CiGob FOUNDATION CiGob works to strengthen the Government Offices, giving them specific tools for decisionmaking and training programs for their teams capable of facing the complexity involved in the exercise of government today.

CiGob WORKLINES

[GOVERNMENT OFFICE DESIGN] CiGob works on developing and implementing methodologies as well as on software supplies to strengthen the process of decision-making in public Government organizations.

[EDUCATION] With the purpose of strengthen our country and Latin America’s leadership capabilities to confront complex situations, CiGob creates the Education and Training Program for Political Leadership. It is specifically designed for technical-political Government stratum.

[REASERCH] Looking continuously to improve in its learning and management proposals, CiGob carries out investigations about national and international experiences about Political Top Management systems and working practices.

CiGob GOVERNMENT OFFICE DESIGN In order to strengthen the Ruler’s Office, an area in which the highest authority of a public organization develops decision-making process of government, CiGob develops and proposes the implementation of various support tools for Top Management.

Technical-Political Unit Coordinates an integrated system of the Ruler’s formal advice, who works from a processing method that values technical and political Governance issues.

Performance Management by Results It is that the allocation of resources for the production of public policies will be based on achievement of management goals. This system demands to operate some basic components to be installed in the Offices of Government, Strategic and Operational Plan and Linkage with the Budget Planning.

Management Evaluation Allows having a system of key indicators that lead to the installation of a dashboard in the Office of Government to monitor the management and the degree of compliance with the commitments made in the strategic management framework.

Strategic Agenda Allows setting filters and rules for the leader to organize his working time in order to ensure that emergencies do not control his agenda to the detriment of importance.

Cabinet Consists of a set of rules that establish the leader’s meetings with his management team as a forum for decision-making and the establishment of management agreements.

Social Reality Monitoring Its purpose is to provide information to the Ruler of society’s expectations about the problems facing in his management.

CiGob EDUCATION The CiGob Foundation has developed a program, geared towards preparing Government’s exercise, providing training on a conceptual framework to process the complexity of decisions and training in the use of tools to manage, advise and have a bearing on governmental management.

Political leadership training program Program Features Demand-Driven / The contents of the Program stem from a stu dy about the demands of skills required for Top Government Management, taking as a framework approach to skill training. Program Modules Social game theory: a science for action Objective: To train participants in the conceptual framework of the Social Game Theory, developed by Prof. Carlos Matus, consisting of a transdisciplinary approach to understand and act on the power play under situations of uncertainty and power sharing.

Managing the Organization Change Objective: To provide participants with a method to operate on the existing culture in public organizations, identifying the needs for change and leading the improvement of process towards higher levels of management quality

Design of the Government’s Office Objective: To train participants in the use of filters and support systems for decision-making, in order to conduct a public organization and to preserve the management focus on project priorities.

The government Budget aligned with the priorities of the Government project Objective: To train participants in using the budget as a true management tool, using a methodology to link the allocation of public resources to the project priorities, and allowing the accountability by results.

Management Evaluation System Objective: To train participants in the management of the rules for the installation and use of an evaluation system by management commitments in public organization that will install a practice of accountability by results and thus pulls the system toward greater levels of quality in public production.

Communication as a strategic resource for achieving results Objective: To train participants to understand and apply the language of communication as a tool to stimulate and coordinate actions through the acquisition of skills that will help relax the thinking, enhance expertise and creativity, and improve interpersonal relationships in work teams.

CiGob EDUCATION - CONT. Results-oriented organizational design Objective: To train participants on a method to design the management plan of public organization best suited to achieve the institutional production that will ensure the achievement of the outcomes defined in the Plan of Government.

Accountability mechanisms and civil society participation Objective: To train participants to incorporate an accountability practice towards society, through the incorporation of participation and co-management with social actors as an intrinsic dimension to government plan management.

CiGob PUBLICATIONS After many years being sold out in the publishing market in Latin America, there are available a series of books by Carlos Matus that the Science Development and Methods of Government Foundation (CiGob) began publishing in Argentina and throughout Latin America, in conjunction with the Altadir Foundation and the National University of La Matanza.

The Leader without General Staff In this book, Carlos Matus starkly presents to us the arrival of a leader to his government office, combining a fine description of his daily life with a lucid analysis that articulates a systemic and comprehensive vision from what he calls “Science and Methods of Government”. Given the crisis of political parties and State’s crisis, Matus proposes, “to revolutionize the style of politics and style of government” as a solution to the crisis of parties and politics, for which introduces and develops the technopolitical analysis , which is a methodology of interpretation that combines science with ideology.

