he last few months we have been piecing together the Chamber’s 100+ years of history. It has been fun to see the long list of individuals and businesses involved with the organization. As we are less than a month away from the Awards Banquet, we are excited to celebrate the big milestone and share some pictures and history while honoring the award recipients. The event is sold out with a record 400 attendees! While we were sorting through old newspaper articles, we found an article from April 1990 with Dave Thomason, the Chamber of Commerce Board President at that time. The article focused on the Chamber becoming a strong voice for our businesses. It was in 1989 that the Chamber created the Legislative Affairs Committee, now named the Government Affairs Committee. This was a very important step for the Chamber that has continued to increase in committee size and impact. Our Government Affairs Committee is very strong and actively addressing the Public Safety Funding options presented by the City Administration and City Council as a general sales tax of 1.5% in combination with a $12 monthly utility fee. Last year the Chamber of Commerce came out in opposition to a sales tax and any other tax that would burden our business community. This is an ongoing discussion with City Council to relay the concerns from the business community. The Chamber Government Affairs Committee also actively participates in the Legislative Session meeting with our local state representatives in bi-weekly sessions addressing upcoming legislation that will impact businesses. For example, right now we are working with Representative Christine Goodwin collecting testimonials on the impact of “Paid Leave Oregon.” The Oregon Legislative short session begins on February 5th, so we are already gearing up to be prepared for upcoming bills. Advocacy has become a major focus of the Chamber of Commerce since 1989 when the Legislative Affairs Committee was first conceived by the Chamber Board and Past Chair, Dave Thomason –Congratulations on starting the Advocacy efforts of the Chamber on a firm foundation. We also want to wish Dave Thomason a happy retirement! Thanks for all you have done to support the business community and Chamber of Commerce. We have so much to celebrate in our history, we are looking forward to seeing everyone at the Awards Banquet on February 23rd!

Appointments take place at the Grants Pass library branch and are held from 3 – 7 pm on Thursdays and 1 – 4 pm on Fridays. To make an appointment, call UCAN at 541-223-9597. UCAN VITA volunteers will help participants who want to file their own taxes set up a profile with TaxSlayer software to file for free — some computer skills required. Appointments can also be made with an in-person tax preparer to have them file for you — no computer skills necessary. Appointments are for taxpayers who receive basic documents including W-2, Interest, Dividends, 1099-R, 1099-NEC, or Social Security.

The Southern Oregon Early Learning Hub (SOELS) is focused on increasing family stability and access to child care for families in Jackson and Josephine County who have children under age six. In Fall of 2022, we conducted a regional early learning system analysis, specifically looking at child care access and affordability. What we found for ACCESS is that in Josephine County: •17% of children under age two have access to a slot •28% of children ages 3 to 5 have access to a slot A county is considered a child care desert if fewer than 33% of children have access to a slot. We then looked at AFFORDABILITY: •54% of families in Josephine County with children under age six live below 200% of the Federal Poverty Level and cannot afford child care •These families would qualify for subsidized programs, But there aren’t enough slots: o 7% of children under age 2 who would qualify actually get a slot; o 22% of children ages 3 to 5 who would qualify actually get a slot; o Without a subsidized slot, few of these families will have access to child care. This impacts a parent’s ability to work and a child’s opportunity for a high-quality early learning experience prior to kindergarten. In Spring 2023, we surveyed our child care workforce. We heard from 213 early educators across Jackson and Josephine Counties: •50% have 5 or more children in their class who experience behaviors that are considered outside of typical preschool behaviors such as injuring peers or teachers; •80% feel that other children in the classroom are being negatively impacted by the behaviors they are witnessing or experiencing; •59% said these escalated behaviors are impacting their desire to do this work This data is a call to action and everyone has a role to play – either through advocacy for more funding or with financial support. The four major areas we are focusing on are: SOELS is contracting with a mental health partner to train child care teachers and interested community members in becoming Qualified Mental Health Associates (QMHA) to provide skills coaching to children in child care programs The goal for Year 1 in Josephine County is 10 QMHA’s Reach out to René Brandon at rene_brandon@soesd.k12.or.us to learn about our strategies to address each of these needs and how you can become a child care champion through advocacy and/or financial support. 12

For each category, we are engaging community partners to launch or expand the following initiatives: Expand Access to Child Care in Rural Communities •Funding start-up costs and subsidize slots for individuals wanting to begin offering Family Child Care in their homes in towns that currently lack licensed care •Funding scholarships for rural community partners collaborating to offer child care within a community-based organization •Wrap around supports from Child Care Resource Network will be available for training, technical assistance, and coaching •RCC and SOU Small Business Development Centers (SBDC’s) are collaborating with us to ensure strong business acumen supports •The goal for Year 1 is to launch at least two new programs at a cost of $44,000 per site, as the seed money needed to launch. Expand Supply within Existing Child Care Programs •SOELS will be contracting with existing programs to sponsor child care slots within these programs, for families unable to afford child care. •The goal for Year 1 is to sponsor at least 10 preschool slots and 5 infant/toddler slots at a cost of $140,000 and $90,000 respectively. Build the Child Care Workforce •In partnership with Rogue Workforce Partnership and WorkSource Rogue Valley, expand paid internship opportunities in child care programs; 150 hours per participant with goal of transitioning to employee o Year 1 goal is to support at least 10 interns at cost of $2,400 per participant; $24,000 total cost. •RCC is poised to launch Fast Track Program to get teachers qualified in 2-3 terms and assistants qualified in 1 term. o The goal for Year 1 is one teacher cohort serving at least 10 students and three assistant cohorts serving at least 30 students. o Cost for teacher cohort is $25,300 and cost of three assistant cohorts is $51,900. Increase Supports for Individual Child Needs Within Child Care Programs •Family Nurturing Center has been awarded a contract to skill up Infant Early Childhood Mental Health Consultants to provide support teachers. •SOESD Autism Team will be collaborating to offer phone hours to support child care workforce. The Young Professionals Network is for young professionals in the target age range of 18-45 who are looking for networking opportunities with other young professionals, connections to the community and business leaders, community engagement, and professional development. The network holds monthly luncheons, quarterly socials, and community service projects.

Our Young Professionals had the pleasure of hearing from the well-spoken and ever talented Jessi Powell of Grocery Outlet. Or as she affectionately deems herself, “the caretaker of her grocery family”. Jessi and her husband Greg met in a grocery store, both as baggers. Jessi went on to get her teaching degree while they both continued in the grocery industry. When the opportunity arose to take over their own store, it was a no-brainer. Their first store was in Paradise, California. They took over the Grants Pass location 5 years ago after their community, home and store were decimated in the Camp Fire. Jessi says they work hard to separate themselves from other grocery chains with Gregs diligent quality control, engaging staff and most importantly, out servicing their competitors. They have taken snippets from all the different companies they have worked for to create their own culture of safeness, inclusiveness with a strong sense of teamwork and a strong emphasis on giving back to the community. Their valued staff is compiled of all varying ages and differing abilities. To speak to the Powell’s ethics, Jessi stated, “do not ask your employees to do anything that you wouldn’t do yourself ” and “they absorb by observing”. They invite you to check out their stellar deals, amazing artisanal cheese offerings and stop in for their monthly wine tastings! Thank you to Asante for hosting our group and providing us with a delicious lunch.
