Vedanta Society celebrates Durga Puja

Vedanta Society of Greater Houston celebrated Durga Puja a week ahead of the actual Puja on Saturday, Sept. 28.The festival epitomizes the victory of good over evil, where Mother Durga wins the battle against Mahishasura. It is also, in part, a harvest festival celebrating the goddess as the motherly power behind all life and creation. Swami Kripamayananda, head of the Toronto Vedanta Society conducted the puja with VSGH resident minister, Swami Atmarupananda and Buddhadeb, who traveled from Toronto with Swami Kripamayananda. Durga Puja at Vedanta Society By Sanchali Basu With the increasing number of Bengalis in the greater Houston area, more Durga pujas are being held to accommodate the desire of all Bengalis to participate in their biggest festival of the year. Durga Puja, however, is not limited to a celebration by the Bengalis, but is a celebration by all Hindus revering and paying homage to the Hindu goddess, Durga. The festival epitomizes the victory of good over evil, where Ma Durga wins the battle against the shape-shifting asura, Mahishasura. It is also, in part, a harvest festival celebrating the goddess as the motherly power behind all life and creation. Vedanta Society of Greater Houston (VSGH) celebrates Durga Puja a week ahead of the actual Puja every year, to avoid conflict with other Pujas, and the 5-day Puja is condensed into a half day puja. One could not have asked for better weather to invoke Ma Durga on the punya tithi of Mahalaya to the VSGH grounds on Saturday, September 28. Nabapatrika (Kalabau), and the idol of Mother Durga were carried to the nicely decorated pandal outdoors to the auspicious beat of the Dhak (Bengal drum) and the blowing of the shankh (conch shell), early in the morning, creating a divine atmosphere. Mother Durga and kalabau were decorated in festive splendor and Mother was ready to welcome and bless all her devotees. As is the tradition every year, Swami Kripamayananda, head of the Toronto Vedanta Society conducted the puja, his 8th year in a row, with VSGH resident

minister, Swami Atmarupananda and Buddhadeb who traveled from Toronto with Swami Kripamayananda. Dr. Amrit Achari, assisted with the Chandipath. The puja commenced on time at 9:30 AM with great austerity and devotion. The melodious devotional songs sung by the VSGH choir, led by Rupa Ghosh, made the environment reverberate with divinity. Local Guru, disciple of Sangeet martand Pandit Jasraj, Pandit Suman Ghosh was gracious enough to lend his voice with his team, adding to the divinity of the atmosphere. The puja ended with the beautiful arati performed by the two Swamis with the chandelier lamp to the beat of the dhak, and pushpanjali, the offering of flowers, by devotees. Fruit & lunch prasad were served in the adjacent tent to all attendees. As always, Swami Kripamayananda commented, “This is the best Durga Puja held in the west,” and added that it gave him immense pleasure and fulfillment in conducting the Durga Puja in Houston. The puja was very well attended and all attendees enjoyed the pious, spiritual ambience of the puja festivities. Although, the temperature during the lunch prasad distribution was quite high, it did not deter the devotees from queuing up in long lines to partake the blessed prasad – 620 plates of prasad were served – and all left with smiles on their faces. Senior Forum at The Woodlands features Kumud Nilekani

The Senior Forum associated with the Hindu Temple of The Woodlands was honored to have Kumud Sadanand Nilekani as its guest speaker on Mahatma Gandhi Jayanti, October 2, 2019. The highlight of her presentation was the unveiling of her portrait of Mahatma Gandhi which she had created using a unique, one-line art process. This drawing will be presented to the Mahatma Gandhi Museum of Houston, a part of the Mahatma Gandhi Library, a non-profit organization, which will display the artwork proudly in its new museum now under construction, to be opened in 2019. Kumud Nilekani was born in Mumbai in 1934. Her father, S. K. Invally and her mother were deeply involved in the Indian independence movement and instilled in her a passion for community service. After her marriage to Sadanand Nilekani in 1953, Kumud took care of the family’s ancestral property, including the family temple. In addition to those responsibilities and raising three daughters, she was involved in community service. She headed the Inner Wheel Club (affiliated with the Rotary Club) and the

Girls Guides. Kumud’s father was an avid artist. He specialized in a unique form of art that involved the creation of intricate images using a single line which does not break, cross, or touch at any point. From a distance, these works create the impression that they are created with thousands of strokes as in most traditional art. It was not until she was 69 years old that Kumud began drawing in the style of her father. In fact, she did not show any interest in creating any form of art until then. Feeling the presence of her father, in August 2001 she picked up a black graphic pen and began to create in that style. Since then, she has created many works of art which have supported the Rotary Charitable Eye Hospital in Sirsi, India, and other charitable causes in India and Houston. She has raised over $25,000 for charity with her artwork. Kumud Nilekani has three daughters Kalpana Chikarmane, Kanchan Kabad, and Kirthi Rangnekar; eight grandchildren, and seven greatgrandchildren. For her, age is just a number. Philanthropy and community

