Your new Hertz Car & Van Hire Outlet Leading Helston furniture store announces expansion plans JC Williams (Furnishers) Ltd has this week announced exciting explansion plans for next year. Their current showroom, which is situated at 10 Meneage Street, already has a wide selection of living, dining and bedroom furniture, home accessories, flooring, carpets and a made-to-measure soft furnishings department over three expansive floors, and now their store is about to get even bigger! Robert Williams, Managing Director, explains, “2015 is going to be a great year for J.C. Williams. As this will be our 60th anniversary of successful trading in Helston, what better way to celebrate than to take the store toward a bigger, brighter future?” He continues, “On hearing the news that Oliver & Son were closing their doors at the
end of November I felt it was a golden opportunity for us to capture some of their established custom in the locality as well as to take on some of their very experienced and respected staff.” J.C. Williams welcomes Clive Richards, Bridget Parker and Les Reynolds to the team, who all have a wealth of knowledge and experience in the trade between them. “We will be linking our two shops together and the planned expansion will enable us to display some of the key brands that Oliver & Son represented so successfully for many years, such as Vi-Spring, Dunlopillo, Parker Knoll and Cintique, as well as stocking a much wider choice of carpets, curtains and blinds.” Robert Williams adds, “To make room for this exciting expansion project, Joy
Williams Baby and Nursery Department will cease trading on 31st December 2014 in the next-door premises and we will be moving sideways to absorb this space. Opportunities like this don’t come along very often, so this is absolutely the right time. We look forward to becoming one of the largest home furnishers in the South West, promising quality while catering for all budgets, whether first-time buyers, families, retirees or secondhome owners. We are here for everyone.” J.C. Williams and the new team plan to have the new showroom up and running by mid-January 2015 and look forward to sharing their new beginnings with Helston and the wider community. “J.C. Williams already attracts customers from all over the South West, and we are just about to get bigger.”

Russian embassy honours World War Two veterans in Cornwall for their part in transporting crucial supplies to Russia At a ceremony at New County Hall in Truro, Russian Deputy Ambassador Alexander Kramarenko presented Ushakov medals to veterans from Cornwall who took part in World War Two Arctic Convoys which the Russian embassy says allowed Russian soldiers to defeat the Germans on the Eastern Front. Alexander Kramarenko was joined by Cornwall Council Chairman John Wood, the Lord-Lieutenant of Cornwall, Colonel Edward Bolitho OBE and representatives from the Armed Forces at the medal presentation ceremony. More than 3,000 men died during the maritime campaign that Winston Churchill was said to have called the "worst journey in the world". The Russian Embassy wrote to survivors in May 2012 that it intended to award them with the Medal of Ushakov as a symbol of the country's gratitude. On the 10 March 2014, President of the Russian Federation
Vladimir Putin signed a decree awarding the Ushakov Medal to the British veterans of the Arctic Convoys. Cornwall Council Chairman John Wood said: “It was a great honour and privilege to be a part of such an important ceremony. The recognition and subsequent awards are long overdue. The passing of the years does not diminish the significance of the contribution made by these brave and determined veterans. This is recognised by the fact that the Russian Government is making these awards.
Without the Arctic convoys the outcome of the war could well have been very different. At last these unsung heroes, who played such an important part in the war effort as they took part in hellish Arctic convoy missions through the North Sea in winter, are being recognised for their immense contribution to the allies war effort. The group are among 3,000 British veterans of the Arctic Convoys who will be presented with Ushakov medals.

Helston author bucks trend in book sales An author from Helston has seen sales of her book rocket despite the current trend for digital copies popular with devices such as the Kindle and Nook. Christina Webb, who was educated in Nansloe and Helston Schools and has lived in Helston for 28 years, says the statistics have taken her by surprise. “I wanted to make the book available to everyone and I know that, although eBooks are popular, there are still plenty of people who like to buy traditionally printed copies. I wasn’t prepared for just how many, though.” Christina has experienced a high volume of sales since her book was published on November 1st and is currently selling two print copies for every digital book sold, a rare phenomenon since the relatively recent introduction of eReaders. “It’s easy to see why readers would prefer eBooks as they can carry and store a lot of books in such a small
device but I’ve been told by a lot of my readers that they still enjoy reading physical books at home and many of my readers will be doing just that with mine. I’m still shocked at how many copies are being sent out each day but I love to have a book to display so am pleased that others still feel the same.” Christina’s book, “To Be Born”, is a modern tale set in the fictional town of Donovan. It is a double adventure that sees the protagonist, Abby, torn between her new found responsibilities, her love and an evil curse that has been brought about her family. It is published by Lyvit Publishing and both the print version and Kindle edition are available at Amazon priced at £7.99 and £2.56 respectively.

