Dear Colleague, On the behalf of both the Center for Asia Studies and IB Consultancy, it gives me great pleasure to welcome you to Mumbai, the commercial capital of India, for this joint conference on Counter IED. Mumbai has been a witness to many attempts by terrorists and non-state actors to break the will of the people. Every time, citizens of Mumbai have fought back with resilience and have ensured that such events do not inhibit the path of progress. Yet, it is the duty of the elected governments and the Law Enforcement Agencies to ensure that law abiding citizens are not held hostage to such frequent incidents that claim lives and result in the loss or damage of property. The initiative therefore has been to bring the experts, law enforcement agencies, academia, the technology solution providers and the representatives of the Government together to understand the challenges in protecting cities and infrastructure from determined IED attacks in any form. The Center for Asia Studies has been engaged in sensitising stake holders on many issues of national security and has been providing invaluable inputs at regular intervals by way of seminars, publications, and well researched articles by its resource persons. The joining of hands with IB consultancy therefore provides this wonderful opportunity to examine global dimensions of C-IED issues as nations across the world examine options for synergising their actions to combat terror in all its manifestations. On behalf of the President Dr S Narayan and myself, I take this opportunity to wish all the delegates a wonderful time in Mumbai both academically and socially. Speakers and Moderators Seshadri Vasan, Head, Strategy and Security Studies, Centre for Asia Studies, India Commodore (Ret’d) Seshadri Vasan is an alumnus of both the Defence Services Staff College and the College of Naval Warfare and has a distinguished career with a combined service of 34 years in the Indian Navy and the Coast Guard. His wide ranging appointments both at sea and ashore include Command of a warship during IPKF operations in Sri Lanka, operations from the Aircraft Carrier, Command of long range Maritime Reconnaissance/ASW squadron, member examiner of the Aircrew Categorisation and Standardisation Board (AIRCATS), Chief Staff Officer (Operations) at Southern Naval Command and a Director at the Naval Aviation Staff at NHQ in charge of Air Ops, Acquisitons and Training. He has commanded two naval air stations including INS Rajali of which he was the commissioning Commanding Officer. Since his retirement he has been writing regularly for various magazines, newspapers and websites. South Asia Analysis Group has carried over 39 articles on International, maritime and aviation issues on its website. He is a regular speaker at many international seminars and NATO sponsored events worldwide for the last four years and also a panelist on conducted events in different corners of the world. He is also a marine and aviation consultant. He was selected for the International Visitor Leadership programme during 2009 to examine various issues of Counter Terrorism during a three week programme in USA on "National Security and Media". Basant Kumar Ponwar AVSM, VSM, INSPECTOR GENERAL OF POLICE DIRECTOR CTJW COLLEGE, KANKER (C.G.) Brig BK Ponwar AVSM, VSM, on super annuation was requisitioned by Chhattisgarh government in the rank of Inspector General of Police. He has set up a Counter Terrorism and Jungle Warfare College at Kanker in North Bastar, a facility similar to the Army’s CIJW School of which he was Commandant in his last posting. The College, functioning from Aug 05, is imparting ‘Guerrilla warfare Training’ to police personnel from ten Naxal effected States and to the Central Police Forces of BSF, ITBP, SSB and the CRPF. Combat Training of this newly established College has been reported in both Indian and foreign media all over the world. He renders advice to Chhattisgarh Police on matters relating to force deployment, equipment profile and conduct of CI/CT Operations. BK Ponwar was awarded Ati Vishist Seva Medal (AVSM) in Jan 2005 for his services to the Nation spanning over 35 years.

Improvised Explosive Device operations as well as Joint and Interagency operations. His experience includes commanding the Joint Counter-IED Battalion Task Force in Baghdad, Iraq from February 2009 until February 2010, as well as EOD operations during the earliest stages of Operations Enduring Freedom in Afghanistan and Operation Iraqi Freedom. He recently completed a one-year fellowship with Syracuse University’s Institute for National Security and Counterterrorism, where he focused his research on applying military experience and capabilities to countering domestic IEDs as well as proactive approaches to reducing the threat of IEDs in at-risk states. R K Swamy, Commander Infantry Division, Indian Army Lieutenant General R K Swamy was born on 11 Dec 1951 in Chennai and had his initial education at Madras Christian College before being commissioned into the Mahar Regiment in November 1971.He has seen active service in all far flung areas of India including the North East, high altitude areas of North and the Tar desert. He has also seen active service as a Major in Op Pawan in Sri Lanka and Op Rhino in Assam. Lieutenant General R K Swamy has held some of the most prestigious staff assignments and instructional appointments of the Indian Army. He was fortunate to command an infantry battalion, a mountain brigade, a division employed in Counter Insurgency and a massive corps along the Line of Control and in a counter insurgency environment in J&K. A very experienced field soldier he has been decorated with PVSM,UYSM,AVSM and VSM by the president of India for his services. JP Singh, Lt. General (Ret’d), Former Chief of Staff, Indian Army Lt Gen JP Singh, a second generation Army officer, was commissioned in the Armoured Corps in June 1971. He led a tank troop in the 1971 Indo Pak Conflict. An accomplished officer with over 40 years of active service, he has commanded an Armoured Regiment, an Armoured Brigade, an Armoured Division, Armoured Corps Centre and School and the largest Strike Corps of the Indian Army. An ardent practitioner of manoeuvre warfare, he was the member of the team which drafted the Network and Transformation Philosophy of Indian Army.

