Sugar Land sees jump in crime By Betsy Dolan

Among the notables at the Silk Road Festival were Houston Mayor Annise Parker shown with Stafford Mayor Leonard Scarcella.

After exceptionally low numbers last year, crime appears to be on the rise in Sugar Land, according to new statistics from law enforcement. Part 1 crimes, which include burglary, robbery, murder, sexual assault, theft, auto theft, and aggravated assault rose 10 percent in Sugar Land during the first nine months of the year, compared to all of 2011. Sugar Land Assistant Police Chief Scott Schultz urged residents to use perspective when looking at this year's numbers. "Even though there is an increase this year, we are still 7% below where Sugar Land was in 2009 and 20% below where we were in 2010," Schultz said. CRIME, continued on page 8

Nearing the end of hurricane season

Storms have fizzled so far, but not the “skeetos”

By Elsa Maxey

What began the first day of June will soon end on November 30. Hurricane season, when most tropical storms develop and turn into menacing cyclones, has been a dud to date in the local geographic area this year, and so many will agree, “that’s a good thing,” especially after the hurricane Ike mess that hit here four years ago. But continue to keep a close eye, advise weather forecasters and emergency management centers. Instead, during this period

what has been menacing this area have been those pesky mosquitoes. This time referred to as the “skeetos,” because calling them bad “skeeters” may offend some. After all, during the Sugar Land Skeeters’ first year of play, there have been game wins of all kinds including former Astros great Roger Clemens joining the team, and then the duo play with his son Koby catching for dad. That caused quite a hurricane of excitement locally and elsewhere, especially when the games ended up on ESPN. STORMS, continued on page 9

was going to run against Sheriff Milton Wright’s heir apparent-his chief deputy. Onlookers watched as the scramble was on, and Commissioner Andy Meyers took point. He went so far as to publicly insult the county attorney and force the Toll Road Authority, which was happy with the services Nehls provided, to change to his crony the sheriff. Since then Meyers has interjected himself into all the contracts in his precinct, even holding up their ratification before commissioner’s court. SHERIFF, continued on page 9

The only voter fraud I’ve seen.....I'll swan (old Southern saying) all these Republicans claiming voter fraud is rampant and yet we see voter fraud only by Republicans like the person trying to get her boss elected as County Attorney or District Attorney years ago. She was an assistant County Attorney, I think, although it’s been a long time. I do remember that she had a house in Sugar Land where only her teenage kids lived. She lived in Harris County. I even went to her house to confront her. She drove up and ordered me away, but I had already got what I wanted. I went to the courthouse and told District Attorney John Healey. She was there at the time but someone told me she ran into the bathroom when she saw me and Susan Bankston arrive. We went into the bathroom and couldn’t find her and found she had gone into the men’s bathroom to avoid us. I don’t know if that was intentional or simply in her haste she didn’t look at the sign on the door.

In any event she was voting in the Republican primary. John Healey said he talked to her and she tearfully admitted she did it and was sorry and wouldn’t do it ever again. Now she was a lawyer and really knew better. She is still around and I should mention her name, but it has been a long time ago. Her punishment is living on pins and needles that I will write about it The only other case of voter fraud I know about was when a certain county commissioner sent his Black assistant to the Black elderly people in the neighborhood and he helped them fill out their ballots by mail. They were very surprised to learn later that they had voted in the Republican primary. They were life-long Democrats! Now we have a new case of voter fraud and its been committed by Rick Miller’s lovingly recruited candidate for Pct. 1 Commissioner, Bruce Fleming. He is running against Richard Morrison who is a great Commissioner and doesn’t

need replacing. I love Richard. Sometimes he votes with the Republicans on the court and sometimes he votes with the Democrats. He votes for the people of Fort Bend County. I started loving Richard years ago when he ran against Tom DeLay and once I found out he did a lot of environmental law, I was just madly in love. That’s hard to do with a Commissioner. Anyway, what I think is so funny is that the lady who heads “True the Vote” lives in Richmond. Yep, Catherine Engelbrecht is a Fort Bend County resident. Maybe she’s even reading this. I simply don’t understand why so many people vote for Rick Miller. He is a snake. He appointed that Fleming fellow as a precinct chair. Then in less than a year, he appointed him as “Precinct Chair of the Year,” a totally made up honor. He anointed Sharon Roberts as County Chair then immediately got mad at her for not letting him continue to run things. I can guarantee you that Mike Gibson is not running the Republican Party; Rick Miller still is. Miller had the party give Fleming $10,000 and he gave himself $5,000 like he needs it. Now Fleming is in a peck of trouble and the voter fraud is not the only thing. There’s more stuff coming next week. But here’s the thing about Fleming. By voting in two states for six years he had mendacity in his heart and is set on committing voter fraud or he is totally disorganized (his claim) and shouldn’t be running part of

Editorial Opinion

“School Choice” is not the right choice 83rd legislative session By Jim Rice FBISD Board of Trustees

