The Power of Three: The Power of the Pack

The power of the pack. In nature, many animals live and thrive within a pack. Many trainers will tell you that dogs look to have the “feel” of a pack and a leader to follow. Humans many times will unknowingly follow a pack mentality. In some ways we could think of tripartite membership structure—our American Dental Association, Georgia Dental Association, and districts—as a pack. Much like how a single strand of twine is stronger when combined with other strands rolled into a rope, we are stronger when combined with others. Each district can stand on its own but is stronger when united with all the other districts of the state into our state association. Therefore, it follows that the state associations are stronger when combined with all the other state associations. Similar to the governing strata of our society, we are individually independent but united we are strong. We elect leaders from those who step up and wish to have an impact on the profession and its future. And much like the course of a pack in the wild, sometimes leaders are selected by circumstance and pulled from the pack. In a pack it is also often true that each member has a role that contributes to the survival of each other member of the pack. Each member will bring value to the group. In return the members not only have a stronger chance of survival, but they benefit from the different abilities, strengths, and talents the individuals bring to the group. In this way they serve each other and the pack, making all stronger and safer.

The same can be said of the organizations of our profession. Each and every member dentist brings something to the group as a whole. We all bring our talents, strengths, and weaknesses to the group or pack as a whole. Therefore it follows that each member is as important to the survival of the group as any other member. Individually we are important and bring unique voices to the table, but when combined as a whole, we represent a strength like no other. Whether it is at the Capitol in Atlanta or in Washington, D.C., when we bring a united voice on any topic that is before us, we can be unstoppable. That is not to say that there are not tensions that crop up among group members. Everyone will have their opinion on different topics, but at the end of the day we must and do find a way to come together for the good of patients and the profession. In a rope each thread is as important as the rope as a whole. And when several ropes are combined they can become a strength of force many fold greater than each added individually. Each member combined with other members forms a strong rope, group, or pack if you will, and when combined with other ropes we become stronger. The ADA calls this the Power of Three, the power of the tripartite. I will call it the power of the pack.

general news NORTHERN Jonathan Dubin Dr. Jonathan Dubin was honored as the 2014 distinguished dental alumni by Georgia Regents University Alumni Association in April. Through these awards, the Alumni Association expresses its deep appreciation and admiration to alumni who bring honor not only to their alma mater, but also their communities, states, nation, and the world. Dr. Dubin co-chairs the State Georgia Mission of Mercy program. This community service endeavor has provided thousands of indigent Georgians with free urgently needed dental care via two multi-day programs with a third in the planning stage for 2015. He has served as Clinical Director for the Special Smiles program of the Georgia Special Olympics since 2000. As chair, he coordinates a volunteer-led program that provides free dental screenings and referrals for hundreds of athletes. The Ben Massell Dental Clinic benefits from having Dr. Dubin serve on its volunteer staff and Board of Directors. This clinic has provided dental care to Atlanta’s neediest

patients for nearly 100 years. Dr. Dubin mentors GRU dental students who rotate through the clinic. Meanwhile, the GDA was happy to have Dr. Dubin serve as a State Officer (Editor) from 2008-2012. He currently chairs the GDA Oral Health in Institutional Settings Committee which is conducting a project to educate the staff of every nursing home in Georgia about oral health.

NORTHERN David Byers Dr. David Byers, a dental hygiene instructor at Lanier Technical College, is the Technical College System of Georgia’s Instructor of the Year for 2014. TCSG Commissioner Ron Jackson made the announcement during a springtime banquet for the system’s top instructors and students. He presented Dr. Byers with the Rick Perkins Award for Excellence in Technical Instruction and a $1,000 check. “David Byers is committed to providing his students at Lanier Technical College

with the knowledge and skills that they need to succeed in their dental careers,” said Jackson. “He is a very gifted educator who deserves to be recognized as the best of Georgia’s many great technical college instructors. David has the respect of the entire Technical College System of Georgia and we are proud to honor him as our 2014 instructor of the year.” For the next year, Dr. Byers will serve as the TCSG ambassador for technical education instruction. He will make appearances around Georgia and speak about the quality of instruction and education opportunities offered by the TCSG colleges. He will also be honored by the Georgia General Assembly and receive a commendation from the Governor.

