From The President – Peter Coggan Welcome to our autumn issue of Gunsmoke. The Gungahlin Community Council continues to support initiatives and projects in Gungahlin. The opening earlier this month of the $360,000 footpath off Mulleun Close Ngunnawal is most welcome by local residents as it once again provides safe access across the golf course linking the east and west precincts denied for some time with the closure of the footpath through Whitehaven Estate. This project shows that the voice and drive of one can make a difference and Susan Jabs, a local resident, is to be congratulated for initiating and monitoring this project to a successful outcome. The residents of Wells Station Estate Gungahlin are not so happy at the moment and have formed a sub- committee of GCC to voice their objections to Burgmann School and the Government re: proposed road works on Delma View and Valley Way to provide access and egress to and from Burgmann Anglican School. Residents are seeking consultation with the Government and the School to find a better solution, one that will not impact adversely on their environment. GCC has called on the Government to start planning a joint secondary college /CIT campus in Gungahlin this year. A response from Katy Gallagher’s Office has stated that a minimum enrolment of 300 Year 11 students is needed and that that was not likely before 2010! However the Government will carry out a feasibility study for the joint campus this year. GCC continues to lobby for a Health Sports and Aquatic Centre Recreation hub with a 50m pool. LDA has engaged Martin Sheppard Consultants and the first meeting was held on 17 March. Although nothing has yet been decided it is important that the Centre meets community needs. Stakeholders so far consulted have expressed excitement about the Complex but as always there are the issues of what facilities; who pays; how and who will manage it etc? The site may be too small to accommodate all facilities so with that in mind it is important to talk with Health and with Education about the adjoining secondary college site and ACT Sport about the nearby enclosed oval site with a view to extending the area for the Complex and sharing facilities hence cutting costs. I envisage a $20 million dollar plus complex likely to be built in several stages. If you have ideas of about what facilities should be built on the 13,800 square metre site opposite the Raiders Club - who should pay and how they should be managed, please let me know ASAP so they can be included in this important consultation stage. At the successful launch of Chris Newman’s Gold Creek book on 5 March the Chief Minister suggested GCC reapply to have Gold Creek Homestead heritage-listed. GOLD CREEK BOOK NOW ON SALE $22 For most people, Canberra’s local history began with the founding of the Federal Capital Territory in 1911. But the National Capital wasn’t erected on vacant land and, in fact, the history of European settlement stretches back a further ninety years to the convict era of the early 19th century. The history of Gold Creek, a former rural homestead, typifies many of the changes to territory rural life through much of this period and up to the present day.

On Saturday March 5, the ACT Chief Minister, Jon Stanhope, braved inclement weather to launch the book 'Gold Creek: Reflections of Canberra Rural Heritage', a history of Go ld Creek Homestead. About 140 guests, including descendants of the property's founders, Edmund and Margaret Rolfe, gathered in the Gold Creek hayshed for the occasion. The 126-page book is the culmination of three years' research, which uncovered many interesting facts about the 130-year-old property. The book's author Mr Chris Newman said that Gold Creek's history provides some important insights into the lives of local farmers of the mid 1800s. During colonial times, wheat was the chief crop of Ginninderra families such as the Rolfes and the goldfields of Braidwood were the chief market for their produce. By 1908 the Rolfes had accumulated 4,000 acres of land to become the most successful landholders in the Ginninderra district. The Gold Creek property was freehold prior to 1911 when the Federal Capital Territory came into existence.

The Burgoyne and Clayton families, subsequent owners at Gold Creek, ran Merino sheep and cattle for the 40 years through until the early 1960s. In 1970, the new owners, the Bruce family, established the very successful Gold Creek Hereford Cattle Stud. In 1974, the Whitlam Government withdrew the lease on the homestead block and offered it up for commercial lease. The homestead operated for the following 21 years as the Gold Creek Function Centre.

Seven years ago former Socceroo John Warren, found himself with a business surrounded by suburbia. He reluctantly sold the site to the ACT Go vernment in 1998 and left the property with an uncertain future. Local residents hope that the publication of this book will lead to the retention of the homestead for community use.

At the end of 2004 members of the GCC executive, hall manager, Sally Ruecroft, and various users of the hall came together on several occasions to discuss plans for the new hall. A good plan was drawn up and submitted to the ACT Government Finance Department. Costings have come in above budget which is the reason for the delay. Polite letters to the Chief Minister or Treasurer urging them to grant the extra money in view of the limited space available for Community use would be helpful. In response to our questions Arthur Rizzo from Capital Works ACT government has replied: Q. When will the demountable be removed? A. A contract has been let with the Scouts with the agreement that the demountable will not be removed before August 1 but before Nov 1. The Scouts have agreed to the flexibility within the contract to meet our time needs. Q When will the new building be commenced? A. If additional funding is approved in the July budget, construction is expected to commence in Nov/Dec 05. If funding is not approved a redesign would be required and a possible delay to Jan/Feb 06 commencement would occur. Q When is the expected completion for the project? A 7 – 9 months construction period is expected ie earliest June 06 and latest Oct 06, depending on whether funding is granted. Q Are there any issues that you require further information or assistance from the GCC? A Could you provide any additional information on current and future demands and justification concerning the additional size in comparison to the current hall. Q. Are there any issues that are delaying commencement of the project? A The project is delayed because additional funding is required to meet current estimated construction costs on the agreed design.

