Council

The Town Council constitutes the legislative body of the Town, which includes the mayor and four council members who serve overlapping four-year terms with elections taking place every two years. Members serve at-large, which enables all voters the opportunity to vote on a candidate for each seat. The Town of Blu ton operates under the Council-Manager form of government. BEAUFORT COUNTY Council

The General Assembly of South Carolina chartered Beaufort County to operate under the council-administrator form of government. Beaufort County Council is an elected body responsible for passing ordinances, setting county policies and developing an annual budget for the administration of public services to citizens. The Chairman is elected to a two-year term by Council at the first meeting in January following a general election. The Vice Chairman is charged with carrying out the duties of the Chairman in his or her absence. Council members serve 4-year staggered terms.

Executive Branch

The Governor of South Carolina is the chief executive of the state. The governor is elected to a four-year term and may serve up to two consecutive terms. The Lieutenant Governor is the second-in-command of the state's executive branch. The Lt. Governor assumes the o ce if the Governor is unable to fulfill his or her duties. The South Carolina Constitution provides for the separate election of nine executive o cers.

PLATINUM

Gustavo Rattia, an artist at heart and the founder of Oceano Blue LLC, a production company in Blu ton, SC that specializes in video production, event videography, and photography. Gustavo's journey began in theater and music and evolved into photography and filmmaking, with a degree in Systems Engineering.

In addition to Oceano Blue, Gustavo is actively involved in local organizations as a board member of the Hispanic Business Association of the Lowcountry, contributing to the cultural enrichment of our community.

Gustavo's latest project is Oceano.TV, a Hispanic TV platform aiming to provide a resource for our local Hispanic community. Through all these ventures, his work focuses on storytelling, connection, and representation, using his craft to positively impact our community.

Gustavo is a devoted supporter of the Greater Blu ton Chamber of Commerce, o ering his time and talents to connect and support our business community. Natalie J. Osterman, IOM, is the Chief Executive O cer of the Greater Blu ton Chamber of Commerce. Natalie oversees the day-to-day operations of a 350+ business member organization, which is dedicated to providing opportunities and resources to strengthen the business community through promotion, networking, connecting, and education. Natalie plans and executes the Chamber events like Co ee + Connection, Business After Hours, Lunch & Learn, Golden Oyster Awards, Women in Business, and much more throughout the year. The Greater Blu ton Chamber of Commerce hosted its annual awards gala, Presented by Hospice Care of the Lowcountry, at Pinckney Hall in Sun City on Saturday, March 18, 2023. More than 200 community leaders, volunteers, and local business professionals gathered to celebrate another year of Chamber businesses who have made substantial contributions to the Greater Blu ton Chamber of Commerce and the Greater Blu ton Area.

The highlight of the evening was honoring and recognizing award finalists and recipients. More than 45 businesses and individuals were nominated to receive an award for nine (9) di erent categories. Award nominations were vetted by individuals in the Chamber of Commerce industry from Louisiana, Tennessee, and Florida.

WOMEN IN BUSINESS

The Greater Blu ton Chamber of Commerce hosted its inaugural Women in Business Luncheon, Presented by Beaufort Memorial, at Venue 1223 on Thursday, October 13, 2022. The inaugural event captured the attention of more than 125 individuals who came together to empower, support, develop, and connect with fellow professional business females within the Greater Blu ton Community.

The keynote speaker of the inaugural event was Joy Baldridge, Baldrige Seminars International, a Top 41 globally sought-after motivational speaker and Author of three (3) books: The Joy in Business, Innovative Ideas to Find Positivity and Profit in Your Work Life. At the young age of 19, Joy performed her first speaking engagement at the White House! You can imagine how captivating Joy was to the audience.

The highlight of the luncheon was honoring and recognizing finalists and the recipient of the 2022 Inaugural Women in Business Award, Sponsored by Simply Stated Retirement Solutions. The award was created to recognize women in business who have demonstrated exceptional growth, change and impact in the Greater Blu ton area. Eleven (11) outstanding females were nominated to receive this prestigious award, which were each vetted by individuals in the Chamber of Commerce industry from Florida, South Carolina, and Kentucky.

