President’s Message

It is amazing how time goes by quickly when you are having fun so it is hard to believe my term as your 2013 Houston BOMA President is already coming to an end. It has been a very busy year for Houston BOMA and I have certainly enjoyed leading this wonderful organization. As my Presidency and fifth year as a member of the Board of Directors ends, I have an even greater appreciation for the fine professionals that are involved on our association. One of the greatest advantages of being President is the opportunity I have had to get to meet so many of our members locally and across the country. When talking to other BOMA leaders they all seem to gravitate to Houston BOMA and ask us what we think, what trends are we seeing and what we are doing in the marketplace. Houston BOMA is not only a strong leader in strengthening the BOMA brand but also is recognized at nearly every level as a leader during BOMA Regional and International conferences. That strength comes from an involved passionate leadership team, active member volunteers and our amazing staff. 2013 was year of records, including the record attendance at the Building Expo and the record fundraising for the BAC PAC and golf tournament, to name a few. The best news is our record membership for the organization this year. Due to the strength of this organization new membership shows no signs of slowing down. Your continued involvement and support of Houston BOMA will only enhance and continue the growth of this organization. Therefore, I encourage you to become more involved and be part of what I consider to be the best organization that Houston’s

commercial real estate professionals can turn to for advocacy, industry information, education and networking. Every fall the board of directors holds a two day retreat and strategic planning session hosted by our incoming President. This year’s retreat took place at a ranch in Uvalde, and was great opportunity for the board to brainstorm, build camaraderie and focus on the year ahead. The retreat not only allows our incoming President Brett Williams (Transwestern) to set his agenda but also for new board members to get a better understanding of their role on the board. I am excited to say I know I’ll be leaving you in great hands with Brett. His dedication to the organization and his efforts over the years on the Legislative Action Committee have prepared him well to be one of your strongest presidents yet. Over 400 of you were on hand in September for our joint luncheon with CREW, featuring our high powered developer panel. Their insights to Houston’s development plans were interesting, entertaining and thought-provoking. Although this is my last President’s Message, we still have quite a bit in store for the rest of 2013. October 21st brings our annual Golf Tournament which is already sold out and will prove to be another fun and successful event, raising money for our Houston Fire Fighters and our BOMA PAC. Then November 19th brings us our Engineer Appreciation luncheon, which will be held at the Junior League. This luncheon is to show appreciation to those extremely important individuals who ensure that our buildings operate seamlessly. We will round-out the year with our annual Holiday Luncheon, December

6th at Hotel Zaza, which is always a sell-out. This luncheon is always a great event and helps us celebrate and honor those that have so generously given their time to the organization. It is one event you definitely don’t want to miss. I have stated before and it is worth repeating that one of the greatest advantages of being President is the opportunity I have had to meet so many of our members locally. Houston BOMA is a clear leader in strengthening the BOMA brand and is recognized at nearly every level. That strength comes from an involved passionate leadership team, all of our active member volunteers and our dedicated hard working staff at Houston BOMA. Once again, I urge you to become more involved and be part of what I consider to be one of the best organizations Houston’s commercial real estate. Finally, I would personally like to thank my Jones Lang LaSalle colleagues for they have had to take on more responsibility when my time was occupied with BOMA activities. More importantly, I would like to extend my sincerest thanks to the hard working staff of Houston BOMA, especially Tammy Betancourt. We are blessed to have such a dedicated, knowledgeable and hard charging professional leading the day to day needs of our association and for all the assistance she provides the Board of Directors and all our members. It has been my great pleasure and honor to represent you as your Houston BOMA President, and I look forward to seeing the great heights this organization will lead us to in the future. ■