Amir Lamei

Spring Meeting

Kudos to Amir Lamei, the 2014 GDA / ASDA Outstanding Senior Dental Student Award honoree. This award is given annually to a Georgia Regents University College of Dental Medicine senior dental student and ASDA member in good standing for active participation in, and outstanding service to, the GRU ASDA chapter. The honoree receives a certificate and a three-nights-stay at the GDA Annual Meeting. The GDA appreciates Amir (who became Dr. Lamei on May 8) for his commitment to upholding the mission of the GDA within the College of Dental Medicine, which is to improve oral health in Georgia and continuously promote the highest standards of dentistry through education, advocacy, and professionalism.

New dentist Dr. Amir Lamei was honored as the 2014 GDA / ASDA Outstanding Senior Dental Student just before his graduation from the GRU College of Dental Medicine. GDA Associate Executive Director Nelda Greene presented Dr. Lamei with his award, which included a certificate and trip to the GDA Annual Meeting.

For the fifth year running, members attending the Northwestern District Spring Meeting in April could bring their sensitive practice documents for shredding—a service provided by the company Georgia Secure Shred. Attendees took valuable information away from Dr. Pat Little’s presentation on “Working Harder But Earning Less? You May Be a Victim of Embezzlement.” Dr. Little, a GDA member and fraud investigator for Prosperident, used examples from four fraud cases that came to light just during the week of his talk. The Marietta Country Club provided a pleasant environment for

Northern District New Dentist Liaison Dr. Erin Pickwick and the GDA New Dentist Committee recently hosted a fun night out at Marlow’s Tavern in Duluth for all the new dentists in the area. (The American Dental Association considers a New Dentist as a professional who graduated from dental school 10 years ago or less in any given year.) The “ND” event provided several dentists and spouses with a chance to socialize and network with colleagues. Dr. Pickwick thanks BioHorizons and Patterson Dental for their financial sponsorship of the event.

GDA Presidents-Elect Conference Points Way to Positive Change Dr. Elizabeth Lewis President-Elect, Northwestern District

Change. It’s a simple word, one that merely means going from one thing to the next. A simple alteration of, well … something. Yet somehow in the past few years this simple word has filled my life, or at least my dental career life, with an abundant sense of dread. Is it because every time I hear the word it is followed by words like ObamaCare, midlevel providers, or insurance marketplace? Or maybe I’ve read way too many articles lately on “changes to the face of dentistry” or “how to prepare for the change in dentistry.” Ok, maybe dread is not a strong enough word. How about sheer terror? Terror at the thought that in the next five years I not only will not be able to pay off

my $200,000 in practice loans but I may not even have a job. Yes, that’s it. “The Change” is terrifying. Now for those of you on the cusp of retirement who are more concerned in the next five years about sipping on pina coladas on some beach in the Caribbean or playing your next round of golf, y’all can stop reading here. Chances are “The Change” won’t affect you that much. But for anyone else, and you know who you are—anyone who has more than 10 years left to practice, anyone who has more than $50,000 worth of practice or education debt, anyone who has ever had that sense of dread over what is coming, or anyone who didn’t realize they should be dreading

anything till you read this article—listen up. I’m talking to you. Because for the first time in a long time I actually feel excited about the word “Change” when it come to dentistry. Yes, you read that right. Excited, elated, pumped, and jumping for joy. In fact, I can’t wait to see what the next five years (or even the next six months) is going to bring. And all because of a meeting I attended called the Georgia Dental Association Presidents-Elect Conference.

