voices and viewpoints for thinking about social injustice. We aim to provide a platform at Harvard for new thinking about international legal and institutional arrangements, with particular emphasis on ideas and issues of importance to the global South. Professor David Kennedy serves as Institute Director.

OUR MISSION The Institute for Global Law and Policy is an international collaborative project to foster innovative approaches to global policy in the face of a legal and institutional architecture manifestly ill-equipped to address our most urgent global challenges. The

IGLP serves as a catalyst for a unique global network of university teachers and schol-

ars, empowering those who will train the next generation of leaders and intensifying their contribution to critical inquiry and enlightened global citizenship.

No one institution, discipline or national community can unravel and contest the structural foundations for global injustice. A new generation of global leaders and citizens

will require a new generation of university educators engaged in global discussions at the cutting edge of research. Globalizing university education will require deep and

sustained collaboration among scholars from every continent who are committed to critical thinking, open to heterodox solutions and able to work across national and disciplinary boundaries.

Research agendas and curricular materials alike must be rebuilt to reflect the realities of life outside the North Atlantic and to revitalize the legacies of critical and heterodox

thinking. By supporting sustained collaboration among aspiring university teachers and

researchers from the Global South alongside mentors from the North and the South, the Institute encourages a truly global perspective in research and teaching.

Our ambition: a global university community, uniting scholars and university educators in a shared effort to empower one another as we innovate together. The IGLP’s impact

will be seen when the scholars we train teach the leaders and citizens of tomorrow, when the research we encourage helps shape global policy discussion, when teachers utilize the curricular materials and pedagogic models we develop, and when universi-

ties across the world find their faculties strengthened as they draw upon the network we establish. 8

OUR ACTIVITIES

“The space for critical thinking it offers is incomparable.” MENTORING

The volume of one-on-one mentoring we have provided is particularly striking. Since 2009, our Workshops have provided more than 800 hours of peer-to-peer mentoring for participants’ research projects. Our global faculty have provided an additional 1900 hours of one-on-one advice after reading the work of our young scholars. More than 190 faculty from over 90 universities have offered their time, reading draft works by younger colleagues before commenting and advising in small group settings. Many of these engagements have blossomed into long-term conversations.

THE CONFERENCE

Held every other year at Harvard Law School, the Conference offers hundreds of scholars from our broader network the opportunity to share their research with the wider community. The Conference provides a unique opportunity for scholars connected to the Institute to return to Cambridge to present their research, to reconnect with peers from across the globe and to find new opportunities for collaborative research.

THE COLLOQUIUM

We regularly convene an invitation-only Colloquium at Harvard for scholars who have contributed to our work as mentors and teachers. The Colloquium allows our core global team to strengthen their work through intensive discussion and engagement with leading scholars from other disciplines. Each Colloquium pursues a common theme across a range of research fields and showcases the work of economists, sociologists, anthropologists, policy professionals and specialists in the study of science and technology.

POLICY ROUNDTABLES

We periodically sponsor Policy Roundtables to bring experts together from industry, the legal profession, government and academia for intensive discussion on topics of common interest in a relaxed off the record setting. We have held roundtables at Harvard and overseas on topics ranging from new approaches to regulation in developing economies to financial inclusion and new conceptions of international law.

VISITING FELLOWS, RESEARCHERS AND SCHOLARS PROGRAM

The IGLP welcomes a number of Residential Fellows each academic year. We also welcome Visiting Researchers and Scholars who commit to undertaking their research at Harvard Law School for a minimum duration of three months.

RESEARCH PROJECTS

We support multi-year research projects spearheaded by our affiliated faculty which engage scholars from across our network in collaborative discussion and research. We also regularly convene international research teams for an on‐site investigation of policy directions and experience, through site visits and discussions with policy makers, often followed by an academic conference reflecting a first cut on the findings of the research inquiry.

AFFILIATE PROGRAMMING

The IGLP is not alone. We regularly sponsor conferences, workshops, lectures, and seminars in collaboration with our global partners and affiliates. We aim to provide an institutional catalyst for affiliated scholars seeking to organize spin-off initiatives in their home institutions.

Our unique global network of scholars and policy makers serves as a force multiplier for our affiliated scholars and alumni and provides the foundation for all of our initiatives. 10


THE WORKSHOP

THE GLOBAL SCHOLARS ACADEMY

The Global Scholars Academy is an advanced, intensive residential experience, piloted in 2020 in collaboration with The Graduate Institute, Geneva, and designed to enable junior faculty and postdoctoral scholars to engage in sustained, interdisciplinary, peer-to-peer collaboration under the close mentorship of research faculty drawn from the world’s top universities. The Academy is open by application to advanced junior scholars working to understand and map the levers of political, economic, and legal authority in the world today. We particularly welcome applications from scholars from the Global South and those working on policy challenges of concern to communities in the Global South.

