Editorial Mud, Mud, Glorious Mud!

Bit of a strange theme for this month’s editorial but bear with us… It feels as though this winter has been the warmest and wettest on record, and the result of this for us country bumpkins; mud! Mud on shoes, floors, cars, coats – muddy paw prints everywhere. There is so much in the news about the climate crisis that the world is starting to experience, and warmer, wetter winters seem to be part of what we will have to get used to. Nothing like the devastation that we’re witnessing sweeping across Australia but a change, none the less. Knowing how to respond can seem overwhelming and any individual’s action will only be a drop in the ocean but if we all make one small change then it’s a step in the right direction. Later this year, (once they’ve “Got Brexit Done”) we are likely to see Government initiatives that promote mass tree planting programmes and the protection of the soil through a major shift in the way agricultural grants are awarded. These are really positive steps forward for carbon capture and the environment in general. In our own small way, this is what we will be trying to achieve at North Field – planting trees and creating wildlife areas. The hope is that Cublington’s biodiversity will be enhanced as well as creating a special place for generations to enjoy. Later on, you can read the consultation comments and get an update as to where the North Field project is. It is quite muddy over there at the moment but pop your wellies on, have a walk round and imagine what it might be like in a few years’ time. In the meantime, we hope you enjoy the highlights of February – Valentine’s Day (14th), Pancake Day (25th) and if there are any brave, unmarried ladies in Cublington who are thinking of ‘popping the question’ on the 29th – best of luck! In the meantime, sit back and watch the bulbs pushing up through the soil carrying with them hope of a wonderful Spring. Best wishes, Mark & Pippa Cheetham

Minutes of a meeting of Cublington Parish Council held on 14th January 2019 in Village Hall at 7.30pm Present: Cllr M Reilly (Chairman of meeting) Cllr G Antosiewicz Cllr J Merriman Cllr S Morgan In attendance: Mr M Joy (Clerk) , County Councillor Netta Glover (for item 3) 1. Apologies Cllr H Vale 2. Minutes of last meeting The minutes of the last meeting held on 14th November 2019 were discussed by the meeting and duly signed by the Chairman. 3. Reports Neighbouring Policing Team Reports are posted regularly on the Cublington website. http://www.cublington.com/ County and District Councillor Cllr Reilly thanked Cllr Glover for the £250 award from the Community Leader’s Fund towards planters. With less than 90 days to go, preparations are well underway to create the new Buckinghamshire Council that will launch in April this year. The new council will deliver the whole range of local services currently delivered by the five current councils as a single organisation. For most people there will be no change to the day-to-day services they use, like bin collections, social care, libraries and parking. Getting in touch with their local council will be more straightforward because from 1 April residents will only need to contact one council for all of these services. New from April, residents will be able to access information, advice and support on a range of topics near where they live or work through a network of 17 local Council Access Points (CAPs). These will offer a face-to-face contact point at the heart of the local community – usually in a library or a council office in one of the county’s main towns. The current council main offices located in Aylesbury, High Wycombe, Amersham and Denham will become ‘access plus’ points, geared up to handle more complex enquiries. In addition, 16 Community Boards will be set up across the county to help the new council build strong links with local communities and respond to local needs more effectively. Buckinghamshire Council councillors will work closely with local people and community organisations to understand the key issues affecting their local area. Each board will be made up of local people, town and parish councils, community groups, police and healthcare organisations who will focus on finding solutions to local issues. These local issues could include improving facilities for young people, tackling social isolation of older people or helping to set up a community bus. All of the current elected members from the five existing councils will continue serving their communities until the councillors