service are what she thrives on. The Senior Forum of the Hindu Temple of The Woodlands was founded by several local seniors. Its original purpose was to provide a means for parents of first generation Indian-Americans to meet one another to socialize when they were visiting their children and grandchildren in The Woodlands and surrounding areas. However, it soon became apparent that the recently-retired first-generation Indian-Americans also needed to be able to meet each other in a structured, but informal environment. The target audience expanded to include this group. Additionally, many younger adults who were not in the workforce could see that they would enjoy interacting with the older adults while serving as volunteers in the Senior Forum. The Senior Forum meets at the temple on the first and third Wednesdays of most months. Programs include presentations by members of the community as well as volunteers and seniors who have special expertise to share. Medical, legal and financial topics, travel experiences, musical programs by members and

guests, games, celebrations of festivals, and more are part of the rotating schedule. Members also participate in picnics, field trips, and cruises. Concluding each meeting is

a shared lunch, either provided by various members and volunteers or catered. Those who are interested in attending the Senior Forum events are welcome.

Tamil studies chair takes shape at UH

Founding members and supporters of Houston Tamil Studies Chair With UH Chancellor and President Renu Khator and other UH officials. A Texas nonprofit organization with a mission to promote Tamil language, culture and literature has made a $2 million commitment to the University of Houston to establish an endowment supporting the study of Tamil heritage. The Tamil language is considered the oldest in the world and spoken by more than 70 million people worldwide, primarily in India, Sri Lanka, Malaysia and Singapore. Houston Tamil Studies Chair, Inc., which is the donor, is a nonprofit that was founded last year with the goal of establishing the Tamil Studies Chair at the University of Houston and providing a forum for the growing population of TamilAmericans in the United States — approximately 250,000 people.

“As Tamil-American families assimilate into the fabric of the multi-cultural society in this great nation, and as all our children get educated in American Universities, HTSC takes great pride in leading this initiative to expand awareness of the rich Tamil culture, language and literature within an educational setting,” said Sam Kannappan, founding member and board president of Houston Tamil Studies Chair, Inc. The initial $1 million pledge will create The Houston Tamil Studies Chair, Inc. Research Endowment in the UH College of Liberal Arts and Social Sciences. These funds will support research program costs, equipment and seminars with invited scholars who are experts on Tamil societies and the Tamil

diaspora in the United States. An additional $1 million will rename the endowment The Houston Tamil Studies Chair Inc. Endowed Professorship. The educator, who will hold this professorship, will be a global research trailblazer with expertise on the rich diversity of Tamil culture and its global diaspora, according to Antonio D. Tillis, Dean of the College of Liberal Arts and Social Sciences. “This gift serves as a new resource for global research opportunities for our faculty and students,” said Tillis. “It affords expanding knowledge on a region that has interdisciplinary academic appeal with local and global contexts.” Houston Tamil Studies Chair, Inc. was established

through the vision of its founding members Sockalingam Sam Kannappan; Dr. S.G. Appan; Sockalingam Narayanan; Perumal Annamalai; Nagamanickam Ganesan; Tupil V. Narasimhan and Dr. Thiruvengadam Arumugam. They have been leading community fundraising efforts in the Greater Houston area, Texas and beyond. “Tamil has a rich social and political history. Through exploring Tamil traditions, we are facilitating the understanding of a special and unique culture.” Through this generous gift, we are able to enrich our academic programs and introduce our students to Tamil’s special and unique culture,” said Eloise Brice, vice president for University Advancement.

The gift is part of the “Here, We Go” Campaign, the University of Houston’s first major fundraising campaign in more than 25 years. The University has raised more than $1 billion to address key priorities, including scholarships, faculty support and strengthening the university’s partnership with Houston, and the momentum continues as UH moves beyond its original billion dollar goal. According to Dr. Naga Ganesan, “Tamil, one of the two classical languages of India along with Sanskrit, is vibrant and growing in the American culture scape. We are proud to endow a professorship at the University of Houston to study Tamil in all its aspects across the globe.”

