Dear Friends, It was indeed pleasure to meeting you at 74th IEEMA Foundation Day on 25th Feb 2021. The association has travelled a long way spreading its wings and adding more services and connecting with stakeholders all over the world in the past 73 years. Due to its credentials and trust earned over long period by the efforts of Presidents, Council members, members and the IEEMA Operations Team (IOTs), the Association is now seen as a highly respected apex association by all stakeholders including central and state governments. It also gives me immense pleasure in informing you that, due to its credibility and respect in the power corridors, IEEMA was recently invited by the Ministry of Power, Govt. of India to attend a webinar addressed by Ho’ble Prime Minister Shri Narendra Modi Ji for effective implementation of Union Budget in power sector along with other stakeholders and sectoral experts of the power sector, MDs of DISCOMs, PSU’s, CEOs of state nodal agencies for renewable energy, and senior officials of the Ministry of Power and Ministry of New and Renewable Energy. It is a matter of great satisfaction for us that Hon’ble Minister of Power- Shri R K Singh Ji proudly calls IEEMA his family. The Webinar was an indication of trust between the government and private sectors and an attempt to find ways for quick implementation of the budget announcement for the sector. Being the President of IEEMA, I represented our membership and also spoke at length about the issues concerning the industry. The main focus areas were people and process, standardization of products and system, One Design, One Quality, One Specification, and One Standard for the entire nation and testing labs and technology.

Dear Members, A news item has appeared in The Times of India recently captioned “After 9-month freeze, Centre starts clearing China FDI plans”. The news item says the Government has begun clearing Chinese foreign direct investment on case by case basis, with FDI approvals being limited to smaller cases so far. Larger proposals will be taken up after carefully analysing the situation. Few points which we are taking up with the Government are: 1)

Certain sectors such as Power and Telecom are areas of national security. Allowing Chinese FDI in these sectors is fraught with dangerous consequences.

2)

In the recent past, there have been State sponsored cyber attacks in many countries Allowing Chinese FDI in Power sector will make this sector more vulnerable.

3)

The domestic electrical equipment industry is well equipped to meet more than 95% of the requirements for generating, transmitting and distributing electricity to the consumers. Barring very few high tech items, almost the entire requirement can be met indigenously.

4)

Even for those highly specialised items, we have sources available in the friendly nations other than China from where these equipments can be procured.

5)

For those items where we have sufficient domestic capacity and competition to cater to the 95% of requirements to the power sector, the industry is grappling with suboptimal capacity utilisation of 60% to 70% max. Allowing Chinese FDI in the

electrical equipment sector will adversely impact the health of the existing industries.

For the above reasons, IEEMA has been strongly advocating for minimising our dependency on Chinese equipment for many years. We have been also opposing the Chinese applications for registration as vendors in terms of Department of Expenditure, Ministry of Finance Order (Public Procurement No. 1) issued vide No. F.No.6/18/2019-PPD dated 23rd July, 2020 under Rule 144 (xi) GFR, 2017 for all such equipment and services where we have sufficient domestic capacity and competition available. Even as suppliers with no local manufacturing, Chinese vendors have been notorious for destroying the Indian market by their predatory pricing practices. Allowing Chinese FDI in this critical infrastructure segment of electrical equipment manufacturing will lead to closing down of the home grown industry in the long run. I seek your views on this subject. .