elected to the new Buckinghamshire Council in May take up their posts. Leader of the Shadow Executive that is paving the way to the new council, Councillor Martin Tett, said: “We are just three months away from the new council and our countdown clock is ticking. We’ve come a long way in the last few months and the five councils are working hard to create a brand new council – a council which our residents, councillors and staff can all be proud of. The next few months is all about making sure we are ready for April and residents know how to find out about the new council and where to go if they need us. As one council from April, our focus will then be on how we can improve services for our residents.” Deputy Leader of the Shadow Executive, Katrina Wood, said: “We’re looking forward to the future. It’s exciting and a privilege to be part of this historic change for the county. The Council Access Points and Community Boards will keep the new council local, making it easier for people to access face-toface support and get involved in improving services at a really local level.” •Find out more about Community Boards • Find out more about Council Access Points In the run up to the start of the Buckinghamshire Council there will be regular news and updates, including on Twitter and Facebook and on this website. Council staff, councillors and local people donate thousands of presents for Buckinghamshire’s vulnerable children and families Hundreds of vulnerable children and young people across the county received a Christmas present this year thanks to the generosity of Council staff, councillors, residents and community groups. Now in its fifth year, Buckinghamshire County Council’s Christmas gift appeal aims to ensure that all local disadvantaged children receive a present over the festive period. The donation appeal was launched at the start of December countless presents were collected and distributed to vulnerable children and young people by the Council’s social care teams. Local residents, community groups and businesses have again supported the appeal this year. Warren Whyte, Cabinet Member for Children’s Services hopes the appeal will continue to grow: “I am so pleased that the Christmas present appeal continues to be incredibly successful year on year. Sadly, there are many people who find Christmas to be a really difficult time. With these gifts we are able to help make vulnerable children and young people feel special. The contribution of Council staff, councillors and residents really can’t be understated - without them none of this would be possible.” 4. 4.2 Precept - a summary of income and expenditure for 2020/21 was presented to the meeting to determine the precept. It was suggested and agreed the precept should be increased by £350 to £11,200. 4.3 Accounts Accounts to date and forecast to 31st March 2020 were presented to the meeting. The forecast shows a deficit of £3,216.86. This is after abnormal expenditure of £3,565 Traffic Feasibility Report, estimated legal fees of £1,500 relating to issuing a lease to Orchard Ground/new charity, and support to Orchard Ground of £1,500 concerning planning permission for North Field. 5. Orchard Ground Report/ Charity Status and North Field Orchard Ground No major points to report upon. Charity Status OG requested a draft lease to support its application for charitable status. It was agreed CPC will approach its lawyers to draft a lease. Mr Joy is to investigate the vat position concerning the granting of the lease. North Field Ms P Cheetham attended this part of the meeting to go through the feedbacks to the North Field plans which had been published in the Crier. Amendments were made to the plans which will be summarised in the next issue of the Crier. Ms Cheetham will liaise with the architects to amend the plans and then submit the planning application on behalf of the Parish Council. Ms Cheetham was thanked for all her hard work on this project. 6. Planning Permissions 18/04085/APP Lakeside Business Units Formation of new vehicular access onto Reads Lane . There has still been no decision made on this application .The due date was in September 2019 . 19/04419/APP 12 Whitchurch Road Cublington Buckinghamshire - Single storey front and two storey side extensions and alterations – no objection 19/04435/ACL -Wing PC – Wing Caravan Site – application for certificate of lawfulness for existing caravan site. This application was to establish AVDC/BCC retained the planning permission to use the site for eight residential plots, car parking, work area, amenity block and additional landscaping. The current owner does not have the benefit of this planning permission. CPC is concerned that if the application is successful the owner may site caravans and build on the site. When challenged they might rely on any

statutory or European Court of Human Rights obligations upon BCC to provide for travellers in the area and perhaps suggest BCC leases back the land etc. CPC will write to the CEO of AVDC and BCC to seek assurances they are not aware of such intention and would oppose it. CPC has formally opposed the application as will Wing PC. 7. Village Matters 7.1 Traffic Calming: We should consider acquiring some moveable speed signs. Cllr Morgan is in contact with Simon Garwood concerning signs and awaiting quotations in connection with speed watch. 7.2 Street Lighting: The light at the Knob had been replaced by LCD light. We still have about 7 mercury bulbs which will need eplacing in the foreseeable future. Cllr Morgan will consider replacing all the old bulbs at the next review of our maintenance contract which will be in April. 7.3 Speed watch As above under Traffic Calming. The speed equipment has many restrictions on its usage which makes it almost impossible to use it in winter. It was agreed to use the equipment again in Spring 7.4 General Matters A resident had enquired to see if there were any plans arranged to celebrate 75th Anniversary of VE Day which will be held on Friday 8th May . Cllr Morgan volunteered to investigate whether there any suggested guidelines from any Government or charitable bodies. Mr Colin Higgs from Aston Abbotts had been awarded the British Empire Medal for his services to the village. Colin had represented Cublington PC for many years on the transport committee and it was felt the PC should send a congratulatory letter. CPC received £250 from the Community Leaders Fund towards planters which will be placed by the gates ,and it was suggested there maybe people in the village who would like to sponsor the plants. Cllr H Vale is unable to attend the next meetings scheduled for 10th March and it was agreed to bring forward the meeting to 3rd March 2020. The next meeting of the Parish Council will take place on Tuesday 3rd March 2020 at 7.30pm in the Village Hall.

