Issues remain over current use of red light cameras in Sugar Land By LeaAnne Klentzman New Territory resident and Red Light Camera activist takes issue with the City of Sugar Land and its current use of photo enforcement cameras in the city. According to H. F. Van Der Grinten, Founder of the Houston Coalition Against Red Light Cameras the use of red light photo enforcement is systematically unfair and penalizes the driving public if they fail to come
to a complete stop before making a right turn on a red signal. Van Der Grinten is not opposed to all functions of red light cameras, just as they are presently being used. One specific issue Van Der Grinten has with Red Light Cameras (RLC) is “short yellow” cycles. The Sugar Land light in question was at an intersection on the north end of the city, at West Airport and Eldridge Road. According to the statistics

at www.houstoncoalition.net, the yellow light at that intersection is only yellow for 3.5 seconds, however, the TxDot recommendation minimum requirement is 4.9 seconds. Thus, since April 2010 he has been trying to affect that change. He was successful and that light has been modified. In June 2011, Van Der Grinten met with Sugar RED LIGHT, continued on page 12

The Grinch makes a visit to SMS Puppetry is a great way to bring more reticent or shy children out of their shells, and to help everyone become more expressive. This is the technique that the drama teacher at Sartartia Middle School used when her beginning drama classes took the stage in a holiday performance. Children who were afraid to speak or act in front of the school enthusiastically emote in the voice of Frosty, the Grinch and even Rudolph. When a child operated the student-made puppets, the focus was on the puppet, rather than on the puppeteer, and the child forgot to be self conscious. Watching the students operating the puppets; you saw every emotion and every movement of the puppet mirrored in the puppeteer. Without the students realizing it, the students really were acting

while being cheered on by the audience. Megan Wallace, the drama teacher at SMS, had this to say about this experience, “Most students have made and used a hand puppet, but very few have even seen a GIANT puppet. Making the puppets bigger adds a level of spectacle to a performance that’s incredibly fun to work with and watch.” Wallace mentioned that her favorite aspect of this experience was watching the students take wellknown songs and brainstorm creative ways to build puppets and create a performance. “My job was to listen to their ideas and encourage them to problem solve until they had puppets and a performance they were excited about presenting. “I am so glad that Sartartia provides a supportive environment for the arts and creative expression.”

Some’s Hot, Some’s Not! I’m confused......Thank goodness I’m not running for office. Not only because I have a low tolerance for fools and thus would not be able to get along with my peers or constituents long enough to be effective, but mostly because I would have no idea about the boundaries of the districts, the deadline to sign up, or even when the final primary vote will take place. I think I pretty much know when the general election will be. It’s always the Tuesday after the first Monday in November, but I’m pretty much stumped about when any primary will occur. First you say you will, then you say you won’t.......I kept up with the primary politics when the three San Antonio federal
judges changed all the boundary lines and took Sugar Creek and Commonwealth out of District 26 (by the way, did Sonal Bhuchar ever really move?), but you lost me when the Supremes agreed to hear argument about Texas redistricting in January, thus throwing a monkey wrench into everything. Another by the way, what exactly is a monkey wrench and wonder where the expression came from? Is it politically correct? Wouldn’t want to be politically incorrect. Oh, who am I kidding? I love to be politically incorrect. So not only do I not know the boundaries and correct filing date, I don’t even know when to vote. I’m just going to wait until the
dust settles (I know where that term came from---Lubbock) and vote when I am told to vote. I’ll let you know too. Don’t worry. It’s no trouble. It’s my job. I advised Jacquie Chaumette to take a long nap until someone decided where she was running and when to vote. I caught her as she was about to knock on another voter’s door. I doubt she will be napping. A foolish waste of money or joining the 21st century..... Missouri City has installed all these “dynamic message” signs all over the city on major thoroughfares. They are actually large digital signs which hang out over the street and make Missouri City look like a “with it” urban area.

