A Goochland judge on June 11 approved a $5 million settlement in a wrongful death case against a Chesterfield County woman in the deaths of three people who were struck while standing in a median along Route 288 in Goochland County. Claire C. Carr, an attorney with the law firm Kalbaugh, Pfund and Messersmith, P.C., still is awaiting trail in the criminal case and faces three counts of involuntary manslaughter in the deaths of Justin C. Ransone, 41, Amy L. Abbott, 45, and Linli Xu, 25. Carr was driving near West Creek Parkway in Goochland on the night of the crash, June 27. Man who backed over Madison woman pleads guilty By Roslyn Ryan Editor

A Ruckersville man will spend the next year in jail after pleading guilty to involuntary manslaughter in the death of a woman he struck

with his car on Interstate 64 last April. Travis Rios, 24, and Augusta May Woodward, 40, of Madison County, had been traveling together in from Madison to Chesterfield at around 10 p.m. on April 13,

The Goochland County Animal Shelter has temporarily relocated to the County’s Central High School Cultural and Educational Complex located at 2748 Dogtown Road, in Goochland. The temporary Animal Shelter will operate at the rear of the Central High School Complex until the new shelter is completed. her car after striking a deer around 9 p.m. Xu, who was five months pregnant, was standing in a grass median with Ransone and Abbott to the left of Xu’s disabled Mercedes, when Carr’s vehicle approached, authorities have said. Carr, traveling in the left lane, swerved left to avoid the Mercedes and struck the three victims, according to authorities. Carr was attempting to avoid hitting Xu’s vehicle and swerved instead into the three pedestrians, all of whom were pronounced dead at the scene, authorities have said. According to documents in Goochland County Circuit Court, the families of the three victims have been awarded a total of $5 million dollars to

be split three ways, giving each family $1,67 million. The funds were obtained from a $1 million commercial auto policy and a $4 million commercial liability umbrella policy. The settlement order, which was approved Tuesday by Judge Timothy K. Sanner, states that the money awarded to Abbott’s family will be placed in trusts for her two children, and the money awarded to Ransone’s family will be similarly set aside for his two children. The settlement documents refer to Xu’s unborn child as “Baby Xu.” Her husband, mother and father were listed as beneficiaries in the suit. The documents state that the settlement was agreed to by all parties on April 5. In the criminal case, Carr has a trial scheduled in November.

While Goochland author Susan Schwartz’s latest project offers a tour through the spookiest spots in Charlottesville and the surrounding area, the author does offer a word of warning to those visiting any of the dozens of locations she details in the book: SCHWARTZ some places, it seems, pack more of a paranormal punch than others. “It’s not an exact science,� Schwartz explained of the way she determined whether each of the sites she wrote about in “Haunted Charlottesville and

Surrounding Counties� actually delivered on its promise of an otherworldly experience. Though she insists she came to the project as a skeptic, Schwartz also reports that she could typically count on getting at least a few “pushes and pulls� upon entering one of the sites. Schwartz, who works long hours as an operating room nurse and educator, acknowledges that it isn’t always easy to find time to write. Rios continued from >1 letting Woodard out. As he began to drive away, Rios would later tell investigators, he heard Woodward call out “I love you.” He had travelled approximately 60 feet when he stopped the car and began to back up on the shoulder. Suddenly, he told investigators, the back window of his Honda Accord shattered. Thinking that Woodward had thrown a rock through the window, Rios got out and went around to the back of his car. There he found Woodward crumpled on the ground, seriously injured. Rios would later tell investigators that he dropped his cell phone while attempting to help Woodward, and in the darkness could not find it to call for help. Rios then put Woodward in the passenger seat and drove onto the Interstate, where he

unsuccessfully attempted to flag down several passing motorists. He finally pulled the vehicle into the roadway and was able to get the attention of two drivers who stopped to help. Woodward was eventually transported by rescue to the hospital, where she later died from what authorities would determine was from blunt force trauma resulting from being struck by the Honda as it was backing up. Although Rios was unsure as to the precise location where Woodward was struck, Caudill said authorities were able to determine the location after they found Woodward’s purse, a wallet containing her driver’s license, a piece of broken taillight lens from the Honda, Rios’ cellphone and glass fragments from the window. Rios was ultimately sentenced to 10 years in the prison with nine years suspended and three years of supervised probation.

