Dear HRM Standing Committee on Community Planning and Economic Development, and HRM Regional Council: Councillors,

Downtown Halifax Business Commission supports the idea of HRM proceeding to investigate the feasibility and cost of implementing a permanent sports/entertainment venue on the Halifax Wanderers Grounds. Such a venue would continue to be home to the Halifax Wanderers Soccer Team, as well as a potential home for the Citadel High sports teams, other community uses, as well as year-round sporting and entertainment.

The Halifax Wanderers soccer team has proven to be a success for our city, both in providing community spirit, as well as driving economic benefits in several business districts, including Downtown Halifax. They have demonstrated that this previously under-utlilized location works for sports.

We would request that HRM CPED and Regional Council direct staff to undertake a feasibility report, and begin budget planning, for a permanent facility on the Wanderers Grounds.

I am writing to you today on behalf of the Quinpool Road Mainstreet District Association (QRMDA) to voice our support for the Halifax Wanderers FC in their efforts to secure more permanent facilities on the Wanderers Grounds.

Council wisely chose to allow a temporary facility to see if professional soccer in HRM could survive. Five years later, a FC Wanderers game is a go to event. The facility itself, while beautiful, is in much need of upgrades to meet the growing demand for a more modern state of the art facility. Things such as water on site, washrooms and technical upgrades are desperately needed. A permanent investment will allow just that.

Merchants in the food and beverage sector have benefited from the game day matches, and we hope this will continue.

The Wanderers have become more than just a team, they are part of our community. Appearances at schools and community events, sponsorship of youth and game days that honour the Navy etc. are part of the outreach programs that have benefited many.

Your approval today marks the beginning of the work that will need to be done to see if this can become a reality. Please help make what was once just a field in poor shape, a new Community Asset.

I am writing to you today on behalf of the Spring Garden Area Business Association to voice our support for the Halifax Wanderers FC in their efforts to secure more permanent facilities on the Wanderers Grounds.

The Wanderers have become more than just a team, they are part of our community. Appearances at schools and community events, sponsorship of youth and game days that honour the Navy etc. are part of the outreach programs that have benefited many.

Your approval today marks the beginning of the work that will need to be done to see if this can become a reality. Please help make what was once just a field in poor shape, a new Community Asset.

As a citizen of HRM, I am very appreciative of the way that the Halifax Wanderers have become a part of the community. Not only is the organization very supportive of the sport of soccer in and around our city, but it also champions the wellbeing of our youth From appearances by players, coaching staff and management at schools and community events, to hosting community groups at home games, the Halifax Wanderers have impacted many residents within HRM.

The Wanderer Grounds have hosted other events, such as high-level men’s and women’s rugby matches, and have become an important component of HRM’s increasingly diverse mix of community events and collective social opportunities. Creating a permanent stadium at the Wanderer Grounds would be an excellent contribution to making HRM a healthy and vibrant community.

I am writing to you today regarding the initiative by the Halifax Wanderers FC to secure permanent facilities on the Wanderers Grounds. I am fully supportive of this endeavour.

As a business owner/operator in downtown Halifax, I am directly impacted by the presence of the Wanderers on the peninsula. Club activities have had a positive effect on my business. On days when the Wanderers are playing a game at home, the presence of fans and attendees certainly can’t be missed. From the buzz created by the march to the game, to pre- and post-game purchases at shops and restaurants, the impact is undeniable. When the team is away for matches, their influence is still felt, as fans venture to local pubs and eateries to watch the game.

The Wanderers organization has been very supportive of businesses and establishments throughout HRM. From players’ appearances, to block and street parties, to team barbeques, to viewing parties, the organization is always looking for ways it can use its influence to help its sponsors and partners, and the business community in general.

The Halifax Wanderers began their journey in 2019 in a makeshift facility Since then, they have proven that professional soccer can be successful in the heart of the city, and they are here for the long haul. In 2019 when launched the CPL and the Halifax Wanderers represented a new frontier for professional soccer in Canada, and certainly here in Halifax. Accordingly the temporary facility was appropriate and prudent However over the last 5 seasons we believe that the Wanderers have proven that the appetite for professional soccer, and for this team is real, is sustainable and continues to grow. The Halifax Wanderers, and the Canadian Premier League in which it competes, have demonstrated their long term commitment to the sport and to our communities and the strong and growing fan support has and continues to outgrow the temporary facilities currently in use

Beyond their success on the pitch and in building a fan base the Wanderers have established themselves as important community partners They actively engage grass roots soccer clubs such as ours, as well as other charitable organizations in our city. They consistently demonstrate a commitment to growing the game, welcoming new fans and inspiring new youth to play soccer. The players, coaches and management of the Halifax Wanderers are active and engaged in building relationships in the soccer eco-system and positively impacting the broader HRM community.

The Halifax Wanderers had a vision and the courage to bring professional soccer to Halifax and both the team and the community have benefited from that foresight As such at Halifax County United Soccer Club we believe that the Wanderers and the loyal, thriving and still growing fan base merit a permanent facility befitting the best fans in the Canadian Premier League.

