The Lehigh Valley business sentiment is in a shallow up-trend
The Lehigh Valley's Business Sentiment Index (BSI) dropped sharply as inflation rose in 2022. The decline bottomed out last July and except for one quarter, it has been slowly inching up. The BSI index for April 2024 stands at 57.4, its highest level since April of last year. The BSI is based on a quarterly survey of businesses in the Valley conducted by the Greater Lehigh Valley Chamber of Commerce- Kamran Afshar since 1998. The overall index rose by 1.3% above its January level, which is not statistically significant; however, some model components changed significantly between January and April. The largest change was in the index of plans for future purchases, which rose by 17% in April, pushing this index into the range historically associated with strong growth. This index is now 15% above its last April’s level. The second largest change in the index components was a 17% drop in the index of Plans for future hiring. The index is now 14% below its April 2023 level and at its lowest since July 2020. In April, only 16% of businesses
participating in the survey planned to hire more employees. It appears that many businesses downgraded their plans for future hiring due to the very tight labor market and rising wages. The third largest change was a 10% increase in the index of purchases over the last six months. This significant increase comes after seven declines in the index in the previous nine quarters. The index of past hiring dropped 3% below its January level and is now 11% below its April 2023 level. Fourteen percent of participants in the survey hired more people than they laid off in the last six months, while 13% laid off more than they hired. It should be noted that they are still adding to the total number of people who are working in the Valley; it is just that the rate of increase in employment has slowed down. Also, considering that the unemployment rate in the Valley is at a historical low; clearly fewer people are available to be hired. The index of past revenues is the last index in our model which registered a measurable change; it rose by 5% above
its January level while still slightly below last year’s level. The index of expected future revenues is in a statistical tie with its January level. Forty-six percent of the participants expect higher revenues, and only 14% expect lower revenues in the next six months. There is a significant change in one of the sub-components of the index. And that is a total flip-flop in the momentum of plans for future purchases, turning from trending negative to a significantly positive level. And that is an optimistic sign for the future of the Valley’s economy. The drop in the hiring indices will relieve the pressure on the labor market, reducing
the labor churn. The increase in purchasing indices indicates expectation of an expanding market beyond the next six months. Improvement in past revenues, while small, is still a positive for the Valley’s economy. While the overall index shows a slight increase, the index measuring future expectations has been rising in the range associated with economic growth for the past six months. This upward trend reflects local businesses’ optimistic views regarding the Valley’s economic future.

The Waterfront is a large-scale brownfield development that represents a transformative project revitalizing Allentown’s riverfront, turning a once underutilized area into a vibrant, multi-use district. Constructed on the former Lehigh Structural Steel site, the 29-acre steel campus was fully remediated and raised to meet EPA standards, while occupiable lands were all raised above the 500-year floodplain.
615 Waterfront Drive, a premier commercial office building at The Waterfront, offers a unique and exclusive opportunity for businesses. This state-of-the-art Class A property, nestled along the picturesque banks of the Lehigh River, provides a quality-driven work environment. With over 100,000 square feet of customizable office space and more than 20,000 square feet dedicated to riverside retail and dining options, the building is a haven for businesses seeking a unique and exclusive work environment. The expansive window lines offer breathtaking riverfront views, fostering a serene and productive atmosphere in the heart of an up-and-coming lifestyle development. The building’s modern design integrates ecofriendly features, ensuring sustainability and reduced operational costs. The building prioritizes the health and well-being of its tenants. Each tenant suite is equipped with VRF HVAC systems with UV lighting, designed to kill bacteria and reduce the spread of germs and illnesses.
Wellness officers are also in place to promote common area cleanliness and well-being. Bathrooms are energy efficient, equipped with motion sensor toilets, sinks, soap dis-
pensers, and hand dryers, further enhancing the health and safety of the building's occupants. Expertly designed to be energy efficient with LED lighting throughout and floor-to-ceiling windows along the building’s perimeter, 615 Waterfront Drive reduces the need for additional electrical light as natural light is bountiful during the day. Lighting packages on select floors were designed to maximize daylight harvesting impacts while operating on sensors to promote efficiency. All kitchen and café appliances are Energy Star certified. In addition to energy efficiency, The Waterfront has a site-wide recycling program that includes collection per building and outdoor receptacles.
