I started working tapestry kits about 25 years ago. Since then I have designed and worked some of my own, mainly because I am quite frugal and wanted to use up the left over wool from the kits! (To avoid any confusion, I am married to Roger Bottle but kept my maiden name!)


Editorial Has 2020 been a catalyst for change for you? As we draw closer to the end of the year we begin to turn our thoughts to reflection and consider what changes we might promise ourselves for next year. What a year it has been - not one that any of us would have predicted. This year we have seen some real changes which, on reflection, might encourage us to make some genuine changes to our lives rather than just fall back on the traditional, stop smoking or go to the gym more, resolutions. For all of us this year has been a very difficult one; livelihoods under threat; limited access to loved ones; education disrupted; non Covid medical treatments reduced or postponed, and of course, the tragic loss of life. But, we have also seen many examples of positive change, especially in the ‘softer’ side of life. During the first lockdown there were marked changes everywhere. There were fewer cars and planes resulting in less pollution and a perceptively slower pace of life. There has been many examples of the goodness and selflessness of people; raising money for good causes; neighbours helping each other; communities acknowledging the dedication of those serving them; and a genuine concern and empathy. The collective power of communities can make a difference for good. Big changes to the way we conduct our lives; working from home; more shopping on-line. These changes to society have been accelerated by the virus and will inevitably bring challenges, but also present opportunities and benefits as new ways of doing things emerge and take hold. I remember during my working life the maxim that ‘it is better to make change fast than to slowly suffer by a thousand cuts’. We are living in fast changing times and this year has been a good example of how we might make these changes work for us. It is clear that our lives will not be the same, but how will they differ? Some changes will be forced on us, but there will be others which we will have to decide for ourselves. Hopefully, we can focus on the more positive things we have seen or experienced and make real changes in our own lives as a consequence. As we sit it out, during lockdown number two, there are some signs that some of the empathy and tolerance we experienced earlier is under strain. This is natural as we struggle with continuing difficulties without a clear end in sight. But, it is important that we don’t let these difficult, but real problems consume us. We should take heart in the more positive examples that give us proof that real change can be beneficial. So maybe, on reflection, our New Year’s resolutions might include a few ‘non-standard’ ones that really make a difference to our lives and to others. A recognition that things we think are important might not be so. A recognition that small gestures and deeds can make a big difference to others and to ourselves. In Cublington we have been very fortunate in having a great community spirit which has provided real help and support to each other. Thank you to all of you for your contribution and thoughfullness and long may it continue. We hope you and your loved ones have a fantastic Christmas and receive all you deserve in 2021. Second lockdown nearly over... Three family bubbles for Christmas together! Great news in the last couple of weeks in that several vaccines seem to be proven effective against the CoronaVirus. Hopefully the start of getting back to some normality after a very strange and fractious year. Can we remind you to keep looking at the www.cublington.com website for up to date information about Covid and other items of general interest from Bucks Council and the Parish Council. In these trying times, we urge you to please use the Crier as a forum, interact with it. Write a letter to someone or everyone, write a poem or an article. We love getting your spotteds, your letters, photos, articles and ideas, so please keep them coming. The village support network is still going and if anyone needs any help of whatever as we move forward out of lockdown and get back to normal, again, please don’t hesitate to get in touch.

1. What did you want to be when you grew up? A chef. 2. What was your first job? Labouring on a building site. 3. Who (alive or dead) would you like to have dinner with and why? What historical era would you like to have lived in and why? would like to have been a farmer in the 18th century to experience the agricultural reforms and revolutionary inventions of Jethro Tull. I would do so, safe in the knowledge that 200 years’ later, his name would be the inspiration for the name of a rock band that I followed faithfully throughout my adolescence. 5. Where would you want to live if not where you live now and why? Like so many people who complete this questionnaire, I would like to live by the sea. It is where I spent my formative years. My early childhood was spent living on the Lancashire coast, after which I lived on the West Sussex coast. 6. What is the temptation you wish you could resist? Pork pies. 7. What is your favourite book and why? I do not have an absolute favourite. However, based on which book I have returned to read most often, it is Unreliable Memoirs by Clive James. I was given it by my Mum to take on an Interrail trip not long after it was first published. I laughed, at times uncontrollably, throughout my journey around Europe. 8. What is your favourite song and why? “What a Wonderful World” by Louis Armstrong. It brings out the extremes of emotions at the same time. Hope and fears, laughter and tears. 9. What is the pet hate that makes your hackles rise? The phrase “at this moment in time”. I find “Now” works just as well. 10. What is the unlikely interest that engages your curiosity? I have always been fascinated by large moving objects, particularly ships. My Dad was a Civil Engineer. One contract took him to the Harland & Wolff shipyard in Belfast. I went to work with him one day and an oil tanker called The Maria had come in overnight. My Dad told me it was so big that the crew used bicycles to get from one end to the other. I was four and I have been hooked ever since. 11. How long have you lived in Cublington? We have lived here twice. First time from 1992 to 1998 (with a year or so in Egypt during that time) and then from 2005 until now (not this moment in time!). Answer somewhere in the Crier.