40,000 young musicians set to take part in world’s largest youth music festival Music for Youth (MFY) launches the Regional Festival Series 2015 giving 40,000 young musicians a chance to get their music heard. The Series, sponsored by the ABRSM, takes place between February and April 2015 with over 1,500 music groups performing in 50 festivals across the nation. The Series is open to groups of young musicians based in the UK, aged 21 and under, who are performing an eclectic range of music to any standard. The Regional Festivals are free to enter and offer young musicians a platform on which to perform anything from folk, world and roots to western classical and contemporary jazz through to urban and electronic music. The Cornwall Music Education Hub is working closely with Music for Youth to host a regional festival in Truro on Friday 7th March. Groups interested in participating in the festival should book via the Music For Youth website www.mfy.org.uk/regional by Monday 8th December. Local musician and director of the Cornwall Youth Orchestra, Tim Boulton, is co-ordinating the Cornwallbased festival.
Judith Webster, Chief Executive said: “We are pleased to launch our 2015 Regional Festival series, and look forward to celebrating the range and quality of musicmaking currently taking place both inside and outside of schools across the UK. Following ABRSM’s recent report on music making trends across the country Making Music, Teaching, Learning & Playing in the UK, we watch with interest to see how this bears out in our festivals. Supporters of participating musicians are invited to come along and get involved with their local Regional Festival so they can hear the unique mix of music being performed and see for themselves the great work happening in music education today.” The Cornwall Music Education Hub is a partnership of organisations, supported through funding from Arts Council England, who work together to promote high quality music education for children and young people. The partnership is led by Cornwall Learning , which is part of Cornwall Council. Further information about the work of the Cornwall Music Education Hub can be found at www.cornwallmusiceducationhub.org.

Storm damage repairs now completed on 56 schemes in coastal areas across Cornwall Following the storms which swept across Cornwall earlier this year, repairs commissioned by Cornwall Council have now been completed on 56 schemes in coastal areas. Cornwall experienced twelve major storms between December 2013 and March 2014, causing huge damage to coastal infrastructure in 245 locations, including the closure of the main rail line into Cornwall at Dawlish. All of Cornwall was affected in some way, including flooding of property and land at Wadebridge, Perranporth, Looe, St Ives, Bude, Portreath, Penzance, Fowey, Mevagissey and Penryn and damage to sea defences, beaches, piers, breakwaters, harbours and cliffs. A number of people were forced to temporarily leave their properties, and many businesses, including fishing and tourism related businesses, suffered con-
siderable financial losses. More than £9.5m of works to repair the coastal areas damaged by the storms have been carried out by the Council over the past few months. This has been funded primarily from the Environment Agency, with a small contribution coming from the Council’s budget. In addition to the funding for repairs to coastal areas the authority also received an additional £1.2m funding from the Department of Transport Small Ports fund and £10.7m from the Department of Transport for repairs to damaged highway infrastructure. In total the Council has received over £20m in Government funding in relation to last Winter’s storm damage. A significant amount of work took place in the aftermath of the storms to carry out immediate repairs. Permanent works have
now been carried out in these areas, with schemes ranging from £5,000 to £500,000. “Flooding is a real risk faced by residents and businesses across Cornwall” said Edwina Hannaford, the Council’s Cabinet Member for Environment, Heritage and Planning. “Many parts of Cornwall suffered enormous damage as a result of the floods which battered the county at the end of last year and the beginning of this year. It has taken time to carry out the repairs , with more work still to do in some areas. I would like to thank the communities which were affected for their continued support during these works. As well as works being carried out by the Council’s contractor CORMAC, the authority commissioned works through the Environment Agency’s external contractor BMM to ensure the
schemes were completed in time for the forthcoming winter. There are eleven sites remaining where repair works are still ongoing. These are Portreath, Hannafore - Looe, St Mawes sea wall, Trevone, Talland Bay, Constantine Bay, Gyllyngvase, Portwrinkle, Praa Sands, Wheal Dream and Newquay Towan. On these sites measures have been put in place where required to manage the risk of further damage whilst the works are completed. The last scheme to be completed is likely to be at Towan Beach in Newquay where the works are extensive and complex. This scheme is expected to be completed by the end of February 2015. The funding secured by the Council has also enabled repairs to be carried out at Mullion Harbour and Looe Harbour, both of which are privately owned.

