Goochland quits state, national county lobbying organizations By Ben Orcutt Special Correspondent

Goochland County is ending its membership with the Virginia Association of Counties – VACo – and with the National Association of Counties – NACo – as well. At issue is whether VACo represents the best interests of the county. Goochland, which has four new supervisors on its fivemember board after last year’s election, is now the only one of Virginia’s 95 counties that is not a member. District 1 Supervisor Susan F. Lascolette said VACo and the Goochland Board of Supervisors were on different sides of the eminent domain issue. “We don’t agree with them,” said Lascolette, who said the county favors the constitutional amendment on eminent domain that will appear on this fall’s ballot while VACo opposes it. The amendment would prohibit eminent domain from being used for economic development. Lascolette founded the

Goochland had the highest percentage voter turnout in the state in the 2008 presidential election with long lines at some precincts. Expecting another high turnout in the upcoming Nov. 6 election, Goochland’s Electoral Board has decided to hold a public forum to educate party leaders and the public on the new election law. “It’s the first time the Electoral Board has done this,” said Electoral Board Chairman Herbert R. Griffith. “Our responsibility is to see that every qualified voter has the opportunity to vote.” Electoral Board Secretary Robin R. Lind said he was unaware of any other jurisdiction holding such a meeting. Set for Sept. 6 at 6:30 p.m. at the Board of Supervisors meeting room in the county administration building, the meeting will be open to the public. Lind said there is a lot of information concerning the new election law, which is under review by the federal justice department with a ruling expected by Aug. 18. Although the electoral board members were reluctant to discuss the details of the new law since approval from the justice department has not yet been received, one thing is certain. “Photo identification is not required,” said Lind emphatically. “We just want to kill that one,” he said of what is evidently still a wide-spread misconception. The new election law does not require photo identification and there is no current requirement for it. Besides indicating their choice for president on Nov. 6, voters will vote in U.S. House and Senate races and be given the choice to vote on two constitutional amendments, one concerning eminent domain and the second on extending the time in which the General Assembly may conduct its “veto session.” Awareness of the two constitutional amendment questions is one of the electoral board’s main concerns. They fear voting may be held up by citizens who must take time to read the question for the first time. “We’ll ask the two political parties

to help educate their adherents on the questions,” said Lind. Griffith said voting should be faster this time due to the new electronic poll books, which do away with the different lines based on last names by alphabet. Voters waiting in line will be able to check in with any available poll worker. After the voting, the Electoral Board members will meet Wednesday to hold their canvas. If the new voting law goes into effect and provisional ballots have been cast by voters who brought no identification to the polls, the canvas could take as long as three days before the results are reported to the State Board of Elections, which generally certifies the election results on Nov. 20. Electoral Board members take their job seriously. “Our signature on the canvas is our promise to go to jail,”

