hile the City cannot change the parking tax levy - it is fixed at 37.5 percent by Commonwealth law - the [Public Parking Authority] could change the rates at [garages and surface lots that it owns] and have a similar result, accounting for some revenue erosion if drivers use other non-[Public Parking Authority] facilities instead” - Act 47 Amended Recovery Plan for Pittsburgh, May 2014 Back in 2004 when the City wanted to raise revenue from people paying to park it could simply raise the parking tax by an act of Council. That’s what happened that year when the parking tax increased from 31 percent to 50 percent. State legislation reduced the parking tax in annual steps and the tax is unable to be altered unless the General Assembly acts. So how to get more revenue from parking? The City has a related Parking Authority with a board appointed by the Mayor. Though the Authority is ostensibly independent it does provide payments in lieu of taxes to the City and if its rates for parking go up then the tax revenue on the higher rates would generate more parking tax revenue for the City, assuming patrons did not look for alternatives. There is also a much larger component of parking in Pittsburgh controlled by private owners, and while the City does not exert influence on rates they charge, a boost in their prices would also produce more parking tax revenue for the City. The price for parking at Authority facilities increased August 1, 2014 and there was another boost in rates on August 1, 2015. Last August’s rate increases at Authority facilities went into effect and were essentially across the board hikes for parking (one hour or less, two hours or less, etc.) evening and weekend rates, and lease agreements. A patron parking for two hours in the Third Avenue Garage prior to the August 1, 2014 rate hikes would have paid $4.75; now that patron would pay $8.00. Someone parking at the 9th and Penn Garage for an eight hour workday saw rates climb from $9.75 to $12.00. And so on. The City’s take from the first transaction would increase $0.88 from $1.28 to $2.16 and $0.61 from $2.63 to $3.24 on second transaction. That is based on the effective rate of the parking tax being around 27 percent of gross revenues. This August’s increases appear targeted at those parking four to 24 hours and lease agreements. Most people parking at Authority garages from four to 24 hours will pay an additional dollar. Based on the resolution of increases approved by the Authority in June of 2014 there will be no changes to rates in 2016 but another round in the year after. So what has been the overall City budgetary result of the August 2014 hikes? We know from previous work that the demand for parking is not very responsive to changes in price, but there are alternatives as the Act 47 team pointed out and there is the possibility of price shopping on Parking Authority facilities as there were varying degrees of hikes, looking at non-Authority facilities, public transportation, etc. The City’s 2015 budget projects parking taxes to be $53.1 million, about $2.2 million above the amount budgeted in 2014 (the audited 2014 total was $50.4 million). One way to gauge the impact of last year’s increase is to look at what happened to revenue from August 2014 to the most recent monthly number available and compare to the same period from a year earlier. The City’s Fiscal Focus tool on the Controller’s website provides monthly reports on tax revenue collected by the City, including parking tax revenue remitted by all operators of paid parking in the City, both public and private. Based on each month’s current parking tax collections, the cumulative total from August 2014 through June 2015 was $42.1 million. Compared to a year earlier the same time period’s total was $41.9 million, a difference of $200,000 which does not seem like very much in light of the substantial price increases at the Parking Authority facilities. Data provided by the Parking Authority shows that it remitted $9.9 million in parking taxes from August 2014 through July 2015, which is roughly 22 percent of the $42.1 million reported via the Fiscal Focus page. A year earlier (August 13 through July 14) parking tax collections were $8.7 million, a difference of $1.2 million year to year (13.8 percent). Based on the effective tax rate it appears parking revenue at Authority properties rose from $32.3 million to $36.8 million, presumably due primarily to the August 2014 increase in parking prices. The Authority also provided a May 2014/May 2015 garage and attended lot revenue comparison for all of its facilities (with the exception of Smithfield Liberty which is undergoing renovation). Revenue in May 2015 was running an average 12 percent above the May 2014 - prior to the first increase. Board meeting minutes from several months in 2015 indicate that utilization of facilities has not changed much after the rate increase, with the Executive Director of the Authority noting at the May meeting that “…most of the garages have steadily increased utilization and are at or over 95 percent of capacity…” Another way is to look at the calendar year to date compared to a year earlier, which would take into account the parking rate increase. Cumulative collections since the start of the 2015 calendar year through June were $20.7 million, almost identical to the January-June 2014 collections prior to the Authority rate hikes that took place two months later. Again, not much of a difference delivered to the City in terms of the parking taxes they hoped to collect from an Authority rate hike. There are two possible explanations for this apparent shortage in view of the Authority tax payments being higher. One; parking at private facilities is down, reducing tax payments or two; there are either delays in turning in tax payments or getting them recorded in a timely manner. Note too that parking revenue in the second half of the year has been much higher that the first half. During the last six months of 2014 parking tax collections amounted to around $30 million, almost 50 percent higher than the first half. That is far more than could be explained by the Authority price increases in August. If the budgeted amount for 2015 is to be reached, parking tax collections will have to total $33 million in the last six months. The Fiscal Focus page also separates out prior year collections that come in any given month, as well as penalties and interest on delinquent taxes. When each month’s total for current, prior, and penalties in summed and compared from January-June in 2014 and 2015 there is close to a $1 million difference in collections ($24.0 million in 2014, $25.0 million in 2015). But it is not clear whether the prior year collections and penalties and interest are from Authority facilities, private facilities, or some combination of the two. Again, there is a $3 million difference between the 2015 and 2014 budgeted amounts that alters the necessary pace of collections for the remainder of the year. To say that the tax revenue from parking is incredibly critical to the City and its financial future would be an understatement. Right now about $13 million of the revenue from parking taxes is adding to the amount of money being paid toward pensions, and the amount is to double in 2018.