When I saw them I thought they were a foolish waste of money as they only had the date and something about the Missouri City Snowfest on them. So I called the city and found they were part of the “intelligent transportation system” which is being built with a $2.8 million federal grant. The thing about federal grants is they are still our tax money, whether local or state or federal. Plus government entities usually have to hire a high priced “grant writer” to go look for that money. However, if Missouri City didn’t get the grant money, some other city would. After talking to the city, I also found out that the intelligent transportation system is not a new road nor a new bridge. It’s a network of cameras mounted all over the city which will feed into a traffic command station which is near to being built. This traffic command station can change the ebb and flow of traffic by changing traffic lights. It can even alert emergency vehicles about wrecks or other emergencies. If you think Big Brother is watching you, he is.... Big brother is watching not just in Missouri City. Sugar Land has had a system in place for several years that does the same, although I think at times they are asleep in their traffic watching booth. These dynamic signs will carry emergency alerts and traffic updates. You know, like signs you see telling you how long it’s going to take you to get from one place to another. Oh, yeah. I really like those although about half the time I think they are lying as it usually takes me longer than advertised. Can you believe it? Lying signs! I questioned about whether the city had gone up on their taxes or cut back other services while they were busily installing cameras and the six dynamic message signs. I was told the city had not either increased taxes or decreased services, and had recently received another federal grant to hire four new police officers. You know, that free federal money. By the way, I’ve covered enough city council meetings to know that when they tell you that this won’t cost a thing, they don’t tell you that you have to provide uniforms, cars, training, and permanent employment long after the grant runs out. But back to the signs. We are being advised that a national ban on cell phones, even “hands free” cell phones is in the works becasue drivers get too distracted. Isn’t Missouri City adding to the problem by posting digital signs all over the city? No, according to the city, they are not distracting, and many people have called to say they like them. If people have called the city I

-- workforce statistics ranked second, while demographic information and quality of life information rank third and ninth, respectively. “These are great indicators of our city’s economic strength and stability,” said City Manager Allen Bogard. “These types of rankings send out a clear message that the City of Sugar Land is a premier destination for business and quality of life.” Examples of successful economic development projects include the following: • Atos Origin, Inc., an information technology service provider, relocated its national headquarters to Sugar Land, bringing a minimum of 55 leadership positions. The company generates annual revenues of $7.2 billion and employs 49,000 people worldwide. From Sugar Land, the firm oversees 800 employees in the United States and Canada. • Himalaya Herbal Healthcare USA, a global manufacturer of herbal pharmaceuticals, is moving its North American headquarters from Houston to Sugar Land by the end of the year. The firm is constructing a 30,000-square-foot
office and warehouse building on seven acres. • Solarcraft, Inc. and Amran, Inc., now located in the Sugar Land Business Park, occupy more than 50,000 square feet combined. • Titanium Engineers, Inc., an oilfield service company specializing in titanium bar and seam-
Man gunned down at Stafford motel By LeaAnne Klentzman Stafford police are investigating the shooting death of a man at the Super 8 Motel. On Tuesday afternoon, December 19, about 5:21pm, Stafford police responded to a 911 shots fired call at the Super 8 Motel in the 12800 block of FM 1092. When officers arrived on the scene they discovered a deceased man in a ground floor room who had been shot multiple times. “As part of the investigation, Detectives reviewed the surveillance video from the hotel and observed a red two door convertible, possibly a 1997-2000 Chrysler Sebring, pull into the motel and back into a parking space near the victim’s room,” said Stafford