said Lind, in the event that the results reported are not accurate. Lind said the goal is for “both parties to recognize they got an absolute fair shake in Goochland – that there is absolute transparency.” While instituting the new informational forum Sept. 6 to clarify election law, Electoral Board members are still prepared to meet with community groups, said Griffith. The deadline to register for the Nov. 6 election is Oct. 15. he said is tasked with trying to close the “gap” in the lack of high-speed Internet service available in the county. “The reason the committee was created was because we have an issue,” Alvarez said. Alvarez said he would like input from the Board as the committee aims for a target date of October to present its recommendations. The committee has community meetings scheduled for 7 p.m. on Aug. 15, at Byrd Elementary School, located at 2704 Hadensville-Fife Road, and at 7 p.m. on Aug. 22, at the Company 3 Fire House at 52 Broad Street Road, ManakinSabot. In other county business, the Board was briefed by interns William Gilchrist and Mark Holman Jr. on the county’s inaugural summer internship program. Gilchrist, a graduating senior from Virginia Commonwealth University, and Holman, a rising senior at Virginia State University, served their internships with the county from May 22 through Aug. 7. The two presented the Board with an overview of their experience, as well as recommendations for the internship program going forward. During their internship, Gilchrist and Holman shadowed various departments and were actively involved in working on county business. “It’s just been a great experience for all of us,” Dickson said of working with Gilchrist and Holman. High Speed Internet Committee also reports Goochland County residents will get a chance next month to weigh in on whether the county should charge for emergency medical service transport. During the afternoon session of its Aug. 7, meeting, the Goochland County Board of Supervisors voted unanimously to schedule a public hearing on the issue for its Sept. 4, meeting. According to information provided by the county, more than 100 jurisdictions in Virginia charge such fees to supplement public safety revenue. If Goochland decides to charge a fee for medical transport, it is estimated that $1.15 million in revenue will be generated during the early years of the program. In other Aug. 7, business the Board voted 40, with District 1 Supervisor Susan F. Lascolette abstaining, to authorize County Administrator Rebecca T. Dickson to execute a contract with Red Oak Excavating for construction of Phase I improvements at Leake’s Mill Park, which is located about 2 miles west of the Courthouse Village on Rt. 6. The Board also voted 4-0, with Lascolette abstaining, to authorize Dickson to execute a contract for well drilling services at Leake’s Mill Park. The Board got an update on the work being done by the Goochland High Speed Internet Committee from its vice chairman, Marshall Bowden. The mission of the committee is to promote high-speed Internet within the county, Bowden said, adding that county staff has been helpful in providing assistance. “The Internet has become the platform for just about everything we do,” Bowden said. According to figures from the Federal Communications Commission presented in a Richmond Times-Dispatch article and cited by Bowden, nearly 70 percent of Goochland residents do not have access to high-speed Internet. Bowden said the committee has met seven times and has received positive feedback from knowledgeable sources that it is on the right track. “So we’re trying to evaluate where we are,” Bowden said. According to the resolution, one of the reasons for the Board’s action is because Goochland does not feel it is adequately represented by VACo. The resolution also states that the county does not feel it receives enough value for the $4,786 in annual dues it pays to VACo or the $500 in annual dues it pays to NACo. “I feel like this is the right thing for us to do right now,� District 2 Supervisor Manuel Alvarez Jr. said prior to the Board’s vote.

District 4 Supervisor Robert Minnick said the board had considered the value of VACo membership earlier this year during the budget process. “We did a line by line review of every expense,� said Minnick. “The consensus was we felt VACo brought little to the county residents.� Minnick called VACo “an organization that was not fully advocating for rural county residents� and said that several supervisors had kicked around the idea of forming an alternative organization that would better represent rural counties. James Campbell, executive director of VACo, which supports county officials and lobbies on behalf of Virginia counties, said he was “profoundly disappointed� that Goochland ended

An Air Force brat, as she calls herself, Schultz, 58, grew up in Germany and lived in California and Powhatan before settling in western Goochland County. On the clock, she works from 8 a.m. to 3 p.m. delivering the mail, six days a week. On her own time she works on her blue bird project. Called “Host a House,� which she introduced by sending out letters to the residents on her route to see if they were interested. Schultz said she hopes to get the people on her route involved in nature by involving them in the project. Response has been good. So far she has installed 110 of the wooden boxes in the almost four years she has been working on the project. “I’m hoping some future ornithologist will come out of this.� Schultz is also a licensed bander, a process which involves wrapping a tiny identification band around the bird’s leg. This process helps determine the population patterns and “site fidelity� of the birds. The information she gathers on the birds goes to U.S. Geological Survey Schultz is also a master naturalist with the James

She’s what you might call an allaround naturalist. “Whatever I’m looking at is my very favorite thing,� she said. “I’ve always been an outside person.� Hearing a cardinal’s song spurred her to send off to Cornell’s Ornithology department to get tapes of other birdsongs she said.

When she’s not delivering the mail or installing bluebird houses and banding birds, Schultz leads bird walks, like the annual Deep Run Hunt Club Bird Walk. Or canoeing with her fraternal twin sister Risa. Even when she has time off her enthusiasm for nature takes over. “I use up all my vacation doing bird stuff,� she said. “That’s where I find my wealth.�

