Greetings, FROM CHIEF APOSTLE & PRESIDING PRELATE Robert L. Capers, Jr. & Lady Deborah E.B. Capers Lady Capers and I, Apostle Robert Capers Jr. welcome you to our very first Holy Convocation. The affirmation of the Psalmist in Ps. 126:15 ““The Lord Hath Done Great Things for Us; [Whereof] We are Glad.” is a fitting message for the times in which we live. We have lived through two plus years of a Pandemic in which survival of the church and other religious institutions has been severely challenged. Other organizations and institutions in society have also been challenged, but none as severely as the church. At one point, it appeared as if our very existence meant reverting back to the house-to-house fellowships of the Early Church. We faced government restrictions on how many members could attend services and how our facilities had to be retrofitted to accommodate those who could attend. Never has our worship and fellowship been so challenged. The cause was the worst pandemic the world has experienced since 1918 with the Spanish Flu. Which infected and killed millions of souls. With a death rate of over one million persons in America, and hundreds of millions of people being infected by Covid-19, most of us had no choice but to succumb to the restrictions. In doing so, we discovered that God had not failed and opened other doors for us to worship Him. Zoom, Facebook, YouTube, and other social media platforms, saved the day. We are now able to reach multitudes and have doubled and tripled the number of people we would normally minister to on a weekly basis. We are now able to reach untold numbers in our worship services, bible classes, and prayer meetings. To God be the glory, He has allowed us to experience a new formation of the church, the E-Church.


God has blessed us, and we are excited to gather with you in Elmsford, New York. We will celebrate what God has done, despite the pandemic, and we praise God for comforting those who suffered the loss of loved ones. He has transformed our grief into celebration and turned our mourning into dancing. As we gather, we will reimagine the promise of his return and what that means for those who survived this dark period. This year and for years to come we vow to “Rebuild the Walls”, just as God had Nehemiah do for his people. Today, we embark on a Journey and assignment designed by God, and like Nehemiah, we will complete this assignment (Neh. 4:6). People of God, we have work to do. Let’s get to work! Elder Deborah E.B. Capers Elect Lady, Cathedral of Hope For All People, Brooklyn, New York & Hope International Fellowship of Churches Elder Deborah E Bethea Capers is an anointed women of God who has been empowered with a dynamic ministry. Her life, her preaching and teaching, as well as her powerful singing has touched and blessed many lives. Deborah was a part of the ministerial staff of friendship Baptist Church in Jamaica, New York under Bishop Mitchell H Hudson. She has written several plays, many of them have been performed at church. She has also had the opportunity to have one of her plays performed at the Black Spectrum Theatre in Queens, N.Y. In addition, Elder Deborah Capers has also been gifted to perform liturgical dance. While serving at friendship Baptist Church, she was also a part of the worship and praise team and Women’s Committee . Elder Deborah Capers began a women’s organization called the “Deborah Heart For Hurting Women” in two thousand and one. In two thousand and three Elder Deborah Capers was introduced to Bishop Robert L. Capers, Jr. by her god sister Pastor Betty E Brown. In two thousand and four Bishop Robert and Elder Deborah were brought together by God’s plan, and were married they have been happily married for fifteen beautiful years. Through this marriage, Deborah Capers has four children: Robert Capers the third, Anthony Bethea, Clifton Bethea, and one daughter Rose, who resides in South Carolina. After this beautiful union her life was no longer the same, their ministry began to grow, and a host of spiritual children were born. In two thousand and seven God spoke to Elder Deborah and change the name of her women’s ministry from hurting women to Deborah’s Heart for Victorious Women! She continues to serve in many areas of the church behind the scenes, and sings with her God-gifted voice. She is a graduate of the Career Institute of Health And Technology. Most of all, she’s a praying woman and believes nothing will work without the power of prayer.