Recently there have been many public comments made concerning the pending 83rd Texas Legislative Session and how legislators will expand the “School Choice” options available in Texas. Some state business organizations are already floating trial balloons to tout an agenda of allowing an unlimited number of open enrollment charter schools in the State, granting vouchers for students who wish to attend private schools and allowing these same students to attend public schools parttime, among other initiatives. Before we expand the number of charter schools allowed in Texas or issue vouchers to attend private schools, we should examine why the Texas Legislature enabled charter schools to be created in the first place and then examine how well those charter schools have performed, both academically and cost-effectively. The Honorable Thomas Ratliff, State Board of Education District 9, recently issued a news release in which he said, “If a charter isn’t improving student learning, why isn’t it shut down? There are too many examples of charter schools NOT enhancing student performance. This seems to be in direct conflict with state law. The Legislature needs to give the Texas Education Agency and/or the State Board of Education [SBOE] more authority to close these charters and protect kids. And we [the SBOE] should be held accountable for the use of that authority.” The Texas Education Agency’s 2007, 2008, 2009, 2010 and 2011 Snapshot data for open-enrollment charter schools and traditional public schools in Texas reveals that Charter schools have lower attendance rates and

higher dropout rates than traditional public schools. Over the five school years analyzed, fewer charter school students passed each of the TAKS tests, especially the math and science TAKS, than students in traditional public schools, except on the 2011 Writing TAKS where the results were parallel. In addition, fewer students in charter schools met the state’s standards for college readiness, as measured by the percentage of students who took the SAT and ACT exams and the average scores on each of those exams. In short, scrutiny of charter school effectiveness seems to be in order before granting unlimited Charters. Another scheme to cut funding for public schools being touted by some business groups is “Scholarships for Excellence,” simply another term for private school vouchers. Vouchers would help the wealthy at the expense of the poor. Under most plans, the voucher would not completely fund tuition at a good private school. So, only parents who can afford the rest of the tuition could take advantage of such programs; and since most private schools don’t provide transportation for students, only parents who can drive their children to and from the private school would benefit from the so-called “School Choice” voucher program. Public funds belong to all of us as they are contributed by all taxpayers for the purpose of educating all of the five million children enrolled in Texas public schools for the collective good and future of our great state. Allowing students enrolled full-time in open enrollment charter schools to attend public schools part-time acknowledges the fact that charter schools do not have a complete curriculum to round out a

student’s overall education. It will place an unfair burden on public schools to provide these students with classes in fine arts, sports and other enrichment programs that charter schools cannot provide. Vouchers will hurt, not support, the state’s public schools and will jeopardize the quality of education available to most students. The legislature has a constitutional duty to support and maintain a system of public schools in this state (Texas Constitution Article 7, Section 1). State statute imposes a further duty upon the legislature: The mission of the public education system of this state is to ensure that all Texas children have access to a quality education that enables them to achieve their potential and fully participate now and in the future in the social, economic and educational opportunities of our state and nation (Texas Education Code §4.001). Just as we hold our school districts accountable for student achievement, we should also hold the State

Legislature accountable for supporting a public school system that provides a quality education for all students as the state constitution requires. School Choice is a broad term that in itself sounds laudable: empowering parents with greater choice over which school their child attends. However, allowing an unlimited number of charter schools that are not held to the same standards as other public schools and providing publicly funded vouchers to subsidize private school tuition for middle class students will be detrimental to our public schools, and thus to most of our students and families, our communities and for the State of Texas. The Legislature needs to uphold its constitutional duty to support and maintain a system of public schools in Texas, and fund it adequately and equitably. Let’s not squander the next legislative session with arguments over school choice to benefit a few; rather let’s focus our efforts on improving our public schools which do and always will educate the majority of

and you need to BOLO because I can guarantee you that she is going to run for something else in the future. I don’t believe Miller offered her money for her support but the promise to support her in some future election. Sonal doesn’t realize that Miller will probably disappear into some part of Dan Patrick’s anatomy and that’s the last she will see him. That situation makes me so mad I can’t even try to be funny. We had a do nothing state rep in Charlie Howard whose only job was picking on public education at the state level for twenty years. We are about to elect another Charlie Howard in the guise of Rick Miller. I guess we deserve him. However, we do have a choice. We have Vy Nguyen (Vee Win-get it?) What’s going on......Rumors abound that the Republicans are going to censure Republican County Clerk Dianne Wilson and Pct. 1 Constable A.J. Dorr for endorsing Pct. 1 Democrat and incumbent Commissioner Richard Morrison over their party’s candidate Bruce Fleming. Now Fleming is very close to getting indicted for voter fraud and certainly has other things he will be charged with, yet Wilson and Dorr are supposed to be censured? Meanwhile Republican Sheriff Milton Wright goes around the county escorting the Democratic candidate for sheriff and Republican women are honoring him with a luncheon? I also heard Commissioner Andy Meyers was supporting the Democratic sheriff candidate but Meyers said he would never support a Democratic. Guess all I heard was not true. B.K. the county anyway. Either way, elect him and we lose. Yack, Yack.....I don’t think Romney did so well in the debate. He talked too fast, so wildly and repeated himself to the point that it seemed to me he was on something, except for the fact that he’s a Mormon and doesn’t even drink coffee! Then every time the camera cut to Romney while Obama was talking, Romney was looking at Obama like he wanted to go steady. Obama delivered a terrible performance, but Romney wasn’t wonderful. Be on the lookout.....There’s an old cop expression called “BOLO.” It means be on the lookout. We need to be on the lookout for school vouchers. However you may feel about having to continue to pay taxes even when your own children are attending private school and you’re having to foot that heavy tuition, a system of school vouchers would ruin public education in Texas. The reason I say BOLO is that Rick Miller’s best friend, Dan Patrick, has been appointed chairman of the education committee in the state legislature. Patrick has made no bones about the fact that he is a huge supporter of school vouchers and he has already served notice that he will be introducing that bill first off. Since Rick Miller is such a supporter of school vouchers, I asked Sonal Bhuchar, as the former president of FBISD board of trustees, how in the world she could throw her support to him instead of someone like Jacquie, who supports public education. Sonal mealy-mouthed some little excuse about how Jacquie had said she was for vouchers also. I think Sonal is just plain stupid