For local voters, perhaps we should go to the top By Roslyn Ryan Editor

We’ve all heard it said at one point or another, that one single phrase that can often help pry open a door that had previously been stuck fast: “I would like to speak to a manager.” It’s what you say when the person trying to help you isn’t up to the task, when the only way to accomplish something is to speak to the one in charge. I saw my mother deploy this phrase dozens of times when I was growing up, never in a nasty way but always in a tone that said she wasn’t intending to back down. Companies with many layers of management never seemed

to daunt her. Whether it was an insurance company or a bank or any other such bureaucracy-laden institution, she would first calmly state her case. If the person she was speaking couldn’t — or wouldn’t — help her, she was not shy about asking for someone who could. Sometimes it took some time. Sometimes she had to call back. But, almost always, the problem was eventually solved and an apology offered for her time and trouble. You might be wondering why I bring this up, and so I will tell you: As of this writing, there are over 200 Goochland residents who, owing in part to a longstanding boundary line dispute with Louisa County, have been told that they likely will not be able to vote in

Goochland County elections until 2021, when a new boundary plan can be certified by the United States Census Bureau. The county has already tried several times to get the issue fixed, as has the local electoral board and at least one member of the Virginia Senate, all to no avail. So we still have Goochland residents who cannot cast a ballot to elect their own representatives, and this is not acceptable. Simply put, ladies and gentlemen, I think we need to speak to the manager. As best as I can tell, that would be Dr. Steven Dillingham, who on Jan. 7 of this year was officially sworn in as the 26th director of the United States Census Bureau. According to numerous

accounts, Dillingham is a kind and decent man and a competent, wellrespected leader — just the sort of person who might take a phone call from a small county with a big problem. I’m sure he has all manner of secretaries and assistants, and assistants-to-assistants, and perhaps a few interns and other phone-answerers that we will need to get through, but I’m fairly confident we can get this done. Goochland, we need to get this done. It may not be easy, but we can always lean on the other thing I remember my dear mother saying more than once. “If at first you don’t succeed,” she’d say with a smile, “call, call again.”

In the late 1970s, Hurricane Agnes leveled the small community located along Seneca Creek and left few remnants of what once occupied the peaceful stretch of land that nestled up to the still waters that ran off the Potomac River. The small restaurant, a hotel

and the numerous bike or boat rental shacks and the long line of small cottages that once lined the creek as it meandered to a threetiered viaduct that opened onto the expansive Potomac with the faint sight of the distant shore of Virginia always visible were gone forever. News quickly arrived from state authorities with the expected news that the small hamlet would not be

Seneca Creek held a lifetime of childhood memories for me, and some of the happiest summer days were spent jumping off

If we were not renting a motorboat and heading out on an adventure with our Uncle Dudley, we were renting bikes and following the C&O Canal towpath along three locks that ended at the Great Falls of the Potomac. Letters to the Editor Charges of corruption against leaders must not be made carelessly Dear Editor, I read with interest a paid political ad by a candidate for sheriff in the June 13 issue of the Goochland Gazette on page 5. The ad referred to “The Ol’ Boys’ network,” Corruption and Entitlement that is infecting County Government at present. This was quite shocking to me. One can debate what “The Ol’ Boys’ network” really means, and virtually anyone can accuse anyone else of entitlement. But corruption is a very serious charge. This is suggesting that there is malfeasance in our county government, and we should be concerned. If one is accusing our elected officials of wrongdoing, then it should be exposed. What are the charges, and where is the evidence supporting these charges? Does the accuser have facts and evidence to show there is corruption? Has anyone else made such charges? Why has he not brought these accusations up before now? Did they steal a writing pen from the county, or did they embezzle money? Keep in mind that we sent our former treasurer to prison for the latter. If one is willing to publicly accuse our officials of illegal activity, why not be specific? What have they done? What laws have been broken? What ethics violations have there been? Why hasn’t he shared his knowledge of wrongdoings with the Commonwealth’s Attorney, or better still, the Attorney General? These are questions that need to be asked of the candidate making these accusations. Does he truly know of corruption, or is he simply trying to get attention? I am openly challenging these allegations. Since the election of 2011, our elected officials in Goochland have been beyond reproach. They see Letters > page 7

Corruption charges unfounded, unfair to current employees Dear Editor, There is something “fishy” going on in Goochland County these days. We have an individual running as an independent for Sheriff who claims to have lived in Goochland County for three years. That is simply not long enough to establish deep roots and a true knowledge of our county and its citizens. Indeed, this individual has run ads based on information that is eight years old and no longer true. Most of the citizens who are engaged in the community know that in 2011, the citizens replaced four out of five members of the Board of Supervisors, all five School Board members and elected a new Treasurer to clean up years of mismanagement and cronyism. Perhaps this individual does not know that Goochland County was named the most taxpayer friendly locality in the United States of America. We did not seek this award … those who honored us with this award sought us out. Our reputation across the Commonwealth and around the Country is that of a wellrun government … government the way it should be.