Leslie Rohland, the founder and owner of a number of Blu ton’s most established local businesses including The Cottage Café, Bakery & Tea Room, The Juice Hive and May River Co ee Roasters, was honored as the 2022 Inaugural Women in Business Award recipient.

Rohland has been committed to growing and impacting Blu ton since she first opened The Cottage Café in 2009. At that time, and with no restaurants on Blu ton’s “main drag”, she decided to use her culinary skills to open a unique restaurant – restoring Blu ton’s historic cottage built in 1868 by J.J. Carson and transforming it into what today is one of Blu ton’s most historic community landmarks. Since 2009, she has employed more than 400 local residents through her growing businesses and is tied deeply to the community – serving on several Boards and giving back to many community non-profits. In addition, she has won many local and national awards for her cuisine, which has generated positive publicity for the Greater Blu ton Area.

MAIN THOROUGHFARES

Hwy 278 (aka Fording Island Rd): Connects Blu ton and Hilton Head Island with I-95 at exit 8. Prior to the construction of Exit 8 on Interstate 95 (which provides direct access to southern Beaufort County), U.S. 278 went from Ridgeland through Old House and Okatie toward Blu ton, along present-day state routes 336, 462, and 170. From Hardeeville, the route heads eastward toward the Atlantic with several gated communities lining the spine of the road from Hardeeville through Sun City and Blu ton before crossing over the bridge to Hilton Head Island.

Hwy 170: Is the major road that connects Southern and Northern Beaufort county. Beginning at the Savannah River, the highway travels northeast away from Savannah to the City of Beaufort. The highways route connects the communities of Limehouse and Leavy where it reaches the tra c circle in Pritchardville. SC 46 continues to the east while SC 170 turns north onto four-lane Okatie Highway. From the tra c circle the route continues intersecting Blu ton Parkway and Hwy 278 which provides direct access to Blu ton. From there the highway runs north through Okatie where eventually it reaches the City of Beaufort.

Blu ton Parkway: Runs roughly parallel to Hwy 278 through Blu ton from Hwy 170 to the Hilton Head Island bridge. The Parkway is intersected by Hwy 170, Buckwalter, Buck Island, Simmonsville, Blu ton (Hwy 46), Burnt Chuch & Malphrus Rds. Each of these roads connect Blu ton Parkway back to Hwy 278. Blu ton Parkway is also connected to May River Rd by Hwy 170, Buckwalter and Simmonsville Rd.

May River Rd (Hwy 46): Connects Pritchardville with Old Town Blu ton. The course of the road travels generally East/West and intersects with Buckwater Parkway and Simmonsville Rd. After this intersection, it eventually enters Old Town Blu ton, where the route runs along the northern edges of the original "square mile" or historic town center where it intersects with Blu ton Rd.

Blu ton Rd (Hwy 46): Connects Hwy 278 with Old Town Blu ton. It runs from the four-way stop in Old Town and ends at Hwy 278 at US 278 across from a gated community known as "The Crescent."

WHY DO THE TOWN LIMITS ZIGZAG?

The Town limits are like a coloring book with huge swaths filled in with colors except random holes.

Why is this? The simplest answer is South Carolina annexation laws are complex. For one, the property owner or majority of the property owners need to petition the town to be annexed. Per South Carolina law, Town leaders are not permitted to petition the property owners. Additionally, the parcel, which is a potential annexation, needs to be adjacent to the Town by land or water. Palmetto Blu , for example, was contiguous to the Town limits by the May River.

The entire area of Buckwalter Parkway is a prime example of how confusing annexation laws are. Before the Buckwalter area was developed, the property owner of that large, swath of land had already sold o parts and parcels of its property. After a few parcels were sold, the owner of most of the Buckwalter area, annexed into the Town. However, the parcels which were owned by another developer, were not annexed, leaving those parcels in the unincorporated parts of Beaufort County. Those parcels are now the Woodbridge neighborhood or the neighborhoods near Sandy Pointe. Therefore, they are “holes” in the Town map.