Sandeep Dhaliwal was the first Sikh Sheriff’s deputy in Harris County. Dhaliwal, 42, was fatally shot in an ambush-style attack during a routine traffic stop on Sept. 27. The Indian American community held a prayer vigil on Oct. 4 at India House in honor of the fallen hero who was killed in the line of duty in Houston. Family and friends were present as area community leaders and elected officials conveyed their condolences. India House, Indo American Charity Foundation, India Culture Center, Indo American Chamber of Commerce of Greater Houston, Indo American Political Action Committee and other organizations participated in the vigil. NEWS Rupa Iyer receives Research Leader Fellowship Rupa Iyer, University of Houston College of Technology biotechnology professor, received the Association of Public and Land-Grant Universities (APLU) Council on Research (CoR) Research Leader Fellowship Program, which started in July. The highly competitive fellowship program enables a distinctive cohort of eight individuals to develop the critical knowledge and skills essential to research support and competitiveness. In addition to peer mentoring and networking, the CoR Research Leader Fellowship Program enables research leaders to increase the depth of their knowledge and allows Fellows to develop expertise and skills in multiple areas relevant to leading a research agenda within an academic institution. Dr. Iyer is the founding director of the biotechnology program at the University of Houston. She was the associate dean of research and graduate studies before beginning a rotation as a Program Director at the National Science Foundation (NSF) in September 2017. As a CoR Research Leader Fellow, Iyer’s project will focus on multidisciplinary convergence research that leverages public private partnerships to stimulate economic development and enhance research productivity. “I am excited about this opportunity in the CoR Fellows program. It is a great way to integrate knowledge from my prior experiences and expertise. In particular, the 18-month fellowship will allow me to draw on the experiences of the Nation’s strongest public university research leaders to provide insight and advice relevant to enhancing the research enterprise of academic institutions,” Iyer said. “We’re thrilled to welcome our new cohort of fellows,” said APLU executive vice president Howard Gobstein, who leads the association’s research policy and STEM education efforts. “We applaud this year’s fellows for their remarkable achievements to date. The CoR Fellows program is designed to help them take their leadership to the next level. The fellowships are a critically important CoR effort, helping to cultivate the next generation of public research university leaders and build institutional capacity.”

NEWS United Sikhs launch “Hero Fund” in honor of Sandeep Dhaliwal In honor of Deputy Sandeep Singh Dhaliwal, who was fatally shot in the line of duty recently, United Sikhs delivered checks for $600,000 to the wife and father of the fallen hero during the post-funeral cremation ceremony on Oct. 2 at the Sikh National Center -- the gurdwara Deputy Dhaliwal attended. Deputy Dhaliwal served as the Director of Homeland Security for the United Sikhs, a nonprofit organization, affiliated to the United Nations, and assisted in global disaster relief missions and advocacy efforts for religious exemptions, including turbans and unshorn hair in law enforcement and the military. “You are my Sandeep,” Deputy Dhaliwal’s Father, Pyara Dhaliwal, told Gurvinder Singh, United Sikhs Director of International Sikh Aid Programs, as the pair exchanged a heartwarming embrace upon delivering the funds. Immediately following the tragic death of Deputy Dhaliwal, United Sikhs established a fund for the family on Facebook and GoFundMe to allow the public to show their support for the fallen hero. Within hours, contributions from supporters around the world began pouring in. Harris County Sheriff Ed Gonzalez and law enforcement officers around the world joined United Sikhs’ prayer circle held at the site of Deputy Dhaliwal’s fatal shooting in Houston on the International Day of Nonviolence . Commissioner Adrian Garcia, who attended the cremation ceremony, delivered the checks with United Sikhs and announced the global charity’s launch of The Deputy Dhaliwal HERO Fund (Honoring Emergency Response Officers). Deputy Dhaliwal had the dream of creating the fund when he met a Texas police officer who could not pay for roof repairs after Hurricane Harvey. The first beneficiary of the newly-created fund was Deputy Dhaliwal’s family. “The Deputy Dhaliwal HERO Fund was Sandeep’s dream to help first responders who are affected in the line of duty or in need of emergency funds,” said Commissioner Adrian Garcia, who worked with Deputy Dhaliwal and United Sikhs to provide food and water to Puerto Rico residents in need after Hurricane Maria. “This was his dream to uplift humanity and his fellow firstresponders as well as their families in their time of need.” In continuing Deputy Dhaliwal’s legacy, United Sikhs will allow first reponders to request emergency funds directly on their website (www.UNITEDSIKHS.org/HERO). “Deputy Dhaliwal left a deep impression in the hearts of so many,” said Jagdeep Singh, United Sikhs Executive Director. “We were honored to pay tribute with his family members and law enforcement officers across Canada.” United Sikhs members from around the world attended Deputy Dhaliwal’s Funeral held at The Berry Center in Houston. United Sikhs is a global humanitarian charity that advocates for civil and human rights across 10 chapters.