from there. It was Tuesday after Christmas. I guess everyone was still on vacation or celebrating Christmas because I finally reached Stacy Walker, who is called the information manager. I noticed that Missouri City is called the “Show Me” city. It’s a damn good thing because they are certainly not the “Tell Me” city. So Ms. Walker is my source on all this and she told me that Missouri City got the federal funding through Houston Galveston Area Council. The city heard about the federal funds available and applied for them. Since the city already had a plan and design in place, it won the money and actually TxDot bought and handled the installation and did all the purchasing. The six signs cost about $5,000 each, not count-
ing the pole to put them on, but by that time I was bored with the story since I couldn’t find anyone local to blame and actually needed to congratulate the city on having a plan and getting the money. (Remember even though it’s all our tax money, some other city would get it if Missouri City didn’t.) Another aspect about the intelligent transportation system is that it may cut down on the number of lanes and roads to build as it should foster a better flow of the traffic. Less asphalt means less pollution of our wonderful planet. Maybe the feds aren’t always as dumb as we think. B.K. Carter is the owner/ publisher of the Fort Bend/ Southwest Star. police spokesman Raphael Virata. He went on to explain that witnesses told police that two black males had gotten out of that car and gone into the victim’s room. Virata said, “After approximately two minutes multiple gunshots were heard and the suspects were seen running from the room. They got into the convertible and left the scene at a high rate of speed.” The Stafford Police Department is asking the public for their help in identifying the suspects in this case. Anyone with information is asked to contact Crime Stoppers at 281-342-TIPS or Det. A. Mutchler at 281-261-3950 The identity of the victim has not yet been released.

us to hold our respective state conventions and national delegate selection in June." TDP State Chairman Boyd Richie said, “We’re glad to have worked out an agreement which we feel works best for Texans. Given the less than ideal circumstances, we think that this election schedule is a workable solution that will create the least confusion for the voters. We’re pleased that the agreement maintains a unified primary which will save taxpayers money.” Notable details of the agreement submitted to the panel are as follows: • February 1, 2012 - New residency deadline for candidates seeking election to the Texas House and Texas Senate. • February 1, 2012, 6:00pm - New deadline of court-ordered reopened filing period, in which candidates for all offices have the opportunity to amend, withdraw or file a new application for the ballot. • February 3, 2012 - New deadline for County Executive Committees to conduct drawing for candidate order on ballot. • April 3, 2012 - Date of the 2012 General Primary Election. • April 14 or April 21, 2012 - Date of County and Senatorial District Conventions, as determined by the State Chair of each political party. • June 5, 2012 - Date of the 2012 General Primary Runoff Election. If signed by the three-judge panel - nothing in the order shall be construed by the Court or the parties as a waiver of the positions of each party with respect to the schedule or conduct of the upcoming election. The parties' positions as stated at the December 13, 2011 hearing are expressly reserved. Additionally, the Republican and Democratic parties have agreed that it is necessary to have a primary early enough in April to allow them to conduct their statutorily required conventions as previously planned.

Land Mayor Jimmy Thompson and discussed the issue and provided him with the research he had collected. According to Van Der Grinten, the Mayor was receptive but the City Manager has turned down his proposals. Again in November 23, 2011, Van Der Grinten contacted the Mayor and City Council with his two recommendations. Van Der Grinten’s proposals to Council and the Mayor are for the City Council to “take action to protect the driving public from arbitrary and improper red-light photo enforcement.” His proposals were summarily and arbitrarily rejected out-of-hand by the City Manager’s Office according to Van Der Grinten. He went on to say, “If equitable modification is impossible, then the entire red light camera program should be terminated.” Police spokesman Doug Adolph said, “ Staff has met with Mr. Van Der Grinten on several occasions. On timed intersections, such as Highway 6, you can’t change the timing of two intersections without affecting the timing of all the intersections on Highway 6, “ said Adolph. Adolph said the City considered the concept of a sliding scale of violation fees, but in the end, one cannot make the assumption that a vehicle proceeding through a red light one second after the signal has changed; is less dangerous than a vehicle proceeding through a red light 2 seconds after the signal change. In the end explained Adolph, “Running a red light is simply running a red light. State law currently sets the fee for these violations at $75. As part of his ongoing efforts, H. F. Van Der Grinten has a proposal before the Texas House of Representatives Transportation Committee to amend the Transportation Code Chapter 707, which will prohibit the practice of shortening amber periods in order to increase revenue.