Could a Better Mobile Phone Signal be on its way? Prospective Conservative MP, Derek Thomas has welcomed the news Culture Secretary Sajid Javid has launched a consultation to end poor mobile phone coverage. Derek, who has been campaigning to end the poor signal that blights mobile phone use throughout West Cornwall, said: “Parts of West Cornwall suffer from a particularly poor mobile phone service. Mobile phones are an essential tool for many of us now and it is time we got the service we pay for.” Derek continued: “I discussed this issue with Sajid when he visited West Cornwall in September. He clearly understood the issue and was robust about the need to find a solution. This consultation will help everyone have their say.” The Culture Secretary said so called ‘partial not-spots’ have coverage from some but not all of the four mobile networks - EE, O2, Three and Vodafone –
leaving some customers with no signal at all. Sajid Javid MP, said talks had been held with the mobile companies in recent months in an attempt to find a voluntary solution and this was expected to continue during the consultation process. He added: “I have spoken to Derek about this problem and he has highlighted to me the problem in some areas... where they have poor mobile phone coverage. Cornwall is not alone. It's a problem that blights over a fifth of the UK. "I am determined to ensure the UK has world-class mobile phone coverage. This consultation will allow us to hear the views of everyone involved including the telecoms sector, businesses and the public. A better mobile service for everyone in rural Cornwall will help deliver jobs and economic security.”

Fire Service and Electrical Safety First urge people to be mindful of using electric heaters and charging devices after a number of serious incidents People are playing with fire in their efforts to find cheaper heating options this winter, research by Electrical Safety First has revealed, with many unaware of the dangers that the alternatives can pose. With concerns about rising energy prices forcing people to use portable heaters in order to warm their homes, the charity is joining forces with Cornwall Fire and Rescue Service to warn of the risks associated with these items and overloading of sockets as part of Electrical Fire Safety Week, which runs from 10 – 16 November. Electrical Safety First’s research found that 78% of people were worried about the rising costs of energy bills, and over half would use portable heaters as an alternative to keep warm this winter. However, it was also revealed that many could put themselves and their loved ones at risk by using the heaters incorrectly. 38% of people admitted that they would leave a heater switched on and unattended, whilst 21% would leave one switched on overnight. With portable heaters having caused 73
deaths, around 1000 injuries and over 3,800 fires since 2009/10, the dangers posed by using them incorrectly are very real. Also of serious concern to CFRS is the use of chargers for E-cigarettes. Nationally there have been over 100 incidents where chargers have overheated and caught fire including one fatality in a serious fire. The elderly are particularly vulnerable when using portable heaters. Those aged 80 and over made up nearly 40% of the fatalities caused by portable-heater fires last year, even though 33% of people would use a portable heater to keep an older relative warm. In order to minimise the danger, Electrical Safety First and Cornwall Fire and Rescue Service have produced the following guidance for heating your home safely and using electrical appliances: • Never leave portable heaters unattended • Never leave them on whilst sleeping • Never leave de-humidifiers on whilst sleeping or going on holiday • Ensure that portable heaters are

positioned well away from anything which could knock them over • Ensure they are at least a metre away from any combustible materials, such as paper or curtains • Never buy second hand halogen heaters • Never power a halogen heater from an extension lead – these can easily be overloaded and cause fires • Regularly inspect your heater for damage. If it’s damaged – don’t use it • Never overload sockets • Always use an RCD(residual current device)for use with external or internal festive lighting • Never leave any electrical appliance, mobile Phone or E-cigarette on charge whilst you are out or at night whilst asleep Emma Apter at Electrical Safety First said: “Having a warm home this winter is something everyone deserves, so we welcome portable heaters as a low cost option at a time when energy costs are spiralling. However, it is vital that the dangers associated with these items are understood – particularly as our

