Modi said it was government’s responsibility to “live for the poor”

G. Subramanian

Prime Minister Narendra Modi said on Wednesday his government will work for the poor, improve the lot of the weaker sections including Muslims, curb price rise, take all political parties along in its march to progress and seek to change India’s identity from “scam India” to “skill India”. Speaking extempore in Hindi in hour-long speeches in the Lok Sabha and Rajya Sabha in reply to the debate on the motion of thanks on the president’s address, the prime minister dwelt on a range of subjects – from incidents of rapes and violence, development of the northeast and the coastal states, agriculture, co-operative federalism as the way forward, corruption and convicting guilty lawmakers. Delivering his first speech in the Lok Sabha and the Rajya Sabha, Modi said that good governance needs to be converted into a people’s movement. The prime minister described bad governance “as worse than diabetes in the human body, which destroys the entire system. Last-mile delivery is the biggest problem”. Modi said that government’s target of providing houses for all by 2022, the 75th anniversary of country’s independence, should be a “movement” and every MP should support this. He also called for paying fitting tributes to Mahatma Gandhi on his 150th birth anniversary in 2019 by resolving to create a “swatch Bharat (clean India)”. Seeking the opposition’s support in the government’s endeavors, he said: “We want to take you along, and if needed, we would also seek your guidance.” Modi, who took oath as prime minister May 26 at the head of a NDA government, said the government would “leave no stone unturned to fulfill” the promises made by it. In his speeches in both houses, where he spoke forcefully and was heard with rapt attention by members, Modi said there was

need to take bold decisions and also make small innovative changes at every level for the country to realise its potential. He spoke of working in spirit of cooperative federalism and said MPs were custodians of the hope and aspirations of millions of Indians. He said the condition of Muslims has remained unchanged, alluding to the fact that nothing much has been done for them despite all the talk by previous governments. “A body is not healthy, if any of its part is not healthy,” he said with specific reference to the community for the first time. Sending a strong message on women’s security, Modi said politicians should stop commenting frivolously on such incidents. “I want to appeal to the politicians of the country, stop this psychological analysis of incidents of rape. It does not behoove of you,” Modi said. “They are playing with the dignity of our mothers and sisters. Such a commentary is not appropriate at political level. The respect and security of women should be the concern of all 125 crore Indians,” he said Samajwadi Party chief Mulayam Singh Yadav is among leaders who have commented on the issue – saying “boys will make mistakes” – drawing wide criticism. On the farm sector, Modi said proper management of agriculture products through modern technology can help control food inflation, adding that there is adequate availability of food products in the country. “There is enough food in the country. What is required is proper management,” Modi said. He said efforts should be made to gather “real-time data” of agricultural products that would help regulators take the required action to manage prices. The prime minister indicated that the Food Corporation of India (FCI) could be restructured for better management of agricultural produce. On the issue of corruption, the prime minister said the state must be policy-driven and non-discriminatory. He said there should be minimum grey areas in policy and maximum use of technology. He said FIRs against MPs should be decided within a period of one year with the help of the Supreme Court so that the guilty can be convicted and the innocent absolved – and the stain is removed from the august Houses of Parliament. Indicating his Government’s resolve in this regard, he said an SIT on black money, which had been pending for two years, had already been formed.

“It is impossible to post a policeman at every home where most of the rapes take place.” Says Home Min R R Patil Forever News reporter

Maharashtra Home Minister R R Patil on Wednesday courted controversy by his remark on the issue of checking rapes, saying it is impossible to post a policeman at every home where most of these incidents take place. “Many crimes against women happen within the confines of homes. Is it possible to have a policeman in every household?” Patil said replying to a debate on crimes

against women and dalits in the Legislative Council. “40 per cent rapes are committed by persons known to the victim. 6.34 per cent rapes are committed by brothers and fathers, 6.65 per cent by close relatives and 40 per cent on the promise of marriage,” he said. Patil insisted crimes like rape had increased due to “erosion in moral values”. He, however, claimed incidents of crimes against women in Maharashtra were lesser compared to other states.

Popsicles recipes

Puzzle 29

Rose milk Ingredients Milk Sugar Rose syrup

4 cup (1 litre) 2 tblsp 3 tblsp (or as needed)

Method : I boiled milk and reduced it to 1/2 litre and filtered it. You can skip this step and just boil 2 cups of milk. Cool down and mix sugar, rose syrup and mix well. Pour it to the popsicle moulds and freeze it. (I wanted to use popsicle sticks instead of the one we get with the moulds. So I cling wrapped and used a rubber band, pierce a slit with knife and inserted the popsicle sticks in it. You can use aluminium foil too and if you dont have moulds, just use any small tumbler. Let it set for atleast 12 hrs and take it out, hold carefully under tap water (outer

surface of the mould should be under tap water) and remove the popsicles.

Notes : Adjust the rose syrup and sugar according to your sweet preference. But make sure the rose milk is bit sweeter than you drink.

