4 Thai-Burmese Fair Open

Where is The New Hua Hin City Football Stadium? The location of the new Hua Hin City Football Club stadium has been a mystery for many would-be football supporters. The team has been using grounds for both training and Divisional matches at the Thanarat Military Camp some 10 kilometres from town and this has been a major deterrent for potential supporters. The good news is that construction of the new grounds commenced in January in a much more user friendly location. There is not much to be seen yet although the lighting towers are visible and it is beginning to look like a real sporting venue.

The Prachuab Khirikhan Provincial Office has opened a Thai-Burmese fair to promote friendship and commercial relation between local people of the two countries. The opening ceremony, chaired by the Prachuab Khirikhan Governor Mr. Weera Sriwattanatrakul, was attended by the Chief District Officer of Mu Dong District, Myanmar, Mr. U Sowin, along with other Thai

and Burmese officials and was organised by the District Officer of Prachuab Khirikhan Mr. Somporn Patchimpetch. The major purpose of the Thai-Burmese fair is to enable local people from the two countries to sell their products and also to promote tourism along the border of Thailand and Myanmar. Located at the Singkhon checkpoint in Prachuab Khirikhan, this newly opened Thai-Burmese fair also symbolises commercial modernisation of Thailand and Myanmar and how may prepare themselves for changes occurring in the future.

The ‘under-construction stadium’ is easy to find. Before the Petchakasem Road flyover veer left towards Kho Takiab. The site is past the Cicada Market 1.5 kilometres further on from the flyover on the right hand side. To date there are only official construction notices and no indication of the Club’s future presence. Completion is mooted for July with a budget of 37 million THB. Perhaps with a stadium that provides a much higher standard of facilities for the ‘White Sailboat Team’ even greater honours will be reaped by our city’s football heroes.

The team is currently in Division 2 (Central West). Games are played at the home ground on alternative weeks from February until September. Perhaps we can expect the 2016 season can ‘kick-off’ at the brand new stadium. The other expectation is that the venue will attract a much broader spectator base. In many other locations foreign fans love to replicate the atmosphere of the top European Leagues with the songs, chants and banter that appeals to the masses – coming soon? Maybe a Thai version of “Olé, Olé, Olé”?

The Prachuab Khirikhan Provincial Office is also carrying out zoning, formulating regulations and preparing infrastructure to facilitate business activities taking place. There is a strategic plan that highlights the identities of Thailand and Myanmar. The two countries have a friendship has stood the test of time. At the fair visitors can buy local products of a high standard at reasonable prices. This is now a tourist attraction where visitors can experience local lifestyles and traditions when doing shopping. The fair is open only on Saturday and Sunday. Hua Hin’s Tourism Footprint Remains Entrenched In Domestic Demand Thailand’s legacy seaside leisure destination Hua Hin is continuing to be defined by the domestic sector. Last year 72% of travelers who stayed in hotels were Thais according to a report released by hospitality consulting group C9 Hotelworks. This annualized trading pattern was up 1% in year-on-year terms with strong weekend and public holiday traffic as the main contributing factor.

Performance by Hua Hin hotels as tracked by STR Global was remarkably strong in 2014 despite Bangkok’s political crisis as market-wide occupancy tallied in at 68%. Buoyed by a rising tide of investment into the tourism industry, room night demand over a five -year period has grown from a base of 57% and pushed upwards with a 3% compounded annual growth rate. “A resoundingly strong domestic market

has spurred average room rate growth upward to USD130 which is a trend most evident at upscale beachfront hotels” commented C9’s Managing Director Bill Barnett. Adding “the Thailand-based Proud Group who developed the InterContinental resort, Vana Nava water park and are coinvesting in the new Bluport mall along with a Holiday Inn managed property are lead indicators of positive long term sentiment.” There is little surprise that Mainland China was the leading growth segment in 2014 with a surge of 16% in volume. Despite the shift, Europe with its seasonal snowbird influx commanded 19% of the tourism market. Germany, Denmark and the U.K. have registered double-digit compounded growth between 2010 through 2014. On the accommodation front Thai group TCC are investing a 328-key hotel which will be managed by the Marriott chain, and is slated to open in the first quarter of 2016. C9’s Hua Hin Hotel Market Update states there are 9, 157 rooms in registered tourism establishment, which compares to just over 46,803 in Phuket and nearly 17,986 for Koh Samui. One of the key trends noted in the report is the increasing urbanisation of the corridor between nearby Cha Am and Hua Hin.

‘Thale Waek’: A Natural Wonder at Pranburi Forest Park Thale Waek or also known as ‘Separated Sea’ has been witnessed in an area of Pranburi Forest Park. This is natural phenomenon occurring at low tide. The beach once suffered from erosion, after the Harbour Department dumped some rocks offshore the erosion was solved. Instead, a separated sea appears when the seawater subsides, attracting curious Thai and foreign visitors to visit the Forest Park.

On 18th May, the Deputy Director-General of the Wildlife and Plant Conservation Department, Mr. Sommai Kitayakul, the Director of the National Park, Wildlife and Plant Conservation Department in Phatchaburi Mr. Watthana Phornprasert and other public officers went to the Pranburi Forest Park to visit the mangrove forest. The visitors were greeted by the Chief Officer of the Forest Park Mr. Somsak Krithathon who provided them with information about the flora and fauna and the current condition of the mangrove forest.

In 1996 their Majesties visited the Pranburi Forest Park again and saw the poor condition of the mangrove forest. They asked for immediate and urgent rehabilitation of the area.

Mr. Somsak said that in 1974 Queen Sirikit paid an official visit to Pranburi and saw the mangroves from which villagers made charcoal. She then became interested in flora of the mangrove forest and began promoting the planting of mangrove trees. The Forestry Department launched a royal project entitled the Forest Development in Pranburi under Her Majesty’s Patronage, which mainly aims to conserve and protect

Besides taking the visitors to see the mangrove forest, the Chief Officer of the Pranburi Forest Park also showed them the beautiful beaches in front of the Park, created after the erosion problem was solved with over a hundred Rai of land. Apart from the gorgeous vista, the beach has the separated sea phenomenon when the seawater subsides between April and May every year. Tourists can admire the beauty of the long stretching beach area. There are around 200 mangroves trees aged over a hundred years. Such natural wonders attract many tourists every year. The Tourism Authority of Thailand (TAT) and the Ministry of Hotels and Tourism Myanmar together with Bangkok Airways have launched the Mega Joint Familiarisation Trip between Thailand and Myanmar”. This is a project to promote tourism products and services in Thailand and Myanmar to long-haul European and US travellers. Marking the launch of the bilateral tourism cooperation was the Thailand – Myanmar mega joint familiarisation trip from 14-21 May, 2015. More than 50 tour operators and media from the European countries, including the UK, Germany, Scandinavia, France, Italy, UAE, and Israel as well as the US and Canada experienced first-hand the diversity of products and services in the two ASEAN nations. H.E. Kobkarn Wattanavrangkul, Thailand’s Minister of Tourism and Sports said, “This joint familiarity trip is one of our starting initiatives to promote the tourism growth of ASEAN. Many parts of ASEAN have never really been opened to the eyes of the world before, and by forming bilateral tourism cooperation with our ASEAN friends, we will be able to open up unseen, untapped, beautiful tourism destinations.