research suggests that people are putting themselves and their loved ones at risk by using them in an unsafe way. By following the short, simple guidance, people can stay safe and stay warm this winter”. Cornwall Fire and Rescue Service Watch Manager Mark Pratten added: “With winter approaching, people will be considering the costs of heating their homes and many will be seeking cheaper alternatives. Yet the cost counting may not stop there if portable heaters are used incorrectly. Instead of saving money, you could be looking at fire, injury and even death. Also as the festive season approaches, we urge people not to overload sockets for festive lighting; always use RCD’s (residual current devices) at all times. We also want to inform people to be mindful of E-cigarette and mobile device chargers. If left on for long periods it could cause a serious fire through overheating. As winter takes hold it is vital that people take our messages on board and follow the advice.” If you are elderly, have underlying health issues, caring for a vulnerable person or young children and are
worried about fuel bills, debts, keeping warm or your home being cold or damp, then you can find out about Winter Wellbing which offers access to a range of services to help you stay warm and well this winter. This will be the fourth year that organisations across Cornwall have joined forces to run ‘Winter Wellbeing’, a campaign that aims to reduce preventable winter deaths and help those at risk of ill-health and fuel poverty. For advice and access to services provided by the programme’s 30 partner organisations, call Freephone 0800 954 1956. More details at www.cornwall.gov.uk/winterwellbeing. Helston’s Funkiest Gifts!
HELSTON CHRISTMAS LIGHTS SWITCH-ON Friday 28th November – 7.30pm
Preparations are well underway for this year’s Grand Switch On. All the main displays are now in position around the town, put up over the last three weeks by the very dedicated team of Christmas Lights volunteers requiring early 6am starts on Sunday mornings. The main streets of town will be closed to traffic from 3.30pm on the day to allow traders to set up, ready for the 5pm to 9.30pm trading period. There will be hot food stalls and gift stalls as well as fun rides and pony rides for the kids. Santa will be in his new ‘Winter Wonderland’ Grotto by the Museum in the basement room below Bowdens Hardware from 4pm. For only £2.50 your child can walk through the magical winter wonderland, meet Santa and receive a present from him
too. Real reindeer will be here from 5pm to 7pm. The Culdrose Military Wives Choir will be performing on the main stage from 6pm to 7pm, then Helston Town Band will lead carol singing for half an hour ahead of the big switch-on at 7.30pm. Following a countdown from 10, there will be the ‘Five Minutes of Mayhem’ fireworks display, kindly sponsored by Borlase & Co Solicitors, in front of the Monument and Helston will once again be a blaze of colour as zig-zags of bulbs and all the big cross-street displays will light up with military precision! The ‘Samba Celtica’ Samba Band will meander down Meneage Street to the main stage after the fireworks. Please make sure that you get into town early for the switch-on ceremony. Coinagehall Street gets so
full that we have to close off access to people arriving after 7pm from the lower end of town. Due to the 50 metre safety exclusion zone around the fireworks firing area we have to ask people to stand around the Bowling Green behind the Monument or walk all the way along Five Wells Lane to then access the street from the Guildhall end. Over 1000 new low energy coloured bulbs have been purchased this year so our kitty is at zero once again! Anyone wishing to make a donation to help boost the Lights Fund can do so by sending a cheque, made payable to ‘Helston Christmas Lights’ to Rob Williams at 10 Meneage street, Helston TR13 8AB. Donations of any size will be gratefully received. Roads re-open at 10pm.

Interesting Taxation and Business Advice By Brendan Thomas BSc ACA
What A Tangled Tax Web We Have Weaved! What has most surprised me, with my increasing client base, is the number of people that have got in to a horrible mess with their tax affairs. It normally goes something like this. There was a problem with their tax, like they had paid too little, missed a deadline, and such. The HMRC writes to them clearly stating something is wrong and for the taxpayer to sort it out. All is very cosy at this stage. But they ignore the taxman. The taxman gets annoyed for being ignored. Remember that he has very low selfesteem and he takes it personally. So what does he do? Well, he charges you a penalty. He punishes you! And it does not stop there. The taxpayer gets scared on the amount they now owe the horrible taxman. They stop opening future letters – straight into the drawer the letters go. More penalties keep arriving, and the drawer begins to overflow. Up and up and up the penalties go. I had one client that had a £500 liability that is now £5,000. They were even thinking of emigrating overseas to escape from the taxman – perhaps they should read my article from a few weeks ago and go and teach English in Thailand! Of course, I would not recommend they do this with a black, tax cloud hovering over them. I must emphasise this. I was not recommending for people to go on the run from the HMRC and work in Thailand! Perhaps after it is all resolved they should go. But if they leave now it will be very difficult to come back to the U.K. They will be the Ronnie Biggs of Helston, or more accurately, the Ronnie Little, as in the grand scheme of things, it is hardly comparable to the Great Train Robbery. Though, when you are in the middle of a HMRC snowstorm of letters, it is a worry. Sleepless nights become the norm. Oh what a tangled tax web we weave when we practice to…. take leave of our senses, and put our head in the sand
and ignore the taxman. And with the Self Assessment deadline approaching – the 31st January 2015 for on-line filing – there will be many who will miss the deadline! Last year over 800,000 taxpayers missed the deadline! If you are one day late there is £100 penalty. If you are three months late it increases to £1,000. And then it begins to spiral out of control. It is madness to miss the deadline – don’t do it! Don’t ignore the taxman. For less than the £100 penalty I can do your self-assessment for you – but you will need to contact me ASAP. Now, not ignoring the taxman is great advice, but it does not help those who are today tangled in their tax web and have £5,000 penalties (and rising) to pay with the taxman knocking on their door.