Coping with TMJ

TMJ or temporomandibular joint dysfunction syndrome is a painful condition of the joints and muscles of the jaw. Pain is commonly associ ated with chewing, and tends to be localized to one side of the face. It can spread to the ears, neck, and upper back. Many people also suffer from frequent headaches. TMJ has a characteristic “popping,” “crack ling,” and “clicking” of the jaw along with a blunt pain that is experi enced daily. There are many potential causes for TMJ including teeth grinding while a person sleeps, jaw clenching, stress, trauma to the jaw, and conditions such as arthritis. While there is no cure for TMJ, there are many measures that can be taken to alleviate the pain. If the area is tender, an ice pack or heating pad can be applied. Eating softer foods can lessen jaw throbbing. Stress reduction techniques to reduce jaw clenching and lip biting may be help ful. A combination of jaw massages and non-steroidal anti-inflammatory drugs (NSAIDs) such as naproxen (Aleve) may provide the best immedi ate relief of TMJ symptoms. Other medications that may be prescribed for pain relief include muscle relaxants like cyclobenzaprine (Flexeril) and tricyclic antidepressants like amitriptyline (Elavil). If pain continues to be troublesome, an oral surgeon may be consulted for the use of injectable medications or surgical correction.

The Conservative Voice By Barbara J. Carlson

Strike 2—The Empty Chair Reappears Even the Libs are outraged with Obama’s lackluster performance during the first presidential debate last week. After Debbie Wasserman Schultz tweeted about Obama’s dismal performance and Chris Matthews didn’t receive a “thrill up his leg,” whining, “Where was Obama tonight?” the Democratic Party should grasp that their candidate, well, isn’t quite the great debater they once portrayed him to be. And so the rhetoric began with Juan Williams that “he thinks the debate was a draw… or something like that,” while Obama claimed that we were not really watching “the real Romney,” while Gore blamed Obama’s pathetic debacle on Denver’s altitude and arriving to Denver at 2:00 p.m. Maybe, just maybe, it wasn’t Romney up there in front of 60M+ people and it “was George Bush,” right? Will these guys ever give up and realize how foolish they sound? Way back in August I explained how the Republican Party will win this election: By leading with the highest, unwavering ethics—beginning with our leadership—and holding the Democrats’ feet to the fire, that we stay focused and that no matter what questions are posed to Romney or Ryan during the debates, the answers have to expose the financial destruction that has been hurled on us, the unconstitutional moratorium and Executive Orders that have been issued and permits denied—the worst in our nation’s history. It is crucial that we have a clear, succinct message, reminding the voters that jobs have been taken away, our defense is dangerously low, entitlements are destroying our great country, all while we handed Solyndra $528M in failed stimulus loans without any accountability. Romney followed through, executing perfectly. While some were quick to criticize Jim Lehrer’s lack of

controlling the debate, one can argue that it was a brilliant strategy. The world witnessed firsthand that Lehrer wasn’t going to be the pawn and save this unprepared leader of the free world who pranced in front of the camera. The safe cushion was finally removed. The longer Obama spoke, the more foolish, unprepared and gross underestimation of Romney’s finesse and excellent leadership experience became evident. As Conservatives across the country have explained for far too long, “Once the big O doesn’t have his teleprompter safety net, he is not the articulate speaker he has fooled so many into believing.” One can only surmise the lecture Obama received after he slithered off the stage—even before Jim Lehrer arrived on stage—long before Romney, the underdog, departed. To make matters worse, Obama didn’t have anyone come on stage while Romney’s family was there right by his side to proudly greet him after a historic victory. One may further ponder, “Was the big O doodling on his paper when there was no need to be note taking after Romney spoke? And it certainly didn’t hurt that the big O had to look up to the presidential-looking 6’2” figure across from him, standing taller than Obama’s 6’1” stature while catching Obama’s buckled knees behind the podium. “Altitude,” you say? That is the Lib’s argument? So then why hasn’t Denver’s altitude affected the big O before? Why didn’t altitude and jet lag affect Obama when he’s vacationed to Yellowstone (5,282-8,000 feet) or visited Yosemite (4,000-8,000 feet) or Mauna Kea (13,796 feet and as high as Mount Rainier) or Nu’uanu Pali (1,200 feet)? How can we forget Obama’s costly 2011 spring break visit to Christ the Redeemer Statue on Corcovado Mountain overlooking Rio (2,329 feet)? A bit puzzling, perhaps? OUR SERVICES:

When legend and reality blend, folklore is born…

When legend and reality blend, folklore is born… Here at Nizam's Kitchen, we bring you the best cuisine from two of the most vibrant cities in South Asia -- Hyderabadi in India and Karachi in Pakistan. Influenced by the Turks, the Arabs and the Mughals, Hyderabadi cuisine boasts of biryani, haleem, mughlai and tandoori specialities that are reminiscent of the lavish entertainment by the aristocrats. Hyderabadi Biryani is known the world over for its fulsome flavors that will titillate your palate long after you have relished the dish. The fresh spices and herbs complement the slow cooking method, better known as Dum Pukht. Each of the spices is slow roasted to gently coax it to release all its flavors. A layer of dough is used to seal the rice in and the heavy

round pot is placed over a slow fire to allow the biryani to dum (breathe) and pukht (cook). This is what distinguishes Hyderabadi cuisine and sets it apart. Pakistani cuisine is renowned for its piquant flavors. Preferences vary from region to region, and are dictated in part by the availability of local produce, but in Karachi one can find not only delicacies from all over Pakistan, but from around the world. Anyone who has ever visited Karachi will testify to the city's diverse culinary delights. Pakistani restaurants in every major city of the world named after famous restaurants and food stalls in Karachi is testimony to the reverence reserved for cuisine from this region. Combining the best of both these exotic cities, at Nizam's Kitchen, you will be treated like royalty when you step in here. We will surely look the other way if you are tempted to lick your lips in anticipation when the aromas come wafting through and your mouth begins to water. Can one hardly wait for the upcoming October 16t presidential debate when Romney needs to attack with all force on Obama’s fiasco in Benghazi? Never has a sitting president held the FBI for over three weeks (in Tripoli) and then sent the FBI to a war crime scene for a mere three hours to conduct forensic evidence in order to avoid the press and Congress. Again, I ask, where is our Congress? This presidential leadership is deplorable and this Congress should have begun impeachment measures long ago. If the impeachment process

wasn’t started in the House when the oil moratorium was executed, then it should have begun when this president took us into Libya. So, did Romney clean house with the Obama amateur hour? Well, if CNN’s poll is accurate with a historic 67% win for Romney and that 56% have changed their view of Romney for the better, one can only thank Hollywood’s legend, Clint Eastwood, for his “empty chair” skit at the RNC as an accurate preview of Obama’s comedy show the world witnessed and why we need a drastic change in leadership.

Wednesday, October 10, 2012 H

Did Romney show a down-toearth human moment? It brought a smile to my face as Romney walked over to collect his notes from the podium after the debate. If Romney continues on this path that he has so eloquently carved out, he could become our next Ronald Reagan and turn our country around on a path that so many have given up on. October 11th can’t come fast enough for the unafraid Ryan to take the stage and slaughter his opponent, the other empty chair. For comments, contact Barbara J. Carlson at Barbara@ FortBendBusinessJournal.com.

Methodist Sugar Land Hospital now has new residency program in physical therapy Methodist Sugar Land Hospital’s (MSLH) new orthopedic physical therapy residency program – one of just three in the state of Texas – has recently been credentialed by the American Physical Therapy Association. Led by the board-certified physical therapists at Methodist Orthopaedic Specialists of Texas (MOST), the program gives new physical therapists an opportunity to advance their clinical orthopedic skills while working and studying for 12 months alongside the MOST staff. “We have the only accredited program in Texas that is not affiliated with a university or academic medical center,” said Sean Croft, Director of Rehabilitation Services. “This is a tremendous achievement, and it is a testament to the skills, knowledge and experience of our physical therapy staff at MSLH and MOST.” The new program puts Methodist Sugar Land Hospital in a select group of prestigious organizations nationwide that offer PT residency, including

New York University, Massachusetts General Hospital, Cedars-Sinai, University of Pittsburgh Medical Center, Ohio State University, University of Southern California and Kaiser Permanente. In addition to helping develop the next generation of physical