14 Golf Gloves: Grip It Before You Rip It!

Although golf gloves go back at least to the late 1800s, they didn’t gain traction as a staple item with golfers until the middle of the 20th century. A relaxed yet firm grip is what every golfer is after. It’s why almost every pro golfer on the PGA tour wears at least one golfing glove on the green. Very few good players don’t wear gloves although Fred Couples has been one and Lucas Glover another; they are rare! Maintaining a good grip is what golf gloves are all about. There’s nothing worse than a club whistling through the air when a slippery grip is lost. Gloves also offer protection from the weather elements and prevent blisters on your hands from rubbing the club grip on the skin. Normally, if you are right-handed, you’ll wear a glove on the left hand. But you can wear gloves on both hands for added protection. Choosing the glove Golf gloves can be made of leather or synthetic materials, and each has its advantages. A glove made of leather is more comfortable to wear than one made of a synthetic material and it will last longer, but it is more expensive. Also a leather golf glove will ‘breathe’ more than the others. On the other hand, a glove made of synthetics tends to grip the club more securely in wet weather.

Worn-out palm: A worn-out palm is the most common wear pattern. It’s caused when the club is held in the palm instead of beneath the heel pad of the thumb and fingers. This leads to a slice or a lack of distance.

Care after the round At the end of your game, be sure to not just scrunch your glove up and toss it in a pocket of your bag. Just like airing out your glove between rounds, hang your glove on the exterior of your bag or hold your gloves as they dry off. Compacting leather gloves into a ball is like throwing a bathroom towel on the floor – it takes forever to dry and will be damaged when sweaty and crumpled up.

Thumb tear: A thumb tear is usually caused by one of two things. That is either poor thumb placement or incorrect pressure between the thumb and club, resulting in a loss of control.

If possible, put the glove back in the package that came with the glove. It will keep the moisture in and protect the natural oils in the leather. A zip lock bag is an alternative. Gently wash your gloves to remove dirt, perspiration and other buildup. Cabretta leather is very delicate leather. Only wash non-synthetic gloves golf gloves when they are noticeably soiled, as continuous washing may wear out the leather.

Determine the approximate size of your hand by estimating whether it falls under the small, cadet, medium, large or extra-large category. If you have short fingers and wide palms, try a cadet-style glove, which is shaped for this type of hand.

If washing by hand, use mild detergent and gently wash the glove until all surface dirt and perspiration is removed. If machine washing, set to a delicate cycle. Secure any velcro before tossing a glove in the washer and never use bleach.

For the glove to fit, it should be snug but not overly tight. Your fingertips should press lightly against the tips of the glove and band around the wrist should not cut off your circulation or prevent mobility.

Remember to always air dry. If you expose leather to extreme heat, it may result in cracking and/or shrinking. Hang your leather glove and allow it to air dry for a while. Consider using a leather conditioner to ensure leather remains supple.

Move your fingers while wearing the glove to check the mobility offered by the glove. The glove will loosen through use, but avoid gloves that are overly stiff.

What does glove wear tell you?

Index finger wear: An index-finger wear pattern indicates a poor connection to the hands. With an overlapping grip, the right hand’s pinkie finger digs into the left hand’s knuckle. If you notice it wearing out more in one place on your glove, maybe check your grips. Worn out grips will create more friction on your gloves.

Check the palm of the glove, particularly in the area around the heel of your hand. This area is often one of the first to fail, so many manufacturers sew an extra layer of padding in this area. Care during the round Even with the moisture-absorbing technology found in top-notch golf gloves, it’s best to air out your golfing glove between holes. You can stick the glove in your back pocket when walking to the next tee, or hang it from your golf bag. Many golfers find it easier to bring an extra glove and alternate between the two from front to the back nine. Some players use 3-4 gloves during a round alternating between gloves to keep them dry and fresh. During wet weather they can be hung from the umbrella spokes as a ‘drying line’. You should never use your glove to wipe perspiration from your forehead, face, or arms. Your gloves will last longer, as they are not designed to be drenched in sweat, throw

You Can Vote! - The Annual Asian Golf Awards The battle for the most vaunted honours in the 2015 Asian Golf Awards will be determined by thousands of on-line votes that will be cast over the remaining six weeks of the polls. Voting is now at the half-way mark and we are told that there are some interesting trends. New names are beginning to emerge to contend for top honours. Polling closes on 30th June. The Awards program is jointly organised by Asia Pacific Golf Group (APGG) in conjunction with the Club Managers Association of Asia (CMAA). We recently met Manuel towards the end of his first two year tenure as GM, but he was very eager to reassure us and the patrons of the Putahracsa that he has just ‘signed up’ for a second two year contract and looking forward to a continuing relationship with the resort and the broader Hua Hin community.

National Day. of Sweden takes place on June 06th and a national holiday observed in Sweden every year. Prior to 1983, the day was celebrated as Svenska flaggans dag (Swedish flag day) since the early twentieth and made National Holiday as late as 2004. For a long time Sweden was perhaps the only country in the world with no official national day, which may be fairly symptomatic of the Swedes’ skepticism of patriotic manifestations generally. Manuel began his involvement in the hospitality industry through work experience as a young 16 year old when he was encouraged to be more than just a spectator by his ‘supervisor’. He noticed how much she was enjoying her chosen profession (“she was always smiling”) and he could see the potential for his own future. He also mentioned another ‘mentor’ who showed him some of the finer things in life without compromise to the detail. A Bachelor of Arts in hospitality followed at WIHOGA Dortmund (Germany), one of the most innovative hospitality management schools in Germany. After local employment in the Food and Beverage in Europe, he moved on to similar positions and then hotel Management in New York, Japan and a variety of Thailand locations. Purely by coincidence, Manuel had previously chosen to stay at the Putahracsa as a guest visiting Hua Hin before being offered his current position. For him that made acceptance easy, he already knew he would enjoy the ambience of both the workplace and Hua Hin as a home. He says he is still surprised that after considering himself a big city dweller (New York or Tokyo) that Hua Hin offers him all he needs and more. This includes the dining options and other opportunities to ‘mellow out’. Apart from enjoying the five star options, he can visit the gym, take a walk on the beach and basically life is good.

Icelandic National Day is celebrated on June 17, 2015. Icelandic National Day is a holiday in Iceland and celebrates the day in 1944 that The Republic of Iceland was formed. The date was chosen because it is the birthday of Jón Sigurðsson, a major figure of Icelandic culture and the leader of the 19th century Icelandic independence movement.

Manuel has a passion for good wine; he’s been a sommelier earlier in his career. His preferences are for Sauvignon Blanc (maybe from New Zealand) or a German Riesling. Eating Out or Socialising? Maybe the Rooftop bar at Cape Nidhra as a ‘chill out’ venue with expansive views or the Baan Issara for great Thai cuisine. The Hua Hin vineyard experience is also a recommendation to enquiring guests. Returning guests who have enjoyed their experiences at Putahracsa are important to Manuel. His very personal approach to them during their stay and responses to their online compliments may be one of the reasons for their frequent returns!

Dislikes

The low season may be a chance for him and the staff to recharge their batteries, but it’s maybe just too quiet and doesn’t stretch his personal drive. An arrogant or disdainful approach towards Thai culture and the community is a real no no!

Finally

Manuel still describes himself as a visitor in Thailand but increasing it is becoming his preferred home. Returning to Cologne in Germany provokes ‘goose bump’ moments especially childhood memories of the famous Cologne Cathedral, but these days homeland visits are infrequent. Manuel Lang may be considered as a quiet achiever on the Hua Hin hospitality scene. ‘Mellow Manuel’ doesn’t mean complacent but thoughtful with attention to detail in a boutique environment is available to everyone who has the chance to enjoy his hospitality.