Retro outshines Traditional Helston Museum hosts another Antiques ‘Fake or Fortune?’ on Saturday 22nd November from 10am12noon. Bearnes Hampton & Littlewood, South-West’s largest fine art auctioneers will be giving free identification and valuations on family heirlooms and attic treasures. ‘I’m always surprised at what arrives wrapped up in tea towels and blankets’ says Richard Hamm, from Bearnes’s Cornish office. Richard has over 40 years experience as an antiques & art valuer, and together with a team of 10 specialists he can consult with in Exeter, advice can be given on maritime artefacts, jewellery, modern & traditional art, militaria, books, eastern ceramics and metalware and many other categories. At Bearnes’s last Fine Art auction, a 1960’s white fibreglass ball chair designed by
Eero Aarnio sold for £1150, outshining prices obtained for period furniture. Likewise the more contemporary Cotswold School of Furniture secured recognition when a walnut secretaire cabinet by Peter Waals realised a surprising £34,000 at the Exeter salerooms. A collection of almost 900 lots was offered over 2days and included a Rolex Oyster Perpetual watch securing £5,800, a lady’s Patek Philippe watch £3,600, a Cartier 1.88 carat diamond solitaire ring sparkled at £14,000. Amongst the paintings, Plymouth favourite, Beryl Cook attracted £6,400 for a humorously titled ‘Twinkle Toes’ whilst some 18th century sealed glass wine bottles were toasted with bids up to £3,400 each and the Roy Paine Collection of Torquay Pottery attracted many collectors to the sale. A Pacific tribal club discovered at Bude left the vendor pleased
with an exchange of £1,900. For further information or to arrange a home visit contact Richard Hamm at BHL’s Cornwall office on 01208 813593
So what should you do if you are in a bit of a tax mess? The first thing you should do without hesitation, like today, is talk to an accountant. Don’t wait. A day’s flying on Operation Gritrock in Sierra Leone The working day starts early onboard RFA Argus for aircrew of 820 Naval Air Squadron flying sorties across Sierra Leone, as part of Operation Gritrock. Overnight tasking has come into the Ship to take a load-lifting team up country and pick up stores in an under-slung net and bring it back to RFA Argus. Lieutenant Rich Beaumont is a Merlin pilot with 820 NAS and takes up his story. “My alarm goes off at 0600, it’s not long until I need to be ‘turned to’ so I have a quick shower and get rigged in my uniform. My first event is the Ship’s flying brief at 0630. This is followed by the aircraft’s crew brief where we go through tasking we have for the day and plan how we are going to do this Today’s first sortie doesn’t lift until 1030, so I have breakfast after the brief and make sure that my kit is ready for the mission. It is very important to take enough water as the cockpit gets very hot and I also check through my ‘Downbird bag’. This contains all the equipment I may need if our aircraft develops a problem and we get stranded somewhere or if we have an accident. For example a change of uniform, survival knife, torch, first aid kit, some food and a fire-lighting kit. At 1030 we launch for the first mission, loadlifting stores. Flying with a large object hanging below the aircraft is tricky, not least because I can’t see it from the cockpit. Close cooperation with the Aircrewman in the cargo door is essential. He leans out to keep an eye on
the load and provides precise instructions to ensure that it is placed down onto the deck in exactly the right place. Our next task is to take stores to an Army Medical team who are based at Makeni, deep into Sierra Leone and very time-consuming to reach by road. The Aircrewman and Observer spend 10 minutes ‘lifting and shifting’ the kit inside. They make sure that it is secured well so that it doesn’t shift around during flight. We also pick up a recce team who are coming along for the ride so that he can conduct reconnaissance of potential Casualty Evacuation landing sites along the way. The flight takes about 30 minutes, along the way we see a Landing Craft manned by our Royal Marines coming along the river so we descend and give them a wave on the way past. Once at Makeni, we have a quick airborne look at our intended landing site, which is a football pitch. There are large trees around two sides, some goalposts and the surface is dusty. We plan our route in and out; considering what we will do if an engine fails during the approach. The dust can be a problem if it billows up around the aircraft, preventing us seeing the ground. So we decide to use a “double-angle approach to a zero/zero landing” – this will allow us to clear the trees whilst minimizing the effects of a dust cloud. We drop the stores to the grateful soldiers who load it into their pickup. I notice the Republic of Sierra Leonean Armed Forces (RSLAF) personnel have set up a cordon