Cublington Parish Council were pleased with the responses that they received to the consultation on the draft plan for North Field. Thank you so much to everyone who took the time to consider it. A summary of the responses is set out in the table below. The next step is to meet with the landscape architects and to talk to them about the suggested changes. Once we have a final plan, we'll be able to submit the planning application to AVDC. We'll let you know as soon as this has happened as we'll be encouraging everyone to support the application. NORTH FIELD CONSULTATION COMMENTS Issue Footpaths

Main Comment The original idea was to have a straight run of 100m to allow children to sprint and then a 500m circuit for joggers. The hard path should be relocated to the allotment side of the tennis courts. Two respondents felt that the other path should finish at the car park rather than on to the cricket pitch (behind bowlers’ arm).

Parish Council Response CPC will ask the landscape architects to check the distances and mark these on the plan. This is a helpful suggestion and CPC will ask the landscape architects to review this. Remove the footpath spur but retain the stile.

Amphitheatre

Would an amphitheatre be used? An earlier plan showed the amphitheatre higher up where the land naturally dips.

The amphitheatre is shown at the point of North Field that naturally dips. The amphitheatre will not be included in the planning application at this stage. It was shown on the plan to illustrate how it might be accommodated in the future nut AVDC wanted engineering info to support this part of the application which cannot be afforded at this time. The amphitheatre will be removed from this Landscape Masterplan.

One of those respondents felt that it should be moved away from the allotments to prevent balls being kicked onto the allotment pitches. Another felt that it should be moved away from the tennis courts.

CPC will ask the landscape architects to consider whether there is a more suitable location for the Football area but it may be limited by the topography of the site. Expand to a proper 5-a-side pitch and look at options to relocate.

Fence between the Cricket Pitch and North Field

One respondent thought that the fence should be removed. One respondent felt that it should stay. One respondent suggested that a hedge could be planted along the boundary. Reasons given were to prevent cricketers trampling the meadow, to prevent balls hitting walkers and to prevent dogs running on to the cricket pitch.

CPC consider that the existing fence should remain for a couple of years and then we can review the situation.

HELPING HOUSEHOLDS IN BUCKS TO SAVE MONEY ON THEIR ENERGY BILLS SUPPORTED BY COMMUNITY IMPACT BUCKS, CITIZENS ADVICE BUREAU AND PARTNERS These organisations are urging people to take a look and see how small changes can make a big difference. These include four changes which together could potentially save households £100 per year and help cut carbon emissions: • Turning your thermostat down by one degree • Changing all your lightbulbs to LEDs • Turning appliances off rather than keeping them on standby • Only using the right amount of water in your kettle Save in the kitchen 1. Use a bowl to wash-up rather than running a tap, reduce your washing machine use by one cycle a week, and only fill the kettle with the water you need and you could save around £36 a year in the kitchen. 2. A dripping tap can waste more than 5,300 litres of water a year, so make sure your taps are properly turned off and change washers promptly when taps start to drip. Save in the bathroom 3. Spend one minute less in the shower each day and a family of four could save £75 a year on energy and water bills. 4. A running tap wastes more than 6 litres of water every minute, so turn off the tap while brushing your teeth, shaving, or washing your face. 5. Replacing an inefficient shower head with a water efficient one could save a household of four people around £70 a year off gas bills and around £115 a year off water bills. Save on lighting 6. Turn your lights off when you’re not using them. If you switch a light off for just a few seconds, you will save more energy than it takes for the light to start up again. This will save you around £14 a year on your annual energy bills. 7. Replace your bulbs as and when you can with energy efficient LEDs – on average it could save about £35 a year on bills. Save on appliances 8. Turning your appliances off standby mode can save