Residents of those neighborhoods are residents of unincorporated Beaufort County, not the Town of Blu ton. Among other criteria, it would require 75% of those residents to agree they want to petition the Town for annexation. By law, the Town can accept or decline annexation petitions.

Savannah / Hilton Head International Airport: Savannah/Hilton Head International Airport, 400 Airways Ave, Savannah, GA 31408. A commercial and military-use airport in Savannah, Georgia, United States. Savannah/Hilton Head International provides travelers with access to Savannah, Georgia, and Hilton Head Island, South Carolina, as well as neighboring areas including Blu ton and Beaufort, South Carolina and the Golden Isles region of Coastal Georgia. Hilton Head Island Airport: 120 Beach City Rd, Hilton Head Island, SC 29926. A full-service commercial airport located centrally mid-island. • You should prepare your home, review your hurricane plan (don't forget your pets, they are family too!), and listen/watch for instructions from your local o cials.

•Storm Surge: There is the potential of life-threatening flooding from rising water that moves inland from the shoreline.

•Tropical Storm: Powerful thunderstorms and strong winds between 39-73 mph are possible.

•Hurricane: Winds can reach up to a constant speed of 74 mph or greater and will move in a circular motion, known as the "eye" of the storm.

Warnings (Generally issued 36 hours in advance)

• Finish your hurricane preparations and leave the area if directed to do so by o cials. Make sure that you have a plan in place! If you choose to shelter in place, take shelter immediately in the interior portion of a structure that is well-built.

•Storm Surge: Life-threatening flooding from rising water that moves inland from the shoreline is expected.

•Tropical Storm: Powerful thunderstorms and strong winds between 39-73 mph are expected in your area.

•Hurricane: Winds are expected to reach a constant speed of 74 mph or greater and will move in a circular motion, known as the "eye" of the storm. Extreme winds that are associated with the eyewall are expected within the next hour.

HURRICANE CATEGORY & IMPACT

When Hurricanes reach Category 3 or higher, they are considered major due to the risk of loss of life and damage. Take preventative measures as Category 1 and 2 hurricanes are dangerous.

•Category 1 - minimal damage (property, trees and power lines) with winds reaching 74 - 95 mph. It is possible to lose power for several days.

•Category 2 - moderate damage (extensive damage is possible to property and shallow rooted trees will snap or uproot) with winds reaching 96 - 110 mph. Almost all could lose power that could last up to weeks.

•Category 3 - moderate damage (devastating damages and trees will snap and uproot) with winds reaching 111 - 129 mph. Expect to lose electricity for several days to weeks.

•Category 4 - extreme damage (catastrophic damage to the exterior of your property, which will cause the area to be uninhabitable) with winds reaching 130 - 156 mph. Loss of power could last for weeks, or even months.

•Category 5 - catastrophic damage (destruction of homes, which will cause most of the area to be uninhabitable) with winds reaching 157+ mph. Electricity will be out for weeks, or even months.

•Hilton Head Island

Hilton Head Island evacuees will use both the William Hilton Parkway (US 278 Business) and the Cross Island Parkway (US 278).

As these two roads merge, a third lane will be formed by reversing flow on the inside eastbound lane of US 278. This lane will carry tra c to the three lane section beginning on the mainland.

LANE ASSIGNMENTS WILL BE AS FOLLOWS:

1. The right lane on US 278 westbound will exit onto SC 170, proceed to SC 462, then be directed to I-95 northbound at I-95 exit 28.

2. The center lane on US 278 westbound will become the right lane at SC 170 which will be directed to I-95 northbound at exit 8.

3. The left lane on US 278 westbound at SC 170 will continue on US 278 to Hampton and eventually to North Augusta.

•Beaufort

TWO-LANE EVACUATION:

Evacuees will use the two present northbound lanes on US 21 to US 17. Upon reaching US 17, the right lane will be directed to US 17 north to SC 303 to Walterboro. The left lane will be directed to US 17 south, then to US 17 Alt / US 21 to Yemassee and then ultimately to North Augusta.

