Fulbright Commission News Romanian Order of Cultural Merit Awarded to the Fulbright Commission In recognition of outstanding value of the 55 year long Fulbright Program in Romania, of its contribution to structuring educational and cultural exchanges between the United States and Romania and to increasing the mutual understanding between Americans and Romanians, the Romanian-U.S. Fulbright Commission was conferred the Order of Cultural Merit. The distinction was awarded Monday, January 25, by President Klaus Iohannis to Fulbright Commission E.D. Rodica Mihăilă in the presence of H.E. Hans Klemm, Ambassador of the United States of America in Romania, Lazăr Comănescu, Minister of Foreign Affairs, Adrian Curaj, Minister of Education, Remus Pricopie, President of the Romanian Fulbright Board, U.S. Embassy Staff, Members of the Romanian Fulbright Board, American Fulbright grantees and Fulbright Commission staff. President Iohannis and Ambassador Klemm made remarks on the value and contribution of the Fulbright Program to complete and strengthen the Strategic Partnership between Romania and the United States, to the friendship between the two peoples.

Now Open: Fulbright Student Award 2017-2018 The Romanian-U.S. Fulbright Commission is pleased to announce the 2017-2018 Fulbright Student Award competition for master‟s study or research in the United States. The Fulbright Student Award provides international travel, tuition and university fees within established budget limits, books and supplies allowance, accident/sickness insurance and a living stipend for one academic year. Application deadline: May 9, 2016.

Fulbright Commission News Welcome to U.S. Fulbright Grantees 2015-2016 The beginning of every new academic year in Romania coincides with the arrival of the new group of American Senior Scholars, Researchers and ETA Student grantees. In their honor, the RomanianU.S. Fulbright Commission organizes every October the Orientation Seminar aimed at introducing them to the new environment and help them adapt, know each other as well as Romanian academics, colleagues and alumni of the program. The current group of American Fulbright grantees consists of professors and students who are teaching and performing research in the fields of American Studies, Philosophy, Sociology and Social Work, Public Health, Mathematics and Computer Sciences, Political Science, Literature and Creative Writing, English Teaching Assistantships at universities and institutions in Bucharest, Cluj-Napoca, Iasi, Brasov, Constanta, Timisoara, Suceava and Oradea. On October 8, the newly arrived American grantees were welcomed by U.S. and Romanian high officials, and received information on different topical subjects by U.S. Embassy experts and Romanian and U.S. alumni of the program. In the evening, a welcome party was organized for our guests at Casa Oamenilor de Stiinta, an event which was honored by the presence of Hans Klemm, the new U.S. Ambassador to Romania. On Friday, October 9, the group visited Peles and Pelisor Castles in Sinaia. U.S. Alumni Fair in Bucharest & Fulbright 55th Anniversary Joint Celebration On Friday, November 20, the Romanian-U.S. Fulbright Commission, together with EducationUSA and the U.S. Embassy in Bucharest, marked the International Education Week by organizing the second edition of our very own U.S. Alumni Fair, hosted by “Ion Mincu” University of Architecture. The event also marked the 55th anniversary of the Fulbright program in Romania. Following a brief introduction by Prof. Rodica Mihăilă, the executive director of the Fulbright Commission, the visitors were welcomed by Dean Thompson, Deputy Chief of Mission, U. S. Embassy in Bucharest, and Prof. Zeno Bogdănescu, Rector of the “Ion Mincu” University of Architecture. 26 alumni of various American universities – members of the U.S. embassy staff and U.S. Fulbright grantees – came together as representatives of their alma maters and spoke to over 300 visitors, acting as their guides on an exploration of the American college experience. During the 3-hour event, the high school and college students visiting the fair, together with their teachers and parents, had the opportunity to interact with the American alumni and to get more in-depth information on the free services and resources offered by the Fulbright Educational Advising Center-EducationUSA. Apart from students from top Bucharest high schools, the fair was also attended by groups of students, accompanied by their teachers, from other counties and cities, including Brăila, Constanţa, Ilfov, Giurgiu, Argeș and Dâmbovița.