The Three Belts of Government In “The Three Belts of Government”, Professor Carlos Matus presents a theoretical proposal to carry out public modernization. The centerpiece of the proposal is aimed at increasing the capacity of government. The proposal is based on critical analysis of repeated failures in the reform processes implemented in Latin America and among other things highlights the need for the process to constitute a revolution of the public apparatus, so it will be a systemic process acting on the organization culture and not confined to formal change and policy type.

Govern Plan: the PES method. Interview with Carlos Matus In this book, Professor Carlos Matus examines the contrast between traditional planning and Situational Strategic Planning (PES) method that he has created, synthesized in four key questions: How to explain the reality? How to design the plan? How to enable the necessary plan? How to act every day in a planned manner?

CiGob INICIATIVES Since we intend to generate CiGob areas of discussion, reflection and multi-acting knowledge production with the objective of contributing to the conversation about opportunities and challenges that a everytime more complex and interconnected world presents. In recent decades there have been processes of change driven by technological innovation and globalization in a context of extreme complexity. The changes that occur rapidly affect others at unthinkable speed, new actors show up on scene and power is no longer in a few hands. The future becomes increasingly more complex and unpredictable. That’s why we conduct several conversation meetings that allow to call people that are interested in thinking about the future of the country.

WORKING BREAKFASTS

We created a dynamic of events that calls for the Argentina forward thinking. We seek to recover the value of conversation and the encounter as a creator of opportunities and knowledge. That is why in 2010 we made the 1st edition of the Working Breakfasts, of the Cycle: Challenges and Prospects to govern between complexity. Some of the issues that concern us and that were exposed by well-known guests from different areas were: the direction of MDTs (Multi-Disciplinary Teams), equipment for Top competence, communication and new technologies, education and the challenges for the XXI Century and to think about the State been faced with new scenarios, among others. The cycle was a success, more than 150 people participated in it, achieving to build a systematic conversation field that invited to think and construct knowledge about the skills needed to govern in the present context. POLITICS INTERNATIONAL FORUM

In recent years, many players reflect about new technologies and their impact on society. There are many meetings about this topic destined to know about successful experiences on the use of new technologies in different areas and for different purposes. However, we consider important to provide a contribution to this debate from the perspective of the challenges and opportunities that the “information age” is to the policy and governance. It is an integrative proposal promoted by the Foundation only trying to overcome technological visions (centered on the discussion of tools) and communication (focusing exclusively on the presence of political actors in social networks). We believe that the concept of “Government 2.0” should go far beyond the mere presence on Facebook or Twitter: it is about exploring unreleased, creative features to realize a true “power shift” from an opening of Government community, with the risk and opportunity involved. The PoliTics forum’s objective is to create a multi-actor field of dialogue that enhances and enriches the discussion and debate about the challenges and opportunities of incorporating new technologies into the relationships between people and governments. In March of 2011 the first edition of Politics Forum that took place in the Centro Cultural Borges in Buenos Aires City. On this occasion we had the participation of Chile’s former President, Dr. Ricardo Lagos and the Ambassador of Spain

in Argentina, Amb. Rafael Estrella, as well as speakers on the topic, as Dr. Andrew Schuschny, Prof. Alejandro Piscitelli, Grad. Cesar Calderon and Grad. Hernán Nadal, among others. We also counted on the participation in panels of members of national and local government, and Directors of national political parties that are implementing Web 2.0 strategies for linking with the public. This event was the trigger of Web Platform PoliTics Forum (www.foropolitics.org) that aims to link the multiplicity of actors that from different perspectives and industries are interested in impacting on the ability of government from innovation in collaborative tools.

“FOR THE LIBERTAD NEIGHBORHOOD” PROJECT CiGob Foundation works methodologically on the social collaborative project called “For the Libertad Neighborhood” (PBL in Spanish: “Por el Barrio Libertad”). The Foundation assists in the design of the intervention project from the application of methodologies of work based on the Altadir Popular Planning Method (MAPP) developed by Prof. Carlos Matus, seeking to clarify and understand the problem to be faced, and then identify viable and sustainable strategies for action to confront them. This is a simple working but creative method, designed to handle problems at a community level, allowing people to engage with the reality they live in, processing problems and designing solutions. It proposes that those who participate in the process to identify and select the issues they consider most relevant, would define a hierarchy of ways of facing them with tools at their disposal. The Libertad Neighborhood, in which the project carries out, is located in the district of Hurlingham, in the northwest of Buenos Aires. It gives home to about sixty families in overcrowded conditions and health risk. Most households are poor, lack access to main public services and, in many cases, residents have their basic needs unsatisfied. The PBL project was born from the concern of a group of people for over 30 years working with neighborhood residents and those who are united by a need to positively impact in a sustainable manner, impro-

