In addition to the High Performing Maternity Care recognition, UPMC Carlisle was also recognized as a Maternity Care Access Hospital. This recognition is for hospitals that provide access to quality care for expectant parents serving in communities that are lacking in maternity care. Barley Snyder is pleased to announce that Jennifer Craighead Carey has been elected Managing Partner and Chief Executive Officer for a two-year term starting in 2024. Craighead Carey will oversee the operations and long-term planning of the firm. She has served on Barley Snyder’s Management Committee since 2021 and will be the firm’s first female managing partner. Craighead Carey has been named to the Lawyers of Color “Law Firm Leaders” list, City & State PA’s “Law Power 100” list, Savoy Magazine’s “Most Influential Black Corporate Directors” list, and more. Keller Engineers has welcomed Madalyn Heckman-Gonzalez to the Transportation Team as Highway Designer. Heckman-Gonzalez has helped develop project drawings for Pennsylvania’s Department of Conservation and Natural Resources (DCNR), Pennsylvania’s Department of Transportation (PennDOT), and the Maryland Department of Transportation (MDOT). Barley Snyder welcomes new partners, Jennifer Stetter and Luke Weber, to the firm’s partnership group. Stetter is a member of the firm’s Trusts & Estates and Elder Law groups with more than 20 years of experience. She focuses on estate planning and estate administration as well Stetter as representing clients in guardianship matters and Medicaid planning matters. Weber is a trial attorney in Litigation and Health Care groups with more than a decade of experience. He has experience in both state and federal court and devotes most of his practice to defending Weber doctors, hospitals, and other health care professionals against medical malpractice claims. Gettysburg Foundation has announced Wayne Motts as the new President Emeritus and Historian. Motts will represent the Foundation through educational and interpretive initiatives and will be acting as the “historical face” of the Foundation. Motts has been a Licensed Battlefield Guide at Gettysburg National Military Park for 36 years. David Malgee will be serving as the Gettysburg Foundation interim president and CEO. Malgee is a current Foundation Board Member since 2018 and benefactor who has made many valuable contributions to the Foundation. Malgee will focus on the boards immediate objectives while providing time for the board to seek the next president/CEO. Andrea J. Reed has joined ACNB Bank in the position of Community Banking Manager of the East Berlin Office. Reed is responsible for welcoming current and prospective customers, fulfilling customers’ needs for banking products and services, building relationships within the local community, and managing the office staff. She has more than 30 years of experience in the banking industry within southcentral Pennsylvania and central Maryland. Before her role at ACNB Bank, she served


as Vice President and Multi Financial Center Manager for 12 years for a bank with offices in Hanover and Shrewsbury, PA. Adams County Historical Society’s new museum, Gettysburg Beyond the Battle Museum, has won USA Today 10 Best Readers’ Choice travel award for “Best New Museum” in the United States. The museum was up against stiff competition with museums in major cities such as New York, Washington D.C., and Las Vegas. This museum focuses on ordinary citizens who lived through the Civil War’s deadliest battle. The most popular feature being an immersive room called Caught in the Crossfire, which allows visitors to experience what it was like for one local family to live through the harrowing events of July 1863. RKL LLP is pleased to announce the admission of four new members to the firm partnership. Walter Goodfield, Cliff Horst, Thomas Kaizar, CPA, MST, and Stephane Smith, SPHR, SHRMSCP were all welcomed to the firm, effective January 1, 2024. Goodfield serves as Chief Business officer for RKL eSolutions and responsible for driving customer success and revenue growth through new customer acquisition while managing strategic partner alliances. Horst is the Sage X3 Practice Director with RKL eSolutions and overseas X3 consulting implementations, customizations and support activities. Kaizar partner in the Tax Services Group and has developed a skillset in tax planning and compliances services. Smith is the Vice President of Workforce Strategies for RKL Virtual Management Solutions and directs the firm’s comprehensive suite of outsource HR, payroll and compensation analysis services. Stock and Leader, LLP is happy to announce the unanimous election of Attorney David M. Walker to partnership. Walker has a decade of experience representing public school entities, intermediate units, and career and technology centers. Additionally, his experience handling school business and labor matters adds to the firm’s services supporting the public education clients. His degree in special education and previous teaching experience gives him a unique understanding of student issues, labor and employment obstacles, and the day-to-day challenges facing our administrators and boards of school directors.

Barley Snyder is proud to share that the firm has been ranked as one of the largest law firms in Pennsylvania by The Legal Intelligencer. A recent supplement published by the daily law journal, PaLaw, reported that Barley Snyder ranks 17th out of 100 law firms in its Annual Report on the Legal Profession based on the number of full-time attorneys. The firm ranked 23rd largest firm in the Commonwealth in 2022. After the firm’s net gain of 16 additional attorneys in 2023, Barley Snyder placed as the 9th fastest-growing firm in the state. In April 2023, the firm expanded its services through its affiliation with the Lebanon-based law practice Reilly Wolfson. With the transaction, eight attorneys, three paralegals and 15 staff members joined Barley Snyder. During the fall, the firm completed renovations to its Gettysburg, Malvern, and Reading offices resulting in expanded space for internal and external visitors from across the firm’s footprint. Overall, the firm experienced a 15.5% increase in growth in 2023 compared to the previous year.

