TASK FORCE INITIATIVE.
The Director of the United States Secret Service
12 shall take appropriate actions to develop a national net13 work of electronic crime task forces, based on the New 14 York Electronic Crimes Task Force model, throughout the 15 United States, for the purpose of preventing, detecting, 16 and investigating various forms of electronic crimes, in17 cluding potential terrorist attacks against critical infra18 structure and financial payment systems. 19 20
SEC. 106. PRESIDENTIAL AUTHORITY.
Section 203 of the International Emergency Powers
21 Act (50 U.S.C. 1702) is amended— 22
(1) in subsection (a)(1)—

(A) at the end of subparagraph (A) (flush

to that subparagraph), by striking ‘‘; and’’ and
