Some delays-were' noted among the 1997 inter
national waters PIRs: Tanganyika cited setbacks of
project work due to civil war/coups in Congo and
Burundi, and Yemen noted impacts from delays in staff recruitment and trainee selection, as well as complexi
ties created by the large number of agencies involved
in the project. The Black Sea reported that the difficult economic situation in the affected countries limited
their financial support to selected institutions.
