Editorial It’s June, the blooming marvellous month. Officially the first month of summer in the northern hemisphere. This month we will enjoy a strawberry moon and days with the most sunlight hours in the year with the summer solstice on 21 June. Focus in on the UK where we are in National Smile month (how great is that for a feel good factor?) And don’t forget it’s Fathers’ Day on 17 June. My Dad thought this was just a commercial gimmick but it made him smile when we danced around him singing, “You’re simply the best!” Thinking of national days, I’ve always thought that there should be a national Say “No” To Your Kids Day but perhaps June, the month of sunshine and roses isn’t the right month for that! Zooming in further on a tiny dot that is our vibrant village, June is the month in which we pull our resources together and come rain or shine hold our great village fete. I’m in awe of the energy stalwart villagers; year after year pour into making this such an enjoyable fundraising event. If Smartie Artie is on form on 24th I’m sure we can look forward to some amazing smiles from his excited fans. Cublington Open Gardens Five Cublington Gardens open - £5.00 entry, children free. Home-made teas will be available in the Biggs Pavilion. A group of diverse gardens in this attractive Buckinghamshire village listed as a conservation area. Cherry Cottage, 3 The Walled Gardens is adapted for wheelchair gardening with raised beds and artificial grass. Larkspur House is a beautifully maintained modern garden with hostas and alliums being firm favourites. It has a large, newly planted orchard and wild flower meadow. The Old Stables is a large garden divided into areas of different character, both formal and informal, featuring a revolving summerhouse and a circular hornbeam maze. 1 Stewkley Road has a strong focus on home grown food with an idyllic organic kitchen garden, small orchard and courtyard garden. Jaime and Michelle will open their garden for the second year - Old Manor Cottage is a typical cottage garden. See map overleaf.

Orchard Ground OG news in brief

Highlights & items of interest •N ew committee members Welcome to Vanessa Verity (secretary) and Jason Taylor (maintenance), new recruits to Orchard Ground Committee. We're sure they will help make a great contribution to OG. • S uccessful grant application... New Homes Bonus Micro Grant Funding Scheme - MG27 £900 for a new plumbed in water heater for the pavilion. •O GC are actively getting quotes to completely re-furbish the kitchen based on volunteers stripping out the current kitchen. Any offers of help most appreciated! •O utline Planning Permission for North Field Change of Use granted but a further moire detailed application is now in the process of being prepared. See article elsewhere. • 1 00 Club tickets for 2018/19. This year we have sold a record 265 tickets . Total amount raised is £3180. Orchard Ground will receive £1630 and £1550 will go in increased prize money. ART AT EDGCOTT Every June there is a county wide exhibition of art and crafts covering many disciplines, painting, jewellery, ceramics, drawing, glass making, wood-work, textiles and many more. Most work is for sale and it is a great opportunity to buy direct from artists, which means many bargains can be had.

9th-24th June Bucks Open Studios

Bucks Art Weeks run from 9th to 24th June and covers the whole of Bucks from Olney in the north to Cookham in the south. Across the county there will be notices and flyers going up telling you about the different shows and there is also a book listing all exhibitions and their locations. Copies of the book can be picked up at many public venues and I have left some copies in the Unicorn. I also have some more copies, so let me know if you would like one. I will be taking part in this event showing my work with other artists, jewellery, pottery and painting at Edgcott village hall, listed as number 59 in the book. Edgcott is not too far away, the other side of Quainton near Middle Clayton so it would be good to see you. There are other shows in the area so a combined trip can be met. Our show is open every Thursday, Friday, Saturday and Sunday from 9th to 24th June, from 10am to 5pm. Do get out there and enjoy seeing a wide variety of art and crafts. Martyn Gates