Those modifications were for additional warning signs and lane markers to be posted at the intersections where cameras were installed. Adolph said the city did the engineering and legal research and determined that placement of a second set of warning signs was feasible. “To this day, we have two sets of warning signs at each monitored intersection,” said Adolph. In June of this year, again, Mr. Van Der Grinten, approached City Council and the Mayor asking that time be added to the length of a yellow light and a sliding fee scale be established based on the severity of the red light violation, said Adolph. The City reportedly responded after researching his ideas that the current timing of the yellow light is based on state law and ITE engineering calculations. “From a liability perspective, it makes little sense to vary from established engineering standards. From a practical perspective, adding one second to each approach of a red light

and Bridge remove the signs….. Your tax dollars at work! So out went Road and Bridge employees to do the chief deputy’s bidding, and remove banners erected by one of his many opponents. Those well wishes were snatched up and thrown into the back of a truck as county employees went from one set of banners to the next. No one would have been the wiser had those sign snatchers not been acting so … strange? guilty? as they threw them into the back of the truck. That’s when they got the attention of an off duty policeman. When he saw what was happening, he thought the behavior seemed strange so he called the constable’s office and reported the incident. Further investigation revealed
that the banners should have never been removed and early the following morning county employees were out reposting them. Oops! So, you driving public…Happy Holidays! Seems the current administration over at the Sheriff’s Office doesn’t care if you drink responsibly or have a designated driver nor do they care to remind you! Makes ya’ wonder…if the chief deputy, who wants to be sheriff so bad, will use/abuse his office this way BEFORE he gets elected… what would he do if he were elected? You know the old saying… power corrupts, absolute power absolutely corrupts, or something like that. Bang the Gong,,,the games have only just begun!

families. As time passed, Wilson told various neighbors as well as a Fort Bend County Sheriff’s Detective that the complainant was a prostitute. As part of the continued harassment, Wilson also made complaints to Child Protective Services (CPS ) alleging that the victim was involved in a child pornography ring with one of the other families’ children. As things escalated, the victim repeatedly asked Wilson not to contact her. Shortly thereafter, Wilson began a barrage of telephone calls to the victim that lasted until March 2010. Another example of the vicious harassment occurred in June of 2009, when the victim was having her backyard deck and driveway expanded. According to reports, Wilson complained about the way the cement work was being done – even calling the Fort Bend County Sheriff’s Office. However, an environmental enforcement officer went to the residence and verified the work
was being done correctly. “On August 30, 2009, the victim and her fiancé were grocery shopping when they encountered Wilson. While the couple were at the checkout counter, Wilson cursed and screamed at them “stating that the victim was a prostitute and that her fiancé was her pimp and a drug dealer, ” said prosecutors. When in reality, the complainant’s fiancé is a retired US Marine and veteran of the Gulf War. Wilson continued to abuse and harass the victim by calling her the next day, and again in September and December 2009. In early February of 2010, Wilson called the victim again to complain about a newspaper and threatened to call the Fort Bend County Sheriff’s Office. Later that same day, the victim and her fiancé were in their front yard when Wilson walked by with her dogs and cursed at the victim and screamed that she was a prostitute and then turned to her fiancé and told him to “go smoke pot.” One of Wilson’s former friends and neighbor came outside at the time

and the defendant screamed that she was a “thief.” The defendant’s final phone call to her victim was on March 10, 2010 – almost a year after the harassment began. “For nearly a year, the complainant, as well as other neighbors, lost their ability to live in peace and in privacy due to Elisa Wilson’s actions,” said prosecutor Amanda Bolin. “The jury sent a clear message that this type of harassing, annoying and offensive behavior constituted a crime and that it will not be tolerated in Fort Bend County.” Unable to come to an agreement with prosecutors, Wilson asked the court to render punishment after a hearing on December 21, 2011. During the punishment hearing, witnesses testified that in April 2010, while the victim was in her yard on the phone with a friend, Wilson walked by and shouted “I’ll kill you.” And in January 2011, even after these charges were already pending, Wilson again yelled at the victim and her fiancé as they were walking by, “there goes that prostitute and drug dealer.”

