Police now believe Kelvon Euguene Gray, 26 years old, had been driving a black Toyota Camry where witnesses said the shots were fired from

Howe concerned about the direction of municipal dollars for state-funded projects
Grayson County Judge Bill Magers recently told the Herald Democrat that his goal is to have a six-lane, divided highway from the southern Grayson County line to US Highway 82 within six years He expects cities to contribute with matching funds
Howe has the lowest sales tax revenue along the US Highway 75/I45 for a stretch of 106 miles One would have to travel to Garrett, Texas (25 miles north of Corsicana population of 847) to find a city along that corridor with a lower sales tax revenue In 2018, Howe collected $351,718 in sales tax receipts with each city going south collecting more until reaching Garrett who collected $128,103 Over the past ten years, Howe has received $2,669,219, with Palmer (next town north of Garrett) collecting 2,364,250

The concern for Howe is the matching funds that the ShermanDenison Metropolitan Planning Organization (MPO) are suggesting from each city With city-funded streets in Howe needing attention, taxpayers could make a strong argument that the City of Howe paying matching funds for an additional two lanes on the state-funded highway is not money well spent while the overlooking Duke Street is need of great repair or even reconstruction.
While the expansion of US Highway 75 to six lanes would help the goal of the MPO to become I-45, it is rarely reported that Collin County representatives have no intentions of turning US 75 to interstate standards The benefits to Howe of six lanes would only be if the exit and entrance ramps were improved to help potential commercial property along the highway The City of Sherman and the Sherman Economic Development Corporation have recently partnered to pay for a $2 3 million ramp reversal to TxDOT at FM 1417 in order to commercially develop the US 75/FM 1417 That figure is approximately one month of sales tax receipts for the City of Sherman
“The ramp improvement project at FM 1417 will be vital for the development of Legacy Village,” Sherman Community and Support Services Manager Nate Strauch said via email to the Herald Democrat in December 2018
The City of Denison recently paid $4 77 million to TxDOT for a northbound ramp reversal to improve their commercial activity
"These municipalities with tremendous revenues keep paying TxDOT for upgrades and it makes it more and more difficult for small cities with small revenues to get traction for needed projects," said City of Howe Director of Economic Development Monte Walker. "They are now expecting at least matching funds from cities on state-funded projects It's a bad direction for all small cities on any corridor"

Howe 14U All-Stars exit district

The Howe Bulldogs 14U All-Stars were the youngest team in the tournament with only three players that were 14-years-old The team featured three players that will still have two years of 14U eligibility remaining Braden Ulmer, Logan Duty, and Mahlon Walker had not reached the age of 13 yet but were all key components of this year's Howe All-Star team
Howe scored twice in the first inning against Pottsboro when Ulmer singled and was driven home on a Matt Hayes triple Hayes came home on Walker's grounder the next at-bat
Matt Hayes had eight strikeouts through four innings of work allowing only one run Meanwhile, Howe added two more runs in the third inning with Logan Duty leading off with a walk and came home on a Hunter Hance triple Hance later scored on a Walker single for his second RBI of the game
Howe's final run came in the fourth inning when Zeb Montgomery singled and came home on a Garrett Gibbs groundball
Pottsboro rallied for five runs in the fifth inning to take a 6-5 lead With time expired, Howe had one last chance in the bottom of the sixth. Walker led off the inning with a single, advanced to second a steal, and had to hold up at third on a double hit high by Cooper
Jones With runners at second and third with no one out, Pottsboro was able to get three straight strikeouts to end the game
Howe then played Whitesboro where Ulmer pitched a gem allowing only two runs in four innings of work Howe collected 13 hits with Jones collecting three of them Ulmer, Hayes, and Landin Duty each had two hits Montgomery had an inside-the-park homer to spark the Dogs in the fifth inning Howe finished with a 15-2 win
Hayes got the start against Collinsville and went three innings allowing four runs Hance came in to relieve and gave up three runs Howe scored two runs total, both coming in the fourth inning when Ulmer singled and was driven home on a Jones triple Walker then drove in Jones on a grounder
The Howe boys played outstanding defense throughout the tournament with highlight plays by Hayes, Ulmer, and Gibbs Steady defenders were Kade and Kolin Murphy Bells won the tournament against Collinsville Both will advance to the state tournament
No one worked harder than Jason Montgomery and Steve Hance this weekend making the tournament possible Numerous volunteers helped all weekend long. Thanks also to Charles Haley for the smoked pork sandwiches to sell HYB raised over $680 after expenses

