Midwest Regional Public Finance Conference Welcome to the 21st annual meeting of the Midwest Regional Public Finance Conference. The theme for this year?s conference is tax lids. We have a great line-up of speakers and are trying something new this year, with ?speed dating? roundtable discussions on key issues facing our communities. Our keynote speaker, Dr. Judith Stallmann from the University of Missouri, is a leading scholar who has examined tax and expenditure limitations from a number of angles. She will address the lessons learned from her research and make comments about the likely path facing Kansas municipalities in the wake of the tax lid enactment. We are also having a plenary discussion on the topic of tax lids. Dr. Craig Maher, another leading scholar on tax lids from the University of Nebraska at Omaha, will join Mark Manning from the City of Wichita and Dane Lee from Springsted, to discuss what local governments are doing to prepare and what effects we might see in the future. BI OS Kelly D. Edmiston, Senior Economist, Federal Reserve Bank of Kansas City As Senior Economist in Community Development, Edmiston conducts research on issues involving regional economic development, community development, consumer finance and public finance. He also provides expert commentary to community leaders, policymakers, and the media, advises senior Bank officials and provides written commentary for academic journals and Federal Reserve publications. Edmiston holds BA and PhD degrees from the University of Tennessee. Michelle Meyer, Assistant City Manager/ Finance Director, City of Bel Aire Michelle has worked in local government in Kansas for 13 years. The past five years have been with City of Bel Aire where she has had the opportunity to utilize various economic development tools, including the recent establishment of a land bank. She has an MPA from Wichita State University. Alison McKenney Brown, City Attorney, City of Bel Aire Alison earned a Master?s Degree in Public Administration emphasizing finance from Wichita State University, and a law degree from the University of Kansas in 1993. She has used her education to work exclusively in local government, and has served as a municipal attorney for multiple municipalities in South Central Kansas, as well as acting as an interim city administrator. Currently, she serves as the City Attorney for Bel Aire, Kansas, and Haysville, Kansas, and has set up a land bank for both of those cities. Dr. Judith I. Stallmann, Professor, University of Missouri-Columbia Dr. Judith I. Stallmann, is a Professor of Agricultural and Applied Economics, Rural Sociology and Public Affairs and Community Development Extension Specialist at the University of Missouri-Columbia. Her current research focuses on the impacts of state constitutional or statutory limits on state or local government expenditure and revenue increases and controls on how tax increases must be approved. The research examines the impacts of such limits on state economic growth, credit ratings, debt, budgeting and infrastructure quality. Her outreach and extension focuses on policy issues as they have an impact on smaller and rural communities. She is currently working on issues of state and local taxes and expenditures in Missouri. She developed a spreadsheet that allows rural counties to evaluate their budget trends, published a comparative analysis of state and local taxes and expenditures across the 50 states, and edits the John Ballard Series on local government for Missouri. Dr. Craig S. Maher, Director/ Professor, University of Nebraska Omaha Dr. Maher worked for Wisconsin Taxpayers Alliance after receiving his PhD. Four years later he accepted the position of Assistant Professor at University of Wisconsin-Oshkosh. In 2012, he accepted a position at Northern Illinois University. Dr. Maher teaches coursework in public budgeting, public financial management, research methods and research design. He also enjoys teaching state and local politics, policy analysis and introduction to public administration. His research focuses on fiscal federalism, reflected in his writing on the effects of intergovernmental aid payments on local spending patterns, k-12 finance, the effects of state imposed spending and revenue limitations on state and local governments. 3