By SWAPAN DHAIRYAWAN The Howdy Modi celebrations in Houston was a spectacular and a well executed event, surpassing all records by drawing over 59000 people from the Indian American community at the largest stadium in Houston. The rock star style welcome and the roaring crowds took even President Trump by surprise causing him to later quip that the reception was of the likes given to Elvis. Political pundits projected it as the beginning of a new chapter in US-India ties. However, this is not a political piece about the implications of the event but rather the 1100 volunteers, the “unsung heroes” who spent countless hours planning, organizing, and executing an event of this magnitude. They worked willingly, for free, with many using up their vacation days and spending their evenings, early mornings and weekends on conference calls, planning meetings and working in the trenches. This was a monumental exercise that was put together in just 8 weeks. When the news about PM Modi’s visit to Houston was confirmed, the Indian American community hit the ground running, forming the Texas India Forum, the Registration website and 20+ committees. It was a race against time and the hours that were put in is mind boggling. President Trump’s announcement just a week before the event, that he would address the Indian American community along with PM Modi changed a lot of dynamics. Houston was now on the global map with “ Houston strong” being reverberated everywhere. Invitations for this event were sent to every member of Congress and top CEOs, academicians, spiritual leaders, artists and community leaders. Volunteers were energized and motivation was multifold. The opportunity to showcase India, be a part of history, pride in PM Modi and a desire to further US-India relations brought volunteers from San Antonio, Dallas, Austin, Louisiana, Atlanta, and Chicago. Multiple in depth training sessions prepared the volunteers for unexpected eventualities. A week before D-Day, volunteers were functioning on pure adrenaline and enthusiasm. Wearing bright blue T-shirts, they fanned out across the stadium from 4am in the morning to ensure that the event ran smoothly. Not one single individual from those who offered tactical advice, the donors or network of volunteers sought any limelight, advantages or access. The level of commitment was palpable. NRG officials described this as one of the most well organized events they had seen and were astounded at not only how the volunteers took over the stadium but how they left it. After the grounds had emptied, volunteers stayed back till late evening to ensure that after all the paraphernalia was cleared including the over 100 cutouts of PM Modi. The PM himself commended the volunteers at a post private lunch and judging by the reaction, it was all the reward they needed. This is dedicated to all those servant leaders who collectively made the image of the Indian – American community in Houston soar in the eyes of the world who worked in the background unwilling to be named , and the volunteers who worked selflessly to pull off one of the greatest rally’s ever witnessed. They are the ones who deserve a standing ovation.

What a phantasmagorical Sept. 22 was, as over 50,000 fellow Indian Americans turned out to see President Trump and Prime Minister Modi, India’s fiery populist leader at the ‘Howdy, Modi’ event. Estimates suggest that this bromance between the two leaders and the cultural spectacle was seen live by over a billion people globally on television and other media channels. The joint appearance also underscores the growing strategic significance of the world’s two largest democracies to keep a check on China’s ambitions to dominate the AsiaPacific region and Pakistan’s manufacturing and exports on terrorism. Trump froze funding for Pakistan until it stops harboring terrorists. Modi, a leader with a grand vision for “GREAT INDIA” in the league of Mahatma Gandhi and Sardar Patel, delivered an over-the-top introduction of Trump, “I present to you my friend, a friend of India, a great American President, Mr. Donald Trump,” declaring that the President’s name is “familiar to every person on the planet” and “comes up in almost every conversation in the world on global politics.” Modi said “he was a household name and very popular before he went on to occupy the highest office in this great country.” Standing next to Modi, the President beamed with pleasure as the Prime Minister delivered a twist on his own election slogan: “Abki baar, Trump Sarkar,” and literally and figuratively endorsed Trump for a second term. Modi spoke about the President’s “Art of the Deal” and “Make America

Great again,” and the “history and chemistry between the two nations” The crowds gave a standing ovation to Modi, when he spoke with passion on Kashmir and the neighboring country, who might be watching their ox getting gored. Trump vowed to protect against “radical Islamic terrorism” and told the crowd he was proud of Indian Americans declaring that “you have never had a better friend as President than President Donald Trump, that I can tell you,” adding that Indian Americans enrich the culture of the United States and that the two nations are “grounded in our common values.” Trump spoke on his 2020 campaign rally themes, about slashing regulations, lowering unemployment, implementing a tax cut and protecting the nation’s borders against “those who would threaten our security.” The rally brought together two leaders with similar styles. Both rose to power by embracing rightwing populism, portraying themselves as champions of the masses fighting against an entrenched establishment. Modi was India’s Trump before Trump became America’s Trump. Both have chutzpah, presenting voters with a vision to make their respective countries “great again.” The opposition in both countries is in shambles and uninspiring. Trump and Modi do not have another Trump and Modi to engage in political battle with them. Trump likes Russian President Putin, China’s Xi, Japan’s Abe and Modi. Trump’s participation with Modi offered

him a golden chance to woo a constituency of some 4.4 million U.S. residents of Indian descent, one of the most prosperous immigrants groups making an enormous contribution to the country’s economic strength and whose support could prove helpful as an overwhelming majority of Indian American voters are registered as Democrats and voted for Hillary Clinton in 2016. Modi and Trump took a victory lap around the stadium holding hands at the end of the Howdy Modi event. NRG stadium was a perfect opportunity for both to reacquaint the world with their love for one another. Trump, in his follow-up meeting on Tuesday, at the United Nations, suggested Modi be known as the “father of India” because of his success in uniting the nation and “Elvis” has returned. The U.S. President, in a speech at the U.N. General Assembly on Sept. 24, said, “The future belongs to patriots. The future belongs to sovereign and independent nations who protect their citizens, respect their neighbors, and honor the differences that make them special and unique, Trump was referring to Modi and Modi’s India. Both leaders have transcended politics like the Pope who has transcended religion as they both bring fresh vision, energy, enthusiasm and an over-the-top demeanor, captivating the public’s imagination, greeting rapturous crowds with their flamboyance which paradoxically have turned them into rock stars.

