Area cities see growth in tax base By BARBARA FULENWIDER With the real estate market continuing to rebound into what is becoming more and more of a seller’s utopia, taxable values for 2013 have increased over those in 2012. Increased taxable values mean there will be more money for school districts and towns to spend on their students and on public services. Last week the Fort Bend Independent reported that Fort Bend County’s taxable values rose by 6.47 percent, which means the larger towns in the county are prospering more this year than they did a year ago. The preliminary taxable value for Sugar Land properties total $10.47 billion this year assuming that 90 percent of value under protest remains on the tax rolls. The $10.47 billion is a 7.5 percent increase over last year’s total values. New values account for 15 percent of the increase and commercial values are up significantly while residential value is up about 1.7 percent over 2012. Currently Sugar Land has 39,131 properties or 205

more than last year. “We can’t really address revenue yet as the tax rate hasn’t been set yet and that is council’s decision,” said Doug Adolph, city spokesman. “However, if the tax rate were to remain at its current level at this preliminary value, it would result in about a seven percent increase in revenue. That being said, the certified tax roll historically comes in about five percent lower than the preliminary roll and would result in very different revenues to Sugar Land.” Missouri City, which gets preliminary taxable value figures from both Harris County and Fort Bend County, also reported increased taxable values. Preliminary values for 2013 are $4,165,845,831 compared to $4,020,472,066 last year for a 3.62 percent increase. Stacie Walker, Missouri City spokeswoman, said, “At this time we do not have a commercial versus residential breakdown or the number of properties in the city. That information will be available in July.”

Stafford Municipal School District (SMSD) also gets preliminary taxable value figures from Harris and Fort Bend counties. Last year’s preliminary taxable values were $2,311,746,205 from Fort Bend and were $6,394,155 from Harris County. Last year’s $2.311 billion preliminary figure from Fort Bend CAD ended up being $1,884,330,626 after the Freeport Exemption and protests were deducted. Preliminary numbers this year are $2,371,671,540 from Fort Bend and $6,390,983 from Harris County. Karla Merka, SMSD chief financial officer, said, “It amounts to a three percent difference from this year to last on the preliminary numbers reported by the Fort Bend County Appraisal District. Harris County is down by about 1.2 percent. Because the Freeport tax does not affect the Harris County numbers, they maintain their preliminary figures, so it will turn around and come back up.”

Boys Scouts place wreaths to mark Memorial Day. By SESHADRI KUMAR The city of Sugar Land organized the fifth Memorial Day ceremony at Sugar Land’s Memorial Park on Monday, May 27. After the presentation of colors by the Sugar Land Police Honor Guard, a member of the Boy Scout Troop 992 led the audience in the Pledge of Allegiance and 10-year-old Leah Grace from Kingwood sang the National Anthem. David Kiger, U.S. Army (Retd.) did the roll call of the fallen soldiers from the area. Following the welcome remarks by Sugar Land Mayor Jimmy Thompson, U.S. Rep. Pete Olson and Col. Gregory Barrow made brief remarks. Olson said the tears of the parents of the men and women start from the day they sign up to join the armed service — tears of sadness, tears of pride, and tears of worry and fear, tears of sorrow, if their loved one returns in a flagdraped coffin and tears of immense joy, when they return home safe after the call of duty. “Those who gave their life did so because they love us,” Olson said. Barrow urged the audience to be mindful of the sacrifices made by the men and women who served in

the military and the gifts they have given to the country and the world. Boy Scout Troop 731 members placed wreaths in honor of the fallen soldiers, while the Fort Bend County Sheriff’s Department rendered a 21-gun salute. The Patriotic Brass Band Ensemble gave the TAPS presentation and Lt. Robert Rogers of the Sugar Land Fire Department played

the Patriotic Bag Pipe. Members of the Fred Astaire Dance Studio gave a dance presentation, “Just a dream,” by Carrie Underwood. The event concluded with the singing of “God Bless America” by Sugar Land Junior Super Star Gabriela Sanchez. The Indo-American Forum of Fort Bend provided free water to visitors.