Three men have been arrested by the Goochland Sherrif’s Office for taking items from the Goodwill trailer at the Hidden Rock Park transfer station. “The Goodwill people approached us with evidence that thefts were taking place,� said Goochland Sheriff James L. Elections have consequences If anyone had any doubt about that truism, it should have been put to rest last week, as Goochland’s supervisors took the county out of the Virginia Association of Counties (VACo) and NACo, its national counterpart. Much has been written about last November’s political upheaval in the county but perhaps no other act so clearly demonstrates the change that has taken place. It’s difficult to imagine the previous board even contemplating quitting the two county lobbying organizations, indeed, former District 4 Supervisor Rudy Butler served as president of VACo at one time. Reaction seemed to focus on the fact that District 1 Supervisor Susan Lascolette has been instrumental in forming the Goochland Tea Party and on her association with the Richmond Tea Party, as if those associations somehow made any decisions reached by the board suspect. Another way to look at it is that the most recent election brought into power four new supervisors who actually have core conservative beliefs and are willing to act on them. And when it became apparent that what they perceived as the best interests of Goochland’s citizens were no longer being served by the county’s membership in VACo, they dropped that membership. On the issue of eminent domain, the supervisors support a constitutional amendment that puts the rights of private property owners

above the interests of governmental bodies out to promote growth. There they differed with VACo and in the minds of many, that difference seems sufficient to the decision to part company. It remains to be seen what, if indeed any, repercussions will ensue. Will other counties follow suit? We’ll see. Will Goochland become an outcast, a renegade county operating on its own? Doubtful. But what is clear is that elections do have consequences, something to keep in mind as November approaches.

No photo id required Speaking of November, the Goochland Electoral Board has decided to hold a public forum Sept. 6 to educate and inform the two parties and the public on changes in election law as a result of action by the general assembly. Although the law is still under review by the federal justice department, board member Robin Lind stressed one thing. There will be no photo identification required to vote in this fall’s election, because no such requirement exists nor is such a requirement a part of the new law. Letters to the Editor Supervisors’ decision to quit VACo criticized The decision by the Board of Supervisors to be the only county in Virginia to withdraw from the Virginia Association of Counties (VACo) with strong support from the Richmond Tea Party over one or two out of dozens of issues reminds me of a petulant child who, when he doesn’t get his own way, picks up his toys, stomps his foot, and says, “I’m not playing with you any more!”

VACo is a group that lobbies the General Assembly on behalf of member counties in the state. As experienced lobbyists will attest, there is power in numbers. When a small entity like Goochland tries to wing it on its own, it will soon find out that its voice is unlikely to be heard or taken seriously with lawmakers in Virginia. Goochland’s interests will be lost in the crowd. So far, the Tea Party philosophy has been to stand one’s ground and never compromise, a stance that has been more than evidenced mul-

tiple times by the actions of the Tea Party Caucus in the U.S. Congress. This stubborn refusal to compromise or understand the broaderreaching impact of its decision is a reflection on the overall views of our newly elected Board. Whether or not the members are officially connected with the Richmond or Goochland Tea Party groups, they are exhibiting actions that closely mirror those organization’s views. Hughes Clyde Alphonso Hughes was born Aug. 20, 1927 in Vigor, Va. (now called Louisa, Va.) He was the fourth son of the late James Henry and Nannie B. Redd Hughes. He departed this life Tuesday, July 17, 2012 at 3:52 p.m. at the Washington Adventist Hospital in Takoma Park, Md. On Jan. 22, 1988 he united in holy matrimony with the love of his life, Carrie Ann Stevenson. For 24 years they were inseparable, cherishing one another’s company, enjoying many activities together, including attending church services. They were best friends until his death. Everyone knew of his loving name for her, she was his “Little Darling”. They share a life together that included him being a central part of her extended family, and her being a central part of his. She was by his side to the end, caring for him daily, even during his lengthy illness. Clyde was a loving husband, caring family member, and a good friend. He maintained contact with his large circle of family members, childhood friends, and former co-workers until his illness prevented further contact. He grew up in a close-knit family unit with his parents, 12 siblings, and one nephew. He attended elementary school in Louisa, Va. and high school in Goochland. At the age of 20, he and his sister Ada, moved to Washington, D.C. to live with their Aunt Lucile. Clyde worked as a taxi driver in the Washington area for over 20 years. In addi-

