MILITARY In 2001, the United States Navy left western Vieques (Puerto Rico), which had been used as an ammunition depot. Now the United States Fish and Wildlife Service controls 3,100 acres (13 km2) of this land, about half of the formerly owned military property. Over the course of U.S. Navy occupancy, nearly 22 million pounds (10,000 tons) of military and industrial waste, such as oils, solvents, lubricants, lead paint, acid and 55 US gallon (200 L) drums, were deposited on the western portion of the island. On May 1, 2003 the Navy finished turning over all of its lands to the U.S. Department of the Interior. This included the Navy’s entire eastern portion of the island which was mainly used as a dumping ground. Vieques was bombed an average of 180 days per year. In 1998, the last year before protests interrupted maneuvers, the Navy dropped 23,000 bombs on the island, the majority of which contained explosives. The eastern end of the island was used for live training exercises, ship-to-shore gunfire, air-to-ground bombing and US Marine amphibious landings starting from the 1940s onward. ADAPTIVE REUSE Although highly controversial, this military use of the island prevented any large developments. After the Navy left in 2003, the former bombing range on Vieques was declared a National Wildlife Refuge, ensuring that nearly 20,000 acres remain protected from commercial development. Like ecological succession, adaptive reuse deals with directional change, a gentle and unpredictable temporal shift in the whole basis of the building’s structure and function: the succession of the built environment. Adaptive reuse “slows nutrient loss” while contributing to the diversity, complexity, and continuity of a particular place. Genuine places worthy of our affections are created through the process of adaptation. Adaptive reuse is the process of changing a building’s function to accommodate the changing needs of its users. Adaptive reuse can also serve as point of departure for other related issues such as derelict infrastructure, industry, and landscapes. TOURISM The island of Vieques has remained undeveloped for tourism. Land speculation by foreign developers and fear of overdevelopment has caused some resentment among local residents. The studio will be looking at some of the army’s traces in the island, studying and mapping some of the remaining ruins. With the intention of subverting their meaning we will investigate strategies to transform this military debris into opportunities that will inform designs that will develop in a more sustainable way new types of tourism in the island. The studio will formulate alternatives to the commercial luxury hotels that have been killing the authenticity of many Caribbean islands. Diving, Fishing, Eco Tourism, Agritourism, Geotourism, Bicycle tourism, Wildlife, and Community-based tourism will be some of the activities that the students will have to accommodate. Different site conditions will be explored, among others the very dense forest, the beach, the rural context, or the mountains. The studio will investigate a more affordable and sustainable tourism that reacts against the clichés of luxury and respects and listens carefully to the landscape, the local traditions, the climate and the new social conditions. A studio in the Architecture School of San Juan de Puerto Rico will be working with the same problem. Some of the preliminary research work will be developed in groups been necessary for the teams to communicate online. A fieldtrip to the island will take place during the second week of February.

Apiary Resort Between the walls Prim Chanarat Vieques’ main industry of sugar plantations was abandoned when the US Navy occupied the island. To introduce a “sweet alternative” to sugar, this project aims to create a bee farm that produces honey, and other bee byproducts to bring back a self sustaining industry to vieques. The project occupies spaces within the existing walls in the town of Esperanza on the south coast of Vieques and filters spaces from more public to private, from bee production to private rooms.

Parallel walls of shed shaped profile are the ruins closest to the beach. These walls were part of an unfinished building, and became ruins as a result of the hurricanex.

These large walls of stone and brick mixture were once part of the sugar mill factory. The factory also housed a hotel with multiple guest amenities. All that remain are two of the main walls, and several fragments of the interior walls.
This hangar used to be a pineapple factory and is now infested by plants and roots that hang off the building’s trusses.

In 2001, the United States Navy left western Vieques (Puerto Rico), which had been used as an ammunition depot. Over the past 60 years, Vieques people had suffered from US Navy’s military activities. Now they returned this land back to people of Vieques, but there are still many military remnants in that area. US Navy bunker in one of major remnant in western Vieques. This massive concrete bunkers are spread out and still standing in their land and representing suffering period of Vieques. However, because of the military zone, this area was protected from commercial development. Since Navy returned this land to Vieques, this land must develop in more sustainable and protected way. The Therapeutic walking in the forest is common tourism activity in many countries. This is not only give opportunity to people to engage with nature but also protect from non-ecological development. If the bunkers are removed, than this is great site to have this new type of tourism program for protecting the forest and engaging with the forest purpose.

The proposal on the site is to transforming these military bunker remnants to resort facilities in the forest. This architectural gesture is not only Vieques people but also the tourism people to remember that US Navy return their land to people of Vieques.

This initiative allows for both man and horse - two very different species to cohabitate and thrive in the presence of one another. In addition, Vieques’ military past heavily influenced the design approach. Alternative Resort at Esperanza Pier Papon Luengvarinkul (Oat) Vieques is an island off the southeast of Puerto Rico that exhibits a unique relationship between man and nature. All over, there are spots where one can examine the recession of nature and the growth of man, and the recession of man and the growth of nature. This island is full of these human-nature interactions because it was a site of US naval occupation and various industries, and the remnants of these forces either coexist with nature in desolation, and in deterioration with man. Because of the nature of the navy and past industry’s use, the remants that are present for use to observe and discover tend to be infrastructural and mechanical. These remnants are found all over the island, and at each specific location the relationship of the artefact’s deterioration and presence of nature are all distinct. When we explored the small town of Esperanza on the south side of the island, we came upon a pier that extended about one hundred meters into the sea. It was a concrete pier that was once used to load ships to transport sugar from the island, but is now unusable in that sense because all of the walkable surfaces had either been removed or destroyed. What is left is just the structural “skeleton” of the pier. Upon arrival to the pier, there were kids and young adults using the pier to go farther to the sea and to jump off into the water, about a three-meter drop. Farther down at the end, a small family had brought plastic chairs to sit and relax at the edge of the pier, closest to the water. This pier provided the people of esperanza an infrastructure to experience the sea, water, and air, and that is what is most attractive about the site. My project aims to amplify this interaction with the site, while preserving the ruiniouos quality of the pier, and it’s program aims to become a place where not only tourists can enjoy themselves, but where the residents of Esperanza and Viequez can interact, communicate, and bond as well.