I happen to believe that political parties have an obligation to the citizens to nominate the best possible candidates that they can. If no one seeking the nomination for an office is suitable, the parties have the option to deny the nomination. This is exactly what the Republican Party did last month regarding this individual. He failed to have enough people present to win the nomination. In addition, it is laughable to claim not to be a politician when you are running for political office. It is kidding

yourself and the citizens to say otherwise. shirt he wore almost seem fluorescent. He always wore a white shirt, neatly pressed and starched, and rarely rolled up the sleeves; but, on this day, he did. I noticed his welldeveloped but normal-sized muscles as they worked in coordination with the oars and the waves as I thought to myself how difficult rowing a boat must be. The small gray hair that edged his short sideburns offered the only contrast to a jet-black head of hair, neatly parted and rarely mussed. In the summer, he wore blue suits and a straw fedora, but, this day, his head was uncovered.

Goochland mountain biker first in the state By Nick Vandeloecht, Sports Editor

OILVILLE – If there was a race that could be dubbed the Indy 500 or the Super Bowl of the VAHS mountain biking spring series, then it would be the annual season-opener at The Miller School of Albemarle in Charlottesville. Young mountain biker Christopher Brewer called the well-attended race “the hub.” If you’re going to get first place at any of the races on the schedule – added Christopher’s dad, Matt Brewer – then the picturesque Miller School course is the place to get it. Racing there for the second time in the VAHS Boys Elementary category, Christopher, from Goochland County, worked his way up from around 10th place in the second row to 2nd place as the competitors wound their way towards the closing stretch. That’s when this one rider, Miles Jolin, “came out of nowhere” in Christopher’s words, passing both Christopher and the first-place racer within a minute and then jumping out to a huge lead. That dropped Christopher back to third, but he’d soon move back up to second as the kid ahead of him tired out. But Jolin still led by a large margin. Christopher, however, slowly started reeling him in as they closed in on the finish line. Less than 40 feet from his end destination, Christopher made the pass… …and finished .76 of a second ahead of Jolin to win the 2019 season-opener at The Miller School on April 6. With the victory, he took the points lead, and he was awarded the leader jersey going into the next race. It was nerve-racking – he

was “kind of afraid that some of the other racers would want to get by me even more the next races.” And when you’re the only one in the field sporting that leader jersey, people – whether it’s good or bad – are looking at you, Matt described; you have a little more extra attention, and it is stressful because you know people are shooting for your spot. But Christopher also knew: “I could stay near first place…” And he did. Four straight times.

While he tied for the points lead midway through the season with Ethan Morris from Henrico, Christopher wore that leader jersey for the rest of the year… …on the way to finishing first in points in the boys’ elementary division of the VAHS series on finishes of 1st, 2nd, 2nd, 2nd and 2nd. “It was exciting – it was kind of overwhelming because I didn’t know how to react,” Christopher said. “I thought I was going to get – best? Maybe third place. My goal was top

five.” Christopher, a rising 6th grader, has come a long way in a relatively short span of time. He first met the Goochland County Composite Mountain Biking Team in August of 2017 and began practicing with them in the fall. He took on his first season of racing in the 2018 VAHS MTB spring series and had the opportunity to compete in the USA Cycling Mountain Bike National Championships at Snowshoe Mountain in West Virginia this past summer. “What I liked most about it

was that it was something totally different – I’d never seen anything like it before,” Christopher said of mountain biking. “It was different from most sports and things.” In his first VAHS season he averaged 13th place over the five-race schedule in a field of around 40 competitors. But in a matter of a year, Christopher went from a season-high result of 12th in 2018 to averaging an incredible 1.8 finish in his extremely consistent 2019 campaign. And it wasn’t just that he

had gotten older and bigger. He did a lot of winter training, from indoor spin sessions to going out and riding with his dad, his mom and his two brothers. He practices with his team at Leakes Mill Park in Goochland, with his family at Pocahontas State Park and on the James River Park System trails, and on his own around his home. Christopher’s triumph in the season opener at The Miller School set the tone for the kind of season he’d go on to enjoy,