NEWS Modi’s Houston meeting with CEOs to enhance India’s energy security

The Indian Prime Minister’s meeting with the heads of major US oil companies and his government’s tango with the Middle East and Russia will ensure that the country gets adequate hydrocarbon supplies to power its growth aspirations. The recent attack on Saudi Aramco’s plants, which resulted in the suspension of 5 per cent of the world’s crude oil supplies, led to violent swings in global oil prices. In the two days following the attack, Brent futures went up by almost 20 per cent to $71.95 per barrel and WTI futures by 15.5 per cent to $63.34. This brought home the importance of ensuring India’s energy security and highlighted the criticality of Indian Prime Minister Narendra Modi’s meeting with leaders of the US oil and gas industry in Houston on 21 September, which had been fixed months in advance. Why the Houston meeting with oil CEOs is important Modi met the virtual who’s who of the US and European energy sector. His round table included the CEOs of ExxonMobil, BP, Total, Tellurian, Schlumberger, Baker Hughes, Cheniere Energy and Dominion Energy, among others. India already imports about $4 billion worth of oil and gas from the United States and there are reports that this could double in the near future. Also, US Secretary of State Michael Pompeo has promised India adequate crude oil supplies in the wake of US sanctions on Iran. Engaging US energy majors is important not only for India’s energy security but also for other collateral benefits. It is well known that energy companies are among the top campaign contributors to the Republican Party. Thus, having a long-term relationship with these companies and their influential CEOs, who enjoy tremendous clout in Washington, makes political and strategic sense for India. The deals in the pipeline Modi, who drove to the meeting with the head honchos of oil companies straight from

the Houston airport, tweeted: “It is impossible to come to Houston and not talk energy! Had a wonderful interaction with leading energy sector CEOs. We discussed methods to harness opportunities in the energy sector. Also witnessed the signing of MoU between Tellurian and Perronet LNG.” He was referring to the agreement to negotiate the import of five million tonnes per annum of LNG by the public sector Indian company from the US energy behemoth’s Driftwood project in Louisiana in which the Perronet may also invest $2.5 billion. Subject to further due diligence and necessary approvals, Tellurian and Perronet are expected to finalise the agreement by 31 March 2020. Then, Indian Oil Corporation (IOC), India’s largest oil refiner, signed two contracts to buy 4.6 million tonnes of US crude oil in 2019-20 from Norway’s Equinor ASA and Algeria’s state energy company Sonatrach. Earlier reports said the world’s most valuable energy company, ExxonMobil Corporation, is likely to enter a partnership with the public sector GAIL India Ltd to set up a green energy platform in India. India may also pick up a stake in ExxonMobil’s offshore Stabroek block in Guyana, which has estimated reserves of more than five billion oil-equivalent barrels. And as has been widely reported in the Indian media, Indian oil majors have invested about $4 billion in US shale gas assets. Why energy security is important India imports 82 per cent of its oil and gas requirements, mostly from the Middle East but also from the US, Russia, Africa and South America. In 2018-19, the country’s oil import bill was about $112 billion, a jump of about 30 per cent from $88 billion the previous year. Local production has been stagnant, and this is unlikely to change in the foreseeable future. Even the production of oil from overseas fields owned by Indian companies

hasn’t been rising fast enough to compensate for stagnating local output. This will have to change quite drastically if India is to achieve the target set by Modi of reducing oil and gas imports to half the current figure by 2030. As an interim goal, the Indian government is targeting a 10 per cent reduction in oil and gas imports by 2022. But energy is vital for India to achieve its goal of becoming a $5 trillion economy by 2025 and provide 24×7 power for every Indian by 2022. India’s energy mix Coal is still the largest source of energy in India. It accounts for 72 per cent of India’s electricity generation and is also the main fuel used by sectors such as cement and steel. BP Energy Outlook 2019 estimates that coal’s share in India’s primary energy consumption will fall from 56 per cent in 2017 to 48 per cent in 2040. This is more or less in line with the estimate of NITI Aayog, the government’s official think tank, which put the figure at 44 per cent. The share of oil will fall from 29 per cent to 23 per cent while that of renewables will rise five-fold over this period to 16 per cent. India’s energy demand is expected to grow at a CAGR of 3.7-4.5 per cent per year till 2047, according to the NITI Aayog. The corresponding figure for electricity demand is 5.4-5.7 per cent. And although the country is home to 18 per cent of the world’s population, it consumes only 6 per cent of the world’s primary energy. This is expected to change quite dramatically as India’s per capita energy consumption of 521 kgoe in 2014, which is one-third of the world average, first catches up and then overtakes its share of the world’s population. The renewable energy push Pushing this surge in energy consumption is the Modi government’s aggressive and ambitious target of setting up 175 GW of renewable energy (RE) – solar, wind and biomass – capacity by 2022. According to data available on the website