around us to stop the excited children running up to the helicopter. They are all clearly quite thrilled to see us, but could get hurt or blown over if they get too close so I am relieved that the RSLAF are looking out for them. We lift off from the football pitch using a “towering takeoff”- this allows us to stay over the landing site until we are high enough that we would be able to dive away safely in the event of an engine failure. We head for Freetown and RFA Argus. En-route we keep a lookout for potential landing sites. Spotting what looks like another sports pitch; we note
down its location, map co-ordinates and take some photos. It looks ideal and has good access to the main road for ambulances. The rest of the flight back is uneventful, and we land back on the Argus at 1630 and shut down the aircraft. After a post-flight walk-round our Merlin we head back inside and debrief what we did during the sortie. We have spent 4:30 flying and been manned up in the aircraft for 6 hours! I have another shower and change out of my dirty flying kit and then head off for a very welcome hot meal”.

Cabinet puts forward budget and business plan to help protect services for people in Cornwall Members of the Council’s Cabinet have approved a draft budget and business plan aimed at creating a leaner, more resourceful organisation that delivers essential council services in the most efficient and effective way within reduced levels of Government funding. The recommendation will now be considered at the meeting of the full Council on 25 November. Setting next year’s budget and council tax in November rather than in February 2015 will enable savings to be made earlier and will save the Council around £7m to £9m. Since 2010 the Council has been forced to find savings of £170m in its budget as a result of cuts in Government funding. It now needs to save a further £196m over the next four years. “This is not the budget we want to present to people in Cornwall but it is the best we can produce in these challenging financial circumstances which are not of our making” said Cornwall Council Leader John Pollard. “Our key aims are to reshape the organisation to deliver services in a different way and strengthen our partnerships with the rest of the public and community sector in order to make as many savings as possible without cuts to frontline services.“ The Council published its initial budget proposals in September. Since then the proposals have been considered in detail by Members at meetings of the Council’s Portfolio Advisory Committees, by Council staff and more than 1,000 people at 19 public and 10 partner consultation events across Cornwall. Hundreds of members of the public also gave their views via the Council’s website or through comment forms available in libraries and one stop shops or by post.
All 1,499 comments and suggestions made during the consultation were considered by members of the Cabinet and a number of the suggestions have been incorporated in the revised budget proposals which were formally approved by the Cabinet yesterday. “The Cabinet is responsible for presenting a budget to the Council and the draft put forward for approval have been revised following the extensive consultation which has taken place over the past few weeks” said John Pollard. “We have considered all the responses and have made a number of changes to the original proposals as a result of this feedback. We have not been able to take every suggestion on board but, where this has not been possible, we have explained the reasons for this decision.” The unprecedented scale of the savings required means that all areas of the Council are affected by the draft proposals. However, rather than simply ‘salami slice’ every service, the authority has developed a four year plan which will help protect the three key priority areas identified by the public and Members during last year’s budget consultation. These are services for the most vulnerable in society (including vulnerable adults, children, older people and the poorest), public transport, and road repairs and maintenance. “We were determined to focus on what Cornwall will be like in 2019, rather than what we need to cut” said John Pollard. “This budget, the Council’s strategy which underpins it, and the Business Plan which will implement it have been designed to help us to create a new organisation which will provide services for local residents”. The recommendation will now be considered at the meeting of the full Council on Tuesday, 25 November. This meeting will be webcast.

