We are proud to host this event which is a dedicated moment to network with colleagues and share our best practices, discuss about trends and new technologies responding to the needs and expectations of our passengers. It is also an important moment for us to welcome you in our community. As you might have observed, our airport is growing. We will invest $277 million on site expansion and, above all, airport development. This unprecedented investment is in keeping with our core value and raison d’être: Passenger First®. Designed to meet the highest standards in the airport industry and provide the best possible passenger experience. There could not be a better moment to hold this event and we are grateful you are attending the AAAE conference. We can learn much from each other. As we face the growing and evolving challenges in our industry, we have to be flexible and aware of the last innovations and trends. That’s why the AAAE exhibition is so important. With information sessions, discussions with industry experts, it’s a valuable moment to plan and anticipate the future growth of our industry. As you might know, Québec City is one of the oldest European settlements in North America. Designated a World Heritage treasure by UNESCO, Old Québec is the only walled city north of Mexico. As the cradle of French civilization in North America, it’s a living history lesson with a remarkable mix of architecture, heritage, art, and culture. About IAAE Canada IAAE Canada's primary goal is to assist airport executives in fulfilling their responsibilities to the airports and communities they serve, by personal development and training. Different levels of membership at IAAE Canada are obtainable to coincide with your goal to enhance your professional development in the airport industry. It grew so well that in 2000 we incorporated as the Int’l Association of Airport Executives Canada (IAAE Canada) and still continue to grow to this day. Therefore, Quality Assurance Auditing has become a key tool to demonstrate compliance with regulations and standards and thus is often subject to Program Validation Inspections (PVI) by Transport Canada. This workshop will identify some common audit findings and PVI findings and note key elements of developing corrective actions, including a root cause analysis, to address findings. Speakers Bernard Gervais, President & CEO, COPA Bernard Gervais is from Montreal. •Past President of the APBQ (or the Quebec Aviators and Bush Pilots Association) and Vice-President of that association for many years before that. •Outspoken advocacy of Personal Aviation and flight safety, participated in work sessions and with other aviation groups of the country; took active part in voicing concerns and representing his members for various cases: Aéroports de Montréal landing fees; St-Hubert noise issue; NavCan changes; Seaplane operations, Mascouche airport closing; bill C-43; etc. •Has organized air rallies and provincial air-tours, to promote general aviation and flight safety; •Holds a private pilot- airplane license since 2001. Night and seaplane ratings. He has flown many times across the entire Eastern United States importing airplanes, Southern Canada and Northern Quebec. •Flies as a 2008 Maule MX-7, mostly from his cottage in the Quebec Laurentians in summer, from anywhere near Montreal at other times. •Bilingual, is able to address all cases from anywhere in the country without delay •B.Sc in Physics. Cuyler J. Green, BSc, AAE., Director of Operations, Prince George Airport, Chair, IAAE Canada. Cuyler’s interest in aviation began young when he joined the Royal Canadian Air Cadets. He continued his aviation education by earning a diploma in Civil Aviation from Georgian College, a Bachelor of Science in Aviation Business Administration from Embry-Riddle Aeronautical University and is currently enrolled in the Master of Business Administration program at the University of Northern British Columbia. A member of the Int’l Association of Airport Executives Canada since 1997, Cuyler earned his Accredited Airport Executive (AAE) designation in 2003 and joined the board that same year and has held various board positions including Chair of the Accreditation Committee, the Board of Examiners, and the Audit Committee, and the Vice-Chair of IAAE Canada. His career duties have ranged from aircraft manufacturing and performing basic airport maintenance, to managing certified scheduled passenger airports in three provinces. Cuyler joined the Prince George Airport Authority in 2007 where he managed the construction of a 1200m runway extension and a 36,000m2 apron. Daniel Gooch, President, CAC Daniel-Robert Gooch oversees operations at the Canadian division of Airports Council International-North America. He was promoted to the position after serving five years as director of communications and policy. Daniel has more than 16 years experience in marketing, public relations, and publishing, particularly in the aviation and technology sectors. Prior to joining the CAC, he was publisher and editor of Commercial Aviation Today, a Montréal-based daily electronic news publication for airline industry executives around the world. After founding the publication in 2003, Daniel built its readership to 8,700 airline industry leaders on nearly every continent. He also was involved in marketing, media relations and event planning for the publication’s parent company. Previously, Daniel was vice president of strategic planning for Atlanta-based Gelignite Communications. In this position, he managed the firm’s public relations and interactive marketing efforts for its U.S. and Canadian clients in the financial, healthcare and business-to-business technology sectors. He also has held a series of successively senior positions in marketing and media relations for firms in Atlanta, Coral Gables, Fla. and Montréal. Daniel is an honours graduate in political science and history from Concordia University in Montréal. Daniel Perreault, Eng., Vice-President, Engineering and Construction, Aeroport de Quebec Inc. Daniel joined the Québec City Jean-Lesage International Airport in August 2012. He has since overseen projects totaling over $300M as well as establishing maintenance services 24/7 with a robust prevention program. Over the span of his career, Daniel has acquired his experience in a number of large companies, rising through the ranks from project manager to Vice-President of engineering. He worked, among others, within Transport Canada, Dorval and Mirabel airports and Quebecor World inc. in Europe, Latin America and North America. Prior to joining Aéroport de Québec Inc., he directed operations across Canada at the corporate level for Dawcolectric. Mr. Perreault holds a bachelor’s degree in Electrical Engineering from Sherbrook University and a graduate, in 2015, of the Airport Executive Leadership Program (AELP) from ACI and the AMI from the John Molson school of business. He is a board member of the Fondation de l’institut universitaire en santé mentale de Québec.