Planting Trees to Celebrate Princess’ Birthday

On 17 May the Cha-Am District Chief Officer, Mr. Phitthaya Wongkraisrithong joined a tree planting ceremony to celebrate HRH Princess Sirindhorn’s 60th birthday anniversary. The event took place at of the Demonstration Centre of Hub Kra Phong Cooperatives Project and was also attended by Members of Biker Thailand and staff from the Demonstration Centre including the Director of the Demonstration Center Mr. Sayan Sonjai and the Chairman of Biker Thailand Mr. Jirasek Watthanamongkhol. The activity aimed to honour the Princess as involving Members of Biker Thailand in a community activity. Biker Thailand Members plane to be involved in other community in the future.

Cha-Am Beach Umbrella Upgrade

In accordance with the policy on zoning and remodeling the landscape of Cha-Am beaches, the Cha-Am Municipality has given beach umbrellas to the beach umbrella owners of Cha-Am beaches. The Cha-Am Mayor Mr. Nukul Pornsomboonsiri chaired a ceremony to present the beach umbrellas to service providers at Cha-Am beaches. The event was attended by the municipal executives and staff, public officers, as well as beach umbrella owners.

The Mayor gave 7,000 beach umbrellas to more than 100 service providers. The umbrellas are all blue in colour with edges of different colours according to different zones where they will be located. This will help the authorities to monitor the beaches. The new owners were asked to change to the new umbrellas immediately.

TAT Announces The Results of ‘High Value Tourist’ Market Study

The Tourism Authority of Thailand (TAT) has announced the results of a detailed China market research study that will help it better fine tune its marketing and promotional strategies towards a growing generation of high end Chinese travellers. The research was conducted in eight of China’s most populous cities; Beijing, Shanghai, Guangzhou, Kunming, Chengdu, Shenzhen, Xi’an and Shenyang, with a sample base of 2,400 respondents. These cities were chosen because they have direct flight connections to Bangkok. The results were announced at a press conference by TAT Deputy Governor for Policy and Planning, Mr. Santi Chudintra and TAT East Asia Executive Director, Mrs. Srisuda Wanapinyosak. China has now become the world’s top outbound travel market, with more than 70 million annual travellers and continued growth projection in the years ahead. As a result, it has become a highly competitive market. The study indicated that of the total Chinese outbound travellers, an estimated 10 million people are high-value tourists. With the mass-market Chinese visitor numbers now flowing steadily, TAT has decided to shift its focus to the highspending, long-stay market in line with the overall strategy. The study showed that the high-value tourist market group in China is aged over 18 years with a good educational background, well-being, stable job, high-income, with average expenditure per trip that is three times that of average tourists. The TAT aims to attract these customers by launching well-targeted and creative campaigns, based on the conclusions of the research. The campaigns will be coordinated and executed by all five TAT offices in China (Beijing, Shanghai, Guangzhou, Chengdu and Kunming). China is now the top source of visitor arrivals to Thailand. Chinese visitors totalled 4,623,806 in 2014, a slight drop from 2013 HUA HIN TODAY, June 2015

(-0.29%). In 2015, TAT is expecting 5.6 million Chinese tourists generating revenue of 230 billion baht, up from 190 billion baht in 2014. The profile of Chinese tourists is changing rapidly as travellers become more mature and experienced. Hence, TAT is seeing a huge diversity of Chinese tourists – from first-time visitors to group-travellers to more women travellers and young people, many of whom also speak good English. Many Chinese are repeat travellers to Thailand. TAT is targeting these travellers through marketing campaigns that emphasise the fun of shopping, enjoying a Thai massage or a game of golf. They are also being encouraged to visit new destinations such as Northeast Thailand.

Adding to the fantastic bestiary of creatures living in the Greater Mekong are new characters such as the Cambodian Tailorbird, Laotian giant flying squirrel, ‘hunch-bat of Vietnam’, an iridescentcoloured rainbow lizard, a fish who is ahead of the reproduction game, the ‘Zorro’masked water snake, a salmon-coloured orchid and a primitive whiteheaded viper. A skydiving gecko, giant flying frog, “fishzilla” (walking snakehead fish), brightly-coloured bronzeback snake, pufferfish, blind huntsman spider, red-lipped gecko, a fish with “vampire” fangs and a seven metre high carnivorous plant further add to the newly discovered assemblage.

Chinese visitors have an average length of stay of 8.1 days and spending per person / trip of up to 41,390 Baht. They enjoy travelling to different destinations in Thailand. They also prefer to travel independently and spend more time experiencing a variety of tourism activities in the local areas. According to the January 2015 statistics, Chinese visitors were up 57 percent (560,399). The fact that the tourism situation has returned to normal is an important plus point, as it will allow the airlines to expand capacity.

These discoveries, painstakingly identified and recorded by the world’s scientists and compiled here by WWF-Greater Mekong, demonstrate that the region is the frontline for scientific exploration. But they also remind us of what we stand to lose if regional development is not sustainable. The recent extinction of the rhino in the region and the ongoing plight of the tiger, whose numbers in the region may be as low as 250 individuals are poignant reminders of this. In addition, the devastating illicit trade in wildlife is now worth at least 16 billion US dollars annually. Today the region’s forests are being cleared on an industrial scale, mainly for land to produce commodities we all use. Between 1973 and 2009, the Greater Mekong countries lost 42.4 million hectares of forest, 30 per cent of forest cover. Today the Greater Mekong region forms

part of one of the five most threatened biodiversity hotspots in the world. Rapid unsustainable development, including poorly planned infrastructure, uncontrolled and non-transparent extractive activities, and agricultural expansion, as well as the rampant wildlife trade, are profoundly degrading the health of the region’s ecosystems—and consequently, the wellbeing of the millions of people who directly depend on natural resources. Warmer temperatures, and more extreme floods, droughts, and storms as a result of climate change, only exacerbate these pressures. Thorough and consistent management of ecosystems across the Greater Mekong region will help nations adequately address complex, challenging, and regional-scale issues like habitat loss and fragmentation, unsustainable natural resource use, poaching, and climate change.


21 ‘Bun Bang Fai’ 2015; Music, Madness & Mayhem Yasothon is on the Chi River in the northeastern region (Isaan) of Thailand. In May, “Bun Bang Fai 2015” the annual Rocket Festival of the Province was even more dramatic than ever to celebrate the 20th anniversary as a Thai-Japanese Joint Rocket Festival. Thailand’s Yasothon and Japan’s Chichibu are Sister Cities which have similar rocket festival. This ancient festival is believed to have originated in Laos (Isan people are direct descendants of Lao) and predates Buddhism. The festival is widely believed to be about fertility rites and an offering to the spirits to ask for both for the much needed rain and a bountiful harvest. Perhaps an early version of ‘cloud seeding’? On the opening day, visitors enjoyed the grand parade and rocket procession, a cheer leader contest and a Miss Bang Fai Contest. Giant toads and phallic symbols are prominent on several floats.

Legend has it that the Buddha, during his incarnation as the Toad King, defeated the King of the Sky to end a drought that had lasted seven years, seven months and seven days. This was ‘Raw Friday’, a night of unrestrained revelry and somewhat on the raunchy side. Sound stages, equipped with colossal speakers at top volume and complete with dancing girls were lined up along Yasothon’s main street and revelers stayed out until daybreak. On the second day, Japanese and International rocket floats joined the procession. The last day was for a variety of rocket competitions such as the Fancy Rocket and the Powerful Rocket in crowdpleasing action. An average rocket is some nine metres in length and carries 20-25 kilograms of gunpowder. The climax of the festival is launch time. They

soar through the clouds into the heavens as the launchers scamper for safety. This year no major mishaps; but miss-fires and launch pad explosions have been known. The relatively modern arrival of plastic tube casings has probably helped a little with safety issues which don’t generally have a high priority. The rockets were judged according to height achieved, how straight they fly, and the “beauty” of their smoke trail. The winning team took home around 30,000 thb, while third-place win barely

covered the cost of building the rocket. Competitors whose rockets failed to take off were forced to wallow in nearby muddy ponds. When the rocket firing was more successful the crowd rejoiced and it’s pretty clear that the money is not what it’s all about. If you join in all the Bun Bang Fai festivities you’ll end up exhausted, deafened and feeling somewhat overwhelmed by the whole experience. As one of the most chaotic Thailand experiences you certainly get a ‘big bang for your buck’!