of the Government of India’s Ministry of Power, the country had an installed capacity of slightly more than 80 GW of RE, or a little less than half the target, as on August 31, 2019. Beyond that, India has an even more ambitious goal of setting up 450 GW of RE capacity by 2030 but this will come with its own set of problems. Infirm power RE, especially solar and wind power, are infirm sources of power. That means, unlike thermal, hydro and nuclear power, they cannot be produced on demand. Solar power plants cannot generate electricity when the sun is down. Wind power plants cannot generate power when wind speeds are below a particular threshold. Solar power generation stops in the evening, leaving the grid with a sudden and massive withdrawal of supply between 5 pm and 6 pm every day. The grid faces a similar “shock” from wind power withdrawal when winds stop. This can result in grid instability and huge outages if alternative sources of power are not available to substitute for the power that is withdrawn. Thermal power plants are not able to ramp up fast enough to replace this. Among power sources, only hydropower plants, gas-based power plants and nuclear power plants can do this. But India lacks sufficient capacity in these. The alternative is battery storage systems. In India, power demand peaks in the evenings when solar power plants can no longer generate electricity. But battery storage technology is not yet sufficiently advanced to store the quantum of power needed to compensate for the shortfall. This makes it imperative for India to secure adequate and reliable supplies of gas as a fuel for power plants that can ramp up or ramp down on demand since hydro and nuclear power plants have long gestations periods and entail huge environmental costs. This makes security of gas supplies imperative for India’s energy security. The problem with coal India is the world’s secondlargest coal producer after China with a share of 10 per cent of the global output and has the fifth-largest coal reserves in the world, according to IEA. India’s share of world coal consumption is 13 per cent. However, 87 per cent of Indian reserves of this mineral fuel is non-coking coal, forcing the country to import 80 per cent of its coking coal needs. Then, India’s coking coal reserves are of a poorer quality than those available elsewhere. This means that India will have to continue im-

porting this fuel whose use is expected to triple to 180 million tonnes by 2030. India also has to import about 20 per cent of its thermal coal requirements as Coal India Ltd (CIL), till recently the monopoly merchant producer of this commodity, which accounts for 84 per cent of the country’s coal production, is unable to increase its output at the required rate. According to rating agency Crisil, CIL’s production will touch one billion tonnes in five years against its target of doing so this year. Since the government has not moved on facilitating private participation in merchant coal production despite passing a law to do so last year, India’s coal demand continues to outstrip domestic supplies. The country will have to move fast on easing land acquisition and environmental and forest clearance norms to facilitate rapid expansion of coal production in the country. However, the good news is India’s peak electricity deficit has declined from 12.7 per cent in 2009-10 to 0.8 per cent in 2018-19. Walking on geostrategic eggshells The Middle East, the main source of hydrocarbon supplies to India, is a volatile region. US sanctions on Iran, which supplied up to 10 per cent of India’s crude requirements until recently, has adversely impacted India’s energy security. India has turned increasingly to Russia to diversify its crude supply sources. But this, too, has fallen foul of US sanctions on Moscow. Despite this, ONGC Videsh, the foreign investment arm of India’s national oil explorer, has a $6-billion investment in the Sakhalin oil fields in the region. Last year, India and Russia agreed to a sea link between Vladivostok and Chennai that will cut down the transport time from 40 days at present to 24 days, making it easier less costly to import Russian crude. Thus, the Modi government will have to carefully finesse its hand to manoeuvre between these competing global geopolitical conflicts to diversify crude sources and ensure India’s energy security. Strategic moves To guard against any major disruption in energy supplies, the Indian government is building a strategic reserve of 5.33 million tonnes of crude in Mangalore (Karnataka), Vishakhapatnam (Andhra Pradesh) and Pudur (Karnataka) to provide for 10 days of supplies. NEWS Kejriwal ‘denied political clearance’ to attend climate meet in Denmark Delhi Chief Minister Arvind Kejriwal will not be able to attend the C-40 Climate Summit in Denmark as the Ministry of External Affairs refused political clearance to his visit, said official sources on Tuesday. The Delhi government sources said the chief minister was scheduled to leave for the summit in Copenhagen, Denmark, at 2 pm on Tuesday, but could not take the flight as the MEA denied him the political clearance to attend the meeting. AAP’s Rajya Sabha MP Sanjay Singh termed the Centre’s decision to withhold the clearance “unfortunate”, saying it would affect India’s image. He also wondered why the Centre was “so much” angry with the AAP government. Kejriwal was to lead an eight-member delegation for the summit, slated to begin on October 9 and end on October 12. “Kejriwal was not going on a vacation but to tell the world how Delhi managed to reduce its air pollution by over 25 per cent through its schemes like odd-even,” Singh told reporters. Singh said the Centre’s decision will “affect India’s image on the global stage and send a wrong message in the international community”. “What will the people think about how our federal structure works. Why is there so much anger against us from the Centre?” the Aam Aadmi Party’s (AAP) Rajya Sabha MP said. The MEA, however, gave clearance to West Bengal Urban Development Minister Firhad Hakim, claimed sources. In response to media query over Kejriwal’s proposed visit to Denmark, the MEA last week had said a decision on the issue is taken based on multiple inputs. “I do not answer query specific to political clearance. And if you understand how it functions, we get hundreds of requests for political clearances every month from ministries, secretaries, bureaucrats. A decision is based on multiple inputs,” MEA spokesperson Raveesh Kumar had said. “Some of the inputs we get from the mission and it takes into account the nature of the event where the person is going to participate. It takes into account the level of participation from other countries and also the kind of invitation that is extended,” he had added. In an official statement on September 22, the Delhi government had said the chief minister was expected to speak at the Summit on his government’s experience in lowering air pollution in the city and present the set of initiatives taken by the AAP dispensation that led to the 25 per cent reduction in air pollution.