Speakers Eric Edwards, Past Chairman Unmanned Systems Canada Eric has been active in the field of unmanned aircraft since 1986, and a participant in Transport Canada’s UAV regulatory initiatives since 2006. As an invited member representing industry, he has worked to continually improve existing processes and establish formal regulatory changes. He recently led the working group that established Transport Canada’s standard learning (ground school) syllabus for operators of small unmanned aircraft. He is currently engaged in the regulatory process that will establish the framework for UAVs operated beyond visual range. He has led technology research in several UAV programs ranging from micro air vehicles to large, highaltitude, long-endurance aircraft. He is now focussed on enabling the safe evolution of the rapidly-emerging commercial UAV sector. Eric holds two degrees in aerospace engineering from the University of Toronto. He has conceived and created several successful companies and business units. In his day job, he is president of Xiphos Systems Corp., a spacecraft and UAV technology company, and director of GHGSat, an environmental services spinoff company that will launch its first satellite in the coming weeks. Eric recently concluded a term as Chairman of Unmanned Systems Canada, the country’s sector organization. Gaëtan Gagné, LLIF, C. Dir. ASC, President & Chief Executive Officer, Aeroport de Quebec Inc. Gaëtan has been involved in the development of the Québec City Jean Lesage International Airport (YQB) for almost 20 years. President and CEO of Aéroport de Québec inc. (AQi) since 2010, he first served as a member of the Board from 1997 to 2009 and chaired the Board and Executive Committee from 2001 to 2009. Under his leadership, YQB has experienced remarkable growth, reflecting the efforts made in the positioning and the strategic development of the organization, the improvement of the infrastructure and services offered and the vision of "Passenger First" that animates the whole team. Prior to joining the organization, Mr. Gagné served as Chairman of the Board and President and CEO of Entraide Assurance from 2001 to 2009. Member of the American Association of Airport Executives and serves on the Board of Canadian Airport Council, he obtained in 2009, the titles of Chartered Director from McMaster University and the one of administrator of the certified society of the Collège des administrateurs de société de l’Université Laval. Involved in the business community, Mr. Gagné was Chairman of the Board of the Quebec City Chamber of Commerce in 2000-2001 as well as serving, in this capacity, on the Board of Directors of the Chamber of Commerce of Canada. He also held the presidency of the Chambre de commerce et d’industrie du Québec métropolitain in 1992-1993. In February 2009, Mr. Gagné was appointed Honorary Colonel of the 35th Service Battalion where he had been serving as Honorary Lieutenant-Colonel since November 2002. Gilles Turmel, CEO, Conseil des Aeroports du Quebec. Mr. Turmel has over 30 years of experience in the airport sector with extensive time at Transport Canada. While at Transport Canada, Gilles held many portfolios including; Senior Advisor to the Director of Programs, ports and airports; Regional Manager, Funded programs, property management and airport operation; Transportation Analyst Coordinator; and Regional Officer, Airport Operations Program. Gilles was also a Director at the St Hubert and Iqaluit airports and spent time as Transition Manager with Jean Lesage International Airport, Quebec.