Progress of the Government’s Water Resource Management Plan

The Government is focusing on developing more water retention areas in its water resource management plan, in order to ease recurrent flood and drought problems. Prime Minister General Prayut Chan-o-cha said that the Government is accelerating its water resource management plan, 2015-2016, which, in the initial stage, seeks to build more large and small areas to store water, in addition to providing sufficient water for consumption and agriculture. He said that relevant agencies had been told to complete the task of creating more water retention areas in time for the coming rainy season. For example, more swamps will be built, and in low-lying areas, lakes might be developed. The Prime Minister wanted to see more areas across the country that could be used for storing water, but they must not have impacts on the ecological system.

He said that local people in various areas might dig small water sources, or artesian wells, for their own water supply to help in cultivation. The Government is seeking ways that will enable them to tackle the recurring flood and drought problems. There are currently about 3,000 subdistricts that face recurrent drought. The Prime Minister stated that the digging of more water sources for water distribution would help improve the situation. Thailand’s total area covers 123 million acres. Out of this area, more than 50 million acres, accounting for 40 percent, are devoted to agriculture. Around 30 percent of the farmland is now covered by the irrigation system. The Government is striving to expand the

irrigation system to cover 40 percent of the farmland. Apart from developing more water sources, agricultural zoning has been suggested as another way to help ease water shortages. Under the agricultural zoning program, farmers would be given advice as to which crops they should produce and how to produce them for a more efficient and productive agriculture sector. He said that the situation in general is now improving. Even so, the Government is not complacent, as it is concerned about the hardships of farmers, whose problem of insufficient water sources for consumption and agriculture is a matter of great concern.

Thailand often faces an annual pattern of flooding following the dry season. In order to tackle this issue, the Government deems it necessary that all water managementrelated projects be integrated, so that flood and drought problems could be tackled more effectively. Because of the low levels of water in major dams in 2015, the Royal Irrigation Department has prioritized water allocation corresponding to the water volume in various dams. World Environment Day is held each year on June 5th. It is one of the principal vehicles through which the United Nations (UN) stimulates worldwide awareness of the environment and enhances political attention and action. Prime Min The 2015 theme for World Environment Day is sustainable consumption and production. The slogan for the theme is “Seven Billion Dreams. One Planet. Consume with Care.” It means living within planetary boundaries is the most promising strategy for ensuring a healthy future. What do people do? World Environment Day activities include street rallies and parades, as well as concerts, tree planting, and clean-up campaigns. In many countries, this annual event is used to enhance political attention and action towards improving the environment. This observance also provides an opportunity to sign or ratify international environmental conventions. Background World Environment Day was established

by the United Nations General Assembly in 1972 to mark the opening of the Stockholm Conference on the Human Environment. Another resolution, adopted by the General Assembly the same day, led to the creation of UNEP. It is hosted every year by a different city and commemorated with an international exposition through the week of June 5. Symbols The main colours featured in many promotions for this event are natural colors depicting nature, the earth and its natural resources. These colours are often softer shades of green, brown and blue. 22 Poetry in Motion – The Bats of Cha-Am Bats

They billow from a hillside in Cha’am. Together, they are more than plural: the planet’s darkest song, a tongue, a serpent muscling air apart, a dire banner come unfurled, a river flowing wholly from the old, mute mountain’s desperate heart, the last confession of the world. Conceive of each one singly, if you can.

This poem originally appeared in the December 2005 issue of Poetry Magazine, by the well-published Canadian poet, Amanda Jernigan. At fifteen years old, she spent a year in Thailand as an exchange student. We guess that a trip may have included a visit to the Nayang Bat Cave near Cha-Am where she received her inspiration and that Cha’am is ‘poetic licence’ for Cha-Am. ‘Billowing’ is a very apt description of the appearance each sunset of probably millions of fruit bats that flow out from

the mountainside in what appears to be a rather sudden cloud of smoke streaming into the skies. Having said millions, some people only say hundreds of thousands, but others estimate 10 million in the swarms above, there’s no one counting! Nayang Bat Cave is something short of 10 kilometres north of Cha-Am, not really that easy to find, but if you head inland about 5 kilometres along the scenic route before reaching Puktien Beach the locals will steer you towards a very large outcrop with a distinctive cave in the face. The nearby viewpoint by the roadside is likely to have a few visitors. It’s really just a platform on the roof of a building which has a perpetual ‘for sale’ sign and the owner may want 20 thb for the privilege. Around 6.30 pm you’ll notice an increase overhead of small flying creatures before the masses emerge from the hillside. Annoyingly though it’s just starting to get dark, so best to choose a cloudless sky for a clear background if photography is on your mind. After 10 or 15 minutes of the steady stream flooding from the hillside to find their nightly succor it’s all over, apparently returning at first light. This is not a unique scene in Thailand, but many locals around Cha-Am may be

oblivious to the spectacle. If you are into nature as a mass choreographed display, bats on this scale of unison takes some beating. Take a drive some evening to be a witness. You may also be inspired to poetry after the display!

24 Nepal: A Story of Hope When the first tremors were felt last month in Nepal, nobody would have thought that they were living through the strongest earthquake to hit the country in almost eighty years. What followed was a tragic horror story of destruction, death and harrowing images, further exacerbated not only by the poorly prepared nation but by the many strong aftershocks felt thereon. Estimates range from between 7.8 to 8.1 on the Richter scale, but what can cast no doubt is that this is the most devastating event to have struck a country that was previously not short of problems. Already known for its dysfunctional political system, poverty and corruption, it is as if nature set out to stretch the limits of Nepali resilience to the adverse. Over 8,500 deaths and 19,000 injuries have been the gruesome statistics of a seism that has to this date displaced over half a million people and destroyed over eighty percent of the infrastructure. This was however not without warning, as seismologists had previously commented on the lack of resistant infrastructure that the country possessed and the lack of scrutiny with which buildings were erected. The 1934 earthquake was of a bigger magnitude yes, but the quantity of buildings were less, of fewer stories, the population was smaller and of minor density. International aid poured in within hours of the tragedy, international organisations from the United Nations to the Red Cross and countries from around the globe rushed to show their support and solidarity – at times too overwhelmingly, for it seemed again as if Nepal’s bureaucratic woes were going to prevent a rescue effort of effective proportions to be appropriately carried out. Pictures appeared of stockpiled aid and packed runways, news emerged of planes filled with aid returning as they had left their respective nations and the anger and confusion grew substantially across the Nepali public and a number of international media. But things must be delineated clearly once they are seen from the larger scope. Many were the organisations that attempted to individually distribute the aid with no regard towards equity, both in light of a self-devised plan of action and a lack of trust in the government’s capability and its previously witnessed modus operandi. They wouldn’t be to blame for their scepticism: Nepal grabs the 126th spot of the latest Transparency International Report out of 174 nations, something that speaks for its governmental integrity and effectiveness. However, slowly the realisation of there having to be an impartially centralised system of distributions surfaced, one that would consider the needs of the entire population as opposed to that of those in mere sight, a task that little by little has been overseen by the local district authorities. The effort is to this day continuous, but the funds gathered are yet to meet the targeted goal set by the estimates of the United Nations, who called for 423 million dollars to be provided in order to grant a basic set of amenities for individuals who are currently living in camping tents or and makeshift huts. Currently just over 92 million dollars have been raised, a fifth of the needed capital. Distributing the aid continues to be

a challenge, especially in the logistical aspect, given that the earthquake severely damaged many of the roads that were at times the only ways to pass aid onto certain villages. Landslides and aftershocks have left many cars trapped midway and the breakdown of telecommunications has made it challenging to establish contact with villages. Despite this the effort continues and will keep on doing so. Nepal stands before a challenging chapter of its illustrious history, with the worst possibly yet to come due to the monsoonal torrential rains that may affect people’s shelter and the propagation of diseases. The nation has lost much: scores of people, homes, iconic world heritage sights, crops, businesses, roads and infrastructure. But it hasn’t lost the will to live, a trait characteristic of the Nepali DNA. Few countries are as unprepared to withstand but as willing to endure. They say hope is the last thing someone loses. Nepal never lost it before and if they haven’t now, they never will.