Coach hired
best high school basketball coaches in the sport's history
Carlisle finished his long career with 1,103 career wins (fourthhighest win total) over 41 seasons between Louisiana and Texas
During his 14-year tenure at Clarksville, Carlisle won 12 district titles, and two state championships (1995, 1998) and once had an 87-game winning streak
"All of my main knowledge and things that I use comes from my high school background," said Lynch "We lost five basketball games in my high school basketball career and two of those were playoff games I came out of high school knowing more about basketball than anything else, even though I played quarterback in football We just had a great system "
Lynch coached basketball at every coaching stop until 2013 He says that his style of basketball will be "football on the hardwood" as he believes in physicality and hustle are the two key elements in a good basketball team
"There's going to be a lot that the opponent is going to have to prepare for There's going to be a lot of looks," said Lynch "We're not going to be in the same defense every time down the court "
Lynch will take over the offense this year that scored 15.8 points per game and is coming off the lowest yardage single-game output in school history (24 total yards against rival Van Alstyne in the season finale).
"I do some things a little bit different than a lot of people do," said Lynch "I get into different personnel sets without changing personnel It can be wing-T one play and five-wide the next play"
Continued from page 1
He says the offense will be a hybrid spread, pro-I-formation type of offense that is no-huddle and fast-paced
He received both his undergraduate and masters degrees at Texas A&M Commerce and landed his first coaching/teaching job at Palmer ISD From there he went to Southlake Carroll for a short stint
"I was told by my uncle who was the head coach and athletic director in China Springs that I was coming to work for him," said Lynch "I had no plans to leave Southlake Carroll He called me and told me he needed me to meet the superintendent I said, 'I didn't know I was looking for a job '"
From China Springs, he came to Howe for a year as the offensive coordinator for the team that went 1-9 and scored 13 70 points per game The Bulldogs actually improved that year by nearly a full touchdown per game as Howe averaged 7 4 points per game the year prior in the 2004 season
"The wins didn't come but we had quite a big turnaround offensively," said Lynch "I probably knew 40 percent of what I know now from a football perspective "
From Howe, he spent six years at Richardson Pearce where he met now-Bulldog Head Coach Bill Jehling.
At Pearce, he was the offensive line coach before taking the offensive coordinator job at Magnolia West for two years, Mineral Wells for two years and most recently Tatum for a year Over the course of the last five years as an offensive coordinator, his teams have averaged 41.7 points per game
Jehling is excited to have Lynch on his staff as he's been trying to hire him for several years going back to his time in Cushing
"I tried getting him to come last year, but we wanted to stay in the wing-T, slot-T mentality so he went to Tatum," said Jehling "So this year with us changing, I called him and said we're handing it to you "
Jehling always felt like he would want to hire Lynch as an offensive coordinator when they were coaching JV games at Richardson Pearce
"He called the offense and I called the defense and there were times he'd come to me and I'd say, 'listen, I need you to take about six minutes off the clock And he burned about nine minutes and scored ' I thought this was awesome "
Jehling said that with the skill kids Howe has, he felt they had to get the ball out in space and said Lynch recognized that right away when he came to visit and watch the kids out on the field
While Howe seems destined to throw the ball more this fall, a year ago, Lynch while at Tatum put up 2,716 rushing yards and 39 touchdowns while passing for 1,785 yards and 15 touchdowns. A year ago, Howe rushed for 1910 yards and passed for 253 total yards
Those that have been following Howe football from the middle school level up understand that Howe is about to start filtering talented players through the system and both Jehling and Lynch were not hesitant about bringing some of the freshmen up to play on Friday night Those freshmen candidates are fullback Carson Daniels, lineman Matthew Bearden, quarterback Austin Haley, and receiver Ryan Hough A year from now could see another three or four freshmen hit the Friday night lights

"I'm so excited for the future here, but I'm excited right now for 2019," said Jehling
Lynch will be here full-time shortly upon getting moved to the area He will bring his fiance Brooke with three children including two twin sisters Brynlie and Briley and a son Brayden They will be in elementary school