The Vales on farming in the Vale #3 December 11th of November came and went and with it brought the end of autumn planting 2020 for us. We now move onto investigating several wet areas we found whilst sowing. These usually are caused by blocked field drains though we have found some of this years problems have been due to drains not having the capacity to remove the water fast enough. We have several types of drain here in the Parish of Cublington reflecting the era they were laid. The majority of drains on our farm are of, I think, the Victorian era. These are clay pipes usually in 2 sizes. What we would call a 2” and 4” this refers to the inner diameter of the pipe. The clay pipes were mainly produced locally and the style varies from region to region. The majority of ours are of the style in the picture here. The pipes evolved from being brash filled trenches to having roofing tiles laid over stone at bottom of trench to horseshoe shaped tiles then to pipes cast in halves then the extruded ones as in picture then later ones were often fully round and fluted. The clay pipes were laid by hand over the winter months and the depth at which some of these pipes are laid at are amazing. In the 1960’s and1970’s the Ministry of agriculture fisheries and food provided grants for land drainage and many drainage systems were updated with fluted clay pipes with shingle backfill. In the 70’s this changed to perforated plastic pipe predominately 60, 80 or 110mm. These were laid by mechanical trenchers which dig the trench and lay the pipe in one operation. The pipes are often backfilled with shingle. My grandfather did not partake in these schemes and we purchased a trencher in the 1980s and have been improving our systems ever since. Investigating a drain starts with looking at where it is located if we know where it runs we will check the outfall first. Outfalls often become blocked with debris from the stream or most commonly an eager tree root seeking moisture. Once you have cleared the outfall of debris and removed the roots the next step is rodding the drain. Hopefully this will move any blockage further up the pipe and the drain will flow again. If there is a broken pipe or a pipe has come out of alignment the next step is to dig up the wet area to expose the drain and repair it. This is the hardest thing to do as you have to locate the pipe using a mixture of divining and luck. The picture with Sam the springer spaniel shows a broken 2” pipe exposed, damaged pipe removed to allow water to get away. A new piece of pipe was inserted from where you can see pipe to the end below where picture was taken from. The other picture shows 2 4” outfalls which had been blocked by tree roots. We had to remove several sections till we could clear the pipes. I would like to wish every one a Happy Christmas and hope we will all be able to see our loved ones in some way over Yuletide. Orchard Ground & North Field Latest grant & other news

•T he planning application for North Field is making slow progress, taking longer than we envisaged under the new local government structures in Buckinghamshire. Pippa Cheetham, a Planning Consultant with a neighbouring local authority has kindly undertaken a great deal of pro-bono work with this planning application for North Field to be listed as amenity land. Pippa has responded to several questions from the local Planning Department including about landscaping and hedge lines. Some expenditure has been incurred for planning fees and a landscaping plan; these costs are being shared 50/50 between Cublington Parish Council and Orchard Ground. Once the planning consent has been received we can make a start with the community orchard. With some forty trees to be planted and then cared for we will be looking for some volunteers to help with this. Several people on the allotments have already offered to help out and there has been particular interest in wanting to help care for the planned cider apple trees! Please let Liz Smith or Martyn Waters know if you might be able to help out with the planting and aftercare. It would be great to have a list of people we can approach from time to time for some help as North Field develops. The occasional working mornings for the village clean up, litter picking, and Orchard Ground tidy up all work very well with a number of volunteers helping out when they can, from the coffee and bacon sandwiches, to cleaning, clearing and tidying up all help to keep Cublington a place we can all be proud of. Martyn Waters Orchard Ground Committee The committee recently voted to waive their fee income from member clubs in the light of the Coronavirus Pandemic and reduced sporting participation. Allotments and Tennis Club will make a voluntary donation to OG in light of their being able to continue with their sport and recreation. •C ricket Club The £2,040 was given by Orchard Ground Committee to help with essential remedial works on the field including spiking to the outfield to improve drainage has been delayed due to the record rainfall in October meaning the ground is too wet to get heavy machinery on. • 100 Club 2020/21 - December Draw Results are published elsewhere.