THREE-LANE EVACUATION:

Under certain conditions, a third northbound lane will be formed by reversing flow in the inside southbound lane of US 21 at US 21 Business west of Beaufort, accommodating tra c from US 21. This reversed lane will be directed to US 17 southbound and eventually I-95 northbound at exit 33 (Point South). The remaining two lanes will be used as described above for the two-lane evacuation.

BLUFFTON: A SERIES OF “VILLAGES”

It takes a town to raise many villages.

A few decades ago, Town leaders envisioned Blu ton as a series of “villages,” to maintain the small-town feel while the town expanded. This way residents have a “village” within the town or a small community within a larger community. Those villages are as follows: Historic District, Buckwalter, Buck Island-Simmonsville community, Palmetto Blu , Blu ton Village, Shults Tract (i.e., Goethe-Shults community, Blu ton Park), Village at Verdier (i.e., Seagrass Station), Jones Estate (i.e., Cypress Ridge area), and New Riverside.

Neighborhoods comprise the “villages.” Ninety-two percent of the Town of Blu ton neighborhoods are also a planned-unit-development (PUD), or a planned development. Only 8% of Blu ton’s neighborhoods are not in a PUD. That means most Blu ton’s neighborhoods had a Town Council-approved concept plan which included pre-planned infrastructure and land use designations. Due to the development agreements, Town leaders knew what the neighborhood would look like, at capacity, before the first dirt pile was turned.

The three neighborhoods which comprise the 8% which are not in a PUD are also the town’s oldest communities. These neighborhoods evolved one house at a time, therefore overall communal needs were not addressed. This is because it took years for these areas to become a “community” or neighborhood. Those three neighborhoods are the Historic District, the Buck Island-Simmonsville and Goethe-Shults communities. These neighborhoods are where the Town concentrates its infrastructure projects. These projects provide connectivity with other sidewalks to enhance town wide walkability, accessibility to neighbors and other neighborhoods and natural resource protection for the entire town due to retiring septic tanks and installing sewer lines. These areas currently have a neighborhood plan, with input from these residents, which prioritizes Town projects in these communities.

As of Spring 2023, residential build-out of the is town is 76% complete and non-residential build-out is 36%. Total Town build-out, per all development agreements, is 54%. This build out is according to approved development plans, which are legally binding contracts between the developer and Blu ton’s Town Council. Please be mindful, most of what you see being built today, was approved years ago. After a development agreement is approved and adopted by a Town Council, the building schedule is determined by the convergence of multiple factors such as economic conditions, supply/employee availability, weather, and the developer’s schedule and project workload. All changes to the originally adopted plan must be mutually agreed upon by both the town and the developer.

BENEFITS OF TOWN OF BLUFFTON RESIDENCY?

Why would a property owner or neighborhood want to be a part of the Town?

For one, the Town provides services. Town residents have a dedicated police department, have waste and recycling pick up services, have a larger voice in issues which a ect them, and want to be a part of the Blu ton community.

A good analogy is comparing the di erence of being a child of a large family to being a child of a family of four. Theoretically, a child of a smaller family has more and better resources, has more opportunities to be heard and has a more active role in that family versus a child of a family with numerous children.

Taxes are often an emotional issue not a logical one. The concept of another tax often has a knee-jerk reaction, not one that weighs the costs versus benefits. For the cost of a $300,000 house, the additional taxes to be in the Town, would be comparable to the fee a person pays for private waste/ recycling pick up services in unincorporated in Beaufort County.

The Town also provides the following services:

• Watershed and natural resource monitoring and protections.

• Builds and maintains public parks and open spaces.

• Provide building safety inspections for each phase of any construction project.

• Town events such as the Blu ton Christmas Parade, movie nights, children’s events, and Independence Day celebrations.

• Law enforcement and community policing services.

• Emergency management services to prepare, respond and recovery from critical incidents.

• Communications via social media platforms, media releases, newsletters, and other venues.

HISTORY OF BLUFFTON

The more things change, the more things stay the same.