What did you want to be when you grew up? A journalist , particularly a political one. What was your first job? Saturday girl at Saxone Shoes. Jane Austen to see how she is in the 21st Century and Donald Trump to see if he really is as he comes across. What historical era would you like to have lived in and why? Victorian England – the clothes, the social reform and the changing Empire. Where would you want to live if not where you live now and why? Yorkshire, as it is a beautiful part of our country. What is the temptation you wish you could resist? Butter and cheese – I could live off toast. Oh, and prolific clothes shopping. What is your favourite book and why? As a child I loved anything by Enid Blyton and Alice in Wonderland particularly captured my imagination. What is your favourite song and why? Anything by the Stone Roses – reminding me of my teenage years, What is the pet hate that makes your hackles rise? Slow walkers and people meandering in front of me. That said, rudeness is also a pet hate. What is the unlikely interest that engages your curiosity? Camping – I love living and cooking outdoors, come rain or shine. How long have you lived in Cublington? Four and a half years.

It takes a lot of organisation and people to run your village Summer Fete. We would therefore like to invite you to join in, in any way you can. Could you please help out on a stall for an hour or two? Could you sell some raffle tickets? Could you bake a cake or donate a prize for the Tombola or the raffle? If the whole village joins in we can put on more attractions and make the event a really fantastic day out for all the family. The proceeds from the day benefit the entire village, including the church, the village hall and Orchard Ground.

From the Reverend Dear friends, When I was Chaplain at Holloway Prison in the late 1990s the Spice Girls launched 'girl power' on us, well beyond their girlhood years! Presently we have the likes of Beyonce and Kim Kardashian apparantly acting as models for women who want to feel 'empowered': seems to involve stomping about a lot and wearing very little clothing. Very empowering for them and the canny businessmen behind them but not for anybody else except for those who enjoy seeing women merely as objects. There are really empowered women around: Tracy Borman, Lucy Worsley and Mary Beard to name three great female historians on TV at present who can hold their own with any of their male colleagues across a whole swathe of historical study. truly remarkable woman called Evelyn Underhill (1875-1941) who wrote powerfully about prayer, mysticism and Christian pacifism and also led retreats in Chelmsford Diocese. She came from a secular family and discovered God's love through an experience in her mid-20s and decided to dedicate her life to sharingher 'empowerment' with many thousands of people over many years. PLANNING FOR THE NORTH FIELD

Development

In April, Cublington Parish Council received a helpful letter from Aylesbury Vale District Council setting out what work would be needed to prepare a planning application for the change of use proposed at the North Field. AVDC also suggests that the principle of development is likely to be acceptable. With a positive response from AVDC, the Parish Council are now keen to move on with making a planning application. There is a full list of drawings and reports that AVDC will need to see and so its time to step forward if you, or family and friends, have any of the following skills or background and would like to get involved:

• Technical drawing • Landscape design • Civil engineering to advise on flooding issues • Expertise in the use of landscape material • Civil engineering to advise on moving material around the site (cut and fill balancing exercise) • Tree / arboricultural knowledge to advise on and carry out a survey under the British Standard BS5837 • Health and Safety / RoSPA • Ecology / biodiversity identification

Apple Cinnamon Squares Ingredients: 400g cooking apples 175g plain flour 125g unsalted butter diced 2 heaped tsp baking powder 125g golden caster sugar 175ml whole milk 1 medium egg 25g demerara sugar 1 tsp vanilla extract ground cinnamon for dusting

Makes 1 traybake (6 squares to be displayed on a plate for judging)

Method: Preheat the oven to 180oC/Fan 160oC /Gas mark 4 and butter a 23cm square x 4cm deep brownie tin or equivalent. Peel, quarter and core the apples and thickly slice across. Cream the butter and sugar together, then incorporate the egg and vanilla extract. Sift together the flour and baking powder. Add half of this to the batter followed by half of the milk and combine. Repeat with the remaining ingredients. Smooth half the cake mixture in a thin layer over the base of the tin, lay half the apple slices on top and then repeat. Scatter over the demerara sugar and dust with a little cinnamon. Bake for 45 minutes until golden and risen. Run a knife around the edge and leave the sponge to cool as desired before cutting into 9 squares. 6 squares to be displayed on a plate for judging