The Buckinghamshire Volunteer Matching Service is calling for

more Bucks residents to sign-up as volunteers to help local people and communities during the COVID-19 (coronavirus) pandemic. The Volunteer Matching Service, which is run by Community Impact Bucks in partnership with Buckinghamshire Council and The Clare Foundation, matches registered volunteers to roles where they are most needed in the county. The Service is currently planning for an expected increase in need in our communities over the coming weeks and is looking for volunteers to fill key roles – from adhoc, one-off tasks such as PPE delivery to longer term positions such as regular supermarket collections, mentoring for young people and providing ongoing support for vulnerable people. There is a call for volunteers from across the county but in particular from the Wycombe, Missendens and Chesham areas. It takes just 2 minutes to register; once this has been submitted, somebody from the Volunteer Matching Service will be in contact when a potentially suitable role is available. Father Christmas Around The World Father Christmas was not the only St. Nicholas-inspired gift-giver to make an appearance at Christmas time. There are similar figures and Christmas traditions around the world. Christkind or Kris Kringle was believed to deliver presents to well-behaved Swiss and German children. Meaning “Christ child,” Christkind is an angel-like figure often accompanied by St. Nicholas on his holiday missions. In Scandinavia, a jolly elf named Jultomten was thought to deliver gifts in a sleigh drawn by goats. English legend explains that Father Christmas visits each home on Christmas Eve to fill children’s stockings with holiday treats. Père Noël is responsible for filling the shoes of French children. In Russia, it is believed that an elderly woman named Babouschka purposely gave the wise men wrong directions to Bethlehem so that they couldn’t find Jesus. Later, she felt remorseful, but could not find the men to undo the damage. To this day, on January 5, Babouschka visits Russian children leaving gifts at their bedsides in the hope that one of them is the baby Jesus and she will be forgiven. In Italy, a similar story exists about a woman called La Befana, a kindly witch who rides a broomstick down the chimneys of Italian homes to deliver toys into the stockings of lucky children.

Church Update - December First a note of clarification. I’d just like to make clear that in my article last month for Remembrance, there was no intention to suggest that science subjects, in and of themselves, create violent behaviour. My apologies for offence caused.

And now to Christmas; We have moved here from Cambridgeshire and one of the changes we’ve needed to make is how we deal with the rubbish...... here, the blue/green bin is for recycling so for us, blue/green is the new black and the green one is for landfill, unlike the black bin bags we had before. And here, food waste gets a dinky little bin all of its own. All of which is absolutely fine and it didn’t take long to get used to, but how we deal with rubbish and what we regard as rubbish is a much more interesting matter. That’s something Jesus encountered all the time and ultimately when they decided to get rid of him, Jesus was crucified on Jerusalem city’s rubbish dump. But it wasn’t just at the end of his earthly ministry that Jesus met with being thrown out. Christmas is upon us. We know the story well and how there was no room at the inn. An inn is a place where people meet up. Immortalised by such as The Rovers Return or the Queen Vic, they can become communities in their own right. We’re told that it’s all very human and it is, which is completely OK too. But that first Christmas night, there was no room at the inn. People were too busy for the wild and reckless God who said “here you are, have a present. No, I don’t want any money, nothing, my Son is a gift”. Instead, the Holy family had to go outside, round the back to where the dross was; to where the rubbish was put. It is almost certain that Christmas 2020 will be like none in living memory, but please watch out for details of whatever services we will be able to hold. We do intend however, that socially distanced carol singing (what a phrase!) will happen in all of our villages, even perhaps with a Nativity scene, with which you can get involved. In the meantime, it is very easy to learn some new rules about bins; the Christmas story is also straightforward where God says “here I am, please may I come in?” With every blessing, Rev’d Howard Robson 01296 688593.

Instead there will be carol singing in the village. Rather than moving from house to house, the plan is to have 3 'stops', and for people to gather there, maybe dressed up as part of the Christmas story...shepherds, Kings...there may be a SHEEP! (unless we get a donkey). In addition to carols, there will be a short reading from the Nativity story.

Have you ever seen so many berries on the holly as this year?

Last year I was sent out to find some holly with berries on for the Christ-mas table decoration. I searched high and low and finally found one or two sprigs. This year... I have never seen so many berries on holly bushes everywhere I look. The holly tree in the churchyard is almost red rather than green! A sign of a hard winter to come? Any old wives out there who can tell a tale or two about it?

