The Icer Report MAIN ACTIVITIES 2018-2019 Welcome,

As Chairperson of ICER, and the Peruvian energy and mining regulator, it is with great pleasure that I would like to share the present document to provide an overview of the main activities carried out by the Confederation. In the following pages, you will find a summary of the projects developed this year which were only possible through the continuous support and cooperation of the members of ICER. When I took on the Chairmanship last year, I sought to position our Confederation as a useful and relevant organization, capable of producing high-quality content of regulatory intelligence. To achieve this, we have focused on three main targets according to our Work Plan 2018-2021: Represent to position ICER as the international referent of energy regulators. Institutionalize to materialize the governance of our organization and systematize to generate information for decision making. In this regard, I would like to extend my deepest gratitude to all our fellow regulators for the hard work done to consolidate this international initiative over time. Nonetheless, greater efforts are needed to take the Confederation to the next level. In a constantly changing world, where local realities move at a different pace, we need to strengthen a space where all members can find a comprehensive range of alternatives to excel their performance. Next October will be ten years from the creation of our organization. It is an honor to chair ICER in its 10th Anniversary. But moreover, it is a privilege to rely on a very professional and committed team supporting our Confederation to guarantee that our regulatory community is benefiting from the cooperation among its members. ABOUT US The International Confederation of Energy Regulators (ICER) is a voluntary framework for cooperation between energy regulators from around the globe. Our aim is to improve public and policy-maker awareness and understanding of energy regulations and its role in addressing a wide spectrum of socioeconomic, environmental and market issues.

By establishing this voluntary confederation in 2009, with regular and structured contacts, we hope to exchange information and best practices in the regulation field and to contribute to the evolution towards a sustainable planet. To this end, we undertake joint analysis of a variety of regulatory topics and promote exchanges on training


and education practices. We focus our work around three areas: electricity, gas and other fuels, and technology and innovation. Through ICER, energy regulatory issues can transcend regional and national boundaries and be addressed through dialogue and cooperation on a global scale. Up until now, our membership spans over 270 regulatory authorities from five continents. 5

WORK PLAN 2018-2021 Activities

Mr. Daniel Schmerler presented the Work Plan for the 2018-2021 term and it was approved by the Steering Committee in the 41st meeting held in September 2018. The Work Plan details ICER’s three goals and the corresponding activities to achieve them. • Goal 1: Develop a greater dissemination ICER’s work on the website and social networks. • Goal 2: Encourage more educational opportunities for ICER members. • Goal 3: Promote the work of the Virtual Working Groups.

GOAL 1 DEVELOP A GREATER DISSEMINATION OF ICER ON THE WEBSITE AND SOCIAL NETWORK Improving the presentation of the website The website has a new interface following best practices on web design and user friendly experience. It now gives ICER members and their outcomes more visibility. It also enhances better communication and traceable information. For this purpose, we have included a section for “Members” along with a section to keep regulators informed on the international agenda and to manage the content they want to publish on ICER’s social media and website.


Launching new social networks The ICER Women in Energy Twitter account has increased its followers to roughly 45% in one year. In April 2019, ICER launched its LinkedIn page to keep its members up to date by means of a professional platform.

Keep a history of past World Forum on Energy Regulation The World Forum on Energy Regulation (hereinafter WFER) was created in 2000 as a cooperative effort by the world’s main regional regulatory associations. The WFER is the leading international conference on energy regulation, held only once every three years, where regulators exchange best practices to face the transformations of the energy sector.

Thus, we added the links of former WFER events to the ICER website to keep the track of what has been done, making this initiative more visible. Let us remember that the Forum unleashed the creation of ICER in 2009, during the IV WFER held in Athens, Greece.

GOAL 2 ENCOURAGE MORE EDUCATIONAL OPPORTUNITIES FOR ICER MEMBERS Generation of regulatory intelligence The 5th Annual ICER/GO15 Workshop on Future Utility Business Models was held in Milan on October 11, 2018. The topic of this event was the Power Grid Models of the Future, in which Transmission System Operators (TSOs), Distribution System Operators (DSOs) and Energy Regulators attended. The presentations are available on the ICER website: http://icer-regulators.net/document-library/

Edition 9, ICER Chronicle In December 2018, the 9th ICER Chronicle Edition was released. This edition presents stories of Women in Energy and examines lessons learned from Austria’s market liberalization, how the internal audit in Zimbabwe has added value to improve the operations of the regulator and Peru’s experience empowering consumers in the energy market through app-based channels.