CONFERENCE Continued from page 11 You see, next year I am going to be the President of the Northwestern District Dental Society. And every year the vice presidents and presidents-elect of every GDA district get together to talk. We talk about issues, ideas, fears, plans, and anything else related to dentistry that happens to come up. This year was different for me in several ways. The first thing was that not everyone in the room was over the age of 65. Please note that I mean absolutely no disrespect and believe wholeheartedly that there is a wealth of knowledge to be gained from those who have been there before. However, the perspective is different for those of us who still have loans to pay. It was exciting to think that these are our future leaders who can visualize what dentistry will be like in the next 5-10 years because they will be there, too. The second thing that amazed me was the wealth of ideas and solutions that

Page 12

flowed from this meeting. From student loans to how the GDA can better serve members to government control and corporate dentistry, our discussions ran the gamut. And there were excellent ideas on how the GDA could help us cope with all these changes. But the best part of all was that somebody was LISTENING. That’s right. Not only did our new Executive Director, Frank Capaldo, have some great ideas of his own, but he was also taking notes and listening to what we had to say. It made all the difference. Yes, change is coming, but there are people out there willing to listen and confident enough to make changes happen in a positive way. So for those out there still fearful of change, let’s make our voices heard. Let’s talk about the issues and the challenges facing today’s dentists. Let’s work together to find ways that the GDA can help. I am excited and confident that positive changes are happening in the GDA right now that will make dentistry a better place both for today and for tomorrow.

GDA Member Service: Insight for Medicaid Providers Several hundred GDA members provide services to individuals enrolled in Medicaid and PeachCare for Kids. GDA staff members are in constant contact with the state advocating for these dentists and the patients they serve. The GDA staff and leadership also advocate regularly with policymakers and legislators about the state of dental Medicaid and the need for serious reform in many areas of the program. While not all GDA members accept Medicaid patients, there is a value for all GDA members to be aware about trends taking place within the program. This update is intended to assist both sets of doctors. Do you want to know more about certain Medicaid topics? Do you want to receive regular email updates on Medicaid and PeachCare issues? Foster Care Transition Update As of March 3, 2014, the Department of Community Health officially transitioned more than 27,000 children in foster care and adoption assistance, as well as select youth in the juvenile justice system, into a single Care Management Organization (Amerigroup). Scion Dental is the single dental administrator. This program is called Georgia Families 360°. Under this program, each Medicaid member is assigned to a care coordination team, as well as to a medical and dental home to promote continuity of care. • DCH assigned Medicaid patients to a dental home on the basis of geographic location, not necessarily the dental provider of record. • A Medicaid patient’s guardian or parent can contact an Amerigroup care coordinator and request that a specific dental office be listed at their dental home. • As long as a dentist is a credentialed provider with Amerigroup / Scion, that dentist can still see these particular patients and file claims for services rendered in accordance with current regulations and guidelines even if that dentist is not listed as their dental home.

Medicaid Provider Revalidation

Enrollee Surge Due Soon for Medicaid and PeachCare?

Starting April 1, 2014, DCH implemented two requirements of the Affordable Care Act (ACA)—Revalidation of Enrollment (Revalidation) and Application Fees. (Please note that dental providers ARE NOT subject to Application Fees. These are only for specific facility types, not individual practitioners.) The process will begin on a rolling basis with providers who enrolled in Georgia Medicaid / PeachCare for Kids before December 31, 2012. HP Enterprises will notify providers by letter when it is time for them to revalidate their information. Revalidation is applicable to all providers at ALL service locations. These ACA requirements were enacted with the intention to help reduce fraud, waste, and abuse of the Medicaid program. The ACA requires that Revalidation be conducted every five years. All providers are urged to update their contact information in the Georgia Medicaid Management Information System (GAMMIS) at www.mmis.georgia.gov so that DCH can easily contact you. Provider Enrollment Information Update Effective January 1, 2015, DCH and HP Enterprises will no longer accept paper enrollment applications from individual providers. Individual providers may enroll in Medicaid through GAMMIS at www.mmis.georgia.gov under the Provider Enrollment tab. After an application is completed and submitted, a dentist will receive an Automated Tracking Number.