‘DOUBLE INDEMNITY’ ONE OF THE GREATS: “I Think you’re rotten.” “I think you’re swell - so long as I’m not your husband.” “Get out of here.” “You bet I’ll get out of here, baby. I’ll get out but quick.” So went the back-and-forth between Barbara Stanwyck and Fred MacMurray in Billy Wilder’s great noir film about sex crime and punishment, “Double Indemnity.” I watched this again the other night, and found that as much as I had remembered about the basic plot and the real sizzle between Stanwyck and MacMurray, I’d forgotten things - such as Stanwyck’s stepdaughter, Lola - played by
Jean Heathe - and it struck me that the innocent Lola had the real femme fatale name. Stanwyck’s wicked woman who was called Phyllis Dietrichson, a name that conjures up a formidable matron or a Plain Jane. Hardly Barbara’s peroxide looker with the tight ankle bracelet and the very snug sweaters, talking tough out of the side of her mouth or whispering lies to the besotted insurance salesman who happens to drop by. What is so striking about the film is the musk of sex that envelops it, without anything more than a bare shoulder being revealed. Stanwyck was no great beauty, but she had a lithe, tight body and a face

I’d also forgotten the power of the scene between the murderous couple in the supermarket, as their plot begins to unravel. Who ever knew canned goods could be a backdrop for such evil. Stanwyck removes her sunglasses to reveal dead, cold eyes over the peas and carrots. But her mouth is glistening. “I only wanted him dead,” she says of her late unlamented husband, “You did it. We’re in this together, Walter, all the way.” Well, I was in all the way with Double Indemnity right to the deadly, cynical end. I didn’t see any of the new releases this weekend, so I was stuck with an oldie. I don’t think I missed a thing. GOOD NEWS for fans of more genteel nighttime chat shows - the Antenna TV network is bringing back full episodes of Johnny Carson’s “Tonight Show.” The episodes won’t run in order. The programming team will handpick episodes. But it will be all Carson, no guest hosts. Sorry, Joan Rivers fans. Johnny Carson returns to television on Jan. 1. SPEAKING of talk shows where people really talked, I caught a 1970 Dick Cavett with Robert Mitchum on Turner Classic Movies. Mitchum, who walked out with a drink in his hand, was so appealing, in the most distantly erudite, bored, candid, lazy way - eyes at perpetual half-mast. The famous actor was pleasant and cooperative, but Cavett had to really work for what he got. The star, who was promoting “Ryan’s Daughter,” seemed to indicate