Wilson was sentenced to a oneyear probation during which she must pay a fine of $500, attend anger management classes and perform 100 hours of community service. She must also undergo psychological evaluation and has been ordered to have no further contact with her victim or any of the families previously harassed. “Wilson’s actions are an affront to our constitutionally guaranteed freedoms in this country,” stated Ellisor. “For these good people to be tormented and afraid in their grocery store; their own neighborhood; their own yard, is just ridiculous.” Wilson was tried in County Court at Law #2 before Presiding Judge Jeffrey McMeans. Harassment in this case is a Class B Misdemeanor punishable by up to 180 days in the county jail and/ or a fine not to exceed $2,000. Wilson is appealing the conviction. Assistant District Attorneys Laurel Ellisor and Amanda Bolin prosecuted the case. Attorney David Bires represented Elisa Wilson.

FOOT FACTS by Dr. Eric Tepper BOARD CERTIFIED PODIATRIST, ACCPPS OUT WITH GOUT
If you have sharp pains in your big toe, accompanied by redness and some swelling, you may have gout. The big toe is the most common area affected by this painful medical condition. The main, underlying cause of gout is the accumulation of uric acid in the body. Diabetes and obesity can “set the stage” for gout. The consumption of alcohol can promote gout as well since it impairs the removal of uric acid from the body. Surprisingly, diuretics and low doses of aspirin can also bring on gout. After a diagnosis is made by extracting fluid that is found in the joint to eliminate possible bacterial infections, gout is usually addressed with non-steroidal anti-inflammatory drugs. Respiratory Distress Syndrome Treatment
Respiratory distress syndrome (RDS) commonly affects infants born prematurely because the lungs are underdeveloped. The lungs may not produce adequate surfactant, which is a liquid that lines the lungs to keep the airways open. Inflammation and fluid in the lungs can occur, along with an inadequate oxygen delivery to the blood. Signs of RDS include rapid breathing, bluish skin, and flaring of the nostrils. The risk for RDS increases with the level of prematurity, particularly for babies born after only 28 weeks of pregnancy. Infants affected by RDS may develop a breathing condition called bronchopulmonary dysplasia (BPD). Infants diagnosed with RDS are usually treated in the neonatal inten sive care unit. Calfactant (Infasurf) and beractant (Survanta) are lung surfactants that can be used for prevention and treatment of RDS. The surfactant is given until the lungs are developed enough to produce adequate surfactant naturally. A breathing tube may be used to improve expansion of the lungs and also to administer the surfactant. A ventilator machine also may be used to help with breathing. Alternatively, a procedure called continuous positive airway pressure may be used, in which mild air pressure is used to maintain open airways.

Sugar Land’s state-of-the-art, 3D New Year’s Eve light show will be featured on a television program in Japan, a country that has long appreciated cuttingedge technology. TV Asahi plans to include video from Sugar Land’s show on a program called “Torihada,” scheduled to air in January. Given that most local cable and satellite providers don’t carry the Japanese channel, be sure to attend this year’s New Year’s Eve event in Sugar Land Town Square for another live performance of the worldrenowned technology. For the third consecutive year, the City will feature its signature Sugar Cube drop as part of a six-minute 3D building projection show during the midnight countdown. Fish will seem to swim in a digital pool from City Hall’s third floor. The entire building will come to life using the latest in video imaging technology. State-of-the-art lighting effects and energetic music from the Bourbon Street Band and dueling DJs will fill Town Square throughout the evening. It’s all part of Sugar Land’s