At an early age Clyde accepted Christ as his Savior and was baptized at County Line Baptist Church in Louisa. He joined New Canaan Baptist Church in Washington in 1989 under Christian experience. He enjoyed the services at New Canaan and cherished sitting under the preaching of Pasto Sims, where he developed a greater knowledge and appreciation for the word of God, and became more passionate about his Christian experience. He was a faithful member of the Male Chorus and the Tape Ministry until his health prevented him from service and attending services. He witnessed and shared the Bible with his niece, Tyece and other family. Clyde was preceded in death by his parents, James Henry and Nannie Bertha; three brothers, James Edwards, Thomas Elwood, and Willie Lewis Hughes; two sons, Larry Ricardo and Ralph Edward; and one daughter, Hilda Mae. He leaves to cherish his memory, a devoted and loving wife; Carrie A. The church is located at 2826 Bladensburg Rd., Washington D.C. Pastor Gregory M. Sims will officiate. Sidor Anne Sidor, 82, passed away Aug. 5, 2012, surrounded by her family and parish priest. Anne was born July 5, 1930, in Bridgeport, Conn. Before moving to Virginia in 1982, she worked as an R.N. at St. Raphael’s Hospital in New Haven, Conn. She then worked at Richmond’s St. Mary’s Hospital in the Endoscopy Department. She is survived by her husband of 59 years, Stanley; her daughter, Patty Chadwick; sonin-law, Donald Chadwick; and grandchildren, Katlin and Kyle Chadwick. A Memorial Mass was held Aug. 10, 2012 at St. Mary’s Catholic Church, 9505 Gayton Rd. Graveside services took place at a later date. In lieu of flowers, a donation may be made to St. Mary’s Church.

A Chesterfield man killed in an Aug. 8 single-car accident in Goochland has been identified. Luis Armando Canahui-Morales, 32, was traveling west on Route 6 when his 1999 Honda Civic ran off the road just east of the intersection with Hockett Road and struck a tree at about 5:50 a.m., said Goochland Sheriff James L. Agnew. Canahui-Morales, traveling alone, was not wearing a seat belt, said Agnew.

From worker to winner, Briers takes Triathlon title Kunnen repeats as women’s champion By Dave Lawrence Special Correspondent

Last year, Geoffrey Briers of Richmond decided to work the first Goochland Sprint Triathlon. This year, he decided to compete. For Briers, who works for the race organizer, Setup Events, the decision paid off handsomely. He was the overall winner in the men’s competition with a time of 55:17. Renee Kunnen of Richmond had a productive return visit to the race, successfully defending her women’s overall title. Briers off-course experience last year fueled his desire to compete this year. “I worked this race last year, and I really wanted to race it this year because I enjoyed working it so much,” Briers said. “I had a great time. It was really worth it. Waking up at 4 o’clock in the morning was a little early, but it was good.” Some of those waking up that early to get to the race, which began with an orientation at 6 a.m., wondered if the race would start as planned as lightning in the sky signaled early morning thunderstorms moving through the area. was not overly concerned, however. “I was a little nervous, but since I work for the race company, I kind of know the protocol of what goes along with thunderstorms and stuff like that,” Briers said. “Kevin (Reid) is a great race director. He knows his stuff and would obviously make the right call if the weather was bad. But it turned out to be a great day. You couldn’t ask for better weather this time of year.” Even though the course was damp from the morning

rains, the cloud cover kept the temperatures down to a comfortable level. Only as the race wound down, did the sun begin to come out and offer a hint of the hot, humid conditions that have plagued the region since June. Marion Herring of Richmond finished second in 55:38, followed by Marc Warner of Crozier in third place with a 56:43 finish, Robert Green of Midlothian fourth in 56:45 and Brian Walter of Blacksburg fifth in 57:44. The Symetra Tour’s Road to the LPGA tees off in Virginia this week with the Eagle Classic at Richmond Country Club. The top female golfers from around the world are coming to Central Virginia to take a shot at earning their LPGA cards and compete in the 54-hole event beginning Friday at 7:45 a.m. The second round tees off on Saturday at 7:45 a.m. with the championship round beginning Sunday at the same time.

Local golfers looking to vie for the $100,000 purse include Lauren Doughtie (Sufffolk), Whitney Neuhauser (Charlottesville), Jenny Suh (Fairfax) and Midlothian’s Lyberty Anderson competing as an amateur. The golfers will also find additional incentive because the winner receives an exemption to play in the LPGA event at KingsMill in September. A new event this year is the Concert on the Lawn kicking off at 6 p.m. Thursday on the driving

range. The free concert features the Ft. Lee Army Band, who will play music everyone will enjoy, and includes a top-notch vocalist. Ft. Lee will also be at RCC early Sunday to present the colors, sing the national anthem and hold the flag on the 18th green for “Military Appreciation Day” when all military and their families are admitted free of charge. Tickets are $10 each day or $25 for the three day event.