The cast and crew of Travis High School’s one-act play were awarded the state championship after performing at the UIL One-Act Play competition on May 22 at Bass Concert Hall in Austin. Under the direction of Tommy Grubbs and assistant Tiffanie Thomas, Travis High School (THS) performed “Unexpected Tenderness” by Israel Horovitz. THS advanced to the state level after competing at the Zone, District, Area and Regional levels. “Unexpected Tenderness” is a biographical memory play about a son who discusses his decision to end the cycle of abuse and centers around a dysfunctional Jewish family and its abusive, yet remorseful father whose demons ultimately drive his family away. THS competed against seven other 5A high school theatre groups for the state title. Miller is a member of the Defense and Veterans’ Affairs Committee and Elections Committee in the Texas House of Representatives.

First-time homebuyers may qualify for Mortgage Credit Certificate First-time homebuyers purchasing homes in Fort Bend County now have access to a Mortgage Credit Certificate Program (MCC Program) which is sponsored by the Fort Bend County Housing Finance Corporation. The MCC Program provides an annual nonrefundable tax credit based on the lesser of $2,000 or 35 percent of the interest paid each year on a first-time homebuyer’s mortgage in Fort Bend County, Texas. “This is a great opportunity for homebuyers living in Fort Bend County,” said Tom Shirley, president of the Fort Bend County Housing Finance Corporation. “Home ownership is the dream of most Americans, and that dream is more attainable with the kind of affordable

financing provided with the Mortgage Credit Certificate Program.” The MCC Program provides applicants with a 35 percent tax credit on mortgage interest paid as long as they live in the home being purchased. The credit is in addition to the standard deduction allowed on federal income taxes, increasing the financial benefit for first-time homebuyers. To qualify for the MCC Program, participation is restricted to household income of $66,200 for families of two or less and $76,130 for families of three or more. Maximum home purchase price cannot exceed $250,200. “From my experience assisting many first time homebuyers, the MCC Program is

a great benefit and decreases the annual cost of homeownership,” said Shad Bogany, realtor and board member of Fort Bend County Housing Finance Corporation. “To qualify for the program, homebuyers must sign up for the MCC Program during the mortgage application process through one of the participating lenders.” Participation in the Fort Bend County MCC Program is limited to a set time period. Funds are available on a firstcome first-served basis. For more information on the Fort Bend County Housing Finance Corporation’s MCC Program, interested borrowers should call FirstSouthwest, the administrator for the program, at 877-983-3792.

David Chaumette takes office as Houston Bar Association President

David A. Chaumette, founding partner of Chaumette, PLLC, is the new president of the Houston Bar Association (HBA). Opinion The state of equality and justice in America: “We are dangerously close to regressing� By Rev. AL SHARPTON This year marks the 50th anniversary of the great “March on Washington for Jobs and Freedom.� It was there, at one of the largest rallies for human rights, that Dr. Martin Luther King Jr. delivered his famous ‘I Have a Dream’ speech. On August 28, 1963, Dr. King and all those gathered in Washington, D.C., addressed the notion of greater equality and justice in America in a way which could no longer be ignored. Thanks to Dr. King’s unyielding work, and the work of countless others before and after him, laws like the Voting Rights Act of 1965 were eventually passed, and victories were achieved in the struggle for civil rights. In the time since, we’ve watched people of color break down barriers across the board - including into the highest office of the land. Progress over the last five decades is undeniable. But now 50 years after the “March on Washington�, we are dangerously close to regressing on some of the most fundamental advancements in our society. The Supreme Court of the United States is set to rule on several key items this year that are at the core of justice and equality in America. Shelby v. Holder challenges Section 5 of the Voting Rights Act itself. A key aspect of the Act, Section 5 requires juris-

