The new Labour government’sfirst budget has bought with it challenges for all businesses. GTNhears about the steps garden centreretailers aretakingtostayprofitable.
Working with the weather and living plants means those in horticulture areadept at coping with change and the unexpected. The industryprides itself on being adaptable, finding solutions and ways to mitigatebusinessbarriers so it can thriveand give customers the products and services theyneed to
createbeautiful homes and gardens. But announcements in therecent budget have thrownthe industry, andall businesses,abit of a curveball withrisesinemployercontributions to NationalInsurance and theminimum wagetoname justtwo.GTN askedkey retailersfor theirthoughts andplansfor dealing with thesenew challenges.

If we aregoing to ask our managers to use fewerhours,how can we re structureour staffing and services to reduce the burden on their rotas.? Ensuring the team arefocused on appropriaterotas and havethe correct number of people at the right time is needed so we can matchdemand with resources.

The changes in National Insuranceand theincrease in the minimum wage is going to havea bigimpactonuswithout doubt. All of my team arepaid above thecurrent minimum wage and will still be if we kept the ratesthe same in April. But Ifeel Iwill havetoincrease it to keep my team together and happytostill go that extramilewhenthe businessneeds it.
The knock on will be increased prices. We arelucky to be in aniche wherepeople come to us forour plant selection and arenot so price sensitive. We usually mark up by at least three times, so with increased plant costs intous, this will giveusabiggermargin to coverour increased costs, but Iwill be monitoring the position carefully
The slightly moredifficult decision is whether to invest further in expanding the business. Ihavebeen putting together an exit strategy for the futureand was looking to add catering and alarger shop area, but Iwill be taking financial adviceonceall thedetail from the budget has been digested. Imay be better to invest elsewhereand lessen the tax burden when Iexit.

Idon’tthink anything will get changed now, so we need to preparefor it rather than argue about it.
We will havetoraise our prices, particularly on things that arenot so pricesensitive.
We will need to keep staffing at a decent level, we cannot affordnot to giveservicetoour customers, it is our strength against other retailers, but we may delay hiring seasonal staff and finish them earlier
We may not hiresomany casual, temporaryorseasonal staff,as therewill not be alot of difference between seasonal and permanent in termsofpay.But will there be enough knowledgeable staff to do this, and will theyaccept these levels of pay? Therewill be lessopportunity for lesscapable applicants.
We will look at offering contracts that mean morehours in busy times, and lowerhours in quiet times. Will it be annualised pay? Not surewecan run with this, although newstarters will be offered it.

I do think we will get to the stage where weemploy more part time retired/semi-retired staff which seems crazy Also, I did hear the Labour government aim is ultimately proposing a four-day week, which again is crazy for the 18-50-year-olds What will they do with those
three days they aren’t working? Goout and spend money they aren’t earning or haven’t got There aren’t asmany weekenders that progressed to full time work many as there used to be. They get to the age of 20 and while we were paying £8 60 an hour (nearly £70 a day), they become desirable for many other types of businesses where they are offered wellover £80 plus a day

When the Budget wasannounced, we had huge concerns around what this would mean for us as abusinessand howwecontinue to grow and thrive with such financial impacts. Oncewehad time to digest and talk it through Ithink the overall summaryisthatwehaveto takeitasanopportunity.Ofcourse, we aregoing to suffer from huge increases in cost on our people, but we have to balancethis out with other areas where we can move thebusinessforward and makeimprovements.
We were in aposition whereour financial team did budget for alarge wage increase going into2025, which has meant that beforethe Budget was announced, we knewasa businessweweregoing to havetofind efficiencies and our team haveworked hardoverthe last 18 months to starttodeliver some of these.
We knowthe changes aregoing to havea huge impact on our industryand we aregoing to havetomakealterations to howweoperate.However, as an industry, we have navigated ourselves through other challenges, and we aresure that yetagain we candothis.
We aretrying to engage all of our team around preparing for the changes, so theyunderstand the impact it’sgoing to havebut moreimportantly,havechance to input their ideas on howcombat it. We aresuper luckytohavegreat centre teams, who treat every£astheir ownand thereforewant to input their ideas on howwedeal with the impact.
We areworking on finding efficiencies
in all our overheads and processes. Nowisthe time for us to really evaluate everything we do.Technology will be our best friend to help us deliver better and moreproductiveprocesses. Lookingat ways to work smarterisour priority for 2025
One of the most important things we aregoing to need to do is to increase our margins. We areknown forour great prices, which we aredetermined not to lose, but afew pencehereand there acrossthousands of lines and quantities could makeall the difference
Great customer serviceissomething we pride ourselves on. For2025weonly want to enhancethis, as we believe this is an opportunity that if we continue to succeed in this area, we will continue to boom. Garden Centres aregreat community hubs and our teams area key partofthat. We will continue to empower our team, making them feel valued so theycontinue to deliver the best possible service. Stripping out some of the time needed on “back of house” processes, will allowcentreteams to focus on delivering great service.