Fulbright Commission News ► FROM U.S. AND ROMANIAN FULBRIGHTERS A Charming Fulbright Story From Janice Irvine, Professor of Sociology at the University of Massachusetts and a U.S. Fulbright Scholar affiliated with Babeș-Bolyai University of Cluj “In addition to my research and teaching, I recently had an extraordinary Fulbright experience I wanted to share. My mother was born in Tătărești, a tiny, remote village near Satu Mare, and my sister was here last week for a short trip we had planned to Maramureș. We managed to find Tătărești on the drive up, and stopped for what we thought would be a brief visit. We were standing outside the church and the priest came out of his house to talk with us. Before I knew it, he was on the phone with someone and then said to us, „Your relatives will be here in five minutes.‟ Soon we were surrounded by several cousins, all of us hugging and weeping. We visited with them and some other newly-discovered relatives in Satu Mare all afternoon, with the priest translating for us. My sister and I had no idea we had relatives in România, and we are still in shock. It has been a life-altering experience to find this out.” Fulbright Scholar Receives the EUPRERA PhD Award for Excellent Doctoral Theses Dr. Alina Dolea, Fulbright Scholar at Annenberg School for Communication and Journalism, University of Southern California, received the EUPRERA PhD Award for Excellent Doctoral Theses. This is a bi-annual prize aimed to stimulate the academic discussion and build the body of knowledge in communication management across Europe. As the jury appreciated, “in the light of upcoming attention to nations, the topic of the thesis is very relevant. It is studied not only in communication studies but also in political science, economy and sociology. [...] She [Alina Dolea] develops her own interdisciplinary and social constructivist approach to country promotion, instead of the often used functionalistic approach.” “World Literature: Made in America” This special-focus issue of American Book Review addresses in the words of its guest editor, Professor Christian Moraru, a defining development in contemporary, especially 21st-century American and other literatures and cultures: the “worlding” of the aesthetic imaginary. As the contributors point out with reference to recent titles and developments in fiction, theory, and criticism, American writers see themselves, more substantially than ever before in the history of U. S. literature, with the wider world. They are so insistent and so insightful in their worldly reiterations of Americanness and in their American inscriptions of the world that critics are already talking about new “genres” such as the global, transnational, or planetary novel. Professor Moraru was a Fulbright Specialist at the University of Bucharest in May 2015. Professor Razzaghi’s Visit to Cluj At the end of October, Mohsen Razzaghi, a Fulbright scholar at the Department of Mathematics and Computer Science at the Technical University of Civil Engineering in Bucharest, was invited by Professor Mircea Ivan, Head of the Department of Mathematics at the Technical University of ClujNapoca, to visit the University and present a seminar on his research at that University. During his presence in Cluj, Dr. Razzaghi had discussions with students and faculty members of the Technical University about his research and his other scholarly activities and presented a talk entitled "Numerical solution of fractional differential equations by using fractional Taylor series”.

Fulbright Commission News ► FROM U.S. AND ROMANIAN FULBRIGHTERS The Global Leadership Forum for Hubert H. Humphrey Fellows Ioana Tamas, 2015-2016 Hubert H. Humphrey fellow, participated in the Global Leadership Forum held in Washington D.C. in October. The event, whose main theme was Climate Change, was attended by 166 Humphrey grantees from all across the U.S. Ioana, the only Humphrey grantee in the field of Cultural Policies present at the event, met people from 95 countries from 4 continents and had numerous opportunities to talk to other grantees working on projects with a focus on tangible cultural heritage, urbanism and human rights - fields that frequently intersect the cultural policies area. Ioana attended the reception organized in honor of the participants by the U.S. Department of State and the Institute of International Education, hosted at Benjamin Franklin Hall, the U.S. Department of State. Solving a Dilemma Professor Stephen J. Cutler, a Fulbright Specialist at the Faculty of Sociology and Social Assistance of the University of Bucharest, launched a debate on aging thought-provokingly entitled “What's A Young Guy Like You Doing Studying Old People? “ The dialogue was hosted by the Faculty of Sociology in October. Fulbright Alumnus Receives “Gordon C. Oates Air Breathing Propulsion” Award As a Fulbright Student grantee in 2011, Ciprian Dumitrache received a Master‟s degree in the field of Aerospace Propulsion Systems at Georgia Institute of Technology, the Aerospace Engineering Department. An alumnus of the Fulbright program in Romania, Ciprian is now earning a doctoral degree in mechanical engineering at Colorado State University. This year he was granted the “Gordon C. Oates Air Breathing Propulsion” award, for his research related to air breathing propulsion, by the American Institute of Aeronautics and Astronautics (AIAA). Workshop on Creative Writing in Bucharest The Department of American Studies at the University of Bucharest organized a Workshop on Creative Writing and Translation on November 19, 2015 conducted by poet & translator Tara Skurtu, currently a Fulbright ETA Student affiliated with Transilvania University in Brasov. Under her guidance, 1st year American Studies students were initiated in the creative writing process by means of a series of activities, such as writing a poem and translations of short texts, as a group exercise. The Fulbright Community in Massachusetts Welcomes New Scholars Dr. Alina Tudor Hossu, Fulbright Visiting Scholar in Environmental Sciences at Massachusetts Institute of Technology, and Fulbright Student grantee Andreea Iancu, a junior researcher affiliated with the University of Massachusetts, attended the welcoming reception for visiting Fulbrighters and Fulbright alumni, held at the Northeastern University, Boston MA, in October.

