WELCOME

The National Institute for Advanced Studies (Instituto de Altos Estudios Nacionales -IAEN-) was established by Supreme Decree No. 375-A, published in Official Register No. 84 of June 20, 1972. The Ninth General Provision of the Organic Law for Higher Education, issued on August 4, 2010 and published in the Supplement of Official Register No. 298 of October 12, 2010, defines the IAEN as a State Graduate School. The second subparagraph of the same provision points out that the National Institute for Advanced Studies (IAEN) shall enjoy academic, administrative, financial and organizational autonomy, as recognized for the country’s universities and polytechnic schools. To fulfill this mission, it is empowered to create and coordinate continuing public administration specialization and training programs, as well as to enter into agreements with local and foreign universities and research organizations to build up competencies in the public sector. The mission of the IAEN, the State Graduate School, is to provide ongoing training and education, especially to civil servants; to conduct research and foster strategic thinking with a forward-looking vision of the State and Public Administration; and to develop and implement knowledge, methods and techniques in planning, coordination, executive management and implementation of public policies and management. The IAEN is a higher education graduate studies center, with its own legal status, governed by public law. It is a not-for-profit organization with its own assets and domiciled in the city of Quito. It is part of the Ecuadorian National Higher Education System and is governed by the Political Constitution of the Republic of Ecuador, as well as the Organizational Law on Higher Education and its Regulations. The IAEN is an institution open to all currents of universal thinking and upholds the freedom of academic thought and research. It is against all forms of political and religious propaganda and rejects all forms of discrimination. Academic merit is the only requirement for admittance, permanence, and graduation.

OFFICE OF THE GENERAL ACADEMIC DEAN The General Academic Dean is in charge of all teaching activities and has the mission of designing and implementing continuing training and education programs for civil servants to be provided directly or through partnerships with national or foreign universities and other duly authorized centers of the country or from abroad. The Office of the General Academic Dean draws up, implements and evaluates continuing training and education programs for the institution, with the cooperation of the Dean for Research, the Deans of the different schools, the continuing education center, and the support units. The Office of the General Academic Dean sets the conceptual and methodological development guidelines for the Graduate Training Programs provided by the four schools, while defining the training guidelines for the Continuing Education Center. The Office of the General Academic Dean is comprised of the following: Unit of Students, Unit of Teaching Development, and the Student Welfare Unit as support areas. Academic development is provided by the Graduate Training Schools, the Continuing Education Center and the Coordination Offices. GRADUATE TRAINING SCHOOLS IAEN’s Graduate Training Schools are aimed at training experts who are capable of drafting and implementing public administration policies and strategies to contribute to carrying out the various levels of planning of the National State, by offering a master’s degree and specialization programs in the substantive areas of public administration: • School of Government and Public Administration • José Peralta School of International Relations • School of Strategic Studies and Security • School of Constitutionalism and Law CONTINUING EDUCATION CENTER (CEC) IAEN’s Continuing Education Center is a highly efficient unit for continuing training and education for civil servants, supported by the use of new information and communication technologies with nationwide coverage. The combination of these two modalities, in the framework of IAEN’s strategy of action, ensures fulfillment of its mission as an institution. REGIONAL COORDINATION OFFICES IAEN’s Regional Coordination Offices were established for the purpose of decentralizing academic programs and courses. Their duties are to coordinate and implement courses and programs to meet the needs of civil servants working in various regions of the country.

GRADUATE TRAINING SCHOOLS School of Government and Public Administration IAEN’s School of Government and Public Administration is aimed at creating academic programs focusing on management and politics, the economy, management, business administration and services in the public sector to train human resources so that they can be skilled, qualified, and proactive in Ecuador’s civil service, research, and teaching. Goals • To train civil servants, researchers, and teachers so they can perform their duties efficiently, equitably, ethically, effectively, with transparency and a sense of solidarity, on the basis of the State’s policies, plans and program to guarantee the “good way of living” (buen vivir in Spanish, sumak kawsay in Quichua). • To train efficient designers, managers, implementers, and evaluators in public policymaking to guarantee the rule of law and justice, as well as human and economic development, by fostering the practice of a constitutional culture. • To promote research and teaching in the fields of management and public policymaking, economics, administration, and business administration in the public sector. Areas Public Administration and Public Policymaking It is aimed at providing capacity building to improve public administration at all levels and to develop skills for the review, drafting, implementation and evaluation of public policies. Administration of State Enterprises It is aimed at providing capacity building for the administration of state enterprises and the development of specialized research in this field, to meet the goals and comply with the guidelines set in the National Plan for the Good Way of Living and the current Constitution of the Republic. Economy of the Public and Social Sectors It steers its activities toward the building and development of skills for research and management in various areas of public economy, public finance, government investment, environmental economy, social economy and public policymaking in line with the goals and guidelines set forth in the National Plan for the Good Way of Living and the current Constitution of the Republic.