The government needs to work with us to create conditions wherewecan deliver our shared green growth ambitions and continue delivering jobs for local communities and the economic and health benefits the sector brings.
Our sector,byproducing the trees and plants we depend on, is the solution to so many of the economic, health and environmental challenges the government is facing,but thesecumulativeannouncements with no scope for businessplanning will createdestabilising uncertainty and ultimately hinder growth.
We will optimise staff costs through benchmarking the centresensuring that all stores areasefficient on staff costs as the best centres. This will mean ensuring staff rotas areinline with the rhythm of business trade. We will also streamline business processes wherepossible to ensurethey arenot morelabour intensivethan required. This is already done routinelybut we will havetoforce change whererequired.
Idon’t think customer servicewill not be an issue, but one initiativewill be to heighten the levels of customer servicethroughout the entireteam.
Thehit to Blue Diamond from the budget is £4.6montop of the £6m hit to our bottom line from twoconsecutiveminimum wage increases. Businesswill havetolookat initiatives other than wage costs savings to restoreprofit levels, this will include price increases, which Isuspect will be driven by suppliers as much as retailers. We haveto establish anew industrynormonprices, mark ups/margins to enable us to restore profitability.Ihavenot seen government initiatives drivebusinesscosts on this scale ever in allmyyears.Ifany businesses have not calculated the cost of national insurance changes yet, then do so,itwillmakeyou think!

The increasing importanceof pet retailing has reflected in thisyear’spet exhibition PATS smashing all recordsofexhibitor and visitor numberssince its first eventin 2009.A total of 3,541visitors (52% up on last year), from retailers and buyers, throughtogroomers andindustry professionals camethrough thedoors of the TelfordInternational Centrein Shropshiretosee the latest products, services and innovationfrommorethan 340exhibitors
This year’s event was thelargestever PATS show,staged in four halls, overthree daysand includinga new AquaticsZone. “It wasgreat to see the AquaticsZonesoldout and fullofexhibitors,”says Ben Windeatt,Salesand
Marketing Director of J&K Aquatics. “It was apleasure, as always, to catchup with agood numberofour longstanding customers as well as meet withand introduceour brands andproductranges to potential newones.”

Houseplants come to the mall
It’s just over ayearsince The RHS Plant Space opened in aKent shopping mall, and likeits houseplants, the business is thriving.
Bringing houseplants directly to the heartofanurban customer base is The RHS Plant Spacein Kent’sBluewaterShopping Centre. It is the Society’s maiden voyage intoaretail space outside of its fivegardens and has recently clocked up its first year of trading.Itis also the first purely plants retailer in the shopping mall.
Ticking all the boxesfor the RHS,itis
making horticulturemoreaccessible to newaudiences, strengthening its retail and brand, expanding its membership base and offering anew pointofcontact for its existing members. Plant centres at its fivegardens arealready highly successful retailers and the RHS is nowputting this experienceintothe 1600sqft shop at Bluewater.