They come down from the mountains one by one from the 12th of December and have names like Spoon Licker, Door sniffer and Meat Hook.

The Ninth Reindeer, Rudolph Rudolph, “the most famous reindeer of all,” was born over a hundred years after his eight flying counterparts. The red-nosed wonder was the creation of Robert L. May, a copywriter at the Montgomery Ward department store. In 1939, May wrote a Christmas-themed story-poem to help bring holiday traffic into his store. Using a similar rhyme pattern to Moore’s “‘Twas the Night Before Christmas,” May told the story of Rudolph, a young reindeer who was teased by the other deer because of his large, glowing, red nose. But, When Christmas Eve turned foggy and Santa worried that he wouldn’t be able to deliver gifts that night, the former outcast saved Christmas by leading the sleigh by the light of his red nose. Rudolph’s message— that given the opportunity, a liability can be turned into an asset—proved popular. Montgomery Ward sold almost two and a half million copies of the story in 1939. When it was reissued in 1946, the book sold over three and half million copies. Several years later, one of May’s friends, Johnny Marks, wrote a short song based on Rudolph’s story (1949). It was recorded by Gene Autry and sold over two million copies. Since then, the story has been translated into 25 languages and been made into a television movie, narrated by Burl Ives, which has charmed audiences every year since 1964.


The Story of St Nicholas The legend of Santa Claus can be traced back hundreds of years to a monk named Nicholas. It is believed that Nicholas was born sometime around 280 A.D. in Patara, near Myra in modern-day Turkey. This amazing saint has been honored since 343 AD, when a unique relic called manna, formed in his grave. This liquid substance was known to have healing powers, effecting miracles of all kinds. Thus, December 6 – the day of his death – quickly became known as St. Nicholas Day. Since then, devotion to St. Nicholas has spread throughout the world, with many different customs developing in the various countries. Over the course of many years, Nicholas’s popularity spread and he became known as the protector of children and sailors. His feast day is celebrated on the anniversary of his death, December 6. This was traditionally considered a lucky day to make large purchases or to get married. By the Renaissance, St. Nicholas was the most popular saint in Europe. Even after the Protestant Reformation, when the veneration of saints began to be discouraged, St. Nicholas maintained a positive reputation. Over time, many stories and legends have been told about the saint’s life and deeds. The one most commonly relayed is that of the Three Innocents. There was a man, once rich, who had fallen on hard times. Now poor, he had three daughters of an age to be married. In those days a young woman’s family had to have something of value, a dowry, to offer prospective bridegrooms. The larger the dowry, the better the chance a young woman would find a good husband. Without a dowry, a woman was unlikely to marry. This poor man’s daughters, without dowries, were therefore destined to be sold into slavery, or worse. Word of the family’s misfortune reached Nicholas, who had the wealth inherited from his parents. Coming in secret by night, he tossed a bag of gold into the house. It sailed in through an open window. It’s said that the gold landed in shoes or stockings that had been laid out to dry overnight. Thus began the custom of children setting out their shoes or hanging stockings for St. Nicholas to fill on the night of December 5. What joy in the morning when the gold was discovered! The first daughter soon wed. Not long after, another bag of gold again appeared mysteriously. The second daughter was married. The father, now very anxious to know who the secret benefactor was, kept watch during the night. A third bag of gold landed inside the house and the watchful father leaped up and caught the fleeing donor. “Ah, Nicholas, it is you!” cried the father, “You have saved my daughters from certain disaster.” Nicholas, embarrassed, and not wishing to be known, begged the man to keep his identity secret. “You must thank God alone for providing these gifts in answer to your prayers for deliverance.” Another legend is said to have taken place many years after St. Nicholas’ death. A young boy from Myra, Basilios, was taken captive and held as a slave by a band of pirates from Crete. His grief-stricken mother prayed ceaselessly for his return. On the next Feast of St. Nicholas, Basilios was suddenly whisked away from his captivity by the saint, taken home, and place safely before his awe-struck parents. St Nicholas can be recognised in paintings when accompanied by three golden balls.

Aylesbury Garden Town are asking local people to get involved to help shape and co-design the route of the Aylesbury Gardenway The Aylesbury Garden Town Masterplan was approved in July and a key aim is to have 50% of all journeys made by sustainable modes by 2030. The Aylesbury Gardenway is an 18km orbital park that will encircle Aylesbury linking it with surrounding villages. It will take several years to complete but the vision behind the Gardenway is about creating an inspiring destination point for residents and visitors alike. The project is full of exciting opportunities to provide fully accessible routes for walking, wheeling and cycling encouraging play, active lifestyles, food growing, and outdoor leisure as well as creating a haven for wildlife. A co-design community engagement programme launched on Wednesday 25 November and will close on 26 March 2021. During this time we want local people to get involved and share their local knowledge, thoughts, ideas and suggestions to codesign the route to develop its full potential and create a shared vision for the Gardenway. LOST YOUR CORE THROUGH COVID-19?