Fulbright Commission News ► FROM U.S. AND ROMANIAN FULBRIGHTERS Fulbrighter Conferences on Anti-Corruption in Cluj Amy Liu, Assistant Professor at the University of Texas at Austin and Fulbright Scholar at the University of Bucharest, gave a lecture at Babeş-Bolyai University on 9 December 2015. The talk, titled “Anti-Corruption Campaigns and Migrant Attitudes: Evidence from Romania”, focused specifically on ANAF‟s (Administraţia Natională de Administrare Fiscală) recent raids on Chinatown (Dragonul Roşu). Using survey data collected before and after the anti-corruption campaign began, Amy showed how these transparency efforts have had a negative effect on Chinese attitudes toward local authorities, local Romanians, and their long plans in Romania. Greetings from Sintia Radu, Fulbright Student Grantee, U. of Missouri, Columbia "I came to the University of Missouri, Columbia, to study an interesting mixture of documentary film and international reporting. It‟s funny, it seems I‟ve been here forever, most likely because the program is way more demanding than I could have ever imagined. I was told right from the beginning I am at the best journalism school in the world, and boy, were they right. Mizzou is truly an outstanding place to delve in pretty much every area in the media. I am very lucky to be part of the first generation of students who undergo the Documentary sequence here that mixes advanced storytelling skills with sophisticated video techniques. A dream for any journalist who wants to cross from news to long-form multimedia.” Summit of Integrity for Prosperity Samuel Echevarria-Cruz, Associate Professor at Austin Community College and a Fulbright Scholar in Romania this year, participated as a speaker in the Summit of Integrity for Prosperity organized by Transparency International Romania at “Lucian Blaga” University in Sibiu on November 23, 2015. Among the subjects debated during the Summit were the importance of ethics in education, the academic partnership and the business environment, ethics of business and social responsibility and the historic and cultural perspective on integrity.

Transylvanian Ethnomusicology with Colleen Bertsch Colleen Bertsch, violin player currently involved in an Ethnomusicology Fulbright project at the Music Academy "Gheorghe Dima" in Cluj, was recently interviewed on her work in Romania by Charlie McCarron of Composer Quest, an America-based podcast. Fulbright Commission News ► FROM U.S. AND ROMANIAN FULBRIGHTERS Fulbright Presentations in Iasi, Ploiesti and Constanta During his very active presence in Romania, Mohsen Razzaghi, a Fulbright scholar in Bucharest, presented a seminar on "Solutions of fractional differential equations by polynomial series” at the University of Al. I. Cuza in Iasi, he held at the University of Ploiesti a research talk entitled "Application of the operational matrices of fractional polynomial series to fractional differential equations” and he conferenced on “Taylor series approach to fractional calculus” at the Naval Academy “Mircea cel Batran” in Constanta. Plenary Presentation on Integrated Urban Planning and Planned Communities On October 31, Daniela L. Constantin, PhD, Professor at the Bucharest University of Economic Studies and Fulbright Scholar at George Mason University (GMU) between October 2014 – February 2015 delivered a plenary presentation titled “Integrated Urban Planning and Planned Communities. The Case of Reston, U.S.” at the 11th International Conference of the Administration and Public Management Faculty of the BUES. Reston is the first modern, post-war planned community in the U.S. and has been listed for many years in the Top 10 “Best Places to Live” in the U.S. – small city category by Time inc‟s Money Magazine.