Visitors to fill Constellation Field during baseball offseason Concerts and other events will keep the seats filled at Constellation Field, where attendance records were smashed during the Skeeters' inaugural baseball season. Featuring a state-of-theart staging system in center field and extra seating on the field, the first two concerts at Constellation Field will feature REO Speedwagon and Night Ranger on Oct. 19 and ZZ Top and Kenny Wayne Shepherd on Oct. 20. Produced by ACE Live as a part of a multi-year agreement, the two concerts are the beginning of a series of shows that will be presented at the stadium. "Constellation Field and its location in Sugar Land offer a great opportunity to bring major shows to a great venue that is much closer to where so many citizens in this growing sector of Houston live," said ACE CEO David Anderson. "We think the response will be tremendous." Full concessions services and free parking will be available at the stadium. Other upcoming events include the Southland Conference Baseball Tournament from May 22-25, 2013. Sugar Land's Constellation Field is expected to easily surpass the City's conservative revenue projections. Funded with a portion of sales

tax revenues that may only be used for economic development purposes, the $36 million 7,500-seat stadium is a yearround community amenity that will include baseball, concerts, community events and more. The stadium is also an economic asset expected to support the regional economy through direct revenue from the stadium, as well as hotels, restaurants and other retail establishments. A feasibility study performed in 2009 projected average attendance of 3,314 per game or 300,000 annually. Using this benchmark study data, City planners forecast an annual benefit to the City of $7.7 million or a return of $169 million to our economy over 30 years. Actual figures for the first season showed an average attendance of 6,751 per game or a total of more than 460,000. Attendance figures for Constellation Field have broken all records for the Independent Atlantic League of Professional Baseball. When compared to minor league teams affiliated with Major League Baseball, Sugar Land ranks third in Texas behind the Triple A Round Rock Express and Double A Frisco Roughriders. In a national comparison of all professional minor league baseball teams, both affiliated and independent, Sugar Land's average game

attendance is in the top 25. More information about the upcoming concerts at Constellation Field is available at www.shopsugarland.com.

Commissioner candidate Bruce Fleming accused of Silk Road Festival is a growing gathering of cultural voter fraud diversity our research shows that Fleming Representative 27 candidate Kris been worked out and the VIP the Mayor of Rosenberg, the FRAUD, continued from page 1

he voted early in both the primary and the general election. Fleming voted in person in the 2010 primary in Fort Bend County and voted early in the primary run off. The Star has been unable to get the primary voting records in Bucks County for 2012, but those records should be available next week. According to Fleming, his wife, Nancy, is seldom seen in Fort Bend as she stays in their home in Pennsylvania in order to keep her job there. She usually votes in every general election in Pennsylvania. 2010 records indicate she voted in the general election in both Bucks County (absentee) and the general election in Fort Bend (also absentee). However, in 2012 with her husband a candidate, she voted in Fort Bend in both the Republican primary (in person) and then absentee in the primary run off. She is classified as an active registered voter in both Pennsylvania and Fort Bend County, Texas. The Star contacted Bruce Fleming to ask him why he had voted in both states in the same elections for at least three different elections. According to Fleming he was diagnosed with pancreatic cancer in 2007 and he was back and forth between Houston and Bucks County for treatment. He seemed to indicate that was why he voted in both states. However,

started voting in both states in the 2006 general election and continued to vote in both states through 2010. Again, the 2012 primary records for Pennsylvania are not available yet. Fleming told the Star that he would have to talk to his wife and get back to us. He didn't. According to the Star’s research, it would appear that voting twice in an election is punishable by up to five years in prison and a $10,000 fine. It is a Class IV felony. The Star had a hard time getting a straight answer from Fleming regarding his interest in a Lupe Tortilla restaurant even though a Campaign Finance report turned in by the Fort Bend Republican Party listed him as the owner of a Lupe Tortilla restaurant on January 24, 2011. Bruce Fleming lists on his web site that one of his goals is eliminating Obamacare. County Commissioners have no control over that federal law. He was recruited by former Fort Bend Republican County Chair Rick Miller to be the precinct chair in Greatwood. He had been a precinct chair for less than one year and never elected, only appointed, when he was named as “Precinct Chair of the Year.” Several other precinct chairs questioned that. Then the Fort Bend Republican Party gave him $10,000 as a campaign donation, along with $5,000 to Rick Miller and State

Allfrey received $7,500. Other candidates didn’t receive any money as most didn’t know to apply. Sources told the Star that when they did try to apply, they were told the party was out of money. According to records maintained by the state ethics committee, the Fort Bend Republican Party reported having cash on hand on July 23, 2012 totalling $122,919.79. The Star's sources contend that even though Mike Gibson is the party chair, Rick Miller is still running the executive committee (precinct chairs) and although he was responsible for the election of Sharon Roberts, trouble developed almost overnight because she would not let him continue to manage the executive committee. Fleming has displayed a misogynist side to his public personality. He called Jacquie Baly Chaumette a “b.....” when county clerk Dianne Wilson asked him to quit putting his campaign signs in front of the Baly-Chaumette signs. Afterwards, he claimed that Dianne Wilson and Bev Carter “made that stuff up.” He wrote a scathing letter to Sharon Roberts who was serving as Fort Bend County Republican Chair at the time. A candidate in his race had dropped out and he demanded that she hold a redrawing for ballot placement. But Fleming’s greatest wrong is ignoring voting laws. Since voting is the cornerstone of our Democracy, when a candidate circumvents the law, he not only breaks the law, but he makes us all wonder about our own vote and its value. This just in at press time: Bruce Fleming called the Star this morning (instead of last night as promised) and said he really didn't have an excuse about voting in two states except he was living in both worlds, between Pennsylvania and Fort Bend. He did assure the Star that neither he nor his wife voted in Pennsylvania in 2012. He also said that he had no idea why the Republican Party listed him as own of a Lupe Tortilla restaurant and couldn't control what they listed.

