Dave Murphy LEGISLATION AND ACCOMPLISHMENTS IN THE 2015 SESSION The most visible accomplishments in the legislature are the bills we pass, many of them bipartisan, but a lot of issues important to my district that I worked on are not legislation. Here are some highlights of accomplishments: Support funding for Hwy 10/441 and Hwy 15 Projects:

PRIORITIES FOR THE FUTURE The motto of Wisconsin is Forward. It’s important to highlight accomplishments from the past session, but it’s also important to talk about our future priorities to continue moving the state Forward. Here are a few areas that I plan to focus on next session: 1. College Affordability: This session, I authored several bills that will benefit thousands of students. This package is only a first step. My philosophy for college affordability is to keep costs low in the first place. I will work with the UW to explore a 3-year degree, different ways of charging tuition, and policies on the distribution of student loans. 2. Transportation: This is a major piece of the budget that needs real solutions because the current funding is unsustainable. First, I support the audit that will be conducted by the non-partisan Legislative Audit Bureau so we have a clear picture of how we are spending our money. Next, I support taking a closer look at the revenue sources to make sure that our transportation system is adequately funded going into the future. 3. Improving the Economy: We have made much progress in job creation, bringing the unemployment rate to a 14-year low, and holding the line on taxes. Next session, the legislature must continue to focus on lowering the tax and regulatory burden on individuals and businesses, investing in an educated and trained workforce, and reforming government to reduce waste, fraud and abuse. I believe one of the best things the legislature can do is find a way to eliminate the personal property tax.

These projects faced a 2-year delay which would have severely impacted the economy and road safety of Winnebago and Outagamie counties. I worked with members on the Finance Committee and successfully fought for additional funding to prevent delays. Giving Local Governments Flexibility: Local governments can now invest funds set aside for the care and closure of landfills into safe investments that earn a higher interest rate. In Outagamie County, every 1% increase in interest yields an additional $150,000. This will reduce the burden on taxpayers.

I chair the Assembly Committee on Colleges and Universities, and I co-chair the Joint Survey Committee on Retirement Systems. Colleges and Universities: This 15-member committee tackled many projects. Through the “Red Tape Review” process we cleaned up Administrative Code for the Technical College System Board and the University of Wisconsin System by deleting parts of the Code that were outdated or obsolete. We passed a bill regulating online university courses to protect our students, and the College Affordability Package was handled in my committee. Additionally, many well-intentioned bills came to us with high price tags, and we had to prevent them from moving forward to keep our budget balanced. Joint Retirement: Because our system is so robust, this committee is designed to act very prudently. We approved legislation to make it easier for municipalities to participate and transition into the Wisconsin Retirement System. We also prevented movement on a bill changing the retirement age, because I felt we should hold off on a bill that affects so many teachers without more research and input. I worked to delete a change in the state budget that would have made the Retirement Committee more political by eliminating its public members.

Vocal Opponent of Bucks Arena: I was one of the most vocal Republicans opposing the funding proposal, because I heard from many of my constituents that they do not want their hard-earned money subsidizing a basketball stadium in Milwaukee.

Relocation of Sheriff Facility: I have worked with local officials and publicly support the relocation of the Outagamie County Sherriff’s department out of downtown Appleton. This will save taxpayer dollars and increase public safety by lowering response times. Giving the UW More Flexibility Over their Budget: This bipartisan bill gives the UW more flexibility to manage their parking fee revenue. This affects about $43.6 million across the UW System.