SIGNATURE INITIATIVES

Our signature initiative, the IGLP Workshop is an intensive residential program for junior faculty, doctoral and post-doctoral scholars developing innovative ideas and alternative approaches to issues of global law, economic policy, and social justice. Since 2010, we have convened more than 1100 young scholars for intensive collaboration and interdisciplinary debate with senior IGLP faculty from around the world. Participants share their research with one another in small group discussions, review current scholarly developments, reconsider canonical texts and network with colleagues from around the world. Our aim is to strengthen the next generation of scholars by placing them in collaboration with their global peers as they develop innovative ideas and alternative approaches to issues of global law, economic policy, social justice and governance. We have inaugurated regionally focused workshops in Latin America in collaboration with the Universidad de los Andes and the University of São Paolo, in Africa in partnership the University of Cape Town and in Thailand in collaboration with the Thailand Institute of Justice.


THE TEAM

David Kennedy, Faculty Director dkennedy@law.harvard.edu David is the Manley O. Hudson Professor of Law at Harvard Law School. He has taught international law, international economic law and policy, legal theory, law and development and European law. He joined the Harvard Law Faculty in 1981 and holds a Ph.D. from the Fletcher School of Law and Diplomacy at Tufts University and a J.D. from Harvard. He is the author of numerous articles and books on international law and global governance. His research uses interdisciplinary materials from sociology and social theory, economics and history to explore issues of global governance, development policy and the nature of professional expertise. Professor Kennedy also has extensive experience as a practicing lawyer, having worked on numerous international projects, both commercial and public, including work with the United Nations, the Commission of the European Union, PricewaterhouseCoopers and with the private firm of Clearly, Gottlieb, Steen and Hamilton in Brussels. A member of the Council on Foreign Relations, he is past Chair of the World Economic Forum’s Global Advisory Council on Global Governance. At Harvard, he served as Chair of the Graduate Committee and Faculty Director of International Legal Studies. He founded the European Law Research Center at Harvard in 1991 and served continuously as Faculty Director. He has advised a number of educational institutions on their academic programs, and lectured as a Visiting Professor at numerous universities across the world. In 2008-2009, he served as Vice President for International Affairs, University Professor of Law and David and Marianna Fisher University Professor of International Relations at Brown University.

Kristen Verdeaux, Managing Director kverdeaux@law.harvard.edu

Kristen joined the IGLP in July of 2013 as Events Manager and in 2015 was promoted to Administrative Director where she manages and oversees the organizational and administrative functions of the Institute. Kristen has more than 13 years of experience managing complex global conferences and events and specializes in program management, event planning and service delivery. She has a B.A. in English and Political Science from the University of Connecticut.

Ginelle Jacobs, Program Coordinator & Executive Assistant gjacobs@law.harvard.edu

Ginelle joined the IGLP in September of 2017 as the IGLP Program Coordinator and Executive Assistant to David Kennedy. She supports both David and Kristen with the organization and administrative functions of the Institute. Ginelle has more than 7 years of experience in administrative roles, focusing on project management, event planning and organizational support. She attended University of Massachusetts – Amherst where she received a B.S. in Kinesiology.

The Thailand Institute of Justice (TIJ) is a research institute affiliated with the United Nations Crime Prevention and Criminal Justice Programme Network or UN-PNI. TIJ’s vision is to be a promoter of change to enhance the justice system and promote a culture of lawfulness in Thailand and wider international communities through research, capacity-building and policy advocacy activities in crime prevention, criminal justice and the rule of law. Building on Thailand’s engagement in the UN Commission on Crime Prevention and Criminal Justice and the UN Crime Congresses, TIJ serves as a bridge that transports global ideas to local practices, focusing on cross-cutting issues including the interconnection between the rule of law and sustainable development, peace and security. TIJ primarily seeks to promote criminal justice system reform through the implementation of international standards and norms related to the vulnerable groups in contact with the justice system while promoting coordination among domestic justice constituencies and strengthening regional cooperation, particularly within ASEAN region. One of the core beliefs of TIJ is to invest in human resources and practical knowledge based on the rule of law since TIJ recognizes that the rule of law and an effective and fair criminal justice system are integral components to inclusive economic growth, human rights protection and sustainable development.

The Graduate Institute’s vibrant and cosmopolitan research community of 70 faculty members and 1000 graduate students, of whom 350 are doctoral candidates, represents by far the most important concentration under a single roof of specialists in international affairs and development issues in Switzerland and one of the most important in the world. The research community covers the principal global, international and transnational challenges of today’s world, including democracy, humanitarian action, trade, environment and natural resources, development, gender, migration, governance, and conflict resolution. The Institute fosters interdisciplinary dialogue, drawing on the main social science disciplines (anthropology, development economics, international economics, international history, international relations, political science and sociology), as well as international law. Intellectual excellence is at the heart of the Institute’s mission, driven by the conviction that only rigorous enquiry and critical thinking can provide concrete solutions to the world’s challenges. The Institute’s commitment to critical enquiry goes hand-in-hand with its dedication to international cooperation and human solidarity.