Pastor Monique D. Williams Co-Pastor, Shiloh International Ministries, Yonkers, New York Lady Monique Williams Lady Monique Williams is striving to become the “The Proverbs 31 Women.” Monique was introduced to the church at a very young age however, it was not consistent, and she strayed away in her late teenage years. By the time Monique turned 23 she made the decision that for God she lives and for God she would die. She started attending church services and bible study regularly. Inspired by her spiritual mother, Elder Deborah Capers, Monique had a zeal for God that was unstoppable. She was introduced to Apostle Robert Capers, Pastor of the Cathedral of Hope for All People where she became a member and began to serve in the ministry as a worship leader and Youth Pastor. Lady Monique has faithfully served as armor bearer of First Lady Deborah Capers. She has a Master’s of Social Work degree and works with marginalized, underserved youth and families in NYC. God has anointed Lady Monique to be a powerful and effective teacher of God’s word. Many yokes have been destroyed and burdens lifted through her direct straightforward approach. In 2005, Monique wedded (then) Minister Joseph Williams. They have 2 children, Joseph Malcolm Jr. and Mikalah Dominique, and one Dog, Bitsy Rose. God has blessed Lady Monique to Co-Pastor alongside her husband, and to birth the Sweethearts of Salvation Women’s Ministry. Additionally, she oversees the Fusion youth department.

Bro.Ce’Vonne Ross Youth Leader, Shiloh International Ministries, Yonkers, New York Ce’Vonne Ross was born in Yonkers, New York. Raised by his grandmother, Mother Marion Ross who kept him in church at Cathedral of Hope For All People located in Brooklyn under the leadership of Apostle Robert L. Capers, Jr. Ce’Vonne Ross is now a faithful member of Shiloh International Ministries located in Yonkers, N.Y. under Bishop Joseph M. Williams, Sr. Ce’Vonne has always had an appreciation and reverence for the word of the Lord. His relationship with God has continued to grow stronger after the passing of his grandmother. Ce’Vonne became a mentor at 15 years old. Mentoring families and friends from all ages. He has also represented various organizations for the troubled youth throughout the city of Yonkers. His mission for the youth has always been to find their purpose from the Lord, and live according to His Word, for great is their reward in heaven (Matt. 5:12). Ce’Vonne enjoys spending time with his 13 siblings and 8 nieces and nephews whom he admonishes to become an ‘empire of faith’ by representing Christ and ‘being’ the Word, not just to knowing it.

His Grace Bishop Tracy C. Holloman,

City Refuge Center, Overseer & Senior Pastor United Refuge International Fellowship, Presiding Prelate Bishop Tracy Holloman, one called out among men to do the will of the Lord. “He asked God to do something that he was not able to do” and that was to deliver him for his addiction to drugs and upon his heart cry in 1987 God miraculously delivered and saved him instantly from the bondage of drug addiction. Bishop Tracy Holloman surrendered his life to God at the age of 22 under the leadership of the late Rev. Hillary Smash Sr., and has been an instrument for the gospel of Jesus Christ till this day. Bishop Tracy Holloman’s Biblical training began in 1989 at Christian Love Tabernacle School of the Bible. Bishop Tracy Holloman was called to the ministry in 1991 and was ordained to the office of Elder in 1993 and served as Youth Pastor until 1997. In 1997 he was consecrated to the office of Presiding Elder under the Leadership of Archbishop Leon and Dr. Ruth Harris of the Christian Love Tabernacle in Yonkers, NY. In 1998 Bishop Tracy Holloman received his Bachelor’s Degree in Church Administration. In 2000 he received his Master’s Degree in Divinity from the York Christian College and Divinity School of Fort Lauderdale, Florida. In June 2014 the CLT Fellowship Churches consecrated Pastor Tracy Holloman to the office of Bishop in The Lords Church. Today, Bishop Tracy Holloman serves as the Pastor of City Refuge Christian Center Inc. in Yonkers, NY where he first surrendered and dedicated his life to God. He is married to Elect Lady Elder Debra Holloman formally of Martinsville, Va. Whom he calls “His Queen” This anointed union was join together in July 1993. Bishop Holloman’s passion is preaching and teaching the gospel of Jesus Christ. Bishop Holloman’s favorite scripture is Isaiah 61:1-2. “The Spirit of the Lord God is upon me; because the Lord hath anointed me to preach good tidings unto the meek; he hath sent me to bind up the broken hearted, to proclaimed liberty to the captives, and the opening of the prisons to them that are bound. (v2) to proclaim the acceptable year of the Lord, and the day of vengeance of our God; to comfort all that mourn;