dictions that have a history of discriminatory voting practices to obtain advanced approval from the federal government before they can alter election laws. Without Section 5, the basic foundation of the Voting Rights Act would be destroyed. The floodgates of biased and disenfranchising practices like harsh new voter ID laws would open and the protection of our participation in the voting process would be eliminated. Voting rights for all American citizens was a basic principle of Dr. King and all those who sacrificed during the civil rights struggle and in subsequent years. Ironically, half a century after Dr. King’s speech, voter equality is under attack all over again. In addition to the Voting Rights Act, one of the greatest advancements toward equality we achieved in this nation was the ability of those who were traditionally excluded from higher learning to attend our great colleges and universities. Well, in 2013, affirmative action hangs in the balance. Two cases, Fisher v. University of Texas and a Michigan law banning affirmative action in public college admissions, have reached the Supreme Court. The outcome of these two cases will have serious ramifications for the admission practices of schools throughout the country.

At a time when our educational system is severely leaving minority and poor students behind, some are attempting to eliminate laws designed to create a more even playing field. Our society is growing ever diverse, and our institutions of higher learning need to reflect that diversity. Affirmative action doesn’t mean preferential treatment; it means equalizing an imbalanced scale. The future of so many students remains in limbo as the high court weighs in this year on these crucial cases. This year marks another milestone in this nation’s history: the 150th anniversary of the Emancipation Proclamation. In the last 150 years, we’ve witnessed momentous progress that was achieved only because of the selfless acts of many. Folks have marched, rallied, organized, boycotted, withstood beatings, bombings, water hoses, dogs and some even died for the cause of justice. In a post-civil rights era, laws such as the Voting Rights Act and affirmative action appeared etched in stone permanently. But now the state of justice and equality in America remains to be determined because of these renewed attempts to repeal such laws. We can either continue on a path toward greater freedom for all, or regress back to the wrong side of history.

The generation of Dr. King, and the generation immediately behind him continued fighting until they got voting rights and affirmative action on the books. We must not become the generation that couldn’t sustain and maintain it.