Becky Bosshart’s Short Story Found a Home in So To Speak “The first story from my MFA thesis/short story collection has found a home in So To Speak, a literary journal published by George Mason University and judged by acclaimed Station Eleven author Emily St. John Mandel. She‟s one of my favorite writers, so this has been particularly exciting for me. I‟ve mentioned both Peace Corps Ukraine and Fulbright Romania in the announcement because my story was written in and from experiences in Chernihiv and Chernivtsi. I then moved the setting to Transylvania after I started my Fulbright grant in October 2015. The principle plot of the story is based on a Romanian legend from Corvin Castle; the remaining seven short stories in this collection are set in Ukraine. I am a graduate of the Peace Corps Master‟s International program so all of these stories were written while I was in Ukraine and then edited back home at UNLV and then in Suceava, Romania.” News from Ana Maria Vijdea, Fulbright Student at Syracuse University Ana Maria is a first year graduate student at Syracuse University where she studies Film under the auspices of the Fulbright program. During the fall semester she started working on a feature length documentary about an eccentric artist who lives and works in Syracuse NY, a project which embraces the significance placed by the school on “the total filmmaker”. Shortly after the beginning of the academic year Ana has started a ciné-club that focuses on contemplative cinema. Alongside with one of her colleagues, she curated a selection of motion pictures that included two Romanian films: “Shadow of a Cloud” (Radu Jude, 2013) and “Aurora” (Cristi Puiu, 2010).

Fulbright Commission News ► FROM U.S. AND ROMANIAN FULBRIGHTERS Global Synergies An article by Michael Bloom, Fulbright Senior Grantee at the University of Medicine and Pharmacy in Cluj, has been published by GLOBAL Synergies, a magazine focused on global engagement at the University at Albany. Here is an excerpt: “Ancient history juxtaposed to modern development; an outgoing, goodnatured, and educated population; and a rich cultural heritage make Romania no less than charming: I adore it! In fact, I am currently in the midst of a Fulbrightsupported sabbatical in Cluj-Napoca, conducting research and teaching students in affiliation with Centrul de Mediu şi Sanatate, Universitatea de Medicină şi Farmacie “Iuliu Hațieganu,” and Universitatea Babeș-Bolyai Cluj School of Public Health. The Highlight of the Fulbright Experience – the Enrichment Seminar Four Romanian Fulbright Scholars attended the latest Fulbright Enrichment Seminar organized by the Council for International Exchange of Scholars (CIES) and Global Austin in Austin, Texas, from December 2nd through December 5th, 2015. Dr. Alina Dolea (University of Southern California), Dr. Cristian Ivanes (Western Illinois University), Dr. Leon Muntean (Ohio State University) and Dr. Grigore Stamatescu (University of California, Merced) joined other 65 Fulbright Fellows from 41 countries for a 3-days event entitled “Lone Star, Multiple Constituencies: Studying U.S. Elections and Political Processes and the Challenge of Diversity”. Read about their experience at: http://ow.ly/XFUgS Literary Death Match U.S. Fulbrighter Tara Skurtu won the Literary Death Match held in Bucharest, on December 4th, during the 8th edition of the Bucharest International Literature Festival (FILB - Festivalul Internațional de Literatură București). The Literary Death Match is an innovative way to present text off the page, bringing together four writers who are racing in public reading sessions in a “boxing ring”, in front of a lively audience and a panel of three judges. Romanian – U.S. Fulbright Commission & FEAC-EducationUSA at RIUF 2015 Fall Editions in Bucharest, Iași and Timișoara At the beginning of October, The Romanian-U.S. Fulbright Commission and the Fulbright Educational Advising Center/FEAC-EducationUSA were once again represented in the fall editions of the most prominent educational fair in Eastern Europe, the Romanian International University Fair 2015 (RIUF). Continuing a long tradition of strategic partnership with RIUF, we took this excellent opportunity to provide to a large public in Bucharest, Iași and Timișoara information on the Fulbright program and the path to studying in the U.S. - at the Fulbright-EducationUSA booth and during presentations on U.S. study opportunities for both undergrads and grads. For the Bucharest seminar we were also joined by a special guest, Ms. Lindsay Whitehead, vice-consul, U.S. Embassy in Bucharest, who graciously agreed to share up-to-date information on student visas. The series of events proved successful, with over 5,000 visitors for the first day of the fair in Bucharest alone. High school students, as well as fresh graduates, who stopped by were excited to learn more about opportunities for study in the US, financial aid, as well as the wide range of free services and activities the FEAC offers to assist in the application process. While attending the RIUF events in Iaşi and Timişoara, the FEAC team took the opportunity to deliver a series of presentations at the American Corners in the respective cities, as well as within the “Alexandru Ioan Cuza” University of Iaşi and the West University of Timişoara.

