A Strong Year Behind Us—and an Even Stronger Path Forward As we turn the calendar to January, I find myself both proud of what we accomplished together in 2025 and energized by what lies ahead. This Chamber exists for one reason: to champion local business and build a thriving economy for Grants Pass and Josephine County. Last year made that mission tangible in powerful ways.

The work of the Chamber is often most visible when our community comes together, and few moments captured that better than the return of Concerts in the Park to Riverside Park. After years of disruption, seeing families, businesses, and neighbors gather again in the heart of our city was more than a successful event; it was a reminder that quality of life and economic vitality go hand in hand.

When our community thrives, business thrives.

2025 was also a year of investing in the future. The launch of the Rogue Leadership Training Experience marked a major step toward developing the next generation of local leaders - people who will step up in business, civic life, and community service. This program reflects a belief we hold deeply: strong communities don’t happen by accident. They are built by informed, connected, and courageous leaders willing to engage.

Behind the scenes, your Chamber continued its role as the voice of business by advocating for policies that protect local investments, tracking hundreds of legislative issues, and ensuring that business perspectives are heard at the local, regional, and state levels. At the same time, we strengthened connections through networking, promoted member businesses, welcomed new enterprises, and served as a trusted hub of information for both residents and visitors.

As we look toward 2026, our work will be guided by a clear strategic framework focused on four priorities: strengthening local economic vitality, championing business-focused advocacy, cultivating community engagement, and demonstrating operational excellence. These priorities are not abstract goals. e are now in full preparation for the 2026 legislative session. The legislature began its preparations in September and November with a series of committee hearings known as “legislative days,” where legislative leadership began the process of forecasting its priorities for 2026. The legislature will hold another series of committee hearings in January to stage final preparations and agenda setting.

By way of background, the 2026 Oregon session is limited to 35 days. It will begin on Monday, February 2nd with a mandatory adjournment date of Sunday, March 8th. There will be a very limited number of bills considered (somewhere in the neighborhood of 250 -300 total bills) as each legislator is limited to two bills each.

As of now, we are expecting a session that is very focused on an Oregon-specific response to the federal ‘Big Beautiful Bill’ (HR 1). Upon passage of the bill, the tax cuts for individuals and businesses were estimated to reduce Oregon tax collections by about $800 million.

This is due to the fact that federal tax cuts “flow through” to state tax returns unless the Oregon legislature expressly chooses to “disconnect” from the federal tax cuts and disallow those tax cuts on Oregon tax returns. Under this scenario, taxpayers still receive the tax cuts on their federal tax returns, but not on their state taxes.

As of right now, the legislature is currently looking at a nearly $70 million ‘deficit’ out of which it must climb. Prior to passage of HR 1, the state was in a cash surplus position of about $500 million.

Hence, there will be some urgency among legislative Democrats to disconnect Oregon from some of the tax benefits of HR 1. For your reference, follows is a comprehensive list of the tax policies that Democratic leadership will be reviewing: OSCC has learned of the following framework that will be considered during the 2026 session. The purpose of this communication is to give you a working knowledge of what is going to be considered and to prepare your local business community for advocacy.

The 2026 framework as we understand it today includes: 1.

Disallow the “no tax on interest” for Oregon taxpayers who purchase and finance a U.S.- assembled passenger vehicle. This is estimated to generate $35 million per year to the state.

2.

Means-testing the “no tax on overtime.” The federal law allows for a $12,500 deduction per taxpayer ($25,000 joint) that phases out starting at an annual income of $150,000 ($300,000 joint). Oregon will consider phasing out this deduction at much lower income levels. The full application of this law reduces state revenues by about $95 million per year.

3.

Disallow home mortgage interest deduction on all secondary residential properties (ie, disallow the deduction on residential properties that are not primary residences). The full home mortgage interest deduction law currently saves taxpayers about $500 million per year in Oregon.

4.

Place a state cap on itemized deductions at 95% of the amount claimed on federal tax returns. This is effectively a 5% “haircut” on the amount an Oregon taxpayer can claim on their itemized tax deductions. This would likely generate around $80 million in additional tax revenue to the state.

5.

Total disconnect from all federal bonus depreciation and expense benefits. This is the primary benefit to business in HR 1 – to permanently allow businesses to more quickly write down the cost of “Cap Ex” on machinery and equipment. It also applies to “production property” which includes real property used in production activity such as manufacturing and agriculture. This change would increase the tax burden on Oregon businesses by about $120 million per year.

Full disconnect on preferred treatment of qualified small business stock. Current law allows an exclusion of 50% of the gain from the sale or exchange of some small business stock. This would amount to a $40 million annual tax increase on owners of small businesses.

7.

Expansion of Earned Income Tax Credit and a new tax credit for job creation. OSCC has learned that some of these tax increases will be used to increase the amount of Oregon’s refundable Earned Income Tax Credit for low income taxpayers and also on a nascent “job creation tax credit” that has yet to be defined. OSCC remains deeply skeptical about the efficacy of any job creation tax credit that is coupled with a tax policy that would de-incentivize capital investment.

OSCC also notes that this comprehensive tax increase package comes directly on the heels of taxpayer groups collecting over 200,000 signatures to force a public referendum on the legislature’s recently-passed 6-cent gasoline tax and transit payroll tax increase.

OSCC will continue to update members as this proposal becomes better defined over the coming weeks.