Minutes of the last meeting The minutes of the last meeting held on 9th May 2017 were agreed and signed by the Chairman. 3.Chairman’s Report The Chairman, Hugh Vale, stated that the Parish Council had been through a year of change. Cllr Bush had resigned , and he was thanked for his work on Speedwatch and for bringing up to date procedures to meetings. During the year Cllr Antosiewicz became a Councillor . The Parish Clerk, Mike Joy was appointed in October and Cllr Merriman was thanked for covering this role from April to September. Achievements over the year include the successful funding and completion of the new playground with the official opening in October 2017. Cllr Merriman was thanked for all her hard work on this project and for arranging for new waste bins. Thanks to Cllr Reilly for installing a new bench at the crossroads and

Apologies None 2. Minutes of last meeting The minutes of the last meeting held on 13th March 2018 were discussed by the meeting and duly signed by the Chairman.

Particular note should also be made to Howard Gregory for his hard work and continued support to keeping public areas maintained to a high standard, most particularly the play area. 4. Accounts for Year ended 31.3.18 The end of year accounts were discussed and agreed together with the Annual Governance and Accountability Return 2017/18 which was signed off by Cllr Vale , The Clerk and the Internal Auditor. 5. Nominations and selection of Chairman Cllr Vale was proposed to continue as Chairman for the coming year by Cllr Reilly and this was seconded by Cllr Morgan. 6. Nominations and selection of Vice-Chairman Cllr Vale proposed Cllr Reilly to stand as ViceChairman for 2018-19 and this was seconded by Cllr Morgan. 7. Election of Representatives to other Bodies It was agreed that Councillors would attend any meetings on an ad hoc basis, but Cllrs Morgan and Reilly agreed to represent the Parish Council at future meetings of the Local Area Forum.

3. Reports Neighbourhood Policing Team Mr M Joy produced a report extracted from Neighbourhood Watch 1. Appeal for witnesses after an attempted burglary – Aston Abbotts A recent attempted burglary has been reported on Wingrave Road, Aston Abbotts. At around 7:10pm on Sunday (22/04) the resident heard noises at his rear kitchen door. On checking it he discovered two men attempting to force the door open. On seeing him the men ran from his garden to a red or burgundy hatchback type vehicle, which had been parked at the front of the property. The vehicle left in the direction of the A418. Detective Constable Gemma Howe, based at Aylesbury Police Station, is investigating this crime. She said


“Other local residents might have seen a similar vehicle in the area, on Sunday afternoon / evening. “Also, if you live locally and have CCTV, please review it, to see if anything relevant has been picked up. “Please call me if you have any information about this vehicle, or any CCTV images.” DC Howe can be contacted on the 24 hour non-emergency number 101, quoting reference 43180120674. 2. The National Fraud Intelligence Bureau (NFIB) have noticed an increase in Action Fraud reports where fraudsters are offering a discount on Television service provider subscriptions. Fraudsters are cold-calling victims, purporting to be from a Television (TV) provider offering a discount on their monthly subscription. Victims have been told the following: their subscription needs to be renewed; that part or all, of the TV equipment has expired and they are due an upgrade on the equipment/subscription. In order to falsely process the discount, the fraudster asks victims to confirm or provide bank account details . The scammers may also request the victim’s identification documents, such as scanned copies of passports. The fraudsters are using the following telephone numbers: “08447111444”, “02035190197” and “08001514141”. The fraudster’s voices are reported to sound feminine and have an Asian accent. Later victims make enquiries and then discover that their TV service provider did not call them and that the fraudster has made transactions using the victim’s bank account details. This type of fraud is nationwide. Since the beginning of this year (2018), there have been 300 Action Fraud Reports relating to this fraud. From the reports received, victims aged over 66 seem to be the most targeted. What you need to do • Don’t assume a phone call or email is authentic: Just because someone knows your basic details (such as your name and address or even your mother’s maiden name), it doesn’t mean they are genuine. Criminals can exploit the names of well-known companies in order to make their scams appear genuine. • Don’t be rushed or pressured into making a decision: a genuine company won’t force you to make a financial decisions on the spot. Always be wary if you’re pressured to purchase a product or service quickly, and don’t hesitate to question uninvited approaches in case it’s a scam. • Stay in control: Have confidence to refuse unusual requests for personal or financial information. Always contact the company yourself using a known email or phone number, such as one written on a bank statement or bill. • Visit Take Five (takefive-stopfraud.org.uk/advice/) and Cyber Aware (cyberaware.gov.uk) for more information about how to protect yourself online.

