Berkeley County Council Tradition of Service & Commitment to Innovation

The Berkeley County Council is completely committed to serving our community. Formerly known as the Berkeley County Commission, the council was renamed as a result of a change to its board structure that expanded the board from three to five members. Today, the council continues the tradition of service for which the commission was known, and uses its expanded capacity to support the continuing growth of this community. That tradition of service and commitment to growth is exemplified by a number of major council projects occurring throughout Berkeley County. One such major project is the repurposing of the former Martin’s Food Market, located at 510 South Raleigh Street, across from the Berkeley County Courthouse. The location will soon be the home of a new public safety building. Use of the nearly 35,400 square feet within the building will modernize facilities, providing ample space for offices, file storage, evidence processing areas, and more. Once the new location is operational, the current public safety facility at 802 Emmett Rousch Drive will be updated and modernized so that emergency service departments remaining in that building can make best use of the space. In addition to this endeavor, and several other ongoing capital projects, the council is already making plans for more exciting long-term projects, such as the repurposing of the Dunn building on Stephen Street, following the opening of the new campus of Blue Ridge Community and Technical College. These endeavors ensure that county government will be able to meet the needs of a community that has been recognized as one of the fastest growing counties in the country. The council and its departments are behind the scenes of many exciting opportunities and changes from which area residents will benefit. They have significant involvement in planning, development, and construction endeavors that are making the much-anticipated Macy’s project a reality. In addition to using resources to aggressively pursue opportunities that bring more businesses (and more jobs) to the local area, they continually seek new ways to make it even easier for businesses to see the value of operating in Berkeley County. The Berkeley County Council exists to serve the community’s needs. They provide services necessary for the development of needed community projects, and they help facilitate economic growth. Behind the name, there are a number of dynamic and passionate people working every day to make Berkeley County an even better place to live. For more information about the ways that the Berkeley County Council serves your community, call 304-264-1923. You can also visit their ever-expanding website at www.berkeleywv.org.

proud traditions

“The second oldest county in West Virginia, Berkeley County was created in 1771 .

[ 12 ]

History Berkeley County’s history is as unique and diverse as the county itself. The region was home to a number of different Native American tribes until European settlers moved into the present-day Bunker Hill area and founded the first recorded West Virginia settlement in 1726. Twenty-two years later, a young George Washington would survey the area for the sixth Lord Fairfax of Cameron. He introduced his ailing half-brother, Lawrence, to the warm springs of Bath (Berkeley Springs), and the pair would frequent the popular area for several years. The expansive county was divided in the early 1800s to give rise to neighboring Jefferson County, yet its importance was not diminished. Its strategic location made it a sought-after prize in the Civil War. In addition to its location as a gateway to the Northern Shenandoah Valley, the area had the main line of the Baltimore and Ohio Railroad running directly through Martinsburg. Controlling this region meant that the occupiers controlled both a major supply line and an entryway into the Valley. Martinsburg would change hands numerous times between 1861 and 1865, and it is recorded that at least 600 local men from Berkeley County served in either the Confederate or Union Army. The area, once a part of Virginia, was annexed to West Virginia in 1863. Today, it is recognized as having a diverse and fascinating history. This history offers residents the ability to live in a modernized area while enjoying many existing links to a past of national significance.

Healthcare

As the Berkeley County area has grown, there has been an emergent need for increased access to healthcare services. In addition to many independent healthcare providers, Berkeley County is home to West Virginia University Hospitals-East (WVUH-E), a comprehensive healthcare system dedicated to expanding service options and continually improving access to care throughout the county. Through its affiliation with West Virginia University, WVUH-E is able to offer access to some of the most advanced technologies used in the field of medicine today. WVUH-E has been able to attract an increasing number of physicians and healthcare providers to practice in the area. Renowned specialists now commonly hold clinics and educational forums locally and through “telemedicine technologies. Just within the past five years, residents have seen an increase in the availability of specialists, allowing them to seek treatment locally instead of having to travel outside of the Eastern Panhandle. Complementing WVUH-E are the many independent physicians and specialty care providers located throughout the county. Residents have direct access to urgent care centers, independent primary care doctors, mental health practitioners, hospice care, and most other types of needed care. Local healthcare providers provide the highest quality health services for those needing immediate care, while others offer services to take care of the unique needs of patients needing rehabilitative or hospice care. These providers ensure that the growing community has access to quality healthcare without leaving the county.

West Virginia University Hospitals–East A New Day in Healthcare

Since 2005, the Eastern Panhandle has benefited from the world-class healthcare provided locally by West Virginia University Hospitals-East. The region’s premier non-profit healthcare system was born of a merger between City Hospital in Martinsburg, Jefferson Memorial Hospital in Ranson, and West Virginia University Hospitals in Morgantown. The alliance of these healthcare providers has created a unified approach to providing the highest quality healthcare and wellness services to area residents, while expanding access to care and contributing to the education of a new generation of healthcare professionals. West Virginia University Hospitals-East, locally known as WVUH-East, has spent the past seven years redefining what quality health and wellness services can be in the Eastern Panhandle. Through a commitment to sustainable growth, as well as a top-to-bottom dedication to improving access to care, WVUH-East has been able to attract more than 100 new physicians to the Eastern Panhandle since 2005. In addition to improving access through increasing physician availability, WVUH-East has aggressively pursued every avenue for expanding service availability. Satellite family medicine clinics have been established in the far reaches of Berkeley County, improving convenience and access across the area. Also, advanced technologies are being employed by an experienced team of cardiologists, cardiac nurses, and technologists at City Hospital’s New Cardiac Catheterization Lab, eliminating the need to refer patients to other healthcare options.

Major renovation projects updating the emergency departments of both Jefferson Memorial Hospital and City Hospital have modernized facilities and improved service availability for the community, while the stateof-the-art Women’s Imaging Center at Jefferson Memorial Hospital has opened to use the latest digital mammography and stereotactic breast biopsy technologies, thus improving the health of the women living in and around the Eastern Panhandle. Future projects build on the successful growth experienced since 2005. Plans are in the making for both a neonatal intensive care unit and a wound care center at City Hospital. Enhancements are coming to the WVUH-East Regional Cancer Program, and the completion of a 10,000-square-foot, $2 million medical office building in Inwood is eminent. Perhaps most exciting of all projects is a new comprehensive hospital campus planned for Jefferson County—on fifty acres of appropriated land on Route 340 in Charles Town. The full efforts of WVUH-East and its leadership have been directed towards improving the community’s access to superior healthcare systems, while contributing to the education of a new generation of dedicated professionals. Residents benefit from having first-class care available locally without having to leave Berkeley County, while physicians benefit from working with a healthcare system that strives to continually improve equipment availability and facilities.