During the first lockdown the good weather was on our side and exercise was one of the things most of us did to help us through, whether that was exercising online, or getting out in the fresh air for a walk or a run. But, as time has passed, maybe the novelty and motivation for online exercising has worn off or you have picked up a niggling injury, or found yourself stuck at your home desk for too many hours, working in less than perfect postures. You are not alone - recent statistics from the charity Versus Arthritis are alarming - 23% of home workers were said to be getting musculoskeletal pain most of the time and 40% were taking painkillers, with back pain being the most common complaint at 50% followed by neck 36% and shoulder pain 28%. Prolonged sitting puts extra load on the spine and the discs in the spine. Continued or repetitive sitting, often puts the low and mid spine in a forward curve position, which is not good. Feedback from the body to the brain usually keeps our muscles protecting the spine, allowing the right amount of movement but this response can become ineffective, potentially harming your back. With prolonged sitting, weak core muscles and a general decreased level of activity, it is easy to see why we are developing problems and this is reflected in the statistics above. If you are in the unfortunate position of recovering from COVID-19, this can also lead to a poor core and conditioning generally. Everyone’s experience is different, from the person who has found that just getting out and walking short distances are a problem, to someone who has managed to bounce back to near pre-infection fitness levels, but is still struggling to regain full fitness. Since we reopened at the end of June, we have treated home workers’ backs and helped clients back on the road to fitness for a variety of reasons including rehabilitation following coronavirus. Letter from Cublington Parish Council Dear Cublington Residents

Trees and Hedgerow Maintenance

I write on behalf of Cublington Parish Council (CPC). We on the Parish Council hope you are keeping safe and well? At our recent CPC meeting, the matter of tree and hedgerow maintenance within Cublington was raised. Recent violent storms have shown what destruction can be caused by fallen trees or boughs. This can prove a risk to walkers and property. Unmanaged hedgerows on the High Street for example can hinder driver vision or force walkers into the road. Some property owners in Cublington may not be aware that property boundaries, for example on Reads Lane, extend to the tarmacadam surface in front of the property. This is quite an unusual situation but is also true for some residents of Silver Street whose rear boundaries onto the High Street are up to the High Street footpath - not to their garden fence. Therefore, there is a responsibility of residents to ensure trees and/or hedgerows are in a safe state. For example, are any trees over hanging cables, are long boughs at risk of descending in a storm, are hedgerows interfering with line of sight to road signs and road users? In public spaces, the Parish Council are conducting an assessment of some trees, and indeed over the years have had tree surgery done to ensure safety and the health of some specimens e.g. around the playground area. The Parish Council kindly ask that you inspect your trees and hedgerows to ensure they are safe as we approach Winter. If the base of a tree sits on the boundary line between two properties it is jointly owned by both of them (they are classed as tenants in common). It is important to remember that if one owner fells the whole tree without permission from the other owner, that would make them liable (as this amounts to trespass). Consent should also be sought from the other owner before work is undertaken on the tree. If you feel there is a need to have work done on your trees, we suggest you consult with your neighbours and discuss sharing costs of such work. Obviously no work should be undertaken until you are sure there are no Tree Preservation Orders in place. For example, Reads Lane is a Conservation area (view this link for more information https://www.aylesburyvaledc.gov.uk/ conservation-area-maps). The implication of this in summary is: Permission to carry out work on a TPO tree needs to be applied for around eight weeks in advance to the Local Planning Authority for a TPO-protected tree; This includes all work, even routine pruning of a fruit tree; Notice of works on a tree in a Conservation Area must be given six weeks in advance. If the Council refuses, or if local residents object, an additional TPO could be placed on that tree; Where the tree is dead, dying, or a health and safety risk and pruning is considered urgent, then permission must be sought a minimum of five days in advance; Assessment by a tree surgeon (find one through the Arboricultural Association) may aid the application. Recycling centre – Lockharts Farm Cublington, Wing Road LU7 0LB

You may be aware that Cublington Parish Council have been concerned about the operation of this site in the past year.