The General is a post graduate and M’Phil in Military Sciences and Strategic Studies. He has taught in India’s premier Defense Services Staff College and also established the Command and Staff College in Zambia where students from 9 Southern African countries attended his courses.

In this appointment he was responsible for the Long Term Perspective Plan, Financial Planning, and Capability Development through all Capital acquisitions. He spearheaded the ongoing modernisation and transformation in the Indian Army. The General has been awarded twice by the President of India for his exemplary service. Yogendra Narain, Member, Executive Committee, Association of Secretaries General of Parliaments (ASGP) and former Secretary-General, Government of India Dr. Yogendra Narain (IAS, 1965 Batch) for over four decades has been in Public Service in both the State and Central Governments in India. Since October 2006 he has been serving as the Member, Executive Committee, Association of Secretaries General of Parliaments (ASGP). Prior to this appointment he served the Government of India as Secretary-General, Rajya Sabha, Defence Secretary and Founder Chairman of the National Highway Authority of India. His assignments with the Government of Uttar Pradesh include Chief Secretary, Government of Uttar Pradesh; Secretary, Ministry of Surface Transport; Principal Secretary to Governor; Principal Secretary, Information; Founder Chairman of the Greater NOIDA Industrial Development Authority; Principal Secretary to two Chief Ministers of Uttar Pradesh, Director of Information; Joint Secretary, Department of Finance and Industries; District Magistrate & Collector, Muzaffarnagar and Lucknow.

Trained originally in the UK Mod as an EOD / IEDD / CBRN / Ammunition specialist, he has operated as a Bomb Technician on multiple operational tours since 1988 in UK, Northern Ireland, Hong Kong, Bosnia, Kosovo, Rwanda, Iraq, Afghanistan, and in New Zealand where he currently the Officer Commanding of the 1st New Zealand Explosive Ordnance Disposal Squadron which is responsible for New Zealand’s EOD, IEDD, and CBR operations. Maj Modd GM was awarded the George Medal (GM) from Queen Elizabeth II in 2002 for gallantry on Counter Terrorist operations and has also received the US Bronze Star and US Army ACOM medals. B Raman, Joined the Indian Police Service in 1961. He served in Madhya Pradesh as a police officer from 1962 to July 1967 before joining the Intelligence Bureau from July 1967 to September 1968. He served in the R&AW from September 1968 to August 1994 and retired as Additional Secretary on August 31, 1994. He was a member of the Special Task Force for the revamping of the Intelligence Apparatus set up by the Govt. of India in 2000 and was a member of the National Security Advisory Board of the Government of India from 2000 to 2002. Now Director, Institute For Topical Studies, Chennai, and an Associate of the Chennai Centre For China Studies.

Maj Gen Anukul Chandra, AVSM (Retd) has a military career of over 37 years. He is a post graduate automobile engineer and a super specialist on armoured fighting vehicles. Commissioned in the Corps of Electrical & Mechanical Engineers in June 1971, he took active part in the War of Liberation of Bangladesh in Dec 1971. He is a graduate of Defence Services Staff College and National Defence College. He has attended several AFV related courses in India, UK and Czechoslovakia.

Tony Shek-kin Chow, Superintendent of Police, Bomb Disposal Operator, EOD Bureau, Hong Kong Police Force Mr. Tony Shek-kin Chow, has served in the Hong Kong Police Force for more than 23 years. Prior to joining Explosive Ordnance Disposal (EOD) Bureau in 1995, he served as the Government Personal Security Officer (Security Officer for the last Hong Kong Governor). He achieved the rank of Superintendent of Police in 2001.

