Through practical examples of how legal tools could be used to require specific lot-level mitigation measures and a model tool that could be tailored and applied by municipalities, the report offers helpful guidance for municipalities interested in pursuing these types of measures, but it should not be considered legal advice. Each municipality must seek legal advice to implement legal measures within its jurisdiction.