FEAC Participates in SRT Fair for Undergraduate Studies - Fall Edition Also at the beginning of October, the Fulbright Educational Advising Center/FEAC-Education USA took part in the international education fair organized by Student Recruitment Tours (STR) in a central location in Bucharest. The SRT fair is an annual event designed for the high school students and teachers interested to find out more about undergraduate study opportunities abroad. The SRT fair was also a good opportunity for our staff to inform the visitors on the on-site and online services and resources offered by the FEAC center. Live Webinar with Tufts University rep at FEAC-EducationUSA At the end of October, the Fulbright Educational Advising CenterEducationUSA hosted a special live webinar seminar titled “Who Gets In and Why? Learn about how to improve your application to U.S. higher education institutions and how to choose the university that's right for you”, offered by Meghan Dangremond, admissions officer at Tufts University, in conference with EducationUSA REAC Cheryl Francisconi. The in-center audience included members of our very own Competitive College Club, as well as first-time visitors keen to learn more about the path to studying in the U.S. Potential applicants could also log in from anywhere else to watch the event online.

Fulbright Educational Advising Center – EducationUSA News Introduction to Slam Poetry at FEAC-EducationUSA FEAC hosted a special slam poetry workshop coordinated by American poet Matt Mason, concluding a poetry tour organized by the U.S. Embassy in Bucharest, which included workshops in Craiova, Ploieşti and Drobeta Turnu-Severin high schools, as well as meetings with students from the University of Bucharest’s American Studies department. Following a warm introduction by U.S. Cultural Attaché Marjorie Stern, Matt proceeded to acquaint participants in the event - mainly 10th and 11th grade students from “I.L. Caragiale” National College and “George Cosbuc” National Bilingual College – with the slam poetry phenomenon, which he exemplified by performing the title poem from his latest collection, “The Baby That Ate Cincinnati”.

Fulbright-EducationUSA Connects with American Corner Audiences via DVCs The Fulbright-EducationUSA Advising Center and the Information Resource Center (IRC) at the U.S. Embassy in Bucharest have recently begun a new series of digital video conferences targeting young audiences all across Romania. With the kind support of the IRC, presentations about U.S. study opportunities made by the FEAC team and the Fulbright English Teaching Assistant in Bucharest have reached high school students grades 10-12, including participants in the MicroAccess program for English learners. Thus, over the course of the past three months, Ms. Lindsey Appell, Fulbright ETA, along with FEAC advisers have talked to students in Bacau, Baia Mare, Craiova and Timisoara about the process of applying to U.S. universities, reasons to consider getting an undegraduate or graduate degree in the United States, as well as more specific presentations about a wide range of educational and cultural opportunities at various American institutions of higher education. The topic of the latest presentation, which took place on January 25, was “Beyond Harvard: The American College Experience in the Great Outdoors”, focusing on the wealth of choices, study tracks and outdoor experiences at the University of Montana and the University of Utah, two of the most prestigious universities in the socalled typical American West. International Study Day brings together FEAC, DAAD and British Council Reps in Piteşti and Râmnicu-Vâlcea On December 9, the Fulbright-EducationUSA Advising Center (FEAC) team joined the first International Study Day/ISD event of the fall semester, with a series of two presentations in Piteşti and Râmnicu-Vâlcea, respectively.