JOSÉ PERALTA SCHOOL OF INTERNATIONAL RELATIONS IAEN’s José Peralta School of International Relations fosters the study of ties and interests among countries, Ecuador’s relations with the rest of the world, and how to draw up public policies for international relations, in line with the goals of the State as enshrined in the Constitution and the National Plan for the Good Way of Living. Goals To develop specialized professional training for staff recruitment by the Ministry of Foreign Affairs, Trade and Integration.

To train and build up the capacities of civil servants who perform duties involving foreign policy and international cooperation. To promote specialized academic training for civil servants to improve the management of foreign policy and international cooperation, in line with constitutional principles and the goals and strategies of the National Plan for the Good Way of Living. To study systematically the international environment from a strategic standpoint, so that the National Government can benefit from timely analyses for decisionmaking when managing its foreign policy. Areas International Relations and Diplomacy This area brings together the management, design and negotiation of public policies in the framework of international cooperation to build up the State’s capacity and action with respect to the international order and to understand the new dynamics of establishing ties from the standpoint of the South. International Cooperation It focuses on drafting and implementing international policies in the various institutions of the State, in line with the country’s goals, priorities, and institutional framework, for the purpose of building up Ecuador’s capacity and action to address the international order. SCHOOL OF STRATEGIC STUDIES AND SECURITY IAEN’s School of Strategic Studies and Security is aimed at creating opportunities for training and research that contribute to public policymaking and meeting the State’s goals on the basis of strategic thinking and new dimensions of security. Goals To train civil servants, on the basis of a democratic and inclusive standpoint, to draw up and implement public policies aimed at the strategic and security sector and that can build up the State’s legitimate and efficient capacity to take action based on a critical, socially committed vision and in the framework of the State’s planning. To train professionals to acquire planning and management capabilities to administer the State’s security and defense institutions by providing technical knowhow and fostering political thinking, in the framework of institutional capacity building and the promotion of democracy. To train civil servants and professionals interested in learning about and examining in greater depth risk and disaster management, as well as develop the skills and attitudes that will enable them to plan, implement, and evaluate prevention, mitigation, and relief actions in regional and local government. To foster among civilian and military professionals a forward-looking vision that, on the basis of current reality, will make it possible for the State to optimize its actions to address the challenges of an ever-changing international system. Areas Security, Peace and Defense Public policies for security and defense are examined to consider their contribution to the consolidation of Ecuador as a territory of peace, working on the basis of the conceptual complexity that is implicit in the notion of integrality.

Strategic Studies This area strives to understand critically the new horizons of the State’s relations and insertion and its contribution to thinking about the opportunities to optimize the position of the Ecuadorian State. Human Safety To provide training and conduct research on security focusing on conflict, the environment, and the problems of sociopolitical inclusion from a standpoint of their contribution to achieving State security. OF CONSTITUTIONALISM AN School of Constitutionalism and Law IAEN’s School of Constitutionalism and Law is aimed at providing academic programs to train, preferably judges, operators of the judiciary system and civil servants, in the new approaches of democratic constitutionalism based on human rights and justice, the study of public law, and a critical review of legal dogmas, formalism, and traditional positivism. Goals To train administrators of justice (court judges, prosecutors and defense attorneys), civil servants, and other professionals, as well as students, interested in the new paradigms for the rule of law and justice in accordance with the Constitution, to adopt a new mindset. To train new officials and operators of justice in line with new constitutional, legal, political, and social realities of the Ecuadorian State. To foster political analysis, the System Protecting the Rights of Peoples and Nations, Oral Litigation, Mechanisms to Coordinate Indigenous Justice with the Regular Judiciary System, and the Constitution for operators of justice. To facilitate institutional changes in the justice system and in the guarantee and enforceability of new rights enshrined in the Constitution (the rights of peoples and nations, the rights of nature, especially). Areas Studies of the Constitutional State of Law and Justice It promotes academic programs on the transformations of law and legal thinking; the uses and practices of law by stakeholders in society; and the management of new techniques and methodologies to study, research, interpret and practice law in the public sector. Public Law and Public Administration It designs and articulates specialized training, education, and professional refresher programs in public administrative law, procedural law and jurisprudence, in international public law, and in the legal dimensions of Latin American integration processes. Studies of the Plurinational and Intercultural State and the Administration of Justice It promotes and designs training, specialized education, and research programs on the Plurinational and Intercultural State and its impacts on the balance of power and the domestic legal system; the transformations of jurisdictional exercise in the framework of legal pluralism, and the national and international standard-setting framework consolidating the peaceful coexistence of different legal systems.