Speakers Jacques Leroux, Account Executive, Dow Chemical Canada, Chair of the G12 SEA Ground Icing Committee Jacques is an Account Executive with Dow Chemical Canada ULC. He is responsible for sales and technical service for aircraft deicing/anti-icing fluids in Canada, technical liaison with international airlines and regulators. He was part of the R&D team were responsible for the development and commercialization of the original Type III and Type IV aircraft anti-icing fluids. He was sponsor of the SAE Aerospace Material Specification 1428, the specification for aircraft anti-icing fluids, of SAE Aerospace Recommended Practice 5485, the method for measuring endurance time for antiicing fluids, and of SAE Aerospace Recommended Practice 5718, a document defining the Qualification Process for anti-icing fluids. He is the author of the Guide to Aircraft Ground Deicing. He has spoken at several international conferences such as the 2011 and 2013 International Winter Operations Conferences and at EASA safety conference in Cologne in 2013. In 2006, he was the recipient of the SAE Technical Standards Board Outstanding Contribution Award, in 2007 the SAE International Chair Leadership Award and in 2011 the Henry Souther Standards Award, given by the Environmental Awards Selection Committee of SAE International, recognizing accomplishments in standards development in the disciplines of environment, safety, materials, testing and emissions. Dr. Leroux is Chair of the SAE G-12 Steering Group on Aircraft Ground Deicing, Co-chair of the SAE G-12 Aircraft Deicing and Runway Deicing Fluid Committees and Chair of the SAE/ICAO/IATA Council for Globalized Aircraft Deicing Standards and a member of the Quebec Order of Chemists Group on Shale Gas. He holds a P h. D. in Chemistry from McGill University, is a member of the Quebec Order of Chemists and lives in Montreal. Jean-Nicolas Guillemette, General Manager, Uber Quebec After studying in China and graduating from HEC Montreal with honours, Jean-Nicolas joined the consulting firm Secor in 2007. He then completed his MBA at INSEAD and went on to co-found, in 2010, his own company TransacXion, a fintech company. In 2013, Jean-Nicolas joined Uber and launched the Montreal market as General Manager. Since its launch over two years ago, Uber Montreal has experienced exceptional growth, with hundreds of thousands of active riders and drivers connecting for ridesharing services. Joe MacKay, Hons. B.B.A, , Senior Project Director, Aviation, WSP Canada Joe MacKay has over 15 years of project management experience and has been with WSP since 2008. As Senior Project Director, Aviation, Joe is WSP’s practice lead in Safety Management Systems (SMS), Quality Assurance Auditing and Regulatory Compliance. His expertise extends to risk assessments and the preparation of regulatory exemption requests to Transport Canada. Joe holds an Honours Bachelor of Business Administration degree from Wilfrid Laurier University in Waterloo, Ontario and has assisted in the development of a number of Airport Business Plans and Financial Pro Forma’s. Joe leads the team responsible for the development of SMS documentation and the completion of Quality Assurance Audits. He has overseen audits for over 65 airports across Canada spanning all certificated operations including; TP312, Airport Operation Manuals, SMS, Winter Maintenance, Emergency and Wildlife Planning, and Aircraft Rescue and Fire Fighting, among others. He has led over 50 SMS training sessions at airports across Canada in areas of safety reporting, human and organizational factors, risk assessments, investigations and Quality Assurance Auditing.