Austin HS Band and Angels Dance Team raise money for cancer awareness People often feel that they can make a difference in cancer by taking part. They want to learn how to help their neighbors and friends, students at school, and people they’ve yet to meet. Austin High School Band and Angels Dance Team figured out a way they could make a difference during recent band season. Students and members of the community purchased lavender ribbons (a symbol for general cancer awareness) in honor of a cancer survivor, current patient or in memory of one who has passed on. Wearing these ribbons at each game, as well as at competitions, brought about awareness of cancer as well as support for the marching band and Angels. The money raised ($600) from the ribbons was donated to the American Cancer Society at the Austin High School Band Winter Concert on December 8, 2011. The donation will

Methodist Sugar Land Spine Center achieves national recognition The Methodist Sugar Land Spine Center has been recognized for its delivery of superior low back care by the National Committee for Quality Assurance (NCQA), making it the first back pain center in the state to receive the honor. The NCQA also individually recognized the center’s physicians, Dr. Rajesh Bindal, Neurosurgeon; Dr. Anthony Muffoletto, Orthopedic Spine Surgeon; Dr. John Park, Neurosurgeon and Dr. Jeffrey Wood, Orthopedic Spine Surgeon. “For a person with back pain, the right clinician can make the difference between living with back pain, as opposed to suffering from back pain,” said Margaret E. O’Kane, President, NCQA. “By
earning recognition, the Methodist Sugar Land Spine Center has demonstrated that the center provides effective, evidence-based care to its patients.” “Evidence-based guidelines have shown in a number of instances that a “less is more” philosophy is the right approach in treating low back pain,” said O’Kane. “The Back Pain Recognition Program identifies physicians who avoid needless imaging and procedures that don’t help patients.” Methodist Sugar Land Hospital CEO Chris Siebenaler said the Spine Center is leading the way for patients in the Fort Bend and surrounding areas who need consistent, quality care for low Dr. John Park, Neurosurgeon; Dr. Rajesh Bindal, Neurosurgeon; Dr. Anthony Muffoletto, Orthopedic Spine back pain. Sugar Land Skeeters to play ball at Constellation Field The Sugar Land Skeeters, the area’s new minor league baseball team, announced Wednesday that the official stadium name of their new home will be “Constellation Field”. The name change from “StarTex Power Field” to “Constellation Field” results from the recent merger between StarTex Power and Constellation Energy, one of the nation’s oldest and largest energy providers. Over the next few months StarTex Power will be changing its name to Constellation Energy. No other provisions of the 10-year Naming Rights Agreement are affected by this name change. The $35 million Constellation Field is currently under construction at the intersection of State Highway 6 and U.S. Highway

The City of Sugar Land approved the name change at the City Council meeting on Tuesday. “Constellation’s merger with StarTex enhances an already strong partnership,” said Matt O’Brien, President of the Sugar Land Skeeters. “Adding more resources and community initiatives while maintaining local relationships will only bring greater good for Skeeters Baseball and the entire Sugar Land community.” Constellation Field, owned by the City of Sugar Land, is a multipurpose facility built to Triple-A standards. The stadium will play host to a multitude of other sporting events, including football,

Missouri City Blades victorious! By LeaAnne Klentzman The Missouri City Revolution Blades Soccer Team (U13 girls) has won the Houston Youth Soccer Association (HYSA) D2 Eastern District championship in Beaumont, Texas. Two weeks ago they won their Division and took second overall at the HYSA D2 State championship tournament in San Marcos the following weekend. At the State tournament, The Blades were tied for first place with the McAllen Bullets, but the Bullets had beat the Blades in head to head competition which elevated them to first place. The MC Blades has had a great season winning all 10 of their games and then had two great championship tournaments, finishing the season 15-1. Their success was credited to teamwork that ran throughout the entire season and into the championships with different players stepping up each game. All of the girls are Fort Bend area residents and most attend Baines Middle School.