As electric vehicles (EVs) continue to grow in popularity, it’s critical that charging stations are readily available to accommodate users' lifestyles. The Waterfront promotes the use of electric vehicles by offering EV Charging Stations (EVCS) on-site.
As The Waterfront continues to scale, sustainability is not just a buzzword, but a core value. From the start to the finish of each building and design element, sustainability is top-of-mind. With the help of skilled contractors and partners, The Waterfront is creating a positive impact, not only for the community but also for the environment. This commitment to sustainability invites businesses and tenants to join in this important mission, making them feel environmentally conscious and responsible.
TRANSPORTATION COMMITTEE
Matt Asaad
Lehigh Valley Planning Commission
The Lehigh Valley is competing for a $115 Million federal grant – and you can help
Imagine entering the Lehigh Valley along Route 22 to find colorful meadows of wildflowers, carbon-sequestering trees, pollinator corridors and the unmistakable sense that you have entered a green region.
That vision would become a reality as early as 2027 under the Lehigh Valley Green Transportation Infrastructure Project. The LVPC applied on April 1 for a $115 million grant through the US Environmental Protection Agency (EPA) to fund the project as part of the EPA’s Climate Pollution Reduction Grant (CPRG) program.
The project calls for developing green infrastructure on 522 acres of Pennsylvania Department of Transportation (PennDOT) rights-of-way along some of the busiest Lehigh Valley roadways, including Routes 22, 33 and 378.
The plan can be found at lvpc.org/ lv-green-transportation, where it’s important that as many people as possible sign the letter of support to show that this region deserves this grant.
The EPA’s decision on grant winners is expected in July, with awards arriving in October.
The plan is designed to reduce transportation carbon emissions in places where they are the highest and create pollinator corridors for insects and birds, while installing best stormwater management practices along the region’s busiest highways.
The LVPC was awarded $1 million by EPA under the CPRG program. Funded by the 2022 Inflation Reduction Act (IRA), the CPRG was created to funnel grants to each state and the nation’s
roughly 70 largest regions to develop and implement climate action plans to reduce greenhouse gas emissions. The LVPC delivered the region’s first-ever Priority Climate Action Plan (PCAP) in February, aimed at reducing greenhouse gas emissions caused by transportation.
Being accepted into the CPRG program gives the Lehigh Valley access to $4.6 billion in competitive IRA-funded grant money for projects that are part of PCAPs filed across the nation in February. It means the region is competing with the likes of New York City, Los Angeles, Seattle and Philadelphia. But it also means it is competing only with CPRG program members – of which there are fewer than 120 – and the pool of money available is among the largest ever offered for climate action.
The Lehigh Valley Green Transportation Infrastructure Project would add green infrastructure along Routes 22, 33 and 378, at 16 interchanges, two linear corridors and the park-and-ride lot in Bethlehem Township. The project would include planting 123 acres of deciduous trees and 166 acres of meadows, many of which would serve as pollinators corridors. Another 12 acres of bioswales would be installed, and where applicable, the sites would be fitted with light-emitting diode lighting (LED), state-of-the art traffic controls, and in the case of the park-and-ride lot, electric charging stations.
The project can be executed quickly because PennDOT already owns all the rights-of-way. If the grant is approved, much of the project would be in place as early as 2027. Overall, it would reduce carbon emission by 8,035 metric tons of carbon dioxide equivalent (MTCO2e) by 2030, and 51,835 by 2050.

Happy Summer! This inspiring art project, led by local artists Billy Nieves and Jermel Fountain in collaboration with students from Donegan Elementary School, adds a splash of color and creativity to the community landscape. Donegan art teacher Tiffany Anderson facilitated the project, engaging her fifth-grade students in the design process. Their sketches and ideas were incorporated into the final design. The Chamber Foundation is proud to support this amazing project along with Community Action Lehigh Valley and
the City of Bethlehem. It highlights the power of community collaboration and the importance of involving youth in the beautification of their surroundings. This project was one of several projects that were completed this year. We hope you will join us at Lehigh Country Club for the Chamber Foundation Annual Meeting and Awards on Thursday, August 22 from 5 – 7 pm where the next 10 beautification projects will be announced. It’s a great evening showcasing the work that we do!