Setup does a great job organizing everything.” Although she had fun, she found the second-time around the Goochland triathlon course a little more painful. “I was a little more sore this year,” Kunnen said.“I’m training for a longer race – an Ironman – in two weeks, so I hurt a little bit more this year. But it was still fun.” The Goochland race, a sprint triathlon, featured a 300-yard

swim, 12.5-mile bike ride, and 3.1-mile run. Ironman triathlons typically consist of a 2.4mile swim, a 112-mile bike ride, and a 26-mile run. Kunnen said short courses such as that in the Goochland triathlon are good tune-up races for the long-distance events. “It helps me keep things fast,” Kunnen said. “I don’t want to lose all those fast-twitch [muscle] fibers.” But the speed in this case comes at the expense of extra pain. “This hurts a lot, the whole time you’re out there,” Kunnen said. “The longer stuff, it’s a different energy system. You can go longer and a little bit easier.” Kate Fisher of Richmond finished third in the women’s results with a time of 1:06:02. She was followed by Jessica Lehman of Fredericksburg in 1:06:39 and Therese Duane of Sandy Hook in 1:08:35. The other top 10 finishers were Nicole Weidensaul of Locust

Referred to as an “icon” as the race results were being announced, the 79year-old White said he had not been training much this past year. “I damaged my left hip and I’ve been out for about nine months,” he said. “This is the first thing I’ve done in nine months and I really enjoyed it. White said he had hurt his hip through overuse – damaging some cartilage in the joint. But he had not received any advice from his doctor about how to approach the race – for good reason. “I haven’t told him yet,” White said. “We’ll worry about that later.”

Seismic station placed near earthquake site By Dave Lawrence Special Correspondent

In the wake of last year’s magnitude 5.8 earthquake that rattled buildings as far away as Georgia and Canada, big science last week began a protracted detour to Louisa County. On Wednesday, staff from the Integrated Research Institutions in Seismology (IRIS) consortium, the state geologist’s office and James Madison University observed as an engineer from Honeywell installed a temporary seismic station on a farm just outside Mineral – located just a few miles from the epicenter of the temblor, which struck on Aug. 23, 2011, and spawned dozens of aftershocks since. The seismic station is part of EarthScope’s USArray: big science in that it is a continental-scale deployment of permanent and transportable seismometers – instruments that measure and record the shaking of the Earth – on a grid extending from the West Coast to the East. The primary goal of the project is to produce the equivalent of a giant CT (computed tomography) scan of the structure of the Earth beneath North America. Louisa County was not on the original grid, but the Mineral earthquake inspired more intense scientific interest in the Central Virginia Seismic Zone, an earthquake-prone area that includes much of Hanover County. “There have been hundreds of historic earthquakes in what we call the Central Virginia Seismic Zone,” said state geologist David B. Spears. “We still have not installed a really robust network of seismic monitoring. When [last year’s] earthquake happened, there still was a very sparse network in place and run on a shoestring.” Spears said earthquake scientists from all over the eastern and central U.S. descended on the area in the aftermath of the quake, installing more than 200 temporary seismometers in an effort to understand the

event. “At one point, there were over 200 temporary seismometers on the ground here in the weeks and months after the big earthquake,” Spears said. “We have a much better picture of the location, depth and magnitude of the aftershocks than we do of the main quake just because of the density of instruments that we had to record them.” Mysteries about the Central Virginia Seismic Zone go far beyond identifying the location of an individual earthquake. “We know that Central Virginia is a seismically active area. The problem is that we don’t understand very well why it’s a seismically active area,” Spears said. “We know that there are old faults that run through here, but there are old faults that run all up-and-down the Eastern Seaboard that aren’t seismically active. . . . The more typical earthquake here is something between 2.0 and 3.0 – rarely above a 4.0 earthquake. We’ve never had one historically above a 5.0 in this area.” Spears said among the questions scientists hope to answer are what might be the largest earthquake that could occur in Central Virginia and how frequently large, damaging earthquakes may occur here. But there are other mysteries that will be addressed with the transportable network, mysteries that involve looking much, much deeper than the landscape of Central Virginia via seismic tomography, in which data from a network of seismometers is used to develop images of the Earth’s structure far beneath the surface. “At the biggest scale, we’re trying to understand all of North America,” said John Taber, education and outreach program manager for IRIS. “So it’s doing a CAT scan across all of North America to figure out what’s under North America, how was North America built. It helps us understand the earthquakes that are happening now, but also going way back in time to figure out what happened before, understanding more about the rocks that are there,