Speakers Kathy Fox, Chair, Transportation Safety Board of Canada Kathy has been extensively involved in aviation for over 40 years. She began her career in 1974 in air traffic control, and worked at Transport Canada control towers in Baie-Comeau, Sept-Îles, Saint-Hubert and Montréal-Dorval, as well as at the Montréal Area Control Centre. Ms. Fox left operational controlling in 1992 to accept a developmental assignment with Air Traffic Services Headquarters in Ottawa, assuming progressively senior positions. She transferred to NAV CANADA in 1996 and became Director, Safety & Quality, in 1997; then Director, Air Traffic Services, in 1999. In 2000, she was appointed Assistant Vice-President, Air Traffic Services. She became Vice-President, Operations, in 2003 and retired from NAV CANADA in June 2007. Ms. Fox received a Bachelor of Science degree and a Master’s degree in Business Administration from McGill University. She also completed a Master of Science in Human Factors and System Safety with Lund University in Sweden. She holds an airline transport pilot licence and flight instructor rating and has flown over 5000 hours. She joined the TSB as a Member in 2007 and was appointed Chair in 2014. Marc-André O’Rourke, Executive Director, National Airlines Council of Canada (NACC). The NACC represents Canada’s major air carriers: Air Canada, Air Transat, Jazz Aviation and WestJet. The NACC advocates for safe, secure, environmentally responsible and competitive air travel by engaging with government and industry stakeholders. Prior to joining the NACC in 2012, Marc-André was Assistant General Counsel, with the Canadian Air Transport Security Authority (CATSA), the federal agency responsible for passenger and personnel screening. Marc-André started his career as a lawyer with the Atlantic Canadian law firm of Cox & Palmer focusing on civil litigation and employment matters. Marc-André holds a law degree from the Université de Moncton and a Bachelor of Commerce from the University of Ottawa. He is a member of the Law Society of Upper Canada.

Marc-André Bédard, Vice President, Information Technology, Aeroport de Quebec Inc. Through various roles, Marc-André Bédard has been part of AQi’s management team since 2011 and became Vice President, Information Technology in 2014. Mr. Bédard possess extensive experience of the Air Transport Industry through successful deliveries of large scale technological projects directly impacting airport passenger’s experience and his implication in worldwide strategic groups related to this industry. He started his Air Transport Industry career designing and building software to enabled collaboration between various stakeholders of the airport ecosystem thus gaining a deep understanding of the Air Transport Industry core processes and business drivers. Mr. Bédard held various positions related to technology from specialised technical roles including Network Administrator, Systems Coordinator, Programmer Analyst and management oriented roles including Project Manager, Team Manager, Strategic Planning Manager and Information Technology Director.


Speakers Martin Leprohon, Airport Planner, Airbiz Martin is a professional engineer and airport planner. He holds a Bachelor Degree of Mechanical Engineering from the Université de Sherbrooke and a Master’s Degree of Science and Technology in Aviation from the University of New South Wales, in Australia. Currently based in Montreal, Martin initially joined Airbiz in 2005 in Australia before establishing Airbiz’s presence in Canada in 2008. He manages Airbiz’s airside and environmental modelling team while leading terminal and landside modelling initiatives, including the simulation of intermodal facilities at airports and train stations. Martin was involved in the development of Master Plans, terminal and airside studies under various regulatory frameworks including in Canada, Australia, New Zealand, South Korea, South Africa, the Middle East and the Pacific Islands. Keynote projects include the the Nadi and Nausori Airport Master Plans in Fiji, a Rail Link benchmarking study at Nice Airport, a passenger flows simulation model of Southern Cross train station in Melbourne and a study of the siting of over 20 control towers at Australian Airports.

Ophir Wainer, B.Sc., , Business Development—Montreal Branch Manager, T2 Services Based out of Montreal, Quebec, Ophir Wainer is responsible for developing new business and leading the strategic direction for T2ue in Quebec and other major markets across Canada. As one of the original founders of UES, Ophir brings with him over twenty years of experience in Utilities and Subsurface Utility Engineering. He is an experienced speaker on both Subsurface Utility Engineering and Damage Prevention, and has presented at a variety of conferences and training seminars.