Reach Your Full Potential Finish this statement: Life is a… When I look back at the toughest times of my life I can see through those times I learnt so much about myself, my limiting thoughts and beliefs which being aware of them has enabled me to change all areas of my life for the better. It doesn’t mean life’s a breeze, but it means I am able to be more me, doing something I love and being far more self aware which makes life a continual journey of growth and development rather than being dead to myself in many ways as I was before. I’d shut myself off in an emotional cave to protect myself from being hurt by people and life. It was a prison of thinking and as a result I thought my happiness was dependant on external forces and powers, the prison guards who I had to keep on side with, as they had the power. Life felt like a struggle and I felt powerless. You may have seen the bumper sticker ‘Life is a bitch and then you die’. This is a classic example of the powerless, victim (prisoner) of life mentality. Let’s explore this philosophy a little more. If we were to agree with the first statement, life is a bitch, or any variation of it such as life is a struggle, or life is unfair then why is dying and getting out of the prison of struggle such a bad thing? Surely it should be ‘Life’s a bit…but then you die!’ with a positive inflection at the end! Otherwise it is a contradiction and
creates what is called a double bind. It binds you into a circular argument that you cannot escape from. Many people live life by this philosophy, without being consciously aware of it. I used to. I spent many years in a job that didn’t inspire me whilst at the same time was scared I may be laid off when we went through rounds of redundancy. Many people feel the same about their life, their jobs, their relationships. When I finally took the step to leave out of choice to find a job that’s more ‘me’ I lost count of the people that said to me they wished they could do the same. What was different to me from them? I had no super-powers or shed loads of money to fall back on! It was their victim mentality that kept them prisoner there. The brain is an amazing biological computer. It’s purpose is to create and it cannot cope with closed loops that don’t go anywhere. We feel energised when we are inspired, when we send our brain something inspiring. That’s a creative energy. In a poll of middle managers the most common response to the request to complete the statement ‘Life’s a…’ was life’s a battle. The most common response for business owners and executives was life’s a game. Things happen in life that we don’t have control over. Life is a contact sport but we can see that as being a battle or a game. When things happen to us, without us having any choice we do have a choice as to how we respond to it. The victim thinks they are powerless. The creator asks themselves ‘what would I like to create from this situation’. What do you want to create from your situation as it stands today?

while providing an elevated driving position, interior space that surpasses most conventional A-segment cars, and also a class leading luggage capacity of 254L. During design, Suzuki aimed for a resolution of the contradictory elements of retaining interior space within a compact body. By going back to basics in development and reviewing the body structure, Suzuki has succeeded in delivering a roomy and comfortable interior within a compact body of just 3,600mm and width of 1,600mm. All these elements have been packed into a dynamicallystyled package. A height of 1,530mm and a nonslanting roofline allows greater headroom for occupants. The 2,425mm long wheelbase provides a tandem distance of 743mm which gives plenty of space in the cabin for five occu-
pants. Standard specification highlights for the range will include six airbags (Driver, passenger, side and curtain), ESP*, air conditioning, alloy wheels, DAB Radio, CD Tuner, USB and Bluetooth connectivity. Full details including grading structure will be announced by the end of the year. Celerio offers low CO2 emissions of 99g/km and fuel consumption of 65.7mpg on the EC combined cycle. In the Summer of 2015 a new engine will be available offering even higher fuel economy and CO2 emissions that fall to just 84g/km thanks to the introduction of Suzuki’s new Dualjet engine technology. Also available in the summer will be Suzuki’s newly developed Auto Gear Shift (AGS). This system features an Intelligent Shift Control Actuator positioned at the top of the