Let’s meet Kara Darlington from SEK, CPAs & Advisors! Darlington is currently the Director of Audit and Advisory (A&A) and the Managing Partner Elect. Her term as the Director of A&A will end on January 1, 2025, concurrent with her stepping into the Managing Partner role. Her responsibilities as the Director of A&A are to (1) develop and lead firm-wide audit initiatives, (2) ensure resources, people and technologies, are in place to provide excellent client service, and (3) ensure that clients are receiving the services they desire at a fair price. Being a member of the firm at SEK, Darlington has the opportunity to stay educated and engaged with trends in the industry through receiving annual professional education credits, membership in professional associations, attending industry conferences and webinars, and reading industry publications. Her advice to new business owners is, “Take the necessary steps early on to develop and maintain a robust financial accounting system, whether it be maintained in-house or outsourced to a firm like SEK, having accurate, timely financial information is critical to the success of all businesses and organizations.” To go hand-in-hand with that advice, Darlington believes that trust and integrity are two essential cornerstones of all successful leaders and that they will promote frequent communication and transparency to build the trust that is critical to future success. When she is not working, Darlington enjoys spending time around Adams County, specifically the Gettysburg National Military Park.

What motivates you to jump out of bed every morning? The accounting profession is experiencing a number of challenges right now, largely as a result of a shortage in our most valuable resource, people! The unlimited number of opportunities to serve our clients and prospective clients is what motivates me every day. Many individuals and businesses are struggling to find accounting and auditing services due to the staffing shortage, and SEK is doing all that we can to fulfill the role of a trusted advisor to as many individuals and organizations as possible. What business challenges keep you awake at night? Many accounting firms are entering a phase whereby the “baby boom” generation is preparing to retire. The large number of “baby boomers” leaving the profession along with the decreasing number of college graduates entering the public accounting profession is causing a severe shortage of talent. This talent shortage is one of the biggest challenges facing the public accounting profession today. What makes Adams County such a great place to do business? There is a strong sense of collaboration and support through local chambers and business groups, from educational seminars to networking mixers. Additionally, the tight-knit community provides a welcoming atmosphere and offers unique market opportunities. As someone doing business in Adams County, how does the chamber help you? The chamber offers a robust directory of local, reputable businesses. This serves as a short list for us to find quality goods and services when there is a need. Notably, clients often discover and connect with SEK through this valuable directory resource.

A dvoc acy UpdateS improving children’s healthcare By Congressman John Joyce (R-13) When I first came to Congress, addressing healthcare concerns in our community became my immediate focus. Since then, I’ve been proud to become a member of the House Energy and Commerce Health Subcommittee and continue working to find ways to address healthcare issues. Recently, I was proud to join a bipartisan group of members to introduce the Emergency Medical Services for Children (EMSC) Reauthorization Act. Children are not simply smaller adults when it comes to providing medical care. They have distinct medical needs that require specialized attention. Ensuring they receive the right care from the moment that an ambulance is called is crucial to saving lives. For nearly four decades, the EMSC program has been dedicated to ensuring that healthcare providers are equipped with the right tools, dosage information, and treatments. This unwavering commitment has ensured that our children receive the highest standard of care, instilling confidence in the quality of children’s healthcare and reauthorizing this vital program must be one of our top priorities in Congress. Parents know that when a child is sick, nothing else matters. This program helps ensure that hospitals and ambulances are properly equipped to treat pediatric emergencies, provide pediatric training to paramedics and first responders, and help improve how we respond to emergencies. As your representative in Washington, I’ll continue working to pass legislation that supports our healthcare providers and their patients.

STATEMENT ON BASIC EDUCATION FUNDING COMMISSION REPORT PA Chamber of Business and Industry President and CEO Luke Bernstein We applaud the Basic Education Funding Commission and its members for their time, attention, and commitment to hearing from a range of stakeholders, including the PA Chamber, during their review of the Commonwealth’s funding of public education. The goal of our education system is to equip the next generation of Pennsylvania’s entrepreneurs, business leaders, and talented workforce with the skills necessary for the job market of today as well as tomorrow. Appropriate state funding is important to achieving this goal, but simply spending money should not be pursued as a goal in and of itself. We are disappointed that the Commission’s adopted report lacks important accountability measures and popular programs, like the Educational Improvement Tax Credit (EITC) program and Pennsylvania Award for Student Success (PASS) program, that enable students to pursue an education that fits their needs. We urge the General Assembly and Governor Shapiro to emphasize policies that prioritize student outcomes and maximize taxpayers’ current robust investment, including embracing rigorous standards and a system of accountability focused on student performance. Currently, Pennsylvania students are struggling to achieve proficiency in math and science despite the seventh highest per pupil expenditure in the country. Pennsylvania students deserve systematic change that prioritizes outcomes rather than financial inputs. In her Commonwealth Court Decision, Judge Renee Cohn Jubelirer emphasized this point, writing, ‘Nothing in the foregoing opinion undermines the ability of the General Assembly to continue providing local control to school boards or infringes on any of the sister branches of government’s authority. Nor does it require reform to be entirely financial.’ We urge lawmakers to embrace this sentiment and engage in a comprehensive discussion on Pennsylvania’s public education system. While this discussion should include funding levels, it should focus on maximizing existing funding and developing the systemic reforms necessary to ensure Pennsylvania children receive a quality education that prepares them for future success.