Although Georgia’s governor has adamantly resisted expanding Georgia’s Medicaid population as allowed under the Affordable Care Act, Georgia may still see its Medicaid and PeachCare rolls increase by tens of thousands of people. As individuals have signed up for insurance through the federally run health exchange, the state has uncovered individuals who are Medicaid eligible but not enrolled. Clyde Reese, the commissioner of the Department of Community Health, told Georgia Health News that Georgia is finally receiving a seamless electronic transfer of data on applicants from the federally run health exchange. These potential sign-ups in Georgia have been stalled for months due to technological snags.

The Department of Community Health told Georgia Health News in late May that the department has received more than 88,000 applications from the federal government’s insurance exchange. The department is now evaluating these individuals for possible eligibility in the Medicaid and PeachCare for Kids programs. This expansion may have a significant financial impact on states, such as Georgia, that did not expand their Medicaid programs. In states that have expanded Medicaid as part of the ACA, the federal government is paying for 100 percent of costs for the first three years for enrollees who became eligible because of expansion. But for any previously eligible beneficiaries (such as those uncovered by the data exchange process), states get only a standard federal matching rate. That means that while the federal government pays for two-thirds of Medicaid spending for these individuals in Georgia, the state must pay for the remainder. (From Georgia Health News.)

Dentists Support Inaugural GDA Delete Blood Cancer Campaign During May and June 2014, the Georgia Dental Association is partnering with Delete Blood Cancer DKMS to host a state-wide drive to help register dental patients as potential life-saving donors. Thanks to the 95 dental offices and more than 100 GDA dentists who are volunteering as part in this campaign. “We are proud to partner in this campaign,” said Dr. Robin Reich, GDA Public Relations Committee chair and eager Delete Blood Cancer volunteer. “Every time a GDA dentist encourages a patient to register, swab, and become a potential donor, that creates the possibility of a life being saved.” Already stories are popping up about successful dentist and patient registration connections. Dr. Richard A. Smith of Atlanta reports on one encounter: “A patient of mine who is a young mother told me she had always wanted to become a donor but the time was never right,” said Dr. Smith. “However, she had been thinking recently the time WAS right but she just didn’t know where to go to participate. Then she came to our office! She told us this had been a long time goal of hers and she was thankful we were helping her achieve her goal.”

How the Program Works GDA member dentists who signed up to participate in the campaign were invited to take part in an orientation and training webinar. dentists and staff educate patients on the importance of registering as a potential donor and the donation process. The target group is healthy individuals between the ages of 18 and 55 who are at least 4’10” and weigh more than 110 pounds. From May 1 until June 30, 2014, interested patients and other individuals are invited to fill out a Delete Blood Cancer registration form and swab the inside of their mouth onsite at participating dental offices. At the end of the campaign, dental offices will send back all registration forms, swabs, and unused materials. Delete Blood Cancer will test the swabs. All potential donors will be listed on the national bone marrow donor registry. The GDA hopes that each participating Georgia dental office can register 10 eligible patients or staff members by June 30. That would place us very close to 1,000 registrations! Oral health and overall health are intricately linked. Georgia dentists are on the forefront of detection and prevention for a wide range of health care problems and issues. In addition to potentially saving the lives of individuals diagnosed with blood cancers, this partnership between the GDA and Delete Blood Cancer highlights the relationship between oral health and overall health and the important role dentists play as health care providers.