Method : Wash and reserve few grapes and grind the grapes with water. Filter it through a metal strainer. Add sugar and dissolve completely. Fill 3/4th of the popsicle moulds with this juice and add few sliced grapes in each mould. Cover it with the lid/handles that come with the popsicle moulds, or, cover it with cling wrap, slit in middle, insert the popsicle sticks and freeze it for minimum 12 hours. Once frozen hard, show the body of the popsicle moulds under running tap water for 30 seconds to remove the popsicles easily from the moulds.

Notes : You can do it without adding water too, but u may need to add more sugar as it would be more tangy. If not frozen properly, the stick won’t hold the Popsicle while you take out. You can add ginger while grinding to give it a twist. Adjust sugar quantity as per your taste. by - S. Suchithra

Edit ... Modi and nation building

E

xpectations are galore from the Narendra Modi government at the Centre, when it presents its first annual Budget on the floor of Parliament next month. Keeping in view that development is the only agenda of this government, it has to be seen what does it mean for the PM? Years of indecision by the predecessor government have taken country to nowhere. Rather, the country seems to have slipped during this period from the path of progress. It was why the BJPled Modi government has received mandate with a thumping majority to form the government. It is nice to see that Modi has thrown his party’s old clarion call for the promise to construct Ram temple at Ayodhya and rather development has been his buzzword. It is visible from the fact that he has asked his colleague ministers to let him know what all they can do over a period of one month, 100 days and finally within a year. While his plan to connect all the metros with a dedicated road is welcome, he has also been speaking profusely of cleaning the river Ganga. Moreover, he has given his indication for rolling out of the GST across the country by taking all the states into confidence. Last but not the least; Modi has made it clear that no project will be delayed due to environmental clearance hitch. But, the issue was aspirations are quite high among the people of the country and Modi doesn’t have any magic wand in his hands to do it all within a matter of few days. He himself made it clear that first two years of his governance will be devoted for the repair of the nation and the development will take place during the remaining three years of the regime. Taming of staggering inflation is Modi’s top priority. Still, it’s too difficult a task to realise the dream. Met department’s forecast of weak monsoon ahead will keep the RBI away from lowering the interest rates. A majority of his colleagues in the ministries are new faces who are seeing the corridors of power for the first time. This poses yet another challenge of how will they be able to perform.

State budget gives partial tax relief to hotel industry Forever News reporter

The Hotel and Restaurant Association of Western India (HRAWI) has welcomed Maharashtra Government’s state budget that has announced partial tax relief to the industry. The hotel industry had been advocating a revision in the Luxury tax for the last few years and has hailed its revision. The new budget proposes exemption of Luxury tax up to Rs 1,000, 4% up to Rs 1,500 and 10% exceeding Rs 1,500. Also, it offers concession in luxury tax for new hotels or expansion of existing ones in B and C zone cities like Thane, Navi Mumbai and Nashik. Mr. D.S. Advani, President, HRAWI while welcoming the new move

says, “the hotel industry had been approaching the state Government at various levels for a revision in the Luxury Tax. The current luxury tax structure was not feasible in today’s scenario and would have negatively impacted tourism growth.” “As per the previous tax structure, any hotel room with a tariff of above Rs.750/- and up to Rs. 1199/- was taxed at 4% and those above Rs.1200/- was at 10%. We had been requesting for an increase in the threshold limits. Since, a mere Rs.750/- does not justify being called luxury in today’s scenario, HRAWI had proposed that the limit be raised to at least Rs.2000/-. However, it gives us hope that in the near future it will be further rationalized,” says Mr. Advani. The state budget has also reduced the late fee on VAT

return from Rs. 5000/- to Rs. 2000/- for delay of up to one month and the turnover limit for registration under VAT has been increased from Rs. 5 lakhs to Rs. 10 lakhs. “This is a progressive step adopted by the Government. Small restaurants and hotels will benefit from this move,” says Mr. Gurbaxish Singh Kohli, Vice-President, HRAWI. “But there is a lot more that is needed to give support to the ailing hotel and tourism related industries. It was accorded industry status over a decade ago however the accompanying benefits in subsidies were never passed on to us. For instance, electricity duty charged to Hotels and

Restaurants is at the commercial rate of 13% as against the rate of 6% levied on industrial units. Power and water are the major cost of operation in hotels and restaurants. If the Government gives us the due benefits, not only will the hospitality industry grow, but tourism in Maharashtra will also see a big surge,” adds Mr. Gurbaxish Singh Kohli, Vice-President, HRAWI. One of the sops provisioned in the current budget include the increase in the turnover limit for filing audit report from Rs. 60 lakhs to Rs. 1 crore. “This increase in the threshold limit will certainly bring major administrative relief for businesses such as restaurants but would not bring any monetary benefits,” says Mr. Pradeep Shetty, Honorary Secretary, HRAWI.