The site was originally operated by Unicorn Skips Limited at a relatively low level of waste transfer using skips on small lorries. This had little effect upon our village or the roads. In January 2000 this licence was transferred to Bulk Transfer Limited www.bulktransferltd.com Bulk Transfer Limited is operating the site at a completely different level, you may have seen their large ‘walking floor tippers’ vehicles going in and out of the site . The vehicles tend to go through the village at speed, which intimidates road users and pedestrians and their standard of driving is often poor. Damage is being caused to grass verges and road surfaces. The planning permission granted to the site , ref 08/20007/AWD, allows for 12 movements in and 12 out of the site per day, Monday to Friday 8.00am to 5.00 and Saturday 8.00 to 1.00. There is a restriction on the plant used on the site and any large pieces of equipment have to be approved by the Council. CPC are of the view that the number of daily movements exceed the allowable limit and the operator has installed two concrete crushers without the necessary permission . We have reported these issues to the Bucks Council. We first made our complaint in May and further complaints in November. Matters have been delayed because of Covid but as reported in the council minutes in September the Enforcement Officer reported that the operator is in the process of applying for revised planning permission which is likely to be made in November. This is not good news for the village. CPC will carefully review any amendments to the current permission and continue to put pressure on Bucks Council to ensure the operator complies with the current restrictions. We need your assistance. We would like to keep a log of any instance of poor or dangerous driving to strengthen our argument with the planners when the revised application is made. Can you please report to the Clerk any examples of poor driving you have experienced to cublingtonpc.clerk@gmail.com giving details of date, time, place, short description of the offence, and record of registration number if you are able to record it. In addition, once the planning application is up for consultation, members of the public can make their own comments to Buckinghamshire Council via their planning website: https://www.aylesburyvaledc.gov.uk/search-planning-licensing-applications

Minutes of a meeting of Cublington Parish Council held on 10th November 2020 by video conference call at 7.30pm Present: Cllr H Vale (Chairman) Cllr G Antosiewicz Cllr S Morgan Cllr M Reilly Cllr M Waters Cllr N Glover (County) In attendance: Mr M Joy (Clerk) 1. Apologies None 2. Minutes of last meeting The minutes of the last meeting held on 15th September 2020 were discussed by the meeting and duly signed by the Chairman. 3. Declaration of Interest There were no Declaration of interests . 4. Reports Neighbouring Policing Team Reports where appropriate were posted on the Cublington website. http://www.cublington.com/ County and District Councillor Waste Services. We had an interesting update on Monday. Some snippets fyi: Aim is to recycle 65% of household waste by 2035. Currently we manage 56% Buckinghamshire is No. 2 in the country for recycling. It costs £110 per household to deal with our waste. Residents are complaining about needing to pay for nonhousehold waste – i.e. DIY jobs on kitchen refurbishments etc. I asked what it would cost a household if it was obliged to deal with a commercial company to take away its household waste – officers did not have that information but as an example Grundon charge £40 to use their site. There is 98% statisfaction with our service. Although Fly-tipping did not go up for about 6 months after we started charging it has gone up over the last year as it has across the Country due to Covid. However, London white van men are tipping in the quiet lanes in South Bucks. All our non-recyclables are handled by UK firms. This is correct but each time rubbish changes contractor we cannot guarantee that the stuff will be dealt with in the UK Improvements to roads and pavements This year we are spending over £28m on repairing and improving our roads, particularly after the very wet weather last autumn, which did so much more damage to them. This is the biggest amount we have ever spent. This will still not restore all our roads to the state that many residents reasonably expect. Some roads will be completely resurfaced, some repaired by targeting the sections which have failed (this is called ‘plane and patch’ in the jargon). Resurfacing teams have been out and about laying new surfaces and doing repairs to roads across the county. Teams will also be improving and repairing sections of pavements. Remember to report road or pavement problems via Fix My Street. Do always be proactive as you cannot assume someone else has already let us know.