A Year In The Political Game A LEGISLATIVE REPORT BY TAMMY K. BETANCOURT, CAE Executive Vice President and Chief Operating Officer 2013 has been quite a year for your Legislative Advocacy Team. Together we have positively impacted and/or defeated many initiatives. Thought I’d share a few of our most noteworthy activities with you... Let’s Talk Taxes The issue that had the most impact this year is the incredibly high valuations noticed on commercial properties by the Harris County Appraisal District (HCAD). BOMA has been on top of this issue from the minute we heard about it. Reporters and bloggers were decrying the seemingly unfair void that occurred when buildings sold for vast amounts more than they were presently valued. In April 2013, the Harris County Appraisal District (HCAD) sent property valuation notices to Houston office buildings which showed a 47% increase overall, with the Central Business District averaging a 58% valuation increase. Owners and tenants alike were astounded by these enormous valuation increases and expressed concern about ever-increasing operating expenses driving tenants to surrounding cities. Via a public information request, we requested the tax roles for commercial properties for 2012 and 2013 and then quantified the increases in all submarkets. We have held meetings with tax consultants, attorneys and key principal members to gain understanding, and to craft a response to the issue. In response Houston BOMA issued a press release bringing public attention to the increases and their negative impact on the Houston economy. The release was published in the Houston Business Journal and several other industry publications. Our members have been well-informed throughout the process with information that they can provide to owners and tenants about the city-wide valuation increases. It was noted by an HCAD board member that the organization is experiencing an

enormous legal burden as many properties have filed lawsuits in an attempt to correct the overvaluation of their assets. We also took action on the Houston Independent School District tax rate increase. The Board of Trustees was considering a $.04 increase. Paul Bettencourt (The Tax Man), candidate for state senator, and I attended the public hearing and were able to obtain a 25% reduction in the proposed rate. Hello…Can You Hear Me? An ongoing issue is the Emergency Responder Radio Coverage Ordinance. This ordinance relates to the radio coverage and has included unreasonable testing and vague technical requirements as to frequency changes and amplification. For nearly two years BOMA has interacted on the stakeholder’s task force to provide input and our LAC members have provided building access for testing to assist the City in determining radio coverage weak spots within buildings. While this ordinance is still pending, the positive changes we have made so far include grandfathering all existing buildings, significantly reducing testing requirements, and tightening up the language on the technical requirements to provide more clarity. The Quick Death of HB2419 We were notified about a bill being presented in the 83rd Texas Legislative Session which would allow the Harris County Appraisal District to hire third-party “magistrates” to participate in property valuation arbitration. This was proposed as a pilot program in Harris County and had the bill been successful, the model most definitely would have spread state-wide. Houston BOMA felt that the inclusion of third-party contractors to negotiate valuation settlements presented a conflict of interest in that contractors would naturally be compelled by the third-party relationship to find in favor of the taxing entity lest they not be considered for further work. We notified our state lobbyist Robert Miller of our objection to this bill which had worked

its way stealthily through Committee. We immediately drafted talking points which were sent to the House Committee Chair, Representative Glen Hegar. Houston BOMA’s were the first and only objections to the bill that he received. In less than one week the bill was officially dead. Representative Hegar agreed with BOMA’s concerns and held the bill in Committee until the deadline for legislation to reach the floor had passed. By quickly and successfully communicating our concerns on this stealth bill, Houston BOMA was responsible for the bill’s demise and spared its members potentially biased property tax valuation arbitration. Wage Theft Ordinance For the last several months, we have been advocating on a proposed Wage Theft ordinance. The City, in an attempt to address the issue, proposed an ordinance that would have negatively impacted every business in the city by withholding permits and licenses for any company with a wage theft complaint. Note I said complaint, not conviction. Many communications, meetings and draft ordinances later, we have successfully communicated our concerns to Council Member Ed Gonzalez about the overreaching nature of this ordinance. At last draft, the ordinance only applied to companies with City contracts and only pertains to businesses who have been found guilty of wage theft by way of criminal offense, administrative penalty issued under the Texas Labor Code, or adjudicated by a court of competent juristiction. Additional LAC Activities: Houston BOMA participated in a big way at the 2013 Texas Advocacy Day. This is a bi-annual conference held at the state capitol to address issues facing Texas BOMA members. 28 attendees from Houston learned the “how-to’s” of lobbying, as well as received a briefing on pending legislation that would impact our industry. These members communicated real estate legislative concerns in a unified fashion to over 40 State Representatives and Senators.