Gungahlin Community Network

Canberra Community Walks in Gungahlin As part of the Canberra Community Walks project the Heart Foundation will be launching 3 new Canberra Community Walks in Gungahlin. The walks will be in Nicholls, Palmerston and around Yerrabi Pond. The launch will be held at Yerrabi Pond on Sunday, May 22 at 12.30-2.30pm. There will be entertainment and games for children, a walk around the Yerrabi Pond route lead by Heart Foundation staff. Fresh fruit will be provided.

The Gungahlin Community Network (GCN) is a group of Gungahlin residents who meet weekly to undertake community projects. The Network is currently working on a community garden. The group meets on Wednesdays at 10.00am at the Gungah lin Community Centre. Ring 6123 4422 or 6228 9200 for details

New Horizons is a free career skills program which assists women who want to re-enter the workforce, commence studies or become a volunteer. The program includes personalized guidance, group instructional sessions, workshops and ongoing support. Participants are required to attend a short course which builds self-esteem and helps women to set goals and compile a resume. Follo wing the course a series of workshops are conducted on a range of topics including basic computing, addressing selection criteria and interview techniques. PET EXPO On 15 March Years K-3 at Gold Creek School primary site were visited by pets as part of a Pet Expo. Pet Expos are part of the Australian Veterinary Association’s (AVA’s) PetPEP – the Pets and People Education Program. PetPEP is a community service of the AVA to educate children about how to care for animals. The program teaches responsible pet ownership – responsibility to animals, to family and neighbours, and to the rest of the community. The children took part in presentations on dog and cat care, wildlife in the suburbs, and preventing dog bites. The expo was run by volunteers from Gungahlin Veterinary Hospital and the RSPCA.

Whitehaven pathway After many consultations resulting from the original disagreement concerning the pathway through Whitehaven Park a new pathway has been completed. The cost was reportedly $360,000. We trust that this will be a satisfactory solution for all concerned. 9 of 12


Update from Land Development Agency Residents will be very much aware of the extensive construction underway in the Gungahlin Town Centre. Residents have patiently adapted to changes to carpark access to accommodate this construction until the new developments are open. By the end of 2005, Gungahlin Town Centre will be the retail destination of North Canberra, offering a variety of shops and services not seen in other town centres.

State of the art Coles on its way Coles Myer are building an exciting shopping centre in the Gungahlin Town Centre featuring a new state of the art Coles Supermarket and Liquorland. The Centre is due to open in second half of 2005 and has been designed to reinforce the main-street character of Hibberson Street with low scale development that will support local shopping and community activity in the Town Centre.

Future land releases LDA will shortly offer the unique opportunity to develop North Canberra’s first purpose-built Homemakers Centre. Block 1 Section 4 Gungahlin is a gateway location to the town centre and offers an outstanding development opportunity. With Gungahlin’s population expected to grow to 100,000, and the tenant demand for bulky goods retailing in North Canberra growing, this will be a sought after site.

The 4,000sgm supermarket will anchor the centre and will offer an extensive variety of quality local, national and international fresh foods and groceries and a range of instore concepts exclusive to Coles. The development will cover two levels with the first floor to Hibberson Street featuring office accommodation and the ground floor including Coles, Liquorland and approximately 30 specialty retailers. For the convenience of shoppers the centre will include approximately 300 car park spaces.

A site bounded by Hibberson, Gribble and Gozzard Streets, has been identified for a Sports & Recreation Centre. A study of community needs, in consultation with the community and government agencies, is currently underway to determine the planning requirements for this facility.

The office is a convenient point of contact between LDA and the community. The office is located at 57A Strayleaf St, Gungahlin and is open 7 days,

Big W expands Woolies’ mark on Gungahlin The only Big W on the northside of Canberra is due to open in late 2005. The first stage of construction will comprise a large format 8,000sqm Big W discount department store complete with garden centre as well as 3000sqm of specialty stores fronting both Hibberson Street and an internal mall. There will also be 3000sqm of commercial office space on the 1st floor and approximately 650 car spaces underneath the centre. Future development stages on Section 14 will include additional specialty stores and two residential buildings housing more than 100 apartments.

Aldi construction commenced The development delivering Aldi to Gungahlin is now under construction. The complex will comprise approximately 80 upper floor residential units, ground floor retail/commercial premises and first floor commercial accommodation. The development will provide 268 onsite public carparks for the retail/commercial users. Separate secure parking and access will service the residential apartments. The development is based around a restaurant precinct facing the town square, retail premises facing Hibberson Street, and medical/professional premises facing New Street.