Aylesbury Vale District Council and Buckinghamshire County Council (Cllr Netta Glover) Highways Update: Buckinghamshire County Council Councillors have unanimously agreed to use more than £1million from the Council's reserves to boost investment in the county's roads. It goes into a pot that now totals £5m for an immediate highways repairs programme. The money from the reserves has been combined with recent government grants, money earmarked for road repairs, and Member-devolved budgets to make up the £5m fund. The works will start immediately now the spend has been agreed. It means a total of £20m is being invested in the county's roads by the County Council in 2018-19. A £2.78 million programme to repair the county's worst pothole 'farms' is to be launched by Buckinghamshire County Council. The County Council has received £1.78m in Department for Transport repair grants. However, more money is set to be added from its reserves and from Councillors' repair funds for a 'plane and patch' scheme to resurface stretches of road with multiple defects. Plane and patch teams will target the worst-hit roads across the county, using local knowledge from Transport for Buckinghamshire (TfB) local area technicians, with capacity to repair up to nine miles of road. While this programme is active, Transport for Buckinghamshire repair teams will continue with the County's £2m programme repairing individual potholes, and make more use of their highvelocity Jet Patcher, which speeds repair rates. There was a very useful meeting on 16th April at the Multicultural Centre in Aylesbury where various parishes debated the pros and cons of going unitary. Once the presentation had been made by the leader of the council the debate seemed to support a single council as opposed to when a similar meeting was held at AVDC where the majority supported two councils. I have already sent an electronic copy of BCC’s proposal. Aylesbury Garden Town Buckinghamshire County Council is a joint partner with AVDC, South East Midlands Local Enterprise Partnership (SEMLEP) and Bucks and Thames Valley Local Enterprise Partnership (BTVLEP) for the Aylesbury Garden Town project which is gaining momentum with key stakeholders towards master-planning a vision for growth in Aylesbury. Aylesbury was awarded Garden Town status in January 2017, which means targeted support from DCLG, DfT and HCA (Homes and Communities Agency) and has attracted a total of £1.4 million to invest in the Garden Town project. Expressway On behalf of England’s Economic Heartland’s Strategic Transport Forum Martin Tett wrote to the Secretary of State for Transport highlighting his growing concerns over Highways England’s approach to engagement on the Oxford to Cambridge expressway. There is frustration over the lack of evidence available to make an informed response on the choice of corridor and in particular no understanding of what the strategic objectives are for the expressway. We have not been told what the ‘weightings’ are between the various criteria for the expressway. I am also very concerned at the lack of public consultation about the expressway which will have a big impact on local communities. Work continues on the scope of our connectivity study, commissioned by Government, which will examine how communities not ‘on’ the expressway can still benefit from it; this work is a key input into our emerging Transport Strategy. Part of the evidence base for the Transport Strategy will be a ground-breaking policy scenario modelling tool for the transport system in the corridor, which we have recently commissioned. It will enable Heartland partners to look at 'what if ' scenarios stretching out to 2050, and to explore their relative impacts. Wider strategic infrastructure is of Paramount importance. Therefore, England's Economic Heartland has commissioned Bircham Dyson Bell to identify opportunities to improve the delivery of utility infrastructure. The Leaders’ Board has also been looking at digital infrastructure across the Heartland area, the need for utilities upfront investment and the need to accelerate the Economic Strategy for the Heartlands to help provide a framework for other decisions. • Unitary Decision – representations: Following the announcement for a proposed one unitary authority in South Buckinghamshire you can give your views before 25th May 2018. He will work closely with the Council and then make a recommendation about the future of Children’s Services in Bucks. To cover hardware, internet, software, website and implementation. Cllr Reilly said he would put some ideas forward concerning internet usage and storage of data for the council. Mr Joy will put forward a proposal for hardware and software for consideration by the councillors. 5. Lakeside Business Units – New Access No update - a decision from Aylesbury Vale Planning Department regarding the legality of the access to Lakeside Business Units is still awaited. 6. Orchard Ground Report & North Field Project Update, incl. CIO status Ground force day went ahead which covered several weekends due to the inclement weather. Members of the allotment society, tennis and cricket clubs were involved. Funding raising will start for the North Field project and funds raised will be held in Orchard Ground designated bank accounts. Several social events will be taking place – outdoor cinema on 24th July potentially run with Whitchurch School, and a large charitable event next year jointly run by OG, the tennis and cricket clubs. Priorities for upgrading facilities have been identified being the kitchen, car park and gate entrance. Quotes for the kitchen are being obtained and are in the region of £33,000 . A grant will be applied for by the PC to fund this cost. Heaters have been replaced, and a grant of £900 has been obtained for a plumbed in hot water boiler. Cllr Vale thanked Martyn Waters for his good work with these matters. 6.1 Change of Use of North Field: Outline planning permission has been granted but a more detailed proposal will be required for planning permission. This will be dealt with by the North Field committee. 6.2 Charitable status and possible transfer of assets: The BALC lawyers have requested further information concerning ownership of Orchard Ground and North Field. Mr Joy to supply this information. 7. Proposed New Council for Buckinghamshire A discussion took place concerning the proposed new council. It was felt the level of information for and against the proposal coming from various parties was biased, and as such it was difficult to make any considered opinion. There was not a requirement for the PC to respond as a body, but individuals were encouraged to voice their opinion to various bodies as set out by Cllr Reilly in the latest copy of the Crier.


