year ago which is $1,000 for fulltime staff and $500 for part-time staff.

Back in June, eligible local educational agencies (LEAs—public school districts and openenrollment charter schools) in Texas could apply to the Texas Education Agency (TEA) to receive their allocation of the $5.5 billion appropriated to the State of Texas for public education purposes under the Coronavirus Response and Relief Supplemental Appropriations (CRRSA) Act through the Elementary and Secondary School Emergency Relief II (ESSER II) Fund.

According to Texas Education Agency (TEA), school systems should use these new funds for allowable activities to respond to the pandemic and to address student learning loss as a result of COVID-19.

Over the next two-year period, the ISD has over $70,000 slotted for technology and digital learning. A nurse position was added with the ESSR II funds and doubled for next school year in case another nurse position is needed. A COVID retention stipend was also slotted a year ago due to the ISD not having funds to give more than a minimal raise to the staff because of loss of enrollment and state funding.

“We said if we had an opportunity to use federal money, we would and that opportunity is here now,” said Howe ISD Superintendent Kevin Wilson to the school board on Monday night.

Last year, all full-time staff members received $1,000 and parttime employees received $500 which cost the district just over $179,000. With the additions of three staff members, the figure will be closer to $180-$185,000.

“In a perfect world, our attendance comes back to normal, and we feel comfortable with our budget and increase our comp plan next year, but if not, there’s money set aside where we can do this again next year,” said Wilson.