you £30 a year and remember not to leave laptops and mobile phones on charge unnecessarily. Save on heating 9. If you have a timer on your central heating system, set the heating and hot water to come on only when required. 10. If you turn down your main thermostat by 1 degree, you can around 10% on your energy bill. But make sure your home is warm enough during cold weather. Cold homes can damage your health. 11. Installing a room thermostat, a programmer and thermostatic radiator valves and using these controls efficiently could save you around £75 a year. 12. Close your curtains at dusk to stop heat escaping through the windows and check for draughts around windows and doors. 13. Draught-proofing of window and doors and blocking cracks in floors and skirting boards can save around £20 a year on energy bills. Save by switching 14. Use the Citizens Advice energy price comparison tool to see if you can save money by switching energy tariff or supplier. Save by getting extra support 15. Do a home energy check to find out about savings of up to £130 a year on household energy bills. Visit the Simple Energy Advice website and get personalised energy savings advice. 16. Visit your local Citizens Advice office to get advice in person about how to reduce your energy bills. 17. If anyone in your household is receiving benefits, contact your energy supplier and see what support they can provide. They should be able to tell you what help is available through the Energy Company Obligation. 18. If you need a little extra help from your energy company - including large print bills or more support during a power cut - you can apply to be added to your electricity network priority services register. 19. Check if you are eligible for the Warm Home Discount. Energy suppliers can provide rebates to households on certain benefits. The rebate is £140 for 2019/20 and you should contact your electricity supplier directly to see if you qualify. 20. If you live in Wales, contact the Welsh Government’s Nest scheme on 0808 808 2244 to see if you are eligible for a package of free home energy efficiency improvements such as a new boiler, central heating or insulation. Jason & Vanessa’s marquee couldn’t be placed on the grass as planned (far too wet) and the car park provided a last minute alternative that just proved how flexible the space at OG is! Whilst the pavilion equipment is a village resource and you are welcome to borrow it by arrangement... please if you borrow something, make sure it is put back prompty. •1 00 Club 2020/21 The next round of 10 draws starts again in May. If you would like to buy a ticket and support the developments at Orchard Ground and the new North Field, tickets are priced £12 for 10 draws with (last year) £140 in prizes every draw. This raises over £1500 for OG funds and has been a valuable source of funds from the beginning. •N orth Field Questionnaire A 4 page pull out detailing some of the plans was enclosed in the November Crier. It is better to see a troop of wolves than a fine February. February’s full Moon, the Snow Moon, reaches peak fullness at 2:34 A.M. EST on Sunday, February 9, 2020. Look skyward on Saturday night to catch the best view of this full Moon! February comes from the Latin word februa, which means “to cleanse.” The month was named after the Roman Februalia, which was a month-long festival of purification and atonement.

• This year is a leap year, with 366 days instead of 365. But do you know many of us will work a day for free in 2016? And that leap years don’t happen every four years? • The leap year’s extra day is vital because a complete orbit around the sun takes slightly longer than 365 days – 5 hours, 48 minutes, and 46 seconds longer, to be exact. • At one time people observed a 355-day calendar with an extra 22-day month every two years. But in 45BC Julius Caesar ordered his astronomer, Sosigenes, to simplify things. Sosigenes opted for the 365-day year with an extra day every four years to use up the extra hours. The extra day is added to February because it used to be the last month of the Roman calendar. • The tradition of women proposing on leap day is thought to date back to 5th-century Ireland when St Bridget complained to St Patrick that women had to wait too long for suitors to propose. He then gave women a single day in a leap year to pop the question – the last day of the shortest month. Legend has it that Brigid then dropped to a knee and proposed to Patrick that instant, but he refused, kissing her on the cheek and offering a silk gown to soften the blow. Others believe the tradition originates from Scotland when Queen Margaret, then aged just five, declared in 1288 that a woman could propose to any man she liked on February 29. She ruled that men who refused the proposal would need to pay a fine in the form of a kiss, a silk dress, a pair of gloves or a fine of one pound. To give suitors fair warning – and possibly a chance to escape – a woman was required to wear breeches or a scarlet petticoats on the day of the proposal. • Workers paid fixed annual or monthly salaries essentially work for free on February 29 because wages are not usually calculated to account for the extra day. And prisoners with one-year sentences must serve the extra day if the term crosses leap day. • People born on February 29 are called “leaplings” or “leapers”. Can anyone answer this query?..... please?