CONTINUING EDUCATION CENTER IAEN’s Continuing Education Center is a highly efficient continuing training and education entity for civil servants, supported by the use of new information and communication technologies with nationwide coverage. To fulfill its mission, IAEN’s CEC has established inter-agency ties with various public sector institutions. Goals • To implement generic actions for training, that strive to bring together criteria on public administration concepts and procedures. • To develop a continuing education and training model by developing the psycho-emotional, practical, and cognitive dimensions of learning to meet the needs of public sector institutions and provide them with skills. • To promote innovative training with the application of new technologies. The Basics of Training Continuing Education and the training system that has been set up as the basis for its plan include the following key elements: • The shift in the legal and political model in Ecuador, which has changed: goals, institutions, roles of civil servants, and the rules of peaceful social coexistence. • The need to generate transcendental and immediate changes in public management adjusted to the new legal and political framework and the National Plan for the Good Way of Living. • The government’s interest in enhancing the qualifications of its civil servants so as to build up the managerial capacity of government service. • Research to detect training needs (IAEN-INEC 2010) identifies the areas that require implementation to meet the training needs of civil servants. CONTINUING EDUCATION CENTER The IAEN’s CEC, in its six areas of training, organizes standard 32-hour courses that are generally provided over four days of full-time study. Nevertheless, to meet the needs of Central Government institutions, alternative schedules have been set up outside daily office hours, in order to facilitate and promote training. Continuing education envisages two modalities: onsite (classroom) learning and online (virtual) learning provided in the following areas: Areas Governance and Democracy It is aimed at developing general skills for understanding the regulatory framework, values and importance of the shift in the State’s political model. Planning, Development, and Public Investment It builds up strategic capabilities for territorial planning for the development and investment of government resources. Electronic Government It develops new information and communication technologies applied to public administration to improve public service delivery efficiency and transparency. Management of Human Talent It responds to the new role of Human Talent Management, which highlights the importance of civil servants as a key asset of Process-Based Public Management.

Results-Based Governance It develops the skills for managing programs, plans, projects and processes among civil servants in charge of strategic and operation plans. Managerial Development It develops the managerial skills of civil servants who hold executive positions in strategic steering, articulation of national institutional policies, and accountability.