transmission that operates the gearshift and clutch automatically. With AGS, the driver can enjoy the effortless driving of an automatic, particularly in City traffic, but without any loss in fuel efficiency or increase in CO2 emissions that would normally be the case with a conventional torque converter equipped automatic transmission. A unique feature of the Suzuki AGS is a low speed ‘creep’ facility which allows the car to move in gear without the accelerator being applied, ideal in slow traffic and when parking. Honda Civic triumphs at Green Apple Awards The Honda Civic was awarded two Green Apple accolades at the Green Organisation awards 2014, with the Civic claiming Gold in the smaller family car section and the overall Green Apple champion runner up for 2014.
Now in its fourth year, the annual awards are held at the House of Commons with the winners of the automotive Green Apple awards selected by the 28 members of the Midland Group of Motoring Writers. Having won the prestigious
gold award in the smaller family car section, being described as ‘a superb all-rounder’, the 1.6 diesel Honda Civic won the honourable silver place as the overall champion for 2014 and was praised as a car that continues to surprise drivers with its real
world fuel economy, using less fuel than hybrids, while still providing enough performance to keep most drivers happy. The 1.6-litre i-DTEC diesel engine was the first engine from Honda’s Earth Dreams Technology series to be launched
in Europe and is exclusively built at Honda’s manufacturing facility in Swindon. The engine made its introduction in the Civic and offers a class-leading combination of power (120 PS) and torque (300 Nm @ 2000 rpm) with CO2 emissions of just 94 g/km, giving an impressive balance between fuel economy and performance. Rather than develop a specific, eco-focused derivative, the 1.6litre i-DTEC is an extension of the existing Civic line-up, ensuring the variant doesn’t sacrifice any of the driving dynamics associated with the Honda badge. Phillip Crossman, Managing Director at Honda UK, said: “Being recognised by both the Midland Group of Motoring Writers and the Green Organisation as a class leader, not just in one category but overall, is a fantastic badge of honour for the Honda Civic and we are delighted to have come away with two awards.”

Citroën improves Berlingo fuel efficiency for 2015 Effective from November production, Citroën has further improved the fuel efficiency and reduced the CO2 emissions of the Berlingo – the brand’s best-selling LCV model. The versions benefiting from these latest improvements are the Berlingo X, LX and Enterprise vans equipped with the HDi 75 diesel engine and the Berlingo LX e-HDi 90 manual micro-hybrid van. The November changes have seen the HDi 75 powered Berlingo vans’ combined cycle fuel consumption figure improve to 56.5mpg (previously 55.4mpg) and CO2 emissions reduced to 131g/km from 133g/km. Similarly, the Berlingo LX e-HDi 90 manual microhybrid sees its CO2 emissions reduced to 120g/km from 125g/km and its combined cycle fuel consumption figure improve to 61.4mpg (previously 58.9mpg). Business Sector Operations, commented; “These latest changes will help to maintain the Berlingo’s strong sales performance. In the first three quarters of this year, the Berlingo showed a year-on-year sales growth of 14% to 12,283. We expect that this popular model will deliver one of its best-ever sales results in 2014, reflecting its strong appeal to businesses both large and small.” The Berlingo range includes a unique selection of models, with a choice of efficient full-electric, petrol, diesel and diesel microhybrid drivetrains. Berlingos are available with a factory built choice of L1 and L2 panel vans, 5-seat crew vans, enhanced traction vans and platform cabs for special bodywork. The Berlingo panel van is also the only model in its sector to be supplied as standard with Teletrac satellite navigation and Trackstar stolen vehicle tracking.

FTA supports need to look out for each other on the roads Road Safety Week runs from 17-23 November, and this year the theme is ‘Look out for each other’, highlighting the need for everyone to share the roads safely and protect vulnerable road users such as pedestrians, cyclists and motorcyclists. Shopfta will be running special offers on selected road safety products throughout Road Safety Week, including 20% off Fresnel blind spot lenses and a selection of safety products such as cyclist awareness stickers, posters and cards, Think Bike!, mobile phone and drink and drugs stickers. Further details can be found on the Shopfta website at h t tp : / / w w w. s h o p . f ta . c o. u k / c - 7 general.aspx?ssc=370 As part of its ‘Logistics for Cycling Campaign’, FTA recently published ‘Shared Vision’, a document setting out examples of the good work logistics companies are doing to improve safety on the roads for vulnerable road users. The doc-
ument gives a flavour of the range of work that many companies are doing, include upgrading vehicles, developing improved training and taking part in community education initiatives with cyclists and in schools. Christopher Snelling, FTA’s Head of Urban Logistics Policy, said: “Road Safety Week highlights how important it is for everyone to share the roads safely, and with 'Shared Vision' we are seeking to promote within and outside our industry the good practice that goes on today. Our members are investing their money, staff and vehicle time in taking actions that they believe will improve the safety of everyone on the roads – all above and beyond what anyone is requiring of them through regulation.” An online version of the ‘Shared Vision’ document is available at: www.fta.co.uk/logisticsforcycling.