Sugar Land sees jump in crime CRIME, continued from page 1

"2011 was just an exceptional year for our crime rate." Before 2011, Schultz said Sugar Land's Part 1 crimes hadn't been significantly low since the late 1990's. According to statistics compiled by the Sugar Land Police Department, the City saw its largest spikes in residential burglaries and auto parts theft. There were 130 cases of residential burglary in 2011 and 183 cases in 2012. Theft of auto parts, specifically catalytic converters, jumped from 8 in 2011 to 22 in 2012. The City did see a decrease in the number of

One by one Redmon’s line of command came in and testified against him. First up was his corporal. She said he was a good employee. However, she was ordered to counsel with him because he removed mattresses from trustees and separated one who got belligerent during the process. She testified that she was instructed to counsel him and have him sign a written document prepared by her supervisor of the incident. According to testimony, Redmon did not want to sign the write-up. He told his corporal that some of the information included in the disciplinary document was not correct. She testified that she told him if he did not sign, he would be removed from the building. She also testified that she told him he would write "refused to sign." She said Redmon wrote on the document, "I respectfully refuse to sign this because some of the facts are not correct." She testified that the document was compiled by her supervisors, and she was ordered to have him sign it. Officer refused to sign The corporal’s testimony was followed by a sergeant who also acknowledged that Redmon would not sign the document. The sergeant said, “He (Redmon) should have never gone into that Trustee Tank and messed with them.” He said Redmon was disciplined for “failure to follow rules and failure to conform to policy.” He further testified that normally Redmon was a good employee. As this incident ground to an end, the sergeant took Redmon’s badge and identification and had the corporal remove him from the building. The sergeant said a signature on the document was not an admission of guilt, merely an acknowledgement of the counseling, explaining that a verbal counseling as the first step in the department’s disciplinary actions. When the sergeant took 22-yearold Steven Redmon’s badge and ID, he told him to report to the major’s office the following morning at 8:30. Several hours more of testimony was offered about mattresses and trustees and in the end the lieutenant and the major both testified against the young officer. Inmates run the jail Lieutenant John Font, who in fact is paid as a deputy but acts as a lieutenant, testified that after he got a phone call from Redmon about the trustees having more than one mattress, he headed that way in the jail. Font said while he was walking to the area he passed an inmate and pulled that inmate into an office and got the inmate’s side

car burglaries, 285 this year down from 310 in 2011. Schultz says criminals are getting more sophisticated citing an example six weeks ago when four suspects were arrested for burglarizing homes in Telfair. On the same day Sugar Land Police arrested four other suspects on the north side of the city and when both groups were taken to the jail they seemed to know each other and may have been working together. "They weren't from around this area and it shows the level of professionalism that they are using. They aren't randomly targeting locations," Schultz said. "Crimes occur in pockets and once we address one area

they move to another and it is continually moving. We make arrests and other groups show up. Revolving pockets of crime allows Sugar Land police to utilize a crime reduction unit which temporarily puts additional officers and patrols in hot spots. Homeowners are encouraged to make sure their alarm systems include motion sensors or glass breakage sensors in bedrooms because, according to Schultz, most do not and criminals will target their search in the bedrooms and not bother with the rest of the house. "But our most valuable weapon is residents reporting suspicious activity," Schultz said. "Look out for your neighbors."

of the story before approaching Officer Redmon. Font further testified that “The trustees felt Redmon was picking on them.” Font said, “Trustees are responsible for the actions in the jail. Personnel are just there to supervise the inmates running the jail.” Font went on to say, “After he (Redmon) refused to sign the document, he (Font) had the sergeant take his badge and ID and advise him to be in the major’s office in the morning.” Font said he did not believe what Redmon said about the incident; however Font revealed information about the inmate that cannot be printed in the paper. Font testified it was the policy of the sheriff’s office to relieve someone when they refused to sign, then he said, "Well, actually there is no policy but (it is) standard procedure." Font said Redmon was fired for moving an inmate without supervisor’s approval, taking trustee’s mattresses, and refusing to sign the discipline form. Major went through document line per line Major Jimmy Leach testified that Steven Redmon told him there were inaccuracies in the report and that is why he refused to sign. So Major Leach testified that he went through the document line by line with Redmon who said it was all correct. Leach testified that it was not written in policy that an employee must sign. He then testified that before he fired Redmon he and Captain Jackson, and Captain Rowland all met with Redmon for well over an hour, and he still was refusing to sign. Major Leach testified he fired Redmon because, “He (Redmon) refused to obey command, the way he (Redmon) talked to others