Since retirement in July 2008, he has been active participant in Defence Academia and is a distinguished speaker in various international defence conferences. He has been adviser to the Ordnance Factories Board and other business houses in India and abroad. Adam John Modd, Officer Commanding 1st New Zealand EOD Sqn, New Zealand Defence Force Over the course of Maj Adam John Modd GM’s 24 year career in Counter Terrorism he has worked in the following areas: Special Forces Operations, Multi National EOD / IEDD / CBR high threat Operations, Threat and Risk Assessment, EOD / IEDD / C-IED CBRN Training, Counter Terrorist IEDD protective Security, Multi-National Agency

Mr. Chow was born in Hong Kong and immigrated to United Kingdom in 1974, where he received an Honour degree in Civil Engineering at Liverpool University. He has been a Bomb Disposal Officer since 1994 and has now attended over 400 incidents as EOD operator, and has successfully completed each of these tasks. Mr. Chow was appointed the second in command of EOD Bureau in July 2010, and now oversees the CBRN response and the training within the Bureau. He is married and has one boy. Alan King, Radiological/Nuclear Coordinator, Interpol After service with the Royal Marines, Alan King joined the police serving as a uniform & detective officer. In

Speakers and Moderators 1999 he was promoted Chief Inspector as the head of the Metropolitan Police Service (MPS) Aviation & Maritime Policing Unit, where he developed the MPS maritime counter terrorism strategy, which included a maritime CBRN operational capability. In 2002 he transferred to Public Order Branch as the chief instructor for PO & CBRN training for London and as an advanced public order commander. In this role he commanded in excess of 120 major operations. Other appointments of note include a secondment to the 7/7 command team in 2005; the deputy head for Major Incident management involved with the specialist policing response following the murder of Alexander Litvinenko in 2006; Mr King also had responsibility for the development of London’s Multi Agency Olympic CBRNE Plan and was engaged on work supporting INTERPOL’s Bio Terrorism Prevention Programme. Alan joined INTERPOL in February 2012, when he was appointed as the Radiological/Nuclear Coordinator within its CBRNE Terrorism Prevention Programme. Frank Holmes, Chief Dog Trainer, Ministry of Defence, UK Frank Holmes has been involved in training dogs and personnel for over 20 years. As a member of the British Army he has deployed all over the world as offering expertise particularly on the use of C-IED detection dogs where he has pioneered a number of canine capabilities. S. Narayan, President, Center for Asia Studies and Head of Research and Visiting Senior Research Fellow at Institute of South Asian Studies (iSAS), Singapore Dr. S. Narayan (IAS, 1965 batch), has nearly four decades (1965 to 2004) in Public Service in the State and Central Governments, in Development Administration, was the Economic Adviser to the Prime Minister during 2003-04. His key responsibility was the monitoring of the special economic agenda of the Cabinet on behalf of the Prime Minister’s Office. Prior to this assignment, Dr. S. Narayan served the Government of India as Finance and Economic Affairs Secretary. Secretary in the Departments of Revenue, Petroleum and Industrial Development. As Secretary, Petroleum and Natural Gas, he was responsible for policy formulation and implementation in the hydrocarbon sector. Between 2000 and 2003, in the Ministry of Finance, his responsibilities included formulation of macroeconomic policy for the Government, tariff and taxation policies as well as initiatives for modernizing the capital markets. Earlier, as Secretary, Rural Development, in Tamil Nadu, between 1989 and 1995, he was responsible for launching micro credit group initiatives for the rural sector. He contributes regularly to newspapers, including the Mint, Straits Times and Business Times, on issues relating to Public Policy, Governance, Public Finance, Trade and Energy. Presently, he is the president for Center for Asia Studies and Head of Research and Visiting Senior Research Fellow at Institute of South Asian Studies (iSAS), Singapore.

MS Bitta, Chairman, All-India Anti-Terrorist Front (AIATF), Maninderjit Singh Bitta (MS Bitta) is the and former chief of the Indian Youth Congress. Bitta’s passionate and persistent fight against terrorism has made him a target for militants in the past and as such Bitta has survived two major attempts on his life. Bitta’s efforts to spread awareness against the menace of terrorism through his voluntary organization AIATF have encouraged hundreds of enthused youths along with men and women of all age groups to join his movement. Mark Prichard, Business Technologist, Aeroflex Incorporated Mark Prichard holds the position of Business Technologist for Aeroflex Incorporated. He joined Celerity Systems (Acquired by Aeroflex in 2003) in 1998 as a staff engineer and moved into product management and development soon after. In this capacity he is responsible for development and deployment of reconfigurable test instrumentation in many areas of advanced Digital and RF operations. Mark has done extensive product development and deployment of the Aeroflex CS9000 Broadband Signal System into RADAR, Satellite, wireless RF fields and tactical RF range operations. Prior to Aeroflex, Mr. Prichard was a Senior Research Scientist at Eastman Kodak Company in Rochester, NY. Mark’s work centered on the development of new generation photographic metrology instrumentation for advanced photographic materials using "virtual instrument" techniques.