Quinn’s Well Pump & Filtration Service Bob Quinn discovered his passion for well drilling in the early 1970s while working for Paquin Well Drilling shortly after his family moved from California. After learning the trade, Bob and his wife Kitty purchased the company from Phil Paquin and in 1979 launched their own pump business on the south end of Grants Pass. As the company grew, Paquin Well Drilling became Quinn’s Well Drilling, and Quinn’s Pump Service was born alongside it.

From the beginning, Quinn’s was a true family operation. Kitty was Bob’s constant partner—supporting him in the field, delivering hot dinners on long drilling nights, and bringing their children along to job sites. Bob worked tirelessly building the business, serving on committees, and staying involved in the community, always with his family by his side.

Over the years, the Quinns expanded by acquiring additional pump companies, including Paquin Pump Company, Shontz Pump Service, and M&M Pump Service. In 2000 their daughter Tami officially joined the business.

In 2008 Kitty was diagnosed with ALS. Bob stepped away from daily operations to care for her and made the decision to retire from well drilling, focusing instead on pumps and water filtration. Kitty passed away in 2011, leaving a lasting mark on the family, the business, and the community. Shortly after, Bob entrusted the future of Quinn’s to Tami, who shared the same passion for service and helping others. In 2015, Tami’s husband Jeff joined the company.

Together, Tami and Jeff have continued to grow Quinn’s, including the purchase of Coleman’s Pump Service. Today, the company employs 19 people and serves Josephine and Jackson counties, along with parts of Douglas County. Their children—Robert, Maddi, and son-in-law Joe—are now part of the team, making Quinn’s a truly multi-generational family business.

Family, service, and community remain at the core of Quinn’s. The company offers 24-hour emergency service, well system design and installation, repairs, holding tank installations, water filtration solutions, and real estate services including well flow testing and water analysis. Tami also provides continuing education for real estate professionals.

he GP Nexus Incubator (Nexus) is a community-powered launchpad designed to support entrepreneurs from idea to impact—and beyond. Rooted in accessibility, creativity, and collaboration, Nexus provides startup and small business support through hands-on education, mentoring, youth entrepreneurship, and guided pathways that help entrepreneurs turn concepts into viable, sustainable businesses.

Through structured entrepreneurship education such as “CO.STARTERS”, ongoing workshops, and one-on-one mentoring, Nexus equips founders with the tools, confidence, and connections needed to navigate startup, launch, and growth phases. Entrepreneurs gain access to practical resources, technical assistance, and a supportive ecosystem that meets them where they are—whether they are just exploring an idea or preparing to scale.

A cornerstone of Nexus is its industrial, co-shared kitchen, designed to support food and beverage entrepreneurs as they move from cottage food operations to commercial licensing. The kitchen enables research and development (R&D), product testing, small-batch production, and product development-reducing barriers to entry while fostering innovation, compliance, and market readiness. In addition to business use, the kitchen will host cooking classes, food-based workshops, and food-focused and networking events that connect entrepreneurs, chefs, makers, and the broader communit -- creating pathways for learning, collaboration, and market exposure.

Beyond infrastructure, Nexus serves as a community hub for entrepreneurs across sectors—including creative, tech, artisan, and culinary businesses.

It is a place to connect, collaborate, and build momentum together. The incubator fosters peer learning, cross-sector innovation, and shared problem-solving that strengthens the local economy and entrepreneurial culture. Nexus Incubator connects entrepreneurs to a wide range of trusted local and regional resources while offering capital access workshops that help demystify funding options.

2025 Year in Review – The yield on your membership investment: The Grants Pass & Josephine County Chamber of Commerce exists to support and promote local commerce and this year’s results reflect the collective investment of our members, partners, and volunteers working toward that shared mission.

Throughout the year, the Chamber continued to serve as a connector by bringing businesses together through networking, ribbon cuttings, events, and programs that foster relationships and visibility. At the same time, we expanded our digital reach, ensuring members’ businesses were seen, shared, and supported by both locals and visitors exploring our community.

Advocacy remained a cornerstone of our work in 2025. From tracking legislation and delivering testimony to representing business interests on key local and regional committees, the Chamber consistently served as a strong and credible voice for business. These efforts helped protect critical investments, support public safety, and ensure local decision-makers understood the real-world impacts of policy choices on employers and entrepreneurs.

This year also marked an exciting step forward with the launch of the Rogue Leadership Training Experience—an investment in the future leaders who will help guide our businesses, nonprofits, and public institutions in the years ahead.

The Young Professionals Network is for young professionals in the target age range of 18-45 who are looking for networking opportunities with other young professionals, connections to the community and business leaders, community engagement, and professional development. The network holds monthly luncheons, quarterly socials, and community service projects.

Our Young Professionals Network had an amazing year! We toured the Grants Pass Museum of Art, continued quarterly trash cleanups for the Adopt-a-Street Program, presented at the annual Chamber Awards Banquet, socialized at Wild River Pub, heard from City of Grants Pass Economic Development, visited the Josephine County Fairgrounds, volunteered for the Josephine County Food Bank at Raptor Creek Farms, picked up trash before Concerts in the Park, awarded two deserving students with scholarships, hosted a panel on AI in small business, networked at Birdie Juice, honed our skills on Customer Service, Randy Webber from Rogue Community College presented, did an Industry Tour of the newly opened Oregon Center for Creative Learning, the future home of the Children’s Museum and finished strong with our annual Ugly Sweater Holiday Party to benefit the JOCO Food Bank.To kick off the New Year, join us as we hear from Chamber CEO, Terry Hopkins, on what’s on the horizon for 2026.