and plus he (Leach) reviewed his file.” Major Leach also testified that he called Officer Redmon “Lawyer Dagget” because he talked more like a lawyer than he did an officer. Never during any of the testimony could any of the officers say just exactly how many mattresses could any one inmate have. The law states that they must be provided at least one; however, it does not preclude more than one. In closing statements by the county’s attorney representing the sheriff’s office, he said this termination was not about mattress policy but about the policy violation of moving an inmate without a supervisor’s permission. Why was he fired, asked the county’s attorney? It was about his attitude; he was disrespectful. In his closing arguments CLEAT attorney Bob Thomas who represented Steven Redmon said this is a textbook case for Civil Service and exemplifies the why it is so very important to both the employees and the citizens of Fort Bend County. Closing arguments Thomas said, “This termination was a total overreach by the major and a failure to follow their own policy and procedure. They bypassed many of their own disciplinary orders.” Thomas went on to say that referring to the young detention officer as Lawyer Daggett was unacceptable. After a closed session the Civil Service Commission voted to reinstate Steven Redmon with a written reprimand. However, they declined to give him back pay. Redmon was out of work from June 24, 2012 until his reinstatement on October 14, 2012, the next payroll opening.

Missouri City will not hold bond election in May By Betsy Dolan

Missouri City has decided against a bond referendum for the May 2013 election and instead will look ahead to putting a package together for voters to consider in 2014. Appointing members for the Bond Steering Committee was on the City Council's agenda for their regular meeting on October 1 but Mayor Allen Owen announced that the city would postpone the bond referendum citing concerns about the number of bond measures already proposed for the May ballot and the fear that Missouri City's referendum wouldn't find the traction it needed to pass. Fort Bend ISD, Fort Bend County, Houston ISD and Houston Community College have plans to include bond measures on the May ballot that would impact Missouri City residents. "I'm thinking, and council concurs, that it is not in our

best interest to throw another bond issue out there and run the risk of 1) citizens not understanding the importance of it and 2) it being defeated because there are so many other bond elections out there," Owen announced at the meeting. The City had hoped to put together a smaller bond package for May that focused on street and sidewalk repairs with consideration given to drainage improvements, park and trail improvements and construction of Fire Station #6, which would have been the only major capital project involved in the referendum. But Mayor Owen said the city needed to take some additional time before putting a bond measure together to gather additional community input. Twenty-five Missouri City residents had been asked to join the Bond Steering Committee but instead of meeting weekly between now and May, they will meet monthly for the next year and will help in the design

of the 2014 bond referendum. Council approves new fire truck The Missouri City Council approved $608,712 for the purchase of a new fire truck for the yet-to-be-built Fire Station #5 in Sienna Plantation. Some council members gave their approval reluctantly, expressing concerns about the particulars regarding the purchase agreement. Sienna Plantation residents now pay for fire protection on their monthly water bills and because of the wording in the fire protection agreement,

Missouri City will purchase the fire truck and then get reimbursed by Sienna MUD #1. The city cannot invoice the Sienna MUD district until the construction contract for Fire Station #5 has been awarded which could happen in December. Mayor Pro Tem Jerry Wyatt expressed concerns about how such agreements limit how much capital the city has available for their own projects. The new fire truck will be delivered in August 2013 with Fire Station #5 set to be completed in December 2013.

FBISD students to take part in mock election Fort Bend ISD will conduct a district-wide Mock Election to help students learn about the role that citizens take in helping to elect our public

Demolition of old Quail Valley Golf Club approved The Missouri City Council also awarded a $39,350 contract to JTB services for the demolition of the old Quail Valley golf course club house and pro shop. The demolition

is set to begin around October 15 and will take a little over two weeks to complete. The facility was built in 1970. City Centre at Quail Valley, the new 25,000 square foot club house and banquet center opened this summer.

Between the time of the burglary and their arrest, the suspects had stopped at a fast food restaurant and charged the meal on a stolen credit card.” Unfortunately, it appears that the arrest was made well into Harris County’s jurisdiction without the assistance of that governing agency and no exigent circumstances. Along with that victim’s property, deputies also found property stolen from two other victims. The three arrested have been identified as Carter Wells, 44, Justin Dugar, 23, and Kendall Ramsey, 18, all of Houston. Haenel said they have been charged with Burglary of a Vehicle and Fraud. Wells’ bond was $2,000 for the burglary and $4,000 for the credit card abuse charge. Dugar and Ramsey both had bonds of $1,000 and $3,000. All were booked into the Fort Bend County jail.