His Grace Apostle Robert L. Capers, Jr. Cathedral of Hope for all People, Senior Pastor Hope International Fellowship of Churches, Chief Apostle & Presiding Prelate Apostle Robert L. Capers was born on March 27th, 1947 in Darlington South Carolina to Wilhelmina CapersColeman and the late Robert Lee Capers. Apostle Capers was joined in Holy matrimony to Elder Deborah Bethea Capers on March 14th, 2003. This union included four children – Roseann Bolds, Robert Capers III, Anthony Bethea and Min. Clifton Bethea. In June of 1972, shortly after moving to the borough of Queens, New York, Apostle Capers surrendered his life to Christ. Following his new birth, Apostle Capers submitted himself under the leadership of the late Apostle Johnnie L. Washington, Senior Pastor of the Tabernacle of Prayer for All People Inc. where he learned the ways of the Lord. He became a faithful member and soon began filling the positions of both Trustee and Armor-bearer to the late Apostle Washington. In 1983, Apostle Capers was promoted to position of sergeant in the Auxiliary services unit of the 103rd police department in Queens, N.Y. where he served his community faithfully for over 10 years. As Apostle Capers grew in the Lord and Apostle Washington saw his faithfulness, he was elevated to other areas of ministry including assistant administrator and chairman of finance and head engineer of the tent ministry. Apostle Capers became a diligent student of the word, enrolling in and graduating from the Tabernacle Bible Institute (T.B.I.), as his knowledge and understanding of the word of God increased, he was ordained as an Elder in the Tabernacle of Prayer, under the leadership of Apostle Johnnie Washington. Apostle Capers was later sent to teach at the Staten Island Tabernacle Bible Institute (S.I.T.B.I.) under the leadership of the late Pastor Moses Robinson. In October of 1992, after the Lord called Pastor Robinson home, Apostle Capers was officially installed and the Senior Pastor of Staten Island Tabernacle of Prayer Inc. Apostle Capers received his Apostolic Declaration while under the tutelage of the late Apostle Robert Evans, Jr. D.D. and was appointed to the position of Bishop in the Lord’s Church through the Episcopal Catechism; this occasion was witnessed by the hand of Apostle Robert Evans, Jr. D.D. on the 3rd day of May 1999. In the year of 2000, the Staten Island Tabernacle of Prayer officially changed its name to the Cathedral of Hope for All People Inc. In March of 2011, through the prophetic utterances of Bishop Jeremiah Walker, Pastor Joseph M. Williams, Sr. Mother Laura Williams and Prophet Somerville the Apostolic call of God was confirmed over Apostle Robert Capers, Jr.