says the storehas been well received by customers, some of whom arenow regulars, and staff at other stores who choose to spend arelaxing fewminutes among the greeneryduringtheir breaks. “Interestingly we areusually busiest from 2pm to 4pm on weekday afternoons with people who come browse and then come back to collect or maketheir purchases later in the day.For most shops, this is probably the quietest time.”
Customer perception and focus
Dan comes from aretail background, and although this is his first time selling plants, his training at the RHS Garden Wisley Garden Centrehas put him in good stead. When the RHS Plant Spacefirst opened, apromotion of British grownplants was the maindisplay to greet visitors. Since then, terrariums followed by bonsai (two
of the shop’smost popular lines) have taken the spotlight and nowit’sthe turn of small ‘tots’plants. “This is based on recent customer research,” says Dan. “Wewanted to find out what people expect to find in our storeand theirshopping trends. As we move to Christmas, it will change again.”
Homewareswerepartofthe offering initially but because House of Fraser,John Lewis and Marks &Spencer arealsoat Bluewater, therange wasvastly reduced. “Asthisisthe first RHS shop outside its gardens, it’salittle bit of an experiment, so we canchange and implement things quickly to reflect what we and the customers need,”explains Dan. “Weknew homeware wasn't working so we nowlead with plants and horticultureand that's pretty much whereall of our sales come from, but we still havea quirkyproducts from Quail and Freckle Face fragrances.”
Thereisalso little point competing with
the plant ranges, especially orchids, sold by the big stores, especially Marks &Spencer whose cut flowerand houseplant footage at Bluewaterisnot dissimilar to that of The RHS Plant Space. So,for example, Dan stocks orchids starting at £10 with the idea of getting moreadd on sales, and unusual types such as Vandas which customers love
Regardlessoflocation, pricing is the same acrossall RHS outlets. Dan says customers often think plants will be more expensivebecause of theirperception of the RHS.“Pricing is run off the same system and because people think the RHS is going to be expensiveour customer feedback is theythink we arereasonably priced.”
Dan does all his ownplant ordering,but pots aremanaged on acentral system. Now the storehas been opened for ayear, there is data to look back on so ordering can be morestrategic. “Nowwecan really make surewehavethe right products at the right time,”says Dan.
Spaceatthe back of the shop is limited, fitting just three Danish trollies and some shelves for sundries, but deliveries are regular so thereislittleneed to hold excess stock. Achallenge early on, says Dan, was fordrivers to findthe right loading bay as Bluewaterhas around 12, and knowing the procedures. Many drivers arenow regulars thereisnoissue and deliveries

can be made at any time of day which also helps Dan to be reactivewhen it comes to specific customer requests
During the week theshop is open from 10am-9pm. On Saturday it’s9am-9pm and Sunday 11am-5pm. This means staffing with ateam of eight, has to be nimble. Most of the time thereare twomembers of staff on the shop floor,but this increasesfor workshops and at the weekends which are busier
Workshops and demonstrations
With amaximum of eight customers, the weekly workshops arenearly always sold out. Alarge table near the back of the shop is cleared to makeway for the grow your ownterrarium workshops which last 90 mins, cost £45 and allowparticipants to takehome their creation.
The shop also has apotting bench for customers to plant up their ownpots and terrariums which is apopular draw and allows them to work to their ownbudget. Staff areonhand to help,and Dan says it adds abit of theatretothe shop floor
What customerswant
The RHS has astronghold of members who were ready made customers. Not surprisingly,many arelooking for advice which Dan and his team can usually deal with. But if not, then members get access to thefreeadvisoryservice.
But for those who don’tknowabout the RHS,Dan and his team havesurveyed people as theyleavethe shopping centre. “Weasked them if theyhad heardof us, what theymight expect to see and
what sorts of things theymight want to purchase. Because we have been here almost ayear,wewanted to get an insight intotheir expectations of us. Everything wasreally positiveand confirmed whatwe hoped. We also learned that around 85% of people wouldcome to purchase aplant from us.”
Dan says the owners of Bluewaterlove having the RHS in their mall and would likethe RHS to open in othercentres too. “I wouldn't saywhat we areselling hereis groundbreaking as it’swhatyou expect to find. The game changer is wherethe shop is –that’sthe difference. Customers and the owners of Bluewaterlove it.”

Eye-catching cyclamen
Unusual and innovative Cylamen persicum, being marketed as Illusia, has startedto appear on planteria benches in the UK and it will surely be abig seller helping to boost autumn and winter sales. After sevenyears in the making by Schoeneveld Breeding,this newvariety,recognised with an awardatthe HTAPlant ShowinJune, has successfully combined arich, detailed flower, long shelf life and compact, roundgrowing habit.
Plants arebeing produced by three growers, but this will double in number next year
Profitplant is taking reserveordersfor next autumn 2025 but thereisstill some stock to fill benches this winter in 13cm pots. In the meantime, this Light with Eye Illusia is leading the way for aseries with morevibrant colours in the future.