While Blu ton has experienced exponential growth since 1998, the way the town operates remains very similar to the way it operated since the 1800s. For one, Blu ton residents have always been known as eclectic, artistic, fun and a bit of a rebellious community – that community character trait remains true today. As in the 1800s, Calhoun Street Dock was a stopover for steamboats on the Savannah-Beaufort County route. Today, boats still dock at Calhoun Street so people can gather with their neighbors and friends and dine and shop in the center of Blu ton.

For most of its existence, Blu ton was only one-square mile. What is now known as Blu ton’s Historic District was the town’s original jurisdictional boundaries. Back in the 1800s, our town was named “Blu ton,” due to being located on the blu , above the May River.

Blu ton, South Carolina was settled in 1825 as a seasonal retreat for regional rice and cotton planters. The high blu s of the May River provided the luxury of a river breeze which helped families escape the heat, mosquitos, and illnesses such as yellow fever and malaria which were a part of Lowcountry plantation life in the summer.

Blu ton remained one-square mile until 1987. With the news of the Sun City developing nearby, Blu ton Town Councilmembers asked themselves, “Growth will be at our doorstep in a few years, what can we do now to ensure we have a voice and a vote to determine our community’s future?”

That’s when the Town started annexing land, reviewing development agreements, and having a vision for the future.

In 1998, Palmetto Blu , which is similar in size to Hilton Head Island, annexed into the town which started a domino e ect of other land tracts being annexed. Today, Blu ton is 54-square miles – the fifth largest municipality in South Carolina.

HISTORY: BLUFFTON

On Friday, June 21, 1996, the Blu ton Historic District was listed in the National Register of Historic Places. Roughly bounded by the May River and centered along Calhoun and Bridge streets, the Blu ton Historic District was comprised of 46 contributing buildings and two sites (i.e., Huger and Heyward coves) that defined the character of the Town. According to the Nomination, “the Blu ton Historic District is architecturally significant for its coherent collection of vernacular residential and commercial architecture, which e ectively shows the evolution of the town from an antebellum resort community to a thriving commercial center.” In addition to the Blu ton Historic District, two other Resources, the Church of the Cross (1857) and the Campbell Chapel A.M.E. Church (1853) are also individually listed in the National Register of Historic Places. The National Register of Historic Places is the o cial list of the Nation’s historic places worthy of preservation.

On Tuesday, June 19, 2007, the Old Town Blu ton Historic District was established which defines Blu ton’s sense of place. Currently, the Old Town Blu ton Historic District encompasses 86 Contributing Resources (i.e., 84 structures and two open spaces). On May 10, 2022, Town Council designated the former Blu ton Post O ce (41 Bridge Street) and the former Blu ton Health Center (1261 May River Road) as new Contributing Resources; these were the first additions to the Contributing Resources list since 2008.

Any building, structure, site, object, feature, or open space, as designated by Town Council, that adds to the historic associations, architectural qualities, or archeological values that relate to the documented significance of the Old Town Blu ton Historic District. Contributing Resources are shown on the ‘Contributing Resources’ map as approved and amended by Town Council.

HISTORY: BLUFFTON

Church of the Cross - 110 Calhoun Street

Designed by Edward Brickell White (1806-1882) in 1854, the congregation dates to the early 1830s when a small chapel was constructed near the corner of Bridge and Calhoun streets. The present structure, completed in July 1857, survived the Burning of Blu ton on June 4, 1863 and several hurricanes since then. It was listed in the National Register of Historic Places on May 29, 1975 as a noteworthy example of a “Carpenter’s Gothic” style church building designed by noted Charleston architect, Edward Brickell White, whose “choice of material, unfinished cypress, and his use of proportion and design, confirm his sensitivity to the character of the small church.” The Church of the Cross is one of the most photographed structures in this part of the lowcountry.