Cycling and walking During lockdown one of the most positive features was the absence of traffic and the ability to walk and cycle safely along most roads. This was fantastic for families, sales of cycles boomed, and more people enjoyed the fresh air. The government has tried to keep some of this going by funding the temporary trials of ‘Quietways’. The guidance was to get these into use quickly, whilst areas were still quiet and consult afterwards. Several schemes have been trialled in different areas of the county. Whilst some have been popular, in other areas they have been unpopular and seen as an imposition. This is not the way we want to be seen to operate and I have asked that existing schemes are reviewed, and any new trial schemes must have the support of local councillors. For any permanent schemes we would, of course, fully consult residents. Planning for the Future consultation proposes reforms of the planning system which will have a profound effect on our area. Buckinghamshire Council believes that there is no evidence to support that the proposed figure of 300,000 houses per year. In its response to the proposal it is asking the government to re-valuate the number of houses required over the next decade – this would not undermine the commitment do deliver one million houses during this Parliament . It has proposed three specific changes with lengthy evidence-based reasons. Our response has been sent. – consultation ended on 29th October. E Scooter trials are planned to start in Aylesbury and High Wycombe. Training sessions are proposed. I do not see it affecting our villages . I am assuming you have been sent details via the Community Board. COVID-19: Martin Tett has sent a message to all residents giving full advice to keep them up to date and informed. Essential that we all follow the by now well-known advice on masks, hand washing and keeping a distance. Mental Health has come to the fore recently so I thought you might find the link to what is available to help anyone who counsels you: www.bucksmind.org.uk/Buckinghamshire-mindguide LGA’s First: The latest issue has a comprehensive list of news and guidance which might interest members. Www.local.gov.uk/first . You might need to register to read it. Heritage Portal This is a new portal holding 35,000 records. It has links to historic mapping, monument records, photos and documents. Fascinating history on our county. Https://heritageportal. buckinghamshire.gov.uk will reveal all., Honours System. Those members who have been involved with Joe Bradshaw will be pleased to hear that he has been awarded the Royal Victoria Order for his services to the Buckinghamshire Lieutenancy. This is quite a high honour. 5. Accounts 5.1 To approve payments since last meeting


The following invoices were passed for payment since the last meeting: 26-Sep-20 Clerk Salary £151.13 5-Oct-20 PAYE £113.40 25-Oct -20 Clerk Salary £151.13 5.2 To review accounts to 31st October 2020 and forecast to 31st March 2021 There was a surplus to 31st October 2020 of £8,380.62 and an estimated deficit of £341.38 to 31st March 2021. This is after allowing for legal fees of £2,000 relating to granting Orchard Ground charity a lease, playground maintenance of £850 and North Field Planning costs of £1,500. No allowance had been made relating to traffic calming , dog waste bins or road signage. 6. Orchard Ground Report/ Charity Status and North Field Orchard Ground : Cllr Waters reported Hearts of Bucks Foundation had approved a grant of £2,500 with match funding , £1,400 of which has been raised so far. The financial position of OG was ‘buoyant’ because of all the grants secured by Cllr Waters over the past year. After a financial review to 31st October 2021 OG agreed not to collect fees from the club users of its facilities for the year ended 31st October 2020.(Fees are applied retrospectively). Cllr Reilly felt the village and all its organisations/clubs had come together during this pandemic period and reflected an excellent community spirit. Cllr Reill , as chairman of Cublington Cricket Club, was incredibly grateful for the donation from OG of £2,040 allocated to it from the £10,000 COVID-19 grant obtained from Bucks Council. This would be used for drainage of the outfield. The contractor has agreed to carry out drainage work on the football pitch pro bono. Charity Status/North Field The planning permission for change of use of North Field was still in progress. Unfortunately, the case officer dealing with the matter has left the Planning Department so we may experience some delay. Lawyers had been asked if it was possible for the PC to retain ownership of the building and assets when granting a lease to Orchard Ground Charity , (yet to be formed) , so VAT could be claimed on assets acquired in the future. The lawyers have stated it would not be possible. This has implications for the proposed new charity, and Cllrs Reilly and Waters will discuss the matter with OG before we instruct lawyers to prepare a draft lease. 9 Planning Permissions Agenda item 7.1 18/04085/APP Lakeside Business Units A new entrance has been proposed opposite the entrance to The Dene. It was noted a member of the public had raised concerns about the amended plans. Awaiting decision from the planning office. 7.2 19/04435/ACL -Wing PC – Wing Caravan Site – application for certificate of lawfulness for existing caravan site. Awaiting decision from the planning office. 7.3 20/02133/APP Ridings Cottage Ridings Way Cublington Buckinghamshire LU7 0LW - Redevelopment of site with three detached dwellings, additional access to Ridings Way. Awaiting decision from the planning office. 7.4 20/03597/ALB - The Old House High Street Cublington Buckinghamshire LU7 0LL Remove 2 decayed modern timber casement windows and install new hardwood timber subframes with flat steel opening casements glazed with traditional leaded lights. Metal openers and latches finished in black, timber subframes and sills painted