BI OS Mark Manning, Budget Officer, City of Wichita Mark has over 25 years of experience in state and local government, currently serving as the Budget and Research Office of the City of Wichita. Wichita is the largest city in Kansas, and has a $575 million operating budget and $1.8 billion Capital Improvement Program (CIP) budget. Throughout his career Mark has served in a variety of posts, including Senior Budget Analyst for the Division of the Budget, Fiscal Officer for the Kansas Highway Patrol, interim Risk Manager for the City of Wichita, and interim Housing and Community Services Director for the Wichita Housing Authority. Mark graduated cum laude from Wichita State University with a Bachelor of Business Administration degree, majoring in both Finance and Accounting. He earned a Master?s in Business Administration from Drake University. He is a member of the Wichita Employees Retirement Board and the Board for the Wichita Federal Credit Union, where is a two time past Chairman. Mark also serves on the Wichita Employees Retirement System?s Joint Investment Committee and is a trustee for Leadership Wichita. Dane Lee, Client Representative, Springsted Inc. Dane Lee assists government clients in attaining their financial and operational goals with services spanning every stage of their life cycle. He served as an elected City Council Member for a first-ring suburb of Kansas City and as a Board Member of the Missouri Economic Development Finance Association. Prior to joining Springsted, he spent 5 years at the Federal Deposit Insurance Corporation. He has a Master of Business Administration degree from Baker University, Baldwin, Kansas and a Bachelor of Science in Industrial and Organizational Psychology from The University of Kansas, Lawrence. Mike Engle, North Region Tax Leader, BKD Mike is the North Region tax leader for BKD National Not-for-Profit Group, BKD National Governmental Group and BKD National Health Care Group and the co-leader of the Kansas City office?s not-for-profit, governmental and health care groups. He has more than 18 years of experience providing tax services to health care, governmental, colleges, universities and not-for-profit organizations. He is charged with growing and developing tax services for these industries throughout BKD?s North Region.He performs comprehensive reviews of not-for-profit activities to identify and help mitigate exposure areas related to private inurement, intermediate sanctions, worker classifications and unrelated business taxable income issues. He also has extensive experience with IRS examinations, obtaining favorable determination letters, private letter rulings and closing agreements.Mike is a member of the American Institute of CPAs (AICPA), Missouri Society of CPAs and Kansas Society of CPAs. He was recently appointed to the AICPA Exempt Organizations Taxation Technical Resource Panel. He frequently presents at industry meetings, teaches firm-sponsored tax courses and has authored numerous tax articles for business magazines and industry journals. BI OS Benaiah Burnich, RFQ, Investment Advisor, Sageview Advisory Group Benaiah Burnich leads the Wealth Management division for SageView Advisory Group Midwest Region. With more than 15 years of experience, he is responsible for ensuring the delivery of quality retirement planning service to clients. With the use of proprietary analytic tools, he is able to advise clients on plan design, compliance, and in-depth investment monitoring. His focus includes 401k/ 403b plan, Wealth Management and Wealth Transfer Strategies for institutions, foundations and high net worth families. Prior to joining SageView, Benaiah lead the Advanced Planning Division of SRA Benefits. Adam Pope, Vice President, Columbia Capital Management Adam Pope is Vice President. He joined Columbia Capital in 2013. Mr. Pope previously worked at the Kansas City Federal Reserve Bank as an assistant economist in the Regional Affairs group for six years. During his time at the Kansas City Fed, Mr. Pope managed a database of regional economic data that was used for monetary policy briefings, public outreach and regional research. He was the lead author of a quarterly publication called The Midwest Economist, which provided an update on current economic conditions in Kansas and western Missouri. He has been published in the Kansas City Fed?s Economic Review and Public Choice. Mr. Pope has spoken to numerous business, education and community groups about the Kansas, Missouri and national economies. Pope graduated from Clemson University with a BS and MA in Economics. He is a Series 65 investment adviser representative.

The Kansas Public Finance Center (KPFC) at Wichita State University's Hugo Wall School of Public Affairs develops and implements public strategies that promote economic vitality in Kansas and advances the study and practice of public finance. This is achieved by conducting and applying scholarly research, advising public and private policymakers, providing assistance on financial policies and practices and organizing conferences and professional development workshops.