•The Rate - 45 Bridge Street

Built in January 1946, this small concrete block structure known today as “the Rate,” first served as a grocery store, operated by owners, Gaillard and Lucille Heyward during the summer months of 1946 to accommodate Blu ton’s seasonal residents. In 1947, it was used as chiropractic o ce, but closed after several months due to a lack of business. The following year, it was rented to Dr. R. Eugene Burkholder, Jr., a druggist from Savannah, who operated an ice cream and sundries shop during the summer. In June 1948, shortly before Dr. Burkholder opened his shop, a sign was painted on the side of the building advertising “Cut-Rate-Prices” on merchandise, a slogan from which the building eventually derived its unusual name. In November 1955, the building was leased to the United States Post O ce Department as the Blu ton Post O ce, which was operated under the supervision of Blu ton Postmaster, Lucille Heyward until May 1965. The building remained in the Heyward family until it was sold in 2006 and in 2019, the current owners of “the Rate” undertook a complete rehabilitation of the structure.

HISTORY: BLUFFTON

•Heyward House - 70 Boundary Street

John J. Cole, the owner of Moreland Plantation, located in present-day Palmetto Blu , built this Contributing Resource as the family summer residence in 1841 and the house was expanded to more than double its size by 1860. It is one of a handful of antebellum residences to survive the “Burning of Blu ton” on June 4, 1863 when Union forces ransacked the Town during the United States Civil War. Following the war, surviving members of the Cole family moved to Texas and the house was sold in 1874 to Egbert and Kate DuBois, who were from Dutchess County, New York. In 1882, the house was sold again to George Cuthbert Heyward, Sr. and his wife, and it remained in the Heyward family until 1998 when it was purchased by the Blu ton Historical Preservation Society. Today, it is operated by the Historic Blu ton Foundation as a Museum and Welcome Center. Recently, it was awarded the Town of Blu ton’s first Historic Preservation Grant for exterior painting and repairs.

•Campbell Chapel A.M.E. Church - 23 Boundary Street

Constructed in 1853 as the Blu ton Methodist Episcopal Church, this vernacular Greek Revival style church building survived the Burning of Blu ton during the United States Civil War. In 1874, nine freedmen (Renty Fields, Jacob Chisolm, William Ferguson, Je rey Buncomb, William Smith, David Heyward, Christopher Bryan, Theodor Wilson, and William Lightburn) purchased the building for $500 and organized the Campbell Chapel African Methodist Episcopal (AME) Church, named in honor of Jabez Pitt Campbell (1815-1891), the eighth bishop of the AME Church. The bell, today housed in the cupola, was purchased around 1874. The congregation met here for worship until 2004 when they constructed a new church building next door. Campbell Chapel A.M.E. Church was listed in the National Register of Historic Places on April 29, 2019 for its association with the African American community in Blu ton during the Reconstruction Era (1861—1900). In 2022, a South Carolina Historical Marker honoring the history of the congregation was unveiled on Boundary Street in front of the church.

HISTORY: BLUFFTON

•Seven Oaks - 82 Calhoun Street

Possibly named after the seven live oak tree stump piers that support the house, Seven Oaks was constructed around 1850 for Lieutenant Middleton Stuart (1831—1920) and his wife, Emma Barnwell Stoney Stuart (1837—1916). This unique two-story residence with double verandahs on its façade is one of Blu ton’s most iconic Contributing Resources. Surviving the Burning of Blu ton in June 1863, the property was sold to Frances Marion Edward in 1866 and was later owned by the Baynard family of Hilton Head. In the 1920s, it was operated as a popular boarding house by Mrs. Elizabeth Sanders which catered to salesmen and summer visitors to Blu ton where local lore holds that one evening, a brawl occurred in room 13 which resulted in the gun shot death of one of the guests.

•Coastal Battery Housing - 27 and 37 Calhoun Street

Along the east side of Calhoun Streets, between Church and Lawton streets, are two structures with a rather interesting past. Constructed around 1940, these cottages served as military housing on Hilton Head Island during the Second World War and were relocated by barge around 1946, possibly by Paul Pinckney, to Blu ton to replace housing that was lost during the Burning of Blu ton in 1863. Since then, these colorful structures have served as houses, medical o ces, retail stores, and art galleries.