ving their inside living conditions. The project targets on facing the lack of accessibility for children between 5 and 12 years in appropriate areas where they can engage in recreational activities, receive psychology containment, and to strengthen their learning abilities. As a result of the intervention, at this date we achieved to reconstruct the community room of the neighborhood in which are carried out, through the efforts of multiple actors, academic support activities, recreational and cultural activities, and where snacks are served for kids every afternoon. Marcos Jasin - Vice President Advocate (UBA), specialized in Management, Organizational Development and Regulations of the Public Sector. During the last twenty years has advised of National, Provincial and Municipal governments and organizations. Held various positions in public domain, including Legal Assistant Secretary of the Ministry of Economy of Argentina in 2002. As a Consultant, has participated in various programs funded by the Inter-American Development Bank (IDB), the World Bank (IBRD), UNICEF, WHO / PAHO and other Funding Agencies and International Cooperation.

Gabriel Crugeiras - Treasurer Certified Public Accountant (UBA). Specializing in Financial Management in the Public Sector, and in Business Process Improvement at the national, provincial and local levels. He has worked as a consultant in various national programs. In the private sector he has been active both internal and external audits.

Luciana Inés Carpinacci - Executive Secretary Master of Business and International Relations (FLACSO and the University of Barcelona, 2008). Has specialized in advising public organizations in planning, budgeting by results and international technical cooperation. Has been consultant to the Program for the Modernization of Public Administration of the Cabinet of Ministers, Ministry of Foreign Affairs, International Trade and Worship and the Ministry of Economy, in the area of strengthening Government Financial Management. Currently, she serves as head of Education and Training Program for Political Management at the CiGob Foundation. Holds the Professorship of the Tres de Febrero National University. Her thesis topic is: “20032007: The Argentine government’s relationship with the World Bank in the post crisis: lessons for rethinking the role of the organization in halfway-countries development”

Martin Salvador Alfandari - Institutional Development Advocate (UBA, 2008), focusing on public law and public international law. Provincial strengthening Project Analyst at Chaco, Córdoba and Tierra del Fuego and nationally in the Ministry of Environment. Also collaborated in the development of SOPP, tool that links the institutional plan and budget for public organizations aimed at strengthening the decision-making of the Political Directorate. Currently, he serves as coordinator of institutional development and participates in the project development

Juan Ignacio Babino - Research and Development BA in Political Science (UBA, 2006), specializing in building processes of public policy. High Diplomat in Management and Public Policy Control (FLACSO, 2009) He is currently the coordinator of CiGob Foundation Research and Development Area .Involved in Tasks of designing strategic plans for local and national level and in conducting research on national and international experience in management systems and work practices in Top Management Policy. He works as well as the overall coordinator of the organizing team field PoliTics Forum, promoted by the Cigob Foundation , reflection and knowledge production dedicated to open government issues and collaborative through new communication and information technologies.

Pablo D’Alessandro - Strategic Planning BA in Political Science specializing in Strategic Planning and Project Development, with postgraduate studies in Management and Control of Public Policy. More than 10 years dedicated to advising governments on strategic planning and management control at the municipal, provincial and national levels. As a consultant has been involved in various projects financed by the Inter-American Development Bank (IDB) and World Bank (IBRD) has coordinated project teams and led training processes for facility management models linked to results.

Mariana Jasin - Tools for Government Offices Bachelor in Business Administration (Economics Faculty UBA, 2001), Master in Business Administration (MBA, U. Di Tella, 2007). In recent years she has worked on projects for operational management, training and use of new technologies. As a Teacher, participates in specialization courses at the Faculty of Law and Economics, UBA, as well as the University T. Di Tella, in research projects, study cases and graduate thesis supervision. She currently serves at CIGOB on the implementation of new tools for the senior management level of government.

Gonzalo Martinez - Coach Assistant Certified on Public Management, Catholic University of Cordoba. Has a long track record on issues related to university education in Argentina. He was a member of nongovernmental organizations specializing in governance, as the Association of Young Political Scientists in the San Juan province.

Gabriela Miró - Administration Manager Degree in Nutrition, University of Buenos Aires (UBA, 2009).With experience in organizing conferences, seminars and training courses related to national and international public financial management.

Fernanda Schilman - Operational Planning Ph.D. in Economics and Management in the specific area of sociology at the University Rovira i Virgili (Tarragona, Spain). She earned her Master in Economic Sociology at the Institute of Social Studies (IDEAS / UNGSM) and a BA in Sociology from the University of Buenos Aires. She currently serves on the National Institutes of Health Laboratories and technical assistance to the Directorate of Administration.