2014 HOUSTON BOMA 23 candidates were screened for the City-wide municipal election. The LAC made endorsements and campaign contributions in 13 races. Due to the tragic loss of the lives of four fire fighters in a hotel blaze, Houston BOMA donated $4,000 to the 100 Club to benefit the surviving family members of the fallen fire fighters. We also supported the Houston Fire Fighters Gala and have a $30,000 contribution from our recent Golf Classic that will directly benefit our Houston fire fighters. Equipment purchased with our donations is not available to HFD through the normal City operating budget. To date, we have donated $140,000 towards helping local Houston fire fighters. Houston BOMA supports the Houston Police Officers Foundation by sponsoring a mounted patrol horse for $5,000 yearly. Our horse, aptly named TOBY, is regularly seen patrolling the streets of downtown Houston. Houston BOMA maintains a seat and is active on the Houston High-Rise Triad which is a partnership between building management, the Houston Fire Department and city personnel. The Triad was created to develop and recommend a model High-Rise Life Safety Action Plan committed to the protection of life and property and establishes a forum for public/private partnerships to discuss emerging issues. Houston BOMA member Bill Carey represents us in this area. Houston BOMA also maintains a seat on the Construction Industry Council (CIC) which is an association of various organizations within the construction/building industries. CIC studies and advises the Mayor, City Council and building officials in the area of codification or re-codification of the City’s codes. BOMA is represented on the CIC by member Billy Sams and EVP Tammy Betancourt. Chad Nusbaum has been a Property Manager with Piedmont Office Realty Trust since 2011 and was a Houston BOMA Leadership Lyceum Chad Nusbaum participant for 2013. Chad is a graduate of The University of Texas at Austin, where he earned a Bachelor of Arts in Economics and minor in Business Administration.

Michael Mrozek, CPM, is the Director of Asset Services for CBRE. Mike provides leadership for office, industrial, retail and healthcare properties totaling in Michael Mrozek excess of 30 MSF and over 300 employees. While at Cornell College, Mike earned a Bachelor of Special Studies degree - he double majored in Art and Economics & Business.

Jim Roll has been General Manager for ISS Facility Services, Houston Division since 2008. He oversees custodial operations in Houston employing over Jim Roll 1,800 people and servicing over 29 million square feet in commercial office, institutional and medical office buildings and complexes. Jim graduated from The University of Texas with a degree in Management.

Meredith Cress, General Property Manager, has been with Hines since 2004. During her tenure, Meredith has been responsible for managing Meredith commercial office Cress buildings totaling in excess of 3.5 MSF and valued at approximately $1.5 billion. Meredith is a graduate of Texas Tech University with a Bachelor of Science degree in Animal Science. ■

Who Employers Are Hiring By Carrie Patton SPHR, Human Resources Business Partner, Marquette Real Estate Group Designations are another thing that can set you apart. An RPA, FMA, SMA, SMT, or other real estate designation shows that you’re invested in the industry as well as committed to your own professional growth.

As a human resources professional, I am responsible for the hiring of over 100 positions a year. Gone are the days of “we should all just be happy to have a job” because the war for talent is on! In the 15 years that I’ve worked in human resources I’m amazed by how the more things change the more they stay the same. Hiring managers are still looking for the same qualities they always have: hard working, reliable employees who have career objectives and ambition to succeed. Networking is Key! The saying that “it’s not what you know as much as who you know” is cliché, but it seems even more true in commercial real estate than other industries in which I’ve worked. That’s why organizations like BOMA are crucial. They offer opportunities to stay connected. People who are involved and making a contribution to their industry are more attractive to employers.

Your Resume With positions to fill, employers are looking for perfection. Sometimes an average person can be hired due to a brilliant resume. It’s simple really. Employers want to see a well-organized resume that demonstrates career progression, professional development/ continuing education, with no typos. Skills and Experience Even the most brilliantly written resumes don’t substitute for the right skills and experience. Employers will look for people who have multi-dimensional personalities, meaning they can work in different departments, projects or even locations one day. Your longevity with the business and personal characteristics will be the deciding factors here. Attitude If you don’t have any of those things going for you, work on having a positive attitude and enthusiasm. The business world is full of moaners and the last thing a hiring manager wants is a sinker on their team. If you’re able to lift the moods of your interviewers by way of charisma, humor or any other magic, you stand a lot better chance of being considered. Everyone is attracted to happy and enthusiastic people and if you lack experience and skills, this could be your trump card. Intern Spotlight