•Garvin-Garvey House - 101 Bridge Street

Dating to c.1870, the Garvin-Garvey House is notable as an excellent example of Carolina lowcountry vernacular architecture of the late-19th century. The house utilizes a combination of traditional building techniques, including hand-hewn timbers and notching with Anglo methods including milled lumber and fabricated materials, to create an original hall-parlor plan with shed extensions. The Garvin-Garvey House is believed to be one of the earliest known freedmen owned houses still extant on the May River. It was built by Cyrus Garvin (Garvey) and remained in the possession of the Garvin family for three generations until 1961. In 2004, the Town of Blu ton entered into a partnership with Beaufort County to maintain the Oyster Factory Park, which includes the Garvin-Garvey House which is owned by the County. The Town began an extensive documentation and restoration project which was completed in 2017. Today, it is open for docent and self-guided tours.

HISTORY: BLUFFTON

Several Contributing Resources to the Old Town Blu ton Historic District are currently undergoing Rehabilitation (the act or process of making possible a compatible use for a property through repair, alterations, and additions while preserving those portions or features which convey its historical, cultural, or architectural values.) These include:

•Coburn Liquor Store/Red Dot - 1282 May River Road

Commonly known as the “Red Dot,” this timber framed, brick clad structure was constructed in the 1920s as a filling station for W.M. Simmons, but was purchased by Joseph Francis Coburn, Jr. at auction in 1944 and operated a liquor store from 1949 until 1995. The roughly 400 square foot building’s most distinctive feature is its porte cochère supported by ornate cast iron columns set on brick plinths with painted “red dots,” signifying that this was a liquor store. The brick exterior was added as a security feature to prevent robberies. Brenda Coburn, J.F.’s daughter who ran the store for many years, recalls, “I woke up many a night to the sound of my daddy shooting at people who tried to break in [and] there is a bullet hole in the wall of the store next to the chimney” where her father shot at a would-be robber. She recalls that the locks to the doors had to be replaced two to three times a year and, during one Christmas season, twice in one week. The building is currently being rehabilitated for a new commercial use.

One of Blu ton’s most iconic structures is the Squire Pope Carriage House, located at the foot of Calhoun Street in Wright Family Park. The parcel was originally owned by Squire William Pope (1788-1862) who owned Coggins Point Plantation in Hilton Head and served in the South Carolina State Legislature. Pope’s summer house, constructed in the early 19th century was destroyed by Union Troops during the Burning of Blu ton in June 1863 and when the family returned after the War, the surviving outbuildings were moved and assembled to form a new residence. For many years, the Wright Family lived here and in May 2017, the property was jointly purchased by the Town of Blu ton and the Beaufort County Rural and Critical Lands Program. Currently, the Squire Pope Carriage House is being rehabilitated to serve as the Town’s new Welcome Center and additional o ce space for Town Sta . A commemorative time capsule, containing historic artifacts and documents will be installed inside one of the walls during construction to mark

HISTORY: BLUFFTON

•Blu ton Post O ce - 41 Bridge Street

The old Blu ton Post O ce is an example of a “Thousands Series” International-style post o ce building, a standardized type of building included in the Post O ce Department’s Building Designs catalog (1959, republished 1964) which was used as a guide in the construction of thousands of “uniformly e cient and architecturally attractive small post o ce buildings throughout the United States.” While these designs were "standard," they were also highly adaptable and suitable for all climates and geographical areas in the United States. These buildings were also distinctive enough that a stranger visiting a town could immediately identify the Post O ce solely by its architectural form. The Blu ton Post O ce was built by Blu ton’s Postmaster, Lucille G. Heyward in 1964—65 on Heyward family property at a cost of $10,480 as the Town’s first purpose-built post o ce building; Mrs. Heyward subsequently leased it back to the Department at an annual rent of $1,248. The new Post O ce was dedicated on Sunday, May 16, 1965 and operated here for the next two decades. It was later used as a newspaper publishing o ce, an artists’ studio, and now is being rehabilitated and expanded into a private residence.