The British Elections: Results and Prospects United Kingdom polls came and went. In their path, they left much relief, sorrow, disappointment and intrigue. Year long, candidates of the main parties embroiled themselves in a tense battle of words and promises, hoping to gain the majority of votes to rule at the commons. Speculation of there being a change in the ruling party was at one point prominent, which is why many were left surprised when the Conservatives regained the right to rule. The surprise was not in David Cameron remaining Prime Minister, but in the style of his party’s victory. Something did change indeed, in that last election’s hung parliament wasn’t repeated, which saved the Tories more than a headache or two. Majority was filed in favour of the ruling party, which meant that Cameron could finally stop pretending to be friends with Nick Clegg of the Liberal Democrats. The latter failed miserably at securing seats, as his party dropped from 56 in 2010 to a dismal 8 in this year’s polls and whilst he kept his own, the shame was too great to bear for the man from Chalfont, who resigned from his post the day after. The other parties fared no better, the obvious example being Labour. Great hopes were laid on the movement led by Ed Miliband, who had actively presented a plan with which he aimed to replace a ‘’failed, tired government’’. He mainly had hoped to do this by building an incoming generation of progress, a strong academic foundation, a National Health Service (NHS) that cares for the citizen, a higher living standard for the working class and a control on immigration. Convincing as it sounds, it never quite seemed to appeal to the British population, as the results at the polls were dismal and Labour actually lost twenty six seats in comparison to the last elections. The consequence: Miliband packed his bags. The other party that had as of late captured the public’s attention was the United Kingdom Independence Party (UKIP). Led by the boisterous Nigel Farage, UKIP is one of the most controversial parties to rise in the last few years. Categorised almost as an extreme right wing party, they received a surprising backing because of their Eurosceptic ideology, which promised a European Union (EU) referendum should his party be elected. UKIP appealed to the general public discontent with the UK economy by pointing fingers at the monetary contribution the kingdom made to the EU. Equally, it blamed immigration when addressing the problem of jobs and budget allocations, and promised strict policies for immigrants in the UK if he was elected. The popularity however, began to decrease, mainly because of its progressive association with racist values, case in point when UKIP senior politician Godfrey Bloom addressed the African population as ‘’Bongo Bongo Land’’. The consequence: One seat in parliament and Farage’s resignation. The prospects of an EU referendum however, have not been downplayed, as in fact it was the Conservatives themselves who first expressed displeasure with EU monetary contributions, and thus, the 56th UK election was one of the most observed in the political panorama of European affairs. A British exit (or ‘’Brexit’’ as it has already been dubbed) from the Eurozone would undoubtedly create controversy, both amongst nonHUA HIN TODAY, June 2015

Eurosceptics and Brussels. Chancellor Angela Merkel knew this question would come to haunt her sooner or later (especially with a Tory victory), but could it potentially haunt British commerce established abroad too? As we know them today, the EU and the UK share almost everything but its currency, something that has kept a tightly knit relationship between the two. As strong tides approach however, we might see a move that will sink firms, government and ties. The UK is thus at the forefront of yet another conservative five year term. Decisions made locally in regard to the public health system, immigration or education and internationally in regard to its EU membership, will definitely determine whether or not we will witness a third consecutive spell in 2020.

Summer not only signifies warmer weather and longer days, but it also means the arrival of delicious tropical fruits to our grocery stores such as mango, papaya and pineapple. Let’s get scrubbing with these delicious fruits. Glycolic acid remains one of the best ways to rapidly exfoliate the skin. You can find glycolic acid in all types of serums, masks and scrubs for the face and body. Maybe you’ve wondered where glycolic acid comes from? Sugar cane juice! Thailand is filled with sugar cane fields everywhere you turn. And I can assure you that this tropical combination will leave your skin feeling more smooth and moisturized. Pineapple is high in Vitamin C, which is a wonderful antioxidant and also needed by the body to produce collagen. The combination of the sugar cane and pineapple will not only be a fantastic exfoliating scrub, but will also stimulate collagen production all over the body.

Mango Body Scrub For Sensitive Skin

1 1/2 cup cane sugar- glycolic acid 1/2 cup walnut or coconut oil 1/4 – 1/2 pineapple (1/2 cup puree) Depending on the size of your pineapple you may need 1/4 to 1/2 of the pineapple meat (edible fruit) cut out of the pineapple to create a 1/2 cup of puree. Take cut pieces of the pineapple and place in a blender or food processor. Puree until a smooth consistency and then place in a mixing bowl. Add the cane sugar and walnut oil into the bowl. If you have a nut allergy, feel free to swap out the walnut oil for coconut oil or extra virgin olive oil. Mix with a spoon thoroughly and for your next shower or bath, scrub the mixture onto your body, taking extra time at your knees and elbows. Rinse with warm water.

Mangoes are a rich source of Vitamin A, which helps slough off dead skin, and helps new, fresh cells beneath the skin appear. Oats are also a fantastic exfoliator and great for those rough patches that can appear during summertime. The last ingredient in this tropical scrub is wonderful for sensitive skin types because honey is known for its healing and soothing properties. 1 mango 2 tablespoons oats 1 teaspoon honey Cut up an entire mango into chunks and then place in a blender or food processor to puree. Mix in the oats and honey, and stir well with a spoon. While in the shower you can use this recipe as a scrub first and then a mask by leaving it on the body for 5-10 minutes. Then rinse with warm water and follow with moisturizer.

“Fruit of Angels” Papaya Sea Salt Body Scrub

Papaya is often referred to as “fruit of angels” and one reason for this nickname could be papaya’s angelic affect on your skin. The papaya fruit applied topically is ideal for fighting blemishes and acne. This would be the right scrub for you if you fight back acne and need an extra dose of exfoliation. The Vitamin C found in papaya also has antiinflammatory properties, another reason it’s fantastic in the fight against chest or back pimples. 1/2 cup sea salt 1 papaya 2 tablespoons olive oil (optional) Cut the papaya fruit and blend in a food processor or blender until a smooth paste consistency. Mix in half a cup of sea salt to create a grainy paste and then use as a scrub for your body. I wouldn’t recommend adding in any type of oil if you are battling blemishes, since oil can sometimes clog the skin and create more breakouts. But if you are just looking for an overall body scrub, go ahead and add in the 2 tablespoons of olive oil, mix with a spoon well and then use as a scrub.