Citizens citywide celebrate 29th Annual National Night Out

Neighborhoods across Missouri City showed their community spirit with National Night Out block parties featuring good food, fellowship and fun on the 29th annual observance of the crime prevention initiative on Oct. 2. The events are designed to encourage neighbors to get to know each other and partner with police officers, firefighters, City Council and staff to prevent crime. A brief downpour during the start of Creekmont’s annual gathering didn’t put a damper on spirits of homeowners who attended their annual celebration at the community clubhouse. The event featured vendors including the Wells Fargo Wagon, Aaron Rentals, Luby’s catering and Target. Residents signed in and received tickets for special prizes that were awarded throughout the evening. That sentiment was also on display at Hunters Glenn III, where residents were treated to lots of desserts and a presentation by an awardwinning karate group. Thirty-two year resident Alvin Battle praised Missouri City as a “wonderful place

to be. My neighbors always watch out for you and I’ve never had my home broken into in the entire time I’ve lived here.” Residents in Vicksburg gathered outside for a neighborhood pot luck dinner, with chef Ed Thompson grilling sausages, hot dogs and hamburgers. A diverse group gathered around picnic tables for their cozy event. In Quail Valley East, residents gathered at their clubhouse on Turtle Creek Drive and had an opportunity to visit with Fire Chief Russell Sander and Assistant Fire Chief Paige Day while enjoying root beer floats. Other neighborhoods hosting block parties included multiple neighborhoods in Quail Valley, Hunters Glen IV, Colony Lakes, Waterbrook West, Lake Shore Harbour, Vicksburg, Brightwater, Lake Olympia, First Colony and Fondren Park. This year’s National Night Out included two kick-off gatherings held on Sept. 29 at the Police Mini-Station on Texas Parkway and on Oct. 2 at Target on Highway 6 at Murphy Road.

Yard of the Month selected by Quail Valley Garden Club

Quail Valley October Yard of the Month goes to Monica and David Pitschman of 3538 El Dorado. The Pitschmans have used colorful mums, crotons, snap dragons and petunias adding festive fall colors to summer vinca and caladiums. Monica and David moved from Pecan Grove last January and added their special touch including a sculpture of two kids on a fence to an already well-kept garden. They received a plant from Flowers by Adela and well as a certificate from the Quail Valley Garden Club, which is holding its popular pre-sale of caladiums until Oct 31. Visit www.//traction.typepad.com/qvgc/caladium-bulb-sales. html to learn more.

The Arc of Fort Bend receives grant The Arc of Fort Bend County is pleased to announce that it is the recipient of a $1,000 grant from the EZCORP Foundation for a new project, “The Arc4Arts”. Artistic volunteers from the community provide arts and crafts classes in a socially inclusive environment for youth and young adults with intellectual and developmental disabilities. The Arc of Fort Bend County is a non-profit organization founded in 1961 by a group of concerned parents, friends, and

professionals who wanted to positively affect the lives of children diagnosed with mental retardation and provide a base of support for their families. As those children aged, and the needs increased, the organization’s mission broadened to include those with developmental disabilities, including autism, as well. The EZCORP Foundation focuses on helping children and their families in the communities in which they do business. The Arc is grateful for their support!

Travis High School to host “80’s Spooktacular” workshop Elementary students are invited to participate in a Halloween-themed workshop hosted by the Travis Theatrical Company. For two Saturdays, Travis theatre students will be working with first through fifth-grade students on zombie makeup, creating a zombie costume and learning Michael Jackson’s “Thriller” dance in preparation for a show at the end of the 80’s Spooktacular workshop. The workshop costs $40 per student and will be held on Saturday, October 20, from 9:00 a.m. to 3:00 p.m., and continue on Saturday, October 27, from 11:00 a.m. to 4:00 p.m. in the Black Box at Travis High School, 11111 Harlem Rd., Richmond. Children will need to bring a sack lunch (snacks will be provided), and a pair of old clothes that can be ripped and painted for the zombie costumes. Additional information and the registration form can be found at www. travistheatricalcompany.com. A student performance of “Thriller,” as well as performances by members of the Travis Theatrical Company, will begin at 4:00 p.m. in the auditorium on October 27. Parents of students in the workshop will receive two tickets to the show, but for others who would like to attend, tickets are $5 per person. The 80’s Spooktacular workshop coincides with an 80’s theme for this year’s Travis theatre productions. In November, Travis will be performing “1984,” based on the George Orwell novel. For their spring musical, theatre students will lace up their roller skates as they present “Xanadu,” inspired by the 1980 Olivia Newton-John movie. Please contact the Travis High School theatre department at 281.634.7087 or email Tommy.Grubbs@fortbendisd. com for more information.

Palm Royale speed limit lowered to 35 MPH The speed limit along Palm Royale Boulevard between Commonwealth and Sweetwater Boulevards was lowered to 35 mph on October 3.The current speed limit is 40 mph. The reduction is the result of a speed study conducted to establish a safe speed limit along the corridor. The study and the newly approved speed limit comply with guidelines included in the 2011 Texas Manual of Uniform Traffic Control Devices and the Texas Department of Transportation's manual for establishing speed zones. The justification for lowering the speed limit included the presence of trees and other factors along the road that limit drivers' ability to see horizontal and vertical curves and driveways.