REGIONAL COORDINATION OFFICES IAEN’s Regional Coordination Offices were established for the purpose of decentralizing IAEN’s academic programs and courses. Their duties are to coordinate and implement courses and programs to meet the needs of civil servants throughout the country’s many regions. SCHOLARSHIP PROGRAM The National Institute for Advanced Studies has a scholarship policy for students who are admitted into the various graduate programs and specialized courses that are open for admission. The policy is aimed at training top-level professionals and thus contributing to Ecuador’s national, regional and local development by granting scholarships for graduate studies in the State Graduate School. IAEN’s scholarship policy offers the following opportunities: • Full scholarships: covering the full cost of each program’s registration and tuition. • Partial scholarships: granting discounts on the cost of registration and tuition. • Scholarships for education from the Ecuadorian Loans for Education Institute (IECE) The scholarships are awarded on the basis of academic excellence as demonstrated by the student, socio-economic status, and the inclusion of population groups traditionally excluded from graduate studies because of their sexual, economic, professional, or ethnic status or some type of disability, while upholding the criteria of equal opportunity for all. The requirements to apply for an IAEN scholarship are as follows: • Meet the requirements for admission into one of the graduate studies programs. • Submit the scholarship request form with the required supporting documents. • The scholarship request must be submitted by the deadline set for the application for admission into the candidate’s program. OFFICE OF THE GENERAL RESEARCH DEAN The Office of the General Research Dean carries out activities of a scientific and technical nature aimed at producing strategic thinking to build up the State’s capacity and draw up public policies that are in line with the Good Way of Living. The approach to the work that is done is to provide innovative contributions by conducting forward-looking research that helps enhance the integrative capacity of politics, from an ethical and pluralistic standpoint. Goals To contribute to the development of expert academic knowledge, by creating forward-looking tools that are applicable to both research and strategic decision-making. To promote the active participation of young innovative researchers by supporting their work over the long, medium and short terms. To contribute to capacity building of Ecuador’s scientific community and to justly highlight their knowledge and its various channels of application at the service of the citizenry. Lines of Research 1. State, Government and Public Policymaking This line of study is aimed at establishing channels of convergence among the various disciplines that examine the State’s structure, governance models, and impact of public policymaking. It also promotes the leveraging of technical tools and the implementation of key projects to produce data on health, demographics, and the media.

2. Energy Matrix and Strategic Resources It proposes the integration of various critical outlooks for the governance of natural resources, strategies for the territory’s socio-geographical and sociocultural configuration, and the possibilities being offered by the biotic wealth of Ecuador to bring to fruition the society of bioknowledge. 3. Economy and Society It promotes the creative analysis of the main statistical databases on the economy of the Ecuadorian State, Latin America and the world, bringing together findings, with an interpretation of social reality, that contribute to a better understanding of the context in which we live. It also strives to produce efficient and scientifically sound information for political advisory services. 4. Institutional Framework and Public Administration This platform contributes to drawing up strategic proposals that make it possible to improve the quality of public service by examining contemporary organizational structures, the development of technologies that support them, and the study of human talent profiles that empower them. 5. Anthropology and History of the State It promotes the restoration of the memory of the State and its institutions, while opening up a vein of complex analysis that highlights the value and presence of social players from the past and present to draw up possibilities for the future, in the framework of what is meant by building new models for the State. GERMÁNICO SALGADO PROGRAM The Germánico Salgado Program is an initiative by the President aimed at setting up a training and education system for civil servants, both those now employed and those who could potentially become civil servants, to reach the highest levels of efficiency and innovation for development management and planning. It arose from a strategic inter-agency partnership between the National Secretariat for Public Administration (Secretaría Nacional de la Administración Pública -SNAP-), the National Planning and Development Secretariat (Secretaría Nacional de Planificación y Desarrollo -SENPLADES-), the Ministry of Labor Relations (Ministerio de Relaciones Laborales -MRL-) and the National Institute for Advanced Studies (IAEN). To efficiently coordinate training and education activities, an Academic Coordination Committee, comprised of representatives of the top executives of each one of the participating institutions, has been set up. The Program consolidates the design, implementation, and evaluation of public policies in the framework of the Constitution, the National Plan for the Good Way of Living and sector agendas. The Germánico Salgado Program is aimed at: • Young professionals who wish to work for the government as civil servants. • Appointed civil servants in charge of strategic planning and public policymaking. • Civil servants with a contract for strategic planning and public policymaking. • Politically appointed civil servants holding executive positions in planning. • Senior officials holding high office in the State

Program Components 1. Continuing Education System Continuing education focuses on updating the practical know-how and attitudes of civil servants on the basis of the new guidelines of public administration. It includes three levels of training: • General basic competencies • Specialized competencies for the implementation of policies and procedures • General competencies for management and advisory duties in the public sector. 2. Graduate Training This training is aimed at young professionals who wish to work for the government as civil servants, as well as civil servants that are at the head of or are participating in development planning processes and the design, implementation, and evaluation of public policies, on the basis of two levels of post-graduate study in public administration: • Specialization: development of skills and use of tools for efficient public administration • Master’s degree: sound theoretical, methodological, and managerial basics for public administration. 3. Internships In order to teach best practices in national and international planning management, the Program includes internships to build up the learning experience of students in the public sector.