When the Halifax Wanderers embarked upon their inaugural season in 2019, they were granted permission by the HRM Council to erect temporary structures on the Wanderers Grounds. This decision was made considering uncertainties surrounding the long-term viability of professional soccer in HRM. However, since then, the Halifax Wanderers have magnificently demonstrated that professional soccer not only thrives but flourishes in our community.

The Halifax Wanderers and their participation in the Canadian Premier League have exhibited an unwavering commitment to the sport. The current arrangement of bleachers, shipping containers, mobile food vendors, and portable restrooms, while functional initially, no longer aligns with their remarkable growth and success.

As a community organization within Nova Scotia, I wish to express my profound gratitude for the Halifax Wanderers' remarkable impact on our community. Not only have they been supporters of soccer in our province, but they have also championed the well-being of our youth. The players, coaching staff, and management of the Halifax Wanderers have graced schools and community events, inspiring future generations of coaches, athletes, and referees. Their embrace of community groups at home games has left a mark on the lives of countless residents of HRM and beyond.

2023 marks their fifth season, we are you to recognize their unwavering commitment to our community by granting them a dedicated, permanent facility they can proudly call home. I am wri�ng to you today as a member of the Rugby Union Community in Nova Sco�a. For many years, I have served as a Director of Rugby Nova Sco�a, and since 2021, as Founder and General Manager of the Atlan�c Selects Rugby Team, a regional high-performance team. For 13 years, I have served as Chair of the Halifax TARS Rugby Club. I write to offer my support to the Halifax Wanderers FC as they seek a more permanent facility at the Wanderer ’s Ground

As you may know, we are fresh off Fleet Week, and amazing event for the city and Province. A key piece of the this event was a rugby match between the Atlan�c Selects and the Bri�sh Royal Navy. Almost 4000 military personnel from near and far and many locals atended to watch a great game. Indeed, Rugby Union Football has been played on this ground as far back as 1860 and con�nues to be played there on a regular basis.

As you may also know, we have hosted high profile interna�onal matches with the Canadian Men’s and Women’s Rugby teams at the Wanderers Ground, and for the last two years, our new high performance interprovincial compe��on hosted by the Atlan�c Selects, the Coast to Coast Cup. These events bring visitors, dollars, and renewed interest to our city. We con�nue to play for more and beter events, but we too need a security of venue.

As Chair of the Halifax TARS RFC, I have seen the amazing benefit of collabora�on with HRM on building our facility in Spryfield. Already, events have flourished, and registra�on of youth has exploded. By working together and building beter infrastructure, we all do beter and succeed.

The aforemen�oned rugby events at the Wanderers Ground speak to the fact that the Wanderers FC have been great partners, and that the ground is for more than just soccer. We in the rugby community will con�nue to seek big events which add to the sport and economic fabric of HRM. As we look to do so, we do not that despite its fantas�c loca�on, the stadium has its limita�ons. Washroom and locker room facili�es are temporary and despite the very best efforts, are not at professional and interna�onal standard. Full �me locker room, washroom, as well as catering, dining, and mee�ng facili�es will enhance the experience for everyone: players, administrators, and fans. This enhanced experience will allow us to atract bigger and beter events to HRM and the Wanderers Ground.

I will not repeat what I’m sure many others have said. The Wanderers are a key leader in the sports and economic space of HRM. They have been great corporate ci�zens, working with other sports and community groups to share and build success. We join them however, in seeking a long-term stadium alterna�ve which will con�nue to build this success not only for the Wanderers, but for the broader sport community and general public/fan base. Please join me in proceeding with a proper well considered plan for a permanent stadium on the Wanderers Ground.

Dear Ken,

Further to our discussions, I would like to reaffirm our interest in deepening our ongoing partnership with Halifax as a host city for Rugby Canada matches and events.

Since 2015, Rugby Canada has worked with our partners in Halifax to host 4 international rugby matches in the city featuring the Canadian National Teams. The city’s ability to host these matches has only improved since the development of the Wanderers Stadium downtown, and in 2022 we brought both women’s (Canada v. Wales) and men’s (Canada v. Belgium) international matches to Halifax.

Although Halifax was not successful in hosting the World Rugby Pacific Four Series and Rugby Americas North Olympic 7s Qualifier events held in Canada in 2023, the city was given consideration as part of our initial scoping of those events.

One of our biggest challenges is obtaining certainty and advanced planning from World Rugby, our global federation, and other nations around our schedule of fixtures. We have been working tirelessly over the past 12 months with World Rugby to improve this situation. I’m pleased to say that we now have a working calendar for 2024 and 2025, and we would welcome the opportunity to meet with officials from the City of Halifax to discuss our plans and learn about where we might be able to support Halifax’s development and hosting potential. We would be very interested to learn of any developments planned for Wanderers Stadium or other facilities that could enhance Halifax as a destination for international rugby.

I wrote to you separately seeking your feedback on a DRAFT project that we are currently scoping around the creation of Rugby Canada National Training Centers in key cities across Canada. We would welcome your feedback on that document as well, to learn if there could be any interest from the City of Halifax in discussing that opportunity with us.

I will be in Halifax later this month from 28th September – 2nd October for our Rugby Canada in-person Board Meeting that is taking place over that weekend. If there are any opportunities to meet with City of Halifax officials and discuss some of these opportunities, please let us know. We would really like to take up the opportunity to continue our partnership with Halifax.