in pale olive green to match existing decoration. No objection . 10. Village Matters Agenda item 8.1 Traffic Calming: Quiet Lanes The Parish Liaison Officer has confirmed that Bucks Council no longer recognise quiet lanes as a traffic calming option. Cllr Glover stated that Quiet Lanes was not the same as the reference to Quiet Ways in her report. Quiet Ways related to urban conurbations . Option 1 A from the feasibility report prepared by Transport for Bucks Wing and District Community Board (replacing Local Area Forum) had passed our proposal for traffic calming with matched funding from CPC . The matching cost will be £3,723. The Community Board has asked our proposal to be linked with a similar proposal from Aston Abbotts which may result in some cost savings . Speed watch - The Speed watch equipment cannot be used with the current restrictions. Cllr Morgan kindly offered to continue to be involved in this matter after he has stepped down as a councillor . Horse Signs and School sign. The clerk was in contact with Bucks Council concerning the signs. As yet there has been no indication of costs Agenda item 8.2 Street Lighting: No major issues. Cllr Morgan to enquire with our contractor to change one of the old lamps to a LED one. Agenda item 8.3 HGV Traffic/Lockharts Farm. The recycling site had been reported to the enforcement officer for two contraventions of its planning permission 1. Exceeding daily limit of 12 movements in and out of the site 2. Installation of a concrete crusher A report had been made to the Environment Agency concerning the excessive and obnoxious odour at the site. The Enforcement officer had reported that the operator was in the process of applying for an amendment to its planning permission which should be made by the middle of November. However, it had been brought to our attention today that there has been an increase in vehicle movements and another concrete crusher moved onto the site. The clerk has contacted the Enforcement Officer with this latest information. The Environmental Agency has inspected the site, but no feedback has been received. The clerk is chasing for an update. The clerk was asked to put an article in the Crier setting out the issues surrounding this operator and the likelihood of an amendment to the existing planning permission . Agenda item 8.4 Playground and maintenance We are waiting for a quotation from Howard Gregory for the maintenance work. Agenda item 8.5 Dog Waste We are awaiting a response from Bucks Council concerning a new dog waste bin, Agenda item 8.6 Trees Cllr Reilly has contacted some residents of Reads Lane concerning trees and hedgerows. The PC felt a lot of trees and hedgerows throughout the village required tidying up . It was agreed Cllr Reilly and the clerk would draft a suitable open letter for inclusion in the Crier setting out the issues. The tree at the Knob needs pruning and Cllr Vale agreed to speak to Steve Hayward for a quotation.


Agenda item 8.7 Meeting dates 2021 The following dates were agreed : Tuesday 12th January Tuesday 9th March Tuesday 11th May and AGM Tuesday 13th July Tuesday 14th September Tuesday 9th November All meetings to start at 19.30hrs at the Village Hall (or via Zoom depending on COVID-19 ) Agenda item 8.8 London Luton Airport Survey. LLA have issued a survey concerning proposed new flight plans. It is a detail survey, but it would appear there would be minimal effect upon Cublington. The survey can be found at https://consultations.airspacechange.co.uk/london-lutonairport/ad6_luton_arrivals/ Agenda item 8.9 New Councillor The clerk was asked to put an advert in the Crier for a new councillor following Cllr Morgan notice to resign. Cllr Morgan

said he would stay on as a councillor until a replacement is found. The Chairman thanked him for this offer . Agenda item 8.10 Church Clock St Nicholas Parochial Church Council had approached the PC to see if it would contribute towards the cost of servicing the clock . It was agreed to contribute £150. Other Arthur Read contributed £75 to Orchard Ground for the grass taken off North Field. The clerk was asked to send a letter of thanks. Cllr Reilly reported that there was an attempted break in at the cricket sheds. Security measures for the whole of OG will be discussed at their next meeting. It was noted that a 30mph sign had disappeared at the entrance to Reads Lane from the Stewkley Road end. The clerk was asked to contact Bucks Council to get it replaced. The next meeting of the Parish Council will take place on Tuesday 12th January 2021 at 7.30pm venue to be advised. The Annual General Meeting will be held when appropriate .

Cublington's 4th ADVENT Trail From 1st December, each evening will see additional windows lit in our fourth Advent Trail. Look on the map and plan your route around the village, as more than one window might appear each day. By the time we reach 24th December, 36 different windows will have been lit and our church will be open, for visitors to finish their Advent walk and partake in some carols and mince pies. Windows are lit from 6pm - 9pm and are visible from the pavement or road. Some may need a keen eye to spot them! Please do not trespass onto private driveways or gardens. The Unicorn will hopefully, as usual, be extending a welcome to all walkers!