On May 30 Chamber President & CEO Tony Iannelli and Ben Franklin Technology Partners Northeast CEO Angelo Valletta hosted 25 Chamber members for an hourlong conversation, lunch, goodie bags and tour of the TechVentures facility.

Ed Bullock, Bullock Financial Services Chair, Phillipsburg Area Chamber
Sometimes the finale is actually the start of a new beginning.
We have just participated with the Easton Chamber for the Annual Treats and Trophies Awards and are proud of the Phillipsburg recipients, McWane Ductile, accepted by a fabulous volunteer, Kelly Bray who is ever present in Phillipsburg, along with the Kays family (specifically Dottie and Phil Kays) who have done so much for our town for decades. Here in Phillipsburg, we have just finalized our Fiscal Year. But we are beginning the fun part of the year. Of course, who doesn’t love Summer, and Summer in Phillipsburg is a great time for music and fun.
On June 22, we held our Ole Towne Festival at Walters Park. The bands were playing, people were dancing and the food and games were abundant.
Beginning on July 11th we will celebrate the 5th year of our Music in the Park Series at the quaint Shappell Park for a 10-week series of some of the best bands from the Lehigh Valley. To all of our fellow members of the “Greatest” Lehigh Valley Chamber.. Enjoy the Summer, enjoy life, your families, and communities.
Every day is a new beginning.

We have been welcoming new members, hosting networking events, and adding new faces to the Board.
We welcomed some new faces in Budget Store and Lock! We also celebrated Holcim 125th year anniversary. The community came out in great numbers
to support. In late April, we hosted our annual Catty Eats Fest. We had a great turnout of vendors, activities, and of course a big crowd. We are already looking forward to next years. In May we hosted our first Valley Trivia Night at the newly renovated Ramada, it was a great time seeing some new faces. We are excited for the upcoming months and our annual Clay Shoot! Putting Off Eye Care Can Be Shortsighted
You’ve probably heard the expression “the eyes are the window to your soul.” But did you know your eyes also can offer a glimpse into your overall health?
Symptoms of serious medical conditions like diabetes, heart disease, high cholesterol, high blood pressure, thyroid disease, vitamin deficiencies, and even certain types of cancer sometimes can be spotted in a routine eye exam.
“In many ways, our eyes can act as an early warning system,” said Dr. Jeremy Wigginton, Chief Medical Officer at Capital Blue Cross. “Things like blurred vision, red or itchy eyes, or light sensitivity should never be ignored, because they might be signs of serious and preventable health issues.”
Of course, routine eye exams also can help diagnose and correct common vision problems, making it safer to do daily tasks like driving and improving the overall quality of life.
Uncorrected vision issues aren’t merely an inconvenience – they can affect your productivity and overall quality of life. A study by Prevent Blindness, a Chicago-based eye health organization, predicted the nation’s price tag for vision problems, counting medical treatments and productivity losses, could reach $384 billion annually by 2032 and $717 billion by 2050.
Having and using vision benefits can help cut those losses. HCMS Group, a risk management firm, found employers with stand-alone
vision benefits saved $5.8 billion in reduced healthcare costs over a fouryear span. Those savings resulted from lower turnover rates and lower-than-expected productivity losses tied to vision problems.
Savings also were seen from early detection and treatment of potentially costly medical issues. That’s because comprehensive eye exams provide a non-invasive view of blood vessels and the optic nerve, both of which can provide early warning signals for other health problems.
The HCMS study also found that 34% of new diabetes cases, 39% of new high blood pressure cases, and 63% of new high cholesterol cases were first detected
through eye exams. Undetected, those conditions can lead to extremely costly, long-term medical interventions.
Most vision care plans, such as Capital Blue Cross Vision, cover some or all the costs for routine eye exams, eyeglass frames, and contact lenses.
“Even if you think your eyesight is fine, checking in with an eye doctor is a smart move,” Dr Wigginton said. “You might have vision issues that aren’t readily apparent, or other medical issues affecting your eyes that you can act on early to prevent them from becoming more serious.”