Mr. Prichard received his Bachelor of Science degree in Physics from California State University Hayward in 1983; Master of Science degree from the University of Rochester in Optical Engineering in 1985. Dr Robert Pearson, General Manager, Cobham Technical Services Dr Robert Pearson the General Manager of Cobham Technical Services, part of the Cobham Antenna Systems Strategic Business Unit, where he manages a team of over 200 engineers and technicians involved in advanced technology. Cobham works at the leading-edge of technology for communications, navigation, tracking, radar and multi-sensor applications, as well as advanced training. The team has leading capabilities in antennas, radio frequency, advanced signal processing and sensor technologies. During the 1990s, Robert worked on a range of military aircraft and related research programmes, including radomes and radar systems for fast jets, as well as radar signature research. Robert graduated with First Class honours from University College London (UCL) and holds a PhD, also from UCL, on antenna technology. He sits on the Industrial Space Committee (UK Space), the Advisory Board on Antennas for Healthcare and Imaging at Queen Mary, University of London, and on the Industrial Committee for QUEST, a collaborative research programme on the application of transformational optics and meta-materials, between the Universities of Oxford, London, St Andrews and Exeter. Leon Thompson, Senior Team Leader, Saab Training & Simulation (UK)’s Counter-IED Collective Trainer (CCT). Leon joined Saab in March last year on leaving the UK Armed Forces. Having served as an Infantry officer in the British Army, he has over 20 year’s training and operational experience in a wide variety of military posts across all the UK Armed Services, in over 10 countries. This has included training UK personnel from the Regular, Reserve and Cadet Forces and overseas Counter Terrorist units. In addition, he completed a three year attachment to the Royal Marines. His current role as a Senior Team Leader with Saab’s CCT requires him to plan and supervise intimate Counter IED and Search training support to the UK military during individual and collective pre-deployment training in both the UK and overseas (including Afghanistan and Jordan). This requires the management of teams of ex-military training advisers who deploy to unit locations to deliver the training support. Since starting with Saab 19 months ago, Leon has spent 7-8 months overseas most recently in Jordan supporting the UK’s EOD & Search Group. Alan Dutt, Business Development Manager Asia, ICTSDiagNose Mr Dutt having completed his education in the UK joined HM Customs and excise. After this he embarked on his

career in ICTS which over the last 20 years has enabled him to set up and implement security systems worldwide. Mr Dutt started his aviation security career in the UK where he set up the cargo security division for ICTS and then later on became the Security Manager at LHR. He then went on to set up security operations in Sweden, Denmark, Norway, Portugal, South Africa and most recently in Thailand. Mr Dutt was deeply involved during the set up of procedures and trials for implementation of K9 explosive detection dogs for cargo within the UK in the past few years. In his career he has trained over 10,000 personnel and administered security process and procedures for several governments and numerous airline and airport clients. Jim Blackburn, Assistant Capability Manager Engagement & Project Officer Counter IED European Defence Agency Jim Blackburn is the Project Officer taking the lead in the European Defence Agency for Countering IEDs and CBRN EOD. He is an ex- British Army Officer who retired in 2007 to take up his current appointment with the European Defence Agency. An expert in CIED he spent most of his 21 years of Military service in ammunition and explosive related appointments, although he has a broad range of experience. Jim has worked in the UK and Germany and has operational experience in Northern Ireland, Bosnia, Iraq and Afghanistan as well as commanding the EOD Squadron in the UK covering South Eastern England responsible to the civil authorities for IEDD, EOD and CBRN response. An Ammunition Technical Officer, he has a deep understanding of explosives and ammunition from first principals. In his current post he not only coordinates the EDA Counter IED activity but also acts as a subject matter expert advising and supporting other EU Agencies when required. Jim has been instrumental in catalyzing CIED capability development across the EU in the areas of Search Manual Neutralization, Route Clearance and Exploitation and was the Project Lead for the EDA Level 2 exploitation lab, which deployed to Afghanistan under a French lead in the middle of the year. Jim has a Bachelor’s Degree in IT and a Master’s Degree in Explosives Ordnance Engineering. He is married with 4 children.