Apostle Capers is the shepherd of a young, growing assembly of souls conceived at the Cathedral of Hope for All People Inc. located at 705 Bradford Street, Brooklyn, and N. Y. 11207. Through the life and ministry of Apostle Capers, many souls have been saved, delivered, and set free. Apostle Capers has traveled extensively primarily throughout the eastern seaboard. His ministry services include prisons, revivals, baptisms, community outreach, youth guidance and bible teaching with many signs following. Apostle Capers’ ministry reach has extended its boarders to reach beyond the African American community to include Caribbean, Korean, Indian and African ties as well. Additionally, the Cathedral of Hope continues to expand its borders with a new location opening in Durham, North Carolina as the Cathedral of Hope - Word of Life Ministries. Apostle Capers also sits as the Executive Director of the Wilhelmina Capers Coleman Development Center, Inc. (W.C.C.D.C.). Since 2008, Apostle Capers has teamed up with the 75th precinct in East New York (Brooklyn), where he has been tasked with being the assistant treasurer of the 75th precinct’s clergy council which works to increase efforts of community development. Apostle Capers has always been a lover of souls, he is an able active minister of helps, and a committed and faithful steward of the Gospel of Jesus Christ; for such is his divine calling and purpose which he unashamedly proclaims: “The Spirit of the Lord is upon Me, Because He has anointed Me To preach the gospel to the poor; He has sent Me to heal the brokenhearted, To proclaim liberty to the captives And recovery of sight to the blind, To set at liberty those who are oppressed; To proclaim the acceptable year of the Lord.”(Luke 4:18-19) For this cause, Apostle Robert Capers Jr. will hold fast to the words of his ancestors, King David and the Apostle Paul: “I will bless the Lord at all times; His praise shall continually be in my mouth.” (Psalms 34:1); “Being confident of this very thing, that He who has begun a good work in you will complete it until the day of Jesus Christ.” (Philippians 1:6) To God Be All the Glory!

Bishop Williams is faithfully married to Pastor Monique Williams and the devoted father of two children, Joseph Jr., and Mikalah Williams.

+ THE EPISCOPAL VESTMENTS + At the investiture, the Adjutants shall present certain vestments, and the Bishops shall adorn the candidate. The Candidates will be vested in the garments as fitting to their office. CASSOCK – The garment of “Servanthood”. This garment may be worn by all ordained clergy as a symbol of a servant. The Cleric continues to wear the Cassock as part of his garb because Jesus instructed that he who would be chief among you must be a servant. CINCTURE/ROPE – The garment of “Humility”. This garment is worn with the cassock and girded about the waist. It speaks of the Cleric’s willingness to “wash his brethren’s feet” pursuant to the example of His Lord. The rope-belt cincture worn by clergy symbolizes having truth encircling your inward parts. (Ephesians 6:14). SURPLICE – The Surplice is a loose-fitting linen garment with wide sleeves. The cassock and surplice are the minimal vestments worn by clergy when leading formal worship as the surplice represents simplicity and dignity in worship. ROCHET – The garment of the priesthood. Aaron’s white ephod is found in the book of Leviticus and is a reminder to the Cleric that his role as a celebrant and worship leader is prominent in the total mandate of the office. (Leviticus 8:7). CHIMERE – The garment of the “Preacher”. The Bishop of the church must become the chief defender of the faith and preacher of the doctrines in the church. This is the symbol that sets him apart as one who speaks the things which become sound doctrine. (2 Kings 2:13, 14). TIPPET – Like the stole, it is symbolic of one called to the office, denoting one whom is yoked. Worn by the Cleric around the neck and hanging from the shoulders with the emblem of the particular movement. CROSS – Suspended by a cord or chain is the CROSS. The one that JESUS had was not fancy, but we cherish the symbol. The cord or chain that it is suspended by is not decoration, but it represents that chain of a prisoner, for we are prisoners of the Lord Jesus Christ. RING – Is the symbol of “God-Given Authority.” It is worn on the right hand (the hand represents GodGiven Authority), just as Christ sits on the right hand of God. It represents that marriage between Christ and the church. Take this ring: be merciful in your exercise of authority, and be faithful to the bride of Christ. (Ephesians 5:22, 23). ZUCHETTO – is the Prayer Cap and may be worn by any ordained cleric while in vestments. The Zuchetto is removed during Prayers of Invocation, the Consecration of the Host, the Public Reading or hearing of the Gospels of Jesus Christ. BIRETTA – Stiff, brimless, three- or four-sided cap worn by clergy on ceremonial occasions. It is black if worn by a cleric. The biretta may be ornamented by a pompon. BIBLE – The guide and standard for life, and witness to him who is the source of Life eternal.