educate patients about the value of “swabbing up” and becoming potential bone marrow donors. We know each office is extending a great deal of effort during this campaign. First, the dentists and staff needed to educate themselves on the program so as to be comfortable talking to patients. At least one dental office hosted a staff lunch and learn where they viewed a Delete Blood Cancer professional training webinar and talked about ways to reach out to patients. This office reported that they enjoyed the chance to learn about something new and become really motivated about giving back. Dentists consistently reported that staff members were excited about talking to patients. (In fact, several offices reported signing up staff members as potential donors in addition to patients.) However, completing the full donor enrollment process often required the efforts of both chairside and front office staff to educate patients and then enable patients to self-swab and register. So, offices had to learn how to best handle taking multiple extra steps with patients in an often time-crunched schedule. In addition, some offices had difficulty identifying patients who fit the specific age, weight, and health requirements to become a viable potential donor. But the end result was usually very satisfactory in terms of dentists building office camaraderie and showing patients and their communities that dentists care. What is Delete Blood Cancer? Delete Blood Cancer is part of the largest bone marrow donor center in the world, DKMS, operating in the U.S., Germany, Poland, Spain, and the United Kingdom. Since beginning with one family’s search for a bone marrow donor, Delete Blood Cancer has registered more than 4 million donors worldwide and facilitated nearly 40,000 lifesaving transplants. On average, about 150,000 Americans are diagnosed every year with a blood cancer such as leukemia, lymphoma, or myeloma. This does not include the number of people affected by blood diseases, such as severe forms of anemia, which call for similar treatment methods. Nearly 70 percent of patients requiring a transplant will need one from an unrelated donor and less than half of patients looking for a donor match will find one. Delete Blood Cancer is dedicated to beating these odds and saving more lives. Another part of Delete Blood Cancer’s mission is to educate and dispel the myths about bone marrow donation. There are two methods of donation. In 75 percent of cases, donations are given via the Peripheral Blood Stem Cell Donation method, where stem cells are collected from the donor’s blood stream. The second method requires bone marrow cells to be extracted from the backside of the pelvic bone via a thin needle. The latter is a outpatient procedure— performed while the donor is under anesthesia—that does not require suturing or stitches. The donor’s bone marrow is completely replenished within a few weeks.

The state also has 56 senators, each of whom represent an average of 172,994 residents. That is a great many residents prepared to offer a wide range of opinions on how legislators should act on the issues noted above plus dozens more. How can dentists project their voices above the clamor and reach legislators’ hearts and minds about issues important to patients and the profession? One way is through an effective political action committee like the Georgia Dental Association Political Action Committee (GADPAC).

The Purpose of GADPAC A political action committee is an organization set up for the purpose of collecting voluntary contributions from a large num-

ber of individuals, aggregating those contributions into one fund, and making distributions as guided by law from that fund to support a particular cause or campaign. “The main purpose of GADPAC is to help elect legislators and statewide officials who support oral health and the patients we serve,” said GADPAC Board Chairman Dr. Richard Weinman. “Through support from the PAC, we hope to create a relationship with the legislators and officials who will listen to our messages. We can only succeed on the merits of our positions, but you cannot succeed if you do not have the opportunity to state your case.” GADPAC offers Georgia dentists a powerful way of making candidates for public office aware of the challenges that confront oral health care professionals and patients. The Georgia PAC is bipartisan which means PAC funds are used to support all candidates who understand the importance of dentistry and issues faced by small business owners.

How Does GADPAC Work? Each year, the GADPAC board meets to identify legislators and candidates for public office who understand, or have indicated they do understand, the important issues facing dentistry. The board, made up of dentists from every GDA district, works very hard to find the candidates who share the GDA’s vision of what quality oral health care is and should be. After the board identifies the slate of legislators to support, they decide how much will be donated to a legislator’s or candidate’s campaign fund. A candidate or legislator typically then uses these funds for the normal functions of elections like printing yard signs, running direct mail campaigns, and buying campaign ads. Running for public office is expensive— and getting more so every year. The truth is that candidates cannot be elected to office, even state offices, without a significant amount of financial support. In fact, for the round of state elections held in Georgia in 2012, the average successful candidate for the State Senate raised $122,935 per person. The average successful

candidate for the State House of Representatives raised $64,603 per person. In total, 447 candidates for state level elected positions in Georgia during 2012 raised $28,703,788. (FollowTheMoney.org) GADPAC supporters across Georgia believe that the voices of ethical health care professionals, dental patients, and small business owners should be clearly heard as part of the lawmaking process. The profession and patients deserve protection against ill-advised public policies, unreasonable laws, and regulations that could lower the quality of dental care.