Rob Thurgur, AVP, Operational Support, NAV Canada As Vice President, Operations, Rob Thurgur is responsible for the operational performance of NAV CANADA, ensuring the safe, efficient and cost effective management of air traffic services and aeronautical information services within Canada. After he graduated from the Queen’s University Business program, Mr. Thurgur worked as an Air Traffic Controller and went on to hold various management and executive positions at NAV CANADA, including Assistant Vice President, Operational Support, where he was responsible for automation, standards, and international coordination with other service providers and regulators. Mr. Thurgur also sits as the Canadian representative to the ICAO North Atlantic Systems Planning Group.

Sebastien Mullot, Director C-Series Program, Bombardier Sebastien was appointed Director CSeries program for Bombardier Aerospace, Commercial Aircraft in late 2008. He initially managed the CSeries program governance and integration as well as the program changes. Since 2011, he and his team’s primary focus is on interfacing with signed customers and supporting ongoing sales campaigns in the last negotiation stages. Prior to joining the CSeries program, Sebastien worked at first at Bombardier Business Aircraft and then at Bombardier Aerospace Customer Services where he was in charge of Strategy and Business Development.


Speakers Serge St-Laurent, IAP, Vice-President Operations, Aeroport de Quebec Inc. Serge St-Laurent joined the Québec City Jean-Lesage International Airport in January 2011. He graduated in 2013 as an International Airport Professional from the ACI-ICAO AMPAP program. A natural leader, Serge has more than 19 years of experience as senior manager and shareholder in chemical and pharmaceutical industries. During these years, he developed a solid experience in operations, compliance, environmental, health and safety and security management. Prior to his management experience he was a project manager and a consultant for 15 years. Mr. St-Laurent holds a B.Sc. and a M.Sc. in Science and Engineering and a graduate degree in Pharmaceutical Management. Sophie Lefrançois, ASC, Lawyer, Corporate Secretary, Aeroport de Quebec Inc. Sophie was named to the position of Corporate Secretary, Aéroport de Québec inc., in 2009. She is a member of the Québec Bar. She works for the Chairman of the Board, Committee Presidents, and the President and CEO to help them achieve the company’s corporate objective. Before joining the airport, Ms. Lefrançois held similar positions with public companies. She has been a teacher in Contract Law and Business Law at Laval University since 2004.

Tiina Maripuu, Manager - Software Development, Team Eagle Ltd. Tiina has worked in software industry since 1997. For five years (2005 - 2010), she was a business engineer working with a complex treasury management application at Wallstreet Systems, headquartered in New York. Her main roles were consulting, training, testing and supporting large global clients (banks, governments and corporations) in Canada, US as well as Europe. Team Eagle Ltd. hired Tiina in September 2011. As a software development manager, Tiina is working with the developers and project managers to implement solutions, improve internal processes as well as coordinate resources and manage integration projects.

Tyler Massee, Airport Manager, Campbell River Airport Tyler joined the board as a Director of the Regional Community Airports of Canada (RCAC) in 2015. He began working at the Campbell River Airport (CYBL) in 1994 as an auxiliary equipment operator, in 1995 became fully certified by Transport Canada as Firefighter. In 1997 moved into the position of Airport Foreman and in 1998 was promoted to Airport Manager. CYBL has seen many changes from 1994 to today, construction of 2 parallel taxiways, City Water and Sewer service in 2004, and construction of taxiway to Fee simple lands adjacent to the airport. In 2010, the runway was extended by 1500 feet and the terminal building was expanded and upgraded. In 2015, Tetra Tech working with all airport stakeholders produced a Master Plan to guide the future development of our community airport. Currently the airport is in the planning stages to fully service all vacant lands for lease opportunities. Additionally, the airport will be purchasing its own Jet Fuel Facility to become an independent fuel dealer.