with every sigh and half smile: “Oh, I know why I have to do this, but don’t we all think it’s terribly silly?” I had the feeling Cavett needed a shot of Mitchum’s Scotch when it was all over! I had three encounters with Mitchum, which are about my favorite “star sightings” ever. I stood in line right behind him to get into the back door for VIPs attending the Academy Awards. Later, when I actually met him, I reminded him of this occasion and that he was with his wife. He said, “Liz, I have never attended the Oscars in my life!” Sometime after, I met him for a drink in Pearl’s famous West Side cafe. I asked what he, having served time for pot possession in the fabled and innocent past, thought of the raging cocaine fad going on in Hollywood? He looked at me and said, with apparent total sincerity, “I have never known anyone in Los Angeles to use cocaine!” When we exited, we spotted Marlene Dietrich at a table near the door. I introduced Mitchum to the most glamorous woman in film. They seemed delighted to be shaking hands and exchanging pleasantries. I wondered if they were old acquaintances, just putting me on. Then on the air interviewing him in person on WNBC’s “Live at Five,” this sardonic and intelligent man said something so funny that it resulted in a fabulous photo I have treasured ever since. Parents Don’t Need To Be Perfect, Court Rules
A
LL HAIL A HUGE VICTORY for common sense, decent parents and a country otherwise gripped by "worst-first thinking" -- thinking up the worst-case scenario and proceeding as if it's likely to happen. The New Jersey Supreme Court just ruled that a mom found guilty of child endangerment for letting her sleeping
daughter wait in the car for five to 10 minutes in a suburban mall parking lot on a cool day deserves another hearing. You may recall this case because I wrote about it last year, when the mom lost her appeal. The three appellate judges ruled that they didn't have to list the "parade of horribles" that could have happened to the child. But just because the judges could imagine a kidnapping or a carjacking or a big bad wolf doesn't mean that these dangers were at all likely -- or that the mom was wrong for not worrying about them. I'm happy to say that the New Jersey Supreme Court agrees. It ruled that simply leaving a child in a vehicle for a few minutes is not enough to automatically constitute criminal behavior. Judge Mary Catherine Cuff wrote, "Any allegation of child neglect in which the

You know -- as passengers. So if we really want to save kids, we might arrest any parent evil enough to drive kids anywhere. But of course, that's insane. We can keep the small risk of a fatal car crash in perspective and let parents go about their lives. Until they park the car. Then we lose all perspective and start thinking like the appellate judges who found the mom guilty of abuse despite the fact that child-welfare agents had visited her home and found nothing at all to indicate danger. That's right; she got a clean bill of parenting health upon close inspection yet was still put on New Jersey's child abuse and neglect registry. To me, the decision to let the kid sleep during a run into the store doesn't represent a hideous lapse in judgment; it was a rational decision by a loving mom -- and one that most of our own loving moms made.

PARIS, TN; GREENWOOD CEMETERY. My dad was born in Paris in the late 40’s, and it wasn’t till after I experienced this that he told me about the cemetery. This was around 2000 when three of my friends and I went to the cemetery after hearing one of them talking about it being haunted. The night we went there was a full moon. Upon driving up I noticed it seemed to be darker inside the cemetery than outside. I even hit the high-beams on my truck and it didn’t make a difference. All we could see was an outline of the first grave stone. We drove into the center of the cemetery, parked, and started walking around. I walked to the eastern portion and was looking at the tree line. I could see the moon lighting the tree tops except for the row closest to the cemetery. Where there should have been shadows from trees into the cemetery, there was nothing. It was as if the cemetery itself was sucking all the light. I walked back to my friends and was standing looking at a grave stone. Looking up I swear we saw shadows walking around the entrance of the cemetery. We hopped in my truck and left right then. The next day I asked my dad about the cemetery and he told me it was where they used to bury African Americans during the segregation era. He told me that during his high school years it was rumored to be haunted, and he and his friends would dare each other to go in at night. Ellsworth AFB, SD; Prairie View housing. I lived in the South Dakota area for 9.5 years, spending 3 years living in the Prairie View housing. This housing section is the closest to the main gate of Ellsworth, and was rumored to be the site of a Sioux Indian burial ground. We moved into it in 2004 after a recent renovation of the housing units. Before I moved in, I was told by local civilian workers that it was haunted because of the burial ground. I told my wife, but we never mentioned anything to our oldest (who was 3 at the time). About one month of living in the new housing, I found our oldest standing at the bottom of the stairs looking up and wouldn’t go upstairs. I asked why he wouldn’t go up and he said there was somebody at the top of the stairs. We noticed that he also wouldn’t play in his room by himself unless someone was upstairs. He told us that there was a little kid who would play with his toys. My wife could swear there were times that the bedroom door would move back and forth by itself. She would hear singing in the living room while sitting in the dining room. And when she would turn the lights on, the singing would come closer and sound like it was right in front of her. We had friends who would come over to the house, and swear they could see images. The neighbor’s would always ask if we had any weird things happening. ©theshadowlands.net