My goodness haven’t we had some wet weather this January and other than a few very beautiful sunny, frosty days it doesn’t look like letting up anytime soon! Consequently the water table is extremely high and walking the fields round here is a lesson in skating/skiing/balance skills. The poor dog is not enjoying his daily chilly hosepipe shower and the washing machine has begun grumbling with all the extra work in cleaning our muddy dog towels and walking trousers! Come on sun, don’t be shy and please show your lovely face soon. One of the effects of the water table being so high is the appearance of scores of worms who are being forced to surface in order to breathe and I don’t know if any of you have walked past the tennis courts lately but at times they are covered in these poor stranded (usually dead) worms which then need to be removed before a match can be played and before our opponents arrive as the prospect of playing on the courts covered in slimy mashed up worms is gross! We therefore arrive much earlier and either pick them up by hand or sweep them up (which is a very messy business, believe me). Can anyone tell me how these worms get on to the courts? I have done an internet trawl and asked around but can’t find a definitive answer anywhere. Do they come up through the tarmac or do they come through the fencing from the surrounding grass? I can tell you they are very evenly spread throughout the whole of the courts and not just round the sides where you would expect them to amass if they slithered through the fence, plus there is a barrier of stones along the outside of each section of fencing which I don’t think would be comfortable for worms to travel over. But could they actually come up through the tarmac? Our courts have not long ago been re-tarmacked and re-painted and so are in very good condition right now and there really aren’t lots of ‘worm-sized’ holes to be found, if any. And answer me this…. Why aren’t birds using our courts as an all you can eat restaurant?! Worms are of course wonderful creatures, they do a magnificent job of soil aeration and nutrient recycling and so should be valued and not treated with disdain and we certainly shouldn’t get rid of them, but how can we deter them from our courts? And where can I find the answer if I don’t even know HOW they get there in the first place……… what a conundrum! As a point of interest, did you know worm casts are actually excrement? I didn’t. Worms feed on dead plant material and in doing so ingest a certain amount of soil. As a consequence, an earthworm's excrement has a muddy consistency and appearance. Arrgghhh!... potholes This winter’s weather has been tough on Buckinghamshire’s roads – while the heavy rainfall December was the most remarkable weather event, the worst conditions for roads are actually when the ground temperature fluctuates constantly between just above and just below zero.

Pothole formation is accelerated by this ‘freeze-thaw’ effect, whereby moisture gets into small cracks in the the road surface and expands when it freezes, then thaws out when the temperature rises. This process repeats until the road surface begins to break up and potholes are formed. County Councillor Mark Shaw, Cabinet Member for Transportation, urges road users in Buckinghamshire to report potholes when they see them: “Transport for Buckinghamshire will investigate every pothole reported to them, and react on a risk based prioritisation process – put simply, that means the worst ones will be attended to first, as a matter of urgency. But we’re not mind readers, and the road network is far too vast for us to possibly know where all the potholes are, so we need members of the public to report them to us either using the online form, which only takes a few minutes, or by calling if it’s dangerous or an emergency. I would ask that everyone be patient while we deal with the fallout of a bad winter – potholes are as inevitable as weather, roads are made of a porous material so that they don’t flood constantly in rain and so when water within the structure freezes, defects will form.” On average, when there are no severe weather issues, TfB repairs over 4,000 potholes every month.

Pothole FAQ: · You fixed one pothole, why didn’t you fix the one next to it while you were here? Potholes are prioritised according to risk – if they are on very well used roads, they are more of a priority. Size and depth are also factors. Resources have to be used responsibly, and cannot be used up fixing a more minor road surface defect when there are more urgent defects needing attention just up the road. · Why can I only report one pothole online at a time? Our online reporting system works on an interactive map, so that each individual defect can be risk assessed and dealt with on a case by case basis. The map allows for accurate pinpointing, which saves time when it comes to inspections. There are drop-down menus to allow you to input as much detail, such as size and position, as possible. · Why do you make temporary repairs that don’t last? Temporary repairs, where the pothole is filled in with hot material and made smooth, are often carried out as a safety measure when a permanent repair cannot be carried out at that moment, likely due to the location of the defect. That is to say, where a larger area of road needs to be cut away to make a full repair, likely requiring a road or lane closure, a temporary or ‘make safe’ repair is an effective way of keeping the road safe in the meantime. · How do I report a pothole? You can report potholes, as well as any other road issue, using the Report It forms on the county council website. In an emergency, for instance a severe road defect, a flooded road, or a tree in the road, you can always call Transport for Buckinghamshire on 01296 382416 or 486630 (out of hours).