34 Prowlin’ Around Pranburi

Pranburi is rapidly developing into Hua Hin’s favourite weekend or day trip escape. Just as Bangkok residents enjoy a weekend away from the ‘Big Mango’, for Hua Hin or Cha-Am, ocean-side Pranburi offers Hua Hin locals an escape from daily routine. Our ‘prowl’ was in a brand new Mitsubishi Triton Double Cab 4 X 4 (Sterling Silver); a test vehicle provided by Pranburi Premier Supply Co.,Ltd. ( Hua Hin branch) The Triton is clearly a very versatile vehicle. Some may use it as a workhorse and way to transport their goods or equipment in the cargo bed (around 1.5 x 1.5 metres). Others may take advantage of the 4 X 4 drive to negotiate off road conditions or as family-oriented transport with a four door cabin. For us it was a ‘tourer’; a hasslefree way to take in the sights in comfort and style. The focus of our ‘Pranburi prowl’ was the seven kilometre strip commencing at the southern side of the Pranburi estuary and finishing at Wat Pak Klong Pran. It’s easy to find the Pranburi River entrance just a few kilometres oceanside of the town from Petchakasem Road. The river entrance is a squid processing centre with multiple drying racks which are a little ‘on the nose’. Far enough away are probably the most authentic seafood restaurants you will find anywhere in Thailand. From the ‘squid centre’ the ocean frontage heads south along a brand new road and is protected by a breakwater which has resolved any erosion issues. Cycling along this strip is a popular and easy way for visitors at the many resorts and hotels to get around. Some of the ‘big boys’ (Evason and Sheraton), have been here for some time and there are also more boutique style options if you are planning to stay. This could be the perfect unplanned romantic getaway where you can find your preferred style of accommodation for a spur of the moment weekend away. We called into the Ley Café for an excellent cappuccino half way along the strip. They also have an onsite bed and breakfast (the Foresta Resort) in a shady garden setting if the ‘unfussy’ style is your thing. At the end of the strip you’ll find some cliffs and caves sheltering a sandy beach at Khao Kowlok and the Thaao Ko Sa Forest Park. This is a great place for kids to safely explore and just have fun. Finally the glittering Wat Pak Klong Pran marks the completion of this cruise.

ABOUT THE NEW MITSUBISHI TRITON The fifth-generation Mitsubishi Triton is produced at the Laem Chabang Factory of Mitsubishi Motors Thailand Co. and rolled-out in more than 150 countries. It’s always more relaxing to take a day trip when the vehicle you are driving is carefree, easy to drive and comfortable. Our Triton offered much more than we needed for our very simple cruise. The word ‘nimble’ kept coming to mind. I’ve never been a fan of the large, high riding vehicles. In days gone past they were awkward, clumsy and not a lot of fun to drive. To say they were nimble would be far from the truth. Things have changed; I was surprised how responsive, lively and agile the Triton proved to be. The only real adaptation I needed to make from my sedan was the extra step up (and down) to be seated. Apart from enjoying the higher driver

position, there is no need to adopt a different driving style. It may be dubbed the “Ultimate Sport Utility Truck,” but it doesn’t feel like you’re driving a truck! Apart from nimble, this classy vehicle is both simple and versatile. นายกเทศมนตรีเมืองหัวหิน สว.หัวหิน แขวงการทาง หัวหินฯ ประชุมร่วมกลุม่ ปัน่ จักรยานเพือ่ หาแนวทางในการ ดูแลรักษาความปลอดภัยการเกิดอุบตั เิ หตุในท้องถนน จากการเปิดเผยของ นายนพพร วุฒกิ ลุ นายก เทศมนตรีเมืองหัวหิน จ.ประจวบฯ ว่าได้ประชุมร่วมกับทาง พตต.อนัญญ์ สงวนสุด สว.จราจรเมืองหัวหิน ผูอ้ �ำ นวยการ แขวงการทางหัวหิน-ประจวบฯ และกลุม่ ชมรมจักรยานบ่อ ฝ้าย-สมอโพรง-วังไกลกังวล-นเรศดำ�ริห์ ประมาณ 200 คัน เนือ่ งจากในห้วงของกลุม่ ชมรมฯ ได้น�ำ เอาจักรยาน ปัน่ ถีบ ออกไปตามท้องถนนหลวง(เพชรเกษม) ตัง้ แต่หวั สนามบินจรดบ้านเขาเต่าและในเมืองนัน้ มักจะก่อให้เกิดอุบตั เิ หตุโดย เฉพาะรถยนต์-จักรยานยนตร์ ทีข่ บั ด้วยความเร็วสูง ซึง่ ขณะ นีเ้ ป็นปัญหาหนักทัว่ ประเทศ จนทำ�ให้ทางรัฐบาลต้องออกมา ประกาศแจ้งเตือนให้ทาง ตำ�รวจ องค์กรปกครองส่วนท้อง ถิน่ หามาตรการดูแลช่วยเหลือกลุม่ นักปัน่ จักรยาน

ซึง่ นอกจากจะเกิดอุบตั เิ หตุแล้ว ถนนในแต่ละเส้น ทางนัน้ ก็ช�ำ รุดทัง้ พืน้ ทีถ่ นนทรุด ฝาท่อน้�ำ เสียชำ�รุดคดทำ�ให้ รถตกร่องฝาท่อเหล็ก รถใช้ความเร็วสูง จักรยานยนตร์ ย้อนศร ฯลฯ ซึ่งผลสรุปในเบื้องต้นนั้นทางเทศบาลฯ

แขวงการทางฯ และ ตร.จราจร ได้ก�ำ หนดรูปแบบในทาง ปฏิบตั ใิ ห้กบั กลุม่ ฯชุมชนฯ ดังนี้ 1.ติดป้ายประกาศแจ้งเตือน ให้รถยนต์- จักรยานยนตร์ ทีข่ บั ลอดใต้อโุ มงค์หวั สนามบิน เข้ามาในตัวเมืองนัน้ ใช้ความเร็วได้เพียงแค่ 50 กม./ชม. จาก เดิมทีม่ กี ารขับกันด้วยความเร็ว 80-120 กม./ชม. 2.ถ้าทาง แขวงการทางฯ เทศบาลฯ มีการสร้างถนนเส้นทางใหม่โดย เฉพาะทางเลีย่ งเมือง ทางนอกตัวเมือง ให้มกี ารสร้างเลนท์ จักรยาน ควบคูท่ างไหล่ถนน 3.ถ้ากลุม่ -ชมรมฯ จะมีกจิ กร รมใดๆ ในการปัน่ -ถีบในรูปแบบของหมูค่ ณะฯ ให้แจ้งกับทาง ตร.จราจร เพือ่ จัดรถนำ�ขบวนให้เพือ่ ความปลอดภัย อนึง่ ฯ ขณะนีไ้ ด้เกิดกลุม่ -ชมรม จักรยาน ในเขต เมืองหัวหินมากยิง่ ขึน้ โดยเฉพาะชาวต่างชาติทเ่ี ข้ามาอยูอ่ าศัย ซึง่ ถ้ามีการนำ�เอาจักรยานมาใช้กนั มากๆแล้ว ก็จะทำ�ให้เมือง หัวหินนัน้ ลดมลภาวะทางด้านควันท่อไอเสีย การจราจรที่ ติดขัดได้อกี ระดับหนึง่ ด้วย