Ways to Support GADPAC Many Georgia dentists, approximately 1,000 in 2014, contribute annually to GADPAC via their GDA dues statements. Additionally, some 662 dental Alliance spouse members contributed to GADPAC this year. However, the challenges that face dentistry are growing and the PAC needs to be as strong as possible to meet those challenges and be an effective voice for our profession. That means GADPAC needs as many dentists, Alliance dental spouses, and dental students as possible to financially support the organization. There are two ways you can choose to support your PAC today: 1. Contact the GDA office at (800) 4324357 or (404) 636-7553 for information on mailing a check to GADPAC. The suggested contribution level is $160, of which $49 goes to ADPAC (the American Dental Association PAC). Because the contribution to GADPAC will now be more than $100, state ethics law requires that we disclose your name, employer, and occupation. This disclosure will only detail your contribution to GADPAC, and not any specific contribution to a candidate. Contributions to a PAC are voluntary, and are not tax-deductible.

President’s Report— Dr. Marshall Mann Dr. Mann welcomed the GDA’s Executive Director, Frank J. Capaldo, to his first Board meeting and thanked Drs. Hannah Oh and John Iaculli, members of the 2014 Leadership GDA class, for attending.

Dr. Mann informed the Board that the ADA has initiated a Health Insurance Web Portal to assist members with purchasing health insurance. He and GDA staff met with the ADA staff and two dentists from the Council on Members Insurance to obtain more information about the portal and the process utilized by the ADA for implementation. Dr. Mann also stated that the first information that is presented for Georgia dentists is the Georgia Dental Insurance Services (GDIS) information, which means that dentists will be directed there first before the Exchange information is presented.

Associate Executive Director’s Report—Nelda Greene Donated Dental Services (DDS): Ms. Greene presented a request from DDS to endorse the program. DDS coordinates dentist and dental lab volunteers who provide free care to patients whose financial challenges result from functional limitations related to advanced age and/or medical, mental, and physical disabilities. [14-4.01] Dr. David Bradberry moved for the GDA to endorse the Donated Dental Services (DDS) program and to work with the DDS staff to promote the program to GDA members. The motion passed unanimously.

Committees—ADA Delegation Dr. Carol Wolff reported that there are two vacancies on the ADA Delegation: Northern District Alternate Delegate position currently held by Dr. Ben Jernigan, who will take the Officer Position when elected as GDA Vice president; and the Eastern District Alternate Position currently held by Dr. Andy Allgood who resigned. The Eastern District reported that they are working on

a replacement and will report on their replacement in June. [14-4.02] Dr. Donald Brown moved for the Board to accept the Northern District’s nomination of Dr. Bob O’Donnell as the Northern District Alternate Delegate on the ADA Delegation that is currently held by Dr. Ben Jernigan (Term expires January 2015). Committees— Constitution and Bylaws Dr. Bob O’Donnell presented proposed changes from the Constitution and Bylaws Committee to the GDA Policy Manual regarding reimbursement for GDA representatives traveling out of state. [14-4.03] The Constitution and Bylaws Committee recommended that the Board of Trustees approve the following changes to the GDA Policy Manual (additions are underlined; deletions are struck):

FINANCE DUTIES The Finance Committee shall, in consultation with the officers and committee chairmen of the GDA, prepare annually a budget showing sources and estimated amounts of income and estimated disbursements for the following year and shall be responsible for all investments of the GDA and recommendations on endorsements involving royalty income. 8. As soon as that information is available, the GDA will request a copy so that the GDA’s workforce data are up to date. Executive Session The Board went into Executive Session from 10:10 a.m. to 11:15 a.m. [14-4.04] The Patient Protection Task Force recommends that the GDA not accept the Demand Study from the Georgia Health Policy Center. The motion passed unanimously. [14-4.05] The Patient Protection Task Force recommends that GDA staff confirm in writing to the Georgia Health Policy Center (GHPC) that the GHPC will not publish or distribute the demand study.