This will ensure reliable supplies of crude, the main raw material for Reliance’s refining and petrochemicals businesses, at a reasonable cost. A large Saudi stake will provide its Jamnagar refinery, the largest in the world, a secure insurance against Pakistani air and missile attacks in case of hostilities. In a mutually beneficial deal, the Saudis will gain a secure market for 500,000 barrels of oil every day, a strong partner in the Indian market and an entry into this market of 1.3 billion consumers. This will give the world’s

largest oil producer a stake in India’s energy security. Key to energy security India will also need to address some major internal challenges to ensure its energy security. According to an EY report: “…While the country has surplus refining capacity and is an exporter of petroleum products, major investments will have to be made in the domestic upstream industry and to acquire hydrocarbon reserves abroad. Additionally, key areas of action are: Accelerated development of energy infrastructure Human resource development Technological upgrade A more conducive policy environment coupled with an effective regulatory regime is, without doubt, the basis for accelerated growth of domestic energy resources. NRI marriage registration Bill referred to Parl standing committee on external affairs The Bill, which makes it mandatory for NRI men to register their marriage within 30 days of getting married, has been referred to Parliament’s standing committee on external affairs. The ‘Registration of Marriage of Non-Resident Indian Bill, 2019’ empowers passport authorities to impound or revoke passport or travel documents of NRIs who fail to register their marriage within 30 days after getting married. “Members are informed that the Speaker, Lok Sabha, in consultation with the Chairman, Rajya Sabha, has referred the Registration of Marriage of Non-Resident Indian Bill, 2019, as introduced in the Rajya Sabha, to the Standing Committee on External Affairs for examination and report within two months,” the Lok Sabha secretariat said in a bulletin. Against the backdrop of cases of Indian women being trapped in fraudulent marriages with nonresident Indians, a bill was introduced in the Rajya Sabha in February this year to make it compulsory to register such marriages within 30 days. If an NRI man fails to register his marriage within the stipulated time, his passport can be impounded or revoked. Cultural community condemns FIR against celebrities who wrote to PM In new letter issued on Monday, October 7, the eminent personalities questioned how writing an open letter to the Prime Minister could be called “an act of sedition”. Over 180 members of the cultural community, including actor Naseeruddin Shah, cinematographer Anand Pradhan, historian Romila Thapar and activist Harsh Mander among others, condemned the FIR lodged against 49 celebrities for an open letter they wrote to Prime Minister Narendra Modi. Last week, an FIR was filed in Bihar’s Muzaffarpur against personalities, including directors Aparna Sen, Adoor Gopalakrishnan and writer-columnist Ramchandra Guha for alleged sedition over a letter they wrote to the PM in July, voicing concern over growing incidents of mob lynching. In new letter issued on Monday, October 7, the eminent personalities questioned how writing an open letter to the Prime Minister could be called “an act of sedition”. “An FIR has been lodged against forty-nine of our colleagues in the cultural community, simply because they performed their duty as respected members of civil society. They wrote an open letter to the Prime Minister, expressing concern about mob lynching in our country. “Can this be called an act of sedition? Or is harassment by misusing the courts a ploy to silence citizens’ voices?” the letter read. The signatories, which also included writers Ashok Vajpeyi and Jerry Pinto, academician Ira Bhaskar, poet Jeet Thayil, author Shamsul Islam, musician TM Krishna and filmmaker-activist Saba Dewan, promised they will continue to speak up against silencing of “people’s voices”. “All of us, as members of the Indian cultural community, as citizens of conscience, condemn such harassment. We do more: we endorse every word of the letter our colleagues wrote to the Prime Minister. “This is why we share their letter here once again, and appeal to the cultural, academic and legal communities to do the same. This is why more of us will speak every day. Against mob lynching. Against the silencing of people’s voices. Against the misuse of courts to harass citizens,” the letter added. The FIR was lodged on October 3 under several sections of the Indian Penal Code, including those related to sedition, public nuisance, hurting religious feelings and insulting with an intent to provoke breach of peace. The 49 personalities, including filmmakers Mani Ratnam, Anurag Kashyap, Shyam Benegal, actor Soumitra Chatterjee and vocalist Shubha Mudgal, were accused of having “tarnished the image of the country and undermined the impressive performance of the prime minister”, besides “supporting secessionist tendencies”.