เป็นอย่างยิง่ เนือ่ งจากก็จะเป็นแหล่งแรกของประเทศไทยเราที่ ได้มกี ารสร้างขึน้ มา ในส่วนของเงินงบประมาณนัน้ ก็ยงั ตอบไม่ได้วา่ เท่าเพียง แต่ว่านอกจากทางกองทัพบกจะเป็นเจ้าภาพหลักแล้วก็ยังมี บริษทั ภาคเอกชนรายใหญ่อย่าง บริษทั ช.การช่าง บริษทั เบญจ มาศฯ ฯลฯได้ให้ความร่วมมือในการจักงบประมาณลงมาให้ใน การสร้าง กำ�หนดในรายละเอียดนัน้ ในวันที่ 25 พฤษภาคม ทาง กองทัพบกจะทำ�พิธวี างศิลาฤกษ์ภายในพืน้ ที่ ส่วนรายละเอียด นัน้ ก็แถลงข่าวไปแล้ว ซึง่ หลังจากนัน้ ก็จะเร่งรีบดำ�เนินการสร้าง ตามรูปแบบให้แล้วเสร็จภายในวันที่ 10 สิงหาคม 2558 ตาม คำ�สัง่ ของท่าน ผบ.ทบ. ซึ่งก็ขอชี้แจงในรายละเอียดเลยว่าถ้าพิพิธภัณฑ์บูร พกษัตย์นส้ี �ำ เร็จเสร็จสิน้ ลงแล้วก็จะเป็นแลนด์มาร์กให้กบั เมือง หัวหิน ให้ผคู้ นชาวไทยทัว่ ประเทศได้เดินทางมากราบเคารพสัก การะเหล่าบูรพกษัตย์ไทยทัง้ 7 พระองค์ ทีไ่ ด้สร้างคุณความดี ปกป้องบ้านเมืองในอดีตมาให้ลกู หลานในปัจจุบนั พร้อมกันนี้ ก็ยงั จะเป็นศูนย์แหล่งท่องเทีย่ วทางประวัตศิ าสตร์ชาติไทยเรา ให้นกั ท่องเทีย่ วชาวไทยและชาวต่างชาติได้เห็นควบคูก่ นั ไปด้วย ครับ พอ.สมพล ฯ กล่าว

กองทัพบกร่วมกับโรงเรียนนายสิบหัวหิน และบริษทั ภาคเอกชนสร้างพิพธิ ภัณฑ์บรู พกษัตริยไ์ ทย เพือ่ ป็นจุดศูนย์รวม จิตใจของผูค้ นและเสริมสร้างแหล่งท่องเทีย่ วให้กบั เมืองหัวหิน จากการเปิดเผยของ พอ.สมพล แก้วมะเริง ผอ.กอง ยุทธศึกษาโรงเรียนนายสิบ อ.หัวหิน จ.ประจวบฯ ว่าขณะนีท้ าง พล.ต.สัญญา จันทร์สงวน ผบ.รร.นายสิบหัวหินได้รบั คำ�สัง่ จาก ทางกองทัพบกให้ปรับพืน้ ทีบ่ ริเวณทางด้านเหนือของโรงเรียนฯ จัดสร้างพิพธิ ภัณฑบูรพกษัตย์ไทยภายใต้ชอ่ื ว่า อุทยานราชภัก ตัง้ ประดิษฐ์ฐานในพืน้ ทีห่ นั หน้าออกทะเลหันหลังติดภูเขา โดย พระบรมกษัตริย์ท่จี ะสร้างนั้นก็มี พ่อขุนรามคำ�แหงมหาราช สมเด็จพระนเรศวรมหาราช สมเด็จพระนารายณ์มหาราช สมเด็จพระเจ้าตากสินมหาราช สมเด็จพระพุทธยอดฟ้าจุฬาโลก สมเด็จพระจอมเกล้าเจ้าอยูห่ วั และ สมเด็จพระจุลจอมเกล้า เจ้าอยู่ รวม 7 พระองค์ ซึ่งรูปดังกล่าวจะเททองหล่อสัมฤทธิ์ท่มี ีความสูงของ ฐาน 9 เมตร และความสูงของพระบรมกษัตย์แต่ละองค์สงู 18 เมตร แต่งองค์ทรงเครื่องและสีสันออกแบบโดยทางกรม ศิลปากร เพือ่ ให้สอดคล้องกับลักษณะความเป็นจริง ซึง่ ก็ดจู าก แบบแปลนแล้วทุกๆพระองค์จะตระหง่าน และสมพระเกียรติ

น.ส.บรรจง กองเมือง เปิดเผยว่า ตนกับ น.ส.บุญ เรือน น้องสาว มีอาชีพทำ�นา โดยมีนาข้าวอยูก่ ลางทุง่ อีก ทัง้ ช่วงทำ�นาแต่ละครัง้ นัน้ ลำ�บากมากเพราะไม่มที างเดิน โดยตนต้องซือ้ ไม้ยคู าลิปตัสมาวางเป็นลูกระนาดทำ�ทาง เดินในการทำ�นา และขนข้าวโดยไม้ทกุ ท่อนต้องช่วยกัน แบกเองถึง 20 วันจนบ่าแตก เพราะไม่มคี นช่วย และ หมดเงินไปนับแสนบาทจนกระทั่งมีทางเดินแต่ก็ถูกคน กลัน่ แกล้งมาแก้ลกู ระนาดออก และจุดไฟเผาไม้จนเสีย หายไปครึง่ ทาง เพราะไม่ตอ้ งการให้ใช้เส้นทางดังกล่าวใน การทำ�กิน อีกทัง้ หากต้องการผ่านเส้นทางก็มกี ารเก็บค่าผ่าน ทางครั้งละ 300-500 บาท จึงทำ�ให้ต้องเปลี่ยนเส้น

ทางเดินลงสูน่ าข้าวกลางทุง่ นาหมู่ 1 บ้านวังตะโก ต.วังตะโก อ.เมือง จ.เพชรบุรี ทีม่ กี ารถมเป็นเส้นทางยาว ประมาณ 150 เมตร สร้างความปลืม้ ปีตใิ ห้แก่ น.ส.บรรจง กองเมือง อายุ 58 ปี และ น.ส.บุญเรือน เกิดทรัพย์ อายุ 53 ปี 2 พีน่ อ้ ง ต.เวียงคอย อ.เมือง จ.เพชรบุรี เป็นอย่างมาก เพราะทางดังกล่าวได้รบั พระราชทานจาก พระบาทสมเด็จพระเจ้าอยูห่ วั หลังจากที่ 2 พีน่ อ้ งได้เขียน จดหมายกราบบังคมทูลขอพระราชทานความช่วยเหลือ ขอให้มที างเข้า-ออกนาข้าวทีใ่ ช้ท�ำ กินมานานหลายสิบปี แต่มีความยากลำ�บากมาก โดยเส้นทางดังกล่าวหาก ต้องการผ่านจะมีผเู้ รียกเก็บเงินค่าผ่านทางครัง้ ละ 300500 บาท

ทางการเดิน แต่กม็ รี ะยะทางไกลกว่า 1.5 กิโลเมตร ซึง่ ลำ�บากมาก ตนจึงชวนน้องสาวขึน้ รถโดยสารประจำ�ทาง ไปทีว่ งั ไกลกังวล หัวหิน พร้อมกับเขียนจดหมายไปขอ พระราชทานทาง โดยมีเจ้าหน้าที่สำ�นักราชเลขาธิการ พระบรมมหาราชวัง รับหนังสือไว้ และบอกว่าหากป้าบุญ มีวาสนา ป้าคงได้รบั ความช่วยเหลือ หลังจากนั้นไม่นาน ได้มีจดหมายจากสำ�นักราช เลขาธิการพระบรมมหาราชวัง มาถึงตน โดยครัง้ แรกทีไ่ ด้ รั บ จดหมายรู้สึก ดี ใจมากที่สุด ในชี วิต ที่พ ระองค์ ท่า น พระราชทานความช่วยเหลือมาถึงตนและครอบครัว ถึง 2 เรื่อง เป็นเรื่องของถนน และเรื่องร้องครอบครอง ปรปักษ์ ต่อมา ได้มเี จ้าหน้าทีจ่ ากสำ�นักงานอัยการจังหวัด