Brewer continued from >8 but dad Matt’s favorite race of the season was the one run at Stokesville. Christopher had taken the lead early, but a 10th of a mile into the race, he fell off-course and plummeted from first to eighth. Matt could see how that could be discouraging to a racer and mentally take them out of the competition – maybe they’d return to the course, but only to ride out the rest of the distance. Not Christopher. “Why would I stop though?” he said. Christopher rallied all the way from 8th to notch one of his four runner-up finishes on the season. His other three second-places came at Woodberry Forest, Massanutten and the Blue Ridge School. When it comes to his approach to racing his competitors on the course, Christopher said: “At the start, I’m terrified – so nervous that something will happen. But once I’m out probably past the first mile, I’ve kind of cooled down enough – gotten into the zone, and I’m just going.” The entire racing series itself has been a welcoming environment to the Brewer family. Christopher and his competitors will congratulate each other after races and are friendly toward one another. He’s gotten to know racers from a variety of places ranging from Williamsburg in Tidewater Virginia, to Abingdon in Southwestern Virginia, to Elkins all the way in West Virginia. Before the races, parents get to do a pre-ride with their kids, going through the course at a social pace to check out the layout… “…and you just get to talk to some of the other parents when you’re on the ride,” Matt said. “For us, it’s another family.” And the series has shown itself to be accessible: Christopher and Matt observed how one of the competitors was racing a borrowed bicycle in his first season out, and he won the last race of the season. “Anyone can do it,” Matt said. “You’ve got to have the grit and obviously you need some training, but…anyone can do it, which is cool.” Christopher, who soon will be heading to 6th grade, is aging out of the elementary division – which this year averaged closer to 50 competitors – and into the 90-rider fields of the middle school division. The Brewers are approaching next season with leveled expectations – they’re not anticipating that Christopher as a sixth grader will reach the podium while racing against eighth graders in the deeper pool of competition – and they’re focused on setting obtainable goals, racing hard and being as prepared as possible, but also on having fun. of the team and of the sport – he enjoys it, he’s worked his way up to where he is now in his yearand-a-half of mountain biking thus far, and there are several other kids on the team who look up to Christopher for advice. “He’s very helpful with the other kids, too,” Matt said of Christopher. “If you want somebody representing your team, he’s definitely a good one to have.” In joining Goochland’s team and becoming a part of the mountain biking world, Christopher is able to do something on a bicycle that he initially didn’t think was possible for anyone: ride up stairs. “I never knew that was possible,” he said. “It’s hard - it’s doable, but I never knew that anyone could do that.” Biking has also helped him towards other sports. “I know my legs have gotten stronger,” Christopher said, “so I can run farther and faster.” His participation in mountain bike racing has changed his family’s life. Memories continued from >7 The anchor made a splash as we arrived in a channel near a small island located near the middle of the river closer to the Virginia side. The only sound was the ruffle of the small brown bag packed by my mother as he unpacked the sandwiches. The smell of home-baked ham permeated the vanilla-covered wrappers as he neatly undid my mother’s handiwork. A small thermos of iced tea provided the perfect accompaniment for a lunch with the

perfect location, with the perfect company. We talked about a lot of things that day, sitting in that overused rowboat, bobbing in the calm waters of the Potomac as they gathered speed headed for the falls. I was a small boy and didn’t know much about this quiet man who never spared words when prompted by his children. I didn’t realize then that I’d never heard him say a curse word or raise his voice in anger toward my mother or miss a day of work or a school play or baseball game. The only thing I really knew

was that I felt lucky to have this guy as a dad, and I liked spending time with him. It’s a relationship that he nurtured early in my life, a commitment he didn’t talk about, only lived. The ham sandwiches on soft white bread were almost gone, so we searched for a spot to throw our fishing line, both of us hoping for non-yielding results. The small fishing rod seemed small in his hands, a relic of a past birthday gift. I didn’t know then it would be the only fishing rod I ever owned, but he wouldn’t be surprised. The sun didn’t seem as

bright or intense as the softer hues of afternoon painted the shoreline and gently rippling waves. He rowed seemingly effortless across the open stretch that separated us from Seneca, each stroke exactly the same, each oar hitting the gentle waves simultaneously. The repetitive motion mirrored the way he lived his life with steady strokes and focused determination. Less than a year later, he was gone and a young boy was left with only memories, faint recollections of endless games of catch among a myriad of lessons learned in a short period

of time. And many years later, those few hours at Seneca seem more special than ever … and his influence still guides me as I attempt to parent, inspire, and teach my children. On Father’s Day 2019, I’m most appreciative for having my father even if for only a short amount of time. The memories don’t fade, and I suppose that I am somehow continuing a journey that he began, a sort of continuation that confirms that the departed live on in the lives of the people who loved them. I think he’d like that.
