J. G. REUTTER Mayor

MAYOR REUTTER was born in Stamheim, Germany, Oct. 26th, 1868, and came to this country in Ju~y, 1884. A sixteen year old boy in a strange land, with no knowledge of the language or customs of his adopted country, he met the many obstacles that confronted him with the same pluck and energy that has characterized his actions throughout his entire life. For the first ten yea rs of his life in America he worked for others in his chosen occupation, that of the ret a il meat business, and at the end of that period he embarked in business for himself, and from a small beg inning he built up a business that is a credit alike to Mr. Reutter and the city . In 1890 Mr. Reutter was married to Miss Mary Schoettle and to their union has been born two children, Olga and Lewis, ,vho are now completing their education in different institutions.

In 1889 Mr. Reutter became an active factor in city politics, which received recognition by his being appointed a member of the Police and Fire Commission, since which time he has served the city as Alderman for six yea rs, two yea rs as City Treasurer, and is now serving his second year as Mayor, The Mayor is a member of the German Lutheran Church, is a Thirty-Second Degree Mason, an enthusiastic Oddfellow and an active member in man y other fraternities of the city. He is identified with some of the city's best business enterprises, holding positions on the Board of Directors in some of them.

HENRY BEHRENDT

Chief of Police

CHIE F OF POLICE HENRY BEHRENDT was born in Detroit, Mich ., in 1869, and moved to Lansing with his parents in 1876. Was engaged in the cigar business with his father several years and when the Spanish-American war broke out, enlisted in Co. E, 31st Michigan Volunteers. At the close of the war, was elected Police Constable for two terms. Was then appointed Chief Deputy Sheriff for Ingham County and held that office four years. In July, 1906, Mr. Behrendt was appointed Chief of Police, which office he has held continuously.

When Chief Behrendt took charge of the department, it was in a deplorable state of dis-organization, but he immediately took steps to reorganize the force and bring the department up-to-date. By creating the offices of Detective and Lieutenant, and the addition to the dep~rtment of modern appliances, he has brought the department up to a standard that is se ldom found in a city the size of Lansing.

Chief Behrendt during his sixteen years career as an officer has established an enviab le reputation as a thief catcher, and is noted for his ability to obtain a confession from a criminal without resorting to the so-called "Third Degree" methods in the least. He is known to nearly every Chief of Police in the United States and is looked upon as one of the keenest officers in the country. He ranks high in the International Association of Chiefs of Police, of which he is a member, and has, on several occasions, been ca ll ed upon to read a paper at their conventions.

·when Henry Behrendt took command of the police department, the entire roster showed but eleven officers, patrolmen and all. The department now consists of 29 men, who, through their faithful attendance to their respective duties and their intelligence, have made the department one of the most efficient in the cou ntry. Crime has been reduced to a minimum in Lansing as professional thieves very well know that shou ld they vis it Lansing, their career will prove to be a short one.

HUGO R. DELFS

Chief of Fire Department

MR. DELFS was born in Davenport, Iowa, in 1865 and received his education in the schools of that city. At the age of eighteen years he came to Lansing, and this city has been his home ever since. His early education in his native city included the rudiments of fire fighting, he occupying the position of "torch boy" in one of the hose companies. One of his first acts on coming to Lansing was to qualify as a member of the city's Fire Department, which of course, was then a "call company." He has filled every position in the department, thus fitting himself for the position which he has so well filled for ten years, that of Chief, to which position he was appointed in 1904. At that time Lansing's Department was not a full paid one, and Mr. Delfs believing that efficiency could only be attained by having a Fire Department made up of full paid men, used his best influence to that end. Our splendid Central Fire Station is another monument to Mr. Delfs' persistent efforts for a more effective fire fighting equipment. Mr. Delfs has, like most men, his "hobby" and he has ridden it to an extent that it has brought him to prominence among the leading firemen of our entire country. He was among the first to insist that the horse must go, and that the gasoline driven engine must take the place so long filled by this noble animal. The result of his work along this line is that Lansing has a complete Auto Fire Equipment second to none in an y city of our land. In fact if there is any one thing of which Lansing's citizens may be proud it is their Fire Department.

Mr. Delfs has recentl y received the honor of being elected First Vice President of the International Association of Fire Chiefs. He has served one term as President of the National Firemen's Association, and was President of the State Firemen's Asrnciation for five successive terms.