White House under siege Dan Pfeiffer’s spin through the Sunday talk shows won’t help the president’s credibility. By KARL ROVE Dan Pfeiffer, senior adviser to the president for strategy and communications, appeared on five news programs Sunday to discuss the controversies buffeting the administration. The spectacle revealed the mind-set of a White House under siege. Mr. Pfeiffer invoked the word “irrelevant� like a wizard’s incantation to dismiss questions about who edited the misleading Benghazi talking points, where the president was on the night of the assaults, and even if the law prevented the IRS from targeting groups for political reasons. On Mr. Pfeiffer’s last point, ABC’s George Stephanopoulos responded, “You don’t really mean the law is irrelevant, do you?� The White House adviser proclaimed that an administration should “never interfere in independent investigations,� whether of the IRS or Benghazi. He liked that phrase so much he used it or a variation more than 12 times. To foster the image of a decisive chief executive, Mr. Pfeiffer said Mr. Obama would “fix the problem� so it “would never happen again.� He liked that phrase too, using it or a variant about 20 times in his 52 minutes on camera. tivation.� Wrongdoing? “There’s nothing to suggest� Sarah Hall Ingram, who ran the IRS tax-exempt division as it harassed conservatives for over two years, “did anything wrong.� She was apparently ignorant of what her staff was doing. Ms. Ingram now oversees the IRS implementation of ObamaCare. Mr. Pfeiffer even insisted that Republicans should apologize to Susan Rice, the U.S. ambassador to the U.N. This apology was owed “for accusing her of misleading the country� when she described the Benghazi attacks on television on Sept. 16 (five days after the attacks) as a spontaneous reaction to an antiMuslim video. Mr. Pfeiffer was quick to blame others. The CIA, he claimed, was responsible for the deceptive talking points that credited a “protest� for the Benghazi attacks. The agency removed all references to terror and al Qaeda, not the White House or State Department. Mr. Pfeiffer reserved his real venom for Republicans, whom he accused of “playing politics,� with 21 references to “partisan fishing expeditions, trumped up hearings,� “political hit jobs� and the like. Mr. Pfeiffer spun his way through the Sunday talk shows, but his performance won’t get the White House past these controversies. A new Washington Post-ABC News poll shows 74% of Americans believe it was inappropriate for the IRS to single out conservatives. By 45% to 42%, Americans say Mr. Obama is trying to cover up the facts about it. A new Fox News poll out Tuesday found that more than 60% believe the Obama administration “is trying to cover-up what happened� in Benghazi, and 66% think the White House “knew� about or “directed� the IRS targeting of conservative groups. The situation could get worse for the White House as more questions get answered. Who concocted the fairy tale that the Benghazi attacks were caused by an antiMuslim YouTube video? Who ordered U.S. military personnel in Tripoli not to attempt a rescue? These questions are not going away, especially after the White House released a slew of emails. The emails reveal that, contrary to White House assertions, State Department and West Wing officials worked together to remove all references to terrorism from the talking points about Benghazi; that the talking points were altered at a White House meeting; and that unnamed staff at the U.S. Mission to the U.N. were in touch with White House staff about preparing Ms. Rice for her TV appearances. There is more to come on the IRS scandal as well. Who authorized the agency to target conservative groups? Congressional Democrats who demanded the IRS investigate conservative organizations and the president who labeled these groups as “a threat to democracy� will have to explain the climate of intimidation they fostered. These controversies are still in their early stages—and the GOP must never mutter the word “impeachment.� The president’s credibility is weakening. If Republicans concentrate on getting the facts out, then no amount of the toocute-by-half White House spin that was on display Sunday will help him restore it. Opinion Home insurance losses result in major rate increases By BASIL HOUSEWRIGHT I talk with homeowners about their home insurance daily and this is what I often hear – “My rates keep going up 10% to 20% annually and I never file claims. What’s up?” According to the Insurance Information Institute, between 1990 and 2002, home insurers in the United States paid out, on average, $1.167 in losses and expenses for every $1 they earned in premiums. In 1992, which included Hurricane Andrew, home insurers paid out $11.5 billion more in losses and expenses than they received in premiums, in 2001 home insurers paid out $7.43 billion more in losses and expenses than they received in premiums and in 2002 home insurers paid out $4.7 billion more in losses and expenses than they received in premiums. Losses from 2000 to 2003 for home insurers are estimated at $187 billion more in losses and expenses than they received in premiums, approaching the level of insured

property losses from the September 11, 2001 terrorist attack, which while not weather related and including a large amount of commercial building claims has become a real threat to loss of property in our country. And who in Fort Bend County can forget about Hurricane Ike on 09-13-2008, which ravaged the Gulf Coast and resulted in over $30 billion of paid insurance claims. Ironically almost 5 years later there are still several claims from Hurricane Ike in litigation, which will, only result in increased losses paid out due to this storm almost 5 years ago. Texas recorded seven catastrophic weather events in 2012 that resulted in over $2.3 billion in insured losses. This includes the multiple tornados and hail storms that pounded the Dallas/Fort Worth area on April 3, 2012 resulting in over $775 million in insured losses added to the June 13, 2012 hail storm also in the Dallas/Fort Worth area with over $890 million in insured