LA AZUCARERA by Eduardo Reims La Azucarera is a project about a hotel that promotes community farming through the adaptive reuse of the largest ruin site in the island of Vieques, aiming towards the restoration of the social, cultural and economic values of the island and it´s people. By unpacking the “Military Ration” as a research strategy to engage the unexisting project, I found that the Ration and the island of Vieques shared a common denominator, sugar. Historically, before the US Navy occupation of the island in the early 1940´s, the production of sugar through sugarcane farming and processing constituted the economic driver of the island and their primary source of income and labor. During this time, the Playa Grande Sugarmill was the largest sugar compound in the entire island, making it a symbol of progress for the viequense identity. After 60 years of Naval occupancy, the remains of this giant have been reduced to ruins, isolated in the deep forest as if waiting for a slow death. Together with this decline, the viequense society has also dramatically dropped, leading to a society suffering from many ills that stop them from retaking their flight. Low education levels, severe health problems, lack of activities and a strong absence of a local economy are the mayor social constraints that stop the island from becoming what it once was.

In most occasions, ecoturism does not contribute to environmental restoration. It only maintains a passive, fun and well branded position towards the problem.
Hotel profits and maintins itself by the sales of the harvested products. Guests profit by knowledge through a fun and unforgettable experience. Locals will be positively influenced by example, hopefully they may adopt this model as their own.

SITE STRATEGY
Looking into the site and the strategy that will deploy the first phase of this project, the concept of “El Trapiche” arises as an alibi in reference to the device by which a series of engines and rods extract, in an industrialized process, the sugar out of the sugarcane. This device was used during the operational years of the Playa Grande Sugarmill, making it a conceptual device that is capable of weaving back together the isolated remains of the Sugarmill into a legible, continuous and operational complex able to host a myriad of uses and programs in relation to lodging and farming. By abstracting the concept of a connective string that follows the same logic of the trapiche mechanism, an acueduct is introduced into the site as the main infrastructural chord that will, through a continuous –at grade- line, connect and re-activte the scattered pieces and remains of the ruins into a cohesive, unified and rich complex capable of hosting a myriad of programs and activities inside it´s woven rich atmospheres. 8154

INTERIOR PERSPECTIVE The program of the hotel is orchestrated by the hard spaces and soft spaces. The infrastructural armature, or better called, the trapiche string, starts at grade level and continues on all along the ruins, articulating them though courtyards, accommodating the bathroom spaces, water collectors, single rooms and staircases, defining the hard spaces. Also, this parti wall, stretches out over the ruins by the use of lighter structures made of rope and vines, that woven together with plastic transparent strips in some cases, defining the roofed and shaded areas that accommodate the soft and more flexible program of the complex.

Sejung Jiho Song Vieques had suffered from damages from military training over 60 years. During the period of time, one-third of the island had been used by the U.S. Navy as a bombing target. Since the U.S. Navy vacated the Puerto Rican Island in 2001, there have been efforts tov recover the island from the damages. However, there still exist a number of military remnants in Vieques. The project site is one of these military remnants, an explosion crater. The crater of 50m diameter is located on top of the hill at the East side of Vieques. Military strategy of how to build and use storage bunkers in Vieques had been studied in order to utilize the unusual shape of the site, the concave.

REINHABITATION Eastern Vieques Settlement Sophia Szagala Although a large island, the majority of Vieques is currently undeveloped due to the previous acquisition of the military. The eastern end of the island, now part of the Vieques Wildlife Refuge, contains many traces of military use. The geometric clearings in the dense forest along the northern shore create a distinct threshold between two conditions - solid and void, absence and presence. This site was selected for the first reinhabitation settlement in order to begin a dialogue between the past boundaries established by the miltary and a new way of living. The proposal on the site promotes the reinhabitation eastern Vieques by means of an expansive complex that exploits the vastness of the site and the diverse landscape conditions it contains. Through a series of courtyard microcosms that take cues from the various experiences throughout the island - underwater, on water, in a field, within the density of the forest, above the treeline - a new sort of luxurious living is proposed. Bike Resort Surrounding the Ceiba Tree Madeline Burns The 400-year old, 80-foot tall, massive Ceiba tree has long been a symbol of the island of Veiques and is embedded in the island’s history. After the military occupation of Veiques, there has been a need to take back the history of the island for the residents and restore a sense of culture and ownership that is free from the Naval occupation.
Major Cultural and Touristic Sites on Vieques
The Bike Resort proposal encircles and frames the tree while blending into the dense forest. The looping paths allow for a variety of experiences of the tree and landscape while creating a sacred space around the tree. The path is specifically designed for bikes and pedestrians, changing the normative scale of experience of the island and the site. The paths link to existing island paths as a way to begin a bike infrastructure and promote a tourism economy based on cycling. ENcycle encircles, frames, reclaims, and protects the Ceiba Tree while creating a full-service hotel where cycling is the primary mode of experience.
