AT A GLANCE

In that period, Gwinnett students have received $1.75 million in scholarships. Previously, 75 of the largest public school districts in the country were automatically eligible for The Broad Prize each year. A review board of education experts reviewed performance data and selected the finalists. Since 2002, there have always been four or five finalists, but last year, the review board, made up of prominent leaders and former U.S. secretaries of education, elected to have Gwinnett and Orange County share the prize. The recipients join more than 1,200 Broad Prize scholars nationwide who have received $16 million in college scholarships since the first Broad Prize was awarded in 2002. The prize was founded by entrepreneur Eli Broad and his wife Edythe, both graduates of Detroit Public Schools. “We are immensely proud

of these students who have overcome the odds to attend college, and we celebrate their academic success by awarding these scholarships,” Bruce Reed, president of The Broad Foundation, a national education philanthropy based in Los Angeles, said in a press release. “Their academic achievements are a testament to their hard work and the commitment and dedication of their parents, teachers and administrators who believed in their potential. We look forward to great accomplishments from these scholars in college and beyond.” The 55 students will receive $1 million in college scholarships — each district received $500,000 — as their school districts were the first co-winners of the award in its history. They were recognized last year for being the most improved urban school districts in the country.

world&nation WORLD Germanwings pilot rehearsed fatal crash PARIS — The Germanwings co-pilot suspected of deliberately crashing a jet in the French Alps rehearsed the fatal maneuver on the morning of the disaster, and had twice been refused medical papers needed to fly, investigators said on Wednesday. The French BEA accident investigation agency said the co-pilot had five times set the autopilot to take the Airbus down to just 100 feet while the captain was out of the cockpit on the outbound flight to Barcelona from Duesseldorf. But the brief twists of an altitude dial, mimicking those which crashed the A320 on its way back to the German city 2-3 hours later, would not have been noticed by passengers or controllers because they were quickly reversed and were masked by the fact that the jet had already started an authorized descent, the BEA said.

Obama expected to push for Gulf missile defense at U.S. summit WASHINGTON — President Barack Obama is expected to make a renewed U.S. push next week to help Gulf allies create a region-wide defense system to guard against Iranian missiles as he seeks to allay their anxieties over any nuclear deal with Tehran, according to U.S. sources. The offer could be accompanied by enhanced security commitments, new arms sales and more joint military exercises, U.S. officials say, as Obama tries to reassure Gulf Arab countries that Washington is not abandoning them. With little more than a week to go before Obama hosts the six-nation Gulf Cooperation Council at the White House and then at Camp David, aides are discussing the options in pre-summit meetings with Arab diplomats. Officials say no final decisions have been made. — From wire reports

Baltimore asks feds to investigate By Ian Simpson Reuters

Baltimore Mayor Stephanie Rawlings-Blake asked the U.S. Justice Department on Wednesday to investigate the city’s police department for civil rights violations after the death of a black man from injuries sustained in police custody. The investigation will look into police practices such as frisks, street stops of suspects and arrests to see if they violate the U.S. Constitution, Rawlings-Blake said at a news conference. The request follows the April 19 death of Freddie Gray, 25, who sustained spinal injuries after being arrested. His death sparked protests and a day of arson and looting in the largely black city. Maryland Governor Larry Hogan lifted a state of emergency for Baltimore on Wednesday. “We cannot be timid in addressing this problem and I am a mayor that does not shy away from our city’s big challenges,” Rawlings-Blake said. Six officers were charged last week in the case, which involves the latest in a series of U.S. deaths of unarmed black men involving police officers. The mayor said the city would seek to have its 3,200-member police department equipped with

NATION Chicago approves police torture victim reparations CHICAGO — Chicago will pay a total of up to $5.5 million to dozens of people tortured by the city’s police in the 1970s and 1980s and make other reparations such as a memorial to torture victims under an ordinance approved by the city council on Wednesday. “We are strong enough to say we were wrong,” Mayor Rahm Emanuel said after the vote. “Chicago will finally confront its past and come to terms with it.” The ordinance also calls for the city to provide psychological counseling,

body cameras by the end of the year. Advocates see cameras as a way to monitor police encounters with civilians. Attorney General Loretta Lynch is considering Rawlings-Blake’s request, the Justice Department said. Lynch met the mayor, police officials and community leaders on Tuesday. Rawlings-Blake, a Democrat who took office in 2010, said the request was part of her years-long effort to reform police. She said the department had made progress, with complaints last year of excessive force down by 46 percent. But improvements had not gone far enough,

Rawlings-Blake said. Gray’s death provoked a day of rioting on April 27 in which a number of businesses were looted and a CVS Health Corp. location was burned. The pharmacy chain said on Wednesday that it would rebuild the store. The Justice Department has conducted similar reviews of U.S. police departments. An investigation of police in Ferguson, Missouri, where an officer shot dead an unarmed black teenager last year, concluded in March that the department routinely engaged in racially biased practices. The Justice Department is investigating possible civil rights violations in

Gray’s death. Last October, officials in Baltimore asked the Justice Department to begin an informal collaborative review of the city’s police department after the Baltimore Sun reported that Baltimore had paid almost $6 million since 2011 to settle lawsuits alleging police brutality and other misconduct. The American Civil Liberties Union said on Wednesday that it had requested information about surveillance flights over Baltimore by the Federal Bureau of Investigation and other agencies that it said may have improperly surveilled and targeted the public.

NBC revives talks of variety show with Rudolph

LOS ANGELES — NBC hopes to bank on the sizzle of live programming next season, as sources say discussions have been revived with Maya Rudolph for a program that is seen as a possible companion for Neil Patrick Harris’ upcoming variety show. Sources said talks with Rudolph and exec producer Lorne Michaels have been stepped up in recent weeks, though it’s not clear if the project will be ready for unveiling at NBC’s upfront presentation on Monday. Treadway told deputies that she and Nickerson had been arguing all day while he held a knife and took away her cellphone. Nickerson rode along with her to pick up the children at school,

Nickerson remained in jail on Wednesday facing charges of kidnapping, battery causing bodily harm, aggravated assault with a deadly weapon and obstruction of justice, according to jail records. Bond was set at $45,000.