WIE E-Mentoring Programme 2019-2020, 5th edition Through WIE’s Welcome Webinar, on March 26th 2019, ICER WIE started the E-Mentoring Programme for the period 2019-2020. This edition has paired 43 mentees with her mentors from around the globe (86 individuals). This initiative provides practical tools for women to help themselves in their professional careers, seeking to change the culture and attitudes on gender inequality in the energy field. 10


GOAL 3 PROMOTE THE WORK OF THE VIRTUAL WORKING GROUPS Updating Virtual Working Groups leadership and widen their scope ICER called elections for the chair and co-chair of the Virtual Working Group 2: Gas and other fuels and the Virtual Working Group 3: Technology and Innovation. After the application and voting process, in November 2018, ICER designated Group 2 leaders: Ms. Bagdagul Kaya from the Energy Market Regulatory Authority of Turkish Republic (EMRA) representing MEDREG, as Chair, and Mr. Karem Mahmoud from the Egyptian Gas Regulatory Authority (GASREG) representing MEDREG, as Co-Chair. In April 2019, Group 3 was updated too. ICER appointed Mr. Ceiran Bishop from the Ontario Energy Board representing CAMPUT, as Chair, and Ms. Rashmi Somasekharan Nair, from the Central Electricity Regulatory Commission (CERC) representing SAFIR, as Co-Chair. Currently, ICER is in an election process to select the chair and co-chair of the Virtual Working Group 1: Electricity, which was chaired by Marcelino Madrigal from the Mexican Energy Regulatory Commission.

Calendar of activities and conference calls The Virtual Working Groups have proposed the activities that they will execute during the 2019 term, such as webinars, joint events and possible co-operations with multilateral organizations. The groups will present an annual report of the developed activities which will be uploaded to the Document Library of ICER’s website. The Secretariat will support their initiatives.

Updating Internal Documents: Statutes and Rules of Procedures At the 43rd Steering Committee (SC) meeting, the Secretariat presented a draft of ICER’s updated Statutes. Therefore, a Drafting Commission was established to follow the comments and suggestions from the members.

OTHER ACTIVITIES EXECUTED

In a similar way, the Chairmanship intends to update the Rules of Procedures with the active participation of the Regional and National Regulatory Associations during the decision making process.

ICER New Initiative: School 2 Energy Leaders’ Launch This pilot initiative consists in a global programme where energy officials return to their schools to share their experiences as regulatory professionals. Some of them will visit their old schools, and others will meet with local students from their current city. The purpose is to raise awareness of the importance of energy and to lure young talents to this sector to uptake a regulatory career. The pilot has already reported 43 volunteers from regulators around the world.

New membership to ICER and further involvement of regulatory associations Joining of RAERESA The Regional Association of Energy Regulators for Eastern and Southern Africa (RAERESA) joined ICER’s Steering Committee board. As of today, RAERESA has 21 members, increasing our outreach in Africa. With this new membership, ICER has 13 members worldwide that exchange information and best practices in the regulatory field, aiming to contribute to the evolution towards a sustainable planet. Participation of SAFIR in the Steering Committee Due to the cooperation between the Central Electricity Regulatory Commission of India (CERC) and the Regulatory and Supervisory Agency for Investment in Energy and Mining of Peru (Osinergmin), ICER’s Secretariat regained South Asia Forum of Infrastructure Regulators’ (SAFIR) involvement in ICER activities. SAFIR is now represented by CERC - India in the Steering Committee meetings.

Improvements in communication tools Webex platform This year, ICER started using the Webex platform to organize video calls, changing the communication modality of the meetings, previously organized through a hired service of conference call. Improvements to the graphic design Following a thorough analysis of ICER’s identity elements and the need to make the logo more tangible, recognizable, and maneuverable in terms of graphic design; the Secretariat proposed a new design truthful to the message of global spirit of the Confederation. The institutional colors preserve the color range and the stroke of the previous logo, conserving the essence of ICER. 13


First meeting on the VIII WFER’s organization and ICER’s 10th Anniversary special meeting

ACTIVITIES IN PROCESS

To celebrate the 10 years from the creation of ICER and conduct the initial work to prepare the VIII WFER, the Executive Board, with the support of the Secretariat, is organizing a meeting on October 21st 2019, in Lima, Peru. This meeting will serve two purposes, considering Peru chairs both ICER and the VIII WFER. Accordingly, an invitation to the chairs of the Regional and National Regulatory Associations has been extended to reflect on ICER work through the past years and take the initial decisions regarding the organization of the next WFER. This event has the following main activities: - ICER Steering Committee (SC) Meeting. The SC members will sign the updated statutes of the Confederation and exchange ideas regarding the development and the future of the organization. - The first WFER SC will decide the technical topics of the Forum and elect the members of the Executive, International and Communication Committees for the next Forum’s edition.

Collaboration with the World Economic Forum (WEF) The ICER Secretariat arranged a conference call with Ms. Katherine Hamilton, CoChair of the World Economic Forum’s Global Future Council on Advanced Energy Technologies, Ms. Cynthia Chaplin, CAMPUT Executive Director, and Mr. Ceiran Bishop, Director of Strategic Policy Unit at the Ontario Energy Board. The main goal was to discuss worldwide regulatory efforts between ICER and WEF to establish a global platform on best energy regulatory practices. The leader of this possible initiative is the Virtual Working Group 3: Technology and Innovation. 15