Blaming Modi govt, BJP for sedition case against intellectuals absolute falsehood: Javadekar Hitting back at its critics for blaming the Modi government for the registration of a sedition case against 49 intellectuals and artists, the BJP on October 8 said it was an “absolute falsehood” spread by vested interests and asserted that the development had nothing to with either the party or its dispensation at the Centre. Putting up a strong defence of the government, senior BJP leader and Information and Broadcasting Minister Prakash Javadekar noted that the FIR was filed after a Bihar court’s order on a petition. The government has not filed the FIR, he added. “This has nothing to do with the BJP and the government. This is a canard which is always spread to defame the Modi government and used to give an impression that there is a choking of freedom of expression in a draconian fashion under it,” he told PTI. “This is an absolute falsehood spread by vested interests and tukde-tukde gang,” he said. The FIR was lodged in Bihar’s Muzaffarpur district against 49 intellectuals, including Aparna Sen, Adoor Gopalakrishnan and Ramchandra Guha, for alleged sedition after they wrote an open letter to Prime Minister Narendra Modi against growing incidents of lynching. Mr. Javadekar refrained from naming anyone but said that spreading falsehood and falsification of facts is an old practice of critics to defame the Modi government. “This is exactly what is happening in this case. Sitharaman wields the tax axe

By dramatically slashing corporate taxes, India’s gritty Finance Minister has given a big boost to India’s private sector and brings the country closer to becoming a low-tax, high-efficiency economy that the Modi government aspires for, writes India Inc. Founder & CEO Manoj Ladwa. The recent cuts in corporate tax and minimum alternative tax rates by Indian Finance Minister Nirmala Sitharaman will provide a much-needed stimulus for companies in India. It may well also help the country attract companies that are looking at alternative destinations to set up manufacturing facilities in the wake of the US-China trade war by incentivising the setting up of new manufacturing facilities in the country. On the flip side, the tax cuts could lead to fiscal slippage for the government and raise the fiscal deficit to up to 4 per cent, against the target of 3.4 per cent, if it is not accompanied by spending cuts. In the view of ‘India Global Business’, this will be a shortterm issue and we anticipate the private sector will treat this as the confidence-building measure to reassure them that the Modi government is backing them to get the investment cycle moving again. On 21 September, Sitharaman wielded the axe on India’s relatively high rate of corporate tax, cutting it from 34 per cent to a fraction over 25.17 per cent, thereby redeeming a promise made by former Finance Minister, the late Arun Jaitley five years ago. In her Budget on 5 July, the current Finance Minister had reduced the tax for companies with a turnover of up to $55 million. Now, the rate has become universal for all companies that do not take the benefits of any other exemptions. Such companies will not also have to pay any Minimum Alternate Tax (MAT). Now, the peak rate of corporate tax is comparable to the lowest rates charged by many other competitor countries. “This is a massive trigger for revving up growth and, more importantly, resurrecting sentiments that were down in the dumps. The immediate benefit is increased cash flows to corporate India that will be either channelised into debt reduction or incremental investments in increasing capacity,” says a report by Crisil, the Indian subsidiary of Standard & Poor’s. Further, in a bid to boost the Make in India programme, attract foreign investment in the manufacturing sector and make India competitive compared to China and the ASEAN countries, the government has allowed any new company incorporated in India on or after 1 October 2019 and making investments in manufacturing to pay income tax at 17 per cent. These companies will, however, have to start production on or before 31 March 2023. This move is expected to kick start the sputtering investment cycle that has been stubbornly refusing to pick itself up for the last few years. These tax cuts will initially lead to a revenue loss of more than $20 billion for the government, but in doing so, provide a major stimulus to the Indian corporate sector. Fiscal gap may widen These tax giveaways are expected to widen the fiscal deficit, given the government’s tight fiscal position and the absence of buoyancy in tax revenues. This could rise to as much as 4 per cent against the Budget target of 3.4 per cent, since the higher earnings and the accompanying rise in revenues will take place only after a lag. Cut in public expenditure As of now, the only way for Sitharaman to help balance her books seems to be a cut in the government’s spending programme. But that could lead to a growth slowdown. She is obviously hoping that her incentives will kickstart the investment cycle and obviate the need for large government expenditure to keep the wheels of the Indian economy running. She has done well to wield the axe on tax. She will now have to execute a careful balancing act over the next few months to ensure that the private sector gets charged up.