เพชรบุรี ลงมาให้ความช่วยเหลือ หลังจากทางสำ�นักราช เลขาธิการมีหนังสือไปยังอธิบดีอัยการ สำ�นักคุ้มครอง สิทธิและช่วยเหลือกฎหมายแก่ประชาชนให้ดำ�เนินการ โดยมีเทศบาลตำ�บลหัวสะพาน ดำ�เนินการนำ�หินมาถมทำ� เป็นทางให้จนกลายเป็นถนนพระราชทานในทีส่ ดุ ทั้งนี้ ตนและครอบครัวต่างซาบซึ้งในพระมหา กรุณาธิคณ ุ ของพระองค์ทา่ นอย่างหาทีส่ ดุ มิได้ทพ่ี ระองค์ ทรงพระราชทานความช่วยเหลือมาในครัง้ นี้ และในวันที่ 22 พ.ค.58 จะจัดงานเปิดถนนพระราชทาน และทำ�บุญ ถวายเป็นพระราชกุศลแด่พระบาทสมเด็จพระเจ้าอยูห่ วั อีกด้วย

เตรียมสร้างพิพิธภัณฑ์บูรพกษัตย์ไทย 7 พระองค์

พอ.สมพลฯ ยังกล่าวอีกว่า สำ�หรับในการดำ�เนินการนัน้ ทางโรงเรียนนายสิบฯ และกองทัพบก ก็ได้รบั ความร่วมมือจาก ทาง นายกเทศมนตรีเมืองหัวหิน แขวงการทางหัวหิน การไฟฟ้า ส่วนภูมภิ าค และอีกหลายๆหน่วยงาน ในการเข้าร่วมปรับและ จัดสาธารณูประโภคเข้าไปในศูนย์ฯ

แก้ไขปัญหาการจราจรในเมืองหัวหิน

แจ้งมากมายหลายเรือ่ งโดยเฉพาะ กรณีแขวงการฯมีการ สร้ า งเส้ นทางในบริ เวณหน้ า สำ � นั ก งานที่ดิน และหน้ า หมู่บ้านเอื้ออาทร(เขาเต่า) และมีการขุดเป็นร่องกลาง (บ่อน้ำ�) แล้วมิได้มีการปิดกั้นการ์ดเลนส่งผลทำ�ให้เกิด อุบตั เิ หตุรถผลัดตกลงไปในร่องกลาง รถในเส้นทางตรง จากอุโมงค์(หัวสนามบิน)ขับด้วยความเร็วสูงเกินอันตรา ความเร็วกำ�หนดส่งผลทำ�ให้เกิดอุบตั เิ หตุชนนักท่องเทีย่ ว ชาวาจีนเสียชีวิต บาดเจ็บ จุดตัดบริเวณหมู่บ้านหัวนา สัญญาบอกจุดไม่ชดั เจน เกิดอุบตั เิ หตุรถจักรยานยนต์ชน กันเป็นประจำ� รถบรรทุกปูนซีเมนต์ผสม เลีย้ วเข้าออกใน จุดตัดทำ�ให้ถนนเสียหาย เศษสิง่ ของปูนตกหล่นในถนน เพชรเกษมตลอดแนวโดยเฉพาะในตัวเมืองหัวหิน ใน แต่ละพืน้ ทีข่ องถนนอย่างเช่น ถนนเพชรเกษมตลอดแนว มีรถรับจ้าง – รถบัส รถบรรทุก ยึดพืน้ ทีจ่ อด รวมทัง้ รถ จักรยานยนต์สง่ ผลทำ�ให้เส้นทางถนนทีจ่ ะต้องสัญจรละ เลีย้ วซ้าย-ขวา ติดขัด ทีผ่ า่ นมานัน้ ก็มกี ารเขียนป้ายบอก ห้ามจอด มีโทษ ปรับแต่ปรากฏว่าทาง จนท.ตร. จนท.แขวงการฯมิได้ด�ำ เนิน การใดๆ ซึง่ ทัง้ หมดนีท้ �ำ ให้เมืองหัวหินถูกตำ�หนิจากทาง ชาวไทยและชาวต่างชาติวา่ ไม่สามารถทีจ่ ะแก้ไขปัญหา เหล่านีไ้ ด้ และในส่วนของถนนซอยซึง่ อยูใ่ นความรับผิด ชอบของทางเทศบาลฯ นัน้ ก็นา่ จะมีการจัดทำ�เป็นเส้นทาง วันเวย์ ขึน้ มภรองรับเพือ่ ให้รถได้มกี ารเคลือ่ นตัวได้อย่าง ต่อเนือ่ งและก็ยงั พบอีกว่า บางร้าน บางโรงแรม และบ้าน

อนึง่ ฯ สำ�หรับพิพธิ ภัณฑ์บรู พกษัตย์ดงั กล่าวนีอ้ ยู่ ในพืน้ ทีข่ องโรงเรียนนายสิบทหารบก(ค่ายสมเด็จพระศรี สุรโิ ยเดิม) ห่างจากตัวเมืองหัวหินประมาณ 10 กม. ติด กับถนนเพชรเกษม

พัก นัน้ ก็ยงั นำ�เอาโต๊ะเก้าอีม้ าวางปิดกัน้ ในบริเวณทีจ่ อด รถเพือ่ กันเอาไว้ให้รถของลูกค้าได้เข้ามาจอดและก็ยงั มี การจอดซ้อนคัน ซึง่ ทัง้ หมดนีก้ ม็ ไิ ด้มกี ารดูแลแก้ไขปัญหา ใดๆเลย การประชุมแต่ละครัง้ นัน้ มันก็คอื ปัญหาเดิมๆ ทีม่ นั เกิดขึน้ มาโดย จนท.ของรัฐอย่าง ตร.จราจร จนท.เทศกิจ จนท.แขวงการทางหัวหิน มิได้ใช้กฎหมายและเทศบัญญัติ มาบั ง คั บ ใช้ กั น เลย ซึ่ ง การประชุ ม ในวั นนี้ ท างฝ่ า ย สำ�นักงานนโยบายและแผนการขนส่งการจราจร กระทรวง คมนาคมก็ได้รบั ผลของปัญหาทีถ่ กู ค้นพบแล้วนำ�เสนอใน ทีป่ ระชุม เพือ่ นำ�เอาไปกำ�หนดเป็นแผนปฏิบตั กิ ารแล้วนำ� มาให้ฝา่ ยท้องถิน่ ได้ปฏิบตั กิ าร อนึง่ ฯ ผูส้ อ่ื ข่าวหัวหินทูเดย์ ได้รบั การร้องเรียน จากทางหนังสือร้องเรียน เว็บไซต์ การแจ้งจากตัวบุคคล ว่าปัญหาทางด้านจราจรในเขตเมืองหัวหินนัน้ ก็คอื เหล่า รถรับจ้างที่จอดรถในพื้นที่ของถนนเพชรเกษม ถนนใน ตรอก-ซอย การสร้างถนนของแขวงการทางฯ ทีไ่ ม่เป็น ระบบสากล ถนนชำ�รุดไม่มกี ารซ่อมบำ�รุงรักษา การวาง กวยยาง-แผงปิดกัน้ ในจุดตัดเส้นทางเข้าออก รวมทัง้ เส้น ทางเดินทางเท้าของถนนเพชรเกษมถูกยึดวางตั้งร้านฯ ชำ�รุดเสียหาย ป้าย – ต้นไม้ ปิดบัง จนทำ�ให้นกั ท่องเทีย่ ว ชาวต่างชาติเดินสัญจรไม่ได้เป็นช่วงๆ จึงต้องทำ�ให้ลงมา เดินในถนนแล้วเกิดอุบตั เิ หตุ จึงขอให้ทางแขวงการทางฯ เร่งดำ�เนินการทางกฎหมายละปรับปรุง