DEAR AMY: My wife and I have been married for 20 years. We have one child. Recently she told me she is not happy with our marriage. She said she still cares deeply for me but that she is not attracted to me anymore. I just went through my own minor midlife crisis and will admit that I should have been a better listener and more supportive to her this past year. My family means everything to me. I want us to go to counseling to work through this. She is willing to go but says it won't change how she feels. Recently she has begun to lock her iPad. I was not snooping, but on a couple of recent occasions when I was unplugging her devices from the charger I noticed a lot of notifications from a man I do not know. (She has always told me about any male friends she has had in the past.) One of the messages seemed rather flirtatious. Since then I have noticed at least four notifications a day from him. Should I be worried about an emotional affair, or could this just be idle chitchat? Should I ask her about him or should I wait for us to go into therapy to bring up this subject? -- Desperate DEAR DESPERATE: You two show superhuman restraint when it comes to communication. "I'm not happy in the marriage" should segue into a series of conversations about your relationship. You seem to have dropped this particular thread. "Who is this person you keep chatting with?" is also a completely valid question to ask of someone you are sharing your life with. Do not wait for a therapy appointment to start talking. You should start the conversation now and then discuss the topic (and others) in therapy. One of the most important tools couples' counseling can give you is a new way of communicating. Your wife is telling you that she will not change in therapy. That is a definite possibility. But YOU can change -- and you should determine to try. Read "The Relationship Cure: A 5 Step Guide to Strengthening Your Marriage, Family, and Friendships," by John Gottman. (2002, Harmony). Gottman's research into our "bids" for connection will give you insight into all that you and your wife are not saying. DEAR AMY: My close friend has recently moved to another state to start a new life and "experience better prospects" romantically. After one week, she's informed me that she is romantically communicating with her ex again via text. He is married with three children and happens to live in this new city where she has moved. While she knows that I don't approve of the relationship because it will never lead to a happy and fulfilling life for her, I understand that she has moved to a new city with no other girlfriends to talk to and bounce things off of. Do I just patiently listen to her romantic tales while I know this is just one more round on the emotional carousel, or should I be honest and tell her these conversations make me feel bad and they're exhausting? It kills me to see her doing this again. She could do so much better. -- Disenchanted Optimist DEAR DISENCHANTED: You've already been patient. Now be honest. Honest is: "I'm sorry you are choosing to hop back onto this emotional roller coaster with a married man. I feel sad about it because you're making a choice that could hurt a lot of people -- especially you." Unfortunately, she will not start a new life if she is locked into her old choices. Otherwise only her address has changed.

When I look at the people I admire, I simply can’t understand how it is that they accomplished all they did to end up so successful. Is there a strategy you teach clients to achieve great things when they’re overwhelmed by the number of steps to the goal? A: Realize that most people start out goal-setting with an idea like, “Well, first I have to get my Ph.D.,” then they go right back to bed. If you really want to have a great career, start using a strategy I call The Lazy Person’s Guide to Success. When I listen to new clients express frustration at how “stuck” they feel at work and at home, they always throw in a list of reasons they can’t do