8. Village Matters 8.1 Pond at Crossroads: After discussion it was agreed to have the trees around the pond shaped in the autumn, to dredge the pond once it becomes dry, and to review its source of water. It is hoped these actions will revitalise the pond but the results will not be seen until next year. 8.2 Traffic Calming: Cllr Reilly said the feasibility report for possible road about at the crossroads is to be authorised by the Local Area Forum. It is hoped the report will cover other proposals that might be suitable for the village. Cllr Morgan confirmed that he would be organising future traffic speed monitoring through the village using the Sentinel equipment and had recruited some more volunteers. 8.3 Street Lighting: Cllr Morgan had reviewed the forthcoming contract for the street light maintenance with the current contractors Forde and McHugh Limited. They have agreed to keep the cost at the current level. Cllr Morgan recommended the PC should renew the contract which was agreed. 8.4 Notice Board, Playground Sign and Sewage Leaks The glass in the notice board had smashed at Mr Joy was dealing with the matter. The broken playground sign has been reported to Transport for Bucks.

Sewage leak – the Parish Council will write to Thames Water complaining the pipes are not fit for purpose, and there are potential public health issues. 8.5 Ridings Cottage, Ridings Way Cllr Vale explained that the appeal hearing to have this house listed as historical building had been refused. It was felt there was very little the PC could do unless there was an application for planning permission. M Joy to contact Pippa Cheatham to see if she knows of any bodies the PC should being contacting to protect the building. 9 Sundry matters 30mph signs on the Whitchurch Road are broken . To be reported to TfB by Mr Joy Bus Company timetable sign is broken and needs to be reported. Mr Joy to do. Various road signs need to be cleaned – Cllr Reilly and Morgan volunteered make good BT Shelter at Bell Close is of no use and should be dismantled. Mr Joy to contact BT. Cllr Merriman said she would contact AVDC to ask for replacement of road signs that are in a poor state. The next meeting of the Parish Council will take place on Tuesday, 10th July 2018 at 7.30pm in the Village Hall
