 I am delighted to present the achievements, accomplishments and challenges of the MNDA at this year’s Ministerial Platform to commemorate the mid-term Anniversary of President Goodluck Jonathan’s Administration.

 Let me express appreciation to the Hon Minister of Information, Mr. Labaran Maku for providing the opportunity for this presentation. 2


ďƒ˜ As you are all aware, the Niger Delta region which provides over 80% of the country’s total revenue and 95% of its total export earnings suffers from environmental degradation and pollution caused by oil spills, gas leaks and flares.

ďƒ˜ The region has high unemployment rate among the youths and women, poor infrastructural facilities and high prevalence of diseases. The region therefore, illustrates a development paradox characterised by endemic poverty in the midst of abundant human and rich natural resources. 3


ďƒ˜The thrusts of the projects and programmes of the Ministry for the transformation of the region are to achieve infrastructural development, environmental sustainability, peace & stability and socio-economic development in the Niger Delta.

The key targets for the region in consonance with the Transformation Agenda of the present Administration include:  Increased access to physical and social infrastructure (Roads, Water, Electricity, Housing, Health care and School facilities);  Preservation and conservation of the environment through remediation, rehabilitation and restoration of degraded and polluted ecosystem;  Elimination of militancy through consolidation of post –amnesty projects and programmes;  Reduction of oil-related conflicts in the region;  Reduction in the high incidence of poverty caused by oil extraction activities in the areas;  Reduction in the rate of unemployment.  Reduction in inter and intra ethnic/communal conflicts; 5


Peace and Security ďƒ˜ The Ministry intervened significantly through routinely organized security and consultative meetings to sustain the peace and security in the region. This has resulted in an increase in oil production from preAmnesty level of about 700,000 bpd to the current level of about 2.5m bpd.

Skills Acquisition ďƒ˜The Ministry has trained over 706 non-militant youths across the 9 Niger Delta States to acquire skills in various sectors of the economy. Some of the trainees are now gainfully employed.

East – West Road  The Dualization of the East-West Road which commenced in 2006 and was taken over by the Ministry at 10% completion in 2010, has now reached over 52% completion. With the level of commitment by this administration, the Road will be completed by the end of December, 2014.  Some sections of the Road have been completed and are due for handing over by the contractors. 12

Other Roads The Ministry is also constructing 12 other roads spread across the 9 States. The roads which are at various levels of completion are: 1.

Owerri – Omerelu Road, 34.14km in Imo/Rivers States 48.10%,

Skills Acquisition Centres ďƒ˜ The Ministry is building 9 Skills Acquisition Centres, one in each state of the region. The Skills Acquisition Centres are designed to train youths to acquire skills to enable them work in various sectors of the economy, in particular Oil and Gas, Commerce, Tourism, Agriculture, ICT, Construction and Maritime. Four of the Centres will be completed to commence operation this year.

Housing Scheme ďƒ˜The construction of 360 Units of Housing, of 40 units of 2 and 3 bedroom Bungalows in each of the 9 states has reached about 65% completion. Some of the housing units will be commissioned and allocated to the beneficiaries before the end of this year.

Environmental Sustainability ďƒ˜ As a result of years of oil exploration and exploitation by the oil companies in the Niger Delta, the region has suffered a high degree of environmental degradation which has seriously affected the livelihood of the people. To address this challenge, the Ministry has embarked on various programmes of environmental remediation, reclamation and rehabilitation in some of the affected communities in the region. Some of the reclaimed, remediated and rehabilitated areas include: 24

The Ministry is embarking on the establishment of Industrial Parks in the Niger Delta region. The Industrial Parks which will consist of 5,000 Small and Meduim Enterprises (SMEs) to manufacture and produce goods and services in over 100 different sectors/areas of the economy will be a replica of the model in Ankara, Turkey. The Ministry has signed a Memorandum of Understanding (MoU) with Ostim of Turkey for the establishment of Industrial Parks in the Niger Delta region. The technical work on the project has commenced and some States in the region have indicated interest.

Job Creation ďƒ˜It should be noted that the work on the Dualization of the East-West Road; Remediation, Reclamation and Rehabilitation work; Construction of Skills Acquisition Centres; and Building of Housing Units by the Ministry in the 9 States of the Niger Delta have created jobs for over 9,000 people in the region. 36


COLLABORATIVE DEVELOPMENT PROGRAMMES: Niger Delta Action Plan

ďƒ˜ In realization of the fact that Government alone (Federal, State and Local governments) cannot provide the huge financial resources required to address the developmental challenges of the region, the Ministry in collaboration with development partners has produced a development blue print called the Niger Delta Action Plan with focus on three pillars: 37


 Infrastructure Investment Programme:  Emphasizing investment in large-scale infrastructure development such as urban and new town development, coastal and inland water ways construction, water transportation; dredging and environmental remediation.

 Social Sector Investment programme:  Focusing on community-based programmes with emphasis on agriculture, health and sanitation, education, employment creation, small and medium enterprises and skills training, conflict resolution and community security stabilization measures; and  Institutional Capacity Development and Multi-Stakeholder Trust Fund:

 Support capacity development for project implementation and resource mobilization.  Establishment of a Multi-Stakeholder Trust Fund which defines the governance structure for development partnership and the financial mechanism/resource mobilization for Programme implementation.

Establishment of National Council on Niger Delta  National Council on Niger Delta has been established and was inaugurated by Mr. President on the 26th of April, 2013  The inaugural meeting of the National Council on Niger Delta was preceded by the Stakeholders’ Conference which endorsed the Niger Delta Action plan for the consideration and approval of the Council.  The Council subsequently approved the Action Plan for implementation.  The process for the implementation of the Action Plan has commenced. 39

The Ministry is faced with budgetary constraints in the implementation of its projects and programmes.

ii. The terrain in most parts of the region makes infrastructural development a difficult task. High costs of projects and technology required for infrastructure projects as a result of the terrain constitute a serious challenge.

Even though youth restiveness and insecurity in the region have abated, intermittent disruption of projects by the youths and excessive demands on contractors by communities/ individuals and incidences of kidnapping still constitute serious problems. This situation has often times led to work stoppages.

 It is pertinent to note that the National Council on Niger Delta has approved the Niger Delta Action Plan as a framework for the development of the region.  The Ministry has commenced operationalisation of the Action Plan.

 The National Council on Niger Delta and the Niger Delta Action Plan are fundamental tools for the Ministry in coordinating developmental projects and programmes for the transformation of the region.  The MNDA is pursuing a number of alternative means of funding its projects and programmes to address the current budgetary constraints 43