In our last issue we brought you a Q&A with Marshall Heins, Chief Facilities Services Officer for Memorial Hermann Healthcare System, regarding U of H’s Graduate Real Estate Intern Program. We wanted to follow up and spotlight some of the interns working over at Memorial Hermann and why they felt interning will lead them to gain an edge in the marketplace. Zainab Alhassan Hamidaddin, B.B.A., MBA Candidate 2014, University of Houston Zainab comes to us from the University of Houston MBA Program. She received her undergraduate degree in Finance and is currently interested in transitioning into a career Zainab in commercial real estate. She is embarking Alhassan Hamidaddin on her final year of the MBA program and looks to continue interning in the real estate industry until graduation. Over the past year, Zainab participated in the APICS Southwest Regional Case Competition and was a member of the winning team. Additionally, she was a member of the UH team in the first annual Rice University Marketing Case Competition. She is also an active member of the UH Real Estate Club as well as the Finance Club. How to read and understand 50+ page leases and subleases and understanding how the provisions protect both the Landlord and Tenant in a lease transaction are among some of the lessons Zainab has learned as part her internship at Memorial Hermann. She also mentions that it was interesting to learn the challenges facing hospitals and physicians in today’s healthcare climate.

the job, you can inspire others and demonstrate your value to an organization. If you’re a hiring manager, finding the right candidate is not an exact science. If you’re a job seeker, finding the right job (or good enough job) can be even harder. So what is the secret sauce? I hear it every day, “I’m looking for somebody who not only has the skills to do the job, but somebody who is a fit for the team and the culture here.” You know you’ll see more of your co-workers than your spouse or partner, your kids, or your friends. It’s much more than just qualifications; employers hire people they like. Cristian Popa Dumitru, PhD, PMP, MBA Candidate 2014 – Bauer College of Business, University of Houston Cristian joined the University of Houston Graduate Real Estate Program (GREP) in order to pursue his interests in the infrastructure, development and management of comCristian mercial real estate properties. While in Popa Dumitru Eastern Europe, Cristian gained experience in financing and development of real estate as a Consultant and Project Manager for multiple large scale investment projects financed by the World Bank, European Bank for Reconstruction and Development, and European Union. He also is a certified Project Manager Professional and member of the Project Management Institute – Houston Chapter. Most important to Cristian is his role as husband and father to a wonderful, two year old daughter who was born at Memorial Hermann Tower. As an Intern with Memorial Hermann and Transwestern, Cristian feels he was given the chance to learn more about the development and the management of a real estate infrastructure. “I understand now how challenging is to manage an infrastructure of the size and complexity of the Memorial Hermann, how the leasing contracts are structured, how the investment decisions are taken and implemented, the complex relationship among the owner, the manager of the infrastructure and various tenants.” Jennifer Cotrone, B.A., B.M., MBA Candidate 2014, University of Houston, Certificate of Real Estate Jennifer comes to us from the University of Houston Graduate Real Estate Program (GREP). She has completed her first year in the program and looks forward to being the Jennifer Cotrone Graduate Assistant to Program Director, John Walsh, in the fall. She will also be the Executive Vice President of the Real Estate Club, the Student Representative to the GREP Board, and is a member of the Dean’s Advisory Board. This past year she was a member of the winning teams for both the APICS (a supply chain organization) Southwest REGIONAL Case Competition, as well as the UH LNG Case Competition. Jennifer says it was very helpful to see the various components of both the landlord rep and building management, as well as dipping her toes into the development aspects by getting to work on some of the financial packages for Memorial Hermann’s expansion process. Her advice to prospective interns..? “Be open to any experience – you never know what contacts and knowledge you can gain. Meet as many people as you can, and ask them about their experiences in the industry!” Macki McKim, Senior at Texas A&M University, Economics and Business, Fall 2013 Macki joined the Memorial Hermann Corporate Real Estate department at the Memorial City campus to explore his interests in the various fields of Commercial Real Macki Estate including Project Management and McKim Leasing. He also has previous working experience in the oil and gas industry. After graduation in December 2013, continued on page 10

LEED RECERTIFICATION SEMINAR

On September 25th Houston BOMA hosted a LEED Recertification Seminar at Greenway Plaza. Field experts Megan Sparks (US Green Building Council) and Melissa Jones (CBRE Sustainability Group) gave attendees vital information on what is necessary to complete the LEED recertification process and how to maintain it. Attendees also earned one LEED-Specific Continuing Education hour that can contribute to the Credential Maintenance Program (CMP) for LEED AP credentials.
