The unapplied point is orphans’ registry office. At present, we don’t know how many children are parked in the institutes and the consequences of this have repercussions both on the juvenile courts (which should get detailed six-monthly reports from institutes) and on the judges themselves, who should periodically inspect them. If we don’t know the exact number of children and their personal situations, it is impossible to make adoptions and custodies work. Apart from this, we presume there aren’t administrative controls: how does the state allocate public funds? On which basis these subsidies are distributed if we don’t really know the number of children to help? Now, that’s why the undersigned Gabriele Cervi is addressing to You as European Mediator so that You can intervene to Italian Ministries, to the state or to the government, or to anyone else to point out the bad administration of institutions and community bodies in our country. At present, we don’t know how many children are parked in the institutes, except for the regions of Lombardy and Tuscany which have suitable regional registers. The consequences of this have repercussions both on the juvenile courts (which should get detailed six-monthly reports from institutes) and on the judges themselves, who should periodically inspect them. If we don’t know the exact number of children and their personal situations, it is impossible to make adoptions and custodies work. Apart from this, we presume there aren’t administrative controls: how does the state allocate public funds (it is about 24 thousand milliard a year)? On which basis these subsidies are distributed if we don’t really know the number of children to help? Now, that’s why the undersigned Gabriele Cervi is addressing to You as European Mediator, so that You can intervene to the Ministry for Social Affairs, Mrs Livia Turco MP, or to the government, to point out the non-application of equal treatment and the bad administration of institutions, as institutes should be temporary welcome centres, in accordance with European standards. 43