Hit the ground running
Duringmyfirst month as President, one of the highlights wasthe BIS study tour to Ireland,hostedbyAlyson Haywood and sponsored by Westland, Smart Garden and Nostrand. We visited anumberofgarden businesses, includingWindyridge Garden Centre. Theunique retail practiceswe observed, influenced by subtle cultural differences, were truly inspiring.Thistour was agreat opportunity to gather freshideas and consider newapproaches to garden retail. The BIS continues to offer members practical strategies to drive growth and efficiency, and I’mexcited to be partofthis program as aconsultant.
Ialso wanttoreflectonour Annual Conferenceatthe end of September,marking the HTA’s125th year.Itwas the best one in my memory,withplentyofengaging discussions that looked at ourindustry’s
future, particularlyaroundtechnologyand automation, business as well as plant resilience andunderstanding consumer behaviour,and an illuminatingtalkatthe dinner from Peter Gibbs about ourchanging climate.
In addition to our ownconference, the HTA’spolicy and public affairs team has beenbusy with the recent political party conferenceseason,ensuringthat our members’voicesare heard, actively engaging in meetings,and speaking at variouspanel events. Their work is crucial in raising the importanceofenvironmental horticulture and themanysolutions we canbring to the challenges facing the government.
The Regional MemberMeetingshavebeen anotherhighlight, providing an excellent opportunitytoconnect with local members
andheardirectly about what matters most. Member feedback andengagement help ensure the HTAcontinuestoserve effectively. Moremeetings arescheduled acrossthe country, andI’m eager to meet as manyofour members as possible.
FutureGrowExpo, afirst-time event for the HTA, was about exploringnew technologies to help shapethe futureof horticulture. If youfollow us on social media, you’llbeamong thefirsttosee the exciting photos and videos. It is also where we launched theHTA’s brand-new report on mechanisation and automation.
In November, I’llmeet with HTAstaff duringtheir team day.Itwill be agreat chancetoget to knowthe people working hardbehind thescenesand to deepen my understanding of howwecan continue to enhance ourmemberservices.

Despiteseveral challenges attempting to derail the 2024 gardening season, the industryfinds itself in arelatively stable position as we look ahead to 2025.Core gardening categories, such as seeds, plants, and essential tools, haveperformed well, driven by an enthusiastic consumer base eager to engage with their outdoor spaces. In fact, 2024 could even be remembered as the ‘year of the slug’, with pest control suppliers recording some of their most successful trading periods to date. However, as we transition intothe 2025 season, fresh uncertainties haveemerged. The recent developments involving key players in the industryhaveprompted significant speculation. Twomajor retailers areundergoing strategic reviews, leading to uncertainty overthe stability of pre-season orders for many suppliers. The outcomes of these reviews could haveanotable impact on the supply chain, especially as suppliers weigh the risks of committing to large stock orders without clarity on these retailers’plans. Additionally,these developments areoccurring alongside ashift in consumer behaviour,as customers become morecautious about making high-ticket purchases. This trend is particularly affecting categories likeoutdoor furniture, garden buildings, and leisure products, wherethe investment required is substantial.
Wider concerns
The broader economic landscape is equally concerning.The Labour government has unveiled its budget, and its impact has had immediateand far-reaching consequences for general retail and the garden centremarket. The increase in the National Living Wage and of employers National Insuranceare just the tip of the iceberg. Newemployment legislation looms on the horizon, potentially impacting hiring practices acrossthe industry. These changes arelikely to reverberatethroughout the entiresupply chain, adding yetanother layer of complexity to business
planning for the 2025 season.
Of particular concern arechanges affecting asector renowned for its strong family heritage, with adjustments to InheritanceTax thresholds and agricultural property relief Sincebeing announced in lateOctober,many independent owned garden centres and growers/nurseries havebegun to question the viability of continuing,with the futurefor these businesses feeling moreprecarious than ever