understanding more about mountain building.” For example, the Appalachian mountains of eastern North America were erected and worn down during continental-scale collisions with Europe and Africa as the Atlantic Ocean and its predecessors closed and reopened through tectonic processes. Many rocks of Central Virginia, it turns out, are the remnants of island arcs and micro-continents swept up in the collisions. Seismic tomography, by revealing structures obscured beneath thousands of feet of sediment, helps scientists reconstruct that history. “The Blue Ridge is what we call Grenville basement, so that is related to the same rocks in the Grenville Mountains of New York. That would

have been the margin of North American about a billion years ago,” said Steven J. Whitmeyer, a geologist at James Madison University. “East of that, everything that is there beneath the Coastal Plain surface stuff is probably from elsewhere.” Whitmeyer pointed out that much of Goochland County may lie over rocks that slid south along the continental margin from what is now New Jersey, while much of Hanover County may lie over rocks that originated in Africa. That history may explain why the Appalachians – an ancient mountain range – remain mountains rather than hills. It turns out a large slab of what used to be the Pacific Ocean floor, the Farallon Plate, lies below us, slowly sink-

ing deeper into the Earth’s mantle, a layer of viscous rock that lies beneath the Earth’s crust. It may be acting as something of a bulldozer, piling up mantle material before it and pushing the Appalachians higher than they would be otherwise. Residents do not have to wait for all the science to unfold before taking steps to protect their homes, however. Practical steps can be taken now to ensure area residents are not devastated by future temblors. “If you have an existing home, buy earthquake insurance,” Spears said. “If you’re building a new home, don’t use unreinforced concrete block for your foundation. . . . If you’re concerned about earthquakes damaging your house, build on a more robust foundation.”

District 5 CU-1987-00009 Application filed by Louise Hanscom requesting an extension of a Conditional Use Permit to teach horse riding lessons on Assessor’s Parcel Nos. 5719-A (GPIN 7706-12-7990) and 57-19-B (GPIN 7706-22-2833) located at 1381 Millers Lane. The property is zoned Agricultural, Limited (A-2). Horse boarding and breeding stables area are allowed by right; however, a horse riding stable requires a Conditional Use Permit as required by Article 3, Section 3.2 of the Zoning Ordinance. The subject property is located in a Rural Enhancement Area in the Comprehensive Plan 2. District 5 CU-2007-00007 Application filed by Markel Properties, LLC and Richmond Strikers Soccer Club requesting an extension of a Conditional Use Permit to use soccer fields for practice, games, and tournaments for youth soccer on Assessor’s Parcel No. 64-20-0-4-0 (GPIN 7724-66-5442) located at the southeastern corner of Route 288 and West Creek Parkway in the West Creek Business Park. The subject property is zoned Industrial, Limited (M-1). A Conditional Use Permit is required by Article 18, Section 3.11 of the Zoning Ordinance. The subject property is designated West Creek in the Comprehensive Plan 3. Countywide Ordinance Amendment to Amend Article 25 (“Administration and Enforcement”) Section 13 (“Same; petition for review of decision”) of the Zoning Ordinance (Appendix A to the Goochland County Code of Ordinances) to provide that in instances in which decisions of the zoning administrator are reviewed by the governing body, the governing body’s decision shall be appealable to the circuit court 4. Countywide Ordinance Amendment to Amend Article 26 (“Board of Zoning Appeals”) Section 10 (“Procedure on application and appeal”) of the Zoning Ordinance (Appendix A to the Goochland County Code of Ordinances) to provide that if a vote of the local board of zoning appeals results in a tie vote, the person filing an appeal may have the matter carried over until the next meeting 5. Ordinance to Amend the Goochland County Code, Chapter 5.5 (“Fees and Taxes”) by adding Section 5.5-31 (“Emergency Medical Services”), and Chapter 6 (“Fire Prevention and Protection”) by adding Division 2 (“Emergency Medical Services Transport Revenue Recovery Program”) Sections 6-120 (“Purpose”), 6-121 (“Definitions”) and 6-122 (“Fees; Billing; Collections”) to Implement the County’s Emergency Medical Services Transport Revenue Recovery Program and to Adopt Fees Regarding the Same 6.