Housewright losses. Also in May 2012 the McAllen area had a violent wind and hail storm resulting in over $260 million in insured losses. The insured losses from Hurricane Sandy in October 2012 are still accruing with over $75 billion in insured losses, which is less than the damage caused by Hurricane Katrina in August 2005. April 17, 2013, the small town of West, Texas experienced an industrial plant explosion with initial estimates of $100 million in insured losses from just a small central Texas town of 2,500. The FY 2013 Consolidated Action Plan includes the proposed projects to be funded during FY 2013, September 1, 2013 to August 31, 2014. HUD has not released the FY 2013 allocations. HUD recommended that jurisdictions plan for at least a five (5) percent reduction in grant amounts. Fort Bend County used the five (5) percent reduction to estimate its preliminary recommendations for funding. Consumers looking for higher levels of sporty refinement will find the SX trim offers standard 17inch wheels with 205/45R17 tires, fog lamps, LED accent lights and rear combination lamps, dual chrome exhaust tips, power-folding outside heated mirrors with turn signal indicators and projector headlamps. Moving inside the 2013 Rio, its extended wheelbase (101.2 inches) provides passengers with 40 inches of front seat headroom, 37.6 inches rear headroom, 43.8 inches front legroom and 31.1 inches rear legroom. Cargo space measures 13.7 cubic feet. Standard on the LX trim is a six-way adjustable driver’s seat, tilt steering column, steering wheel-mounted audio controls, trip computer, electric power steering, 60/40 split folding rear seats and a cargo cover for the hatch-

Erin Tompkins earns medical degree while in army

Tompkins Erin Tompkins has been awarded the degree of Doctor of Medicine (MD) from the Uniformed Services University of the Health Sciences (USUHS) in Bethesda, Maryland.

The USUHS motto is “Learning to care for those in harm’s way.” Commencement exercises were held in the Daughters of the American Revolution (DAR) Constitution Hall in Washington, D.C. on May 18, 2013. Prior to entering medical school Erin graduated from Elkins High School in Missouri City, then earned a BS in Speech Pathology from Baylor University, a Master of Public Health (MPH) from the University of North Texas, and a Certification in Epidemiology from the University of North Carolina. Erin has entered a threeyear residency in Internal Medicine at Madigan Army Medical Center in Washington State. Her proud parents, Bill and Robyn Tompkins, reside in Missouri City.

FILM REVIEW: The Hangover Part III Part III has the same main characters and director, Todd Phillips, so don’t expect too much originality. Everyone acts and thinks like a knucklehead; however, the degree of knuckleheadism does vary with the part and comedic situation. Actually, The Wolf Pack takes turns acting foolish much to the credit of Director and Co-writer Todd Phillips. My sources tell me that Part III will be the final Part, so we can all take a deep breath and move on with the rest of lives. A bit of history: The first Hangover was only four years ago (2009) so they have packed in a lot of silliness and idiocy in only four years and three movies. Since 2009, Bradley Coo-

per has become a legitimate movie star, Ed “The Office” Helms may have peaked in his career with this movie, and Zack Galifianankas (the one with the beard) has barely hit his stride as a comedic genius, and has merely revved up his engine; the sky’s the limit for Galifianankas. And the fourth member of The Wolf Pack, Justin Bartha (Doug, I always get kidnapped), should be thrilled that he has been allowed to appear in all three movies. The jury is still out on Todd Phillips. One smart thing Phillips did was convince John Goodman and Melissa McCarthy to take bit parts, but big enough to showcase their comedic tal-

ents because the two of them are so hot right now that neither needed this senseless movie. Ditto for Ken Jeong M.D.; just not to their extent. The Wolf Pack (Knuckleheads) get involved with $42

million worth of missing gold bars and the “rightful” owner is willing to kill anyone and everyone to retrieve his booty. Hence, the kidnapping of Doug, yet again. Their task is to find the thief and bring him

to the Big Guy, and of course they had to end up in Las Vegas. Ever heard of that story before? This sequel is typical of most sequels: if you like the others, then you’ll like this one. The script is crisp and humorous and the acting is adequate and the directing was impressive since the basic story is trite. The good news is that I saw this film at the new Santikos Theatres AVX. I’m thrilled that we have such a gorgeous complex in our neck of the woods that has tasty delights (I sampled the delicious lemon gelato) and a 16-lane bowling alley with 22 theatres that allow you to choose your seat and on and

on. This line of theatres is headquartered in San Antonio and only recently reached out to Tomball and this venue at 7301 Grand Parkway in Fort Bend County.
